London’s public transit buses are operated by the  London Transit Commission  (LTC).

Discounted public transit programs

A number of different programs exist to reduce the cost of transportation for London residents:

  • children 12 and under ride free with an LTC fob
  • youth (13-17) transit passes
  • income-related transit passes

Income Related Transit Pass Program Information

Rapid transit

The City is building three major infrastructure projects that will bring rapid transit to key corridors of London:

  • Downtown Loop
  • East London Link
  • Wellington Gateway

Buses will travel along these corridors in transit-only lanes. They will be operated by LTC as part of the existing public transit system, with the same fare.

Traveling outside of London?  

Intercommunity public transit is available to Strathroy-Caradoc and Sarnia through service operator, Voyago.

Middlesex County Connect 

Middlesex County Connect is an inter-community transit service. It caters to the needs of seniors, students, youth, workers, and persons with disabilities.

All County Connect buses are wheelchair accessible with high floor ramp access, two (2) wheelchair spaces, and a wheelchair lift. Buses also have a front mounted bike rack with space for two bikes.

Middlesex County Connect offers two routes:

Route 1: Lucan, Arvan, Ilderton, London, and back. This is a new route. 

Route 2: Woodstock, Ingersol, Putnam, Dorchester, London, and back.  This route is a combination of the two routes that existed prior (Woodstock, Thorndale, London, and back; and Dorchester to London, and back).

All trips for both routes are $5.00 one-way. Children 5 and under, veterans, and support persons are free.   Learn more.

A DAILY USER...yet to be disappointed

The only issue I’ve had is the 93 EXPRESS & various stops not listed at major intersections on WHARNCLIFFE RD S, where there are in fact marked stop’s for the 93 EXPRESS

Can’t plan any trips from iPhone. Not too sure what’s going on? This is very concerning as my kids use this app to get around...
This is a really good LTC app! My first review I’ve written because I feel very appreciative that this app SHOWS you the NEAREST STOPS and OTHER BUSSES connected to the stop you search or click on in your surrounding area!!!! Wonderful app and extremely handy when you are running late as it updates fairly quickly and VERY accurately as well. I have timed the busses to the time it states on the app, and when it says 1 minute, it certainly is a 1 minute distance from you. Very well developed. Although, for a future add on, perhaps a notification telling the user when to get off? That would be incredible! Regardless I’ve used 2 other apps and this seems to be the BEST for me.

WHAT IS LTC 80 TOUR PACKAGES?

LTC 80 is a special type of tour package offered by the Indian Government to its employees who are entitled to travel under the Leave Travel Concession (LTC) scheme. These packages are designed to provide travel options to government employees for both domestic and international destinations at discounted rates. The LTC 80 tour packages offer a wide range of destinations across India and abroad, including popular tourist spots such as Goa, Kerala, Himachal Pradesh, Andaman and Nicobar Islands, Dubai, Singapore, Thailand, and many more.

Authorized travel agents, who have been approved by the government, usually offer these packages. The package generally includes return airfare, hotel accommodation, meals, local transportation, and sightseeing tours. It is important to note that LTC 80 packages are exclusively available to Indian Government employees who are eligible for the LTC scheme. If you are an eligible government employee, you can contact an authorized travel agent to inquire about the available LTC 80 tour packages and their inclusions. The LTC 80 tour packages provide a great opportunity for government employees to explore new destinations and create unforgettable memories.

GENERAL GUIDELINES FOR AVAILING LTC ELIGIBILTY:

Any employee with one year of continuous service on the date of journey performed by him/his family is eligible. Note: Employees whose spouses are working in Indian Railways/National Airlines are not eligible for LTC. ‘

‘FAMILY’ MEANS

i) Wife, husband, parents, unmarried children (two) of the Government Servant wholly dependent* on the employee irrespective of whether they are residing with him/her or not; ii) Married daughters divorced /separated from their husbands and widowed wholly dependent* on the employee. iii) Unmarried minor brothers as well as unmarried, divorced, separated from their husbands or widowed sisters residing with and wholly dependent* on the employee provided their parents are either not alive or themselves wholly dependent on Govt. Servant. *A member of the family whose income from all sources, including stipend, pension, but excluding Dearness Relief does not exceed Rs 3,500/- p.m. is deemed to be wholly dependent

  • Dependent condition does not apply to the Govt. Servant’s spouse.
  • Concession can be availed of for self and family separately on different occasions, even in different calendar years of the same block.
  • Family can travel in one or more groups; but each group should complete its return journey within six months from the date of its outward journey.
  • Can be availed of during any leave including study leave, casual leave and special casual leave.
  • Concession for one block can be carried forward to the first year of the next block.

