The M27 motorway is located on the south coast of England and runs from Southampton, through Portsmouth to Fareham. It was built as a single two lane carriageway in 1971 and upgraded to a three lanes carriageway in 1989. The motorway is managed by Highways England and is part of the South Central England trunk road network.

In terms of safety records, the M27 is one of the safest motorways in the UK and the rate of serious accidents is significantly lower than on other motorways with similar traffic and traffic complexity. In the last 12 months, there have been 10 reported serious casualties, including 4 fatalities and 6 severe injuries, which is below the national average for all motorways. This includes 22 collisions involving injury and 113 collisions with no reported injuries.

HELP! Please sign our petition to reinstate the live CCTV traffic camera feeds for the M27

As most of you will have already seen, back in December, National Highways, the government body who control and operate the CCTV cameras on the M27 (and the rest of England) restricted access to their feeds, freezing the images on that date and not allowing third parties like us to give you the access to the latest traffic images you previously enjoyed.

We've been working hard to get this access restored but have unfortunately met with nothing but bureaucratic red tape and a response of "no, because we said so" from National Highways.

Road users in Scotland and Wales don't have this problem; their government bodies put the needs of the public first and have created ways for third-party providers to build fast, helpful services, now used by thousands of UK motorists daily.

The more people that sign, the quicker this can be resolved, so please share!

We have been told by National Highways that the camera feeds for the M27 will be reinstated shortly.

M27 crash: Major road closed after lorry driver dies in serious incident between Fareham and Southampton

A major Hampshire road remains shut this morning after a serious crash which resulted in the death of a lorry driver.

Emergency were called scene of a collision on the M27 which happened westbound between junction 5-7 around 12.30pm yesterday (February 21). A picture shared by Highways England shows two crashed cars stranded in the middle of the empty westbound carriageway as traffic is held. Heavy delays remain for drivers this morning.

Hampshire County Council Traffic and Travel reports: " #M27 Westbound - is CLOSED between J9/A27 #ParkGate and J5/A335 #Eastleigh following a serious RTC yesterday, heavy delays."

A statement from National Highways said: "The M27 in Hampshire is closed westbound between J9 and J5 near Southampton following a serious collision yesterday at approx. 12.33.  The closure is in place from J9 for safety reasons due to conflicts with existing traffic management (lane closure) that is already in place at J8. This is a long term closure and can confirm the J9 to J5 will remain closed whilst this incident is ongoing."

The collision involved a Mercedes lorry, Nissan Juke and Volkswagen Polo. Sadly, the driver of the lorry, a man in his 30s, was pronounced dead at the scene. His family has been notified and are being supported by specially trained officers. A woman, who was in the Nissan, reported minor injuries. Several hours after the collision, the lorry caught fire, and a gantry has been damaged.

A 32-year-old man, a 37-year-old man and a 40-year-old woman, all of no fixed abode, have been arrested on suspicion of causing death by dangerous driving. They have been taken to hospital.

Thousands of commuters and commercial trucks will need to find new routes and schedule more time on the road after Tuesday’s collapse of Baltimore’s Francis Scott Key Bridge.

As drivers search for new routes, the disaster is sure to increase congestion around Baltimore’s two harbor tunnels and westbound Interstate 695, transportation experts say.

The bridge carried more than 12.4 million commercial and passenger vehicles in 2023 — nearly 34,000 trips a day — according to a Maryland Transportation Authority  report issued last fall. The four-lane bridge was the outermost of three toll crossings of the Baltimore harbor and Patapsco River. The other two are the Harbor Tunnel (I-895) and the Fort McHenry Tunnel (I-95).

The MDTA advised motorists to avoid the southeast corridor and use I-95 and I-895 as alternate travel routes. Motorists should also prepare for longer commute times.

Routes around the Key Bridge collapse: Many of the 34,000 daily motorists being diverted can use the I-95 or I-895 tunnels. Vehicles taller than 13 feet, 6 inches, and wider than 8 feet are barred from the I-895 tunnel while those with hazardous cargo are barred from both tunnels. (Staff)

As Dex Dunbar looked out over the ruins of the Key Bridge Tuesday morning, he was already calculating the changes to his commute. The Dundalk resident moved just three months ago from Glen Burnie — on the other side of the bridge — and last crossed it shortly before 9 p.m. on Monday after visiting with his mom.

