If you have submitted an application for the HKSAR Travel Pass and received a notification letter from the Immigration Department asking you to provide supplementary documents, you can use the online submission service. Sales outlets.

  • All Customer Service Centres of MTR stations (except Lo Wu, Lok Ma Chau, Racecourse and Light Rail Customer Service Centres)
  • Online Purchase

Valid for 1 month from the date of issue:

  • Any one day* of unlimited travel on the MTR, Light Rail and MTR Bus (except Airport Express, East Rail Line First Class and travel to/from Lo Wu or Lok Ma Chau Station)
  • Use of the Ticket is restricted to tourists (non-residents in Hong Kong) who have been in Hong Kong for less than 14 days at the time of purchase

* ”Any one day" means 24 consecutive hours starting from the recorded entry time of the first journey on the MTR

Terms and Conditions

  • A valid passport or similar valid proof of tourist status must be shown at the time of purchase/collection.
  • The Tourist Day Pass user is required to show the Tourist Day Pass with valid proof of tourist status for inspection by MTR staff at any time upon request.
  • The Child Tourist Day Pass is valid for children aged 3 to 11.
  • A Tourist Day Pass that malfunctions can be processed at any MTR Customer Service Centres (except Airport Express, Lo Wu, Lok Ma Chau and Racecourse Station).
  • The Tourist Day Pass is non-refundable and cannot be exchanged for cash.
  • Use of the Tourist Day Pass is subject to MTR By-laws and Conditions of Issue of Tickets.
  • If the Tourist Day Pass is used to travel to either Lo Wu or Lok Ma Chau Station, the holder is in breach of the Terms and Conditions and is liable to pay the full single journey fare between the entry station and Lo Wu or Lok Ma Chau Station.
  • If the Tourist Day Pass is used for travel on East Rail Line First Class, the holder is in breach of the Conditions of Issue of Tickets and is regarded as not having paid the fare and is liable to pay a surcharge of $1,000. The holder is also required to deliver up that Tourist Day Pass to an official of the Corporation.
  • The Contracts (Rights of Third Parties) Ordinance shall not apply to the terms and conditions herein.
  • MTR Corporation Limited reserves the right to make the final decision in the event of any dispute.

Immigration and customs processes in Hong Kong are clear and efficient. Here, we’ve got all the info you’ll need to ensure you’re prepared for a smooth entry so you can just get on with what’s most important: having a good time in the city!

Immigration 

Nationals of most countries do not require a visa to enter Hong Kong for tourism and can stay for periods varying from seven to 180 days, depending on nationality. If you’re unsure of your status, please check with any Chinese embassy or consulate .

With effect from 28 December 2021, the Immigration Department has introduced electronic services for visa applications in phases to allow applicants to complete the entire process of visa-related applications online. Please visit the  Immigration Department website or click here for more details. 

HONG KONG SPECIAL ADMINISTRATIVE REGION TRAVEL PASS

This pass provides simplified immigration procedures for frequent business travellers who hold valid passports and are eligible to come to Hong Kong without a visa or entry permit for the purposes of a visit.

Eligibility criteria:

  • You must have a genuine need to visit Hong Kong frequently, and
  • you must have previously visited Hong Kong trouble-free on three or more occasions (not including side visits to the Mainland of China or Macao) in the 12 months prior to the application, or
  • the Director of Immigration must be satisfied that your visits may bring substantial benefits to Hong Kong.

Pass holders may use Hong Kong residents' counters for simplified immigration clearance procedures.

E-CHANNEL SERVICE FOR FREQUENT VISITORS

Frequent visitors to Hong Kong can now enjoy the convenience of computerised self-service  e-Channels , which provide quick and easy immigration clearance.

  • Aged 18 or above;
  • Holding a valid travel document and where appropriate, valid multiple visit visa;
  • Holding one of the following documents: - HKSAR Travel Pass; - APEC Business Travel Card with ‘HKG’ printed on the reverse side; or - Frequent Flyer Programme membership card issued by airlines which have joined this scheme (please enquire with your airline for details).
  • For passengers not holding one of the documents mentioned in item 3: - Holding a valid travel document which is not required to have entry visa/permit for entering the Hong Kong Special Administrative Region (HKSAR); and - Have made visits to the HKSAR by air via the Hong Kong International Airport no fewer than three times in the past 12 months immediately before enrolment for the e-Channel service.
  • No adverse record in the HKSAR.

