Ministry launches the National Wildlife Agenda 2023-2027

The Ministry of Tourism, Wildlife and Heritage has launched the National Wildlife Research Agenda (NWRA) to guide and coordinate all activities in research on wildlife for the next four years.

Speaking during the launch of the document at Wildlife Research and Training Institute (WRTI) in Naivasha on Monday, Tourism Cabinet Secretary (CS) Ms. Peninah Malonza said the NWRA document was timely and will go a long way in guiding, coordinating and giving impetus to all the activities of all stakeholders while carrying research in wildlife.

The CS said it will also help to improve the provision of scientific, evidence-based information to support wildlife conservation, management decision-making and policy formulation while at the same time addressing present and emerging wildlife conservation and management challenges in Kenya.

“Despite research on wild animals and their habitats in Kenya having been going on since the establishment of the first Protected Area (PA), the Nairobi National Park in 1946, it has been uncoordinated with limited access and sharing of data and information. It has often been disconnected from the prevailing needs of wildlife conservation and management in the Country,” Malonza said.

She noted the agenda has identified seven (7) priority thematic areas for wildlife research that will provide an all-encompassing science-driven framework to support the implementation of the National Wildlife Strategy 2030, the WRTI Strategic Plan 2022-2027, the KWS Strategic Plan 2019-2024, relevant Multilateral Environmental Agreements (MEAs) and the Wildlife Conservation and Management Act, 2013.

The thematic areas include; wildlife species population dynamics where the researches will establish and update the status, trends, and distribution of wildlife, Wildlife Habitat dynamics which seeks to maintain the integrity of wildlife habitat in conservation areas and its management, wildlife health where the researches will help safeguard wildlife through early prevention and early detection and management of diseases and Natural Resources Governance, to help improve security rights and sharing of power between communities and diversity.

Other thematic areas of researches include; researches covering specimens and inventions in wildlife, researches in Climate change which seeks to look at effects of climate change on wildlife and propose adaptation plans by both the national and county governments in the affected counties and lastly, wildlife resource information management for posterity.

Malonza has directed the WRTI Institute in Naivasha to establish the national wildlife data portal to facilitate consolidation of wildlife data across the country and its synthesis to inform science driven decision -making and policy formulation in order for the proposals in the agenda to be effective.

She revealed that the Government has already provided some seed money towards this initiative and welcomes support from partners to realize this goal. Further, Malonza advised the Institute needs to make the permitting of wildlife research facilitative by adopting online platforms.

The CS reiterated the Government`s commitment to support the implementation of this document and observed the implementation of the research agenda will require strategic partnerships and stakeholders’ collaborations to ensure proper stewardship, science-based decision making, and adaptive management in the wildlife sector

On the issue of the drought that have ravaged the country for five consecutive seasons, Ms. Malonza announced that they will launching a report on the same next month.

Parts of the country have experienced five consecutive seasons with inadequate rain in the past two years, which severely affected people and animals, including livestock. The worst-affected ecosystems are home to some of Kenya’s most-visited national parks, reserves and conservancies, including the Amboseli, Tsavo and Laikipia – Samburu areas.  

It’s estimated that more than five million Kenyans were affected by the drought in more than 24 counties and more that 2.4 million livestock and wildlife killed by the drought.

Tourism in Kenya is the second-largest source of foreign exchange revenue, hot on the heels of the agriculture sector which earns Kenya about 70 per cent of her Gross Domestic Product (GDP)

According to data from the Ministry of Tourism released in March this year, Kenya international tourist arrivals in 2022 were 1,483,752 which represents 70.45 per cent increase as compared to 2021 arrivals of 870,465. The incoming earnings grew up to Sh. 268.09 billion compared to Sh. 146.51 billion in 2021 when Kenya was still in the jaws of Covid-19 pandemic, which is a growth of 83 per cent.

Kenya has been considered an attractive tourist destination for decades. With over two million tourists annually, the country has long since adapted to foreign guests and can offer not only breathtaking nature, but also all other amenities.

Tourism Ministry restrategises for recovery and growth

The tourism ministry is banking on an increase in both international and domestic tourist arrivals.

•The five-year plan comes at the backdrop of a challenging environment occasioned by the Covid-19 pandemic and will serve as a blueprint that guides the country's development efforts in the sector over the next five years.

•A key component of the new plan is to diversify away from the country's dependence on Safari and Beach tourism.

The Ministry of Tourism and Wildlife on Friday launched a new strategy to guide the recovery and growth of the sector in the next five years.

