As a representative of the world’s largest democracy and an emissary of its goodwill to the world’s oldest democracy, I am honoured and delighted to be speaking once again before you. For democratic republics such as India and the United States, chambers and buildings such as this one — the Houses of Congress on Capitol Hill here in Washington, DC, and Parliament House in New  Delhi — are embodiments of popular sovereignty, repositories of the people’s trust and monuments blessed with the sacredness of a church, a temple, or indeed a mosque. Dear Readers,

While  addressing the US Congress , Indian Prime Minister Narendra Modi stated that when he first visited the US as the PM, India was the world’ 10th largest economy and eight years later it is the fifth-largest economy of the world. Further, he said that soon India will be the world’s third-largest economy in the world.

This categorisation of economies is based on aggregate GDP levels stated in current US dollar terms. In other words, one calculates the market value of all goods and services that are produced in every country in a year and then expresses it in terms of US dollars.

CHART 1 shows the top 10 economies by size and their GDP level in trillions of dollars. There is a vast gap between the US and China, which occupy the first two slots, and the rest of the field. Udit Misra explains.

The Bharatiya Janata Party (BJP) today hailed Prime Minister Narendra Modi's trip to United States as "unprecedented," saying that several diplomatic and strategic decisions taken during the visit shall help build a "new India" with economic progress, news agency PTI reported.

BJP leader and Union Minister Smriti Irani, addressing a press conference at party's headquarters, said that the visit has led to "significant outcomes" in defence sector, mong others. "Fifteen standing ovations and over a hundred applause to the prime minister's speech at the US Congress, this was not only the hallmark of the prime minister's visit to the US but what is unprecedented is the Indo-US partnership in many critical areas which will help serve a better future the Indian populace," she added.

"Several diplomatic and strategic decisions were taken during Prime Minister Narendra Modi's visit to the US which will help build a new India with the resolve of Atmanirbhar Bharat, and provide opportunities of economic progress to Indians," she said.

Irani said that NASA and ISRO will develop a "strategic framework" for human space flight cooperation by the end of 2023, and a joint Indo-US quantum coordination mechanism will help facilitate collaboration between the industry, academic and government, according to the report.

"Those who want to deflect attention from the prime minister's personal efforts undertaken in strategic cooperation in defence, artificial intelligence, ecosystem of semiconductor assembly line and critical mineral engagements would like to raise the minority bogey," she charged. As the general elections come closer such "political gas-lighting" is expected, she claimed. "What I am grateful to is the prime minister's steadfast focus on issues that are critical to Indian economy," she added, the report said. (PTI)

The decision of the United States and India to end six major trade disputes at World Trade Organization (WTO) is a "big victory" and will be mutually beneficial for both countries, India's Commerce and Industry Minister Piyush Goyal said, news agency PTI reported.

The resumption of talks at the Trade Policy Forum has started yielding significant results, Goyal said. New Delhi will also remove retaliatory customs duties on certain American products such as almonds, walnuts, and apples, according to the report.

A joint statement issued after the meeting of Prime Minister Narendra Modi and US President Joe Biden in Washington said the two leaders welcomed the resolution of six outstanding WTO disputes through mutually agreed solutions. "It is a big victory for India and is a mutually beneficial arrangement for both countries," Goyal told the reporters. He said, now there are no pending India-US disputes at WTO.

"So, India and the US by the end of this year will have no disputes. All the six major ones have gone," the minister said adding "for the first time bilaterally we are ending the disputes." In 2015, India lost a long-pending dispute over poultry imports from the US at WTO's dispute settlement body. India had 12 months to comply with the WTO order. The US had sought trade sanctions against India in this case.

The six disputes include countervailing measures on certain hot-rolled carbon steel flat products from India, certain measures relating to solar cells and modules, measures relating to the renewable energy sector, export-related measures, certain measures on steel and aluminium products, and additional duties on some products from the US. PM Modi US visit, PM Modi in US

The India-US relationship is reaching a new high point. But the significance of  Prime Minister Narendra Modi’s trip  to the US will be obscured by short-term political framings. There will be the sheer political theatre of the US courting India and the Prime Minister leveraging this moment to shore up his domestic political legitimacy. There will be the disappointment of those who think the Biden Administration is actually going out of its way to give its imprimatur on the state of India’s democracy. But “democracy” was not going to be an issue in this phase of India-US relations.