Immigrations and Customs

All visitors entering Hong Kong must go through customs clearance and declare any dutiable commodities exceeding duty-free quotas. Learn more about dutiable commodities and the latest duty-free concessions .

Points to note:

  • Import and export of commonly found prohibited / controlled items including dangerous drugs, arms, weapons, animals, plants, endangered species, meat and poultry is governed by Hong Kong’s laws.
  • Any import or export of these items must be accompanied by a valid licence, permit or certification issued in advance by the relevant authorities, unless exempted by law.
  • While legal in some countries, various personal protection devices, such as 'mace' spray and stun guns, are prohibited in Hong Kong.
  • Persons entering or leaving Hong Kong are required to declare or disclose the possession of currency or bearer negotiable instruments totalling more than HK$120,000 to the Customs and Excise Department.
  • Cannabidiol (CBD) is classified as a dangerous drug in Hong Kong, and products containing CBD are prohibited. Under the Dangerous Drugs Ordinance (DDO), trafficking (including importing and exporting) and manufacturing of substances in contravention of the law will be subject to a maximum penalty of life imprisonment and a fine of HK$5 million. Possession and consumption of such substances will also be subject to imprisonment of up to seven years and a fine of HK$1 million. Click here to find out more.

TIPS FOR VISITORS

Many visitors transit in Hong Kong or arrive here after visiting other countries. Due to the variations in legislations of different countries, some items which may be considered legal at other points of embarkation or disembarkation can be considered illegal in Hong Kong.

AIRPORT SECURITY

All passengers departing from Hong Kong International Airport are required to show their boarding passes and travel documents to airport security personnel at the Departures Immigration Hall. Please find further details here .

CARRY-ON BAGGAGE

Departing visitors and those in transit should note that enhanced security measures are now in effect at Hong Kong International Airport. Visitors are reminded not to include any sharp objects with points or blades in carry-on luggage, such as knives, cutters, scissors, razor blades or household cutlery. Pack such items in your check-in luggage.

Restrictions also apply to carry-on liquids, gels and aerosols, which must be in containers no bigger than 100ml and placed in a single transparent re-sealable bag with a capacity not exceeding one litre (maximum one bag per passenger).

Hong Kong MTR Tickets & Fares

Using Octopus card will enjoy a discount of Hong Kong metro price according to the line and time. Also, it can be used in some stores, restaurants and parking lots. You can get an Octopus Card at any of the metro stations, Light Rail stations, and Hong Kong Airport. There are also Tourist Octopus and On-Loan Octopus on sale, facilitating your travel in Hong Kong. Touirst Octopus asks no guarantee deposit, and the price is HKD 39. However, only Adult Tourist Octopus is provided. You can purchase a Tourist Octopus Card and top it up at MTR Ticket & Octopus Selling Machines at the metro station of Airport and HK West Kowloon Station, 7-Eleven stores and Circle-K stores in Hong Kong. When you are leaving Hong Kong, the remaining value can be refunded but the card can't be used any more, except as a souvenir. On-Loan Octopus provides Standard Optupus for adults as well as children aged 3-11 and the elderly over 65, at a price of HKD 50. You need to top up when buying the On-Loan Octopus Card. If your On-Loan Octopus has not any payment for 3 years, it will become an Inactive card and an administrative fee of HKD 15 is deducted annually unitl there is no deposit. Thus, it may be necessary to refund the On-Loan Octopus if you will not stay in Hong Kong, with a handling fee of HKD 11 or 1% of the remaining value.

HONG KONG (AP) — As Hong Kong passed a new national security law , the city that evolved from a swampy fishing village to a financial center embarked on another transformation, one that may redefine its role on the world stage and the liberties of its citizens.

For the government and supporters of Beijing, the legislation is the keystone in fulfilling a constitutional duty, heralding a new era focused squarely on economic prosperity. It will take effect on Saturday.

However, for those who value Hong Kong’s once-vibrant political culture and commitment to openness, the legislation exacerbates fears of dwindling Western-style civil liberties that are fundamental to its allure as a global financial hub.

