WILL – English Grammar Lesson

In general, WILL is used to talk about the future.

  • I will help you tomorrow. (Tomorrow is in the future)
  • I think we will win on Saturday. (Saturday is a day in the future)
  • We will see more uses of the word WILL in a moment. (It is coming in the near future)

Let’s look at how to create sentences and questions with WILL.

Affirmative Sentences with WILL

WILL is a modal verb. This means it follows the same rules as the other modal verbs. It only has one form for each subject:

The word WILL doesn’t change.

You cannot say: He wills … ❌ or She wills … ❌ No! … There is no S at the end of WILL. He will … ✅ She will … ✅

After WILL we have the base form of the infinitive. This is the Infinitive without TO at the beginning. Instead of TO GO, just GO. Instead of TO STUDY, just STUDY. Instead of TO SPEAK, just SPEAK is used.

We don’t say: I will TO go. ❌ No, this is NOT correct. We use the base form of TO GO which is without TO. You say: You will go. ✅

We don’t say: He will goes . ❌ No, this is NOT correct. We have the infinitive (TO GO) without TO at the beginning. You say: He will go. ✅

Let’s look at some example sentences:

  • I will go there tomorrow.
  • You will go there on Friday.
  • He will go there next week.
  • She will go there next month.
  • It will go there next year.
  • We will go there later.
  • They will go there soon.

You can see that in these sentences GO is used after WILL for all subjects.

Contractions with WILL

In spoken English, a contraction of WILL is often used.

  • I will ➡️ I’ll
  • you will ➡️ you’ll
  • he will ➡️ he’ll
  • she will ➡️ she’ll
  • it will ➡️ it’ll
  • we will ➡️ we’ll
  • they will ➡️ they’ll

Example sentences with contractions:

  • I will go there tomorrow. ➡️ I’ll go there tomorrow.
  • We will see you later. ➡️ We’ll see you later.
  • He will help you soon. ➡️ He’ll help you soon.

WILL - Affirmative sentences in English and contractions

Negative Sentences with WILL

To create a negative sentence with WILL, we just add NOT directly after it. I will (affirmative) becomes I will not (negative)

Let’s look at the rest of the subjects. Affirmative ➡️ Negative

  • I will ➡️ I will not
  • You will ➡️ You will not
  • He will ➡️ He will not
  • She will ➡️ She will not
  • It will ➡️ It will not
  • We will ➡️ We will not
  • They will ➡️ They will not

BUT, in spoken English, the contraction WON’T is used more than WILL NOT .

  • I will not = I won’t
  • You will not = You won’t
  • He will not = He won’t
  • She will not = She won’t
  • It will not = It won’t
  • We will not = We won’t
  • They will not = They won’t

Compare these sentences:

  • I will be ready in five minutes. (affirmative)
  • I will not be ready in five minutes. (negative)
  • I won’t be ready in five minutes. (negative – more in spoken English)
  • She will arrive on time. (affirmative)
  • She will not arrive on time. (negative)
  • She won’t arrive on time. (negative – more in spoken English)

  • She won’t find it funny.
  • I’m sorry I won’t be at your party.
  • It won’t hurt if you stay calm.
  • We won’t finish this by the end of the day.

WILL NOT - WON'T - Negative sentences in English

Questions with WILL

Just like with other modal verbs, we change the order of the SUBJECT and WILL to make it a question.

  • You will go there tomorrow.

This is an affirmative sentence. In order to make it a question, we change the order of the subject (YOU) and WILL . It becomes:

  • Will you go there tomorrow?

More examples:

  • They will be busy. (affirmative)
  • Will they be busy? (question)
  • He will visit us. (affirmative)
  • Will he visit us? (question)
  • You will tell us the truth. (affirmative)
  • Will you tell us the truth? (question)

How can you answer a question with WILL?

For short answers, you can use: Yes, I will … OR … No, I won’t.

BUT, we don’t use a contraction with affirmative short answers.

  • Will you tell us the truth?
  • Yes, I’ll. ❌ (This is NOT correct)
  • Yes, I will. ✅ (This is correct)

Another example:

  • Will you come with me? Yes, I will. / No, I won’t.

(You cannot say: Yes, I’ll. ❌ – We don’t use a contraction with affirmative short answers.)

Look at this question:

  • Will he visit us?

A possible answer is: Yes, he will

BUT, if we want to know the time it will happen, then we can use the question word WHEN at the beginning:

  • When will he visit us?

Since this is not a yes/no question, our answer needs to be different. One possible response is: On Friday . This means: He will visit us on Friday . We don’t need to say the whole sentence and it would sound repetitive.

Now look at this question:

  • Do you think she will get angry?

Notice the order of subject + will. (Do you think SHE WILL get angry?) That is because the first part of the sentence “Do you…?” makes it a question so we don’t change the order of the subject and will .

You can answer: Yes, I do … or No, I don’t BUT, our short answer can also contain WILL if you want to use SHE as the subject: Yes, she will / No, she won’t.

If you want to talk about the future, you’ll typically need to use the words will and shall . But which one should you use? Are they interchangeable or do they mean different things?

In this article, we explore the meanings of will and shall , explain how and when they are typically used, and provide examples that show how will and shall are typically used in sentences.