“Welcome to the neighborhood,” said Dunbar, who teleworks but still makes frequent trips to see family and friends in Anne Arundel County. What would normally be a 10-minute drive across the bridge will now take much longer, whether he detours through the Harbor Tunnel, as his GPS suggested, or drives through the city.

“I’m still stuck [on] … just how am I going to begin to do this?” Dunbar said.

Jessye Talley, 37, makes it to work at Morgan State University from her Glen Burnie home in a half hour using the Key Bridge.

Talley woke up early Tuesday to plan a new route that included enough time to drop her child off at daycare in Baltimore. As she adjusts to using the Harbor Tunnel, Talley said she’ll think twice about traveling downtown for fun if the ride there is too much of a hassle.

“I’m sad,” Talley said. “It was convenient.”

The Key Bridge also was a critical roadway for trucks carrying hazardous materials, which are prohibited in the tunnels, or that are too large to travel through the tunnels under the Patapsco River. Those vehicles must now use the western section of I-695.

The ripple effect on traffic in the Baltimore region will extend well beyond one day’s commute. Celeste Chavis, professor and chair of Morgan State University’s Department of Transportation and Urban Infrastructure Studies, said the bridge’s closure will exacerbate congestion issues at tunnel crossings.

“It’s going to be tough,” Chavis said. “We’re taking away one of three key crossing points. That bridge has pretty high traffic connected to the harbor and Sparrows Point.”

As traffic increases, tens of thousands of people will change their behavior by finding new routes, leaving at different times or deciding not to make certain trips, Chavis said.

The Key Bridge, built in the mid-1970s to ease congestion at the Harbor Tunnel, made up 8% of the MDTA’s toll revenue in fiscal 2023, according to the MDTA report. The Fort McHenry Tunnel and Harbor Tunnel combined made up 43% of revenue. The tunnels recorded more than 70 million toll transactions in fiscal 2023, over 192,000 transactions each day.

Nearly 4,900 trucks traveled across the Key Bridge each day, and $28 billion in goods crossed in a year, said Sean McNally, a spokesperson for the American Trucking Associations.

Trucks carrying hazardous materials, including propane, will now “be subject to roughly 30 miles of detours around the City of Baltimore,” McNally wrote in an email. Vehicles taller than 13 feet, 6 inches, and wider than 8 feet are also prohibited from using the I-895 tunnel.

“This will add significant cost in time, fuel and delays for trucks traveling through the region, on top of the disruption that a closure of the Port of Baltimore will inflict on our economy,” McNally said.

“Aside from the obvious tragedy, this incident will have significant and long-lasting impacts on the region,” he said.

There was no impact on local or commuter bus routes Tuesday, according to Veronica Battisti, a spokesperson for the Maryland Transit Administration, though the agency listed more than 30 “affected routes” on a running list of service alerts on its website.

The Maryland Transportation Authority closed I-695’s outer loop at Route 10 (exit 2) and the inner loop at Route 157/Peninsula Expressway (exit 43). The State Highway Administration later shifted the outer loop detour to Quarantine Road/Hawkins Point Road (Exit 1) to improve access for local commuters and residents.

The Francis Scott Key Bridge crumbled into the Baltimore harbor early Tuesday morning.

The tragic collapse of the Francis Scott Key Bridge along I-695  in Maryland into the Baltimore harbor following a "ship strike" early Tuesday morning is expected to cause major economic disruptions to the area and across the country. 

The port, a major route for shipping containers and cruise liners, is the deepest harbor in Maryland's Chesapeake Bay, closer to the Midwest than other East Coast ports, with five public and 12 private terminals, according to the Maryland government website. 

The I-695 is also a critical link for trucking and motor vehicles linking Washington, Baltimore, Philadelphia and New York and the disaster comes ahead of the upcoming Easter Weekend.

2 PEOPLE RESCUED, SEVERAL MISSING AFTER SHIP STRIKE TRIGGERS BALTIMORE BRIDGE COLLAPSE

The port is the busiest in the U.S. for car shipments, handling more than 750,000 vehicles in 2023, according to data from the Maryland Port Administration. It is also the largest U.S. port by volume for handling farm and construction machinery, as well as agricultural products.

It handled a record amount of cargo last year, making it the 20th biggest port in the nation ranked by total tons, according to the Bureau of Transportation Statistics.

