What to book.

Airfare is limited to the lowest-cost, logical, non-refundable, coach/economy class fare available, unless:

  • The traveler has been granted an ADA exemption through the Employee Disability Resources Office or
  • It is an international flight with 8 hours or more of total flight time, including domestic segments (allowable upgrade to Premium Economy class only ).

Travelers can use the following to pay for lodging and allowable air travel-related expenses:

  • Reimbursement for out-of-pocket expenses

Travel booked using personal airlines miles or credit card points will not be reimbursed.

Personal travel and promotions

Combining business and personal travel.

If personal travel is combined with business travel, a cost comparison is required . The University will not incur additional expense for personal travel. Acceptable cost comparisons include Concur screenshots or designated agency documentation (such as emailed quotes). Due to airfare pricing and availability fluctuation, accurate cost comparison must be done at the time of booking to be valid.

When traveling with a companion (non-business-related traveler), contact Travel, Inc. to reserve flights for both the business traveler and companion.

Airline promotions

All airfare purchasing decisions should be made based on business needs and policy compliance. Employees will be reimbursed based on fare paid and will not be compensated for business use of any vouchers, or certificates of frequent flyer miles redeemed.

Vouchers, certificates, or frequent flier miles received as a result of University business travel belong to the individual and may be used for future business travel or personal travel.

The university has a managed travel program. Travel policy is established to ensure prudent use of university resources while ensuring the safety of travelers and minimizing the administrative burden on travelers and support staff.

Policy Summary

Travel by air is limited to the lowest, logical, non-refundable, coach/economy class fare available unless otherwise noted. All flights must be booked through Concur or the university’s contracted travel agency. Certain associated fees are payable/reimbursable. Cost comparisons from the university’s contracted travel agency are required for trips including personal travel.

  • NCAA-funded travel has specific requirements, some of which may be less restrictive than university policies or rates. NCAA-funded travel will be governed by NCAA policy.
  • Sponsored projects (e.g., fund 144 or 133) are subject to the terms and conditions of the specific award, as well as applicable program guidelines, which may restrict the use of funds for certain types of expenses. Contact the Research and Sponsored Programs (RSP) accountant for your award with any questions.

  • The traveler has been granted an ADA exemption through the Employee Disability Resources Office , or,
  • It is an international flight with eight hours or more of total flight time, including domestic segments (allowable upgrade to Premium Economy class only).
  • International Flights That Can Not Be Booked with Designated Travel Management Company or are Purchased Abroad (Outside the United States) for a Lower Cost: Though rare, some international airline tickets cannot be purchased by a designated travel management company or are available at significantly higher rates. Some remote international carriers must be purchased in-country. If purchasing airfare abroad, the origin and destination must both be international locations. Flights purchased under this exception may be booked directly with the airline.
  • Independent Study Abroad: UW–Madison students traveling for programs provided wholly by international institutions of higher education or third-party affiliates.
  • University Organized or Faculty-Led Programs: When UW–Madison students are traveling for the primary purpose of participating in a university-organized or faculty-led program, students are allowed to purchase travel on their own and first meet as a group at an international location. Applicable university-organized or faculty-led programs are reviewed and approved by the University International Travel Committee (UITC)  and the IAP Faculty Advisory Committee .
  • Baggage: The first piece of baggage within the airline's weight and size limits is payable/reimbursable. Costs for additional baggage beyond the first piece and overweight or oversized baggage may be payable/reimbursable with a business justification.
  • Aisle, Window, or Exit Row Fees: Additional fees associated with booking a coach/economy aisle, window, or exit row seat are payable/reimbursable. This is not to be confused with fare class upgrades, which are typically not allowed.
  • Change/Cancellation Fees: Fees charged for changing a non-refundable ticket are payable/reimbursable if justified by circumstances outside of the traveler’s control (i.e. meeting dates changed).
  • Booking Fees: Travel agency and online booking fees are payable/reimbursable.
  • Federal Excise Taxes: Federal excise taxes are payable/reimbursable.
  • Indirect routing or extra stops for personal reasons .
  • Travel prior to or after the required business travel dates.
  • Using transportation methods that are not the most efficient or cost-effective (i.e., electing to drive/take a train versus fly when flying would be the most efficient and cost-effective option) .
  • Departing from/returning to an alternate city (not near campus/headquarter city) for personal reasons.
  • Any other situation where the traveler’s itinerary is modified for personal reasons.

Either the traveler’s actual flight or their comparison flight—whichever is less expensive—is payable/reimbursable. The University will not pay/reimburse excess costs related to personal travel. Cost comparisons are not required for non-employees. Acceptable cost comparisons include Concur screenshots or designated agency documentation (such as emailed quotes). Due to airfare pricing and availability fluctuation, accurate cost comparisons must be done at the time of booking to be valid. Airfare payments or reimbursement claims submitted without a valid cost comparison will be paid or reimbursed at a flat rate of 80% of the total cost of the fare, no exceptions.

