Siir, For transport of personal belongings by road our office is paying only the rate in km multiplied by the proportional(proportion of max weight allowed by steamer) weight, though the circular says by kilometer only. Is this the correct practice.

Transportation of personal effects by road is as per kilometer basis as per entitlement maximum weight only irrespective of weight of personal belongings.

Sir, In my Office; Reimbursement of transportation of vehicle is calculated as follows:- Distance × Rate (15/25/50) × Unladen weight of vehicle ÷ entitled weight.

I am a central government officer. my transfer order for transfer from Chennai to Delhi was issued on 08/02/2021. My relieving delayed and relieved on 05.04.2021. I performed journey on 06/04/2021. However my family moved to Delhi on 31.03.2021 because of admission entrance exam for my kids in one school in Delhi. Now PAO in Delhi says my family is not allowed for ticket fare.

tranafer entitlement for family is also applicable 1 month prior to Transfer orders and within 6 months of transfer orders. U can find this rule in Swamy handbook, Transfer TA section as well. PAD is wrong in ur case. quote the rule and reply.

As per rules, family can go 1 month early on new posting station, or upto 6 months later of joining

Office is not doing Finances business. They are having some heads of funds in Budget allotment in so many times if any body has to go transfer the in the month of February/March T.A. funds may not available during that period, actually they have to barrow from outside with more interest & they have to proceed that transfer, otherwise their salary may not be given. If he goes new place of transfer then only his salary & his T.A. claim may be given in the next Financial Year funds only.

Sir, please clarify whether GST charged by truck owners over admissibility amount while transporting house hold goods is also reimbursible over restricted amount while restricting with per KM rate. eg A person paid Rs. 80000/- + GST 18% Rs. 14400 for transporting his house goods from A station to B station (distance 1400 KM). Revision in Allowances is applicable from 01.07.2017, any journey date should be 01.07.2017 or future.

Same in my office ,they charge on the basis of weight not on the basis of kilometres… Don’t know which rule they follow… But in rule it is clearly mentioned that charges is applicable on km basis only. Don’t know about the rule.. If any body knows please reply here ASAP

Transfer TA – A recap

Transfer Traveling Allowance (Transfer TA) is applicable to Central Government Employees who are under the orders of Transfer. The following grants and reimbursement of charges paid by employee for shifting his/her residence to the new place of posting are payable to the employee.

Transfer T .A. comprises of the following elements: –

  • a composite transfer grant equal to one month’s basic pay;
  • actual fares for self and family for journey by rail/steamer/air;
  • road mileage for journey by road between places not connected by rail;
  • cost of transportation of personal effects from residence to residence; and
  • cost of transportation of conveyance possessed by the employee.

In addition to the above, the employee will be entitled for an additional fare by the entitled class for self for both onward and return journeys, if he has to leave his family behind due to non-availability of Government accommodation at the new place of posting.

An employee whose family does not accompany him to the new station while joining on transfer, has an option to claim for him

either                for the first journey undertaken to join the new post

or                     for the journey subsequently undertaken along with family members.

At the Same Station-

No T.A. if no change of residence is involved.

If there is compulsory change of residence solely due to the transfer

(a)        Actual cost of conveyance for self and family limited to the road mileage and actual cost of transportation of personal effects admissible subject to the prescribed limits and

(b)        Composite Transfer Grant equal to one-third of basic pay.

Between two stations within a short distance not more than 20 km: –

No T.A. if no change of residence is involved

If change of residence is involved-

Full Transfer T .A. will be allowed and Composite transfer grant equal to one-third of basic pay.

Transfer TA- Travel entitlement:

Mileage allowance for journeys by road :.

In supersession of S.R.46 and the Government of India’s order thereunder, the grade pay ranges for travel by public/bus/auto/rickshaw/scooter/motor cycle, full taxi/taxi/own car is revised as indicated below:

(b) Mileage allowance for road journeys shall be regulated at the following rates in places where no specific rates have been prescribed either by the Director of Transport of the concerned State or of the neighboring States:

(i) For journeys performed in own car/taxi: Rs. 16 per km. (increased by 25% after DA increased by 50%)

(ii) For journeys performed by auto rickshaw own scooter, etc.: Rs. 8 per km. (increased by 25% after DA increased by 50%)

Transfer Grant and Packing Allowance :

 (i) The Composite Transfer Grant shall be equal to one month’s pay as defined in para 3 of this O.M. in case of transfer involving a change of station located at a distance of or more than 20 km from each other.

 (ii) In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the composite transfer grant will be admissible, provided a change of residence is actually involved.

 (iii) At present, only one transfer grant is permitted if the transfer of husband and wife takes place within 6 months of each other from the same place to the same place. With effect from the date of implementation of these orders, in cases where the transfer take place within six months, but after 60 days of the transfer of the spouse, fifty percent of the transfer grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfers after a period or six months or more. Other rules precluding transfer grant in case of transfer at own request or transfer other than in public interest, shall continue to apply unchanged in their case.

 Transportation of Personal Effects :

** These Rates have been increased by 25% after Dearness allowance crossed 50%

The rates for transporting the entitled weight by Steamer will be equal to the prevailing rates prescribed by such transport in ships operated by Shipping Corporation of India.

 Transportation of Conveyance :

  definition of family : – family includes-.

Spouse residing with the employee. (Need not be dependent). Only one wife is included in the term ‘family’. In the case of wife/husband, the necessary condition is-‘residing with’. Other members of the family should satisfy both conditions-‘residing with’ and ‘wholly dependent’.

Legitimate children and stepchildren, residing with and wholly de- pendent. Children include major sons, legally adopted children and widowed daughters, residing with and wholly dependent. Restricted to two children with effect from 1st January 1999. However, this restriction does not apply to existing employees with more than two children including those born up to 31-12-1998. Does not apply also to employees with no/one child on 31-12-1998 but next confinement resulting in multiple births thereby increasing the number to more than two.

Children studying in educational institutions away from their parents at the time of transfer but joining their parents at the time of vacation are treated as members of family subject to other conditions for drawal of T.A.

Married daughter, if divorced, abandoned or separated from her husband and residing with and financially dependent on the parent.

Parents, stepmother, unmarried sisters and minor brothers residing with and wholly dependent. (Major brothers are not included).

Widowed sisters residing with and wholly dependent (provided their father is either not alive or is himself wholly dependent on the employee)

Definition of dependent : – Any family member whose income from all sources, including pension (inclusive of pension equivalent of DCRG, but excluding Dearness Relief) does not exceed Rs. 3,500 p.m., is deemed to be wholly dependent on the employee. Children getting stipend, scholarship, etc., in excess of Rs. 3,500 p.m. are not considered as dependents.

The rate for transportation of personal effects mentioned here is absolutely WRONG. Rates have been increased by 25% when the DA had crossed 50%. The present rate is Rs. 37.50 / Rs 22.50 for X,Y and Z cities respectively.

Whether the rate for personal effects will be Rs 30/Kg or 37.50/Kg after the 25% hike. Further what will be the rate of transport of scooter from one station ( x grade) to another city of Y grade. For example how much one will get for transporting his scooter for 1000km from x to y grade city.

The rate for transportation of personal effects mentioned here is not a latest order Rates have been increased by 25% when the DA had crossed 50%. The present rate is Rs. 37.50 / Rs 22.50 for X,Y and Z cities respectively. May I request to provide copy of order of latest order.