State visits are the highest-ranked category of foreign visits to the US, where the head of a state visits the US on the formal invitation of the US President. Before Modi, the only two state visits under President Joe Biden have been by France’s President Emmanuel Macron and South Korea’s President Yoon Suk Yeol. Invitation for a state visit signifies that the US considers the guest nation an important friend and ally.

Here's why Democrats and Republicans welcome a visit from right-wing Indian PM Narendra Modi

WASHINGTON – President Joe Biden and congressional leaders will roll out the red carpet for Indian Prime Minister Narendra Modi on Thursday, as the right-wing Hindu nationalist leader arrives for an official state visit to the United States.

Modi will address a joint session of Congress and will be feted at a White House state dinner — a diplomatic honor usually reserved for close allies. On Sunday, many Indian Americans took to the streets in major cities across the country for an "India Unity Day" march to welcome Modi to the U.S.

The marches, organized by the American overseas arm of Modi's right-wing Bharatiya Janata Party, were a show of support for the controversial Indian leader who has faced criticism for presiding over human rights violations, an erosion of the country's democracy, and a crackdown in Indian-controlled Kashmir.

That Democrats and Republicans alike are honoring Modi this week demonstrates the White House and Congress are willing to overlook his right-wing populist agenda in the pursuit of a strategically important relationship that will allow the U.S. to counter China's influence .

Why the U.S. relationship with India is 'strategically important'

Meanwhile, Modi's political allies in Washington stepped up their lobbying efforts with members of Congress and the Biden administration ahead of his official state visit this week.

Prep for the polls: See who is running for president and compare where they stand on key issues in our Voter Guide

Sanjay Puri, the chairman and founder of the bipartisan U.S.-India Political Action Committee (USINPAC), said that in their lobbying efforts, the group has sought to underscore that India is "the only democracy in that region" and emphasize that the rise of China resulted in the U.S.-India partnership becoming a "strategically important relationship."

"That's been our push," Puri said of the group's discussions with lawmakers ahead of Modi's visit. "It has resulted in, obviously, the [congressional] leadership asking him to come in and speak and also President Biden inviting him for a state dinner as well as several other activities around that."

In addition to combatting American criticism of the Indian government's human rights record, the welcome marches likely also sought to enhance Modi's political image at home ahead of a general election next year, according to Gautam Nair, a professor of public policy at the Harvard Kennedy School.

"This visit actually should buttress his domestic political standing," Nair, who was born and raised in India, said. "And these rallies sort of suggest, or help foster an image, that he is an international leader of stature as well."

Mukesh Aghi, president of the U.S.-India Strategic Partnership Forum, said the "the Indian diaspora is quite excited about what Modi is doing, excited about the direction of the country, and feel proud of their heritage."

Countering China

Modi's visit also comes just days after Secretary of State Antony Blinken met with senior Chinese officials in Beijing over the weekend, a bid to improve relations between the two superpowers after months of heightened tensions. Washington has increasingly looked to forge closer ties with New Delhi to counter China's rising political and economic influence.

Nair said he believes the rationale for giving Modi the star treatment during his visit to the United States is "quite clear."

"This extra effort is because traditionally India has been wary of forging formal alliances with great powers," Nair said. "This is reflected in the fact that on the one hand, defense ties, diplomatic ties, economic ties are deepening with the United States, and at the same time China is a huge trading partner for India."

Aghi said he expects Modi's visit to yield a deal that will allow General Electric to manufacture jet engines in India for the country's military aircrafts, in addition to fostering discussions on healthcare and artificial intelligence between the two countries.

"I think what we're seeing is a much more deeper collaboration on technology, investments, and defense," Aghi said.

How this U.S.-India partnership could be one of the most significant in a century

Rep. Ro Khanna , D-Calif., who serves as a co-chair of the U.S.-India congressional caucus, told USA TODAY he believes the "U.S.-India partnership will be one of the most significant of this century."

"We will be working to strengthen the technology and defense relationship and to promote scientific research and cooperation on climate change initiatives," Khanna said.

Former South Carolina Gov. Nikki Haley , a 2024 Republican presidential candidate and the daughter of Indian immigrants, said she also welcomed the decision to invite Modi for an official state visit.

"India is a critically important country in the Indo-Pacific region and a natural ally of America with so many shared values and interests," Haley told USA TODAY. "It is entirely appropriate that Prime Minister Modi should address Congress and be celebrated at the White House."

Biden and American political leaders, however, have faced criticism for giving Modi the official state visit treatment without putting a stronger focus on the rollback of press freedoms in India and his government's treatment of minority Muslims and Christians.