'The new vision for Kenya’s tourism' strategy (2021-2025) will provide a road map for the sector as it strives to recover from a two-year Covid-19 induced slump.

Tourism CS Najib Balala while launching the strategy said it will shape the future of Kenya's tourism industry as it was developed with a clear vision of propelling the sector to newer and higher heights.

Balala noted that the strategy was an important part of his ministry's mission to accelerate economic transformation of communities through providing solutions and opening up new opportunities for growth in the sector.

"Despite the many challenges and sometimes difficult environment, the sector has made tremendous progress in developing practical frameworks that deliver a memorable visitor experience. It is against this backdrop that we launch the Tourism Strategy for Kenya 2022-2025," Balala said.

“The strategy fully captures the Magical Kenya Tourism brand and highlights the opportunities that the sector can leverage on to not only ensure growth but also deliver life-changing experiences to the individuals who experience it.” 

The five-year plan comes at the backdrop of a challenging environment occasioned by the Covid-19 pandemic and will serve as a blueprint that guides the country's development efforts in the sector.

A key component of the new plan is to diversify away from the country's dependence on Safari and Beach tourism.

To ensure this, the plan highlights four main pillars to actualize this which are: branding, marketing, experiences and enablers.

Balala said Kenya's tourism sector is expected to be back to 2019 levels of by 2024.

He however noted that the ministry's 2022 revenue will surpass those of 2019 due to the ongoing recovery efforts that are already showing positive outlooks.

On branding, the CS said establishing Kenya as a destination starts with a clear articulation of why visitors should travel to the destination in the first place.

A clear and well thought out branding strategy will put the country on the map, he said.

Marketing will then builds on the value proposition by identifying channels that are most effective at delivering this message to key target markets around the world.

Balala noted that specific initiatives will be developed for each channel, including digitalization across the tourism spectrum and creating sustainable standards that align with global trends.

The strategy calls for promoting Kenya as a multi-product destination with diverse offerings to enable it to have a competitive edge against neighbours and other emerging destinations. It also aims at diversifying tourist flows into Kenya from traditional Europe and North American markets to emerging markets such as India and China.

By outlining an actionable plan designed around the four pillars—brand repositioning, developing new and existing markets, developing new products and experiences as well as developing enablers to further strengthen the sector.

The Ministry hopes to transform Kenya into a top tourist destination in Africa.

Balala said the new strategy was an expression of the government's commitment to accelerate economic growth through investments in key sectors such as tourism. The strategy takes a holistic approach that addresses all aspects of the industry from policy and legislation, to tourism infrastructure, marketing and promotion, as well as governance and capacity building

He called on stakeholders in the tourism sector to support the implementation of the document through active participation in its implementation process.

Tourism PS Zeinab Hussein said the new strategy goes beyond Covid-19 pandemic.

“This is because we need to position ourselves to take advantage of emerging trends in tourism. Tourism is a long term business and requires strategic thinking that looks years ahead into the future. We want to get our finger on the pulse so that when things change in other parts of the world, we are able to capitalize on those changes," she said.

With this new strategy, the tourism ministry is banking on an increase in both international and domestic tourist arrivals as well as increased revenue from existing tourists.

In 2021, Kenya's tourism sector recorded a 50.3 per cent increase in international visitors.

According to the   Economic Survey 2022 released recently, annual foreign visitor arrivals increased from 579,600 in 2020 to 871,300 in 2021. 

This was mainly driven by the easing of travel restrictions  including the reopening of air spaces following months of closure to curb the spread of the coronavirus.

However, the numbers are still much lower than pre-pandemic levels, which hit a high of two million in 2019.

The government has forecast the number of foreign visitors to reach 1.03 million by the end of the 2022/23 financial year.

In the 2022/23 budget, the National Treasury allocated Sh15.8 billion to stimulate tourism recovery with the Tourism Promotion Fund receiving Sh Sh1.8 billion.

Though small, domestic markets add value during downturns; regional markets could be deprioritized due to size.

The strategy says Egypt, South Africa, Nigeria and Morocco are among  African countries that offer great potential by travelling to Kenya.

Some 23.8 million are from Egypt, South Africa (6.6 million), Nigeria (3.9million), and Morocco (3.4 million).

From safaris in the Maasai Mara and other wildlife reserves to holidays on Indian Ocean beaches, Kenya's tourism industry contributes about 10 per cent of economic output and employs over two million people.

The sector shed nearly 1.2 million jobs after the onset of the pandemic, the tourism ministry said, but it has started to claw back some of those losses on the back of the tentative recovery.