I am Sheelendra Kumar working as divisional accountant at Accountant General office Punjab and presently posted at water supply and sanitation division no 1 Jallandhar. I want to know for how much amount of transfer grant I am elegible for as I have been posted here from Kapurthala Punjab which 22 kilometers away from here.I am holding government quarter at old station and going to vacate it very shortly. I have been transferred in public interest on 4th june 2012, relieved on 5th june and joined the new station on 6th june 2012. New satation is about 110 km .I am not going to shift my family.Shall i get joining time and TA on transfer? Can i convert 10 days joining time into earned leave ?Please advice.

I took transfer grant advances on transfer from central deputation to my cadre state,but due to enormous delay in posting by state govt (Cadre state) the TA grants advances could not be utilized within permissible limit of six month fm transfer date. 7. Entitlements for journey on Transfer:

I. Unless it is otherwise indicated in this para, the entitlements of a Govt. employee for journey on transfer shall continue to be guided by the provisions laid down in rule 99 read with 100 of the West Bengal Service Rules, Part – II .

II. In supersession of Finance Department Memo No. 5299-F, dt. 01.06.90, a Govt. employee on transfer will be entitled to the following concessions:

A. Transfer Grant & Packing Allowance:

The rates of lump sum transfer grant and packing allowance will be as follows:

Notes: Packing allowance is admissible to a Govt. employee subject to the conditions detailed below:

  • Packing allowance is in the of lump sum transfer grant and is sanctioned at flat rate. The same can be sanctioned without insisting on production of receipts relating to packing of personal effects.
  • Packing allowance will be admissible if any quantum of luggage is carried by the officers irrespective of the fact whether he has claimed transportation charges for the personal effects or not.
  • Packing allowance is admissible even if the officer does not shift his family but shifts his personal effects.
  • Packing allowance is admissible in full even if the officer carries only very little personal effects.
  • Full amount of lump sum transfer grant and packing allowance will be admissible only when a change of residence is involved as a result of transfer and the transfer involves a change of station located at a distance of more than 20 km from each other.
  • For transfer to a station which is at a distance less than 20 km from the old station and for transfer within the same station, the lump sum transfer grant and packing allowance will be restricted to one-third of the admissible amount provided a change of residence is actually involved.

B. Accommodation and Mileage Allowance for journeys by rail, steamer or by road:

(I). Journey by rail or steamer:

Accommodation and mileage allowance entitlements as prescribed in paras 2B and 2C above for journeys on tour between place connected by rail or steamer will also be applicable in case of journeys on transfer.

(II). Journey by road:

Where the Government employee himself with the members of his family travels by road on transfer, the entitlement will be in the following scale:

(a) Between places connected by rail:

Road Mileage, limited to rail mileage by the entitled class.

(b) Between places connected by road only:

(i) For journeys in full taxi or own car: Road mileage at Rs. 5 per km as under notwithstanding how the govt. employee and the members of his family travelled:

ii) For journey by bus: Actual bus fare for self and each member of the family.

C. Carriage of personal effects on transfer:

(a) When personal effects are carried by rail:

The pay range and the entitlement for carriage of personal effects will be as follows:

b) When personal effects are carried by road between places connected by rail:

A govt. employee carrying goods by road between places connected by rail may draw actual expenditure on transportation of personal effects by road or the amount admissible on transportation of the maximum admissible quantity by rail plus an additional amount not more than 25% thereof whichever is less.

(c) When personal effects are carried by road between places not connected by rail:

The allowance for carriage of personal effects between places connected by road only will be at the following uniform rates subject to existing conditions:

D. Transportation of Conveyance on transfer:

Subject to the existing conditions, the following modifications are made in the rules regarding transportation of conveyance on transfer:

(a) A Govt. employee on transfer shall be entitled to transportation of conveyance in the following scales:

(b) The rates of allowance for transportation of motor car or motor-cycle/ scooter by road on transfer shall be as follows subject to the existing terms and conditions:

E. Additional to and fro fare by entitled class to a Government employee on transfer:

An employee will be entitled to an additional fare by the entitled class for both onward and return journey, in addition to the normal transfer travelling allowance entitlement, if he has to leave his family behind because of non-availability of Government residential accommodation at the new place of posting:

Provided that-

(i) where the Government accommodation is available and the Officer does not accept the Government accommodation allotted to him on the ground of being of lower category or for any other reason, he will not be entitled to the additional fare, as the Government accommodation is available and the Officer had refused it;

(ii) where a Government employee brings family before actual allotment, in such cases, if T,AD. A. has been claimed for such family members, no additional fare will be admissible to the Government employee;

(iii) non-availability of private accommodation will not be treated as a ground for additional fare.

8. Travelling Allowance for Temporary Transfer:

In all cases of transfer for short periods not exceeding one hundred and eighty days, the journeys from the Headquarters to the station of deputation and back may be treated as on tour for purposes of regulating travelling allowance and daily allowance. Daily allowance will be paid for the halts at the out-station as per para 3(11) of this Annexure. Every transfer order should specify whether it is a regular transfer or a temporary transfer for a period not exceeding 180 days.

  • No advance of pay will be allowed in the case of temporary transfer.
  • No joining time shall be admissible in cases of temporary transfer. Only the actual transit time, as admissible in case of journeys on tour, shall be admissible.
  • In order to obviate difficulty in Audit, the nature/ period of transfer is to be indicated in the T. A. Bill.
  • The period of 180 days for drawal of daily allowance for halt at an out-station on temporary transfer will be calculated on the basis of the halt which will being from the time the forward journey ends at the out-station and will end at the time the return journey commences. The claim for daily allowance for halt at the new station will require countersignature of the Controlling Officer in respect of the post at the new station, in case of any portion of the claim remaining undrawn on retransfer to the old Headquarters.
  • Save the provisions laid down above in the matter of regulating travelling allowance/ daily allowance and joining time in the case of temporary transfer, on other factors like assumption of charge of a new post, change of Headquarters, drawal of pay and allowances of the post etc. associated with the term ‘transfer’ defined in rule 5 (40) of the West Bengal Service Rules, Part-I, the normal rules shall continue to apply.

9. Travelling Allowance entitlement to the State Government employees on retirement:

Notwithstanding the provisions laid dawn in rule 132 of the West Bengal Service Rules, Part-II, travelling allowance will be admissible in respect of the journey of a retiring Government employee and members of his family from the last station of his duty to his home town or to the place where he and his family is to settle down permanently, even if, it is other than his declared home town subject to the following terms and conditions:

(a) Accommodation and Mileage allowance for journeys by rail, steamer or by road:

Entitlements shall be as for journey on transfer laid down in para 7 of this Annexure.

Explanation: In regard to the question as to how the travelling allowance in respect of the members of the family of a retiring Government employee, who do not actually accompany him is to be regulated, the provisions laid down in rule 105 of the West Bengal Service Rules, Part-II may be applied mutatis mutandis in all such cases. A member of a Government employee’s family who follows him within six months or precedes him by not more than one month may, therefore, be treated as accompanying him. The period of one month or six months, as the case may be, may be counted from the date the retiring Government employee himself actually moves. The claims of travelling allowance in respect of the family members shall not be payable until the head of the family himself or herself actually moves.

