Philippines Tourism: Post-Pandemic Recovery Under Way In 2024

Tourism / Philippines / Wed 31 Jan, 2024

El Nido, Philippines

Key View: We retain our view that the Philippines’ tourist arrival levels will fully recover to their pre-pandemic levels in 2024, after the country recorded a strong 2023 with over 5mn tourists arriving over the full year. In 2024 we project the Philippines' tourist arrivals will grow to 8.21mn. The country’s continued recovery from the negative impact of the Covid-19 pandemic will be driven by increasing arrivals from key source markets in Asia, Europe and North America (primarily the US). Over our medium term forecast period (2024-2028) we forecast tourist arrivals to the Philippines will continue to expand with the market offering tourists from its key source markets a relatively affordable destination, which benefit from easy access (low level entry requirements) and strong transport links.

In January 2023, the Philippines Department of Tourism reported the country’s tourist arrivals for December 2023 had reached 514,416. The December 2023 figures brings the market’s total arrivals for the year to 5,003,475. The reported arrivals figures for 2023 stand at 61.1% of their pre-pandemic level in 2019 (8.19mn arrivals) and slightly higher than BMI’s projection of 4.9mn arrivals for 2023. South Korea, which has historically been the Philippines' largest arrivals source market, retained its ranking in 2023, making up 26.4% of arrivals for the year.

Strong Month On Month Increase In Arrivals Over 2023

Philippines – cumulative 2023 monthly arrivals & 2024 arrivals forecast.

We forecast the Philippines’ arrivals to grow by 64.0% y-o-y in 2024 to reach 8.21mn arrivals. This would be a full recovery in arrivals, as well as being higher than the 8.19mn arrivals welcomed in 2019. We believe the growth and recovery in arrivals over 2024 will primarily be driven by increasing arrivals from key source markets, such as South Korea, Mainland China, the US, Japan, and Australia. We forecast the country’s arrivals to continue to increase over the remainder of our 2024-2028 forecast, reaching a projected 9.5mn arrivals in 2028. This represents an average annual growth rate of 15.8% y-o-y over 2024-2028.

We note that there are short term risks to our outlook for the Philippines arrivals stemming from heightened consumer inflation in the Philippine’s key source markets. We expect inflationary pressures to ease over 2024, but consumers will remain price sensitive in the short term and this is likely to be reflected in increased travel to domestic and short haul destinations, a trade down from long-haul international destinations, which have a higher price point. Nevertheless, the Philippines is a relatively affordable travel destination, and we expect it to particularly benefit from strong regional arrivals, due to its proximity and strong transport links with its key Asia source markets.

WTTC’s Latest Economic Impact Report Reveals Significant Recovery in the Philippines Travel & Tourism Sector in 2021

philippines tourism recovery

Travel & Tourism jobs in the Philippines increased by 20.5%

Fourth fastest Travel & Tourism GDP growth rate for any country in the world in 2021

MANILA, Philippines: The World Travel & Tourism Council’s latest Economic Impact Report revealed last year the Philippine’s Travel & Tourism contribution to the nation’s economy climbed 129.5.% year on year, to reach US$ 41 billion.

Following an 80% decline, this impressive rise saw it ranked as the world’s fourth fastest growing economy during 2021.

News of the sector’s growing revival from the pandemic was revealed today by Julia Simpson, President & CEO of the World Travel & Tourism Council ( WTTC ), which represents the global Travel & Tourism private sector, at its prestigious Global Summit in the Philippines.

It was delivered in the capital, Manila, before more than 1,000 delegates from across the global Travel & Tourism sector, including CEOs, business leaders, government ministers, travel experts and the international media.

WTTC’s Economic Impact Report (EIR) for the Philippines shows that in 2021, the sector supported 7.8 million jobs, representing a substantial 20.5% rise in 2020, compared with a global increase of 6.7%.

Before the pandemic, the Philippines Travel & Tourism sector’s contribution to GDP was 22.5% of the total economy (worth US$92.6 billion). However, due to damaging travel restrictions it then plunged by 80.7% to a mere US$ 17.8 billion, dropping to just a 4.8% share towards the country’s GDP.

But in 2021 this rose to US$ 41 billion, representing a 10.4% share of the nation’s total economy, which signals the recovery of the sector is well underway.

The latest EIR also takes a forward look at the sector with the global tourism body forecasting that the Philippines Travel & Tourism contribution to GDP will grow by 6.7% over the next decade, exceeding the expected country's overall economy average growth rate of just 5.6%.

Julia Simpson, WTTC President & CEO, said: “Our latest EIR for the Philippines signals the astonishing recovery of the country’s Travel & Tourism sector.

“Resulting in a massive employment boost for the sector, leading to the recovery of 1.3 million more jobs compared to the previous year. Our expert analysis shows that the economy has turned a corner and is firmly on the road to recovery.”

As a result, WTTC forecasts that the Philippines Travel & Tourism contribution to GDP could be worth in excess of US$ 155 billion in 2032, accounting for 21.4% of the whole economy.

With Travel & Tourism employment forecast to grow annually by an average of 3% over the next 10 years, nearly three million new jobs could be created, accounting for 21.5% of all jobs in the Philippines.

WTTC’s 2022 EIR marks a vast change in fortunes for the embattled Travel & Tourism sector in the country, which was left reeling by the impact of the pandemic but is now firmly on the road to recovery.

Tourism’s road to recovery

philippines tourism recovery

Revenge travel is in full swing three years after COVID-19 struck the Philippines, a momentum that the Department of Tourism (DOT) intends to maintain by dismantling the last of the health and safety protocols imposed on tourism establishments. Earlier this week, DOT issued Memorandum Circular 2023-0002 that lifted more pandemic era regulations to spur the rapid recovery of the critical tourism sector that was crippled by the extended lockdowns and stringent movement restrictions of previous years. Tourism establishments, for one, no longer need to install plastic or acrylic barriers and dividers in designated areas, nor are they required to display signs or visual cues on mandatory protocols. Guests, too, are no longer expected to wear face masks, nor are they required to present proof of full vaccination.