JOURNEY BY AIR:

Journey by Air is permitted to all entitled employees by LTC rules under the following conditions: (i) Travel by Air India only. (ii) In Economy class only, irrespective of entitlement. \ (iii) LTC-80 ticket of Air India only to be purchased. (iv) Air Tickets may be purchased directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC

Entitlement will be the same as for tour/transfer. Reimbursement admissible only in respect of journeys performed by vehicles operated by the Government or any Corporation in the public sector run by the Central or State Government or local body. By Rail: All employees are entitled to travel by Rail by entitled class by the shortest route to the destination

TYPES OF LTC

(a) The leave travel concession to hometown shall be admissible irrespective of the distance between the headquarters of the Government servant and his hometown, once in a block of two calendar years. (b) The leave travel concession to any place in India shall be admissible irrespective of the distance of the place of visit from the headquarters of the Government servant, once in a block of four calendar years. Provided that in the case of a Government servant to whom leave travel concession to hometown is admissible, the leave travel concession to any place in India availed of by him shall be in lieu of, and adjusted against, the leave travel concession to hometown available to him at the time of commencement of the journey; (c) A Government servant residing leaving his family at his home town can avail LTC every year to visit his home town by forgoing All India LTC for self and home town/ All India LTC for family (For visit to Jammu & Kashmir, North East Region and Andaman & Nicobar please refer to the attached GOI OM)

NOTE From 1-09-2008, new recruits to the Central Government can travel to their hometown with their families on three occasions and to any place in India on the fourth occasion. This is applicable for the first two blocks of four years after joining the government for the first time. The blocks of four years apply from the initial date of joining, and all other provisions concerning the frequency of travel under LTC remain the same.

WHICH LEAVE IS ADMISSIBLE FOR LTC?

The Leave Travel Concession (LTC) can be availed only during earned leave, casual leave, special casual leave, vacation leave, study leave, maternity leave, and paternity leave. LTC during Leave Preparatory to Retirement (LPR) is permissible if the journey is completed before retirement. Therefore, leave is mandatory for availing the LTC. However, LTC cannot be availed during Child Care Leave.

DECLARATION OF PLACE OF VISIT UNDER LTC TO ANY PLACE IN INDIA

When a government employee or any member of their family intends to avail the concession to visit any place in India, they must declare the intended place of visit in advance to their controlling officer.

CAN LTC BE EXTENDED TO NEXT YEAR?

If a government servant is unable to use their leave travel concession within a particular block of two years or four years, they can avail it within the first year of the next block. However, if they are entitled to LTC to their hometown, they can only carry forward the LTC to any place in India for a block of four years if they have carried forward the LTC to their hometown in respect of the second block of two years within the block of four years.

WHAT ARE THE RULES FOR ENCASHMENT OF EARNED LEAVE ON LTC?

Government employees can encase a maximum of ten days of earned leave when availing of the Leave Travel Concession (LTC), up to a total of sixty days during their entire career. The leave encashed at the time of LTC will not be deducted from the maximum amount of earned leave encashable at the time of retirement. It is also clarified that if both the husband and wife are government servants, then the encashment of leave equal to 10 days at the time of availing of LTC will continue to be available to both, subject to a maximum of sixty days each during their career.

WHAT IS LTC REIMBURSEMENT RULES

Reimbursement under the leave travel concession scheme shall not cover incidental expenses. Incidental expenses and local journeys are not covered under the LTC scheme. The reimbursement for the expenses of the journey will only be allowed for a point-to-point journey on a through ticket over the shortest direct route. The Government employee can claim reimbursement for the travel fare incurred during the journey, including the fare for transport by rail, road, air, or sea. However, expenses incurred on meals, hotel accommodation, sightseeing, local transport, and other related expenses will not be reimbursed under the scheme.

CAN I GET LTC ADVANCE

Government employees can take an advance of up to 90% of the fare for the LTC journey, which can be used for both the outward and return journey if the leave taken or the anticipated absence of family members does not exceed 90 days. However, if the period of leave or anticipated absence exceeds 90 days, then the advance may be drawn only for the outward journey.

COMMENCEMENT OF THE JOURNEY

Both types of LTCs, i.e., Home Town LTC and Anywhere in India LTC, allow the journeys to commence from a place other than the Headquarters and also terminate at that place. However, the concession is limited to the journey between Headquarters and the place of visit only.

