The vessel (IMO number 9802384) is currently Panama- flagged (MMSI 374527000) and registered in Colon .
History - construction and ownership
Carnival Cruise Lines (CCL) is a US shipping company, trademarked brand and subsidiary of Carnival Corporation (shipowner). CCL was founded in 1972 as an independent company by Ted Arison (1924-1999, co-founder of NCL Norwegian ).
CCL has the Corporation's largest fleet as number of vessels and GT-tonnage (ship sizes/volumes and passenger capacities). In 2023, CCL had ~9% (by revenue) and ~19% (passengers) share of the cruise industry's worldwide market. In 2024, the parent company (Carnival Corporation) had ~51% stake in the US$64+ billion industry.
The 4000-passenger ship Carnival Panorama offers all Carnival Fun Ship 2.0 details, plus many first-at-sea features, including SkyZone trampoline park (decks 7-8), Skyride (extraordinary peddled roller coaster bike ride); Havana cabins complex (with pool, lounge and its own bar); Family Harbor staterooms; the biggest SportsSquare sports complex; Fun Ship 2.0’s BlueIguana Cantina, RedFrog Bar and Alchemy Bar; new show programming; Carnival Cloud 9 Spa and Fitness.
With the 3x Vista-class liners (Vista/2016, Horizon/2018, Panorama/2019) were introduced the fleet-firsts "IMAX Theater at Sea" (87-seats cinema/part of Carnival Multiplex), "SkyRide" (outdoor/aerial bicycle ride/suspended 2-track bike course), Havana Staterooms (cabin complex with a swimming pool, sundeck, lounge, lanai balconies).

Located aft on Decks 6-8-9, the Havana staterooms offer exclusive access to the Havana Deck which has a Cuban-themed bar and swimming pool.

Shipboard dining options - Food and Drinks
Carnival Panorama offers two main dining rooms, Horizons, and Reflections. Horizons hosts a small bar suited for pre-dinner drinks. The main dining rooms feature select items from the onboard steakhouse, available for an additional fee. Panorama also has a Lido buffet. Seafood lovers are pampered with the Seafood Shack - brand new to Carnival fleet, New England-inspired casual eatery located on ship's top deck. It offers both indoor and outdoor seating and the menu includes steamed lobster, lobster rolls, fried shrimp, fried clams, crab cakes, and other seafood surprises. Seafood Shack serves lunch and dinner and is priced a la carte starting at $4.
The ship has a Japanese specialty restaurant named Bonsai Teppanyaki. The new dining venue is located within the Bonsai Sushi restaurant on Promenade Deck.
The restaurant offers a menu with authentic Far East dishes. A special feature is the live cooking show performed by its talented chefs operating at custom-built stations located at the center of an 8-seat table. Due to its limited seating, reservations are required. Each meal at Bonsai Teppanyaki starts with a sampling of 5 appetizers (Miso Soup, Pork Belly Yakitori, Spicy Tuna on Rocks). Combo dinners are also offered. Each meal ends on a note courtesy of Chocolate Bento Box and Green Tea Ice Cream. The restaurant is open for lunch (sea days only) and for dinner (every night). Price (cover charge) is per person and covers the entire meal.
The available on all Fun ships Chef's Table is a dining experience that affords a dozen guests to experience multicourse dinner with the master chef, private cocktail reception and a tour of the galley. This dining option usually takes place in a non-traditional venue, like the library or the galley, and can be booked onboard for US$75 per person.

SkyZone is at additional cost and has a weight limit of 136 kg (300 pounds).

Carnival Panorama refurbishments 2023-2024
Carnival Panorama's first drydock was in 2023 (December 2-23) conducted at Vigor Shipyard in Portland Oregon USA .
Due to propulsion system/machinery issues, CCL canceled six Mexican Riviera cruises (scheduled departures from Long Beach/Los Angeles on Nov 11-18-26, Dec 2-9-16) to allow the drydocking. To fix the issue, Carnival Panorama entered drydock at Vigor Shipyard on December 2nd. The project also included a complete technical overhaul.
Curiously, due to Columbia River's air draft/bridge restrictions (in Portland OR), before the drydocking, the ship remained docked in Victoria BC Canada (November 21-26) where most of its funnel/smokestack was removed.
A major drydock refurbishment project for the ship is currently scheduled for 2024 (September 9-October 12) to be conducted in Singapore (by either Sembcorp or Damen).
Inaugural cruise itineraries 2019-2020
Bookings on Carnival Panorama were opened on March 21, 2018. The "Inaugural Cruise" was offered as a special voyage (3-day mini cruise) from Long Beach to Ensenada Mexico (December 11-14, 2019). i am doing a cruise that starts tomorrow... leaving from (and in this order..) LA goes to san francisco, santa barbara, san diego then to Ensenada... i need to get off in santa barbara and go to the hospital to see my step sister, as she is giving birth... I am going on Princess. and I do not intend on getting back on the ship once i get off mid week...
i know all about the jones act and the passenger act... but how much will i be fined?
what if i talk to guest services before we start our trip from LA?
what should i do??
should i inform them that i will be getting off or will they advise me not to do this?
i don't want to miss the time on the cruise with my mom... and i also don't want to miss the birth!! please help!