Tourism Secretary Christina Frasco said doing away with these increasingly obsolete requirements “sends the important message that, under the Marcos Jr. administration, our country is open for tourism, and that we are keeping up with global practices on tourism operations that have already opened up worldwide.” Indeed, DOT has made a series of calibrated moves to fully reopen the battered tourism sector, one of President Marcos Jr.’s stated priorities during his first State of the Nation Address.

According to the Philippine Statistics Authority, the tourism sector contributed as much as P1 trillion to the economy in 2021, 9.2 percent more than its P917.2 billion earnings in 2020, when mobility restrictions were at their most stringent. The tourism industry, which covers hotels, food and beverage outlets, travel agencies, tour operators, retail establishments, tour guides, recreation, and transportation also employed 4.9 million in 2021, accounting for roughly 11 percent of total employment in the country. This meant that at least one in every 10 employed Filipinos was in the tourism sector. But the current figures have a long way to go to match DOT’s output in 2019, when it contributed P2.5 trillion to the economy and employed 5.7 million. This explains the rapid loosening of travel restrictions, as the Marcos Jr. administration struggles to attract at least 8.3 million tourists, the number of tourist arrivals in 2019 before the global health emergency hit the country.

To recall, Mr. Marcos signed in October last year Executive Order No. 7 that made the wearing of face masks voluntary throughout the country, except in critical areas such as in health care facilities and all types of public transport, to better compete for tourists against other countries that had long lifted their mask mandates. Since then, other strict requirements such as prior testing and mandatory quarantine had been removed, as was the issuance of safety seal and safe travels stamp to establishments complying with COVID-19 protocols.

But while packed hotels, restaurants, and incoming flights clearly indicate that the sector is fast regaining its pre-COVID vigor, Filipinos should not be lulled into thinking that the pandemic is over. On the contrary, COVID-19 remains a threat, as the Department of Health (DOH) keeps stressing. Reasonable caution should still be exercised lest new and more transmissible strains cause infection numbers to again spin out of control, and justify the reinstatement of painful protocols. Basic and easy-to-follow health and sanitation rules should remain in place to protect ourselves and others from contracting the virus that causes COVID-19 as well as other diseases. These include the thorough washing of hands, wearing a face mask when warranted, and voluntarily isolating one’s self or changing travel plans when symptoms of illness appear. The withholding of information about a traveler’s health status should not be tolerated.

One heartening note amid these precautions is the DOH’s pronouncement that 73.8 million Filipinos or 94.6 percent of the target population are now fully vaccinated against COVID-19, which helps keep the country’s positivity rate well below the 5 percent deemed manageable by the World Health Organization.

Now that the pandemic restrictions have been lifted, the tourism sector should tackle the previous and recurring problems faced by domestic and international tourists. These include peace and security, which was dampened with the recent killing of a New Zealand tourist by robbers in Makati, and the bad image of our airports due to long queues and incidents of theft by airport personnel themselves. Improving tourism infrastructure to give travelers faster and easier access to our islands must also be given priority by the government.

Putting our house in order and remaining vigilant about the lingering threats of COVID-19 will inspire more confidence among travelers about coming into the country, thus giving the Philippines the best of both worlds: A tourism sector that is robust and fast recovering from the ravages of the pandemic, and a COVID-19 situation kept firmly under control.

Rebooting Philippine Tourism from the COVID-19 Pandemic

philippines tourism recovery

Revitalizing tourism activities has become one of the primary concerns for the Philippines. In the short run, domestic tourism is expected to play a vital role in supporting the initial recovery phase of travel. With its presumed impact on travelers’ behavior and business operations, an analysis of the Filipino travelers’ sentiments and the existing domestic travel market is necessary in presenting effective strategies in the midst of the new normal in Philippine travel.

Introduction

The Philippine tourism economy has been heavily hit by the measures implemented to contain the spread of COVID-19. The pandemic has prompted an unprecedented crises with projections and revised scenarios suggesting that the shock in global tourism could be at 60-80% for the entire 2020, translating to a loss of approximately 67 million international arrivals or USD 80 billion in exports from tourism, while putting 100 to 120 million direct tourism jobs at risk. While affecting all economies, the Asia-Pacific region has been projected to suffer with the highest impact, affecting about 33 million arrivals (United Nations World Tourism Organization [UNWTO], 2020).

Tourism is a significant pillar in many economies in the region, especially in the Philippines, where in 2019, it contributed 12.7% share in the country’s GDP, and employed 14 out of 100 or 5.7 million of Filipinos (Philippine Statistics Authority [PSA], 2020). Following the outbreak of the pandemic, estimates for the first three months of 2020 suggest that revenue from foreign arrivals decreased by 35%, and employment in the industry may be reduced by about 33,800 to 56,600 (CGTN, 2020). Several months into the implementation of  stay-at-home  and quarantine policies, travel in the Philippines remains uncertain. Travel restrictions and limits in people-to-people interactions are likely to be in place for a long period of time, thus bringing the industry to a standstill.

With the expectation that domestic travel will recover faster than international tourism, insights on the possible strategies that can help bootstrap the Philippine tourism economy should be discussed. Critical to this approach is an understanding of the Filipino travelers’ sentiments towards travel and a marketing analysis which scrutinizes ways to revive travel demand and resume operations in the face of the new normal in tourism. This article will look into the variety of conducted surveys regarding travel perceptions and will reintroduce the concept of  space travel  to guide the creation of strategies towards travel in the new normal.

