Travel Guide: Biliran
I admit, I didn’t know what to expect before my trip to Biliran. This island province in Eastern Visayas wasn’t even on my radar of places to visit. Formerly a sub-province of Leyte, Biliran is one of the country’s newest provinces, having only become independent in 1992. Biliran is also apparently the fourth smallest province in the Philippines, after Batanes , Camiguin and Siquijor , and it has the same laid-back vibe. It’s compact enough to explore by motorcycle and you get coastal roads with amazing views.
Biilran’s smaller islands have beautiful beaches and sandbars. Inland, there are natural attractions like waterfalls and mountains to hike. Locals are friendly and accommodations are generally affordable for backpackers. After canyoneering, island-hopping and motorcycling around Biliran for 3 days, I left really fulfilled with the raw beauty and general uncommercialized feel of the province. If you’re interested in visiting Biliran, here are some basics to help you plan your trip
Table of Contents
Were exactly is Biliran?
Biliran is an island province in the Eastern Visayas region of the Philippines. It’s located less than a kilometer north of the island of Leyte. There’s a bridge that connects the province of Biliran to Leyte. Its capital is the town of Naval on the western coast of the island.
How to get to Biliran
There is no airport in Biliran province. For those coming from Manila, the nearest entry point is Tacloban in Leyte. From the Tacloban airport, ride a jeep to the downtown area, then ride a Grand Tours Van (P130) to Naval town proper. Travel time is about 2.5 hrs. Cebu Pacific flies from Manila and Cebu to Tacloban. Lowest year-round fares may be booked through www.cebupacificair.com or reservation hotlines (02)7020-888.
Cebu is the nearest international airport. From Cebu City, fast crafts are available to Ormoc City in Leyte. Travel time is roughly 3 hours. From Ormoc, you can take a shuttle van directly to Naval. Travel time is about 1.5 hours.
Getting around
Public transportation is not that regular around Biliran. If you’re traveling alone, it’s best to hire a habal-habal (motorbike) driver to take you around. Most charge around P500 a day. Prices negotiable.
It’s even better if you can drive a motorcycle so you can go around yourself. There aren’t a lot of commercial motorcycle rental shops, but you can talk to locals to rent their private units. In Naval, motorbikes and scooters for rent are available at Norkis, a motorcycle shop at the corner of Vicentillo St. and Sabenerio St.. Contact: (053) 500 9487. I was able to borrow a semi-automatic Honda Wave for P500/day from Talahid Beach Resort in Almeria, when I stayed there overnight and ended up having an awesome Solo Ride in Biliran . You can easily circle the whole island in a day. The circumferential road is fully paved and in very good condition, there’s zero traffic, and the scenery all around is really refreshing.
Biking in Biliran is also a good option. I didn’t see any bicycle rental shops around, but if you can borrow one or bring your own bike (even a folding bike), I imagine it would be very pleasant to spend the whole day just biking around the island.
Where to go / What to do in Biliran
1. go island-hopping to sambawan island*.
One of the most iconic views of the whole province can be found in Sambawan Island, which you can visit on an island-hopping day tour or opt to camp out overnight. From Kawayan Municipality, you can charter a boat (maximum 10 people) to travel to Sambawan for day trips. Travel time is one hour. Once you get there, enjoy swimming, snorkeling and diving. Hike up to the top of a hill to get the best view of two sides of the island, including facing Maripipi Island.
2. Try Canyoning / canyoneering at Sampao River*
For an extreme canyoneering experience, Biliran offers pristine natural rivers and gorges in Sampao River in Barangay Sampao, Almeria. Canyoning in Biliran involves a two-hour hike to reach the jump-off point where you start rappelling, sliding and jumping downstream passing 15 waterfalls.
This ends when you rappel down the majestic Ulan-Ulan Falls, which is estimated to be over 100 feet high. This is the most extreme and exhilarating canyoneering experience I’ve tried in the country so far. I’ll be writing more about this awesome experience in detail soon.
2. Hike to Ulan-Ulan Falls
If you don’t have time to try canyoneering, you can also just hike to Ulan-Ulan Falls, as it’s one of the province’s tallest and most beautiful waterfalls.
