UP govt to equip UP Tourism Dept's website with several features, including 'data encryption'

Lucknow (Uttar Pradesh) [India], December 12 (ANI): In view of the increasing tourism potential of the state of Uttar Pradesh in recent years, the Uttar Pradesh Government, headed by Chief Minister Yogi Adityanath, has stepped up preparations for the Maha Kumbh 2025.

According to Chief Minister Yogi's vision, the Uttar Pradesh Tourism Department has invited applications through the Request for Proposal (RFP) medium from experienced and qualified service providers for the annual maintenance, updates, and enhancement of its official website, www.uptourism.gov.in.

The selected agency will streamline the department's website, ensuring it is well-equipped with various technical features such as data encryption, search engine optimization (SEO), error-free user experience, and regular software updates.

Additionally, the Tourism Department has commenced the application process for various sectors of the Tent City to be set up during the Prayagraj Maha Kumbh.

The website of the Uttar Pradesh Tourism Department functions as a central hub for information and resources related to tourism in the state.

The website has been designed to provide a wide range of information and services to both tourists and stakeholders interested in the promotion and development of tourism in the state.

For the annual maintenance of the web portal, the agency will be engaged through a 3-year contract, which will enhance the website's performance, management, and security and optimise its features.

The website is already hosted on the State Data Center, and during maintenance, it will continue to be hosted on the same platform.

The annual maintenance process carried out by the agency will be quite effective in ensuring a smooth and seamless user experience on the website related to the latest developments and tourist attractions in the state.

This includes addressing technical issues, updating and downloading text, photos, and videos on the website, as well as continuous monitoring and resolution of broken links and website errors.

Additionally, the agency will focus on regular software updates, security patches, and performance optimisation to enhance the speed and accessibility of the website. The process of continuous improvement in the website's user interface (UI) and user experience (UX) will be expedited for easy navigation, intuitive design, and consistent responsiveness on all devices.

The implementation of best practises for on-page and off-page SEO to increase the website's visibility on search engines, making online booking and reservation processes error-free, and enhancing security encryption, including the application of Secure Socket Layer (SSL) in the security assessment process, will also be undertaken to improve security.

The Tourism Department has started preparations for the Maha Kumbh scheduled to be held on the Sangam banks in Prayagraj in the year 2025. In this regard, the Uttar Pradesh Tourism Department has invited applications through e-tender for setting up tents in the Tent City to be established during the Maha Kumbh.

Sophisticated ‘burglary tourists’ fly from South America to rob wealthy homes, LAPD says

In the desert around Scottsdale, Ariz., on Monday, police officers hunted for a member of an international heist ring suspected of swiping jewels and luxury goods from homes across Los Angeles. Using helicopters and drones, they eventually found him hiding under a tree.

The wanted man, it turned out, was a 17-year-old from Chile.

Authorities say the teenager and his two adult accomplices later admitted to breaking into multiple homes, part of a growing trend of “burglary tourism” from South America.

The Los Angeles Police Department said the teenage fugitive was first arrested Feb. 29 in Pacific Palisades along with three other Chileans as they cased homes in the wealthy enclave. Police tracked down the crew after a security camera captured the license plate of their 2024 Hyundai Tucson amid a series of burglaries across East Hollywood.

Increasingly over the last five years , police officials say, thieves from South American nations have entered the U.S. for the purpose of committing robberies. In the case of Chile, authorities suspect some criminals are taking advantage of the tourist visa system, which does not require a background check for travelers. Once in the country, police say, they plan heist sprees and fence the loot before dispatching their earnings back home.

LAPD Deputy Chief Alan Hamilton told The Times that South American theft groups are not new in L.A., but they have become more active in recent months.

Although crime statistics show burglaries are on the decline overall, Hamilton said: “The number of crimes tied to these kind of crews are way, way up.”

He cautioned that it’s difficult to know for certain how many robberies can be attributed to foreign burglars, but said evidence indicates they are behind scores of break-ins. He estimated that north of the 118 Freeway in L.A. last year there were 94 burglaries, many probably committed by these crews.