Redefining Travel in the New Normal: The Filipino Travelers’ Sentiments

In these times of uncertainty in the outlook of travel in the Philippines, a data-driven approach to support the revival of the industry has become an imperative. During the period of March to May 2020, several public and private organisations deemed it necessary to conduct surveys to understand stakeholders’ perceptions on travel in relation to the pandemic. Given mobility restrictions, surveys have been conducted online while targeting a range of stakeholders from enterprises, decision makers, to tourists. Conducted in varying time frames, general survey results suggest that travel sentiments might have evolved over periods of time. Insights on travel perceptions are necessary in crafting strategies for tourism recovery. Thus, consumer perception on the future of travel should be taken into consideration in planning interventions and strategies. Table 1 presents the surveys conducted in relation to travel and pandemic.

From the results of the surveys, several insights about the future of travel in the Philippines were made: First, domestic travel will be a priority. Travelers opt to either engage in land travel or air travel. Second, travelers will prioritise travel in rural, secluded, and natural areas once restrictions are lifted. Travel away from mainstream and overcrowded destinations are expected, although beach destinations are still considered ideal destinations post-pandemic. Furthermore, due to the restrictions imposed by the pandemic, travelers are now more open to digital travel experiences. Similarly, travelers are likely to choose customised travel experiences over packaged group tours. Third, health and safety protocols will be their number one priority once travel resumes. Thus, effective communication of safety measures and protocols implemented in destinations and enterprises will greatly influence travel choices. Perception towards the health and safety in travel will therefore predict where travelers will travel, when they will be traveling, and what kind of experiences they hope to obtain. Fourth, while domestic travel is expected to resume within four to twelve months after easing of travel restrictions, sentiments are primarily dictated by perceptions on public health and safety. Finally, given that the pandemic has affected people’s source of income and their personal finances, travelers seek more cost-effective experiences.

Re-Introducing  Space Travel

As emphasised in the webinar entitled  Space travel: A conversation on strategies to revitalize Philippine tourism post-COVID-19  ( https://www.youtube.com/watch?v=Zq-Co_DWg8E ) hosted by the AIM- Dr. Andrew L. Tan Center for Tourism last 28 July 2020, much has been said about the world getting smaller, we forget that the world is actually big. There are still so many places to explore and to visit, much to learn and to unlearn. Overcrowding (i.e.,  mass tourism ) is no longer an option because of the established physical/social distancing, health and safety protocols that require decongestion of tourist attractions. To care for earth by giving nature room to flourish, to give fellow travellers the room to breathe, to explore, to grow, to reflect and participate in the lives of others, and to give destination stakeholders time to recover from visitor activities is the essence of  space travel . It is a literal practise of giving each other and the earth space.

Tourists who routinely return to familiar destinations are considered  second home tourists . These tourists are in the best position to care for a destination because they are invested in this as their go-to place for sanctuary. On the other hand, for those who travel to experience destinations from a distance, risking the alteration of local behaviour and culture are deemed  fishbowl tourists . By including activities that increase their involvement in local custom, rather than just mere observation can transform these tourists and their attitude towards travel. Those who immerse themselves and make their experience a journey is called the  inspired travellers , who imbibe sustainable tourism when they protect and safeguard the earth by their conscious defence and accountability of environments and travel behaviour.

Until restrictions are lifted and travelling returns to normal, tourism needs to adjust and adapt to reflect the present restrictions, initiating a new way of serving travellers called  transition tourism . This type of tourism distributes the business amongst many stakeholders – accommodations, transportation, alimentation, security, and sanitation – in small groups triggering a collaborative rebooting of a local economy in many areas. Thus, for space travel to take root, transition tourism must inspire fishbowl and mass tourists to become inspired travellers (see Figure 1).

philippines tourism recovery

By working together, stakeholders and travellers alike, in stimulating local economies as a tight organism is to  think small . It reduces the unwieldiness of the task of re-booting economies and industries. When each one of us does our little bits, we can save our big world by thinking small.

Moving Forward: From Crisis Response to Recovery

Further discussions, through webinars, have been initiated among experts and stakeholders on rebooting Philippine tourism. In the webinar titled  Bootstrapping Philippine tourism: Recalibrating our priorities during and after COVID-19  ( https://www.youtube.com/watch?v=3kNhIZqy92I ) hosted by the AIM-Dr. Andrew L. Tan Center for Tourism last 03 June 2020, the following discussions have been featured: best practices on how tourism industries recover from disasters; strategies on how tourism stakeholders can manage COVID-19’s impacts; and insights on resilient recovery from a disaster risk-reduction management lens and how these can be applied for tourism recovery efforts.

During the webinar, Aileen C. Clemente (President, Rajah Travel Corporation) highlighted the following lessons from the pandemic: “it takes a while for people to get from philosophical discussion to general frame working to actual implementation”; “those who had a lot of excuses not to implement what needed to be implemented have no choice but to now implement them; and “greed has been tempered”. From these, Clemente cited the four stages of recovery as per the World Travel & Tourism Council – managing and mitigating the crisis, restarting the sector’s operations, reaching recovery, and redesign for the new normal.

In line with this, Maria Cherry Lyn S. Rodolfo (Consultant, Department of Tourism) explicated that the tourism industry must have a calibrated recovery plan, in which domestic tourism should be given priority. That is, tourism authorities and enterprises must incessantly develop safety and health protocols that will ensure domestic travel is safe, secure, and seamless. Rodolfo also emphasised that the pandemic warranted the need for “strong, innovative, and responsive network” in moving towards recovery, reset, and resiliency. Rodolfo also highlighted the role of “cohesive and collaborative networks” in tourism reboot. There should be: call to action for inclusive recovery assistance, innovation, infrastructure, and institutional strengthening; community engagement in utilizing the resources of networks and in leveraging local with national and international networks; and a communication plan that will cascade tourism reboot strategies to both existing strong and weak networks in the industry.