The words will and shall are auxiliary verbs (helping verbs) that are used to form the simple future tense.  Technically, the traditional rule of future tense says that shall is used in the first person ( I , we )  and will is used in all other persons ( you , he/she , they) . In practice, most English speakers do not follow this rule and the two words are often considered to be interchangeable when forming the future tense.

What’s the difference between shall and will ?

Shall and will are both auxiliary verbs, also known as helping verbs . They are used together with other verbs to express specific meanings.

Technically speaking, will is often used to express determination, inclination, or capability as in We will pay the money we promised or Caterpillars will turn into butterflies .

Shall is often used to express intent or determination as in I shall go to the store or She shall become the next queen .

The differences are subtle, but what is important to note is that both will and shall are used with all verbs to form the future tense . The traditional rule of future tense says that shall is used in the first person ( I shall eat lunch ) and will is used in all other persons ( you will eat lunch , she will eat lunch ). In practice, most English speakers do not follow this rule and the two words are often considered to be interchangeable when forming the future tense. That being said, will is much more commonly used for this purpose and shall is typically only used to sound more formal or old-fashioned.

Like many auxiliary verbs, will and shall may appear alone in sentences. In this case, the main verb is omitted but still understood. For example:

  • I don’t think you’ll do as well as you think you will (do).
  • We said that we’d clean the attic and we shall (clean it).

Both will and shall can be used to ask questions. Depending on the questions, will and shall may be used interchangeably or have distinct meanings. For example, the questions What shall happen if we add water? and What will happen if we add water? are asking the same thing: what event is going to occur when water is added. However, the questions Shall we arrive at noon? and Will we arrive at noon? are asking different things: the first is asking if noon is an acceptable time to arrive while the second is asking whether or not we will arrive at noon.

In legal contracts, both will and shall are used to note that someone has a legal obligation or duty to do something. The specific rules and conventions regarding these words in legal contexts are often ambiguous or vary from lawyer to lawyer. In the Plain Writing Act of 2010 , the US government recommends the use of the word must in place of shall to refer to a legal obligation.

Shall and will are irregular verbs that follow a similar pattern: the past tense of shall is should and the past tense of will is would . The auxiliary verb can also follows a similar pattern: its past tense form is could .

'Visit' always involves going, so you never need to say 'go', but yes you can go to/and visit something/someone.

What is the Visitation?

In the first chapter of St. Luke’s Gospel (Lk. 1:26-57), the Archangel Gabriel announces two wonderful events to the Blessed Virgin Mary, that she herself will bear “the Son of the Most High,” and that her aged cousin Elizabeth was in her sixth month. Despite being newly pregnant with Our Lord, Mary “hastens” to Judea from Nazareth to help her kinswoman through her final months. After Elizabeth’s and Zachary’s child (John the Baptist) was born, Our Lady returned to Nazareth. The Church celebrates the Feast of the Visitation each year on May 31.

St. Gabriel announced, “And behold, your kinswoman Elizabeth in her old age has also conceived a son; and this is the sixth month with her who was called barren. For with God nothing will be impossible” (Luke 1:36-37).

After Mary found out that her cousin was pregnant, she immediately left to visit her. Until modern times, women normally relied on their families and their communities to assist them with their pregnancies and deliveries. As an older woman, St. Elizabeth especially needed assistance during this time.

It also holds spiritual significance that these two women – the mothers of the Savior and His forerunner – spent time together. As the Gospel of Luke recounts, they both understood and appreciated this significance (Lk. 1:41-56).

St. Luke tells us that Elizabeth was Mary’s kinswoman (syngenis), a term that simply means a female relative. Some early writers thought them cousins, whose mothers were sisters, but Scripture doesn’t provide that detail. Elizabeth, like her husband, was from a priestly family (Lk. 1:5). This indicates that Mary, also, was “a daughter of Aaron.” Whatever the actual degree of relationship, the close kinship is indicated by the familiarity which the two women show each other.

How many months pregnant was Elizabeth when Mary visited her?

Elizabeth was six months pregnant, as Gabriel had stated.

Elizabeth resided in Judea with her husband Zechariah, a priest who periodically served in the Temple (Lk. 1:5). Tradition holds that they lived in Ein Karem, near Jerusalem. The Church of the Visitation commemorates the place today.

The journey would have been an arduous one. Since Jews avoided the direct route through Samaria, she would have traveled from Nazareth down to the Jordan Valley, followed the river south to just north of the Dead Sea, then up to Jerusalem, a climb of 3100 feet and distance of 28 miles. Today, the same journey is a 105-mile trip.

While we know she would not have made the journey alone, but with relatives or other pilgrims from Nazareth, some authors suggest that Joseph would have accompanied her to protect and provide for her. Scripture, however, is silent on such details.

Elizabeth exclaimed:

Blessed are you among women, and blessed is the fruit of your womb! And why is this granted me, that the mother of my Lord should come to me? For behold, when the voice of your greeting came to my ears, the babe in my womb leaped for joy. And blessed is she who believed that there would be a fulfilment of what was spoken to her from the Lord. (Luke 1:42-45)

The Catechism of the Catholic Church (n. 495) states, “Called in the Gospels ‘the mother of Jesus,’ Mary is acclaimed by Elizabeth, at the prompting of the Spirit and even before the birth of her son, as ‘the mother of my Lord’.” While we do not know the word used by St. Elizabeth in Aramaic, the word used here by St. Luke, Kurios, is the Greek word chosen by the rabbis to translate the divine name of God, YHWH (I AM) into Greek. Not only is Elizabeth identifying Jesus as God, therefore, but Mary as the Mother of God.