(b) The Government employee shall, besides the fares for the journey, be also eligible to draw lump sum transfer grant and packing allowance, if the distance from the last station of duty to place of settlement is more than 20 km. However, as in the case of serving employees on transfer, Government employees who, on retirement, settle at the last station of duty itself or within a distance of less than 20 km. may be paid one-third of the amount of lump sum transfer grant and packing allowance, subject to the condition that a change of residence is actually involved.

(c) Transportation of personal effects at the scale and rate laid down in pera 7 of this Annexure is allowable. The Government employee shall also be entitled to claim the cost of transportation of personal effects between railway station and residence at either end of the journey as in the case of transfer.

(d) The actual cost of transporting a motor car or other conveyance maintained by the Government employee before his retirement is reimbursable as per provisions laid down in para 7 of this Annexure.

Explanation: In regard to the time-limits applicable for transportation of personal effects, the time-limit prescribed in the Explanation below sub-para (a) above in the case of members of the family, namely, one month anterior and six months posterior to the date of the move of the retiring Government employee himself, should apply in the case of transportation of his personal effects.

(e) The grant of the concession will be further subject to the following conditions:

(i) It will be admissible by the shortest route from the last place of duty of the Government employee to his home town or to the place where he and his family are to settle down permanently even if it is other than his declared home town.

(ii) The concession may be availed of by a Government employee who is eligible for it, at any time during his leave preparatory to retirement, or within six months of the date of retirement.

(iii) The concession will be admissible to the permanent State Government employees who retire on a retiring pension or on superannuation, invalid or compensation pension.

(iv) The concession will also be admissible to the temporary State Government employees who retire on attaining the age of superannuation or become invalid or are retrenched from service without being offered alternative employment, provided that they have put in a total service of not less than 10 years under the State Government at the time of retirement, invalidation or retrenchment.

(v) Where an Officer is re employed under the State Government while he is on leave preparatory to retirement or within six months of the date of his retirement, the concession may be allowed to be availed of by him within six months of the expiry of the period of his re-employment.

(vi) A Government employee will be eligible to the retirement travelling allowance concession in full, notwithstanding the fact that he had availed of leave travel concession to home town or any place in India just before his retirement.

(f) The concession will not be admissible to Government employees.

(i) Who quit service by resignation; or

(ii) Who may be dismissed or removed from service; or

(iii) Who are compulsorily retired as a measure of punishment; or

(iv) Who are temporary employees with less than ten years of service retiring on superannuation/invalidation/retrenched.

(g) The concession will not be admissible to persons who-

(i) are not in the whole-time employ of the Government or are engaged on contract;

(ii) are paid from contingencies;

(iii) are eligible for any other form of travel concession on retirement.

(h) The claims for the concession will have to be drawn on T.A. Bill forms like Transfer Travelling Allowance claims. The claims, of officers who were their own Controlling Officers before retirement will, however, be countersigned by the next superior administrative authority.

(i) Before reimbursing the Travelling Allowance admissible under these orders, the Controlling Officer should. satisfy themselves, as far as possible, that the claimant and members of his family actually performed the journey to the home town or the other place to which he might have proceeded to settle there, e.g., by requiring the production of original railway vouchers relating to transportation of personal effects. conveyance etc.

10. Definition of family:

In supersession of rule 4(7) of the West Bengal Service Rules, Part II, the term ‘Family’ is defined as follows:

“Family means a Government employee’s wife ( but not more than one wife ) or husband, as the case may be, residing with the Government employee and legitimate children and stepchildren residing with and wholly dependent on the Government employee. It also includes parent, stepmother; sisters and minor brothers residing with and wholly dependent on the Government employee.”

  • “Children” shall mean and include major sons and married daughters including widowed daughters, so long as they are residing with and wholly dependent upon the Government employee.
  • The “children” shall also include children taken as wards by the Government employee, under the Guardians and Wards Act, 1890, provided such award lives with the Government employee and is treated as a member of the family and provided the Government employee through a special will, has given such a ward the same status as that of natural-born child.
  • The married daughter can be said to be wholly dependent on the father/mother only in case of special and exceptional circumstances. such as where she has been divorced, abandoned or separated from the husband, and is financially dependent on the parent.
  • The term “sisters” occurring above, shall mean both unmarried sisters residing with a wholly dependent on the Government employee and widowed sisters residing with and wholly dependent on the Government employee (provided their father is either not alive or is himself wholly dependent on the Government employee concerned).

Explanation: A legitimate child, stepchild, parents, sisters and minor brothers who reside with the Government employee and whose income from all sources including pension (inclusive of dearness relief, temporary increase in pension and pension equivalent of gratuity) does not exceed Rs. 1500/- p.m. shall be deemed to be “wholly dependent” upon the Government employee.

11. Conveyance Allowance to Blind and Orthopaedically handicapped employees:

In partial modification of rule 29A of the West Bengal Service Rules, Part ll and supersession of Finance Department Memo No. 5299-F, dt. 1.6.90, the rate of conveyance allowance admissible to blind and orthopaedically handicapped State Government employees shall be 5% of basic pay subject to a maximum of Rs. 200/- p.m.

12. Permanent monthly Travelling Allowance/ (unconditional) Conveyance Allowance:

The incumbents of the posts to which permanent monthly travelling allowance/ ( unconditional ) conveyance allowance is attached or such allowance has been sanctioned under general or special orders of the Government shall draw permanent monthly travelling allowance /( unconditional ) conveyance allowance at the following uniform rates according to their pay ranges under the existing terms and conditions:

Explanations:

  • If the existing rates of permanent monthly travelling allowance/ ( unconditional ) conveyance allowance admissible to any category of employees are higher than the rates mentioned above, such employees will continue to draw the existing rates without further revision.
  • This order does not qualify a Government employee, who was not in receipt of any permanent monthly travelling allowance/ (unconditional; conveyance allowance to draw such benefit without prior approval of the Government.

13. Conveyance Allowance:

Subject to the provisions laid down in Appendix 5 of the West Bengal Service Rules, Part II regulating the drawal of conveyance or horse allowance, the rates of conveyance allowance prescribed in rule 29 shall be as per following maxima –

a) for horse or pony Rs. 150/- p.m. b) for a motor car Rs. 450/ – p.m. c) for a motor cycle Rs. 125/- p.m. d) for a bi-cycle or tri-cycle Rs. 25/- p.m.

Note: No motor car allowance will be admissible to any Government employee drawing pay of Rs.10,000/- or less a month.

Travelling Allowance is not a regular allowance for all employees! Travelling Allowance is that the permission to avail reimbursement of the expenses incurred by an employee while on duty in outstation! Travelling Allowance is a package of various allowances. Travelling Allowance and Daily Allowance (TA-DA),  Hotel Charges, Travelling Charges, Food Charges, Mileage Allowance, Reservation Charges, Internet and E-Ticketing Charges, Cancellation Charges, Conveyance Charges, TA on Deputation, TA on Transfer and TA on Retirement.

New Revised Rate and Entitlements of Travelling allowance as per 7th pay commission with effect from 1st July 2017: For Armed Forces Defence Personnel and Railway employees, the concerned department will issue separate orders on this subject respectively. What is TA/DA?

TA/DA stands for Travelling Allowance and Daily Allowance (not Dearness allowance ). TA means the travel expenses as per entitlement on official duty. DA means the food and accommodation charges as per the entitlement. Travelling allowance and Daily allowance are fixed amounts as per the pay matrix level after the 7th pay commission.