The son of a onetime Bel-Air billionaire is suing Hillcrest Country Club, a venerable organization created for those once banned from other elite L.A. social clubs, alleging racial discrimination and civil rights violations.

“They often target homes often connected to open spaces, hiking trails and canyons that give them access,” Hamilton said.

The groups mostly hit wealthy neighborhoods where homes have jewelry and high-value items that can be easily exchanged for cash, he said.

“They tend to not carry guns. They don’t want to get gun charges,” Hamilton said. “They sometimes carry jamming devices to disable home security systems.”

While Chileans are among the most common members of these criminal enterprises, Hamilton said, they are seeing other South Americans including Peruvians, Ecuadoreans and Colombians as well. The LAPD and other local law enforcement agencies have formed a task force dedicated to the problem.

“I can tell you that we have a significant increase in burglaries from organized groups that are outside this country, that are coming into the country, and they are targeting high-end residents,” LAPD Chief Dominic Choi said at Tuesday’s Police Commission meeting.

In one case on Aug. 17 of last year, Burbank police officers arrested a man identified as Felipe Leiva Solis, a 33-year-old Chilean national, after a woman hiding in the bathroom of her home called to report that four men had broken in through a sliding door. Leiva Solis was found in a nearby yard on Burbank’s North Parish Place and is suspected of four other burglaries across the city, according to court documents.

Leiva Solis was released on bail but picked up again on Dec. 19 in Glendale by police officers who suspect he was behind a string of burglaries in the city. He was among a group of three men who tried to flee on foot when their vehicle was stopped, according to Glendale Police Investigator Jackie Nguy.

In court papers asking for Leiva Solis to remain in custody, Nguy alleged the Chilean was part of “an organized burglary ring responsible for a minimum of ten residential burglaries in Glendale,” and also tied to other thefts in Beverly Hills and other counties.

4 Chileans stole from homes across L.A. in a case of ‘burglary tourism,’ police say

A Chilean burglary crew was apprehended in Pacific Palisades, police say. The three men and one teen came to the U.S. on tourist visas, according to authorities.

LAPD Det. Robert Hoebink said in a court declaration that Leiva Solis’ crew was tied to at least 30 burglaries in West Los Angeles alone. Hoebink alleged the Chilean used a fake passport to open a Bank of America account and wired more than $23,000 back home despite being here on a tourist visa.

LAPD officers on Dec. 27 nabbed three more of the crew allegedly tied to Leiva Solis near Coldwater Canyon Drive south of Mulholland when called to assist Beverly Hills on a manhunt for burglars. Inside a Ford Explorer, police said they found $1 million worth of stolen designer purses, clothing, watches and jewelry — all believed to be from a single heist.

Three more arrests would come the next day as LAPD investigators recovered more high-end items from the group’s base of operations.

On Dec. 30, another West L.A. burglary led Beverly Hills police to identify a white Mercedes GLS as tied to the crime, arresting a female driver and four other suspects nearby.

Leiva Solis is being held without bail and is slated to be back in court next week. He’s pleaded not guilty to three counts of burglary and one count of conspiracy to commit burglary.

Investigators say Chilean or South American crews are also behind hundreds of break-ins in Orange, Ventura, Santa Barbara and San Diego counties.

In Orange County, Dist. Atty. Todd Spitzer has aggressively prosecuted South American thieves and sued the federal government for failing to disclose its negotiations with Chile over visa requirements for travelers. He has called for measures to stop criminals from entering as tourists.

Spitzer said the Chilean government has refused to abide by a requirement to provide the U.S. with the criminal history of Chilean citizens who use a visa program called Electronic System for Travel Authorization, or ESTA. The program allows Chileans residents to enter the U.S. for 90-day periods an unlimited number of times. Visa requirements vary between countries, but travelers from several other South American nations typically require visas with tighter restrictions before coming to the U.S.

Without criminal histories of Chileans, prosecutors have been largely handcuffed in trying to prove defendants are linked beyond a single burglary charge, Spitzer said.

The Chilean Embassy in Los Angeles did not respond to a request for comment.