"The relationship must be grounded on a respect for pluralism, an open internet, human rights and liberal democracy," Khanna said.

Biden to host India’s Modi at White House next month

Narendra Modi’s visit to Washington seeks to ‘affirm the deep and close partnership’ between the US and India, White House says.

US President Joe Biden shakes hands with Indian Prime Minister Narendra Modi in 2022

US President Joe Biden will host Indian Prime Minister Narendra Modi in Washington, DC next month, the White House has announced, in a trip the Biden administration said aims to “affirm the deep and close partnership” between the two countries.

In a statement on Wednesday, the White House said Modi will make an official state visit to the United States capital on June 22, including a state dinner.

“The upcoming visit will affirm the deep and close partnership between the United States and India and the warm bonds of family and friendship that link Americans and Indians together,” the statement read.

The US and India have maintained close ties for decades, notably on defence and trade, and this will be the first state visit by Modi to the country.

But ties between the two nations have been tested in recent months over a range of issues, including concern over the Indian government’s human rights record and its relationship with Russia amid the war in Ukraine.

Biden and Modi held a virtual meeting in April 2022 as Washington sought to push New Delhi to apply economic pressure on Moscow over the invasion of its neighbour.

The American president told the Indian prime minister at that time that the US could help India diversify its oil imports – but that it was not in the country’s interests to increase energy imports from Russia, a White House spokesperson said.

Meanwhile, earlier this month, an independent US commission recommended for the fourth year in a row that India be added to a religious freedom blacklist, saying that conditions in the country for religious minorities “continued to worsen” throughout 2022.

These US Commission on International Religious Freedom (USCIRF) reports have drawn anger from Indian officials. Last year, India’s foreign ministry spokesman Arindam Bagchi accused senior US officials of making “ill-informed” and “biased” comments.

Nevertheless, Modi’s invitation to Washington, DC comes as both India and the US seek to shore up support against China’s growing assertiveness.

In its statement on Wednesday, the White House said the upcoming talks between Biden and Modi also will strengthen their respective countries’ “shared commitment to a free, open, prosperous, and secure Indo-Pacific”.

“The leaders will discuss ways to further expand our educational exchanges and people-to-people ties, as well as our work together to confront common challenges from climate change, to workforce development and health security,” the Biden administration said.

Modi visited Biden at the White House in 2021, but as part of a summit for the so-called “Quad” grouping – the US, Australia, Japan and India – that is seeking to counter China’s rising influence in the Pacific region.

The relationship between Washington and Beijing has seen growing tensions in the past few years as the US prioritised strategic competition with China in its foreign policy under former President Donald Trump, a position fully embraced by Biden.

Modi’s Party Doesn’t Control All of India. But He’s Working on It.

As an election nears, political strife between Prime Minister Narendra Modi and opposition-held states is straining the federal formula that holds India together.

Prime Minister Narendra Modi standing atop a truck covered in flowers. Crowds of people flank the road.

By Mujib Mashal and Hari Kumar

Reporting from Chennai and New Delhi in India

It is the final frontier for India’s most powerful leader in decades.

Narendra Modi, over his 10 years as prime minister, has made it his mission to turn a complex and diverse country of 1.4 billion people into something approaching a monolith dominated by his sweeping Hindu nationalist vision.

The news media, the national legislature, civil society, sometimes even the courts — all have largely been bent to his will. But one critical group of holdouts remains: some of India’s richest states, the engine of its rapid growth.

The future shape of the world’s largest democracy — and its economic trajectory — may rest on the power struggle that has ensued.

Mr. Modi, who is well placed to win a third term in a national election that will begin on April 19, is wielding an increasingly heavy hand in what his opponents call an unfair effort to drive out the governments of the states his party does not control.

They accuse Mr. Modi’s administration of delaying federal money for major projects; of jailing or hounding opposition leaders while shielding anyone who joins the prime minister’s party; of obstructing the delivery of basic services; and of throwing state politics into chaos.

The tensions are tearing at India’s delicate federal formula of power sharing and political competition, the glue holding the country together across 28 states and eight territories.

Regional leaders have described the behavior of the central government, which holds more power than in federal systems like the United States’, as that of a colonial overlord. In the south, the most developed and innovative part of India, officials have spoken of a “separate nation” for their region if the “patterns of injustice” continue.

Mr. Modi and his lieutenants have in turn accused the state leaders of harboring a “separatist mind-set” and pursuing politics that could “break the nation.”