What is Travelling Allowance?

A reimbursement system for travelling expenses while on duty (official duty or temporary duty). And any kind of travelling expenses is permissible as per entitlements of TA/DA Rules. Other than travel expenses, accommodation, food and other related expenses are also eligible for reimbursement under Daily Allowance. The revised rates of TA and DA allowances after the 7th pay commission are given below in detail.

Claiming of hotel charges procedure for CG Staff and Officers with effect from 1st July 2017 as per the recommendations of the 7th pay commission.

For levels 8 and below, the amount of claim (up to the ceiling) may be paid without the production of vouchers against self-certified claims only. The self-certified claim should clearly indicate the period of stay, name of dwelling, etc. Additionally, for a stay in Class ‘X’ cities, the ceiling for all employees up to Level 8 would be Rs. 1,000 per day, but it will only be in the form of reimbursement upon production of relevant vouchers.

Similar to Reimbursement of staying accommodation charges, for level 8 and below, the claim (up to the ceiling) may be paid without the production of vouchers against self-certified claim only.

The self-certified claim should clearly indicate the period of travel, vehicle number, etc. the ceiling for levels 11 and below will further rise by 25 per cent whenever DA increases by 50 per cent. For journeys on foot, an allowance of Rs.12/- per kilometre travelled on foot shall be payable additionally.

Reimbursement of Food charges Procedure

Reimbursement of food bills procedure for CG Employees after 7th pay commission.

There will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table E (i) above and, depending on the length of absence from headquarters, would be regulated as per Table (v) below.

Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement of rates). i.e. Lump sum amount payable.

Timing restrictions – Absence from Headquarter

Absence from Head Quarter will be reckoned from midnight to midnight and will be calculated on a per-day basis.

If absence from headquarters is less than 6 hours = 30% of the Lumpsum amount

If absence from headquarters is between 6 -12 hours = 70% of the Lumpsum amount

If absence from headquarters is more than 12 hours = 100% of the Lumpsum amount

The travelling allowance referred to will be admissible in respect of the journey of the Government servant and members of his family from the last station of his duty to his home town or to the place where he and his family is to settle down permanently even if it is other than his declared home town and in respect of the transportation of his personal effects between the same places.

S.R. 147 the expenditure on transportation of conveyance by government servants on their retirement shall be reimbursed without insisting on the requirement that the possession of the conveyance by them while in service at their last place of duty should have been in the public interest. Finance Ministry issued an important clarification order on Travelling Allowances rules and rates as per 7th Pay Commission on 13.7.2017.

TA/DA Rules for Retiring Employees

TA on Retirement includes 4 components:-

  • Travel entitlement for self and family
  • Composite Transfer and packing grant (CTG)
  • Reimbursement of charges on transportation of personal effects
  • Reimbursement of charges on transportation of conveyance.

(i) Travel Entitlements

Travel entitlements as prescribed for tour/transfer in Para 2 above, except for International Travel, will be applicable in case of journeys on retirement. The general conditions of admissibility prescribed in S.R. 147 will, however, continue to be applicable.

(ii) Composite Transfer Grant (CTG)

(a) The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of those employees, who on retirement, settled down at places other than the last station(s) of their duty located at a distance of or more than 20 km.

However, in case of settlement to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay.

Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG.

The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc., at the old and new station, are already subsumed in the composite transfer grant and will not be separately admissible.

(b) As in the case of serving employees, Government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 km may be paid one-third of the CTG subject to the condition that a change of residence is actually involved.

(iii) Transportation of Personal Effects:- Same as Para 3(iii) above.

(iv) Transportation of Conveyance:- Same as Para 3(iv) above.

The general conditions of admissibility of TA on Retirement as prescribed in S.R. 147 will, however, continue to be applicable.

The time limit for submission of TA claim in all other cases i.e. on tour, transfer and training etc. will remain 60 days.

Travelling allowance on transfer

Journeys on transfer.

42. (1) A government servant, for a journey on transfer from one station to another, if he is transferred in the interest of Government work and not at his own request, is entitled to a lump-sum at the following rates whether the journey is performed by rail or road alone or in combination with one another:

Provided that, if the new station of the government servant on transfer is within the same district, the lumpsum will be admissible at 50 per cent of the above rates ;

Provided further that no lumpsum is admissible if the new station of the government servant on transfer is situated within 8 kilometers of the old station.

(2) Besides the above, he will also be entitled to the following:

(J). For journeys by rail—

(i) For self—One actual fare not exceeding the fare of the entitled class plus and allowance for incidental expenses at twice the rates admissible to him for an ordinary journey on tour.

(ii) For family—One extra fare for each adult member of his family who accompanies him and for whom full fare is actually paid and one half fare for each child for whom such fare is actually paid, on furnishing a certificate of the number and relationship of the members of the family for whom the claim in made.

(iii) Actual cost of carriage of personal effects up to the following limits:

(a) If travelling alone, the cost of transporting 4000, 2000, 1000 and 700 kilograms in cases of categories I, II, III and IV, respectively, by goods train at the owner’s risk rate, or, where no such rate is in force, at the railway risk rate.

(b) If travelling with family, the cost of transporting 6000, 3000, 1500, 1000 kilograms according to his category by goods train at the owner’s risk rate, or, where no such rate is in force, at the railway risk rate.

The government servant must certify that the actual expense of transporting his personal effects was not less than the sum claimed and if claim is made under sub-clause (b), that his family also travelled.

Explanatory Note—In case where a government servant is transferred from station A to station B and is again transferred within a reasonably short time to station C, he may be allowed to recover the cost of carriage of personal effects from station A to station C, subject to the conditions that—

(a) the total weight carried from station B to station C and from station A to station C does not exceed the maximum limit prescribed in clause (iii) above, and

(b) the total cost of transporting the effects from station A to station B, from station B to station C and station A to station C does not exceed the amount admissible from station A to station B plus that admissible from station B to station C.

Audit Instruction—When a government servant transports more than the maximum weight admissible by a cheaper route, he can draw actual charges not exceeding the amount admissible for the maximum weight by the normal recognized route.

NOTES—(1) A government servant on transfer who carries his personal effects by passenger instead of by goods train, may draw actual expenses up to the limit of the amount which would have been admissible had he taken the maximum quantity by goods train under clause (iii) above.

(2) A government servant on transfer who carries his personal effects by road between stations connected by rail may draw actual expenses up to the limit of the amount which would have been admissible had he taken the same quantity by passenger train, but not exceeding the amount which would have been admissible had he taken the maximum quantity by goods train under clause (iii) above.

(3) The controlling officer may, if he is satisfied that the family of a government servant is for good reasons unable to accompany him on transfer to the new station, permit him as a special case to draw allowances for transporting personal effects at the rates laid down in sub-clause (iii) (b) above.

(iv) Conveyances—Cost of carriage at owner’s risk (including the cost of conveyance of a driver for a car), subject to the provisions of sub-clauses (1) and (2) below, and provided that—

(a) the possession of a conveyance is advantageous for his efficiency either in the post which he holds at the time of transfer or in that to which he is transferred ;

(b) the conveyance was actually transported by rail and a certificate that the actual expense was not less than the sum claimed is furnished and details are given of the conveyance transported, the number of conveyances transported at the expense of the Government being limited as follows:

(i) Government servants of Category-I—One motor car or motor cycle/scooter/moped.