Authorities said the Chilean teenage fugitive arrested in Arizona had fake Venezuelan paperwork when he was arrested in L.A. and had repeatedly tried to evade police. After he was arrested Feb. 29 in L.A., he told authorities his parents had left him alone in the U.S. with a family friend. Once he was turned over to L.A. County Children and Family Services, he vanished after going for a walk in Lakewood, police said.

When he was eventually recaptured this week, Scottdale Police Chief Jeff Walther said the teenager had “court documentation from his crimes he committed in California and before fleeing to Arizona ... and some property we are trying to tie to other burglaries.”

Planning to stake out a good spot to view the total solar eclipse next month? You won’t be alone — and officials are warning that the massive public interest could lead to hours of standstill road traffic, airspace crowded with leisure and commercial pilots, and disruptions at a host of airports.

The Federal Aviation Administration has warned that air traffic delays are likely on April 8, when the eclipse will sweep through North America from Mexico to Canada and plunge a narrow path into complete darkness in the middle of the day.

On the roads, federal authorities are asking for the public’s help to avoid gridlock across several states.

“While an estimated 32 million people live within the path of totality, millions more will travel to see the event firsthand,” Shailen Bhatt, administrator of the Federal Highway Administration, said in a video message . “This rare event maybe be a once-in-a-lifetime for some, but could have widespread impacts on the traveling public. So please plan ahead to arrive early and, if you can, stay put to avoid traffic congestion.”

Around the last total solar eclipse to reach the U.S., in 2017, motorists clogged roadways along the path in multiple states immediately after the show. Citing INRIX, a firm that analyzes transportation data, AAA said some rural routes experienced more than 15 hours of congestion, with backups stretching for up to 70 miles.

Kathleen Bangs, spokeswoman for the flight-tracking service FlightAware, said she drove to a field in Nebraska for the last eclipse.

“Oh my gosh, the traffic,” she said. “Once the eclipse ended, we thought it would take five hours to get home. It took like 11.”

Some cities have been planning for an influx of visitors for more than a year before the upcoming eclipse. Some local governments in Texas have declared a state of emergency ahead of time; the declaration for Bell County, an area north of Austin that is bisected by Interstate 35, says officials expect the local population of 400,000 to “double, if not triple, in size” in the days leading up to the eclipse, creating “extreme traffic congestion” and a strain on local resources that threatens the safety of local residents.

Landowners who are hosting events for 50 or more people are required to register with Bell County, and officials are encouraging locals to stock up on gas and groceries well before the eclipse.

The state of Oklahoma is warning residents of longer emergency response times, potential disruptions to cell coverage and overwhelmed roads.

AAA recommends bringing camping chairs to an eclipse-viewing spot and hanging out, “much like after a concert,” until the early wave of departures has ended.

“Fill up right before the eclipse so you have a full tank in case you get stuck in traffic,” the organization says. “Have an emergency kit prepared with extra water, snacks, first-aid kit, and phone charger.”

During the last eclipse, air traffic operations increased between 23 and 36 percent around some major centers, according to a 2017 report from the National Air Traffic Controllers Association.

One airline has added flights designed to follow the path of totality, while others have highlighted existing routes expected to have a high-level view of the eclipse. Bangs, a former airline pilot, said the anticipated spike in air traffic is more related to smaller, privately owned or rented planes.

“A lot of those people are going to go out and fly that day to see the eclipse,” she said.

The FAA is asking airlines and pilots to plan ahead and file a preferred route to help reduce delays, and to monitor notices and temporary flight restrictions. In its notice , the agency says planes should be prepared to potentially be rerouted or put in a holding pattern. Some activities such as practice approaches, touch-and-goes and pilot training operations may not be allowed.

It’s not just planes that might be affected, the FAA warned.

“There may be a higher traffic volume than normal anticipated at airports along the path of the eclipse,” the agency said in its notice . Roughly 450 airports of various sizes and uses are considered close to the path. “Parking may be limited — particularly at the smaller, uncontrolled airports.”