VISIT TO THE DECLARED PLACE ESSENTIAL

To claim LTC, it is essential to visit the declared home town or place of visit in India. Failure to visit the declared place will result in the disallowance of the LTC claim.

FORFEITURE OF CLAIM

A claim for reimbursement of LTC expenses must be submitted within three months of completing the return journey. If no advance was drawn, failure to submit the claim within this time frame will result in forfeiture. If an advance was drawn, the claim should be submitted within one month of return, and if not submitted within three months, the claim will be forfeited and the advance will be recovered.

LTC SHALL BE AVAILABLE IN A BLOCK OF 4 YEARS

Leave Travel Concession (LTC) scheme is available in a block of four years. Employees can avail of the scheme once in every four-year block for travel within India or to foreign countries. The current block is 2018-2021, and the next block will be from 2022-2025. If an employee does not avail of the LTC scheme in a particular block year, they cannot carry it forward to the next block year. It is essential to plan and utilize the LTC scheme within the eligible block years.

WHAT IS THE MAXIMUM LTC AMOUNT?

The duration of leave travel concession (LTC) can vary depending on the employee’s entitlement and the purpose of travel. Generally, LTC is granted for a maximum of 17 days for each trip, including the time required for travel. However, this can vary based on the rules and regulations of the organization or department the employee is working for. Additionally, the number of LTC trips that an employee is eligible for within a block of time can also vary. It’s best to check with your employer or HR department for specific details on LTC entitlements for your organization.

CAN I VISIT TWO PLACES IN LTC?

Yes, you can visit two places during your Leave Travel Concession (LTC) journey. However, please note that the concession will only be applicable for travel between the Headquarters and the declared place of visit. If you choose to visit two places, the distance between those two places should be within the distance of the declared place of visit from the Headquarters. Additionally, you would need to provide appropriate documentation and receipts for your travel and expenses incurred for both places to claim reimbursement under LTC.

IS LTC AVAILABLE FOR ANDAMAN AND NICOBAR ISLANDS?

Yes, employees of the Government of India are eligible for Leave Travel Concession (LTC) to visit Andaman and Nicobar Islands as it has been declared a tourist destination by the government. However, the reimbursement of expenses for LTC travel to these islands may be subject to certain conditions and limits, as per the prevailing government guidelines.

CAN IN CLAIM CAR RENTAL CHARGES IN ANDAMAN LTC TOUR PACKAGES

Yes, employees of the Government of India who avail Leave Travel Concession (LTC) to visit Andaman and Nicobar Islands can claim car rental charges as part of their LTC tour package, subject to certain conditions and limits, as per the prevailing government guidelines.

CAN I GO DIGLIPUR IN LTC TOUR PACKAGES

Yes, employees of the Government of India who avail Leave Travel Concession (LTC) can visit Diglipur in Andaman and Nicobar Islands as it has been declared a tourist destination by the government. However, the reimbursement of expenses for LTC travel to Diglipur may be subject to certain conditions and limits, as per the prevailing government guidelines.

‍ How to claim?

How to Choose an LTC Plan

There are two critical components when considering how to choose an LTC plan:

  • How  MUCH protection you need
  • How  SOON  you’ll need it

How Much Protection Do I Need?

When choosing how MUCH protection you need, consider the following:

  • If you need care, who will provide it?
  • For the person providing the care, are they going to be paid? By whom?
  • If you need care, where do you want to receive it?

Where You Receive Care

Long term care insurance pays for home care, assisted living care, and nursing home care. While it is impossible to know which care setting might be needed 20-30 years from now, it is possible to plan ahead by knowing where you would want to receive care, in the event that it’s needed.

Since the majority of care is received in the home or at an assisted living facility, it is reasonable to focus on purchasing a plan to cover many of these costs.

If an assisted living facility in your area costs $3,400 per month for room and board, you’ll want to consider selecting a benefit amount that covers room and board as well as the additional costs for assistance. Additional assistance typically includes help with at least two activities of daily living (ADL’s), which is the trigger for an LTC policy to pay benefits.

The general rule is to take the average room and board cost for an assisted living facility in your area and add 20-30% for the cost of assistance with ADL’s.

In this example, you would need a monthly benefit amount of $4,080-$4,420. Of course, this is an estimate and your actual needs will be dependent on your individual situation.

Benefit Pool

Your benefit pool is your daily or monthly benefit multiplied by your benefit duration (or years of coverage). Current purchasing data shows most people select a daily benefit of $130 to $160. 2

For example, if you choose an LTC plan with a $150 daily benefit and a 3 to 5 year benefit duration, you’ll have access to $162,000-$270,000 in benefits for qualified long term care.