Chloe Demrovsky, the executive in residence in global economy at New York University, tells Fox News Digital that the port has grown significantly over the last few years and the bridge collapse is going to have a devastating impact on the area. 

"Since the widening of deepening of the Panama Canal in 2016, it just became that much more important and capable of docking some of those really large container ships coming out of Asia that could now come through the Panama Canal and go to Baltimore," Demrovsky said.

"And from there they can connect with the important trucking routes to service not just the whole country, but in particular the very busy eastern corridor. So it became a really strategically important area for moving a lot of units."

The port is one of the smallest on the Northeastern seaboard, handling 265,000 containers in the fourth quarter of last year, Reuters reports. In comparison, the Port of New York and New Jersey handled around 2 million containers in that same period, and Norfolk Port in Virginia handled 850,000.

The cargo ship that hit the bridge was the Dali, a 95,000 GT Singapore-flagged container ship on its way to Sri Lanka, the Maritime and Port Authority (MPA) of Singapore confirmed. It is stacked with dozens of cargo containers carrying Maersk customers’ cargo. There were 22 crew members onboard at the time of the incident, although Maersk said none of its crew and personnel were on the vessel.

It was not immediately clear what type of cargo is on the Dali.

The port is also popular with cruise liners, with operators including Norwegian, Carnival and Royal Caribbean all using the port for Caribbean, Canadian and other Atlantic destinations, Reuters reports. In 2023, cruises carrying more than 444,000 passengers departed from the port, the Maryland government website says.

AUTHORITIES RACE TO SAVE LIVES AFTER BRIDGE COLLAPSE AMID FRIGID WATER TEMPS

According to the ship tracking service Marine Traffic, there are currently eight bulk carriers and one vehicle carrier headed for Baltimore that are now waiting at anchor just off Ken Island, which is about 20 miles south of the Francis Scott Key Bridge.

"It's hard to know exactly how this is going to work out because you have the port issue and then you have the trucking issue. And with I695 down, that's where a lot of these oversized trucks and hazardous materials were being routed along that whole corridor."

"So as we go into the holiday weekend, we're just going to see a snarl. And it's going to take quite a while for it to shift until something can be done in that area."

More than 40 ships remained inside Baltimore port, including small cargo ships , tug boats and pleasure craft, data from ship tracking and maritime analytics provider MarineTraffic shows.

Demrovsky says that some of the vessels could be rerouted to the West Coast, meaning cargo would have to be trucked back across the country which is much more expensive and time-consuming. Furthermore, several prominent companies have distribution warehouses or other facilities in an industrial park on the north end of the bridge including Amazon.com and FedEx.

Demrovsky said we could also see price hikes to cover these costs, while insurance for vessels could also balloon.

"We are already seeing major insurance issues around some of the Red Sea issues and some of the other issues we're seeing around shipping, there's just been a lot of attention on the supply chain since Covid … and so it's harder to get insurance for these major, shipping ships anyway."

Meanwhile, Rep. Carol Miller, R-W.Va., who sits on the trade subcommittee, also said the incident will impact commerce. 

"Of course it will affect trade. I’m worried about the families and all of the inconvenience that will occur because the bridge is gone. It was such a good link," Miller told Fox News Tuesday.

A spokesperson for the Royal Caribbean tells Fox News Digital that the company is "deeply saddened by the tragedy" and extends its "heartfelt prayers to all those impacted."

The company's Vision of the Seas’ liner uses the Baltimore port and alternatives are now being made for its ongoing and upcoming sailings, the spokesperson said. The vessel is expected to arrive in the Virgin Islands on Wednesday morning, according to SeaScanner.com

Dyer added that Combs was not detained by authorities, nor were any of the rapper's family members arrested during the raid.

February 2024: Diddy accused of sexually assaulting producer for 'The Love Album'

A music producer who worked with Combs on  his most recent record , "The Love Album: Off the Grid,"  sued him in February , accusing him of "engaging in serious illegal activity" including sexual assault.

In a lawsuit filed in U.S. federal court for the southern district of New York and obtained by USA TODAY, Rodney "Lil Rod" Jones Jr. alleges Combs "forcibly touched and attempted and/or threatened to touch (Jones') intimate areas and/or touched (Jones) with his own intimate body parts" while they worked on the album.