In doing so, Clemente argued that in the new normal, repositioning product offerings, raising levels of service, defining world-class destination, re-examining consumption of tourism products and services, and increasing awareness about mass tourism are essential. Similarly, Lesley Jeanne Y. Cordero (Senior Disaster Risk Management Specialist, World Bank) stressed that in transitioning towards the new normal, there is a need to redefine tourist experience and destination management; invest in innovative and creative ways of product development; promote sustainability, inclusivity, and resiliency; recalibrate travel timelines, concepts, spaces and experiences; shift and share burden by collaborating with government, stakeholders, communities and tourists.

While information about the impact of the COVID-19 pandemic has already dominated discourses on tourism, only a few discussions have been made regarding strategies to accelerate tourism recovery. With tourism activities at a standstill, an opportunity to adapt new models for conducting tourism activities has opened. More than ever, the role of tourism stakeholders in transitioning to the new normal has become more apparent.

In addressing the question on how tourism can recover after the COVID-19 pandemic, we analysed existing data regarding travel perceptions and conducted a marketing analysis to identify ways to revive travel demand and operations in the new normal. Our analysis suggest that existing business models may have become obsolete, thereby needing adjustments and re-assessments. While travel restrictions remain, transition tourism takes place. Crucial at this period is considering travelers’ perceptions and sentiments. Following the findings in the various surveys conducted, travelers are expected to engage in tourism activities with health and safety as their priority, which further suggests their preference towards natural areas and uncrowded destinations, digital travel, and customised experiences.

Reflected by these findings is a paradigm shift in the future of travel—from  fishbowl tourism  to  inspired travellers,  which also tantamount to a shift from mass tourism to a more sustainable form of tourism. However, this shift does not occur without the collaborative rebooting of the local economy by using local tourism as a springboard. Thus, stakeholders need to work together, along with tourists, to create a tightly knit industry that fosters  thinking small .

Philippine tourism industry seen to reach pre-pandemic levels by 2024

philippines tourism recovery

By Revin Mikhael D. Ochave, Reporter

THE DOMESTIC tourism sector is expected to reach pre-pandemic levels by 2024, although near-term challenges such as high inflation may affect demand, according to industry stakeholders.

“We consulted our members, we also talked to some experts, reports coming from United Nations World Tourism Organization (UNWTO) and many of them are really looking at 2024 as the year that we can go back to pre-pandemic levels. So, the next year and a half will be crucial,” Philippine Hotel Owners Association (PHOA) Executive Director Benito C. Bengzon, Jr. said in an interview with BusinessWorld Live on One News television channel on Monday.

The coronavirus disease 2019 (COVID-19) pandemic brought travel and tourism to a standstill around the world. The industry is slowly recovering as travel restrictions ease and COVID-19 cases drop.

Mr. Bengzon said he is optimistic that the tourism and hotel industry is heading towards recovery, after travel demand improves during the summer months.

“For the hotel industry, we have been registering very good occupancy rate in the last couple of months. This has been driven by the strong demand among Filipinos who are out on summer vacation,” Mr. Bengzon said.

Preliminary data from the Philippine Statistics Authority (PSA) recently showed that the share of the local tourism industry to the country’s gross domestic product (GDP) inched up to 5.2% in 2021 from 5.1% in 2020. However, this is still signi fi cantly lower than the 12.7% seen in 2019.

Tourism Congress of the Philippines (TCP) President Jose C. Clemente III said that most countries and industry experts are aiming to see travel and tourism to reach pre-pandemic levels by 2024.

“Of course, that will depend on some factors such as the war in the Ukraine and COVID-19 or new viruses that may come to light. If there is a resolution to Ukraine sooner than later and no new viruses, then travel and tourism should be okay,” Mr. Clemente said in a Viber message.

John Paolo R. Rivera, associate director at the Asian Institute of Management (AIM) – Dr. Andrew L. Tan Center for Tourism, said in a Viber message that the projection of attaining pre-pandemic levels by 2024 is “reasonable” but may have already factored in disruptions from the pandemic, global economy and other external factors.

“However, it is also possible to reach pre-pandemic levels as early as 2023 if no disruption will happen such as a surge, lockdown, war, political instability, and security threat. While it is not likely, we are living in a volatile, uncertain, complex and ambiguous world. Anything can happen,” Mr. Rivera said.

However, the spike in fuel and food prices may pose a challenge to the industry’s recovery.

“Any increase in oil will invariably a ff ect prices of commodities and services across di ff erent sectors… This (oil hike) is a challenge but we don’t really see it as a dampener,” Mr. Bengzon said.

Mr. Clemente said that the industry has little control when it comes to in fl ation, which is expected to continue accelerating in the next few months.

“Coping with challenges such as inflation and oil price hikes, unfortunately, are external factors that the travel and tourism industry has little control over. The most we can do is to do our best to keep prices down as best we can but still continue to make acceptable margins,” Mr. Clemente said.

“We have to remember that tourism is also coming out from a two-year hibernation and we are just starting to get back on our feet. We also need to make back what we lost during the peak of the pandemic,” he added.

Mr. Bengzon said the local tourism industry needs to achieve an “optimum balance” to achieve recovery.

“We know that there’s still some restrictions on international travel. For domestic (travel), for us to really sustain this growth momentum, it’s really important that we’re able to contain COVID-19, to make sure that Filipinos who travel around the country observe health protocols,” the PHOA executive director said, noting that tourists from major markets such as South Korea, Japan and China are crucial to recovery.

According to AIM’s Mr. Rivera, the tourism industry’s recovery can be supported by encouraging more Filipinos to get their COVID-19 vaccines and booster shots.

“Everyone should get vaccinated and boosted, continue complying with minimum health standards so we can make sure that we are towards no alert level and avoid an increase in alert level so mobility continues to progress,” Mr. Rivera said.

THE World Travel & Tourism Council (WTTC) is bullish on the prospect of the Philippines’ tourism industry recovery, projecting a bright future and a rosy outlook in terms of economic growth and employment generation in the next 10 years.

Citing the latest Economic Impact Report, WTTC President and Chief Executive Officer Julia Simpson revealed that the embattled travel and tourism industry in the country reached US$ 41 billion in 2021, climbing 129.5.% year on year.