India’s move toward more centralized governance could hurt its overall growth, analysts say, as such efforts have done in the past. Big national spending programs focus on basic development problems that the south mostly solved decades ago. If that region’s freedom to make investments based on its own needs is restricted, the effects could be far-reaching.

“It is ultimately self-destructive,” said P.T. Rajan, a cabinet minister in the government of the southern state of Tamil Nadu.

Mr. Modi offers a simple solution: for the states governed by parties other than his Bharatiya Janata Party, or B.J.P., to come on board.

He often draws on automotive terminology to make his pitch. Those states, he says, could benefit from what he calls a “double engine” government, with one party — his own — working in sync at both the national and state levels.

If they do not comply, the states get wrench after wrench thrown into the works of their governments, officials say, making it difficult for them to deliver on election promises. The B.J.P., relentlessly expanding its base, waits in the wings.

Last month, the chief ministers of about a half-dozen states staged a dramatic demonstration near the seat of federal power in New Delhi.

With posters reading, “Our Blood, Our Sweat, Our Tax,” hanging behind them, they complained that Mr. Modi was using his outsize control over the distribution of revenues collected across India to entrench his party and hobble their own state governments.

At the same time, Mr. Modi was on a final lap of the country before the announcement of the election dates. In opposition states, he combined promises of billions of dollars in infrastructure and welfare projects with scathing criticism of the local parties.

They are scathing of him, too. They have repeatedly sued state governors appointed by New Delhi, who hold largely ceremonial roles, over complaints that they are stalling the work of elected governments.

“You’re playing with fire,” India’s chief justice, Dhananjaya Yeshwant Chandrachud, told the central government after the governor in the opposition-controlled state of Punjab repeatedly prevented legislative work. “Will we continue to be a parliamentary democracy?”

In Tamil Nadu, officials said they were struggling to expand a subway line in the capital city, Chennai, because Mr. Modi’s administration was dragging its feet on New Delhi’s share of the funding.

In Kerala, on India’s southwestern coast, the state government is suing the Modi administration over what it says are arbitrary borrowing limits that have thrown the state’s budget into disarray and delayed payments.

In the western state of Maharashtra, home to Mumbai, India’s financial and entertainment capital, Mr. Modi’s officials have splintered the state’s two largest parties through a mix of pressure from investigative agencies and offers of incentives. Such “smash and grab” politics, as critics have branded it, has paved the way for the B.J.P. to emerge as a kingmaker in a coalition government.

In the Delhi capital region, the B.J.P. appears hellbent on destroying a smaller party that swept to power promising to improve basic services. The territory’s elected government has been stripped of important powers, and federal agencies have bogged down the top leaders of the party, Aam Aadmi, in corruption cases.

The party’s deputy leader and a key cabinet minister have been in jail for over a year. On Thursday, in a dramatic nighttime raid, government agents arrested Arvind Kejriwal , the party’s leader and Delhi’s chief minister, whom they have accused of financial crimes. He is the first serving chief minister to be arrested..

The bitter political dispute in Delhi is evident in overflowing sewage in parts of the city and long lines outside government hospitals.

Aam Aadmi sought to improve hospitals in part by relying on outside contractors to enter patient data. But the plan has been caught in the crossfire between Mr. Modi’s officials and the territory’s elected government, and the contractors pulled their staff from many hospitals after salaries were delayed for months.

“In their political fighting, it is the public that suffers,” said Adit Kumar, a cloth-seller who has diabetes, who, along with his wife, was waiting outside a crowded hospital in New Delhi one recent day.

Saurabh Bhardwaj, an Aam Aadmi official in Delhi, said Mr. Modi’s intention was clear: to push the country toward one-party rule.

“You reduced the state government’s work so much that people start saying that it’s better to bring the B.J.P. and only they can deliver,” Mr. Bhardwaj said. “That means the federal structure will collapse.”

The biggest federal-state fault line pits the more prosperous south against Mr. Modi’s support base in the north.

Except for a brief period in the state of Karnataka when the B.J.P. took control by orchestrating defections, the party has been unable to win power in the five southern states.

Officials there say that Mr. Modi is trying to hold them back for their refusal to buy in to his brand of politics, including his party’s stirring of Hindu-Muslim tensions and its push to make Hindi — which is not widely spoken in the south — a national language.

The resentment is amplified by complaints that the south gets proportionally less in return for the tax money it sends to New Delhi. Because the northern states have large populations and are far behind in basic development, they get a larger share of the revenues.