3. Visit other waterfalls
Tinago Falls is one of the most accessible waterfalls in the province, reachable by motorized vehicle on the cross country road that cuts across from Naval to Caibiran, on the eastern side of the island. It’s a nice place, but a bit developed for tourists and locals. There’s a rather large and unsightly grandstand-like structure on the side of the falls that caters to tourists.
We got to canyon downstream more than 15 falls, but there are many others located in different parts of the island including Tomalistis Falls in Caibiran, Kasabangan Falls in Cabucgayan and Bagongbong Falls in Caucab.
4. Marvel at the Iyusan Rice Terraces
In some of the mountainous and hilly areas of Biliran, you can find scenic rice terraces, man-made agricultural areas. the Iyusan Rice Terraces is located in Sitio Barubohan, Barangay Iyusan, Almeria, Biliran, about 20 minutes by land transport from Naval.
5. Visit Canaan Hill Farms
Canaan Hill Farms in Brgy. Uson, Caibiran is a farm resort ideal for sightseeing, photography, picnics, camping and the like. You can walk through sheep and chicken farms, fruit trees, herb gardens and buy natural farm products here, take tractor rides, and harvest fresh fruits and vegetables. They also serve snack packages and set meals.
6. Relax in a pool resort
There are several family-friendly resorts and pools around the island for those looking for a place for group bonding, videoke and swimming including Masagongsong Swimming Pool and Estrellers Sunset View Spring Pool, which has pools fed by mountain fresh spring water. Entrance fee for Estreller’s is P25/adult and P10/chidren, tables for rent: P50, Cottages: P150-200. Night swimming from 5-8pm for an additional P10/head.
7. Take a dip at Mainit Hot Springs
One of the more popular swimming areas for locals in Caibiran is Mainit Hot Spring in Barangay Villa Vicenta. The spring has a man made pool basin and the area is known for having mineral rich waters that are believed to treat a wide array of ailments. It can get crowded though.
8. Enjoy the view at Bethany Hills
Located in a hilly portion of the province overlooking the Biliran Strait, Bethany Hills Weluisa Farm is an events venue for birthdays, weddings and parties. They usually do catering services for events, but also serve short orders and Filipino fare like pancit and sandwiches for walk-in visitors. We visited here at night, so I don’t have any decent photos, but I was told that place offers a very scenic view of islets and part of mainland Leyte. It’s best to visit early morning (6-7am) or late afternoon (3-6pm) so you can catch the sunset.
9. Relax at Agta Beach
Another great place to watch the sunset is Agta Beach, a small and quiet beachfront area in Almeria with several resorts along the shore.
10. Other attractions
From Agta Beach, you can take a 15-minute boat ride to Dalutan Island, which is right across the shore. If you have more time (1 day each minimum), you can also visit the main Maripipi Island or Higatangan Island , which is known for its shifting sandbar and rock formations.
Where to Stay in Biliran
Coco Grove / Talahid Beach Resort is a pleasant and quiet beachfront establishment along the coast of Almeria. I stayed in a native fan room which was basic, but spacious and comfortable and its own detached bathroom and small yard right outside.
Room rates: (good for 2)
- Aircon room with TV – P700 / night
- Aircon without TV – P500 / night
- Native rooms – P350 – P400 / night

What / Where to Eat in Biliran
I didn’t really get to explore Naval , where most of the restaurants are. There didn’t seem to be a lot of places to eat the rest of the island when I was riding around. but there are a few small eateries scattered around serving Filipino food. The lechon manok , which we had for our picnic lunch during our canyoneering trip, is a local specialty.
Agta Beach Resort (right next to Talahid where I was staying) serves basic tapsilog meals, short orders and vegetarian specials costing P120-150 per meal.
One of the best places I ate in Biliran was Canaan Farm Hills, which serves healthy snack packages and set meals. I really liked the organic burger, cassava chips and halo-halo, which cost P185 for all three, entrance fee included. Set meals (good for 2-4 persons) include dishes like Bisaya-style manok tinola, pinakbet, tortang talong and local delicacies like puto and bibingka. They also have interesting drinks like turmeric-ginger tarragon juice, camote tops with lemon grass and calamansi juice.