(ii) Government servants of Category-II—One motor cycle/scooter/moped or an ordinary bicycle or a motor car.

(iii) Government servants of Category-III—One motor cycle/scooter/moped or an ordinary bicycle.

(iv) Category-IV—One bicycle.

(1) If the two stations are connected by rail and the government servant transports his motor car/motor cycle/scooter/moped by road, he may draw the actual cost of road transportation up to the limit of the amount admissible for carriage by rail at owner’s risk, provided that if he transports his motor car/motor cycle/scooter/moped under its own power, he may draw 35 paise per kilometre in respect of a motor car, 15 paise per kilometre in respect of a motor cycle/scooter/moped for the distance according to the ordinary route between two stations.

(2) If the two stations are not connected by rail, he may draw the actual cost of road transportation up to the limit of 35 paise per kilometre in respect of a motor car, 15 paise per kilometre in respect of a motor cycle/scooter/moped for the distance according to the ordinary route between two stations.

(3) If the two stations are connected partly by rail and partly by road then for such part of the distance as is connected by rail, a charge may be made according to clause (1) above and for the remaining distance according to clause (2) above:

Provided that if the government servant himself and/or any member or members of his family travel by the car/motor cycle/ scooter/moped, he may draw the allowance for the transportation of conveyance in addition to the railway fares and incidental expenses for self only at twice the ordinary rate which would have been admissible if the journey had been performed by rail and/or bus.

Explanation—In cases where a government servant is transferred from station A to station B and is again transferred within a reasonably short time to another station C, he may recover the cost of carriage of his conveyance from station A to station C under the above rule, subject to the condition that he had no use for his conveyance at station B and transports it from station A to station C.

NOTES—(1) Categories of government servants for whom possession of a conveyance is advantageous for the efficient discharge of their duties will be found in Appendix IV.

(2) A government servant, who is entitled to convey his motor car or motor cycle/scooter/moped or bicycle by rail at the expense of the Government, may do so by passenger train or goods train at his option. In the former case, the actual freight charged by the railway may be drawn by the government servant. In the latter case, i.e. if the car, motor cycle, scooter, moped or bicycle is despatched by goods train, the government servant may draw, in addition to the freight charged by the railway, the cost of packing and of transporting the packed car/motor cycle/scooter/moped or bicycle to and from the goods shed at the stations of departure and arrival, provided that the total amount so drawn shall not exceed the freight chargeable for transporting the car/motor cycle/scooter/moped or bicycle by passenger train.

(4) The road distance between stations should be reckoned according to the shortest motorable road.

(II) For journeys by road:

(i) For Self—

(a) when travelling by bus—one fare of the class to which he is entitled under exception (1) to clause (1) of rule 27(B) plus incidental expenses at twice the rate admissible to him for an ordinary journey on tour.

(b) when a government servant of Category-I or II travels in a motor car or other conveyance which is either his own or borrowed or hired and when propulsion charges are borne by him when the conveyance so used is his own or borrowed—such charges as are admissible under clause (I) (iv) above.

(c) when a government servant of Category-III travels on a motor cycle or scooter or moped which is his own and propulsion charges are borne by him—such charges as are admissible under clause (I) (iv) above

Exception—Where, however, the government servant of the Category-I or II travels in a motor car or other conveyance plying for hire and hires only a seat, he will draw the actual fare paid for the seat plus incidental expanses at twice the rate admissible to him for an ordinary journey on tour.

(ii) For Family—

(a) when travelling by bus—one fare of the class to which the government servant is entitled under exception (1) to clause (1) of rule 27(B) for each adult and half fare for each child, as actually charged by the transport company/corporation, on furnishing a certificate of the number and relationship of the members of the family for whom the claim is made.

(b) when the family of a government servant of Category-I or II travels in a motor car or other conveyance which is either the government servant’s own or borrowed or hired and when propulsion charges are borne by him when the conveyance so used is his own or borrowed—

(i) when the two stations are connected by rail—such charges as are admissible under clause (I) (iv) (1) above ;

(ii) when the two places are connected by road—one mileage allowance, at the rate admissible under clause (I) (iv) (2) above, if two members of the family other than self travel, two mileage allowances at the same rates if more than two members of the family other than self travel, on furnishing a certificate of the number and relationship of the members of the family for whom the claim is made.

Exception—Where, however, the family of the government servant of the Category-I or II travels in a motor car or other conveyance plying for hire and hires only such seats as are equivalent to the number of members of family, actual fare shall be admissible for such seats.

NOTE—The conditions as to the distances to be travelled and to the drawal of actual expenses by ministerial and inferior servants, contained in rule 27(B) and (C) do not apply to journeys on transfer.

(iii) Subject to clause (iv) below, actual cost of carriage of personal effects by cart or thela at the local rate up to the following limits:

Carts or thelas

(1) Category-I—

(a) if travelling alone 4

(b) if travelling with family 6

(2) Category-II—

(a) if travelling alone 2

(b) if travelling with family 3

(3) Category-III—

(a) if travelling alone 1

(b) if travelling with family 2

(iv) In the Kumaun and Garhwal Divisions, if a Government servant transports his personal effects by a bus between places served by a motor transport company the rates fixed by that company may be allowed in lieu of the cost of carriage of personal effects by cart. Where service is available by more than one motor transport company, Government shall lay down which company’s rates shall be applied. Between places in the hill areas of the above-mentioned divisions, which are not connected by metalled roads where neither a bus nor a cart can be used, the actual cost of carriage of personal effects up to the limits fixed in clause (I) (iii) of this rule will be admissible subject to a maximum of Rs 1.50 per 40 kilograms per kilometre.

(v) The government servant must certify that the actual expense of transporting his personal effects was not less than the sum claimed, and when the cost of carriage of personal effects exceeds the limit laid down in sub-clauses 1(a), 2(a) and 3(a) above, he must further furnish a certificate giving the number and relationship of the members of the family with whom he travelled.

Exception (1)—[Deleted.]

Exception (2)—Government servants of Category-IV who are transferred to a distance of more than 40 kilometres between places in the hill pattis of the Kumaun and Garhwal Divisions which are not connected by a motor road, may also draw the cost of engaging one mazdoor for the carriage of their personal effects, provided that this cost shall not exceed the amount payable to a mazdoor for the journey in question under the normal rate per kilometre for mazdoors fixed by the Collector of the district from time to time.

Exception (3)—Forest guards are entitled to four times the rate of mileage to which they are ordinarily entitled in the plains for journeys by road on transfer in the hills.

NOTES—(1) The term "personal effects" includes household effects, furniture, as well as personal luggage but not tents supplied by the Government.

(2) (a) It is not necessary that a government servant’s family should travel with him. He may charge for their journey if they precede him by a period not exceeding a month, or follow him by a period not exceeding twelve months from the date of his relief at his old station. In exceptional cases, however, the Government may permit the drawal of travelling allowance for the family even when the aforementioned periods are exceeded.

(b) The category of a government servant will be determined with reference to the facts on the date of his transfer, while the number of fares admissible will be determined with reference to the facts on the date of the journey in respect of which the travelling allowance is claimed.