He also accuses the rapper and his associates – including his 30-year-old son, Justin Dior Combs, his chief of staff and Combs Global Enterprises – of participating in "a sex-trafficking venture." Jones Jr. added Cuba Gooding Jr. as a defendant in the case on March 25, accusing him of sexual abuse after the "Act Bad" rapper introduced the two on Combs' yacht.

January 2024: Diddy withdraws lawsuit against Ciroc vodka owner Diageo

Combs filed a lawsuit against London-based spirits giant Diageo in May 2022, alleging the company did not follow through with promoting his brands Ciroc vodka and DeLeon tequila, according to The Associated Press . He also accused the company of racism and limiting distribution of his brands to "urban" neighborhoods.

In January, he withdrew his lawsuit as part of a settlement. Diageo is now the sole owner of Ciroc and DeLeon and has ceased its business relationship with the music mogul, per AP.

December 2023: Diddy, Harve Pierre accused of gang raping 17-year-old girl

An anonymous accuser filed a lawsuit in December alleging Combs, former  Bad Boy Entertainment president Harve Pierre and a third unnamed assailant raped her when she was 17 years old in 2003.

Combs and Pierre "preyed on a vulnerable high school teenager as part of a sex trafficking scheme that involved plying her with drugs and alcohol and transporting her by private jet to New York City where she was gang raped by the three individual defendants at Mr. Combs' studio," the plaintiff's attorney Douglas H. Wigdor said in a statement at the time. "The depravity of these abhorrent acts has, not surprisingly, scarred our client for life."

November 2023: Diddy steps down as Revolt chairman

Diddy stepped down as chairman of his cable television network Revolt following multiple allegations of sexual assault. The network confirmed Combs' exit from the company in  a statement shared on Instagram .

"Sean Combs has stepped down from his position as chairman of Revolt," the statement reads. "While Mr. Combs has previously had no operational or day-to-day role in the business, this decision helps to ensure that Revolt remains steadfastly focused on our mission to create meaningful content for the culture and amplify the voices of all Black people throughout this country and the African diaspora."

November 2023: Jane Doe accuses Diddy and Aaron Hall of raping her in early '90s

A third lawsuit, filed by a Jane Doe in the New York Supreme Court, accused Combs and Guy singer Aaron Hall  of the sexual assault of her and a friend. This lawsuit, obtained by USA TODAY, claimed Combs and Hall took turns raping the two women in an incident that occurred in 1990 or 1991.

The lawsuit alleges after the two women met Combs at an MCA Records event, where he and Hall were "handsy," Combs and Hall took the unnamed woman and her friend to Hall's apartment, where she was given more alcohol and later coerced into having sex with Combs. The woman says as she lay traumatized on the bed, Hall allegedly came in, pinned her down and raped her.

November 2023: Joi Dickerson-Neal alleges Diddy drugged, sexually assaulted her

In November, a woman named  Joi Dickerson-Neal filed a lawsuit  against Combs alleging she was drugged, sexually assaulted and abused, and was the victim of "revenge porn."

Combs videotaped the January 1991 assault and distributed the tape to others in the music industry, according to the suit. This caused "severe harm to Ms. Dickerson-Neal's reputation, career prospects, and emotional well-being," Dickerson-Neal's attorney, Jonathan Goldhirsch, said in a news release sent to USA TODAY.

November 2023: Cassie Ventura accuses Diddy of rape, sex trafficking before settling

Combs' ex-girlfriend, singer Cassie Ventura,  accused Combs of rape, sex trafficking and physical abuse in a civil suit. Combs and Cassie  settled for an undisclosed amount  a day later.

After being lured into an "ostentatious, fast-paced and drug-fueled lifestyle" and a romantic relationship with her former boss Combs when she was 19, Cassie alleged in the lawsuit that Combs plied her with drugs and alcohol, physically abused her and "took control" of her life – ranging from her healthcare to her career opportunities. Combs also allegedly raped her in 2018 and forced Cassie into "repeated unwanted sexual encounters" with male prostitutes who he hired and recorded their encounters. 

The lawsuits filed by Dickerson-Neal and Ventura were done so before the  New York's Adult Survivors Act  deadline. It gave victims of sexual abuse a one-year window to make claims that would otherwise be barred by time limits.

September 2023: Diddy gets key to New York City

Combs received the key to New York City  from  Mayor Eric Adams  in Times Square in September 2023. The honor arrived the same day as his studio album,  "The Love Album: Off the Grid,"  and days after his  Global Icon Award performance and celebration at the 2023 MTV Video Music Awards .