Thank you for this very informative travel guide of yours, Ms. Kara. My boyfriend and I will go there this October. Sana mapuntahan namin lahat ng pinuntahan mo.:)
You’re welcome. Glad you found it helpful. Enjoy your trip to Biliran! 🙂
Hi Miss Kara,
We will going there by November 17-18 were planning on a daytrip to the whole or part of Biliran and Almera beach area is where we’ll leave our stuff and get back to it by the afternoon to wash up and proceed back to Naval for a night trip to Tacloban? Are there transportations from Almera at around 5-6pm? Are there vans in Naval bound for Tacloban by 8pm or up? I hope you can suggest any contacts? Thank you in advance for your reply, we need help for out trip.
Hi Krystle, I suggest you rent a room at Talahid beach resort in Almeria so you can leave your stuff and wash up there. I took a habal-habal from Almeria to get back to Naval and ride a van going to Tacloban. There are jeepneys that sometimes pass along the highway. There are buses and vans that depart from Biliran to Tacloban regularly but I don’t know what time the last trip is. Sometimes you have to wait for the vans to get filled up before it leaves so there’s no fixed sked. My only contact there is Biliran Outdoor Shop along Vicentillo Street, Naval, Biliran, Philippines. Contact numbers: 0919-2943865 / 09276750062.
Hi Ms. Kara! How much a canyoneering with rappelling? Solo traveler po kasi ako. Going to Biliran from Cebu City on February 2, 2018. I am planning to spend 3days and 2 nights there then back to Cebu.
Hi Daphne. Extreme Canyoning in Biliran costs P3,500 per person. I wrote more about this adventure here .
Good day Ms. Cara, Can you suggest tourist spots to go for a day? starting point is Naval. We just planned to rent a motorcycle. Is it possible yo visit Ulan ulan falls and tinago falls in one day? and maybe some sidetrips along the way?
Hi Dodong, please check this map : Kaya naman in one day if you start early, but Ulan-Ulan Falls requires hiking to get to. If you want madali lang na reachable by motorcycle lahat, start by taking cross-country road to Tinago Falls, then go to Canaan Hill Farms after for lunch. There are other falls you can stop by din. Agta Beach Resort is nice for sunset. You can read my other post: Solo Ride in Biliran .

LEYTE & BILIRAN: 5-Day Budget Travel Guide + Itinerary + Must See Tourist Spots
The Philippines with its more than 7000 beautiful islands is like heaven on earth. From its exalted, most sought islands such as Boracay , Cebu and Palawan to the lowkey ones like Siargao and Bohol, this archipelago in Southeast Asia possesses some of the most amazingly stunning destinations in the world. You may think you have seen it all but this country still has more up its sleeves. Look beyond the usual tourists’ tracks and you would discover some of the most underrated but awe-inspiring destinations you’ve probably never heard of before. Among these are the provinces of Leyte and Biliran.
Leyte and Biliran are two provinces located in Central Visayas. They are unlikely known to tourists as these places are plagued by strong typhoons more than half the time in a year. They make headlines in weather news but seldom do they make it to the pages of some top travel magazines or websites. They have been lurking in the shadows for such a long time which I really couldn’t decide whether or not has done them better as they were spared from the largely negative effects of commercialism but has rendered them irrelevant to the local travel scene. Just like the innocence of a child, these provinces still has in them their purest touch which would certainly endear them to travelers who love taking off-beaten tracks.
WHAT EXACTLY CAN LEYTE AND BILIRAN OFFER
- Beautiful Beaches & Islands – Leyte and Biliran are home to some of the most beautiful virgin islands that boast of white sandy shores and refreshing clear waters.
- Stunning Waterfalls & Hotsprings – These two provinces boast of untouched mountains covered in verdant rainforests which conceal numerous waterfalls and hotsprings.
- Rich Underwater Environment – The water surrounding these two island provinces are teeming with so much life and abundance.
- Undiscovered Mountains – Surrounding the islands are mountains not known to many which offers new trails and adventure for thrill-seekers.
- Cultural Learning – These two provinces are a mixture of different ethnicity which will definitely broaden your perspective and cultural sense.
