Job description.

The Institute

Surrey International Institute, located on DUFE campus, is an academic partnership between the University of Surrey in the United Kingdom and Dongbei University of Finance and Economics (DUFE) in Dalian. Along with other distinguished programmes, the growing International Tourism Management Programme has an established international reputation.

The University

Dongbei University of Finance & Economics (DUFE), founded in 1952, is one of the leading universities in China in the areas of finance, economics, management and tourism.

While the role, as part of a highly international team of fellow academics, is to teach University of Surrey programmes at Surrey International Institute, the appointment will be made by Dongbei University of Finance and Economics.

The role will be required to teach tourism management modules as part of the BSc International Tourism Management Programme of the University of Surrey, delivered at its SII campus in Dalian, China. This programme has a tourism business focus, and the successful candidate should ideally have experience of delivering modules related to tourism and general business management.

Qualifications

  •  At least a doctoral degree (or near completion) in Tourism Management or a relevant tourism, hospitality or events discipline or a master’s degree and extensive industry experience.
  •  Ability to deliver lectures and explain complicated concepts in English.
  •  Proven experience and capability to deliver high quality teaching and research output.
  •  Experience and knowledge of UK higher education system would be an advantage.
  •  Demonstrated specialist knowledge and/or professional working experience in relevant fields would be an advantage.

Responsibilities

  •  Our ideal candidate will have proven university teaching and research skills, along with relevant professional experience:
  •  Contributing to the development of the taught courses across our undergraduate or postgraduate programs and the delivery of a qualified student learning experience;
  •  Engaging in course design and management, curriculum review and new course validation processes;
  •  Participating in and support the accreditation journey of the school, providing teaching, learning and administrative support to the school as a member of Tourism Management Department;
  •  Undertaking any such other duties within the scope of the post as may be requested by the director.

Mission Moscow : A Conversation with Evgeny Kozlov

Mr. Evgeny Kozlov, Deputy Head Mayor of Moscow Government and Chairman of the Moscow City Tourism Committee, who has come to the city to attain BLTM, the annual prestigious travel event at the Leela Ambience Convention Centre, Delhi spoke with TW Editor Anirban Dasgupta on his vision and goal with the all-new tourism initiatives in Moscow.  

The bond between India and Russia has a long history of culture, literature, love, and of course politics. But recently, there has also been a lot of talk about Gastronomical tourism. Any personal experience with this?

My personal take on the bond between India and Russia stems from my recent experience of trying authentic Indian cuisine in Moscow. I thoroughly enjoyed the spicy flavours of the Curry dish I tried and it left a lasting impression on me. This made me appreciate the cultural exchange between our two countries even more. I believe that Moscow, being a culinary hub, is a great place for people from all over the world, including Indian visitors, to immerse themselves in our rich history and culture. It’s a unique experience that brings people together and showcases the diversity of the gastronomic universe. Moscow has a thriving food scene with various international cuisines to explore, from Chinese to South African and Latin American. This culinary diversity reflects the open-mindedness and curiosity of the Russian people when it comes to trying new types of food. Moscow truly has something for everyone, and I encourage Indian tourists to come and indulge in this gastronomic journey.

  How optimistic are the post-pandemic recovery figures?

After the Covid-19 pandemic, we have witnessed a remarkable recovery in tourism in Moscow. In fact, we have been able to restore 90% of the pre-pandemic tourist flow. In the first half of 2023, almost a million foreign tourists visited Moscow, with over 600,000 of them arriving during the summer season. Among the non-CIS countries, China has led the way in terms of tourist traffic, followed by Iran, the United Arab Emirates, Turkey, and India. Prior to the pandemic, India’s tourist flow was steadily growing at a rate of 12-15% annually. Although we faced challenges during the pandemic, we have now put in place all the necessary conditions for a successful recovery. Moscow is known for hosting numerous international exhibitions, forums, congresses, and conferences, attracting approximately 3.6 million business visitors in the past year alone. Among these visitors, India ranks third in terms of foreign business tourists in Moscow. To further promote tourism, we have initiated the MICE Ambassadors training program in India, which aims to assist Indian businesses in exploring opportunities and selecting relevant events in Moscow.

  Can you please share your vision for future tourism development in Moscow?

Thank you for asking this question. I have a multi-faceted vision for the future tourism development in Moscow.