NOTE: When planning for your benefit period, think about your extended family. If chronic conditions are part of your family’s health history, a policy with a higher benefit pool may be a better choice for you to consider. If your family history includes longevity and wellness, you may be more comfortable with a smaller benefit pool.

Inflation protection.

The next important factor to consider is how your benefit will grow in the future. On average, people begin receiving care when they’re between ages 70 and 80. For many of you, this may be 25-30 years from now.

Consider how the cost of care could potentially change over the next 25-30 years and select a policy that will grow (inflate) over time.

Many people choose to purchase a 3% compounding inflation rider, however, given the right circumstance some chose a 5% compounding inflation. Either option offers great coverage; it just depends on what you can afford. The price difference between a policy with 3% compound inflation and one with 5% compound inflation can range from 45-107%.

  • No inflation: a $100,000 original pool does not inflate and is still worth $100,000 in 40 years.
  • 5% Simple Inflation: a $100,000 original pool of money inflates to nearly $250,000 in 40 years.

  • 5% Compound Inflation: a $100,000 original pool of money inflates to nearly $432,195 in 40 years.

If you and your spouse or partner each have a $200,000 policy, then together, you have $400,000 of benefits you both can access if one of you needs additional care.

How Soon Do You Want Your Benefits Payments to Begin?

Long term care policies have an elimination period (or waiting period). You get to choose how long you want to wait until your benefits begin.

The elimination period is similar to health insurance which requires a person to pay their deductible before claims are paid. The two most common elimination periods are 90 and 100 days.

Consider these important factors when making your decision:

  • Calendar Day Elimination Period  – the waiting period begins the first day of certified need for assistance with ADLs or due to cognitive impairment.
  • Service Day   Elimination Period – one day of licensed care satisfies one day of the waiting period. If you don’t need care seven days a week, this option could last longer than 90-100 days.

What is Leave Travel Concession (LTC)?

Leave Travel Concession (LTC) is applicable to Central Government Employees. This is not included in the taxable income according to Section 10 (13A) [Income Tax Act] as a pre-requisite to the employees. There are certain underlying conditions that are followed while providing LTC.

LTC is provided by a company or firm for travel expenses and the balance, after the concession amount, is undertaken by the individual. As aforementioned, LTA is provided by an employer while LTC by Government.  LTC Kerala Tour Packages can be availed from Delhi, Mumbai, Bangalore, Vadodara, and Kolkata.

Leave Travel Allowance (LTA)

Leave Travel Allowance (LTA) is provided by an employer to his/her employee for traveling anywhere in India. LTA is eligible for tax exemption per Income Tax Act, 1961. Employees eligible for LTA can reimburse this amount from the respective employer, as it is part of cost-to-company (CTC). This reimbursement, subject to certain conditions and limits, is exempted from the taxable income. In any case, if the employee has not availed of the exemptions in any year, he can carry over such exemption to next year provided he avails of the benefits.

When can you claim LTC Kerala Tour Packages?

The travel allowance is paid in your salary, every financial year. As per the rules of the Income Tax Act, it can only be claimed or reimbursed for two journeys in four years. For example, if you are eligible for an annual LTA of 20,000 Rupees, an exemption of 40,000 Rupees can be claimed in a block year. The excess amount will be spent by you, without any reimbursement.

LTA can be carried over to the first year of the next block if you have not availed of it during the first block period. In this case, a reimbursement claim can be made for three years.

In case both you and your spouse are eligible for LTA, an exemption can be claimed for separate journeys. Expenses can be divided among you and your spouse if there are only two journeys undertaken by the family in a block of 4 years. You should ensure there is no duplication when the claims are filed.

What are you entitled to in LTC Kerala Tour Packages?

LTA is claimed once you have applied for leave from your company or firm and traveled all around India. This is because according to Income Tax Act Section 10(5) , only the travels within India can be reimbursed, even though there is a high LTA within your salary.

Please note that expenses incurred for hotel rooms and sightseeing are not included in the reimbursement.

Conditions that include your family comprise the following:

  • The family includes your spouse, two children, parents dependent on you, and siblings.
  • Reimbursement for more than two children cannot be claimed unless the second pregnancy has resulted in twins or more.

The expenses can be claimed only for the shortest route possible. Tax exemption is limited only to the fare in the shortest route. For instance, airfare in the economy, AC rail fare (first class), or first/deluxe class bus charges. In case there is no public transport, taxi or rent-a-car fare can be claimed.

Expenses on hotel rooms, sightseeing, food, etc, cannot be included. This means that you cannot claim an exemption for the money you spent on your stay at a five-star hotel.