SO HOW TO TRAVEL TO THESE BEAUTIFUL PROVINCES ON A BUDGET FOR 5 DAYS?
Day 1: tacloban city tour.
Tacloban was badly hit during Typhoon Yolanda in 2013 that scars of that devastating catastrophe are still very evident in its every corner but the city seems to be coping just fine no matter how huge the damage it had to endure. Busy streets, lively places of business and smiles of people are what I had observed during my visit. I took an early morning flight to Tacloban and I arrived there at 7AM immediately taking a tricycle to wander around the city. To be honest, there is really nothing much to see in this city but what little it can offer could already fill your mind with so much wonder. I went to see San Juanico Bridge -the iconic bridge that connects the provinces of Samar and Leyte, Sto. Niño Shrine which is another genius from no other than former First Lady Imelda Marcos and of course, MacArthur Statue -which symbolizes the historic return of the American General Douglas MacArthur to the Philippines to free us from the Japanese in WWII.
Travel Tips:
- Instead of hiring a tricycle to take you to each tourist sites, you can instead take local transpo. Fare is only P7/way. Not only that it will enable you to save, you can also travel like a true local.
- When going to San Juanico Bridge, you can take the jeep going to Samar. You can ask the driver to drop you off before the bridge. There, prepare to go on a bit of walking to explore the bridge until the other end of it. Please make sure you are certain with what you are doing since there won’t be any other options once you get started. Vehicles are prohibited to stop anywhere in the bridge unless due to emergency.

Day 2: Inopacan, Leyte’s Cuatro Islas
Among the places I scanned through the web while I was drafting my itinerary, Cuatro Islas caught my curiosity the most. Imagine exploring four different stunning and unspoiled islands in a day! That’s one heck of an eventful day right?! So on my 2nd day, this is where I was. I was already prepared to spend more than what I had allotted for this day’s adventure but thank goodness for Edz and Lanie whom I got to share the boat cost with. We weren’t that lucky though since during the tour there were drizzles here and there until it finally came to a downpour which shortened our time to explore.
How did I get here: From Tacloban, I rode a van bound to Maasin which will pass by the town of Inopacan (3 hrs ; P170) . The port for boats going to Cuatro Islas is situated at the back of the Municipal Hall which is just a few walks away from the highway.
- Exploring Cuatro Islas is more favorable for those travelling in groups. Solo travelers needs to prepare to shell out more of their budget just in case there won’t be anyone to share the boat cost with.
- Overnight stay is allowed but you have to bring your own tent since there are no accommodation available in each island.
- If you wish to explore all 4 islands then you will need to spend more on boat and entrance fee since only 3 islands are under the jurisdiction of Inopacan and the other island, Himokilan belongs to a different town.

Day 3: A Visit To Kalanggaman Island
Early 2016 when I first had a glimpse of this magnificent Island on Instagram. Following that were a staggering number of its photos popping up in social media. Kalanggaman Island is undeniably gorgeous that I grabbed the first chance I got my hands on a discounted flight to Tacloban last year just so I could witness its allure firsthand. Fast forward 2017 and I found myself staring in so much awe at the beauty I’ve been dreaming to see for a very long time and all my lips could utter at that time was “It was all worth it.” The creamy white shores of sugary sands and rough coral stones, the long stretch of sandbar, the clear turquoise water and the rich underwater paradise it offers is worth one helluva ride to Palompon.
How did I get here: After exploring Cuatro Islas, I, together with Edz and Lanie, tried to check the nearby Island of Canigao but failed miserably because of the rain. From Bato Port, we rode a tricycle going to Matalom Teminal and rode a van to Ormoc (2hrs ; P120) . Then in Ormoc, we rode another van going to Palompon (1.5hrs ; P110) . Spent the night in Love Inn then the following morning rode a pedicab going to the City Tourism Office. There we hired a boat to take us to Kalanggaman Island.
- Bring food and water since there’s none sold in the island.
- If you are to stay overnight, you may either stay on a tent or rent a cottage for P500. You may have to pay extra for mattress and pillow.
- There are toilet and bath rooms in the island but they are poorly maintained.
- There are no fresh water available in the island suitable for bath and other washing/cleansing needs.