FACT SHEET: President   Biden Announces Up To $8.5 Billion Preliminary Agreement with Intel under the CHIPS & Science   Act

Funding catalyzes $100 billion in private investment from Intel to build and expand semiconductor facilities in Arizona, Ohio, New Mexico, and Oregon and create nearly 30,000 jobs

Today, President Biden will travel to Chandler, Arizona, to visit Intel’s Ocotillo campus and announce that the Department of Commerce has reached a preliminary agreement with Intel to provide up to $8.5 billion in direct funding along with $11 billion in loans under the CHIPS and Science Act. The announcement will support the construction and expansion of Intel facilities in Arizona, Ohio, New Mexico, and Oregon, creating nearly 30,000 jobs and supporting tens of thousands of indirect jobs. During his visit to Arizona, President Biden will discuss the vision that he laid out in his State of the Union, underscoring how his Investing in America agenda is building an economy from the middle out and bottom up, creating good-paying jobs right here in America, strengthening U.S. supply chains, and protecting national security. Semiconductors were invented in America and power everything from cell phones to electric vehicles, refrigerators, satellites, defense systems, and more. But today, the United States produces less than 10 percent of the world’s chips and none of the most advanced ones. Thanks to President Biden’s CHIPS and Science Act, that is changing. Companies have announced over $240 billion in investments to bring semiconductor manufacturing back to the United States since the President took office. Semiconductor jobs are making a comeback. And thanks to CHIPS investments like the one today, America will produce roughly 20% of the world’s leading-edge chips by the end of the decade. Today’s announcement is critical to realizing President Biden’s vision to reestablish America’s leadership in chip manufacturing. In particular, this CHIPS investment will support Intel’s construction and expansion projects across four states and will create nearly 30,000 jobs:

  • Chandler, Arizona:  Funding will help construct two leading-edge logic fabs and modernize one existing fab, significantly increasing manufacturing capacity to produce Intel’s most advanced semiconductors in the United States. This investment will create over 3,000 manufacturing jobs, 7,000 construction jobs, and thousands of indirect jobs. Intel’s investment in Arizona is among the largest private sector investments in the state’s history.
  • New Albany, Ohio:  Funding will establish a new regional economic cluster for U.S. chipmaking with the construction of two leading-edge logic fabs. This investment will create 3,000 manufacturing jobs, 7,000 construction jobs, and an estimated 10,000 indirect jobs. Intel’s investment in Ohio is the largest private-sector investment in the state’s history.
  • Rio Rancho, New Mexico:  Funding will support the nearly complete modernization and transformation of two fabs into advanced packaging facilities, where chips are assembled together to boost their performance and reduce costs. Advanced packaging is critical for artificial intelligence (AI) applications and the next generation of semiconductor technology. It also allows manufacturers to improve performance and function and shorten the time it takes to get many advanced chips to market.  When completed, these facilities will be the largest for advanced packaging in the United States. This investment will create 700 manufacturing jobs and 1,000 construction jobs.
  • Hillsboro, Oregon:  Funding will expand and modernize facilities to increase clean-room capacity and utilize advanced lithography equipment, further strengthening this critical innovation hub of leading-edge development and production in the United States. This investment will support several thousand new permanent and construction jobs and thousands of indirect jobs.  