  • Airline promotions. Employees will be reimbursed based on net fare paid. Use of any vouchers, certificates or frequent flyer miles will not be reimbursed. Any vouchers, certificates, or frequent flier miles received during University business travel belong to the individual and may be used at their discretion.

Consequences for Noncompliance

Noncompliant airfare purchases will not be paid or reimbursed by the university.

The only thing that would make the experience better is a little more leg room and the overhead bins are very low. I hit my head when I was settling into the middle seat and was nervous about poking my eye on the corner of a lowered bin when I was deplaning.

It helps manage expectations to know that this is a discount airline. I brought my own snacks so that I wouldn't have to buy something if I got hungry or thirsty for soda during the flight. One of my seat mates was unaware that he would have to pay $4 for a Coke and was a bit upset. He hadn't listened to the flight attendant say "Drinks for purchase?". All of the employees I interacted with were friendly and professional. My one complaint is that the overhead bins are very low when they are open. I was heading for the middle seat and unexpectedly hit the top of my head on the bottom of the open overhead bin. The headrests were also a little uncomfortable. But overall, for the price, it was a decent value, and I would fly Breeze again.

The main person that was coordinating everything was a short white/light skin Spanish man and he was very rude. It honestly made me feel like it was everyone’s First day at work. His announcements were very not reasonable and they did not make sense. The stewardess on the flight that made the announcements she didn’t even know what she was talking about she sounded inebriated. There were no snacks or drinks on our flight there wasn’t even much turbulence. This flight was not enjoyable nor was it what a Delta flight should be and just this past week I flew with Delta 3 times.

Crew was great! I need wheelchair assistance and they knew who I was and updated me that my chair was on its way and to just hang tight. There was some turbulence but the captain announced we would be going thru it and he handled the plane well. Landing was soft and his.

Aircraft very cramped. Check-in was great with an agent helping us. Food was almost non-existent. Pre-flight went well once I got the app reloaded on my phone since we don’t fly much anymore.

I like that it got us where we were going. Everything else needed work. It was 1/2 hour late and we took off an hour late. The plane had to be cleaned and the disabled loaded on board before we could take off which took forever and then we sat at the terminal FOREVER before we took off. The ride was so bumpy that they couldn’t serve drinks and snack but to about 1/2 the plane. Seriously we should have flown out of Fort Lauderdale. The food on board was poor, usually on international airlines alcoholic beverages are offered free of charge , but here it was for a fee, the cutlery was wooden, there were no hot drinks (tea, coffee). Unfortunately, I didn't take pictures of the portions of food, but it wouldn't have been enough for a child either.And in the future, I will try not to use the services of this airline

That flight was smooth, and staff we courteous. it was a full flight so very tight. The boarding through security was not properly controlled. it was rushed and the scanning process for our bags, etc. was pilling up at the other end with no time to empty our belonging my personal items almost toppled over on the floor if i hadn't caught it rapidly. Was it just that time, or always like this - cant say. other than that all else was fine.

Boarding was friendly and quick. While the plane model was older with no live tv, the entertainment was full of movies and tv shows. All food was available. Pilots were very communicative with status of the flight. Flight landed on time.

The flight was great until towards the end when the flight attendant read an excessively long commercial for purchasing an american airlines credit card. Me and my husband experienced very bad in American Airlines. We missed our flight going to Doha. The American Airlines was delayed we arrived already 10:27pm. Supposed to be 9:40 pm. So what they did they rebooked our flight and they gave us a hotel. When we arrived at the hotel the front desk said it was fully booked already. Oh my gosh! I said why did you accept the booking if it's fully booked. The guy said that's American Airlines they just book even it's already full. That's 2am already, we have nothing to do so, we decided to go another hotel. We pay the room, food and taxi. Pls give an action on this matter. Refund our expenses and give us more compensation. Not only our room, food, taxi but also our efforts, tiredness looking for a room that can accommodate us.

30 minute delay due to boarding and settling of a family.

I am HIGHLY unhappy with the amount of money I spent on the flight. Paid in advance only to find the flight at a discount price a week or so before the flight. I will not fly frontier again and have bad mouthed your business since to anyone I have spoken with about flying (which has been many a people). Crew was mediocre and instead of moving me to a spot where I could gain some leg room they sat their flight attendant there. Won’t be flying frontier in the future.

Well, I didn’t have food! So NA wasn’t an option. I’ll be back!

First time flying with Frontier . From buying tickets ,getting boarding pass and boarding plane was super easy. Definitely would fly again with Frontier .

Our flight was on time and unremarkable which I'm grateful for, as it is not the norm traveling these days. Frontier is a low-cost carrier and it really shows when compared to other "normal" carriers. They don't even give you water during the flight. The coach seats are decent, however it was not as clean as it should be. We had crumbs all over the floor by our seats.

They lost my baggage on my connection flight, it’s been 24 hours since I put my claim in and still no update on my bags.

The flight was canceled, then delayed twice, we were moved gates twice. Short staff at the counter and check in. We waited for our flight 9 hours. Will never use Frontier ever again, or Spirit.