Day 4: Exploring Maripipi & Sambawan Islands
Capturing my attention as strongly as Kalanggaman Island was Sambawan Island. The photos of a small island stretching like a sleeping alligator bound by deep blue water with verdant mountains of a distant island as the backdrop were some of the things I barely can resist. And how am I just glad this treasure of Biliran is just as much as I had expected it and more.
How did I get here: After an eventful day in Kalanggaman, I took a van to Ormoc (2 hrs ; P110) and spent the night there. Early the following morning, I rode a van to Naval (2 hrs ; P130) . Got off the public market and walked to the port. Bought my tickets and road a ferry to Maripipi Island (3 hrs ; P70) . Once in Maripipi Island, I hired an motorcycle (P300) to wander around and to take me to Bgry. Ol Og where boats to Sambawan Island awaits (P500) .
- Plan you itinerary carefully if you want to include Maripipi and Sambawan Islands since there are no regular trips to the island on Sundays.
- There are only 3 regular trips going to Maripipi Island from Naval Port which are scheduled to depart every hour starting 10AM.
- In unfavorable sea conditions, trips might be cancelled. Other option if you miss the ferry is to take a boat (P1200 – P1500) from Kawayan, a town 30 minutes away from Naval via jeepney.

Day 5: Chasing Waterfalls In Biliran
If there is a province worthy to be called as the “Waterfall Capital Of The Philippines”, Biliran would top the list. This province has over thirty waterfalls some of which are still undiscovered and unknown to the most of us. I saved the best part of my adventure for my last day. You know how I am with waterfalls. They are my first love! But as much as I wanna see them all, my full 8 hours was only enough to see four breathtaking waterfalls namely Tinago, Bagongbong, Recoletos and Ulan-ulan. Like can they still get any harder to get to?!!
How did I get here: After spending the night in Sambawan Island, I road a boat to Kawayan sharing it with 5 other people. Once at the port, I hired a motorcycle to take me to each waterfalls.
- I got my motorcycle ride for P900 taking me to every waterfall my time would allow. Normal rate is P400/waterfall, depends on your haggling skills so it’s best to tag someone along to share the cost with.
- Bagongbong, Recoletos and Ulan-Ulan Falls are kind of hard to get to. Not only that the roads leading to them are difficult, they also require trekking for 30 minutes to an hour along unpaved, muddy roads.

Travel Guide
BILIRAN PROVINCE
Biliran is an island province located in the region of Eastern Visayas. Before, it belonged to the province of Leyte . Now, it has become an independent province that boasts an identity as a tourism hub for adventurers and nature lovers.
There is a lot to explore in the province from mountains, falls, and caves to islands. The province will surely capture your heart like mine.
GOING THERE
As part of my Eastern Visayas Trip , I chose Biliran as my second destination. I was intrigued by photos of Sambawan Island and Tinago Falls located in the province.
Before going there, I came from Kalanggaman Island in Leyte. I rode a van going to Lemon, and from there, rode another van going to Naval, the capital of Biliran. Leyte and Biliran are connected by the Biliran Bridge, so there’s a need for boat transfers.
Just as the van entered Biliran , I took a glance at the window and the landscape caught my attention. The sea, the rice fields, and the mountains all came together and formed this magnificent landscape of greens and slopes.
I arrived at Naval around 4:00 P.M. and looked for a place to stay in. I chose to stay at El Roman Pensionne for cheap and simple accommodation. As part of my trip, I explored the town of Naval and watched the sunset before ending my Day 1 in Biliran.
EXPLORING BILIRAN
I started my Biliran Tour around 7 A.M. I told my guide, Kuya Elmer, to bring me to the falls of the island. Some of the falls can only be accessed by trekking deep into the forest/mountain. Visiting them all will consume a lot of time. Instead, he brought me to places that I didn’t know about but also a place to visit in Biliran.
I rode on the back of his motorcycle and saw this beautiful landscape of rice terraces and the mountains being hit by the sun. It was a view I won’t forget. Just seeing it makes me stare in awe.
Below are the destinations I’ve visited in Biliran:
Paradizu bayview resort.