In the opening press conference of the 21st WTTC Global Summit held at the Marriott Hotel, Simpson lauded the leadership of Secretary Berna Romulo-Puyat for her continuous efforts to revitalize the tourism industry of the Philippines, which has been steadily recovering despite the ongoing global health concern.

“Our expert analysis shows that the travel and tourism economy has turned a corner, and is firmly on the road to recovery. This growth was primarily built on domestic travels and very much pioneered and led by Secretary Bernadette,” Simpson said.

According to said Economic Impact Report (EIR) for the Philippines, the sector supported 7.8 million jobs, representing a substantial 20.5% rise in 2020, compared with a global increase of 6.7%.

“In the nearly two years where international travel was put on hold, the Philippines has been busy preparing for the day when our country would be open to the world. We have put in place guidelines that will ensure the safety of our guests, our tourism workforce, and our community,” Puyat shared.

The Philippines has been open to visa-free countries since February 10 and all countries since April 1. Up until April 17, she said the country received about 270,000 foreign arrivals adding that the country has the least number of restrictions.

“Ultimately, through this summit, we hope to raise awareness of the full economic and social impact of travel and tourism. We also want to assure everyone, especially our foreign guests, that your safety and well-being is our priority,” the Tourism Secretary emphasized.

philippines tourism recovery

Considered one of the most influential Travel & Tourism events worldwide, the WTTC Global Summit is an annual gathering of the entire spectrum of the industry, including airlines and airports, hotels and hospitality groups, tour operators and retail travel agents, online distributors, cruise lines, investment companies, insurance groups, and the technology industry.

“Looking ahead, we forecast an average annual growth rate of 6.7% over the next 10 years, exceeding the expected country’s overall economy average growth rate of just 5.6%,” Simpson said.“We also forecast employment will grow annually by an average of 3% over the next 10 years, generating 2.9 million new jobs, accounting for 21.5% of all jobs in the Philippines.”

Before the pandemic, the Philippines Travel & Tourism sector’s contribution to GDP was 22.5% of the total economy (worth US$92.6 billion). However, due to damaging travel restrictions, it then plunged by 80.7% to a mere US$ 17.8 billion, dropping to just a 4.8% share towards the country’s GDP.

But in 2021 this rose to US$ 41 billion, representing a 10.4% share of the nation’s total economy, which signals the recovery of the sector is well underway.n

Philippines’ DOT sets out 2022 recovery plan

MANILA, 8 September 2021: The Philippines’ Department of Tourism will pursue a 2022 recovery plan with an end goal of a sustainable, resilient, and inclusive tourism industry, the Philippines News Agency reported earlier this week.

Secretary Bernadette Romulo-Puyat presented the plan as part of the DOT’s proposed 2022 budget to the House of Representatives appropriations committee.

philippines tourism recovery

The DOT has proposed a PHP3.52 billion budget for 2022 to support its plans and programmes, as well as a PHP63.71 million allocation for the Intramuros Administration and PHP203.79 million for the National Parks Development Committee.

The plan calls for more green tourism lanes first for domestic tourists in early 2022 once the Covid-19 situation in the Philippines stabilises. International travel should follow based on the country’s vaccination programme and stabilising Covid-19. Like its neighbours in ASEAN, the country is looking at ways to live with Covid-19 and establish policies for tourism that are not conditional on achieving zero virus outbreaks, but so far, there are no clear indicators on when the Philippines will fully open to vaccinated international travellers.

“As international borders start to open, the key, strategic and opportunity markets will be engaged and green lanes explored in preparation for revenge travel,” Romulo-Puyat said.

Romulo-Puyat said the DOT’s policy direction banks on the reformulated National Tourism Development Plan (NTDP) for 2016 to 2022, which has a three-pronged thrust of promoting safe, fun, and competitive tourism; pursuing sustainable, inclusive, and resilient tourism; and strengthening governance and destination management.

The DOT has also updated its Tourism Response and Recovery Plan (TRRP) with the main objective of mitigating the impact of the pandemic on the tourism industry.

She said this would guide the department and stakeholders in ensuring the protection of jobs and safety of travel workers, visitors, and communities, as well as support for tourism enterprises.

Among others, it will help rebuild confidence and growing demand in domestic and foreign markets.

“Under the Tourism Standards and Enforcement Program, we shall continue to improve service standards and restore confidence to travel, develop, and enforce tourism standards that are at par with global best practices,” she said.

Before the pandemic, the tourism industry contributed PHP2.51 trillion, or nearly 13%, to the country’s Gross Domestic Product. This dropped to PHP973.31 billion in 2020 at the height of the health crisis.

Based on the World Tourism Barometer report of the United Nations World Tourism Organization issued in May, the global travel industry suffered a decline of 72.9% in international visitor arrivals in 2020.

The Philippines registered a much steeper 82% slide from 8.26 million tourist arrivals in 2019 to just 1.48 million in 2020.

“Despite the challenges and limitations in 2020 and 2021, the DOT supports efforts to keep the tourism industry afloat while laying the groundwork for the industry’s recovery,” Romulo-Puyat said.

She said the DOT is focused heavily on providing immediate response to those displaced by the pandemic.

As of 26 August, Romulo-Puyat reported DOT had conducted 352 training courses for industry stakeholders with 19,871 participants.

“During the industry’s downtime, we were able to reskill, upskill, and retool the tourism stakeholders with the health and safety protocols and operations under a new normal environment,” she said.

Further, 44 new tourism circuits were established by the department, in addition to the 71 that are still undergoing development.

The Philippines sets ambitious 2024 tourism target after remarkable rebound in 2023

philippines tourism recovery

In a new move to revitalize its tourism sector, the Philippines Department of Tourism (DOT) has set an ambitious target of 7.7 million international visitors for the year 2024. The goal is just shy of its pre-pandemic count of 8.2 million. Tourism Secretary, Christina Frasco, expressed the unwavering commitment to the transformation of Philippine tourism, guided by the National Tourism Development Plan 2023-2028.

