Indian Ocean Cruises Highlights

Colourful and lively festivals and celebrations take place throughout the year, so you may just get the chance to experience one of these special events during your cruise around the Indian Ocean:

Ganesh Chaturthi

Taking place in Mauritius in September, this Hindu celebration sees the locals carry statues of Ganesh- God of Wisdom- through the streets to the beach where they submerge his head in the water.

Fete Afrique

Held in May each year in the Seychelles, this festival has music, dancing and food to celebrate the country's African ties.

Independence Day

On July 26 each year in the Maldives, locals come together to celebrate the country's independence in 1965 with dancing, performances, food and partying throughout the day.

Boasting a tropical climate throughout the year, you're bound to enjoy high temperatures and sunny days whichever time of the year you choose to travel. However, January and February tend to be the months which experience the most rainfall, so if you want to make sure that your cruise is as dry as possible, the best time to go on an Indian Ocean cruise is simply to avoid the beginning of the year.

Activities, excursions and adventures are endless when sailing across the Indian Ocean. From diving, snorkelling and surfing for those that love to be in the water, to ultimate levels of relaxation on postcard perfect beaches, everything is possible in this grand oceanic utopia. However, some real highlights of a cruise here include:

Embark on a culinary adventure with the delicious variety of delicacies to choose from whilst sailing the Indian Ocean. From the rich local spices of India to the sweet enticing aromas of South East Asia, the freshest catch of ocean seafood and the distinctive sizzling BBQ grill on the Indian Ocean islands, dining in these corners of the world will make even the choosiest of foodie’s dreams come true.

Head out into nature and spot some of the amazing species which call the countries around the Indian Ocean home. From a drive through Domaine Les Pailles in Mauritius to see the deer and monkeys, to the exotic flora and fauna of Madagascar, you won't be disappointed by what you find.

Boasting vibrant cities such as Nosy Be in Madagascar, Male in the Maldives and Colombo in Sri Lanka, take a trip into the heart of these busy capitals and get a glimpse into local life as you tour the historic landmarks and wander the fascinating streets.

This collection of exotic cruises includes the islands of the Maldives, a ribbon of coral atolls in the warm turquoise waters of the Indian Ocean. The Maldives are the perfect destination to relax, snorkel, swim, dive and fish under the tropical sun. Enjoy informal BBQs on idyllic sand banks under the stars, watch stunning sunsets with a cocktail in hand and snorkel among colourful marine life.

The beautiful islands of the Seychelles are a stunning mix of perfect beaches, picture postcard villages and exciting flora and fauna.

Mauritius, a volcanic island situated in the Indian Ocean, is lush and beautiful, with lovely mountain ranges, fine beaches, stunning coral reefs and picturesque villages. Madagascar, the ‘perfumed island’ includes the picturesque Nosy Be and Diego Suarez.

The island of Sri Lanka is situated off the southern coast of India. Explore the capital city of Colombo which traces its roots back through Dutch and Portuguese occupations and visit Galle, home to an impressive 17th-century Dutch fort.

Chennai, formerly Madras, is India's fourth-largest city and the capital of the state of Tamil Nadu. Worth visiting is the tree-line residential area of Mylapore, where you will find the 7th-century Kapaleeshwarar Hindu temple and its heavily decorated tower. Visitors to Chennai usually travel to the neighbouring town of Mahabalipuram to see its magnificent temples, statues and carvings.

The Keralan city of Cochin is well known for the 20-metre long Chinese fishing nets used at Fort Koch and for St Francis church which is the burial place of Vasco da Gama. Just outside Cochin and accessible by taxi or rickshaw is Mattancherry Palace, where the upper floor was once used for the coronation of Cochin's Rajas. The building's walls are decorated with murals illustrating scenes from Hindu mythology. Performances of the local Kathakali dance are regularly held in the town's cultural centre.

Colombo is the economic and cultural heart of Sri Lanka, and has been an important trading post for centuries. The port area was settled by Arabs in the 8th century since when many other civilizations have come and gone. The Pettah Market area has some interesting buildings, including the candy-striped Jami-ul Alfar Mosque and the Khan Clock Tower. Many Muslim traders specializing in gold and jewellery sell their wares here.