The family can comprise your spouse, two children, brothers, sisters, and parents if they are dependent on you. You cannot claim for more than two children unless the second birth has resulted in multiple children.

For this, a bill is obtained from the tour operating company as proof. If the issued bill is not accepted by your employer, an exemption can be claimed through income tax returns. LTA can be claimed from your present and previous organizations if those are not claimed until now.

Booking Andaman LTC Tour Package? Know This First

This is a short guide to the LTC rules for those who are searching for Andaman LTC Tour Packages. Central government employees who want to travel to the Andaman Islands under LTC will only be reimbursed for the public mode of transport used. For example, if you are entitled to travel by train and you are posted in Uttar Pradesh, then you should travel to Chennai by train. From Chennai, you can take a flight to Port Blair. The air tickets must be booked either from the website of Air India, M/s Balmer Lawrie & Co. Ltd, M/s Ashok Tours & Travels Ltd, or the IRCTC. If you have declared that you are visiting Havelock Island, then in addition to the above-mentioned travel, you will be reimbursed for Government ferry tickets from Port Blair to Havelock and back. If you have declared that you are visiting Diglipur, then you must travel to Diglipur from Port Blair by STS Bus.

The LTC scheme does not cover incidental expenses and the cost of local travel/siteseing.

There are many mischevious travel agents who promise to provide 'Andaman LTC Package' in such a way that one can get reimbursed for the entire tour package including local sightseeing and accommodation. Avoid those agents as they book tickets that are considerably cheaper than LTC-80 fares, then edit the tickets to make the fare equal to LTC-80 fares and provide a package in the difference. Central Government has strictly warned against these kinds of practices. Tickets will be randomly checked and if any employee is found to be using these services, he/she may lose his.her job.

Thus, it is advisable to book a standard low-budget package and accept reimbursement of air tickets only and if possible travel travel to Havelock and Neil Island by Government ferry. Please carefully collect every ticket and entry permits, especially those issued by Government during the the tour, as they will be helpful at the time of LTC Claim.

LTC Rules in general

Leave Travel Concession (LTC) is provided to central government employees to visit their home town and travel to various parts of the country. LTC is allowed for travel to home town twice in a block of 4 years. One of these visits can be substituted for "All India Travel". You can utilize this for your Andaman LTC Tour. Conditions to claim LTC are as follows

  • Under this concession, two home visits are allowed.
  • LTC shall be available in a block of 4 years.
  • It is possible to substitute an All India visit for one home travel visit.
  • An employee whose spouse works for Indian Railways will not be eligible to receive LTC.

# LTC to Home Town is allowed to fresh recruits on three occasions in a block of four years and to any place in India on the fourth occasion. This facility is available to fresh recruits only for the first two blocks of four years afier joining the Government service for the first time.

# If the return journey is performed before the date of retirement, retiring government employees are eligible to receive LTC as per their entitlement. LTC is not allowed after retirement. Therefore, plan your Andaman LTC tour before retirement

# Travel on LTC must be undertaken in the entitled class by a Government servant in a public/Government vehicle.

# On LTC, private transport cannot be used. However, where there is no public transportation available, assistance shall be provided for private transport if an Appropriate Authority certifies that no other public/government mode of transportation is available for that particular stretch of journey and that these modes operate on a regular basis from point to point with the specific approval of the State Governments/Transport authorities concerned and are authorised to ply as public carriers.

# A Government servant may travel by LTC to the nearest airport/railway station by authorized mode of transportation and then complete the rest of the trip by 'own arrangement' (such as a personal vehicle or private taxi). He may be reimbursed for the fare until the last part of the journey where he has used an authorised vehicle, if public transportation is already available in that part. This will be subject to the undertaking from the Government employee that, he has actually travelled to the declared place of visit. He/she is not claiming reimbursement for the portion of the trip that was completed in a private vehicle.

For Andaman LTC Tour Package, it is generally advised to travel to Havelock and Neil Island by Government ferry but you should also know that the tickets for Government ferry is limited and issued just before 2 days of travel on first come first serve basis and there are good chance that you may not get tickets. It is advisable to be ready to travel by private ferry in case you don't get tickets

# An employee of the government may apply for advance for himself and/or his family members sixty-five days before the proposed date of the outward journey and must produce the tickets within ten days of making the advance application, irrespective of the date the journey will commence.

# Reimbursement under the LTC scheme does not cover incidental expenses and expenditure incurred on local journeys. Reimbursement for expenses of travel is allowed only on the basis of a point-to-point journey on a round-trip ticket over the shortest direct route.