The announcement comes after a successful 2023, where the country welcomed 5,450,557 international visitors, surpassing the initial target of 4.8 million set by DOT. 91.80% of these visitors were foreigners, while 447,082 were overseas Filipinos returning to their homeland.

Notably, the Philippines experienced an economic boost, generating an estimated 482.54 billion PHP in international tourism revenue in 2023. The number is more than doubling the income recorded in 2022.

Frasco pointed out that the impressive number of visitors in 2023 indicate a faster-than-expected recovery of the tourism industry, with a 124.87% increase compared to 2022.

Local tour operators have reported a 30% increase in bookings to popular destinations such as: Boracay, Siargao, Coron, Davao and Cebu. This indicating a strong rebound in domestic tourism. The increase is attributed to the effectiveness of aggressive promotional campaigns to re-establish the Philippines as a premier travel destination.

The Department of Tourism (DOT) welcomes the encouraging developments towards reopening of tourist destinations and ensured that the tourism sector is ready to provide service under the post-lockdown "New Normal" scenario.

At least 84 domestic tourists stranded in Eastern Visayas since last March finally returned home with the assistance of the Department of Tourism (DOT) in joint efforts with other agencies and local government units (LGUs).

The Department of Tourism (DOT) has released the Health and Safety Guidelines Governing the Operations of Accommodation Establishments under the New Normal, indicating quite a number of significant changes in the country's frontline tourist services.

Tourism Secretary Bernadette Romulo-Puyat expressed confidence that an imaginative Filipino gastronomy will remain a strong pillar of the country’s tourism industry under the new normal.

How will the Coronavirus Disease 2019 (COVID-19) pandemic crisis impact and reshape tourism, sustainability and conservation programs at the country' heritage sites under the new normal?

The Department of Tourism (DOT) commits to sustain the Filipino brand of hospitality and service to stranded tourists amid the government-enforced community quarantine brought about by the Covid-19 pandemic.

With Metro Manila now placed under modified enhanced community quarantine and the majority of the other places in the country under general community quarantine or GCQ, the DOT, together with the Inter–Agency Taskforce on Emerging Infectious Diseases (IATF–EID) and several local government units (LGU), are preparing for the revival and re–opening of tourism in the Philippines once our places are classified under the modified GCQ (MGCQ).

The tourism industry will recover.

The Department of Tourism (DOT) in an advisory directed hotel operators and their ancillary establishments to submit detailed documentation on their safety protocols for their food preparation services.

Department of Tourism (DOT) Secretary Bernadette Romulo–Puyat said the tourism industry is ready to face the reality and daunting challenges of the "new normal," referring to new standards and protocols for safe and responsible tourism that will direct its path to recovery.

A total of 155,672 employees from 4,290 tourism–related enterprises received their cash grants under the joint program of the Department of Finance (DOF), Social Security System (SSS), and Bureau of Internal Revenue, called the Small Business Wage Subsidy (SBSW) program as of May 4.

MANILA – Over 1,000 domestic tourists who were stranded in various tourist destinations in the country have returned home, mostly in Metro Manila, with the assistance of the Department of Tourism (DOT).

MANILA, Philippines – Department of Tourism (DOT) Secretary Bernadette Romulo-Puyat reaffirmed the country's commitment to the regional tourism cooperation of the Association of Southeast Asian Nations (ASEAN) on the road to recovery from the COVID-19 pandemic.

DOT PARTNERS WITH WTTC TO SHARE EXPERTS' TOURISM OUTLOOK, RECOVERY PLANS – Tuesday, May 19, 2020

The tourism industry will recover. This is the consensus of tourism experts tapped by the Philippine Department of Tourism (DOT) and the Tourism Promotions Board (TPB) in partnership with World Travel and Tourism Council (WTTC) as it launched its free Facebook webinar on Tuesday, May 19, 2020. In the webinar titled "The Future of Travel: A World Travel and Tourism Council Exclusive Panel," the DOT and WTTC invited preeminent speakers from three segments of tourism: Aviation, Investments, and Accommodation to discuss major impacts of COVID–19 on the global tourism industry, and to share how industry stakeholders can respond and slowly recover from the wrath of the pandemic. DOT Secretary Bernadette Romulo-Puyat expressed her confidence in rebuilding the local tourism industry with the help of WTTC, whose primary initiative is crisis preparedness, management and recovery in the travel and tourism industry. "The WTTC has worked with the World Economic Forum, the World Health Organization and key stakeholders in coming up with recommendations to minimize the impact of past pandemics in the industry. Acknowledging this fact, we are definitely certain that their insights will be greatly beneficial to our local tourism players," said Puyat, who delivered her opening remarks at the webinar. WTTC President and CEO Gloria Guevara Manzo focused on discussing a global coordinated approach to re–establish effective operations, remove travel barriers and re–open borders, adding that to enhance a seamless traveler journey experience, it is imperative to add health components and combine the latest technology, and necessary protections and protocols. She noted that global protocols or standards defined by the travel and tourism private sector, health experts, and public sector can help gain back travelers' confidence. Mr. Craig Smith, President and Managing Director of Asia Pacific Marriott International who lauded the bullish travel and tourism industry in Philippines for the past five years noting the construction of at least 21 projects in the country undertaken by Marriott International, shared optimism that the industry will "certainly recover", and that Asia will recover faster than any part of the world, though one can expect that it will happen in different segments, and different geographies. "Travel will change and there will be a new normal, we have to be ready for that," stressed Smith. Foreseeing major uncertainties in global capital flows, Ms. Shirley Tan, CEO of Rajawali Property Group, reminds investors of the importance of securing new investments, while putting in effort in asset management, capital preservation, and liquidity management at the same time. She also cited increased collaboration among private sector and government as one of the keys to tourism industry recovery, and encourages Philippine tourism industry players to explore and take advantage of the latest technologies in offering novel and more creative on–site experiences that can attract the younger travel demographic. Mr. Gary Chapman, President of the Group Services and DNATA Emirates Group, forecasts a three– to four–year recovery period for the airline industry. He stressed the necessity of setting "consistent and clear standards," adding that it will be a "different world, a different tourism industry in general". Meanwhile, Puyat enjoined the support of all sectors to ensure that health and safety protocols are in place to regain travelers confidence, "There is more to tourism than just counting the numbers of arriving tourists; we are in the business of selling destinations so communities will thrive; we market adventure so our people will be employed; we promote culture as a way of preserving our heritage. The concept of tourism is deeply embedded in our consciousness, and I would like to believe that this is what makes our industry resilient from all the challenges, even the toughest one that we are about to overcome," enthused Puyat. Since April, the DOT has successfully organized online learning courses that aim to help local tourism players become more competitive, with new knowledge, technological advances, and ways to innovate and to be able to cater to a new breed of travelers. "The challenges brought about by the current health crisis that we are experiencing should not deter us from fulfilling our mission to ensure that the industry is seamless, secure, safe, inclusive and sustainable," the tourism chief stressed. Partnership showcases country's health and wellness portfolio, promotes the Philippines as one of the world's preferred wellness destinations