Here’s what you need to know about the new law.

DOESN’T THE CITY ALREADY HAVE A NATIONAL SECURITY LAW?

Four years ago, Beijing imposed a sweeping security law triggered by the massive anti-government protests in 2019.

The law was used to prosecute many leading activists, including media tycoon Jimmy Lai and former student leaders like Joshua Wong and Lester Shum. Others were silenced or forced into self-exile. Dozens of civil society groups facing police investigations and other obstacles closed, as well as vocal pro-democracy media outlets Apple Daily and Stand News. The drastic political changes prompted a large number of young professionals and middle-class families to emigrate to Britain, Canada, Taiwan, Australia and the United States, among other places.

WHY DOES HONG KONG NEED A NEW SECURITY LAW?

Hong Kong’s mini-constitution, the Basic Law, requires the city to enact a home-grown national security law.

In 2003, an attempt to pass a version of the law sparked a street protest that drew half a million people who feared the legislative efforts would erode the city’s freedoms. The legislation was shelved.

Then, in late January, a public consultation on the legislation resurfaced. Hong Kong leader John Lee said the legislation is needed to fulfill a long-overdue duty , and often referred to the 2019 protests to justify that need, saying it will keep Hong Kong safe against “potential sabotage” and “undercurrents that try to create troubles” — particularly lurking ideas about Hong Kong independence. Some foreign agents might still be active in Hong Kong, he added.

“This is a law to tell people not to attack us,” Lee said.

WHAT IS THE NEW LAW ABOUT?

As proposed in the Safeguarding National Security Bill, the new law expands the government’s power to stamp out future challenges to its rule, punishing treason and insurrection with up to life imprisonment.

The law also includes stiff prison terms for other offenses, including up to 20 years for espionage and up to 10 years for the unlawful disclosure of state secrets. Some provisions allow criminal prosecutions for certain acts committed anywhere in the world.

Additionally, tougher penalties would be imposed on people convicted of working with foreign governments or organizations to commit certain offenses. For example, residents who damage public infrastructure with the intent to endanger national security could be jailed for 20 years — or life, if they collude with an external force to do so.

The law could curb disruptive protests like the one in 2019 when dissenters occupied the airport and vandalized railway stations.

HOW WILL THIS AFFECT BUSINESS PEOPLE, FINANCIAL PROFESSIONALS AND JOURNALISTS?

Financial professionals who often deal with sensitive corporate information are worried about some provisions related to the protection of state secrets because they echo the broad definition of secrets used in mainland China, which covers economic, social and technological developments beyond traditional security fields.

While the offenses outlined in the new law pertain to acts conducted without lawful authority, there is anxiety that the law may create gray areas.

Some foreign business leaders said the cost of complying with the new law could result in investors directing their capital elsewhere. Investment decisions for Western businesses weigh on the balance between social stability and an open and legally predictable business environment, they said.

Journalists are concerned their reporting might also inadvertently lead to legal issues. A leading media professional group, Hong Kong Journalists Association, pointed to some provisions involving state secrets that do not require proof of intent to harm national security. Although the government added a public interest defense in the bill, the scope is more limited than what they had recommended, the association said.

The government has tried to assuage the concerns, saying the legislation targets “an extremely small minority of people” who endanger national security, and insisting that normal business people, individuals, organizations, and the media sector “will not unwittingly violate the law.”

Under the new bill, activists will face harsher penalties if they break the sedition law. They face seven years in prison if convicted for committing seditious acts or uttering seditious words — up from the current maximum sentence of two years. Colluding with an external force to carry out such activities is now punishable by up to 10 years, and it is not necessary for the prosecution to prove intent to incite public disorder or violence.

Amnesty International’s China Director Sarah Brooks worried that the new crime broadly defined as “external interference” could lead to the prosecution of activists who interacted with overseas individuals or organizations and be “framed as ‘endangering national security.’”

The law also authorizes stiffer measures against suspects in national security cases: Police can apply to the court to extend detention without charges and prohibit suspects from consulting certain legal representatives. Some legal scholars and rights advocates say this would undermine due process.