Goa is India's best-known beach resort with 100km of scenic, palm-fringed coastline. Anjuna Beach in Panjim, the capital of Goa, was a hippy destination in the 1960s, and has elegant colonial buildings and mansions. Old Goa was a Portuguese colonial territory for five centuries, and there are many 16th-century churches and older Hindu temples in the region. South Goa has waterfalls, paddy fields and fruit plantations.

Male is the principal port of the Maldives, a jumble of skyscrapers, old buildings and markets. Majeedhee Magu is the main road on the island, bordered with shops selling everything from perfume to electronics. The town is surrounded by sea walls and has an artificial beach and a wide variety of restaurants.17th-century Hukuru Mosque is worth a visit for its black coral walls, engraved beams and panels decorated with carved Arabic writings.

Mauritius (Mauritius)

The port for Mauritius is Port Louis, a multi-cultural city with Hindu, Islamic, Christian, Chinese and Creole districts. The city has many shopping opportunities which range from lively street markets to a large shopping area on the seafront with fashionable boutiques. The Natural History Museum exhibits the only-known skeleton of the extinct dodo, and Fort Adelaide offers splendid views of the city. The island has some of the best beaches in the Indian Ocean and a mountainous landscape.

The French overseas territory of Mayotte is an archipelago situated between Mozambique on the African continent and Madagascar, and is one of the Comoros island group. Its white sand beaches attract many French holidaymakers, making this an expensive destination. Sea turtles lay their eggs on the beaches in the south, and in the summer, humpback whales are often seen in the lagoon. The majority of Mayotte's shops and restaurants are in Mamoudzou, which is chiefly a business and commercial centre.

Mormugao is Goa's key port, with an old-world atmosphere and a blend of Portuguese and Indian architecture, used as the backdrop for several Bollywood films. It has golden beaches and the 6th-century Arch of the Viceroys which commemorates Vasco de Gama's arrival in Goa, and the huge St Catherine's Cathedral. Other sights include Mormugao Fort and nearby Varca beach, a stretch of palm-fringed shore with rows of wooden fishing boats and palm-thatched longhouses.

Mumbai (India)

This is the largest port in Western India, noted for its financial centre and Bollywood, the world's largest film production centre. Mumbai's most famous symbols are the Gateway to India, a grand arch, and the nearby Taj Mahal Palace Hotel. British influences can be seen in the stained glass and sculptures of Victoria Rail Terminus, a World Heritage Site. Mumbai is a pleasantly chaotic city packed full of bazaars, roadside stalls, traffic and some of India's best restaurants.

New Mangalore

New Mangalore port is situated in Panambur north of the Gurupura river. Besides the beautiful beach of Tanniru Bhavi, places to visit in Panambur include Nandaneshwara temple. There are many more temples in Mangalore itself, the most famous being Shir Sharavu Mahaganapathy, where devotees gather during religious festivals. Mangalore is considered a scenic city, shaded with coconut palms and crossed by hills and streams.

Nosy Be island is Madagascar's chief tourist destination, but remains unspoilt, the air rich with the scent of ylang ylang which grows wild here. There are good outdoor restaurants on the sands and the water is crystal clear. Inland are fields of sugarcane and rum distilleries, and visits may be available to the coastal Lokobe Nature Reserve, home to gigantic trees, many bird species, chameleons and lemurs.

Reunion (France Overseas Territories)

Reunion is a French island territory east of Madagascar and south of Mauritius. Its landscape is diverse, with primary forest, serrated peaks, volcanoes and lava fields. The capital of St Denis has a botanical garden, a museum of modern contemporary art with paintings by Picasso and Gauguin and the impressive Notre Dame church. There are two dramatic Pitons ' Le Fournaise and Neiges, which have forested slopes, and two of the island's calderas can be explored on foot.

Seychelles (Seychelles)

The Seychelles archipelago consists of 115 islands lying north-east of Madagascar. The Inner Islands of Mahe, Praslin and La Digue are the most visited, with the Seychelles capital and port, Victoria situated on Mahe. Mahe is covered with mountains and dense tropical vegetation, including coconut palms, banana plants, mango and breadfruit trees, and has many white sand beaches suitable for swimming and snorkelling. Port Victoria has a National History Museum and Botanical Gardens with an giant tortoise enclosure.