Firstly, I believe that tourism should provide a personal and authentic experience for each individual. Therefore, customization of experiences is crucial. For business tourists, we aim to offer special infrastructure facilities that cater to their specific needs and requirements. We are closely collaborating with infrastructure providers to ensure seamless experiences for those visiting Moscow for business purposes. On the other hand, when it comes to leisure or family tourists, we recognize the importance of providing a support system and guidelines for those traveling with their families, especially children. We are working with museums, theatres, and restaurants to customize their services and products to cater to tourists of all ages, including children. Furthermore, I envision rearranging tourism in Moscow to encourage visitors to delve into the history and heritage of our country. A significant part of my tourism goal is to motivate and inspire the youth and younger generations to travel to Russia. This involves providing affordable pricing for accommodations, entertainment, museums, and other attractions.

We are already constructing tailor-made infrastructure that specifically targets the young generation in Russia, and by next year, we plan to extend and promote these offerings to international young visitors as well. By rebranding the image of Moscow as a destination for longer stays, relaxation, and enjoying various facilities, we aim to change the perception that it is merely a transit or stop-over city. Lastly, the beautiful weather in Moscow during the summer months provides an opportunity to create delightful memories for tourists. I want every visitor to experience the sunshine, green landscapes, parks, cafes, restaurants, swimming pools, and sports facilities that Moscow has to offer during this time.

In summary, my vision for the future of tourism in Moscow revolves around creating customized travel experiences for every type of traveller.

How easy or difficult is it to get a Visa for an Indian Tourist at present?

Acquiring a Visa for Indian tourists has become easier with the introduction of the e-visa system. Since its launch in August 2023, more than 30,000 tourists have already utilized this system. The e-visa offers several advantages over traditional visas, such as avoiding the need to visit consulates or embassies. The application process only requires a digital photograph and a scan of the passport data page. The e-visa has a validity period of 60 days from the date of issuance, with a maximum stay of 16 days in Russia. This convenient and streamlined process is available to citizens of 55 countries, including India. Indian tourists are currently ranked third in terms of business travellers from outside the CIS countries visiting Moscow.

15m-high snow sculpture helped build 'powerful' relationship between Tasmania and Japan

In 1989, a 15-metre high and 30-metre long snow and ice sculpture of Tasmania's Government House took centre stage at Sapporo Snow Festival in Japan.

The festival is a major winter event held in the Hokkaido region of Japan, attracting more than 2 million visitors each year.

The towering replica marked a growing relationship that soon led to a tourism boom for Tasmania.

Then chairman of the Tasmanian Visitor Corporation, Geoff Fader, clearly remembers the day he set eyes upon the sculpture, now a moment largely lost to history.

"I was overwhelmed," Mr Fader said, recalling the unlikely vision that greeted him on a chilly winter's day in Japan — a huge snow and ice sculpture of Tasmania's Government House, far from home.

It was one of many ambitious projects, led by Japan relationship manager for Tourism Tasmania Ken Takenaga, which pushed tourism beyond mainland Australia.

'Powerful relationship'

"To see this carving in ice … this was huge," Mr Fader said.

"It was the centrepiece of that year's presentation."

Mr Fader was in Japan to sign a formal agreement of affiliation, "really friendship", between the Hokkaido Tourist Association and the Tasmanian Visitor Corporation.

It was agreed a snow sculpture of Tasmania's Government House would be a backdrop to the signing ceremony.

Upon signing, Mr Fader followed the cue of his Japanese counterpart Kazuo Satsu,  lifting his copy of the agreement skyward to an audience of 20 or 30 cameras.

He later learned he'd held the document upside down to the "mind-boggling figure" of approximately 26 million viewers.

"It was a wonderful occasion," Mr Fader said.

"But it was more than the occasion, it was in fact cementing a very powerful relationship that had developed in the visitor industry."

The Takenaga advantage

Mr Fader speaks warmly of Mr Takenaga, who came up with the idea of the sculpture.

And it's not the only feather in Mr Takenaga's cap.

His ideas to promote Tasmania in Japan cascade off each other in an almost unimaginable way.

In 1980, Mr Takenaga joined what is now known as Tourism Australia.

He had never been to Australia and in familiarising himself with his new role, set foot in Tasmania.

It was love at first sight.

"It was very wide-open country, with beautiful mountains," Mr Takenaga said.

"It was stunning."

He set himself a goal of increasing Japanese tourism to Australia to 100,000 people a year, telling his manager that he would quit his job once the figure was reached.

Within five years, he exceeded his goal by 7,000.

Mr Takenaga quit, accepting an offer from the Department of Tourism Tasmania over a higher-paying, similar role in Western Australia. Such was his love for the island state.