Paradizu Bayview Resort is a resort that offers a view deck where everyone can see the west coast of Biliran. Sadly, it’s hard to swim there because of the rocky beach. It’s a starter for my Biliran exploration.
Acaban Cave
Different stories surround Acaban Cave , like:
1. Japanese Soldiers used the cave as a hiding place during World War 2 and hid a lot of gold treasures inside which attracted treasure hunters. 2. It is very long that it reaches up to the mountains in the middle of the island. 3. The water coming from the spring inside is said to have healing powers. 4. Enchanted spirits dwell in the cave. 5. Two lovers spent some “time” inside but tragedy struck and they got swallowed by the sea.
These stories may be true or not but it is a fact that this cave is a place worth visiting.
Take a dip into its clear and cold waters or take a rest at its cottages and watch the sea and sunset.
Tinago Falls
Tinago Falls is probably one of the most amazing falls I’ve ever seen. It can be accessed by a paved road and picnic areas are also available.
Canaan Hill Farms
Canaan Hill Farms is a 6-hectare organic uphill farm owned and managed by the Espinazo Family. They raise different livestock from chickens, and goats to sheep. They also have a variety of produce such as turmeric powder, peanut butter, lemon honey, organic eggs, etc. They have cottages and viewpoints at the top of the farm and the view from there is breathtaking. You’ll get relax and experience peace.
Kasabangan Falls
The rain started to pour when we reached Kasabangan Falls . Before reaching the falls, we made a short trek through a man-made bridge. It is located deep in the forest. Seeing it felt mysterious as it was hidden and enclosed in rocks.
Cabucgayan Boardwalk
Cabucgayan Boardwalk is a pathway surrounded by mangroves and the sea. One can relax on the bamboo benches built there for you to eat and breathe fresh air. We ate our snacks while sharing stories about life.
Biliran Bridge
Biliran Bridge is much like the San Juanico Bridge but shorter. It connects the province to Leyte. It is made of steel and built above Poro Point, an island between the two island provinces. Sadly, I didn’t have any photos because my action cam got drained and I couldn’t use my camera because it was raining hard. From there, you can see the Biliran Strait & Carigara Bay and feel the strong wind coming from the sea.
One day is not enough to explore the whole province and discover its wonders, but just by seeing the landscape and the destinations of the province, I can say that it is a haven for adventurers and nature seekers.
I will surely come back to see the other wonders that Biliran offers, especially Sambawan Island and Ulan-ulan Falls.
Please also check out my next post about my adventures in Biri Island . 🙂 Keep Chasing!

Naval, Biliran Itinerary
Guess what? I am such a joiner for this trip. Did not look it up online again.
We came from cebu so our route will be – Cebu to Naval (obviously).
Day 0.5: En route to Naval, Biliran via Roble Shipping Lines
Day 1: biliran island tour (prepare to get wet).
The trek to Recoletos falls is very hard. You need to risk your life in crossing the path. Please wear shoes with grip so that you won’t easily slide. Please be careful and don’t bring many things with you.
Day 2: Sambawan Island + Unexpected turn of events
As planned, we were supposed to go back to Cebu via Ormoc because a fastcraft is available but unexpectedly the tickets were sold out because an event happened that weekend. So, we hurriedly went to another city ( I am from Ormoc and I was supposed to show off my city to my friends but did not happen). We went to Baybay city to find boats that will depart that day and luckily, we did find one. It was one hell of a day and I thank God because we were still safe and got what we wanted. AMEN! Lesson learned again. Always buy ticket ahead of time.

Municipality of Naval

Naval (pronounced “Na.VAL”) is a second class municipality in Biliran Province, Philippines.
Naval is the capital town among the eight coastal component municipalities of the island province of Biliran. It has its global location at 110 33’ latitude and 124023’ longitude. Found in the Eastern Visayas Region (Region VIII) of the Philippines, and is situated adjacent to the tip northern most part of the Leyte island. Naval is on the west coast of the Biliran island and is bounded on the north immediately by the municipality of Almeria, and Culaba at its northeast. On its east, by the municipalities of Caibiran and Cabucgayan, while down south by the municipality of Biliran. At on its west is the Biliran Strait, and adjacent is the tip northern part of Leyte and going beyond is the Visayan sea.