When Elizabeth heard Mary’s voice, the child in her womb leapt for joy and Elizabeth was filled with the Holy Spirit (Lk. 1:41). This is understood as indicating that St. John was justified in his mother’s womb. This is not an unlikely privilege of grace for the Forerunner of the Messiah, especially in light of the Church’s faith that the Mother of the Redeemer was herself conceived in justice at the very beginning of her life.

Why did Mary stay with Elizabeth for three months?

Mary was staying with Elizabeth to help her through the last trimester of her pregnancy and presumably to help her during labor. As an older woman, it must have been particularly difficult – barring another miracle – to carry the baby and deliver him.

We read about the father of John the Baptist in Luke 1:5-25:

In the days of Herod, king of Judea, there was a priest named Zechariah, of the division of Abijah; and he had a wife of the daughters of Aaron, and her name was Elizabeth. And they were both righteous before God, walking in all the commandments and ordinances of the Lord blameless. But they had no child, because Elizabeth was barren, and both were advanced in years. Now while he was serving as priest before God when his division was on duty, according to the custom of the priesthood, it fell to him by lot to enter the temple of the Lord and burn incense. And the whole multitude of the people were praying outside at the hour of incense. And there appeared to him an angel of the Lord standing on the right side of the altar of incense. And Zechariah was troubled when he saw him, and fear fell upon him. But the angel said to him, “Do not be afraid, Zechariah, for your prayer is heard, and your wife Elizabeth will bear you a son, and you shall call his name John.
And you will have joy and gladness, and many will rejoice at his birth; for he will be great before the Lord, and he shall drink no wine nor strong drink, and he will be filled with the Holy Spirit, even from his mother’s womb. And he will turn many of the sons of Israel to the Lord their God, and he will go before him in the spirit and power of Elijah, to turn the hearts of the fathers to the children, and the disobedient to the wisdom of the just, to make ready for the Lord a people prepared.”
And Zechariah said to the angel, “How shall I know this? For I am an old man, and my wife is advanced in years.” And the angel answered him, “I am Gabriel, who stand in the presence of God; and I was sent to speak to you, and to bring you this good news. And behold, you will be silent and unable to speak until the day that these things come to pass, because you did not believe my words, which will be fulfilled in their time.” And the people were waiting for Zechariah, and they wondered at his delay in the temple. And when he came out, he could not speak to them, and they perceived that he had seen a vision in the temple; and he made signs to them and remained dumb. And when his time of service was ended, he went to his home. After these days his wife Elizabeth conceived, and for five months she hid herself, saying, “Thus the Lord has done to me in the days when he looked on me, to take away my reproach among men.”

PRAY THE MAGNIFICAT

After the angel appeared to Zechariah, he was muted by God in punishment for his disbelief. He remained mute throughout Elizabeth’s pregnancy.

The Gospel of St. Luke tells us,

Now the time came for Elizabeth to be delivered, and she gave birth to a son. And her neighbors and kinsfolk heard that the Lord had shown great mercy to her, and they rejoiced with her. And on the eighth day they came to circumcise the child; and they would have named him Zechariah after his father, but his mother said, “Not so; he shall be called John.” And they said to her, “None of your kindred is called by this name.” And they made signs to his father, inquiring what he would have him called. And he asked for a writing tablet, and wrote, “His name is John.” And they all marveled. And immediately his mouth was opened and his tongue loosed, and he spoke, blessing God. And fear came on all their neighbors. And all these things were talked about through all the hill country of Judea; and all who heard them laid them up in their hearts, saying, “What then will this child be?” For the hand of the Lord was with him. … And the child grew and became strong in spirit, and he was in the wilderness till the day of his manifestation to Israel. (Luke 1:57-66,80)

How old were Zechariah and Elizabeth when John the Baptist was born?

St. Luke records variously that they were “advanced in years” (Lk. 1:7, 1:18), or “old” (Lk. 1:18, 36). This suggests they were likely at least 50 years of age.

In Luke we read that filled with the Holy Spirit, praising God (Lk. 1:68-75) he prophesied of his son (Lk. 1:76-70),

And you, child, will be called the prophet of the Most High; for you will go before the Lord to prepare his ways, to give knowledge of salvation to his people in the forgiveness of their sins, through the tender mercy of our God, when the day shall dawn upon us from on high to give light to those who sit in darkness and in the shadow of death, to guide our feet into the way of peace.

How was John the Baptist conceived?

He was conceived in the normal way. It was miraculous because Elizabeth was past her child-bearing years, and she had been unable to conceive even in her younger years.

When was John the Baptist born?

St. John the Baptist was born about six months before Our Lord. Scholars disagree as to the exact year in which Jesus was born, but it was probably between 6 and 4 B.C., though possibly as late as 1 B.C. Errors in reconciling the calendars and events of the ancient world, when dating from Christ’s birth was adopted in 525 A.D., accounts for Christ being born B.C., rather than 1 A.D.