"Tasmania at the time was a totally unknown destination for Japanese tourists," Mr Takenaga said.

"What am I going to do?" 

He set his sights on Sapporo Snow Festival as an avenue of promotion.

Mr Takenaga invited Sapporo government representatives and the Japanese Defence Force, who build snow and ice sculptures at the festival, to Tasmania.

The representatives were welcomed to the island with a dinner at Government House, hosted by then governor of Tasmania, Sir Phillip Bennett.

Underneath the painted ceiling panels of the dining room, a deal was made.

The official residence of Tasmania's governor, one of the largest of its type in Australia, would feature at the snow festival.

"They promised to build it and they did," Mr Takenaga said.

Sapporo, snow and salmon

Tasmanian Peter Lutz holds a memento from his time as a competitor at Sapporo Snow Festival, representing his state in the event.

Mr Lutz was a "humble chef" when asked to represent Tasmania in the festival's international snow sculpture component in 1995.

He was part of a team working on a sculpture featuring Tasmanian devils.

Mr Lutz had occasional experience in carving ice but had never sculpted snow.

"We had no idea what to expect," he said.

"It turned out to be absolutely huge."

Alongside two teachers and another chef, Mr Lutz's competitive nature came to the fore.

An outline of the sculpture was carved into a block of snow and then days of carving followed, intermingled with tourism promotions for Tasmania.

There to promote Tasmania as much as build a sculpture, Mr Lutz can recall standing in snow, filleting "boxes and boxes" of salmon for a barbecue.

The prized fish attracted the attention of local women, who queued and opened their handbags for Mr Lutz to deposit otherwise expensive offcuts that he would not use.

Tasmania placed third in the competition, a step up from the previous year of an honourable mention.

The team's success received a brief mention in print in Tasmania. Mr Lutz returned home, flying first class, and recommenced working in hospitality.

He hasn't done anything similar to the astonishing event since.

Twenty-nine years on, Mr Lutz says: "Certain things you always remember."

Entering popular culture

The next move by Mr Takenaga led to a blockbuster win for Tasmania.

He suggested a pavilion be created at Sapporo City Maruyama Zoo, showcasing Tasmanian native animals. 

It created huge interest in the island state and caught the eye of a Japanese film producer.

Mr Takenaga was approached by Fuji Television Network, which proposed a feature film set in Tasmania.

The film, Tasmania Story, was released in 1990 and became a top-10 grossing film for Japan .

It showcased Tasmania's natural environment to an audience of 10 to 12 million Japanese viewers.

The film is said to have led to a doubling of knowledge of Tasmania in Japan.

It resulted in an arcade-style Game Boy game of the same name, released with greater distribution than the film.

In 1978, the Japanese share of total visitors to Australia was 5.4 per cent.

By 1991, this had increased to more than 22 per cent, according to a 1990s report .

In 1995, Mr Takenaga resigned from Tourism Tasmania. He lives in Japan and loves Tasmania from afar.

Personal connections build ties

Tasmania is not the only Australian state to have featured at Sapporo Snow Festival.

The relationship stretches back to the 1970s, when Sydney Town Hall was a centrepiece for the event.

In subsequent decades, all kinds of dedications to Australia have appeared, and other Australian carving teams have participated.

Tasmania's participation though, as a standalone entrant given centre stage, is significant.

Emerald King, a humanities lecturer at the University of Tasmania, with a research focus on Japanese literature and popular culture, believes the relationship between the island nation and state has helped reframe how Australia is viewed in Japan.

"If we look at Australia from a Japanese perspective, a lot of the images people get of Australia are very much from a mainland perspective," Dr King said.

"When we get representation of specifically Tasmania, it's something that is much more unique."

Dr King says that, combined with agricultural crossovers and shared "island mentality", hard work and personal connections have helped bind Japan and Tasmania.

A history of colonisation and the treatment of Tasmanian Aboriginal people and the Ainu people of Japa n are the darker side of that connection, she said.

As for the link to Sapporo Snow Festival, Dr King said it is surprising how strong it is.

"It's a shame that is not as widely known … there's a lot of links here that have been lost," she said.

"It would be really interesting to see where [else] those connections would be, if they had the cultural knowledge and support."

For Mr Fader, the legacy of that chilly morning 35 years ago on the steps of Tasmania's replica government house is one of of "warmth and friendship".

"They were always warm greetings … and I think that relationship has continued," Mr Fader said.