Creating Good-Paying and Union Jobs with Good Benefits Across America

President Biden promised to be the most pro-worker, pro-union President in American history, and his Administration has committed to ensuring that workers have the free and fair choice to join a union and equitable training pathways to good jobs. As part of the Administration’s effort to connect workers with good-paying jobs created by the President’s Investing in America agenda, the White House announced five initial Workforce Hubs across the country – two of which have focused on building pipelines to good jobs in the semiconductor industry: Phoenix, Arizona, and Columbus, Ohio. And, last year, the National Science Foundation and Intel announced $100 million to expand semiconductor workforce training opportunities, education, and research across the nation. Under their preliminary agreement with the Department of Commerce, Intel has committed to work closely with workforce training providers (e.g., educational institutions, state and local agencies, labor unions) to develop and train workers for jobs created by the investment announced today. The Ohio State Building Trades signed a Project Labor Agreement (PLA) for the Ohio construction site, and there is a majority-union construction crew in both the Arizona and Oregon sites. The Administration strongly supports workers’ right to organize and expects Intel to continue its longstanding tradition of creating good jobs and respecting workers’ rights, including expecting Intel to neither hold mandatory captive audience meetings nor hire anti-union consultants. The announcement today also includes significant funding to train and develop the local workforce, including $50 million in dedicated CHIPS funding. The focus of this funding will be further determined in the coming months based on the Department of  Commerce’s labor and workforce priorities  in partnership with the Department of Labor. Those priorities include funding workforce intermediaries and labor-management partnerships, promoting inclusive and equitable training and hiring across the construction and facilities workforces, and providing supportive services, such as child care. Intel’s construction spending is contributing to union apprentice programs across all four sites—expected to amount to over $150 million in apprenticeship contributions. Additionally, Intel has committed to providing affordable, accessible, high-quality child care for its workers across its facilities. Intel will be increasing the reimbursement amount and duration for its back-up care program, adding additional access to discounted primary child care providers, and expanding access to a vetted network of child care providers for its employees. In addition, Intel will pilot a primary child care reimbursement program for non-salary employees.  

Strengthening Local Economies

Today’s announcement is also poised to strengthen the local economies of these states and cities, and is part of the President’s commitment to investing in all of America and leaving no community behind. Intel’s investments in Arizona and Ohio are among the largest private-sector investments in each state’s history, and Arizona has received the highest level of private sector manufacturing investment per capita of any state since the President took office. Intel’s investment in Arizona is expected to create tens of thousands of indirect jobs across suppliers and supporting industries – on top of the nearly 30,000 manufacturing and construction jobs it will create, fostering a more resilient semiconductor supply chain in the U.S. In Arizona, Intel’s investments have  grown  the surrounding community, attracting opportunities for professional growth and upward economic mobility for everyone – from graphic designers to restaurants and small businesses. And in Ohio, Intel continues expanding their partnerships with local businesses to support their construction projects and operations at other facilities – growing from 150 Ohio-based suppliers in 2022 to over 350 today.  Intel has also prioritized sustainability and being responsible stewards of the environment at its facilities. It currently uses 100% renewable electricity in its fabs and factories in the United States, and plans to achieve net-positive water and zero waste to landfill by 2030.

Building on Historic Progress Under the CHIPS and Science Act

Today’s announcement is the fourth and largest preliminary memorandum of terms (PMT) under the CHIPS and Science Act:

  • In February 2024, the Biden-Harris Administration announced $1.5 billion for GlobalFoundries to support the development and expansion of facilities in Malta, NY, and Burlington, VT.
  • In January 2024, the Administration announced $162 million for Microchip Technology Inc. to increase its production of microcontroller units and other specialty semiconductors, and to support the modernization and expansion of fabrication facilities in Colorado Springs, CO, and Gresham, OR.
  • In December 2023, the Administration announced $35 million for BAE Systems Electronic Systems to support the modernization of the company’s Microelectronics Center in Nashua, NH. This facility will produce chips that are essential to our national security, including for use in F-35 fighter jets.

President Biden’s Investing in America agenda – including the CHIPS and Science Act – is spurring a manufacturing and clean energy boom. Since President Biden took office, companies have announced over $675 billion in private sector investments in manufacturing and clean energy, and over 50,000 infrastructure and clean energy projects are underway. This announcement is part of the President’s broader commitment to build an economy from the middle out and bottom up, not the top down, and invest in all of America.

US forces fly in to beef up security at the embassy in Haiti and evacuate nonessential personnel

PORT-AU-PRINCE, Haiti (AP) — The U.S. military said Sunday that it had flown in forces to beef up security at the U.S. Embassy in Haiti and allow nonessential personnel to leave.

The aircraft flew to the embassy compound, the U.S. Southern Command said, meaning that the effort involved helicopters. It was careful to point out that “no Haitians were on board the military aircraft.” That seemed aimed at quashing any speculation that senior government officials might be leaving as the gang attacks in Haiti worsen .

