At its July 6, 2021 meeting, City Council unanimously approved the  redevelopment agreements  for the site of the former Landmark Mall, which will result in up to approximately four million square feet of new development. The project will be anchored by the relocation and expansion of Inova’s new state-of-the-art Alexandria Hospital bringing more than 2,000 health care workers to the medical campus. This transformational project—led by developer Foulger-Pratt—was named by the Washington Business Journal as the 2020 Real Estate Deal of the Year.

City Financial Participation

To facilitate the redevelopment of the Landmark site, the transaction includes investment of (a) $54 million in public bond funds to acquire land to lease to Inova for the proposed hospital and related medical facilities, and (b) $123.6 million in public bond funds for Landmark site preparation and infrastructure costs. By investing public funds (which has been contemplated as far back as 2004), the City would accelerate the revitalization of Alexandria’s West End. This investment of public monies through the use of bonds will enable to the City to tap into future tax revenues generated by the site’s redevelopment backstopped by special assessments imposed on the property within the Landmark Community Development Authority (“CDA”) district to repay those bonds. This method of financing is a form of Tax Increment Financing (a “TIF”), which is a commonly used method of public economic development financing utilized in the United States.  The Potomac Yard Metrorail Station now under construction is largely a TIF-funded project. It is projected that over a 30-year period, the net gain for the City to pay for Landmark and citywide services is $810 million.  

The initial agreement announced on December 21, 2020, was a non-binding  Preliminary Term Sheet  document that explains the intent of the City of Alexandria; Inova Health System; and a development joint venture of Foulger-Pratt, The Howard Hughes Corporation, and Seritage Growth Properties (a publicly-traded, self-administered and self-managed real estate investment trust headquartered in New York, which owns a portion of the Landmark site). The Preliminary Term Sheet represented the framework of the proposed City financial participation that the City Manager planned to recommend to the community and City Council. The non-binding Preliminary Term Sheet agreement laid out the principal business terms and responsibilities among the parties, which provided a foundation for formal regulatory applications. 

At its July 6, 2021 meeting, the Alexandria City Council unanimously approved the  redevelopment agreements  for the site of the former Landmark Mall. On September 18, 2021, the City Council adopted the Landmark CDA ordinance to enable the creation of the Landmark CDA. At its May 23, 2023 the City Council unanimously approved the revised funding plan for the project. To the extent that the incremental tax revenues at the Landmark site are less than the amounts due on the general obligation capital improvement bonds (“City Bonds”), the City shall be entitled to seek reimbursement for any City funds applied to pay debt service on the City Bonds through the collection of annual installments of the special assessments within the Landmark CDA.

Any future development review, special use permits, rezoning or other approvals will be subject to all of the usual staff review and recommendations, public hearings, and approvals by the Planning Commission, City Council, or both.

Landmark Community Development Authority

The Landmark Community Development Authority (CDA) was created by ordinance of the City Council according to the Community Development Authority Act to impose voluntary special assessments as requested and agreed to by the landowners with the Landmark CDA district.

2018-2019 Landmark Mall Re-Planning Process

After lengthy delays as a result of changes to the Landmark Mall sites' ownership structure, changes in department store ownership and economics and the overall real estate market, in 2018 The Howard Hughes Corporation, partial owner of the Landmark Mall site since 2010, indicated their readiness to move forward with redevelopment, which required an update to the Landmark Mall framework plan and Landmark/Van Dorn Corridor Plan (2009). City Council approved this effort as a priority in the  FY 2019 Long-Range Planning Work Program . The   Ad Hoc Eisenhower West/Landmark Van Dorn Implementation Advisory Group  served as the community forum for the duration of the Landmark Mall re-planning process.