“My soul magnifies the Lord, and my spirit rejoices in God my Savior, for he has regarded the low estate of his handmaiden. And his mercy is on those who fear him from generation to generation. The prayer of the Hail Mary is rooted in Scripture but is also a response of the Church to the mystery of the Incarnation and the Redemption, and the role of Our Lord’s Blessed Mother in it (cf. John 2:3).

In Luke 1:28, St. Gabriel greets Mary with the words, “Hail, full of grace, the Lord is with you!”

In Luke 1:42, St. Elizabeth says these words to Mary: “Blessed are you among women, and blessed is the fruit of your womb!”

The Old Testament is filled with types, people and things which have importance for the Covenant of Moses, or Old Covenant, but which properly prepare for and foreshadow the perfect fulfillment of some spiritual reality in the New or Christian Covenant.

Thus, while the historical Ark of the Covenant carried the Word of God, in the Tablets of the Law, and was considered holy itself, being placed in the Holy of Holies of the Temple, Mary is the true Ark of the Covenant. She carried the Word Himself, the Bread of Heaven, and the Good Shepherd (Heb. 9:3-5; Rev. 11:19-12:1).

“Mary, in whom the Lord himself has just made his dwelling, is the daughter of Zion in person, the ark of the covenant, the place where the glory of the Lord dwells.” ( Catechism of the Catholic Church 2676)

Thus, we see that the Old Testament, concerning the Ark of the Covenant (2 Samuel), and the New Testament, the Blessed Mother (St. Luke), use almost identical language.

And David was afraid of the LORD that day; and he said, “How can the ark of the LORD come to me?” - 2 Samuel 6:9 [Elizabeth said], “And why is this granted me, that the mother of my Lord should come to me?” - Luke 1:43 Michal … saw King David leaping and dancing before the LORD. - 2 Samuel 6:16 And when Elizabeth heard the greeting of Mary, the babe leaped in her womb. - Luke 1:41 And the ark of the LORD remained in the house of Obededom the Gittite three months. - 2 Samuel 6:11 And Mary remained with her about three months. - Luke 1:56

St. John in the Book of Revelation also reveals the connection between the Ark and the Blessed Virgin, stating:

Then God’s temple in heaven was opened, and the ark of his covenant was seen within his temple; and there were flashes of lightning, loud noises, peals of thunder, an earthquake, and heavy hail. And a great portent appeared in heaven, a woman clothed with the sun, with the moon under her feet, and on her head a crown of twelve stars. (Revelation 11:19 – 12:1)

Joseph Lieberman, senator and vice-presidential nominee, dies at 82

As al gore’s democratic running mate in 2000, he was the first jewish candidate on the national ticket of a major party.

Joseph I. Lieberman, the doggedly independent four-term U.S. senator from Connecticut who was the Democratic nominee for vice president in 2000, becoming the first Jewish candidate on the national ticket of a major party, died March 27 in New York City. He was 82.

The cause was complications from a fall, his family said in a statement. He fell at his home in the Bronx and was pronounced dead at a hospital in Manhattan.

Mr. Lieberman viewed himself as a centrist Democrat, solidly in his party’s mainstream with his support of abortion rights, environmental protections, gay rights and gun control. But he was also unafraid to stray from Democratic orthodoxy, most notably in his consistently hawkish stands on foreign policy.

His full-throated support of the 2003 invasion of Iraq and the increasingly unpopular war that followed doomed Mr. Lieberman’s bid for the Democratic presidential nomination in 2004 and led to his rejection by Connecticut Democrats when he sought his fourth Senate term in 2006. He kept his seat by running that November as an independent candidate and attracting substantial support from Republican and unaffiliated voters.

“I have not always fit comfortably into conventional political boxes,” Mr. Lieberman said near the end of his Senate career , an understatement that tiptoed around the anger his maverick ways stoked among many liberals.

His transition from Al Gore’s running mate in 2000 on the Democratic ticket to high-profile cheerleader for Republican presidential candidate John McCain eight years later was a turnaround unmatched in recent American politics.

In a prime-time speech at the 2008 Republican convention, Mr. Lieberman hailed McCain, a senator from Arizona and former Vietnam War POW, for his courage and accomplishment. He dismissed Barack Obama , the one-term senator from Illinois and Democratic nominee, as “a gifted and eloquent young man” who lacked the experience needed in the White House.

On international trips to Iraq and other hot spots, Mr. Lieberman and McCain had become close friends as well as allies in support of the Iraq War — including President George W. Bush’s decision in 2007 to shore up the faltering U.S. military effort with the “surge” of thousands of additional troops.

McCain seriously considered making Mr. Lieberman his running mate, but his advisers warned that Mr. Lieberman’s Democratic history and voting record, particularly his stand in favor of abortion rights, would anger convention delegates and split the party. McCain instead chose the right-wing populist governor of Alaska, Sarah Palin, a decision he later said he regretted .

Most observers, including Mr. Lieberman, doubted that his presence on the ticket would have saved McCain from defeat by Obama, who became the first Black president. Mr. Lieberman remarked that had he joined McCain on the ballot, he would have had the distinction not only of running for vice president on both party tickets but also of losing twice. “God saved me from that — or the Republican delegates saved me from that,” he told the Hartford Courant .