# The time limit for submission of LTC claim is within three months of completion of return journey, if no advance is drawn. Within one month of the return journey, if an advance was drawn.

# Government employees entitled to travel by air are required to travel by Air India only in Economy Class at LTC-80 fare or less unless permitted to do so by any general or specific provision.

# Government employees not entitled to travel by air may travel by any airline. In such cases, reimbursement shall be limited to the fare of the entitled class of train/transport or actual expenses, whichever is less.

# In all cases whenever a government servant claims LTC by air, he/she is required to book the air tickets either directly through the airlines or through the approved travel agencies viz: M/s Balmer Lawrie & Co. Ltd, M/s Ashok Tours & Travels Ltd, IRCTC. Booking tickets through any other agency is not advisable.

# Travel on tour packages is not allowed, except in the case of tours conducted by Indian Tourism Development Corporation (ITDC), State Tourism Development Corporation (STDC) and Indian Railway Catering and Tourism Corporation (IRCTC). In such cases, only the fare component shall be reimbursable provided ITDC/STDC/IRCTC separately indicate the fare component and certify that the journey was actually performed by the Government servant and his family members for which he/she is claiming the Leave Travel Concession.

Day 1: Delhi – Srinagar.

Board your flight from Delhi Airport. Day 4: Srinagar – Sonamarg – Srinagar (84 km / 3 hrs one way).

After Breakfast Leave for Sonamarg. Situated at an altitude of 2,740 m above sea level, this is a small town amidst spectacular glaciers and sparkling lakes. Located in the Himalayan mountain region, it is a flower-laden meadow. To add some adventure to this vacation, you can also try trekking and hiking. How to Pay for Long-Term Care

Most people will need long-term care at some point, but insurance is pricey. Here’s a guide to covering the expenses.

Unless you maintain your health and mobility for the rest of your life, chances are you’ll eventually need some form of long-term care. Government estimates suggest that as many as 70% of older adults develop a need for long-term services and support before they die. Yet most adults haven’t taken any steps to prepare for it, according to a survey by the Kaiser Family Foundation.

The numbers are daunting. The average cost of a private room in a nursing home exceeds $100,000 a year, according to the Genworth Cost of Care survey. The cost of a home health aide averages more than $60,000. Medicare doesn’t cover long-term-care expenses, so many Americans are on their own to fund their care. The options include traditional long-term-care insurance (purchased on the private market or as an employee benefit), a hybrid insurance policy or annuity with a long-term-care component, or self-funding care from your savings — or, if you deplete your assets, you may qualify for Medicaid. 

If you can’t adequately fund long-term-care expenses, you may have to rely on your family for care, which could disrupt their lives and jeopardize their own financial security. Here, we’ll walk you through ways that you can cover the costs.

Traditional insurance

The LTC insurance market is suitable for a small percentage of consumers, says Jesse Slome , director of the American Association for Long-Term Care Insurance (AALTCI). And insurance trade association LIMRA estimates that just 3% to 4% of people 50 and older have long-term-care insurance. “First, you have to apply at an age where you can get the insurance,” says Slome. “You have to be in good health, and you have to have the financial wherewithal.” You also, he says, have to be a person who plans ahead.

The cost of long-term care insurance

A major deterrent is cost. Stand-alone long-term-care insurance is expensive and difficult to get on the open market. Poor pricing decisions and inaccurate forecasts of policyholder dropout rates, longevity, and need for care whittled down the number of insurers that offer new long-term-care insurance policies. According to the AALTCI, just six companies now sell stand-alone policies: Mutual of Omaha, Thrivent, National Guardian Life, New York Life, Northwestern and Bankers Life.

If you want to buy LTC insurance, getting a policy when you’re in your forties or early fifties can keep the premium down. The older you are when you apply, the more you’ll pay for premiums, and the more likely you won’t be able to buy insurance at all. An estimated 13.9% of people in their fifties are denied LTC insurance, compared with nearly 45% of people in their seventies, according to the AALTCI. An insurance provider may require medical records and a home interview to assess your health. 

The AALTCI estimates that a 55-year-old man can expect to pay about $950 a year and a same-aged woman about $1,500 annually for an initial policy benefit (the pot of money the policy will pay out) worth $165,000. A man who purchases a policy of the same value at age 65 can expect to pay $1,700 yearly, and a 65-year-old woman would pay $2,700. For a larger benefit, premiums may run significantly higher. 