Authorities would also be empowered to use financial sanctions to punish people who have fled abroad, potentially preventing them from being hired, leasing property, or starting businesses.

In 2023, police offered bounties of 1 million Hong Kong dollars ($128,000) on more than a dozen activists living abroad, including former lawmakers Nathan Law and Ted Hui, whom they accuse of colluding with external forces to impose sanctions on Hong Kong and China.

Top talent pass scheme.

This webpage sets out the entry arrangements for persons who wish to enter the Hong Kong Special Administrative Region (HKSAR) for employment under the Top Talent Pass Scheme (hereafter “TTPS”).

The TTPS seeks to attract top talents with rich work experience and good academic qualifications from all over the world to explore opportunities in Hong Kong. These top talents include high-income talents and graduates from the world’s top universities.

The TTPS does not apply to nationals of Afghanistan, Cuba and Korea (Democratic People's Republic of).

Persons who wish to apply to enter the HKSAR under the TTPS are not required to have secured an offer of employment in the HKSAR upon application. They may be granted 24 months’ stay on time limitation only without other conditions of stay provided that normal immigration requirements are met. Applicants may choose to apply for the TTPS under one of the categories as listed in paragraphs (a) to (c) below:

  • persons with annual income Note 1 reaching HK$2.5 million or above, or its equivalent in foreign currency, in the year immediately preceding the date of application (Category A);
  • degree graduates Note 2 of the eligible universities Note 3 with at least three years of work experience Note 4 over the past five years immediately preceding the date of application (Category B); or
  • degree graduates Note 2 of the eligible universities Note 3 in the past five years immediately preceding the date of application Note 5 with less than three years of work experience, subject to an annual quota which is to be allotted on a first-come, first-served basis (Category C); however, Category C does not apply to those non-local students Note 6 who have obtained the undergraduate qualification in a full-time and locally-accredited programme in the HKSAR.

An application for a visa/entry permit to enter the HKSAR under the TTPS may be favourably considered if:

  • there is no security objection and no known record of serious crime in respect of the applicant; and
  • the annual quota is available for allotment (applicable to Category C’s applicants only).

Successful TTPS applicant will normally be granted an initial stay of 24 months on time limitation only without other conditions of stay. Each applicant can only be granted such initial stay once.

Overseas Chinese nationals holding People's Republic of China (PRC) passports who meet the eligibility criteria stipulated above and normal immigration requirements may apply to enter the HKSAR for employment under the TTPS if:

  • the applicant has permanent residence overseas; or
  • the applicant has been residing overseas for at least one year immediately before the submission of application ("overseas" means countries or territories outside the Mainland, the HKSAR, the Macao Special Administrative Region (Macao SAR) and Taiwan) and that the application is submitted from overseas.

In general, unless a person has the right of abode or right to land in the HKSAR, he/she requires a visa/entry permit to work in the HKSAR. While each application is determined on its individual merits, an applicant should meet normal immigration requirements (such as holding a valid travel document with adequate returnability to his/her country of residence or citizenship; be of clear criminal record and raise no security or criminal concerns to the HKSAR; have no likelihood of becoming a burden on the HKSAR, etc.) as well as the relevant specific eligibility criteria detailed above before he/she may be considered for the grant of a visa/entry permit. It should be noted that the eligibility criteria may be subject to change from time to time without prior notice.

Note 1: Annual income means taxable employment or business income including salary, allowances, stock options and profits from self-owned companies. Income generated from personal investment will not be taken into consideration.

Note 2: The level of academic qualifications of applicants obtained from the eligible universities must be equivalent to the recognised Hong Kong standard of bachelor’s degrees. For the avoidance of doubt, honourary bachelor’s degrees will not be accepted.

Note 3: The eligible universities refer to those universities/institutions on the aggregate list of eligible universities (hereafter “the aggregate list”), which is compiled by the Labour and Welfare Bureau. The aggregate list is based on (i) the top 100 universities/institutions in four designated world university rankings in the past 5 years, namely Times Higher Education World University Rankings, Quacquarelli Symonds (QS) World University Rankings, U.S. News and World Report’s Best Global Universities Rankings and Shanghai Jiao Tong University Academic Ranking of World Universities; (ii) the top five universities/institutions providing specialised hotel programmes on the QS World University Rankings in the discipline of “hospitality and leisure management” in the past five years; and (iii) the top 10 Mainland universities under the Shanghai Jiao Tong University Best Chinese Universities Ranking in the past five years. For the avoidance of doubt, the academic qualifications obtained from the continuing and professional education arms, the branch schools, the extension schools or the subsidiary schools, etc., established by the eligible universities will not be accepted. Note 4: The relevant work experience shall be accumulated from full-time employment, or else self-employment, after graduation.