Executive Summary

Kenya ranks highly as one of the biodiversity rich countrie’s in the World. The iconic wildlife and the diverse conservation areas are among the countries most valuable assets. Wildlife is a source of national pride, the foundation for the tourism industry that contributes 10% of National Gross development project (GDP) and 11% of total formal workforce. In addition to providing direct economic benefits, Kenya’s wildlife habitats and conservation areas-including terrestrial and marine National Parks and Reserves, Sanctuaries and Conservancies-are also vital for water catchment, carbon sequestration, fresh air and recreation.

However, the exponential increases in human population in Kenya and changes in land use, including human settlements, urbanization, large infrastructure projects and agricultural expansion, are edging out wildlife in the critical wildlife dispersal areas. Human wildlife conflicts, bush meat trade and commercial poaching remains a substantial threat to wildlife conservation in Kenya and in the region. At the coast, rapid land use changes are affecting coral reefs, mangroves and the long-term ecology of the coastal zone. Similarly, our lakes are threatened by eutrophication, invasive species (e.g. water hyacinth) and over exploitation of fish stocks.

There is likelihood that if these challenges are not addressed, the basic foundation upon which wildlife conservation is founded will collapse with far-reaching consequences for ecological well-being, economic development and livelihood sustainability. However, the Constitution of Kenya, 2010 and the Wildlife Conservation and Management Act, 2013 provides an opportunity for a paradigm shift in conservation strategies and approaches. The National Wildlife Strategy 2030 provides a blueprint for addressing these threats and emerging challenges and transforming wildlife conservation in Kenya.

The Strategy

In keeping with the provisions of the Constitution of Kenya, 2010 this Strategy is built on an in-depth process of public participation, review of existing strategies, and approaches, and an assessment of current conditions, challenges, and best practices. In an effort to transform wildlife conservation in Kenya, the Strategy has identified four core pillars, made up of seven goals, supported by 21 strategies, and 70 priority activities. Priority elements of these are drawn together in four Flagship projects that bring people and processes together to achieve immediate conservation impact and catalyze implementation of the Strategy.

In the first two weeks of the new year, two deaths have been reported in alleged Airbnbs in Nairobi, sparking concerns among Kenyans about the safety of short-stay accommodations.

While Airbnb has dismissed any connection to the incidents, citizens have taken to social media to express their worries, prompting the Ministry of Tourism and Wildlife to issue a statement addressing the issue.

Ministry's concerns and commitment to safety

Expressing great concern over the recent criminal incidents in the short-stay accommodation sector, the Ministry through a statement posted on X by Alfred Mutua on January 16, emphasised the government's commitment to ensuring the well-being and safety of all stakeholders.

The Ministry, acting as the key regulator of Kenya's tourism sector through the Tourism Regulatory Authority, reaffirmed its responsibilities in registering, licensing, and grading sustainable tourism activities, including services provided by cottages and private residences engaged in guest house services.

Legal framework and enforcement

The statement highlighted the Ministry's dedication to formulating regulations, standards, and guidelines crucial for quality service delivery in the tourism sector. Citing Section 7 of the Tourism Act No.28 of 2011, the Ministry stressed its commitment to enforcing compliance with TRA licensing laws.

It assured the public that hospitality services in Kenya are generally safe but urged citizens to verify the registration and license status of facilities to ensure compliance with government directives and maintain quality standards.

Legal consequences for violations

To uphold the integrity of the tourism industry, the Ministry, through the Tourism Regulatory Authority, pledged rigorous enforcement of compliance and legal action against any violations of TRA licensing laws.

Late renewals of licenses will be subject to penalties and other consequences stipulated by law.

The revised regulations will undergo a public participation exercise, inviting input from tourism and hospitality stakeholders.

Tourism Policy, Legal and Institutional Reforms

Policy Reforms

To realize and sustain the tourism sector, various policy changes were made or initiated in the last five years. To this effect, tourism and wildlife policies were formulated. While the sector will continue to review these policies to suit changing circumstances, the process of translating the two policies into law has been initiated. Hence, the Finalisation of the Wildlife and Tourism Acts will thus be conducted within the MTP Period.

The sector will Finalise a Heritage policy during the Plan period in order to maximise the utilisation of existing heritage facilities, develop a facilitative legal and institutional and regulatory framework, as well as improve efficiency in heritage investment. 