Mr. Lieberman continued to draw Democrats’ ire after leaving the Senate in 2012, most especially with his efforts to mount a third-party presidential ticket in the 2024 election . As a co-chair of the centrist group No Labels, he helped lead the organization’s campaign to field an alternative to the major-party candidates — a move that some Democrats feared would take votes from President Biden and help Donald Trump recapture the White House.

Drawn to politics

Joseph Isadore Lieberman was born in Stamford, Conn., on Feb. 24, 1942, the oldest of three children in an Orthodox Jewish family. His father, a former bakery-truck driver, eventually saved enough to buy a liquor store. His parents impressed upon him the value of education and instilled in him an ambition to succeed. He was senior class president and senior prom king of his high school.

He entered Yale University in 1960 as the first member of his family to go to college, and he said he was inspired to enter public service by President John F. Kennedy’s inaugural address, with its challenge to “ask what you can do for your country.”

While in college, he worked part time on the successful 1962 U.S. Senate campaign of Abraham Ribicoff , a former Democratic congressman and governor, and the next year was a summer intern in Ribicoff’s Washington office. Ribicoff, the son of Jewish immigrants from Poland, became a role model and taught him, Mr. Lieberman wrote, the value of compromise over unproductive rigidity.

Mr. Lieberman furthered his political education by writing his senior thesis on John M. Bailey, a backroom pol who had long dominated Connecticut’s Democratic Party and served as chairman of the Democratic National Committee for much of the 1960s. The thesis resulted in a Bailey biography, “The Power Broker” (1966) — the first of nine books Mr. Lieberman wrote or co-wrote. In addition to lessons-learned memoirs, the subjects ranged from nuclear proliferation to the benefits of resting on the Sabbath.

After graduating from Yale in 1964 and then Yale Law School in 1967, he joined a New Haven firm, became active in local political and community work, and looked for an opportunity to run for office. It came in 1970 when he upset the incumbent state senator from largely Democratic New Haven in the party primary. Among his doorbell-ringing volunteers was Bill Clinton, then a Yale Law student.

Mr. Lieberman served 10 years in the state Senate, the last six as majority leader. His ambition was to be governor, but, in 1980, seeing no immediate path to higher state office, he gave up his Senate seat to run for the open U.S. House seat for the New Haven area.

With the district’s Democratic advantage and strong polling numbers, his victory seemed assured. But helped by Ronald Reagan’s strong showing in the presidential race, the Republican won. The loss was painfully embarrassing for a politician unused to defeat. Not long afterward, in 1981, he and his first wife, Elizabeth “Betty” Haas, divorced.

In Mr. Lieberman’s telling, he and his wife — the parents of two children, Matt and Rebecca — drifted apart as their personalities and careers developed. The demands of his political life were one factor, he wrote in his 2000 memoir, “In Praise of Public Life.” Another was “that I had become much more religiously observant.”

A year after the divorce, a friend introduced him to Hadassah Freilich Tucker, a Prague-born daughter of Holocaust survivors whose father was a rabbi. Her family — the Freilichs — immigrated to the United States in 1949 after the Communists took over Czechoslovakia. When Mr. Lieberman met her, she was the divorced mother of a 6-year-old son, Ethan, and an executive at Pfizer Pharmaceuticals in New York City. It was, Mr. Lieberman wrote, “chemistry at first conversation.”

They married in 1983, and she was her husband’s political partner and trusted adviser through the rest of his career. In addition to his wife, survivors include their daughter, Hana Lowenstein; two children from his first marriage, Matt Lieberman and Rebecca Lieberman; a stepson, Ethan Tucker; two sisters; and 13 grandchildren.

In 1982, ready for another try, Mr. Lieberman ran for what had been the low-profile office of state attorney general. Promising to be the “people’s lawyer,” he swept to victory — along with the other Democratic candidates for statewide state offices — and built an activist record by going after polluters, consumer rip-offs and child-support delinquents.

He easily won reelection four years later, and then, urged on by party leaders, he took on U.S. Sen. Lowell P. Weicker Jr. , a three-term liberal Republican generally thought to be unbeatable. With TV attack ads and support from Republicans unhappy with Weicker — including an endorsement from prominent conservative intellectual William F. Buckley Jr. — Mr. Lieberman squeaked to victory in 1988.

In Washington, Mr. Lieberman became known as a serious-minded legislator adept at working with colleagues on both sides of the aisle. One of his earliest achievements was having a leadership role in the bipartisan amendment in 1990 of the Clean Air Act, beefing up federal regulation of pollutants.

He was also proud of bipartisan government changes he helped enact after the Sept. 11, 2001, terrorist attacks, most prominently the creation of the Department of Homeland Security and the restructuring of the intelligence community.

Mr. Lieberman generally voted with his party, but he sided with Republicans on cutting the capital gains tax, funding vouchers that parents could use to send their children to private schools, and placing new restrictions on consumer lawsuits against corporations, the latter of special interest to Connecticut’s large insurance companies.