(c) When a government servant as a result of his transfer to a new station is obliged to move his family to some other station, or when a government servant and his family are, at the time of transfer to a new station, living in different places, and he desires to move them to his new station or to some other station for reasons which the Government consider sufficient then the government servant shall receive, the actual expenses of the journey which his family undertakes, up to the amount which he might have drawn had his family travelled direct from his old to his new station:

Provided that the journey is undertaken within a month prior to the date of the government servant’s relief at his old station or within twelve months subsequent to that date. Cases in which the aforementioned time-limits are exceeded will require the sanction of Government.

(d) Charges for the transport of personal effects and conveyances of a government servant on transfer will be admissible even if they do not for any reason accompany him, provided that they precede him by a period not exceeding a month or follow him by a period not exceeding twelve months from the date of his relief at his old station. Cases in which the aforementioned time-limits are exceeded will require the sanction of the Government.

(8) The competent authority should state definitely in the order of transfer whether the transfer has been made in the public interest or on the government servant’s own request.

(13) In respect of journeys on transfer performed in other States, a government servant shall draw for the portion of such journeys mileage allowance and allowance for the carriage of personal effects at the rates admissible under these rules.

(13-A) When a government servant under the administrative control of one Government is transferred to the control of another Government which has made rules prescribing amounts and conditions of travelling allowance, his travelling allowance, for the journey to join his post under the borrowing Government and for the return journey, will be governed by the rules of the borrowing Government relating to travelling allowance on transfer. This rule will apply even to cases where the government servant takes leave either before joining that post or before returning to his original post.

(14) Members of the railway police may draw travelling allowance under exception (ii) to rule 27(A) for journeys on transfer within the limits of the railway to which they are attached, and are entitled in addition to a free pass or fares for their families provided that no daily allowance may be drawn for halts, in the course of the journey, unless such halts are made in connexion with their duty. For journeys on transfer from one line to another, they are entitled to the concession in this rule less the amount of fare or fares covered by the pass, which they may be allowed for any portion of the journey.

(15) Tahvildars who are not servants of the Government are entitled to travelling allowance as admissible to a government servant of category–III under this rule, (a) when they are transferred in the interest of Government work from one sub-treasury to another at the instance of the district officer ; (b) when they are transferred by the treasurer himself, if the district officer is satisfied that the transfer is in the interest of Government work.

(19) The presiding officers and the establishment of the peripatetic court of the second Civil Judge, Meerut, Additional Civil Judge, Moradabad, Additional Munsif, Moradabad and the Additional Munsif of Kaimganj (Farrukhabad) are entitled to travelling allowance at the following rates and on the. following conditions for journeys on transfer from one place to another within their jurisdiction:

(1) Their headquarters will be at places in accordance with the orders of their posting issued from time to time ; provided that the period of their stay at any one place is not less than two months at a time.

(2) When their stay at the place of transfer is not less than two months, they and their staff accompanying them will be entitled to travelling allowance at transfer rates from their old to their new place.

(3) When their stay at the place of transfer is less than two months, they and their staff will be entitled to travelling allowance at ordinary rates plus daily allowance at the usual rates and conditions for their halt at that place.

(20) [Deleted.]

(21) In all cases of temporary transfers which mean transfers for specified periods not exceeding one hundred and eighty days, the journeys from the headquarters to the station of temporary transfer, which will be called temporary headquarters heretofore, and back will be treated as on tour subject to the following conditions:

(i) where the transfer is intended to be for a period of 180 days or less, the order of transfer should specifically state accordingly.

(ii) the government servant who has been asked to proceed on a temporary transfer will be entitled to mileage allowance and daily allowance at ordinary rates as admissible under these rules.

(iii) the claim for daily allowance for halt at the temporary headquarters will require verification of the officer under whose administrative control he has been placed at the temporary headquarters.

(iv) no joining time is admissible in such cases. Only the actual transit time, as admissible in the case of journeys on tour, may be allowed.

(v) in a case where the transfer initially made for a period exceeding 180 days, is subsequently reduced to a period of 180 days or less, the transfer travelling allowance originally allowed should not be changed to the disadvantage of the government servant.

(vi) if a temporary transfer initially intended to be for a period not exceeding 180 days, is extended beyond 180 days, the government servant shall have the option to claim travelling allowance under rule 42 and in that case the travelling allowance already drawn shall be adjusted in the transfer travelling allowance claim but the daily allowance admissible up to the date of issue of orders extending the transfer, will not be so adjusted.

(vii) where a government servant on temporary transfer is transferred to another station (other than his headquarters or temporary headquarters) before the expiry of 180 days and who proceeds to that another station without returning to his headquarters, will be entitled to travelling allowance at ordinary rates from his headquarters to temporary headquarters, if not already drawn, and at transfer rates from temporary headquarters to that another station as admissible under rule 42 provided that the claim for the family and for transport of personal effects and conveyances may be made from his headquarters to that another station.

43. A government servant transferred from one post to another, who- under the orders of competent authority, is permitted to handover charge of his old post or to take over charge of the new post at a place other than the headquarters, is entitled to—

(1) travelling allowance as for ordinary journeys from the place of handing over charge to the place of taking over;

(2) an allowance for incidental expenses at the rate admissible to him for an ordinary journey on tour from his old to his new headquarters; and

(3) all the further concessions admissible under rule 42, direct from the old to the new headquarters, excluding those in clauses (2)(I)(i) and (2)(II)(i) of rule 42.

For the journeys from his old headquarters to the place of handing over charge, or from the place of taking charge to his new headquarters, he will draw travelling allowance as for ordinary journeys ;

Provided that if his family has in consequence of the transfer to be transferred to a station other than the new headquarters, travelling allowance for the family may be allowed to that other station subject to the condition that it does not exceed the travelling allowance that would have been admissible if the family had proceeded to the new headquarters station.

T.A. to Central Government Servants on Retirement

Settlement at a station other than last station of duty :- It has been decided to sanction the grant of travelling allowance to retiring Government servants on the scale and the conditions set out below. The travelling allowance referred to will be admissible in respect of the journey of the Government servant and members of his family from the last station of his duty to his home town or to the place where he and his family is to settle down permanently even if it is other than his declared home town and in respect of the transportation of his personal effects between the same places.

(a) For journeys by different modes -: Entitlement as for transfer

EXPLANATION - In regard to the question as to how the travelling allowance in respect of the members of the family of a retiring Government servant, who do not actually accompany him is to be regulated, it has been decided that the provisions of SR 116 (b) (iii) may be applied mutatis mutandis in all such cases. A member of a Government servant's family who follows him within six months or precedes him by not more than one month may, therefore, be treated as accompanying him. The period of one month or six months, as the case may be, may be counted from the date the retiring Government servant himself actually moves. The claims of travelling allowance in respect of the family members will not be payable until the head of the family himself or herself actually moves.

The time-limits of one month and six months mentioned above may be extended by the competent authority prescribed in SR 116 (b) (iii) in individual cases attendant with special circumstances.

(b) The Government servant shall, besides the fares, be also eligible to composite transfer grant equal to 80% of basic pay, if the distance from the last station of duty is more than 20 km. In case of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the composite transfer grant will be admissible, provided a change of residence is actually involved.

(c) Transportation of personal effects at the scale of allowance laid down in Order below SR 116 is allowable. The Government servant will also be entitled to claim the cost of transportation of personal effects between railway station and residence at either end of the journey as in the case of transfer.

(d) The actual cost of transporting a motor car or other conveyance maintained by the Government servant before his retirement is reimbursable as per Order below SR 116.