Approximately Naval is 122 kilometers and 88 kilometers away from the cities of Tacloban and Ormoc, respectively of the mainland Leyte with travel time that only takes about an average of 2 hours through a well-paved highway.
The locality has a total land area of 10,824 hectares divided into 26 political component Barangays. As of the year 2007 official census, Naval has a total population of 44,288 registering an average growth rate of about 2.8% per year. The town is pre-dominantly Roman Catholic by religion and Cebuano speaking by its dialect.
Naval was last classified as a 2nd Class Municipality. And being the capital town of the province, Naval is manifestly the seat of provincial government. As an economic booming town, it is the center of trade and commerce of the entire island province, as well as to the neighboring proximate municipalities that are under the jurisdiction of the Leyte province. Naval is as well, the center of education being where the only tertiary school located serving for the above described area. With Catholicism having a very significant part of its local history and culture, Naval is also the center of religion as where situates the Cathedral of the Diocese of Naval that covers the entire province and some other 5 municipalities of the Leyte island.
Naval has 26 barangays. Nine of these barangays are coastal (including the Poblacion) while the rest are inland.

Naval, BIliran Map
Tracing the history, the Cebuanos, coming from Danao, Cebu, were the original inhabitants of Naval believed who have migrated through the invitation of Padre Inocentes Mangco Garcia – used to pass by Naval during his trips from Biliran to Almeria, during the later half of the 18th century.
Before it is modified in 1859 to a more peaceful name – presently known now as Naval, the place was already called “Bagazumbol” even before it was inhabited. It was named by Samareno folks which means somewhat pointed. According to old folklore, the late Padre Garcia would always say he is heading for a place beyond “Bagazumbol” as he traveled from Biliran to Almeria.
Following next to Cebuanos were settlers coming from Bohol, Panay and Negros. Due to diverse inhabitants, the land was divided among the Cebuanos, Boholanos, and the Ilongos. Cebuanos settled the land south stretching towards Caraycaray. Just beyond the canal at Calumpang stretching to the mountain was occupied by the Boholanos. While Ilongos settled on the north, towards the Anas River.
On September 26, 1869, Naval was officially established and recognized as an independent pueblo (town).
Based on the Rainfall Data collected at the observatory in the Biliran National Agricultural College (BNAC) of Biliran, Biliran as a joint venture of the PAGASA in Tacloban, the town of Naval or the Biliran province in general, has the rainfall very much pronounced to the month of September. This month seems to be the “rainiest” having maximum average of 336.6 millimeters precipitation. While the minimum precipitation falls in the month of April having an average of 74.3 millimeter which turns out to be true being the “driest” month of the local summer season. The municipal climate is healthful and invigorating having an average temperature of 27 degrees centigrade.
The municipality is characterized as relatively plain coastal lowland where human habitation is concentrated. Rolling hills dominate the eastern part of the town. High mountains in the municipality are Campoding and Sayaw elevated above sea level at 437 meters and 900 meters, respectively. Three other mountains locally called Mount Naliwatan, an unnamed mount and Mount Gumansan have elevations of 1,340, 1,105 and 1,045 meters, respectively above sea level, and these are in common boundary location with Caibiran and Culaba.
Naval provides a normal terrain such that drainage is towards the sea through the various creeks and rivers which do not permit water clogged areas, except the swampy areas along the coast south of the poblacion. The locality has two main rivers namely; Anas and Caraycaray that engulfed the poblacion and its proximate barangays. Naval also has a component remote island called Higatangan about 15 kilometers away off-coast of the mainland that comprised the two barangays of Libertad and Mabini.
The slope classification of the entire Naval are as follows:
- In the western part of Naval including some portions of the island of Higatangan is under Class 1 having an area of about 15.16 hectares, this represents about 14.04% of the total land area of Naval.
- Going inland and the remaining portion of Higatangan Island, are combinations of slope class 2, 3, 4 and 5 which comprises about 43.63% of the total land area. This will indicate the agricultural orientation of the municipality whose land reserves and potentials are wide and vast. While the rest of the municipality is within the slope class 6 and 7, classified as 18% and above slope, this covers about 42.33% of the total land area of Naval.