St Denis is the capital of Reunion Island, a French territory south of Mauritius in the Indian Ocean. The island's dramatic and lush scenery is topped with the peaks of two pitons, Le Fournaise and Neiges. Plants unique to the Seychelles thrive in the tropical forest, where the carnivorous Seychelles Pitcher Plant and the jelly fish tree can be found. In St Denis the museum of modern contemporary art holds paintings by Picasso and Gauguin, and the hillside church of Notre Dame has an unusual statue of St Expedit dressed as a Roman soldier.

Also known as Toliara, Madagascan Tulear is next to a spectacular string of huge sand dunes backed by savannah, and Tulear Reef which stretches north to Morombe. Close by are the idyllic Ifaty Beach and Isalo National Park. The park has deep canyons and sandstone rock pinnacles, with large populations of birds, reptiles and lemur. In Tulea there are brightly-painted pousse-pousse, or rickshaws, a shell market, restaurants, an excellent arboretum and broad avenues. The sacred banyan tree of Miary on the outskirts of Tulear is worth a visit ' a huge specimen with branches spread across many metres.

Visakhapatnam

Although mainly an industrial city, Visakhapatnam is a popular resort with good sandy beaches, and is situated on India's east coast among the hills of the Eastern Ghats. There is a Ropeway cable car giving long-distance views of the city, shore and hills, and a museum housed in a de-commissioned submarine. Other attractions include the richly-decorated 11th-century temple of Simhachalam on the Hill of the Lion Lord.

A huge thanks to blue water holidays for organising a great holiday. All round great experience, great itinerary but still flexible in as much as you can still do as you wish throughout the week; I was allowed to go off and explore the islands if I chose not to partake in the organised day trips ?? all the staff were great and couldnt do enough for you; and were pleasant throughout and always smiling - wouldnt hesitate to book with these guys again

Really helpful staff this end too; great communications and no delays in answering my many emails!

We have just returned from an amazing 2 weeks cruising on yasawa princess around the south ari atoll and the south male atoll, stopping off at sandbars and small islands for swimming and snorkelling (or diving if you wanted this). Although, for the price, we expected few frills actually we were pleasantly surprised: Captain Ahmed and his crew could not have done more to make our stay special and enjoyable; from the chef who cooked our eggs each morning, to the bar staff, the room boy, the dhoni crew who helped us on and off the boats (and sorted out the messy bits whilst night fishing) and especially Sophie the tour rep who paced up and down the beaches watching out for the snorkellers safety, making sure we drank enough water, and arranging quizzes, crab racing ( yes, we did return them to the beach we collected them from!) and other entertainment.

Although not guaranteed of course, we saw amazing (Im running out of superlatives!) coral gardens and all the fish on our list wed seen before and were favourites and some that were new to us (I found Nemo!). One evening night fishing we saw flying fish, a turtle, two manta rays, dolphins and a beautiful sunset; my husband caught 3 fish -some caught were eaten at the beach barbecue!

We also met some lovely, fun people, which meant we had a great time; about 30% were repeat bookings, some meeting up with friends made in previous years, which speaks volumes. Guests were mainly British, aged between 50 and 65 but for one of our weeks there were 2 swedish girls (what a great laugh they were) and an Australian couple.

Brillint holiday on Yasawa Princess...amazing varieties of fish and coral on the reefs around little islands and sandbanks, best we have seen and we have been to Barrier reef and Red Sea.

Nothing was too much trouble for the crew and captain..beach picnics and BBQ`s great fun..very good food...good selection and freshly cooked Action Fish and Chicken.

Not luxury but exactly right for a relaxing holiday swimming snorkelling or diving. Great company of like minded people there to enjoy everything.

Where would you like to cruise?

Indian ocean islands.

This treasure trove of jewels are scattered across the sea, ripe for cruise exploration - once you disembark, you may not want to leave!

India and Sri Lanka

There are not many countries that leave such lasting impressions as India and Sri Lanka. Steeped in a wealth of fascinating history and culture, there’s so much to explore and experience.

Popular Indian Ocean Cruise Destinations

Unique plants and animals, a staggeringly impressive landscape and inviting bays make Madagascar a must-see destination.

Sri Lanka's naturally wonderful landscape has been shaped by Hindu, Buddhist, Muslim and European influences for a fascinating multicultural heritage.