MIAMI , Feb. 27, 2024 /PRNewswire-PRWeb/ -- The Global Wellness Institute (GWI), the leading nonprofit dedicated to research and education in the global wellness industry, today announced the addition of the Philippines to its expanding Geography of Wellness platform through a strategic collaboration with the Philippines Department of Tourism (DOT). This partnership aims to explore the unique wellness landscape of the growing wellness economy in the Philippines .

The new GWI data reveals a thriving wellness economy in the Philippines , valued at $41 billion in 2022. The country ranks number eight out of 45 countries in the Asia Pacific Region, and number 22 out of 218 countries globally, indicating tremendous potential for development in the wellness tourism sector. This sector has experienced a remarkable annual growth rate of 80% between 2020 and 2022, reaching a value of $2.44 billion in 2022. However, it has yet to fully recover to pre-pandemic levels, when it boasted a value of $3.17 billion in 2019.

We define wellness tourism as travel associated with maintaining or enhancing one's wellbeing.

"GWI's Geography of Wellness platform paints a vivid picture of a country's wellness landscape, highlighting the unique economic footprint of 11 key wellness economy sectors," said Susie Ellis , GWI chair and CEO. "This welcomed collaboration with the Philippines Department of Tourism underscores the power of promoting wellness to enhance the nation's overall economic vitality."

Mr. Paulo Tugbang , the DOT's director of product and market development said, " The Philippines wellness economy has recovered impressively following the challenges posed by pandemic-related travel restrictions."

"This partnership showcases the DOT's dedication to enhancing the country's health and wellness portfolio to promote the Philippines as one of the world's most preferred wellness destinations," said Tugbang. "The partnership's primary objective is establishing the Philippines as a top-notch wellness destination in Asia , focusing on the Filipino wellness experience centered around the 'hilot' massage." This traditional practice uses natural, local elements like banana leaves and coconut oil, believed to have medicinal properties, to encourage relaxation and harmony.

Moreover, Director Tugbang said the Philippines' diverse landscapes offer ideal settings for nature-based wellness activities. The country, blessed with natural wonders, is a perfect destination for wellness and relaxation, with resorts like The Farm at San Benito, Nurture Wellness Village, Ilaya Retreat Spa, Chi, The Spa at Shangri-La, Tranquila at Las Caidas Wellness Resort, and Amuma Spa at Bluewater Resort. Practitioners across the country uphold the value of "pakikipagkapwa"—fostering a deep connection with others. Whether seeking personalized retreats, integrative medicine, mental health support, nature-based or technology-enhanced wellness, visitors to the Philippines can expect holistic healing experiences from dedicated practitioners.

The Philippines is also a growing destination for medical tourism for a range of services from cosmetic and surgical procedures to dental care, thanks to cost-effective treatments combined with a high standard of care, English-speaking medical staff, and plenty of beautiful wellness retreats for recovery.

In addition, wellness real estate is also a growing sector in the country, attracting expat retirees, particularly in areas like Tagaytay, Batangas, Cebu, Palawan, Metro Manila, and beach areas like Boracay and Siargao.

The Department of Tourism (DOT) has recognized the potential of wellness tourism as a growing trend. The country's natural beauty and diverse landscapes have the potential to serve as a holistic destination. Over the past few years, the department has initiated various activities, such as consultative meetings and a wellness tourism manual, to promote and develop the Filipino brand of wellness.

Japan National Tourism Organization Named Overall Winner At Routes Asia 2024 Awards

philippines tourism recovery

Japan National Tourism Organization (JNTO) has been crowned the Overall Winner at the Routes Asia 2024 Awards, as well as triumphing in the Destination category.

The tourism body was one of five winners at the event, which celebrated excellence in airport and destination marketing. The other victors at the ceremony, held at Routes Asia 2024 in Langkawi, Malaysia, were Clark International Airport, Perth Airport, Melbourne Airport and Cebu Pacific.

Routes Asia 2024 Awards Winners

JNTO’s market development strategy encompasses initiatives to promote visitors to regional areas. Collaborating with airlines and travel agencies, including online platforms, it runs campaigns with a focus on key targets like Taiwan, Hong Kong and Thailand, identified for their high interest in regional exploration and repeat visits.

In the Under 5 Million Passengers category, Clark International Airport in the Philippines was named the winner. The airport experienced significant growth in 2023, handling nearly 2 million passengers, marking a 160% increase from the previous 12 months. During that time, it welcomed five new airlines, including four international carriers, and added 13 new destinations.