Over time, monthly premiums are likely to increase. One analysis of thousands of rate increases found the average LTC insurance policy rate rose by 112% over about 25 years, although premiums may have risen less sharply in recent years as the companies that remain in the market have gotten better at pricing policies.

What happens when a policy becomes unaffordable?

If you buy a policy and find yourself unable to continue paying premiums, you could lose coverage or be forced to reduce the amount of coverage, even if you’ve been paying premiums for years. 

For example, retired pharmacist Marie Marhan Dropkin, 64, can attest to the risk that a policy may become unaffordable. Now divorced, Dropkin, who lives near Schroon Lake, N.Y., and her then-husband purchased long-term-care insurance through Genworth Life Insurance more than 15 years ago, when she was in her late forties. The annual premium was about $3,500 a year for each of them for unlimited lifetime coverage. “The policy was great,” she says, because it “covered so much.” After about 10 years, the company increased their premiums to about $5,000 each, “but I could still afford it,” she says. She was given the choice between paying higher rates to keep the same benefits or paying less for reduced benefits. She decided to go with the higher rates.

A few more years passed, and the rates increased to about $9,000 a year. By then, Dropkin’s circumstances had changed, so she elected to stop paying premiums. The amount she has already paid will be available to cover long-term care when she needs it. The grand total, she says, is $68,534.

Genworth has faced multiple class-action lawsuits contending that it failed to notify policyholders of its plans to increase rates substantially. Recently, Dropkin was notified that a lawsuit involving her policy had settled. She was sorting through her options. At first impression, she says, it looks as if “there’s no difference between the options, except with one I get $1,250 back due to the lawsuit.” The notice also refers to a potential rate increase of 143% and that the company had only “a marginal ability to meet its obligations.”

Strategies to cut costs

Besides getting a policy at a younger age, there are other ways to reduce the cost of long-term-care insurance. For example, according to the AALTCI, married people and even unmarried adults who live together may be offered discounts if they both purchase coverage. They could also look into buying a joint policy with a shared benefit, which allows them to pool their benefits. If one spouse exhausts his or her benefits, he or she can use the other spouse’s share.

Another strategy is to incorporate a longer elimination period into your coverage. This is a waiting period, often of about 30 to 90 days, during which you become eligible for coverage but pay the costs of care yourself, delaying the time before your insurance kicks in. A longer elimination period typically results in a lower annual premium.

You could further limit costs by selecting coverage for a specific period instead of lifetime coverage. According to the AALTCI, a policy that pays for up to five years of care, for example, will cost between 16% and 27% less yearly than a policy with an unlimited lifetime benefit. And you might be able to get a discount of as much as 8% if you agree to pay your premium once a year instead of monthly. The AALTCI offers more tips to reduce costs at www.aaltci.org .

Employer benefits

One option that might allow you to get long-term-care insurance without undergoing a health assessment is to buy it through your workplace. A recent employer survey from the Society for Human Resource Management found that 20% of companies provide the option for employees, although it’s unclear how many of the employers subsidize coverage. If you have a health issue or a family history that suggests you might eventually need long-term care, it might be easier to get a policy through your employer than on your own, Slome says. The policies are generally portable, which means you can keep them after you leave your job, though you’d have to continue paying the premiums to maintain coverage.

Hybrid insurance

Colorado Insurance Commissioner Michael Conway, who chairs the long-term-care insurance committee of the National Association of Insurance Commissioners, says that as the number of companies offering traditional long-term-care insurance has declined, more companies are incorporating long-term-care coverage into other kinds of insurance policies.

Primarily, this is taking the form of life insurance with a long-term-care component. With these policies, if you need long-term care, you use some or all of the death benefit to pay for it. If you pass away without needing long-term care, your heirs receive the full death benefit.

These policies tend to be more expensive than stand-alone LTC insurance, but they’re more widely available. And because life insurance rates depend heavily on interest-related investments by insurers, Slome says, rates actually went down this year. A 55-year-old male and female could expect to pay an estimated $3,540 and $3,265 a year, respectively, for a $165,000 policy benefit. Because they tend to live longer (and need care longer), women pay more than men for stand-alone LTC policies. But because they pay life insurance premiums longer, women pay less for life insurance, Slome says.

According to LIMRA, consumers purchased more than 11 times more hybrid policies (415,000) than standard policies (37,000) in 2022, the most recent data available at press time. Altogether, consumers spent $138 million on stand-alone policies in 2022, compared with more than $4 billion for premiums spent on hybrid policies.

Conway says consumers should talk to a financial adviser or insurance broker to determine which product best meets their needs.