Made up of 26 ring-shaped atolls, this picturesque Indian Ocean nation is exceedingly romantic and an ideal place to get away from it all

Experience exotic interludes on an India Ocean cruise

The word ‘paradise’ is often overused, but exceptions must be made for the entrancing islands you’ll discover on an Indian Ocean cruise . The engulfing lagoons, with water so translucent it’s like gazing into an endless emerald, picturesque beaches and ever-present sunshine all harmoniously pull together to keep hopeless romantics, families and intrepid explorers under their flawless spell.

Magnificent Maldives - made up of 26 ring-shaped atolls, this Indian Ocean nation is astoundingly picturesque, exceedingly romantic and an ideal place to kick back and relax. Swim with manta rays and sharks, view the glory of the Maldives from a seaplane, dine in the world’s most beautiful restaurant (Ithaa, in case you’re wondering!), hit the shops for Maldivian souvenirs or relax on a picturesque beach.

Madagascar’s topography is downright astonishing. Only on earth’s fourth largest island could you expect to find desert, forest, beach, canyons and mountains all forging allegiance with the baobab trees and bouncy lemurs so cute you’ll want to sneak them back with you. Head to Nosy Be (Madagascar’s number one beach destination) for soft white sand, turquoise waters and delicious seafood. With its sunny climate, Nosy Be is the perfect spot for water-based activities such as diving, swimming, snorkelling, sailing or fishing.

Sandy white beaches, dazzling turquoise waters, charming people, verdant countryside – find your paradise in Mauritius . Though famous for its powder-white beaches, sapphire waters and luxury resorts, Mauritius is home to so much more – hiking in the forest, world-class diving and snorkelling offshore, there is so much to do on a Mauritius cruise.

Few cruise holidays will leave such lasting impressions as those which go to India and Sri Lanka . Discovering these countries is a pleasant sensory overload; vibrant colours, heady aromas and symphonic sounds are all around you. Steeped in a wealth of fascinating history and culture, there’s so much to explore and experience – you won’t want to return home after your adventure.

Originally colonised by the Portuguese as a trading post, Colombo is now a hub for trade and tourism. The town centre, Fort Colombo, is easy to explore on foot, by rickshaw, or by a slightly more nail-biting Tuk-Tuk ride. The National Museum is Sri Lanka’s premier cultural institution. With galleries dating back as far as 1877, you’ll leave feeling enriched with Sri Lanka’s ancient past.

Itineraries and opportunities are infinite on a cruise to India and after pampering the palate in spice centres such as Goa and Mumbai , you’ll be on culinary cloud nine. India’s smallest state, Goa has more than meets the eye. There’s more to this laid-back part of southern India than yoga retreats and tie-dye market stalls, from the picturesque Portuguese influences left from the 500-year occupation to thrilling water sports and cultural spice farms, there’s something for everyone who loves the sea, sun and sand. As one of the wealthiest and most populous regions in Asia, Mumbai has been an inspiring tourist hotspot for years – head to Taj Mahal Palace (Mumbai’s most famous landmark) to immerse yourself in history so intrinsically linked with the nation.

Heralded as the ‘Queen of the Arabian Sea’, the city of Cochin is considered the regional centre for the arts, while the historical towns of Fort Cochin and Mattancherry offer a plethora of interesting landmarks. With such a diverse history and culture, it’s no surprise that this serene port has been receiving visitors to its shores for over 600 years. Mattancherry Palace is a fantastic attraction to immerse yourself in Indian history and culture – the building combines European and Keralan styles.

All Inclusive Cruises vs. Traditional All Inclusive Vacations

Sail to the destination of your dreams from the departure port that works best for you. Enjoy cruise perks all for one affordable price. Similar to a traditional all inclusive vacation, food and entertainment on board is included in your cruise fare. Most cruise lines also offer a special and affordable drink package for your trip. Frequently asked questions about Africa and Indian Ocean cruises

Cape Town, the famous South African city nestled at the foot of Table Mountain, is our first recommendation for this region. Take in the views riding the Flying Dutchman Funicular, or meet native African penguins on Boulders beach.

Our second highlight is Colombo, in Sri Lanka. Explore local history in the Colombo National Museum, try the unique flavors of local curries, or travel outside the city to visit the Kelaniya Raja Maha Vihara Temple, once visited by the Lord Buddha himself.