EXPLANATION - In regard to the time-limits applicable for the transportation of personal effects on availment of the concession, it has been decided that the time-limits prescribed in the Explanation below sub-para. (a) above in the case of members of the family, namely, one month anterior and six months posterior to the date of the move of the retiring Government servant himself, should apply in the case of transport of his personal effects. These limits may, however, be extended by the competent authority prescribed under SR 116 (b) (iii) in individual cases attendant with special circumstances.

The grant of the concession will be further subject to the following conditions, clarifications and subsidiary instructions :-

Not admissible to - The concession is not admissible to Government servants :-

The Travelling Allowance claims admissible under these Orders will be drawn, on Travelling Allowance Bill forms like Transfer Travelling Allowance claims. The claims of officers who were their own controlling officers before retirement, will, however, be countersigned by the next superior administrative authority.The claim of an officer who before retirement was employed as the Comptroller and Auditor-General or as a Secretary to the Government of India may be countersigned by his successor in office. The certificate required to be furnished by the officers in respect of Transfer Travelling Allowance claims will also be required to be furnished in respect of claims of Travelling Allowance under these orders.

Before reimbursing the Travelling Allowance admissible under these orders, the countersigning authorities should satisfy themselves, as far as possible, that the claimant and members of his family actually performed the journey to the home town or the other place to which he might have proceeded to settle there, e.g., by requiring the production of original railway vouchers relating to transportation of personal effects, conveyance, etc.

[Clarification - The checks prescribed on retirement travelling allowance claims would be with reference to duties and powers of the controlling officers enumerated under SR 195 and no separate set of guidelines would be necessary vide G.I., M.F., D.O., Dy. No. 1914-IV/89, dated the 7th December, 1989, in reply to C. & A.G., U.O. No. 1009-A.I./82-86, dated the 1st November, 1989.]

Payment of Travelling Allowance claims under these orders may be made by the Treasury Officer in relaxation of Rule 21 of the Central Treasury Rules, i.e., may make the payment of such claims even after the issue of a last pay certificate which will be required for the purpose of the finalization of his pension.

These orders do not apply to persons who :-

NOTE: The provisions of these orders, as amended from time to time, apply mutatis mutandis to industrial employees in the Government industrial establishments also.

For settling down at the last station of duty/at a station not more than 20 km. from the last station of duty :- It has been decided that in cases where the Government servant wishes to settle down permanently at the last station of duty, travelling allowance may be allowed to the extent indicated below, provided the Government servant concerned is required to change his residence as a result of his retirement :-

NOTE: For the purpose of this Order, the term `last station of duty' will be interpreted to mean the area falling within the jurisdiction of the Municipality or Corporation, including such of suburban municipalities, notified areas or cantonments as are contiguous to the named municipality, etc., where the Government servant was posted immediately before his retirement.

The admissibility of travelling allowance as above will also be subject to other conditions for the grant of travelling allowance on retirement as contained in Order (1) above as amended from time to time.

Concession extended to employees of the Andaman and Nicobar Administration :- It has been decided that the concession, vide Order (1) above be extended to the employees of the Andaman and Nicobar Administration on their retrenchment/invalidment/retirement subject to the conditions laid down therein. Accordingly, application of the provisions of SR 150 will now be restricted to such of the Central Government employees of the Andaman and Nicobar Administration as are not eligible for the concession granted in decision referred to above.

T.A. for journeys to attend departmental enquiry by Government servants after removal/dismissal or compulsory retirement from service :-s The question was under consideration whether and, if so, at what rates, travelling allowance should be allowed to a Central Government servants who is removed/dismissed or compulsorily retired from service as a penalty in cases, where, under the orders of the appellate or reviewing authority, it is decided to hold a further/de novo departmental enquiry and the Government servant is required to attend such enquiry. It has been decided that the Government servant concerned may be allowed travelling allowance as for a journey on tour from the place where the summons to attend to enquiry reaches him to the place of enquiry and back but not exceeding that to which he would be entitled, had he performed the journey from his home town to the place of enquiry and back. The travelling allowance may be regulated in accordance with the pay of the post held by the Government servant immediately before his removal/dismissal or compulsory retirement.

No advance of T.A. in case of journeys performed after retirement :- A question has been raised whether an advance of travelling allowance under the normal rules can be given in the cases covered by Order (1) above. It has been decided that an advance of travelling allowance may be sanctioned by the authorities competent competent to sanction such an advance in cases of journeys performed during leave preparatory to retirement but not in case of journeys performed after the date of retirement.

Higher Grade Eligibility Rules

Submission of TA Bills - Revised instruction issued

Vide GO(P)No.150/2019/Fin Dated 05/11/2019, cancelled GO dated 06/09/2019 and  revised instruction issued for the submission of TA Bills. Any employee whose TA bill exceeds monthly/quarterly ceiling, shall submit the originals of train ticket /copy of flight ticket/ Bus Ticket attached to the TA bill, for admitting such claims. This requirement would apply to all those employees who have now been permanently exempted from TA ceiling or given one time exemption.

Permanent Travelling Allowance [R.6 to 8, 53 & 54]

  • It is a fixed monthly allowance granted to an officer for frequent travel within his jurisdiction.
  • For the drawal of full amount of PTA, an officer should be on tour outside 8 km from his Head Quarters for 15 days in a month and should spend at 2 least 6 hours outside Head Quarters on each day [R.6 GD 1]
  • If this minimum tour is not performed, PTA will be reduced proportionately
  • Permanent Travelling Allowance cannot be drawn during leave, temporary transfer or joining time and along with any other TA [R.7]

Travelling Allowance for PSC verification & Departmental Test

  • Travelling Allowance and Daily Allowance is eligible for journey performed for PSC Verification vide GO(P)No.6/2013/GAD dated 09/01/2013.
  • Travelling Allowance is eligible for the journey for appearing obligatory departmental examination, provided that Travelling Allowance shall not be drawn more than twice for any particular examination [Rule 77, Part II, KSR] .

Leave Travel Concession - Ceiling of Air fare rate - Circular Issued

Vide Circular No.GO(P) 94/2019/Fin Dated 03/12/2019, Clarification orders has been issued that maximum allowable air rate for LTC shall not exceed Rs.10000/- upto an aerial distance of 2500 KM.Beyond that aerial distance, where there is direct flight, the ceiling shall be Rs. 10,000/- and if there is change of flights involved above 2500 km distance, the limit shall be Rs. 15,000/-.However the admissible claim will be limited to the actual expense or these ceilings, whichever is lesser.