Eisenhower West / Landmark Van Dorn Implementation

The 2009 Landmark Van Dorn Corridor Plan and the 2015 Eisenhower West Small Area Plan both recommend establishment of an advisory group to provide guidance on implementation. Since the two plan areas overlap and share dependency on planned infrastructure, looking at the phasing and funding of both plans in concert will provide necessary coordination. On June 13, 2009, City Council unanimously adopted  Ordinance 4598  incorporating the Landmark/Van Dorn Corridor Plan into the City's Master Plan as an amendment to the Landmark/Van Dorn Small Area Plan.

Landmark Shopping Center formally opened on October 11, 1965, but two anchor stores, Sears and Hecht’s, had already opened for business that August. The Landmark Sears store, encompassing 236,000 square feet, was the first new Sears to open in the Washington metro area in almost ten years. Hecht’s was smaller, “just” 163,000 square feet, but like its competitor Sears, it included an auto service center.

Once a retail marvel in Alexandria, Virginia , Landmark Mall embarked on its journey as a shopping haven in 1965. Its grand opening set the stage for a retail adventure that was nothing short of monumental. Amidst the bustling city life, Landmark Mall emerged as a sanctuary for shoppers.

Sears, With Hecht Co. and Woodward & Lothrop as its anchor stores, the mall was no less than a retail carnival.

Over 675,000 square feet of space, bustling with myriad stores, each telling its tale of fashion, home decor, and much more. It was a place where Alexandria’s heart beat the rhythm of commerce, and the echo could be heard far and wide.

The mall’s evolution didn’t stop there. It was a continuous endeavor to match the steps with the ever-evolving retail industry, trying to hold its ground against the ebb and flow of urban development.

As the whispers of change blew across the retail landscape, a new vision for Landmark Mall was conceived in 2006.

The idea was grand – transforming the conventional mall into an open-air “town center” shopping complex. It was about breaking the mold and setting a new precedent in retail architecture.

However, the metamorphosis began when the Howard Hughes Corporation took over the reins in 2009. They envisioned something more than just a shopping center; it was about creating an ‘urban town.’ A place where retail met residential and modern urban living could find a new expression.

The city was on the brink of witnessing a retail renaissance, something that would redefine things to do in Alexandria, Virginia . However, little did anyone know the path was laden with more twists and turns.

The decline was not sudden; it was a slow transition that mirrored the changing retail landscape nationwide. The rise of e-commerce, changing consumer behaviors, and the quest for something new reshaped the essence of traditional retail spaces.

The news of the mall’s closure in 2017 reverberated across the city, marking the end of a retail epoch. However, every ending is a new beginning, and for Landmark Mall, it is about embracing a new destiny.

The transition from a bustling mall to a closed structure reflected the broader economic and urban changes. Yet, the spirit of Landmark Mall was not lost; it was waiting for a new dawn, a new narrative that could once again make it a crown jewel of Alexandria.

Landmark Mall Demolition

The whispers of demolition began circling the air around Landmark Mall. The once-crowded hallways were now vacant, awaiting the rumble of machinery to mark the start of a new chapter.

As the sun cast a new light on Alexandria on May 12, 2022, the demolition crews arrived at the mall, and the echoes of the past started mingling with the dreams of tomorrow.

With every stroke of the wrecking ball, memories crumbled, making way for hopes of a better future. It was more than just a physical transformation; it was about metamorphosing the soul of Alexandria’s urban landscape. The mall that once stood as a retail giant was now a canvas, ready to be painted with modern urban ethos.

As the dust settled, a new name emerged from the rubble – West End Alexandria . It was more than just a rebranding; it was a statement of intent. A promise of a better, more vibrant urban future where community and commerce could thrive together in a modern mixed-use development.

The crux of West End Alexandria was to blend the commercial charisma of Landmark Mall with the modern-day urban lifestyle. It was about creating a space where every corner had a story to tell, every pathway led to an experience, and every structure was a testament to Alexandria’s urban evolution.

The Inova at Landmark project, a sprawling 1.1 million-square-foot healthcare facility, received unanimous approval from the Alexandria City Council on March 20, 2023.