Last but not least is Réunion, an island east of Madagascar with a unique French flavor. Sun yourself on perfect beaches and explore lush, green forest on a visit to this ocean oasis.

Temperatures in Africa and around the Indian Ocean tend to be on the higher side, though the region is large and weather can vary depending on where you cruise. Generally, the summer months are best avoided, and cruises tend to operate between September and May when days are cooler and crowds are smaller.

The climate in Africa and around the Indian Ocean is warm, and sometimes humid. Light, breathable layers are key here: loose shirts and shorts/skirts are a good choice. Bear in mind that local cultures can be conservative, particularly in the Middle East and when visiting temples and other religious sites. Cover shoulders and legs above the knees, and avoid scoop-neck or low-cut tops. It might be wise to carry a loose scarf or shawl as well. Check advice for specific locations before you travel for more information.

Sun protection and a light waterproof jacket are also advised, as well as comfortable shoes for exploring cities, or more rugged terrain, on foot. Each Cunard Queen is fitted with pools and spa facilities for your enjoyment, so pack swimwear, and formalwear for our glittering Gala Evenings.

Namibia, South Africa, Mauritius, Reunion, United Arab Emirates, India, Sri Lanka, Malaysia and Thailand are all available to visit on a Cunard cruise. Explore further on our Africa & Indian Ocean ports page .

Cunard visits over a dozen colorful locations in the region, including Cape Town, Dubai, Abu Dhabi and Walvis Bay. Discover more on our Africa & Indian Ocean ports page .

Award-Winning Cruises To & From California

Sail off to stunning destinations along the Pacific Coast on one of our breathtaking California cruises. Departing from the glamorous port of Los Angeles, these itineraries range from six- or seven-night journeys north to Oregon and Vancouver to unforgettable sailings of 14 nights or more that venture through the dramatic Panama Canal.

Embark on a Pacific Coastal cruise that visits scenic ports in California including cosmopolitan San Francisco and sleepy Catalina Island. Or embark on a once-in-a-lifetime journey through the Panama Canal, stopping in beautiful destinations in Mexico, Costa Rica, and Guatemala along the way.

California Cruise Highlights

California is famed for its fine wines, particularly those grown in the Napa and Sonoma Valleys. Head out of San Francisco over the Golden Gate Bridge to the rolling wine country of Sonoma Valley, dotted with sleepy country towns and wineries. Here, you’ll visit a local grower, enjoy a tour of the winery, and have time for a tasting. Further north, in Oregon, taste some of the world’s finest pinots in the scenic Willamette Valley, where there are no less than 700 wineries.

Cosmopolitan San Francisco

Few cities are packed with as many iconic sights as San Francisco, from the graceful vermillion span of the Golden Gate Bridge to the vintage cable cars, the zig-zag of Lombard Street, the Victorian “Painted Ladies” of Haight Street, and the colors, aromas, and bustle of Chinatown. Head to North Beach for the best Italian coffee, shop for souvenirs at Pier 39, and take a tour of seemingly impenetrable Alcatraz to learn about the legendary criminals who were incarcerated here.

Scenic Hikes

Join a guided hike over the scenic East End Trail on rugged Catalina Island, climbing to 1,684 feet, with sweeping views of the eastern shoreline. Commune with nature in this pristine environment, where you could spot bald eagles, Catalina gray fox, deer, and bison. From San Francisco, one of the most beautiful hikes is the six miles of trails snaking through Muir Woods, a primeval landscape of ferns and rushing streams shaded by magnificent redwoods.

California Cruise Destinations

Experience the thrill of sailing through the Panama Canal, a wonder of engineering that connects the Pacific Ocean and the Caribbean Sea. Get close to the locks and learn about the canal’s history on a trip from Colon, or paddle a kayak on Panama’s island-specked Gatun Lake. Panama Canal itineraries also visit buzzing Puerto Vallarta and Huatulco in Mexico, and the cloud forests of Costa Rica, rich in wildlife. Historic Cartagena, all cobbled streets and vibrant color, is another highlight.

Make your way along the rugged Pacific Coast visiting unforgettable destinations in California, Oregon, and British Columbia. Explore rugged Catalina Island on two wheels, or on a guided hike. Take advantage of an overnight stay in San Francisco to explore the museums, taste dim sum in Chinatown, and visit the rolling vineyards of Sonoma or Napa Valley. Embrace the seaside charm of historic Astoria and stroll through the pristine Butchart Gardens in quaint Victoria on Vancouver Island.

cruise and stay indian ocean

I've stayed in 3 types of rooms on cruises, and the cheapest was never worth it. Here's what to book instead.