His willingness to buck his party put him at odds with teachers, trial lawyers and other powerful Democratic constituencies. But it gave him influence within the increasingly polarized Senate, former Senate historian Donald Ritchie said in an interview for this obituary. As the political middle shrank, his swing vote took on added value.

In the run-up to the Iraq War, a majority of Senate Democrats voted to authorize Bush to take military action against Saddam Hussein’s regime. But unlike many of those colleagues, Mr. Lieberman continued to support the 2003 invasion after Hussein’s alleged weapons of mass destruction failed to materialize and U.S.-led occupation forces were bogged down by civil war and anti-coalition insurgency.

“This is a battle in the war on terrorism. Failure and defeat is not an option,” he said in September 2003. When Senate Democrats voted unanimously in April 2007 to begin withdrawing U.S. troops by the following October, he joined Republicans in opposition.

His stand was in keeping with a long record of support for intervention abroad. He co-sponsored the resolution authorizing the use of troops to expel Iraqi forces from Kuwait in 1991 and pressed the Clinton administration to take forceful action against Serbian aggression in the Balkans. He was one of Israel’s most fervent backers on Capitol Hill. And, in line with the interests of Connecticut’s large defense industry, he supported robust spending on weaponry.

“Like it or not, we live in an imperfect world, so, like it or not, you’ve got to stand up and fight,” he told the New York Times in 1991. “If I can be simplistic about it: If good people stand by while bad things are being done, evil will triumph.”

Emphasis on morality

In private life, Mr. Lieberman was a strict observer of Orthodox Jewish rules. He kept a kosher diet, prayed daily and declined to campaign on the Sabbath. He brought moral certitude to his public life as well, denouncing gratuitous sex and violence in films, television shows and pop music.

He helped enact a 1996 law requiring new TV sets to have a device that enabled parents to block objectionable programs, and he teamed up with conservative commentator William J. Bennett to hand out “Silver Sewer Awards” for media content deemed “cultural pollution.” Along with headlines, Mr. Lieberman garnered loathing from the entertainment industry. “He’s a self-righteous religious fanatic,” record company executive Howie Klein said in 2000, as quoted on MTV.com . Television critic James Poniewozik, then with Time magazine, dubbed him “Schoolmarm Joe.”

Mr. Lieberman cemented his reputation for diligent morality — or moralizing, as his detractors saw it — in 1998 when he publicly rebuked President Clinton, a personal friend and fellow Democrat, for his affair with White House intern Monica Lewinsky. He was the first prominent Democratic lawmaker to do so.

“Such behavior is not just inappropriate. It is immoral,” he said in a Senate speech that drew praise from colleagues in both parties. “And it is harmful, for it sends a message of what is acceptable behavior to the larger American family — particularly to our children — which is as influential as the negative messages communicated by the entertainment culture.” (In 1999, Mr. Lieberman joined all other Democratic senators in voting against removing Clinton from office.)

For Gore, Clinton’s vice president, the Lewinsky speech and, more broadly, Mr. Lieberman’s rectitude made him a particularly attractive running mate at a time when Gore was anxious to distance himself from Clinton’s tawdry personal conduct.

At the campaign’s outset, there was speculation that antisemitism, latent or overt, might hurt the Gore-Lieberman ticket. Mr. Lieberman embraced his faith in public, often quoting from the Hebrew Bible and giving thanks to God. The Anti-Defamation League asked him to reduce his religious references during the 2000 race to avoid alienating the public.

One of Mr. Lieberman’s enduring themes was that religion in general, not just the Jewish faith, deserved a more prominent place in public life. Years later, Mr. Lieberman told CNN that he encountered no antisemitism on the campaign trail. And the consensus among pundits was that Mr. Lieberman’s religion played no role in Gore’s loss, in keeping with political history that suggests a party’s vice-presidential choice seldom makes a difference in the voting.

Gore and Mr. Lieberman lost the election to Bush and his running mate, Dick Cheney, following a 5-to-4 Supreme Court ruling that awarded Florida’s disputed 25 electoral votes to the GOP ticket. But Mr. Lieberman emerged with national name recognition and, once Gore declined to run again, front-runner status in early polling for the party’s 2004 presidential nomination.

At odds with his party

Considered the most moderate of the party’s nine 2004 hopefuls, Mr. Lieberman contended that his record on the environment and social issues combined with his strong stand on defense made him the Democrat best positioned to attract independents and defeat Bush.

What pundits described as a dearth of cash and charisma worked against him. Gore’s endorsement of another candidate, former Vermont governor Howard Dean, was a further blow. But the biggest obstacle to Mr. Lieberman’s nomination was the anger among Democrats over his support of the Iraq War.

He placed fifth in the New Hampshire primary, and the following Tuesday, the best he could do in seven state nominating contests was a distant second in Delaware. It was an unmistakable repudiation, and Mr. Lieberman dropped out that night. (Sen. John F. Kerry of Massachusetts eventually won the nomination and lost the general election to incumbent Bush.)

Mr. Lieberman’s defeat two years later in the Democratic Senate primary in Connecticut was an even more painful measure of his party standing. His challenger, wealthy businessman (and later governor) Ned Lamont, focused on Mr. Lieberman’s support of Bush’s war policy and made heavy use of a photo of the president embracing Lieberman at the 2005 State of the Union speech.