Note 5: Graduation in the past five years is counted by “year of graduation”.

Note 6: Non-local students refer to persons entering the HKSAR for the purpose of education with a student visa / entry permit issued by the Director of Immigration.

Persons admitted or seeking admission under the TTPS may apply, under their sponsorship, to bring their spouse or the other party to a same-sex civil partnership, same-sex civil union, “same-sex marriage”, opposite-sex civil partnership or opposite-sex civil union outside Hong Kong with an eligible sponsor in accordance with the local law in force of the place of celebration and with such status being legally and officially recognised by the local authorities of the place of celebration Note 7 and unmarried dependent children under the age of 18 to the HKSAR under the prevailing dependant policy. Persons admitted or applying for admission under the respective arrangements will be the sponsors of their accompanying dependants to the HKSAR. An application for admission of a dependant may be favourably considered if normal immigration requirements and the following criteria are met:

  • there is reasonable proof of a genuine relationship between the dependant and the sponsor;
  • there is no known record to the detriment of the dependant; and
  • the sponsor is able to support the dependant’s living at a standard well above the subsistence level and provide him/her with suitable accommodation in the HKSAR.

This entry arrangement does not apply to:

  • former Mainland Chinese residents residing in the Macao SAR who have obtained Macao identity cards for less than seven years, unless they have acquired residence in the Macao SAR through the One-way Permit Scheme; and
  • nationals of Afghanistan and Korea (Democratic People’s Republic of).

The length of stay of such dependants will normally be linked to that of their sponsors. Any subsequent applications for extension of stay will be considered only when the applicant continues to meet the eligibility criteria for entry for residence as dependants (including that there is no change in circumstances which would have otherwise resulted in loss of sponsorship for the applicant, e.g. change in marriage relationship between the dependent spouse and the sponsor, or death of sponsor) and the sponsor remains a bona fide Hong Kong resident living in the HKSAR. These dependants are not prohibited from taking up employment or studies in the HKSAR under the existing policy.

Note 7: For the avoidance of doubt, the terms “civil partnership” and “civil union” above mean a legal institution of a nature which is akin to spousal relationship in a marriage. The same-sex civil partnership, same-sex civil union, “same-sex marriage”, opposite-sex civil partnership and opposite-sex civil union entered into in accordance with laws outside Hong Kong are limited to only relationships which are legally and officially recognised in the places of celebration. Such relationships normally have the following features: (a) the entering into and dissolution of the relationship are governed by legislation of the place where it is entered into; (b) the relationship requires registration by the competent authority specified by the legislation of the place where it is entered into; (c) the registration is evidenced in a written instrument issued by the competent authority; and (d) parties to the relationship have a mutual commitment to a shared life akin to spouses to the exclusion of others on a permanent basis. Such relationships do not include de facto spouse, partners in cohabitation, fiancé/fiancée, etc.

It normally takes four weeks to process visa/entry permit applications under the TTPS upon receipt of all the required documents. The Immigration Department will not be able to start processing the application unless all the required documents and information have been received.

All applications are processed and determined by the Immigration Department. Approval of applications is entirely discretionary and is subject to changes in government policies. The Director of Immigration reserves absolute discretion to refuse any application even if the application meets all eligibility criteria.

^ Submission of the documents is not required if the employing company is listed on the Main Board or the Growth Enterprise Market of The Stock Exchange of Hong Kong Limited, or has successfully obtained an employment or training visa/entry permit for a non-local staff in the past 24 months immediately before submission of the application.

Notwithstanding that the documents and information required have been furnished, applicants, accompanying dependants and employing companies may still be required to submit further supporting documents and information in connection with the application(s) when necessary.