  • I'm a frequent cruise traveler who's stayed in a variety of onboard accommodations.
  • The least expensive rooms have no view and are usually cramped, especially if shared by a family.
  • Splurging on a higher-category cabin on my last cruise was the best decision I made.

Automatically booking the cheapest room on a cruise ship without doing proper research first can ruin a trip.

As someone who's been going on cruises for over 10 years, I've learned that the price tag for these vacations can vary based on a number of factors — from cruise line to trip duration to room category.

Staying in the most standard-level cabin seems like an obvious way to keep costs down. But after trying out three different room categories, both with and without my kids, I've found that a ship's least expensive option is almost never worth it.

Based on my experience in three different cruise-room categories, here are the ones I recommend skipping and the ones I recommend splurging on.

Interior staterooms are limited in space and privacy

The standard (and least expensive) room on any cruise ship is typically called an inside or interior stateroom.

These cabins often sleep three to four people and are located in the middle of the ship, with no exterior view of the vessel's surroundings.

I've stayed in interior staterooms on a Carnival Cruise Line ship and a Disney Cruise Line ship . Aside from different decor styles and a few small touches, this room category is fairly standard across the board.

When I'm on a cruise, I like to wake up and open my curtains to look at the ocean or the port where the ship is docked , which isn't an option in these inward-looking cabins.

Apart from having no view, interior staterooms are very small. The exact square footage varies but, for reference, the Disn ey Fantasy cruise ship's interior stateroom is 169 square feet and a Royal Caribbean ship's version is around the same size at 164 square feet .

To put those numbers into perspective, standard hotel rooms in the US are, on average, around 330 square feet , almost double the size of the entry-level cruise accommodation.

I want to be able to maneuver around without tripping over luggage, accent furniture, or my own family members. And because of the lack of space in interior staterooms, that's a challenge.

This category is definitely the most economical option, making it ideal for travelers on a budget .

However, if families, especially ones traveling with teens, can swing an alternative, they should steer clear of cramming into an interior stateroom and opt for a category with more space and privacy.

Ocean-view staterooms provide slightly more space but can still feel cramped

The next category up is usually an ocean-view stateroom.

With an outward-facing window, ocean-view staterooms are a solid mid-tier option for travelers who want more space than an interior stateroom offers but don't want to spend extra for a balcony room.

Their exact size and capacity range from ship to ship, but Disney Fantasy's ocean-view staterooms are 204 square feet , and Royal Caribbean's Symphony of the Seas' version is 179 square feet .

Many of these accommodations fit up to five people. If you have more than four family members (yes, infants who are six months and older are part of the headcount), making the jump from an interior stateroom to an ocean-view stateroom is absolutely worth the extra money.

Some cruise lines sell ocean-view rooms as the entry-level category for families of five or more travelers , simply because many interior staterooms can only accommodate a maximum of four guests.

My top pick is balcony staterooms, which offer privacy and plenty of space

Balcony staterooms, also known as veranda staterooms, are usually the largest accommodation option you can get without concierge service or extras.

I recommend this category to all travelers setting sail in the future for one reason: the private balcony.

You can open your curtains and enjoy the sights outside, similar to the experience of staying in an ocean-view stateroom. But in this room type, you can step out onto a balcony and take in the sounds and smells, too.

The rooms' sizes and capacities depend on the ship, but balcony staterooms are usually larger than ocean-view staterooms and tend to sleep up to five guests . Even if the rooms' living spaces aren't substantially bigger, they have the added space of the veranda.

Including the terrace, balcony staterooms on the Disney Fantasy are 246 square feet and are between 214 square feet to 279 square feet on Princess Cruises' fleet.

When my family stayed in a balcony stateroom on a seven-night cruise, we made great use of the outdoor space. On a shorter cruise, where the balcony itself might not get as much use, I would still book this category for my family.

The upgrade was completely worth the price increase, especially because we were traveling with two sets of grandparents .

To make the most of the balcony staterooms, we even turned our individual verandas into one large terrace by having our steward remove the partitions between rooms.