"I'm a New York boy, and I just got to key to the city, and everything is just a little surreal right now," he told USA TODAY at the time.

September 2023: Diddy gives publishing rights back to Bad Boy artists

The rapper and music mogul agreed to give the label's publishing rights back to all artists and writers who worked with Bad Boy Records, a source close to the situation but not authorized to speak publicly told USA TODAY in an email in September 2023.

Bad Boy artists such as  Faith Evans ,  Mase , The Lox, 112 and the estate of  The Notorious B.I.G.  signed agreements to receive their publishing rights.

October 2022: Diddy and Dana Tran welcome daughter Love

In October 2022, Dana Tran welcomed a daughter with Diddy, his seventh child. He confirmed her arrival on X in December 2022, announcing, "I'm so blessed to welcome my baby girl Love Sean Combs to the world. Mama Combs, Quincy, Justin, Christian, Chance, D'Lila, Jessie and myself all love you so much! God is the Greatest!"

June 2022: City Girls rapper Yung Miami and Diddy confirm they're dating

Diddy and City Girls rapper Yung Miami were first linked in 2021. They later confirming they were dating in a June 2022 "Caresha Please" podcast episode.

The pair were aloof about their relationship status, but in an April 2023 profile with The Cut , the "Act Up" rapper said she was single.

June 2019: Gina Huynh alleges Diddy abused her during 5-year relationship

Combs' ex Gina Huynh told YouTube blogger Tasha K in June 2019 that the Bad Boy mogul allegedly physically abused her and once "stomped" her stomach.

"He was mentally, emotionally and physically abusing me. He would always compare me to Cassie and tell me that I'm the bad one, she's a good one," said Huynh, adding that Combs' inner circle "allowed" the abuse to occur.

November 2018: Diddy's ex Kim Porter dies

Actress and model Kim Porter died from pneumonia in November 2018, the Los Angeles County coroner's office said. "The manner of death was certified as natural," according to  a statement released by Sarah Ardalani , spokeswoman for the Department of Medical Examiner-Coroner.

Porter was 47 when she was found unresponsive in her bed at home in Toluca Lake on Nov. 15, 2018, and was pronounced dead at the scene.

They were no longer a couple but they were still close, sharing three children: son Christian, 25, and twin daughters D'Lila Star and Jessie James, 16. They also raised 32-year-old Quincy Brown, Porter's son with singer and record producer Al B. Sure.

October 2018: Diddy and Cassie call it quits for good

Diddy began dating Cassie in 2007 and managing her career as a singer. The couple was on and off for over a decade before they announced their final split in 2018.

July 2006: Diddy welcomes daughter Chance Combs while Kim Porter was pregnant

Porter and Diddy dated on and off from 1994 to 2007. While Porter was pregnant with their twin daughters, who were born in December 2006, Combs and his friend Sarah Chapman welcomed daughter Chance.

November 2005: Diddy forms Danity Kane

Combs formed pop group Danity Kane on MTV's "Making the Band"  in 2005. The group was comprised of Aundrea Fimbres, D. Woods, Shannon Bex, Dawn Richardand Aubrey O'Day. The band disbanded and reunited several times since their formation, most notably with O'Day being removed from the group in 2008, although she later returned.

In a December 2022 episode of the "Call Her Daddy" podcast, O'Day alleged that Combs fired her because she wouldn't do things he requested "in other areas" besides music. She also alleged on the "Only Stans" podcast in September 2023 that she did not agree to the terms of the music rights return because it required a nondisclosure agreement that she would never "disparage" the rapper or Bad Boy.

June 2004: Kimora Lee Simmons alleges Diddy threatened to hit her

A 2004 New York magazine fashion profile of designer Kimora Lee Simmons included claims that Combs threated to hit the Baby Phat founder.

"And I was pregnant! The moron!" she said, adding that Combs did apologize in a public setting. "I respect him for being a fierce entrepreneur."

December 1999: Diddy and then-girlfriend Jennifer Lopez arrested for nightclub shooting

Combs, his then-girlfriend Jennifer Lopez and rapper Jamal "Shyne" Barrow were arrested following a shooting scuffle at the now-defunct Club New York in Times Square in December 1999.

Natania Reuben, one of the victims, filed a $130 million lawsuit for compensation against Combs in 2008 and settled in June 2011.