Where a document is not in Chinese or English, it must be accompanied by a Chinese or English translation certified as a true translation by a sworn translator, court translator, authorised public translator, certified translator, expert translator or official translator.

It is an offence to make false statements or representations to an immigration officer. To verify the authenticity of the information and documents submitted with a visa/entry permit application, field visits may be conducted. A person who knowingly and willfully makes a statement or gives information which he/she knows to be false or does not believe to be true shall be guilty of an offence under the Laws of Hong Kong and any such visa/entry permit issued or permission to enter or remain in the HKSAR granted shall have no effect.

Upon approval, the notification of the application result issued by the Immigration Department will include a webpage link for payment. Payment of relevant fees can be made through the said webpage link or the GovHK website or the Immigration Department Mobile Application by credit card, Payment by Phone Service (PPS) or Faster Payment System (FPS). After payment, applicants can instantly download or print the “e-Visa” by themselves.

Once the receipt of application has been acknowledged, applicants can enquire their application status here or through the 24-hour telephone enquiry system at (852) 3160 8663.

A visa/entry permit (in the form of “e-Visa” ) will be issued upon successful application and payment of fees.

Successful applicant should obtain an Exit-entry Permit for Travelling to and from Hong Kong and Macao (EEP) and a relevant exit endorsement from the relevant Mainland authorities. Upon immigration arrival clearance in the HKSAR, the applicant holding an EEP bearing the relevant exit endorsement should also present the “e-Visa” saved on a personal mobile device or printed on a sheet of A4 white paper, and scan the encrypted QR code on the “e-Visa” with the optical reader at an immigration counter.

If the applicant is an overseas Chinese national holding a PRC passport, he/she should present his/her valid PRC passport and “e-Visa” for immigration examination upon arrival in the HKSAR (only applicable to overseas Chinese who have obtained overseas permanent residence; or have been residing overseas for at least one year immediately before the submission of an application and the application is submitted from overseas).

Upon immigration arrival clearance in the HKSAR, the applicant should present his/her valid travel document and the “e-Visa” saved on a personal mobile device or printed on a sheet of A4 white paper, and scan the encrypted QR code on the “e-Visa” with the optical reader at an immigration counter.

Persons admitted under the TTPS will normally be granted an initial stay of 24 months on time limitation only without other conditions of stay upon entry. They may apply for extension of stay in the HKSAR online within four weeks before their limit of stay expires. Upon applying for extension, they are required to have secured an offer of employment which is at a level commonly taken up by degree holders or persons with good professional/technical qualifications, proven professional abilities and/or relevant experience and achievements supported by documentary evidence, and the remuneration package is at market level. For those who have established or joined in business in the HKSAR, they are required to produce proof of their business. Successful applicants will normally be permitted to remain on time limitation only without other conditions of stay on the 3-3 year pattern.

Persons admitted under the TTPS who meet the criteria stipulated in the above paragraph and fulfil the following criteria at the time of application for extension of stay may apply for assessment under the top-tier employment stream:

  • the applicant has been permitted to remain in the HKSAR under the TTPS for not less than two years; and
  • the applicant has an assessable income for salaries tax of not less than HK$2 million in the previous year of tax assessment Note 1 .

Successful applicants will normally be granted an extension of stay on time limitation only without other conditions of stay for a period of six years.

Note 1: Applicants should provide documentary proof of having an assessable income for salaries tax of not less than HK$2 million in the previous year of assessment, e.g. notice of salaries tax assessment of the previous assessment year issued by the Inland Revenue Department or relevant tax documents.

Persons admitted under the TTPS, who are on time limitation only without other conditions of stay, are free to take up and change employment or to establish or join in business in the HKSAR during their permitted stay without the need to seek prior approval from the Director of Immigration.

Non-permanent residents of the HKSAR (including persons admitted under the TTPS and their dependants), irrespective of their nationality and type of travel document held, do not require a re-entry visa/entry permit to enter the HKSAR provided that they return within the currency of their permitted limit of stay and that the circumstances upon which they have acquired their residential status remain unchanged.

Persons admitted under TTPS who have ordinarily resided in the HKSAR for a continuous period of not less than seven years may apply for the right of abode in the HKSAR in accordance with the law.

Top Talent Pass Scheme Entrants