Travelling Allowance - General Rules

  • TA is classified as compensatory allowance and it should not be on the whole a source of profit to the receipient.[Rule 44, Part I, KSR]
  • The right of a Government servant to Travelling Allowance including daily allowance shall be forfeited or deemed to have been relinquished if the claim for it is not preferred to the drawing officer or controlling officer within one year from the date on which it fell due.[Rule 5A, Part II, KSR], [Article 53 (e), KFC Vol.I]
  • As a rule, the travelling allowance claims should be preferred within a month of the due date. Controlling officers may pass for payment travelling allowance claims presented more than a month after the due date, only if there is sufficient justification for the delay. The travelling allowance drawn in advance under the rules will be held under objection pending the submission of the final travelling allowance bill.  In such  cases, if the final travelling allowance bill  is not preferred within three months of the due date, the advance drawn should be recovered in lump from the next pay bill of the officer concerned and settled finally.[Article 53 (e), KFC Vol.I]
  • Time limit for Travelling Allowance is Two years from the date when the claim due for payment [Article 56 (b)(ii), KFC Vol.I]
  • Head Quarter means the radius of 8 k.m. around the place or office in which an officer is employed
  • No TA will be admissible for the journey within the Head Qaurters except: (i) actual cost to the officers in Grade (III) or (IV) when deputed for duty or called to duty; (ii) allowance to teaching staff of Training Centres when deputed for practice teaching.(iii) actual fare subject to a maximum of Rs.10 to last grade employees attending treasury duty since 23-09-2002, and (iv) conveyance allowance to attend Annual Firing course and NCC camp. (R.64, 5,9 P II KSRs, GO (p) 567/02/Fin dated 23/09/2002 & notes 2&3 to R 57 PII).
  • Travelling Allowance is eligible for the journey for appearing obligatory departmental examination, provided that Travelling Allowance shall not be drawn more than twice for any particular examination [Rule 77, Part II, KSR].

Transport Allowance for Central Government employees

Central Government employees who are visually impaired, orthopedically handicapped, deaf and dumb/hearing impaired, or have spinal deformity, are entitled to Transport Allowance at double the normal rates, as per the DoE Order dated 31st August 1978. To avail of this benefit, employees need to obtain a recommendation certificate from the Head of the orthopedics department, Head of the Ophthalmologist Department, and Head of the ENT Department of a Government Civil Hospital.

In the 6th CPC regime, State Government employees who were drawing pay in the band of Rs.7440 and above in Grade Pay of below 4200 were eligible for a higher Transport Allowance of Rs.1600 in A1/A Cities and Rs.800 in Other Places, instead of the regular Rs.600 and Rs.400, respectively. However, this aspect was not mentioned in the 7th pay commission report. After prolonged deliberation, the Govt accepted the demand and issued orders on 2.8.2017.

As per the new order, Central Government employees drawing pay of Rs.24200 and above in Pay Level 1 & 2 of the Pay Matrix are eligible for a Transport Allowance of Rs.3600 plus DA at the cities mentioned in the Annexure of the OM, and Rs.1800 plus DA at all Other Places. Ensure that you meet the eligibility criteria to claim Transport Allowance for Central Government employees.

7th CPC Transport Allowance Chart

To calculate the transport allowance, you can use a simple formula that takes into account the percentage of Dearness allowance (DA). This percentage is applied to the rate of transport allowance (TA) and added to the base amount of TA. The rates for TA according to the 7th CPC pay matrix vary depending on the pay level and the city. For instance, in TPTA cities, Level-1 employees with a basic pay below 24200 receive 1350 plus DA as their TA, while in other cities they receive 900 plus DA. The same calculation applies to other levels, up to Level-14 which receives 7200 plus DA in both types of cities.

7th CPC Transport Allowance Rules

The “7th CPC Transport Allowance Rules” have undergone changes for pay matrix levels 1-2 and levels 3-8. In TPTA cities and other cities, level 1 with a GP of 1800 and level 2 with a GP of 1900 will receive 1350 plus DA and 900 plus DA, respectively. For those earning 24200 and above, the rates will be 3600 plus DA and 1800 plus DA, respectively. Levels 3-8 with GPs ranging from 2000-4200 will receive 3600 plus DA and 1800 plus DA. For levels 9 and above with a GP of 5400 PB-2 or higher, the rates will be 7200 plus DA and 3600 plus DA. Refer to the following table for a detailed breakdown.

Transport Allowance in Railway in 7th Pay Commission

The transport allowance is a crucial component of the salary package for Central Govt employees, especially those in the Railway sector. T.A. Advance on tour

When an employee goes on a tour and is absent from their Headquarters or Place of Posting for a full calendar month, they will not receive Transport Allowance for that month. However, if their absence doesn’t cover a full calendar month, they will be eligible for Transport Allowance for the entire month. This is important to keep in mind when planning for T.A. Advance on tour.

Transport Allowance as per 7th CPC

If an employee is treated as on-duty during training and there is no provision for Transport Facility, Traveling Allowance, or Daily Allowance while attending the training institute, they may be granted Transport Allowance as per the 7th CPC. However, this allowance will not be admissible if the employee is on an official tour for the entire calendar month while undergoing the training course. Similarly, if an employee is on training abroad and the period of training covers the entire calendar month, they will not be eligible for Transport Allowance as per 7th CPC.

Transport Allowance Rules for Central Government employees

Transport Allowance Rules for Central Government employees are applicable when they are on inspection or survey duty exceeding 8 km from the Headquarters, or during continuous field duty either in or outside the Headquarters. This allowance is provided to compensate for the commuting costs incurred between the place of duty and residence. However, if an employee receives Road Mileage/Daily Allowance or free transportation for field/inspection/survey duty or tour for a month, they are not entitled to Transport Allowance during that month.

Vacation staff is entitled to Transport Allowance, provided they do not receive any free transport facility. However, the allowance will not be admissible when such a vacation covers the whole calendar month, including all kinds of leave.

In the case of a Government employee under suspension, Transport Allowance is not applicable. If the suspension covers the full calendar month(s), the employee is not entitled to Transport Allowance during that period, even if it is finally treated as duty. If the suspension period covers a calendar month partially, the Transport Allowance payable for that month shall be reduced proportionately.

Limitations of Travelling Allowance Calculation

When is it Not Admissible?

Travelling allowance is not admissible to central government employees who have been provided with staff car transportation. Additionally, if an employee is absent from duty for an entire calendar month, they will not receive transport allowance.

To review the recommendations of the 7th CPC on allowances, the Central Government formed a committee chaired by the Finance Secretary. On April 27th, 2017, the allowance committee submitted its report to the government.

Transfer travelling allowance calculation is not viable for central government workers who receive government-provided staff car transport. When an employee is absent for a complete calendar month, they become ineligible to receive their transport allowance.

Meanwhile, the Central Government instituted a committee to assess the 7th CPC’s allowance recommendations. The committee, led by the Finance Secretary, submitted its report to the government on April 27th, 2017.”

Transfer Travelling Allowance for Central Government employees

Sub: Irregularities in payment of Transport Allowance during nation-wide lockdown due to Covid-19 pandemic.

Attention is invited to para 4(a) of Board’s letter dt. 03.08.2017(RBE No.80/2017) wherein it is stated that Transport Allowance will not be admissible for the calendar month(s) wholly covered by leave. Further, vide Ministry of Finance/ Department of Expenditure OM dated 01.12.2020, which has been circulated vide Board’s letter dated 03.12.2020 (RBE No.104/2020), the different situations during lockdown period under which Transport Allowance is not admissible have been clarified. During course of Audit it has been noted that irregular payments against Transport Allowance has been made by one of the Zonal Railway in violation of the clarifications communicated vide MoF/DoE OM dated 01.120.2020. In this context, it has further been recommended as under :-

“Railway Board may get the issue examined in various Zones/other offices, to assess whether similar nature of irregular payment towards Transport Allowance has been made, and effect recoveries under intimation to Audit”.

2. In view of the above Zonal Railways and PUs may assess the payments made against Transport Allowance to the employees during the nation-wide lockdown period and if any irregular payment has been made, remedial action may be taken to recover the same.