Legal reforms

The legal reforms within this sector include the following:

  • Amendment of the KTDC Act: Gazettement of the KTDC Act will be necessary in order to increase borrowing capacity from Kshs 265 million, to Kshs. 1 billion;
  • Implement the DFI reform strategy for KTDC: The implementation of the DFI Reform Strategy for KTDC will be done through the Ministry of Tourism & Wildlife and the Ministry of Finance;

Kenya Launches a 5-year Tourism Strategy to Diversify the Country’s Tourism Offering

The Ministry of Tourism & Wildlife has launched a new strategy Dubbed “the new vision for Kenya’s tourism” that seeks to diversify the country’s tourism offering, moving away from dependence on Safari and Beach destinations.

The strategy is a five-year plan that is set to provide a road map for the sector and will shape the future of Kenya’s tourism industry by providing a framework that details how to successfully develop sustainable growth in the sector.

Speaking during the launch on Friday, Tourism and Wildlife Cabinet Secretary Najib Balala noted that the strategy was an important part of his ministry’s mission to accelerate the economic transformation of communities through providing solutions and opening up new opportunities for growth in the sector.

The five-year plan comes at the backdrop of a challenging environment occasioned by the Covid-19 pandemic and will serve as a blueprint that guides the country’s development efforts in the sector over the next five years.

The strategy calls for promoting Kenya as a multi-product destination with diverse offerings to enable it to have a competitive edge against neighbours and other emerging destinations.

It also aims at diversifying tourist flows into Kenya from the traditional Europe and North America markets to emerging markets such as India and China.

CS Balala added that the new strategy was an expression of the government’s commitment to accelerate economic growth through investments in key sectors.

He called on stakeholders in the tourism sector to support the implementation of the document through active participation in its implementation process.

“We need to note that this new strategy goes beyond Covid-19 as we are now looking at a much longer horizon than we had planned for earlier. This is because we need to position ourselves to take advantage of emerging trends in tourism. Tourism is a long term business and requires strategic thinking that looks years ahead into the future. We want to get our finger on the pulse so that when things change in other parts of the world, we are able to capitalize on those changes.” Zeinab Hussein Principal Secretary, State Department for Tourism.

With this new strategy, the sector is banking on an increase in both international and domestic tourist arrivals as well as increased revenue from existing tourists.

MAKUENI, MINISTRY OF TOURISM MOOT JOINT TOURISM DEVELOPMENT STRATEGIES

Makueni County and the Ministry of Tourism and Wildlife have set the ball rolling towards joint tourism development and marketing.

During a tourism stakeholders meeting attended by players from both levels of government at Chyullu National Park on Friday, several approaches were fronted that will make Makueni a top tourist destination and boost local revenue.

1. Regularizing and promoting the South Eastern Kenya tourism circuit;

2. Working with industry players to set up hotels and tour agency investments around Chyulu;

3. Rehabilitation of Makindu airstrip;

4. Setting up four entry gates to Chyullu National Park at Makindu, Kaunguni, Metava and Katheka Kai with a view of promoting domestic tourism.

The meeting graced by Cabinet Secretary Dr. Alfred Mutua and Governor Mutula Kilonzo Jnr also agreed to develop a formula for sharing carbon credit revenue realized from the park.

Dr. Mutua promised to expedite completion of the electric fence around the park to put a permanent stop to the human-wildlife conflict that has left a long trail of death and destruction of property and crops in the larger Kibwezi area.

June Chepkemei appointed new Kenya Tourism Board CEO

June Chepkemei, the former Acting Managing Director at the Kenya Investment Authority (KenInvest), has been named the new Chief Executive Officer of the Kenya Tourism Board (KTB).

Chepkemei will hold the position for the next three years, succeeding John Chirchir who has been at the helm of the tourism board in acting capacity since November 2022.

Her appointment was confirmed via a gazette notice date March 19, 2024.

“In exercise of the powers conferred by Section 37(1) of the Tourism Act, 2011, the Cabinet Secretary for Tourism and Wildlife appoints June Teclar Chepkemei to be the Chief Executive Officer of the Kenya Tourism Board,” the notice reads in part.

Chepkemei was appointed Acting KenInvest MD in January 2023 by then Trade Cabinet Secretary Moses Kuria.

She was at the time tasked with the responsibility of spearheading strategies to attract and grow investments to Kenya from USD 500 million to USD 10 billion by end of 2023.

In 2022, Chepkemei successfully led Kenya’s team in a fruitful bid to host the 41st International Association of Science Parks and Areas of Innovation (IASP) world conference slated for 2024.

She was also part of the team that was charged with delivering Technology and Innovation Jamhuri in 2022.

She has served as a member of the Taskforce on the Kenya Media Policy Guidelines, following her appointment by then ICT, Innovation, and Youth Affairs CS in 2021.