This decision paves the way for Inova to commence construction on the former Landmark Mall site in 2024, with plans to complete the four-building hospital campus by 2028.

Inova at Landmark will encompass a hospital center, a cancer center, a specialty care center, and a retrofitted parking garage.

The project positions Inova Alexandria Hospital as a crucial anchor in the WestEnd development, redefining one of Alexandria’s most significant neighborhoods and showcasing the strength of the local economy.

The state-of-the-art medical facilities will undoubtedly attract further investments, employers, and residents, breathing new life into the WestEnd project and solidifying its status as a bustling, revitalized community hub.

Developer opens up about next steps for Landmark Mall redevelopment

Landmark Mall is gone , so what’s next?

A representative from developer Foulger-Pratt spoke at the Eisenhower West Landmark Van Dorn Implementation Advisory Group earlier this week to provide a bird’s eye view of what’s going on at the project.

Currently, Landmark Mall itself is almost completely demolished, saved for one corner still being used as an office to oversee the development.

While Inova is currently working through its own development application process at the western end of the development, other projects are in the works throughout the site.

At the presentation, the developer’s representative said the first four buildings to come online will be E1, E2, G and Eye on the map above. The E and G blocks will be part of a new housing development called Aspect.

The two residential buildings will have a total of 390 units and will be connected by a bridge, with residents able to move between buildings easily. The development will also have around 70,000 square feet of retail space on the ground floor.

Block Eye is set to become a development called The Brightly. It will feature 390 residential units with “big box retail” on the ground floor. The developer said that could be anything from a gym to a large retail store.

Clockwise below block Eye are blocks M and L2, which are both slated to become townhomes, with that development process scheduled to kick off beginning in 2023.

Block L1 is set aside as senior housing, but a previous contract for that development fell through in August. The Foulger-Pratt representative said that project is going back on market to find a senior housing developer.

Block K, set in the center of the new development, is named Thrive and the developer said it will have a more “neo-industrial” aesthetic. Thrive is set to have 337 residential units with 30,000 square feet of retail space.

The rest of the development includes:

  • Block J: dedicated affordable housing
  • Block D: future multifamily project
  • Block H: split between hotel and condominiums

The developer’s representative said none of those three projects have begun the application process.

The Foulger-Pratt representative said horizontal infrastructure work starts in November while the rest of the development starts to work through the application processes. If all goes well, vertical construction at the site could begin as early as January 2024. Infrastructure at the site is scheduled to be completed in the third quarter of 2025 with the buildings completed starting in the fourth quarter of 2025.

The developer was, once again, confronted by city officials about the project’s terrible name: West End.

As far back as the start of demolition on the mall, city officials have been urging the developer to pick something else. The area is already locally known as Landmark, but “West End” generally refers to the broader section of the city rather than this specific development. The representative at the meeting said Foulger-Pratt is “pretty wedded” to the West End branding, but that the expectation is over time the individual developments within the site — ie Thrive or The Brightly — will become the more commonly used names.

What is WestEnd Alexandria?

On December 22, 2020, the City of Alexandria announced the plan to redevelop Landmark Mall, with Inova as the anchor client and Foulger-Pratt as the local developer.

On February 2, 2022, Foulger-Pratt announced that the name of the redevelopment project will be "WestEnd Alexandria."

WestEnd Alexandria is designed to be a community gathering place for Alexandria's West End, with residential, retail, and restaurants, 3.5 acres of public parks, a minimum of 25% open space for each block, a transit hub, and a new fire station. ​

This development project is one of the largest projects located Inside the Beltway & in all of Northern Virginia, at $1+ Billion for the non-hospital portion and $2.2 Billion for the entire site.

The New Inova Alexandria Hospital Campus      Inova will build a new World-class hospital complex with:

230 in-patient hospital (all private rooms);

Level II Trauma Center (1 of 3 in NoVa), providing 24-hour specialty services for brain injuries, complex fractures, and other trauma care;

Level III NICU;

Comprehensive cancer care center;

Advanced services for obstetrics, heart & vascular, & neurosciences; and

Medical office building for 50 specialty physicians.