Mr. Lieberman, who had breezed to reelection twice before, dismissed the primary’s outcome as unrepresentative of the state’s full electorate and, running as an independent in the general election, got almost 50 percent of the vote, to Lamont’s 40 percent and 10 percent for the little-known GOP nominee. Mr. Lieberman later disclosed that a top Bush aide steered GOP money to his campaign.

Returning to the Senate as a self-described “independent Democrat,” Mr. Lieberman continued to caucus with the Democrats. But he viewed his November victory as vindication of his independent record and felt, as he put it, “profoundly liberated.”

For some Democrats, Mr. Lieberman’s support of McCain two years later went beyond independence to apostasy. After the election, there was a move to strip him of his chairmanship of the Homeland Security and Governmental Affairs Committee. But party leaders were anxious to keep him from bolting to the Republicans.

After Obama and Democratic Senate leader Harry M. Reid of Nevada urged forgiveness, Senate Democrats voted 42 to 13 to let Mr. Lieberman keep the chairmanship. His only penalty was the loss of his seat on the Environment and Public Works Committee. He accepted the arrangement, telling reporters that he regretted some of his campaign statements “and now it’s time to move on.”

In 2009, he helped the new Obama administration get its first big win: a $787 billion package to stimulate the recession-racked economy. The next year, he was a leader in the successful fight — against GOP opposition led by McCain — to repeal the Clinton-era “don’t ask, don’t tell” policy prohibiting gay people from serving openly in the military.

He was also influential in shaping Obama’s health-care initiative, although in a way that once again infuriated some Democrats. Attentive to Connecticut’s insurance industry, Mr. Lieberman threatened to filibuster the bill if it included a government-run health insurance option. With the support of every Senate Democrat needed to overcome solid GOP opposition, the administration dropped the public option, and Mr. Lieberman voted in 2009 for the Affordable Care Act, also known as Obamacare.

Mr. Lieberman announced in early 2011 that he would not seek reelection the next year. By way of explanation, he invoked Ecclesiastes. It was, he said , “time for another season and another purpose under heaven.” He dismissed poor political prospects as a factor. He conceded that he faced a difficult campaign but added, “So what else is new?”

After leaving the Senate, Mr. Lieberman became senior counsel at the Manhattan-based law firm Kasowitz, Benson, Torres and joined company boards. He continued to take public positions on political issues. He led a group opposed to the Iran nuclear deal negotiated by the Obama administration. He endorsed President Donald Trump’s decision to move the U.S. Embassy in Israel to Jerusalem. He promoted Trump’s nomination of Betsy DeVos, a charter school and voucher advocate, to be education secretary.

Nevertheless, Mr. Lieberman endorsed the Democratic presidential nominees in 2016 and 2020 — Hillary Clinton and Joe Biden , respectively — and told CNN in 2021 that Trump was “really hurting our constitutional democracy” by continuing to claim the 2020 election had been stolen.

He was most prominent as a leader of No Labels, an organization founded to encourage bipartisanship, and he missed no opportunity to reiterate the plea he made in his 2012 farewell Senate speech. “The greatest obstacle I see standing between us and the brighter American future we all want is right here in Washington,” he told colleagues. “It is the partisan polarization of our politics which prevents us from making the principled compromises on which progress in a democracy depends.”

The Dali was less than 30 minutes into its planned 27-day journey when the ship ran into the Francis Scott Key Bridge on Tuesday.

The ship, which was sailing under the Singaporean flag, was on its way to Sri Lanka and was supposed to arrive there on April 22, according to VesselFinder, a ship tracking website.

The Dali, which is nearly 1,000 feet long, left the Baltimore port around 1 a.m. Eastern on Tuesday. The ship had two pilots onboard, according to a statement by its owners, Grace Ocean Investment. There were 22 crew members on board, the Maritime & Port Authority of Singapore said in a statement. There were no reports of any injuries, Grace Ocean said.

Before heading off on its voyage, the Dali had returned to the United States from Panama on March 19, harboring in New York. It then arrived on Saturday in Baltimore, where it spent two days in the port.

Maersk, the shipping giant, said in a statement on Tuesday that it had chartered the vessel, which was carrying Maersk cargo. No Maersk crew and personnel were onboard, the statement said, adding that the company was monitoring the investigations being carried out by the authorities and by Synergy Group, the company that was operating the vessel.

“We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected,” the Maersk statement said.

The Dali was built in 2015 by the South Korea-based Hyundai Heavy Industries. The following year, the ship was involved in a minor incident when it hit a stone wall at the port of Antwerp . The Dali sustained damage at the time, but no one was injured.

WASHINGTON (AP) — Rep. Mike Gallagher , a Wisconsin Republican who has spearheaded House pushback against the Chinese government, said Friday he would resign from the House, leaving House Republicans with the thinnest of majorities.

Gallagher, age 40, announced he would resign his position on April 19. It will leave Republicans with a 217-213 majority in the House, meaning that they cannot afford to lose more than one vote on a party-line vote. The thin majority has already proved to be a challenge for Republican leadership and forced House Speaker Mike Johnson to work with Democrats to pass practically any legislation.

Gallagher had already announced he would not seek reelection.