Chepkemei was named among the Top 25 Women in Digital 2021 having pioneered the Konza Innovation Ecosystem Initiative that brought together various industry stakeholders to support the commercialization of research, innovation and the development of new solutions and enterprises within Konza Technopolis.

In 2017, June was appointed as the Project Coordinator for a New Institute of Strategic National Importance, Kenya Advance Institute of Science and Technology (KAIST), that was developed by the Ministry of ICT & Digital Economy in partnership with the Ministry of Education (MoE).

Before joining Konza, Chepkemei was the Communications Business Partner at Safaricom Limited, after a six year stint in the media industry where she rose through the ranks from an intern to become a Business News Editor.

She holds a Master’s degree in Communications Studies from Moi University, a Bachelor’s Degree in PR & Communications from Moi University, Postgraduate Diploma in Professional Marketing from The Chartered Institute of Marketing of the UK, and an Executive Certificate on Innovation from Stanford Centre For Professional Development.

She is also a Chartered Marketer by the Charted Institute of Marketing (CIM), UK.

CS Mutua appoints James Mwaura as new KICC CEO

  • Mwaura takes over after the position was left vacant following the exit of Nana Gecaga on December 29, 2022.
  • Mwaura has over 19 years experience in Finance, Accounting, Banking, Administration and Corporate Governance in public and private sector.

James Mwaura has been appointed the new Chief Executive Officer of Kenyatta International Convention Centre (KICC).

Tourism and Wildlife Cabinet Secretary Alfred Mutua said the appointment takes effect from March 16, 2024.

"Mwaura will be tasked with spearheading Kenya’s conference tourism and positioning the destination globally as a preferred meetings destination of choice," Mutua said.

Mwaura takes over after the position was left vacant following the exit of Nana Gecaga on December 29, 2022, after seven years at the helm.

"In life, everything happens for a reason and a season. One of my seasons has come to an end while my next season is just starting," Gecaga said in her farewell message.

Gecaga had served as the CEO of the Kenyatta International Convention Centre (KICC), from April 1, 2016.

Upon her exit, Patricia Ondeng was on December 31, 2022, appointed to serve in the position in an acting capacity.

Mwaura holds an MBA in Finance and a BBA (Accounting and Finance), an LLB, CPA (K) as well as CPS (K).

Mwaura has over 19 years of experience in Finance, Accounting, Banking, Administration and Corporate Governance in the public and private sector.

Mutua said he is expected to use his experience and expertise in the public and private sectors to position KICC and Kenya beyond conferencing.

This, he said, is expected to translate to revenue growth for the Corporation.

"His extensive knowledge of Conference Tourism also known as Meetings, Incentives Travel, Conferences and Exhibitions (MICE) matters will enable him lead the corporation in enhancing its competitiveness," the CS said.

KICC is the largest Convention Centre in Eastern Africa with the capacity to hold over 10,000 delegates.

Uganda Losing The Lions' Share With Sharp 20-year Decline

Uganda is suffering a steep decline in its number of lions following a 45 percent slump in the past 20 years, the tourism and wildlife ministry said on Tuesday.

That tailoff has seen numbers shrink from 493 to 275, largely owing to growing conflict between humans and animals in the wild, the ministry said.

"Lions have declined sharply due to retaliatory killings, resulting from human-wildlife conflicts," the minister, Tom Butime, stated as he released a national tourism report.

"Lion numbers have fallen from a peak of 493 in 2014 to 275 lions in 2023."

However, Butime said he was pleased to announce that some other species have seen their numbers rise, including gorillas -- up from 302 in the early 2000s to 459 by 2022.

Uganda, in east Africa, is reputed for enjoying some of the world's richest biodiversity.

Most of its lions (224) inhabit the park at Murchison Falls, although numbers are down to 39 in Queen Elizabeth National Park, where the lions are famed for their tree-climbing ability.

That dropoff follows several apparent cases of poisoning -- nine in 2022, six in 2021 and 11 in 2018.

But investigations into who was responsible -- cattle breeders seeking to limit attacks on their stock are suspected, as well as poachers -- have run into the sand.

Four poachers were arrested in 2021 when four lions' heads and body parts were discovered along with bottles containing poisonous substances, spears, a machete and a hunting net.

In a report last year, the government warned of threats to lions and chimpanzees. In contrast, Uganda's elephant population has nearly quadrupled to 7,975 over the past four decades.

In that time, the number of giraffes has increased sixfold to 2,072 and the number of buffaloes almost doubled to more than 44,000.

National parks are a key driver of tourism in Uganda, accounting for 7.6 percent of GDP, according to the ministry of finance.