Barrow, who began shooting a gun in the melee, was later convicted of assault in shooting two bystanders who were wounded, while Reuben was wounded in the face by bullet fragments. Barrow was sentenced to 10 years in prison. Combs and an employee of his, Anthony Jones, were acquitted on weapons charges.

Reuben still insists Combs shot her in the face. In a TikTok video posted in February 2024, Reuben said, "I am the woman who he shot in the face in that Dec. 27, 1999, Club New York shooting. I have told everyone, ad nauseam, since then. … I watched him fire the gun."

Early 1999: Diddy begins dating Jennifer Lopez

Combs and Lopez started dating in 1999 and split in 2001. The couple made notable appearances at red carpet events, with the singer donning Combs' Sean John clothing brand .

December 1993: Diddy and Misa Hylton welcome son Justin

Diddy and fashion designer Misa Hylton were linked in the early '90s. She styled many of the associated Bad Boy Records artists.

In December 1993, the couple welcomed their son Justin. It's unclear when they officially split.

1992: Bad Boy Entertainment is born

Combs started out as an intern at Uptown Records, rose to being an A&R and in 1992, he founded Bad Boy Records. The company sold over 500 million records , produced 38 platinum singles and earned multiple Grammy Awards, according to the official website for Combs Global.

"Ready to Die," the 1994 debut album by Combs' friend and artist The Notorious B.I.G., sold 2 million copies by 1995 and went on to be certified six times platinum. Biggie's labelmates Evans and Mase sold 1 million and 4 million copies, respectively, with their first albums "Faith" and "Harlem World."

A healthy economy depends on high productivity

Strong productivity—which leads to faster growth, more jobs and higher wages—is an important way to protect the economy from the risks of high inflation.

Canada has seen no productivity growth in recent years. And over the past four decades, we have actually slipped significantly compared with some other countries. In fact, relative to the United States, among G7 countries we are now second only to Italy when it comes to productivity decline.

This is important because a number of factors threaten to drive inflation persistently higher in the future. These include global trade tensions, changing demographics and the economic impacts of climate change. We need to ramp up our productivity now, as a buffer against these and other forces down the line.

What’s behind highly productive economies

Three elements contribute to stronger productivity:

  • capital intensity—giving workers better physical tools like machinery, and using new technologies to improve efficiency and output
  • labour composition—improving workers’ skills and training
  • multifactor productivity—using capital and labour more efficiently

Considering these, there are two basic strategies to improve productivity: focus the economy on industries that add greater value, and be more efficient with the work we’re currently doing. Canada generally hasn’t performed well on either front. This needs to change if we want to ensure a stable and prosperous economy for everyone.

The bottom line is that the benefits from raising productivity are there no matter what your role is: for workers, for businesses and, yes, for central bankers, too.”

Canada needs to do better

When we look at the factors that drive high productivity, we see some clear areas for improvement.

Canada can focus more on making sure the training and education we provide teach the skills we need for jobs today and in the future. This includes post-secondary learning and apprenticeship programs that better respond to what employers are looking for. It also involves leveraging the skill sets of the many new Canadians who immigrate here.

A more competitive business environment would also help drive greater innovation and efficiency. This is particularly important for small and medium-sized businesses that can’t take advantage of the economies of scale afforded to larger companies.

Perhaps most importantly, Canada’s investment levels are nowhere near as high as they should be in the areas of machinery, equipment and intellectual property. In fact, investment levels have decreased over the past decade.

Everyone has a role to play in encouraging a strong investment climate that will help boost productivity. With stronger productivity, everyone can enjoy robust growth and better wages without high inflation. And in a healthy economy, we are better positioned to manage inflationary pressures without having to rely so much on raising interest rates.

At the Bank of Canada, we will keep working to provide the stability that’s most conducive to risk taking and investment. With governments providing the right policy background, and with the business community doing its part to invest, together we will all be able to help Canada’s economy to grow—and Canadians to prosper—in the years ahead, no matter what surprises may come.”

Mass. transparency issues: Healey’s travel schedule highlights bigger problem | Analysis

If it did nothing else, last week’s heated public debate over Massachusetts Gov. Maura Healey’s personal travel schedule prompted a badly needed conversation around what remains a glaring weakness in a state that’s widely viewed as a bastion of progressivism.

And that’s a disconcerting lack of transparency at nearly every level of state government.