The neighborhood around the embassy in the capital, Port-au-Prince, is largely controlled by gangs.

“This airlift of personnel into and out of the Embassy is consistent with our standard practice for Embassy security augmentation worldwide, and no Haitians were on board the military aircraft,” according to the Southcom statement.

In many cases, nonessential personnel can include the families of diplomats, but the embassy had already ordered departure for nonessential staff and all family members in July. The personnel ferried out of the embassy may have simply been rotating out, to be refreshed by new staff.

The statement Sunday said that the United States remains focused on aiding Haitian police and arranging some kind of U.N.-authorized security deployment. But those efforts have been unsuccessful so far.

Haiti’s embattled prime minister, Ariel Henry, traveled recently to Kenya to push for the U.N.-backed deployment of a police force from the East African country to fight the gangs. But a Kenyan court ruled in January that such a deployment would be unconstitutional.

Henry, who is facing calls to resign or form a transitional council, remains unable to return home. He arrived in Puerto Rico on Tuesday after he was unable to land in the Dominican Republic, which borders Haiti.

On Saturday, the office of Dominican President Luis Abinader issued a statement saying that “Henry is not welcome in the Dominican Republic for safety reasons.” The Dominican Republic, which shares the island of Hispaniola with Haiti, has closed its land border.

“Given the current situation, the presence of the Haitian prime minister in the Dominican Republic is not considered appropriate,” according to the statement, adding that “this decision reflects the firm position of the Dominican government to safeguard its national security and stability.”

The statement described the security situation in Haiti as “totally unsustainable” and said that it “poses a direct threat to the safety and stability of the Dominican Republic.”

The statement predicted “the situation could deteriorate even further if a peacekeeping force is not implemented urgently to restore order.”

Caribbean leaders have called for an emergency meeting Monday in Jamaica on what they called Haiti’s “dire” situation. They have invited the United States, France, Canada, the United Nations and Brazil to the meeting.

Members of the CARICOM regional trade bloc have been trying for months to get political actors in Haiti to agree to form an umbrella transitional unity government.

CARICOM said Friday that while regional leaders remain deeply engaged in trying to bring opposition parties and civil society groups together to form a unity government, “the stakeholders are not yet where they need to be.”

“We are acutely aware of the urgent need for consensus to be reached,” according to the statement. “We have impressed on the respective parties that time is not on their side in agreeing to the way forward. From our reports, the situation on the ground remains dire and is of serious concern to us.”

In February, Henry agreed to hold a general election by mid-2025, and the international community has tried to find some foreign armed force willing to fight gang violence there.

CARICOM has also pushed Henry to announce a power-sharing, consensus government in the meantime, but the prime minister has yet to do so even as Haitian opposition parties and civil society groups are demanding his resignation.

Henry, a neurosurgeon, was appointed as Haiti’s prime minister after the July 2021 assassination of President Jovenel Moise.

It was unclear whether Henry would be in Jamaica for the CARICOM meeting.

In Port-au-Prince, meanwhile, police and palace guards worked Saturday to retake some streets in the capital after gangs launched major attacks on at least three police stations.

Guards from the National Palace accompanied by an armored truck tried to set up a security perimeter around one of the three downtown stations after police fought off an attack by gangs late Friday.

Sporadic gunfire continued Saturday, and one woman writhed in pain on the sidewalk in downtown Port-au-Prince with a gunshot wound after a stray bullet hit her in the leg.

The unrelenting gang attacks have paralyzed the country for more than a week and left it with dwindling supplies of basic goods. Haitian officials extended a state of emergency and nightly curfew on Thursday as gangs continued to attack key state institutions.

But average Haitians, many of whom have been forced from their homes by the bloody street fighting , can’t wait. The problem for police in securing government buildings is that many Haitians have streamed into them, seeking refuge.

“We are the ones who pay taxes, and we need to have shelter,” said one woman, who didn’t give her name for safety reasons.

Another Port-au-Prince resident, who also did not give his name, described Friday’s attacks.

“They (the gangs) came with big guns. We have no guns and we cannot defend ourselves. All of us, the children are suffering,” said the man.