The annuity option

Another hybrid product is an income annuity that includes a provision to increase your payout in the event you need long-term care. However, the payout may not cover the full cost of care, and the added cost of this provision, known as a rider, can reduce the standard payout from the annuity. The most recent LIMRA data for this, from 2021, reflected a total of $462 million in sales involving 3,587 policies.

Slome sees the annuity option as potentially more beneficial to retirees than hybrid life insurance because they can collect annuity payments while they’re alive regardless of whether they need long-term care. In addition, it can be easier to get an annuity with a rider than a stand-alone LTC policy because you are less likely to face stringent health requirements to qualify for coverage, Slome says. “This is especially important because people often wait to explore LTC financial planning until they have experienced a health scare.”

He says annuities are also easier to purchase at more-advanced ages. Traditional long-term-care insurance accepts new applicants up to age 75, he says, while annuities with long-term-care riders accept applicants up to age 85.

The pros and cons of self-insuring

Some retirees have sufficient assets to self-insure, meaning that they pay the cost of any needed long-term care out of pocket without relying on an insurance policy. When you self-insure, you’re essentially betting that you won’t require a prolonged stay in a nursing home. According to the Administration for Community Living, most people who go into a nursing home stay for less than 12 months. People are likely, however, to need some sort of in-home care.

To self-insure, “generally, one should have anywhere from $300,000 to $700,000 in liquid, cashable assets,” Slome says. This may include funds from your traditional and Roth IRAs, 401(k) plans , and taxable accounts. You can also factor in income from Social Security and a pension, if you have one. The value of your home doesn’t count as a liquid asset, although you may want to calculate how selling your home could boost your ability to pay for long-term care. If you’ve built substantial home equity, downsizing to a smaller home could free up significant cash. And if you end up moving into assisted living or a nursing home, home-sale proceeds could help cover the cost of care.

Make sure to factor in future taxation of the assets you plan to liquidate to pay long-term-care bills, Slome says. You’ll have to account for income taxes on withdrawals from traditional 401(k)s and IRAs, for example.

Make use of an HSA

If you have a high-deductible health insurance plan, funding a health savings account is one way to save for long-term-care expenses and minimize the tax bite. Contributions are pretax (or tax-deductible if you open an HSA on your own), your investments grow tax-free, and withdrawals aren’t taxed if you use them for qualified medical expenses, including costs for long-term care. You can also use HSA money tax-free to pay premiums for long-term-care insurance; the amount you can withdraw annually depends on your age. For 2024, HSA contribution limits allow you to deposit up to $4,150  if you have individual coverage or $8,300 if you have family coverage.

When deciding whether to self-insure, you should also think about whether you can stomach the high cost of footing the bills yourself, Slome says. Are you willing to pay $30 an hour for a home health aide, or will you balk because you remember earning $30 a week in your first job?

Consider the role of family

A final factor to consider is that you may end up relying on your family for care if your funds fall short, says Slome. Long-term care in the U.S. is provided overwhelmingly by unpaid loved ones. According to the Department of Health and Human Services, the average lifetime value of unpaid care after age 50 among those who receive care is $168,000. Nearly one-fourth of care recipients receive unpaid care valued at $250,000 or more.

Nancy Yung, 96, who formerly owned a laundry business and restaurant in Bloomingdale, Ill., raised five children as a single mother after her husband died more than 45 years ago. Yung’s daughter, Mary Fus, 53, has been her mother’s caregiver for 14 years. She is working with other family members to enable her mother, who has Alzheimer’s disease, to remain in her townhome.

Fus says her mother fell last year and broke her hip. She has a medical bed where the dining room used to be so she doesn’t have to climb stairs to go to her bedroom. Fus’s siblings assist with her care, too. They have arranged for someone to go to the house to help during weekdays when siblings are working. A brother checks in at night, and a nephew sleeps in the home. Fus goes to her mother’s home when she can, preparing her mother’s meals, pureeing her food, getting her supplies and helping her with bathing and hygiene. “As long as we’re able, we’d like to keep her at home,” Fus says.

As much of an effort as it all is, Fus says it’s not a hard decision because her mother cared for so many people. “We’re lucky we do have other people who will step up and help. A lot of people don’t.”

Our family vacation in Kerala was fully organized by your company. Train journey from Delhi to Ernkulam was long and boring. After reaching the railway station it took more than 5 minutes to find the cab. First driver provided to us was not good and not fluent in Hindi..but second day we got another driver Jayakumar and he was good. Over all Our trip was just ok but not great as expected..it was raining everywhere and we could not enjoy the trip .Our children were not keeping well and the whole trip was just ok.