From closed-door votes and a secretive legislative process to state officials who argue they’re exempt from the state’s open records law and the ongoing fight over whether the Legislature can be audited , it can be tough for the average citizen to keep tabs on what their elected officials are doing.

“There is no other state in the country that needs a greater reminder of the virtues of increased government transparency as much as Massachusetts,” Paul D. Craney, a spokesperson for the business-friendly Massachusetts Fiscal Alliance , said in a statement earlier this month, as Sunshine Week kicked off across the commonwealth.

To review, Healey, a Democrat who took office in 2023 vowing to be more transparent than her Republican predecessor, was forced to abruptly backpedal on her office’s tight-lipped travel policy, saying she’d provide information about her personal travel upon request and after the fact, WBUR and other outlets reported.

The pivot came after the Democratic governor left the state for four days last month, with her office refusing to disclose where she went , according to the Boston Globe.

And that was a pivot from an earlier pivot last November, when the administration announced it would stop providing advance notice on Healey’s personal travel, WBUR reported.

As it turns out, the long-weekend jaunt to Puerto Rico was a birthday gift from Healey’s partner, Joanna Lydgate, the administration later said.

“The governor’s focus is on balancing the need to protect the privacy and security of her family while also providing information to the public,” administration spokesperson Karissa Hand said in a statement.

Now, you can argue that the taxpayers don’t need to know where Healey’s spending her downtime. But they do deserve some form of a heads-up, not only because they’re shouldering some portion of the cost, but also because there are succession concerns.

Under state law. Lt. Gov Kim Driscoll assumes Healey’s duties when she’s out of state. If they’re both out of town, Secretary of State William L. Galvin steps in, as was the case during one weekend in February . The voters, at minimum, deserve to know who’s flying the plane, even if they don’t notice a difference in the quality of the flight.

Then there’s the majority-Democrat Legislature, which made news last week for announcing that a joint House-Senate conference committee would meet publicly to hash out the differences over a gun violence reform bill.

In many states, such as Montana, for instance , that’s norm — and not the exception. But that’s not the case in Massachusetts, where legislative leaders routinely meet behind closed doors to reconcile their differences, and only go public when they have a deal to announce.

That tendency toward opacity also comes amid new reporting that the number of roll call votes in the state House has declined steadily over the last few years, depriving voters of the chance to know how their elected representatives are voting on critical issues.

As of earlier this month, the House had held 81 roll call votes during the current, two-year legislative session, The Eagle-Tribune newspaper reported.

That’s down from the 105 it held in the 2021-22 session, and less than the 313 held during the 2017-18 session, the newspaper reported. The same held true in the Senate, which also has had fewer recorded votes, the newspaper reported.

“While these numbers are outrageous, they are not entirely surprising; the sharp drop in roll call votes is part and parcel of a larger trend of concentrating power on Beacon Hill,” Erin Leahy, executive director of the group Act on Mass., told the Eagle-Tribune.

And all this matter because it comes at a time when the public’s faith in institutions, across the spectrum, continues to take a historic beating .

And for a state that’s already gotten failing grades for its transparency , the commonwealth can scarcely afford any more own goals.

M27 reopens following fatal crash as police make three arrests

A crane is being used to lift the damaged gantry off the motorway and onto the back of a lorry so further repairs can take place

Part of the M27 in Hampshire has reopened this morning following a crash in which a lorry driver died.

Police were called to the westbound carriageway at Junction 5 at Southampton Airport at around 12:30pm on Wednesday (21 February) to reports of a collision involving two cars, a Volkswagen Polo and Nissan Juke, and a lorry.

The driver of the lorry, a man in his 30s, was pronounced dead at the scene.

Police say his family has been notified and are being supported by specially trained officers.

A woman, who was in the Nissan, reported minor injuries.

The 10-mile stretch of the M27 was closed westbound between junction 9 for Whiteley and Fareham - and junction 5 for Eastleigh and Southampton while investigations are repair work was undertaken.

Police now say it has reopened to traffic.

Several hours after the crash, the lorry caught fire, and a gantry has been damaged.

Three people - a 32-year-old man, a 37-year-old man and a 40-year-old woman, all of no fixed abode, have been arrested on suspicion of causing death by dangerous driving.

They have been taken to hospital.

The road remains closed on Thursday (22 February) and National Highways say it may remain shut until tonight while emergency roadworks take place through out the day/evening.