This story was originally published on May 25, 2022, and most recently updated on February 5, 2024.

I recently went on a seven-night cruise with my family, and upgrading our accommodation was the best decision of the trip. Sarah Gilliland

How Will Israel Respond to the Iranian Attack?

The answer could determine whether the region is heading for all-out war..

  • Middle East and North Africa

The latest Iranian salvo against Israel is raising fears that a regional war will engulf the Middle East. On Saturday, Iran launched a large drone and missile attack against Israel and seized an Israeli-linked container ship in the Strait of Hormuz. These attacks followed the Israeli assassination of several senior Islamic Revolutionary Guard Corps (IRGC) leaders in Syria.

The Iranian assault on Israel included more than 300 drones, cruise missiles, and ballistic missiles. This is obviously quite a bit more than the 15 ballistic missiles Iran fired at Ayn al-Asad Air Base and Erbil International Airport in retaliation for the U.S. killing of Qassem Suleimani, who led the IRGC’s elite Quds Force, in January 2020. The difference speaks to several points worth considering.

First, the retaliation for Suleimani’s death was about nothing more than restoring Iranian honor. Brazenly killing so important and popular a figure as Suleimani demanded some Iranian response, but Tehran was cautious because it feared an escalatory war with the United States.

Those killed by the Israeli attack on Iran’s Damascus embassy complex on April 1 were not as famous or as powerful as Suleimani, but the retaliation was larger and more sophisticated. The difference suggests that this response was about more than just honor: It was about some element of deterrence.

Iran is well aware of the extent and capability of Israel’s air defenses. The scale of the strike was almost certainly designed to enable at least some of the attacking munitions to penetrate those defenses and cause some degree of damage. Their inability to do so was doubtless a disappointment to Tehran, but the Iranians can probably still console themselves that the attack was frightening for the Israeli people and alarming to their government. Iran probably hopes that it was unpleasant enough to give Israeli leaders pause the next time they consider an operation like the embassy strike.

Nevertheless, while 300 or more attacking munitions certainly sounds like a lot, it also shows signs of restraint that signal Tehran’s own concerns about further escalation. First, Iran could have launched considerably more—not orders of magnitude more but probably at least double what it did without badly depleting stockpiles of its longest-range assets. Second, initial reporting indicates that the attack reportedly focused on one or more military targets, including an Israeli air force base outside Beersheba. That, too, suggests an important degree of caution on Iran’s part. It could have launched at Tel Aviv or Haifa, where any impact would have been far more likely to kill Israeli civilians.

Third, Hezbollah did not participate. Hezbollah is Iran’s ace in the hole. With more than 150,000 rockets and missiles, the Lebanese militant group could overwhelm Israeli air defenses. But Hezbollah is an Iranian ally, not a puppet, and a massive Hezbollah strike could have provoked an all-out war with Israel, something Hezbollah has been trying to avoid . Tehran would only play the Hezbollah card if what it is doing is critically important to it.

All of this reinforces the strategic assessment that Iran is not looking to escalate with Israel and is, in fact, working very hard to avoid escalation. Although Israel has hit Iran’s ally Hamas hard, the war in Gaza has gone very well for Tehran so far. Israel was badly wounded in Hamas’s attack on Oct. 7, 2023, plans for Israeli-Saudi normalization have been put on ice, and much of the Middle East and the wider world is blaming Israel and the United States for all of it. There is no reason for the Iranian leadership to jeopardize all that by giving Israel (or the United States) a justification to do massive damage to Iran, which could snatch defeat from the jaws of their victory.

Moreover, the clerical regime faces significant economic challenges, widespread protests , and violence from ethnic Balochis . In addition, Iran’s military is weak, and it would be on the losing end if there were an all-out confrontation with Israeli military forces, let alone if the United States came to Israel’s aid, as it likely would (and as Iran certainly believes it would). A regional war where Iran might be on the losing end is a risky proposition for a regime already in a difficult position.

Still, Iran has crossed a Rubicon, although it may not recognize it. Iran had never struck Israel directly from its own territory before Saturday. Israel has never openly hit Iranian territory either—all of its attacks on Iran have either been military attacks on Iranians in Syria, Lebanon, and elsewhere or covert attacks on Iranian territory, therefore invoking plausible deniability. This was an acknowledged, indeed trumpeted, military strike on Israel from Iran. It opens the door to Israel now doing the same, and Israel can do far more damage to Iran than Iran can to Israel.