On March 18, 2023, the Alexandria City Council unanimously approved the Special Use Permit for the Inova Alexandria Hospital Campus.  Inova can now proceed for approval of the Final Site Plan, which is expec ted to occur in Summer 2023.

The Hospital Campus is scheduled to open in 1st Quarter of 2028.

In addition to bringing a World-class hospital and shopping, dining, & entertainment options five minutes from Landmark Mews, the WestEnd Alexandria  project will be a catalyst for other planned development projects that will bring additional options for livability benefits along the Landmark-Van Dorn Corridor, such as Overlook at West End, Greenhill South, the Vulcan site redevelopment, and other projects.

WestEnd Alexandria Project Timeline

July 2021:  The City approved the Coordinated Development District (CDD) Plan for the project.

September 2021:  The City established the Landmark Community Development Authority (CDA) to address infrastructure improvements related to the project.

November 2021:  The City purchased the first of three land parcels for the hospital.

March 2022:  Inova submitted its concept plan for the Hospital Campus.

May 2022:  Demolition of Landmark Mall Begins (First Demo on May 12th).

Fall 2022:  Demolition Ends/Project Grading & Infrastructure Work Begins.

December 2022:  The City approved the development plan for the first four non-Hospital residential blocks (Phase I - Blocks E, G, Eye, & K).

February 2023:  Bids Due on City 395-Duke Ramp Project for Direct Hospital Access.

March 2023:  City Approval of Inova's Development Plan for the Alexandria Hospital Campus.

End 2023:  Final Site Plan Approval.

Summer 2024:  Vertical Construction of Phase I Begins.

3rd Quarter 2024: Hospital Constructions Begins.

3rd Quarter 2025:  Infrastructure Complete.

4th Quarter 2025:  Phase I Buildings Complete (Blocks E, G, Eye, & K).

3rd Quarter 2028:  Inova Alexandria Hospital Opens.

Many Alexandrians are wondering what’s going on in the West End, home to an expansive– and currently unused — parcel of land. Read on for the latest scoop on the Landmark Mall redevelopment project.

What’s Coming

In its place will be a walkable “urban village,” anchored by a new Inova hospital complex and extensive mixed-use development. The redeveloped site will include residential, retail, commercial, and entertainment offerings, a central plaza, parks, open spaces, and municipal services including a fire-EMS station and a transit hub.

The City of Alexandria will use $54 million in public bond financing to buy the land and then lease it to Inova. The City also plans to utilize $76 million in public bonds for the site preparation and infrastructure development, such as sewers and road work. Construction will happen over several years and likely begin in 2022 with demolition. T he project is scheduled to be built in phases with expected completion as early as 2032.

Here we will look at the main portions of this planned development.

The new hospital will feature two seven-story in-patient towers with 230 patient rooms, a cancer center, and a medical office building for 50 specialists. It will become one of only three Level II trauma centers in Northern Virginia, with the ability to provide 24-hour specialty services for brain injuries and other traumas.

Construction of the hospital is projected to start in 2023, beginning to come online in 2025.

Housing. Plans for the site include affordable housing to be built above a new fire-EMS station, similar to the layout of the mixed residential-fire station in Potomac Yard. The developers said the Landmark project will offer a mix of residential options, including market-rate apartments, senior housing, as well as for-sale townhomes and condos.

Transit and Parking. Included in the site will be a transit hub where Metrobus, DASH, and two Bus Rapid Transit lines will intersect, as well as bike and pedestrian access. The existing above-grade parking structure will remain and two additional parking options (one above ground and one below) will be added to support the hospital.

Public Space.  At least 3.5 acres of publicly accessible open space will be part of the development. Its Central Plaza will be an easily-accessible, attractive, and inviting gathering place for the community. The site will offer the ability to close its streets to host events such as live music and farmer’s markets.