I have heard it could be $300 + for the fine
How are you getting your luggage off? that will certainly raise red flags with the ship security
I also have heard $300 but you will need to get that info from Princess. You should tell them your plans to avoid any difficulty when you choose to go down the gangway carrying your luggage.

Wow, blowing off 5 days of a 7 day cruise....
How about just visiting her on your Santa Barbara stop?

Sounds risky to me
And getting back in states also

She won't have left the states. THAT is the PVSA violation.
She will board and disembark in U.S.
Likely the only way you will be able to do this is to remain silent before boarding and conjure up an "emergency" you learn about after leaving San Francisco requiring you to disembark the cruise early in Santa Barbara.
If you request permission in advance it will almost certainly be denied. As you know, the PVSA prohibits using a foreign-flagged ship as a ferry service between two US ports.
And even though you will not have touched foreign soil, the ship will have sailed outside US waters after leaving Los Angeles and you will have had the opportunity to purchase items from the duty free shops. So a Customs and Immigration inspection must be arranged for you in Santa Barbara. If you are spotted leaving with your luggage you will be detained in the terminal until said inspection can be arranged; if it cannot you will be escorted back onto the ship.
She has just told the world.
We know people at various cruise line headquarters read these forums. ;)
i will leave it on the boat with my mom! then get it at the end of the cruise.
If you get off with no luggage and haven't come up with a non recommended little white lie, they are going to be looking for you and paging you to come to the front desk when you haven't dinged back on. The jig will be up when your mother has to tell them that nothing nefarious has happened to you.
The "time on the cruise with my Mom" is only going to be two nights!! Really I'd tell the step-sister that you'll see her and the new baby when you get home. This is just about the stupidist idea I've heard of.
If you just walk off and don't come back, chances are the ship will wait a bit hoping to find you. In the meantime you are costing the cruise line by interrupting their schedule. I really don't think this is a good option.
Our OP has exactly 2 posts, all on this thread. Do you think we have a troll?
The fine is $300, that is levied against the cruise line. However, the cruise ticket contract gives the line the right to pass this on to you.
If you leave the ship early, without luggage, at sailing time the ship will start to page you, and will locate your mother to talk to her since she is part of your party. I don't think the ship will stay over for one missing passenger, that's just not usual. If your mother plays dumb, they will see that you never returned, and add the fine to your onboard account at the end of the cruise. If she says you intentionally missed the ship, they will still add the fine to your account, just sooner, and may place you on a "do not sail" list.
Krazy Kruizers
Troll or no troll -- OP has lots of problems.
All of this should have been arranged with Princess when OP booked the cruise.
The fine may even be more than $300 since no arrangements were made ahead of time and there is the problem that OP will be skipping customs and immigration.
Love my nieces and nephews but I personally wouldn't miss a cruise just to have been there for their birth.

Not so bad there then
QTPieTrader
As cruel as it sounds.. you need to choose your mom or your sister. Either blow off the cruise (do you have insurance?) or go on the cruise and see your sister after the cruise.
You are looking at getting in a lot of trouble to jump ship.
QTPie
MCC retired
Is OP needed to assist with the birth ?????
Really, visit for the port stop then visit sister when she is home and could use the help .
How do you know your step sister will be having the baby on the exact day that you are in Santa Barbara? Is it a scheduled C-section or something? Otherwise babies come on their own schedule.
I have to agree with the others, choose either the cruise or the birth. Do not try and to both. It is simply not worth it. If it were me I would just see the baby when I got home since I was already booked on the cruise.

Then again........
We need to ask Captain BJ.
The ship will sail in international waters, OP will get off the ship in two ports before she leaves for good.
Does that require CPB clearance?
Though she won't be in a foreign country, she will be in International Waters and then enter the U.S. I have no idea the law in this regard.

If the ship opened the gift shops and sold duty free liquor and cigarettes, then yes, CBP would need to clear the person. Whether or not this would result in a fine or simply a huge hassle the next time the person cleared CBP out of the country, I can't say.

I love your take on the whole situation. I'm still chuckling. You really don't hold back.
I agree this is ridiculous. Just stay on your cruise and visit that one day or after the cruise. Not worth all the problems jumping ship causes you financially, the potential it could cause if you want to cruise with that cruise line again and the fact they are going to question your mother since she is part of your party. There is plenty of time to visit the baby while he or she is still freshly born! Even if it's a planned c section, you never know if it will happen right when planned.
I assume that both your step sister and her child will be around a few days later after the cruise is over. They can't wait a few days?

The itinerary has sea days at the front of the cruise and at the end of the cruise so knowing formal nights usually fall on sea days that makes those choices relatively easy. The heart of the cruise is six ports one after the other so no sea days and no obvious day to have what would be the second of potentially three formal nights.
As you know, the PVSA prohibits using a foreign-flagged ship as a ferry service between two US ports. And even though you will not have touched foreign soil, the ship will have sailed outside US waters after leaving Los Angeles and you will have had the opportunity to purchase items from the duty free shops.