Yet Israel’s calculations are also complex. Iran arms, funds, and trains an array of Israel’s regional foes, including Hamas and Hezbollah. Israeli leaders are preparing for a conflict with Hezbollah, and some even see it as inevitable. Iran also backs the Houthis in Yemen, who are attacking international shipping in the name of striking Israel. Not surprisingly, Israeli leaders believe stopping Iranian influence in the region is perhaps the country’s top priority.

Moreover, Israel has always believed that the sanctity of its deterrent was vital to the survival of the state and the safety of its citizens. Time and again, Israel has responded to any attack guided by the most fundamental logic of deterrence theory: When someone hits you, if you want to make sure they will never do it again, you hit them back 10 times harder. Oct. 7 revived Israel’s commitment to this approach, after years when the country felt safe enough to pull some of its punches to solicit greater international support.

Despite the abject failure of the Iranian attack, Israel might still feel the need to hit Iran somewhere to demonstrate that it will never itself be deterred from responding to restore its deterrent.

The failure of the Iranian attack, however, makes such an Israeli response less likely, and Israel and its military already have their hands full. The war with Hamas is ongoing , and Israel has signaled it intends to clear Rafah despite widespread international resistance, including from Washington. As a result of the war, Israel’s international reputation has plummeted , support has fallen in the United States, and its rapprochement with the Gulf Arab states is on pause. Ordinary Israelis understandably want to return to a more normal life, and the Israeli economy has taken a major hit from both the war and the massive mobilization of reservists. Right now, the Israeli army and most of the Israeli government are looking to shed military problems, not proliferate them.

There are military technical considerations as well. A small but important point is Jordan’s stakes in all of this. The Royal Jordanian Air Force gamely supported Israel not just by shooting down Iranian drones and cruise missiles crossing Jordanian territory but also reportedly opening Jordanian airspace to Israeli fighters to do the same. Although any self-respecting country would have done the former, the latter was exceptional. The Israelis probably won’t forget it—they certainly shouldn’t. Israel should be reticent to launch strikes of its own that violate Jordanian airspace—and the same should be its view toward Saudi airspace for fear of further undermining its desired normalization with Riyadh.

That leaves only a Syria-Iraq or a Turkey-Iraq route for Israeli aircraft and missiles to fly to strike Iranian targets, neither of which is ideal. They are longer legs to many key Iranian targets than the flights across Jordan and Saudi Arabia. Turkey is a NATO ally with some formidable air defenses of its own. There are still Russian air and air defense assets in Syria.

Israel has a quintet of German-made submarines capable of firing cruise missiles of their own. These can be deployed in the Indian Ocean, where their missiles would overfly only international water and Iran itself. But they have only the five, with limited numbers of cruise missiles.

None of that precludes an Israeli counterstrike on Iran, now or in the future, but it certainly complicates it. It suggests that Israel may be more likely to just go back to targeting Iranian personnel and military assets in Syria and Lebanon, and probably Iraq and Yemen, to a greater and greater extent in the future. In other words, Israel won’t be deterred by the Iranian strike, but it probably won’t be provoked by it either.

Finally, the U.S. position is simple. The United States wants to avoid a regional war that could drag in U.S. forces, roil international markets, and complicate the position of Washington’s Arab allies. It wants to protect Israel, but it also wants Israel to wrap up its operations in Gaza . The biggest sighs of relief were probably those in the White House Situation Room overnight, in the belief that neither Israel nor Iran is likely to do much more.

Nevertheless, although both Iran and Israel have strong reasons to de-escalate, politics in both countries are messy, and fear and uncertainty are running high. A simple miscalculation, such as the belief that the enemy will inevitably escalate, could be a self-fulfilling prophecy.

What Saturday’s fireworks hopefully also illustrated is the danger of U.S. disengagement from the Middle East. The region is not better without the United States ; it is far more dangerous, unpredictable, explosive, and threatening to America’s own interests. U.S. diplomacy has helped reassure Israel and makes it less likely that Israel will escalate, while U.S. military forces are part of why Tehran hesitated to do more. The latest round of violence shows why it is important for the United States to take the lead on pushing back on Iran and its proxies and bolstering U.S. allies.