In the 5-20 Million Passengers category, Perth Airport in Australia triumphed, retaining the title it was awarded in 2023. Perth’s recovery from the pandemic has been robust, with passenger numbers totaling a record 15.3 million during 2023, helped by new routes launched by Batik Air Malaysia, Philippine Airlines, VietJet and Vietnam Airlines.

Fellow Australian gateway Melbourne Airport won the Over 20 Million Passengers category. With a record-breaking 38 international airlines serving the airport, up from 36 in 2019, it welcomed six new airlines last year and worked with 31 others to resume services to more than 26 destinations. Notable new routes have included Qantas’ service to Dallas-Fort Worth—the fourth-longest in the world—and Turkish Airlines’ choosing Melbourne as its first Australian destination.

Finally, Cebu Pacific won the Airline category. The Philippine LCC, which plans to double its fleet by 2035, ensures the success of new services through collaborative strategies. Continuous engagement with airports led to the restart of its Clark hub in April 2023, enabling the resumption and launch of 15 domestic and international destinations.

Finalists from the Airport and Destination categories were reviewed and scored by a panel of airline judges, while the Airline category was reviewed and scored by a panel of editorial judges.

Sri Lanka may be back on the tourism map but its recovery is fragile

Sri Lanka’s 1.5 million tourists in all of 2023 looks paltry against Thailand’s 6 million in January and February 2024 alone.

  • Just back on the economic recovery wagon, the country’s policymakers must proceed with care, given the risks the economy faces. Plenty could still go wrong.

Sri Lanka’s bustling Colombo airport is busier than it has been in the past few years. Last year, the country welcomed 1.5 million tourists, a fifth of them from India. Long-stay Russians number 300,000 and have transformed some of the country’s southern resort towns, not always for the better. An airport might seem a peculiar barometer by which to gauge the recovery of a developing economy, but as a small, open economy trying to claw its way back to economic stability, it is a reasonable one. Tourism contributed $2.1 billion to the Sri Lankan economy in 2023, almost double the 2022 level. What Cambridge historian Sujit Sivasundaram characterizes as oceanic countries of the Pacific and Indian Ocean often share this dependence on tourism.

Sri Lanka’s dependence is more acute; along with textiles and tea, tourism is a principal money spinner for the economy and one with the most upside, as last year’s dramatic increase indicates. But Sri Lanka, which is undergoing an International Monetary Fund (IMF) restructuring of its large foreign debt, is also an emblematic case of a different sort. Ordinarily, a sharp currency devaluation would boost exports in a big way. But in today’s global economy of slowing developed-world demand, global value chains and lean inventory management, buyers in the West are likely to continue favouring countries such as Bangladesh for garment production, for instance, because its factories are embedded in their supply chains and are deemed more efficient. To some extent, Bangladesh and Vietnam are therefore immune to a competing nation’s lower labour costs via the currency weakness Sri Lanka has had. When I think about it—and I do think about it as a well-wisher of Sri Lanka as well as of India’s flagging labour-intensive industries—it is worrying that of my last four purchases from Marks & Spencer (M&S) in India, three were made in Bangladesh and only one in Sri Lanka, a country that used to be a favourite for buyers like M&S and Victoria’s Secret.

Colombo airport is thus akin to one of the island’s melodramatic sunsets, both an impressionist postcard and an omen of darkness ahead. The recent announcement that visa extensions for Russians and Ukrainians would be summarily withdrawn was an omen; Russians account for the second largest number of visitors. This may have been a knee-jerk reaction to a contemptible “whites only" party at a Russian beach establishment this month. But, President Ranil Wickremesinghe is reported to have asked this week for an inquiry into how this order was passed without consultation or warning. Both realpolitik and economic realities suggest it will be rescinded. Sri Lanka’s 1.5 million tourists in all of 2023 looks paltry against Thailand’s 6 million in January and February 2024 alone.

But as a January IMF report notes, there is plenty of good news. Real GDP grew 1.6% year-on-year in the third quarter of 2023, Sri Lanka’s first growth figure in half a dozen quarters. Inflation in February dropped to about 5%, not very different from India’s. Gross international reserves increased by $2.5 billion last year. But, as the IMF notes, “Staying the course on the reform agenda is necessary for… broad-based and stable growth."

The worry is that bigger reserves and lower inflation will lead to backsliding, arbitrary decision-making and dysfunctional politics as usual. The past week’s news points to this. The government faced flak in parliament because of a planned 70% hike in salaries of central bank employees, while the employment minister grandly declared that Sri Lankan women should not be allowed to work overseas as housemaids. Such a generous pay hike at the central bank is bad optics as well as bad budget management. And hundreds of thousands of Filipinas have worked as house help for decades and helped turn the Philippines’ economy around with their hard-earned remittances.

Meanwhile, increased borrowing to stabilize the Sri Lankan economy means interest payments are forecast to jump to an alarming 8.4% of GDP in 2024, much higher than the 7.2% IMF estimate in March 2023. Interest accounted for about 40% of government expenses in revised estimates for 2023, as Citi Research observes. This leaves little money to kickstart the economy by significantly boosting government investment. If revenues miss targets, like last year, expect public investment cuts.

These are unenviable choices, worsened by the obstinacy of private Western creditors. Sri Lanka is also a casualty of the Belt and Road Initiative of the Chinese government, which said this week it would probe allegations of corruption surrounding its projects in Africa and Asia. This month, the Sri Lankan government sent a counter-offer to its private Western bondholders who had proposed a 20% haircut in October. Colombo must sell off public sector enterprises and cut spending on public sector staff, both difficult with a general election in the offing. If its nerve fails, which is likely, it will further increase taxes on people who suffered a loss of purchasing power because of high inflation during the economic crisis (and because imports are so much pricier).

Sri Lankans may find themselves uncomfortably reminded of the lop-sided taxes endured during British colonial rule. The memoirs of English writer Leonard Woolf, an ‘anti-imperialist’ civil servant in the first decade of the 20th century, recount that divers for oysters had to give two-thirds of their catch to the colonial administration.