A former Marine who grew up in Green Bay, he has represented northeastern Wisconsin in Congress since 2017. He spent last year leading a new House committee dedicated to countering China . During the committee’s first hearing, he framed the competition between the U.S. and China as “an existential struggle over what life will look like in the 21st century.”

Gallagher said in a statement, “I’ve worked closely with House Republican leadership on this timeline and look forward to seeing Speaker Johnson appoint a new chair to carry out the important mission of the Select Committee on the Chinese Communist Party.”

There also won’t be a special election for Gallagher’s seat. His resignation will happen within a window in Wisconsin law that dictates the seat be filled in the general election.

A Republican state senator, Andre Jacque of De Pere, and a former state senator, Roger Roth, are running for the Wisconsin 8th Congressional District seat that is being vacated.

The district is solidly Republican, but the Wisconsin Democratic Party said in a statement that it would be “fighting hard” for the seat and called Gallagher’s resignation “a remarkable indictment of a do-nothing GOP majority obsessed with creating chaos.”

For a time, Gallagher was seen as a rising star in the GOP and was one of the highest-profile Republicans considering a run for U.S. Senate this year against incumbent Wisconsin Democrat Tammy Baldwin. But he abandoned the idea in June. He said then that he wanted to focus on countering China through the committee and that he planned to run for a fifth term in the House.

Gallagher led the successful push this month to pass in the House a bill that would lead to a nationwide ban of the popular video app TikTok if its China-based owner doesn’t sell its stake. He, along with a wide bipartisan contingent, argued that the company’s current ownership represented a national security threat.

But Gallagher found himself at odds both with former President Donald Trump and his supporters. He also angered fellow Republicans last month by refusing to impeach Homeland Security Secretary Alejandro Mayorkas.

The GOP was looking to oust Mayorkas as a way to punish the Biden administration over its handling of the U.S.-Mexico border, but the House’s first impeachment attempt fell just one vote short in February after Gallagher and two other Republicans refused to support the action. They argued that Republicans were misusing impeachment.

Still, GOP members surrounded Gallagher on the House floor in an attempt to change his mind, but he refused to change his vote. Republicans were eventually able to impeach Mayorkas when other lawmakers returned from absences. But just days after the first failed impeachment vote, Gallagher announced he would leave the House.

WASHINGTON — Rep. Mike Gallagher, R-Wis., who announced last month he would not run for re-election , will resign from Congress early, he confirmed in a statement Friday.

Gallagher’s departure before the end of his term in January is another blow to Speaker Mike Johnson, R-La., and House Republicans, who have been struggling to govern and demonstrate stability in this Congress.

Two sources familiar with the matter told NBC News of Gallagher's plan to resign early Friday. The Wisconsin Republican then released a statement announcing that he will depart April 19.

Gallagher informed Johnson of his decision earlier this week. Johnson, in a post on X , praised Gallagher's "extraordinary work in the House" and for "courageously exposing the threat Beijing poses to the U.S."

His resignation could cause more headaches for House Republicans. Rep. Ken Buck, R-Colo., who also is not seeking re-election , is resigning from Congress on Friday, cutting the GOP’s minuscule majority to 218-213. When Gallagher leaves, the majority would further shrink to 217-213, meaning Republicans could only afford a single defection on any vote if Democrats vote together.

Gallagher’s decision to leave April 19 also means that there will not be a special election to fill his seat. Under Wisconsin state law , vacancies after the second Tuesday in April are filled in the general election, so Gallagher’s replacement will be decided in November and his seat will remain empty until January.

A source close to Gallagher said the decision to leave was in the works and not related to anything happening in House lately. Gallagher has a young family that he and his wife hope to grow and the House schedule is not conducive to that, the source said.

Gallagher, 40, an Iraq War veteran, is the chairman of the select committee investigating the Chinese Communist Party, and serves on the Intelligence Committee. It’s highly unusual for a committee chairman to resign in the middle of the term.

But Gallagher, an institutionalist first elected to Congress in 2016, has grown frustrated with his own party. He was one of three Republicans who voted against the impeachment of Homeland Security Secretary Alejandro Mayorkas last month.

He is one of several top Republican chairmen who are not running for re-election in November following a tumultuous House session.

Earlier Friday, Rep. Marjorie Taylor Greene, R-Ga., filed a motion to oust Johnson from the speakership over his handling of funding the government, though no vote is scheduled yet. It follows a similar motion, made by Rep. Matt Gaetz, R-Fla., that successfully toppled then-Speaker Kevin McCarthy, R-Calif., last fall.

Meanwhile, shortly after the House passed its final government funding package for fiscal year 2024 on Friday, retiring Rep. Kay Granger, R-Texas, said she would step down as chairwoman of the Appropriations Committee, setting off an early battle among Republicans to succeed her in the powerful post. Unlike Gallagher and Buck, Granger said she will serve out her House term, which ends in January.

In his statement, Gallagher said he worked closely with GOP leaders on the timing of his announcement — shortly after the House voted to avert a shutdown — and looks forward to Johnson naming a new China committee chairman.

"I will forever be proud of the work I did on the Armed Services and Intelligence Committees, chairing the Cyberspace Solarium Commission, and chairing the Select Committee on the Chinese Communist Party," Gallagher said. "It has truly been an honor to serve in the House of Representatives."