There are also serious concerns in the south that the redistribution of parliamentary seats once a long-delayed national census is finally held will punish the south for its success in reducing birthrates, a key to its relative affluence.

With its earlier investments in infrastructure, education and public health — the result of a unique mix of political, cultural and historical differences in the south — the region is better placed to propel India’s ambition for high-end manufacturing . Mr. Modi’s politics-driven approach, his opponents say, could undercut his ambitions for building India into a major economic power.

The federal finance minister, Nirmala Sitharaman, rejected claims that revenues were being unfairly distributed, saying the central government was “releasing, and releasing on time,” the states’ share.

“We want every part of the country to prosper,” Mr. Modi said in Parliament after the state leaders’ protest in New Delhi, casting himself as a strong proponent of “competitive, cooperative federalism.”

In pressuring state governments, analysts say, Mr. Modi is simply exploiting structural flaws in India’s Constitution, which created a republic — a quasi-federal union of states — after the British left in 1947.

The Indian National Congress party, which ruled over India uncontested in the first decades after independence, abused the outsize constitutional powers given to the central government over fiscal matters to quash the rise of competitors.

Starting in the late 1980s, however, the decline of Congress ushered in an era of coalition politics, with regional parties finding representation in New Delhi.

This was also the period when India opened its heavily centralized economy to the free market. As growth followed, the distribution of resources was subject to more push and pull between the central and state governments.

“The emergence of regional powers made the center commit to certain principles,” said Kalaiyarasan A., an assistant professor at the Madras Institute of Development Studies. “The 1990s was a golden period of federalism.”

Today, Mr. Modi is seeking to remake Indian federalism with his “double engine” push.

In opposition-held states, Mr. Modi has offered infrastructure and welfare projects, branded with his name or that of his office, to pitch himself as India’s only driver of development and growth.

In engaging in joint projects, the state parties face a political cost: They will get the money only if they agree to the Modi branding.

And if they resist?

In 2022, Ms. Sitharaman, the finance minister, stopped at a shop in the southern state of Telangana that distributed rice rations as part of a joint program in which the central government provided the larger share of the funding. Mr. Modi’s picture was not displayed there. Ms. Sitharaman lashed out at state officials.

“This is the work that our prime minister is doing for his people,” Ms. Sitharaman said . “Our people will come and install the prime minister’s photo, and you will, as district administrator, ensure that shall not be removed, that shall not be torn, that shall not be affected.”

Bhartiya Janata Party (BJP) supporters hold cutout pictures of Indian Prime Minister Narendra Modi during a public meeting in Barasat on the outskirts of Kolkata on March 6. In India, Modi's face is everywhere as the country heads to elections.

MUMBAI, India — The world's largest democratic polling exercise gets underway on April 19, India's election commission announced over the weekend. It will involve over a million booths, 15 million polling personnel, and will decide the future for 1.4 billion Indians.

As in the last election in 2019, the elections this year will be conducted in seven phases over more than six weeks. Results will be out on June 4.

At the center of this election is Narendra Modi, India's wildly popular prime minister. In his two terms since 2014, human rights groups and liberal critics of Modi say the prime minister and his party have eroded the secular democratic foundations of India. Some of Modi's prominent critics and political opponents have been detained.

Some lawyers and former judges say an analysis of the cases taken up by India's vast judiciary and the decisions it's made suggests a cowed, timid justice system that bends to the influence of the prime minister's allies. Rights groups such as Amnesty International and Hindutva Watch have also documented incitement, communal attacks and even state-sanctioned violence against minorities, particularly India's 200 million Muslims.

But criticism that India is hurtling into authoritarianism seems to make little difference. A recent Pew Research survey holds clues on why: 85% of Indians, it found , think military rule or an authoritarian leader would be good for their country.

This time, Modi has tasked workers at his Hindu nationalist Bharatiya Janata Party (BJP) with securing 400 out of 545 parliamentary seats.

As the workers and leaders hit the road, here are three things to know.

Modi thinks he will cruise to a third term

Modi certainly thinks he will win. Earlier this month, he even called an all-hands meeting with his ministers to discuss the government's priorities in the 100 days after elections.

But his past two terms have been a mixed bag.

The Modi government splurged on infrastructure projects like roads and airports, distributed free food grains to hundreds of millions and initiated cash transfers to low-income groups. But his decision to take high-value currency out of circulation in 2016, and impose nationwide shutdowns during the COVID-19 pandemic between 2020-21 also undid the economy. As the country recovered, an Oxfam report found the rich got richer while the bottom half of the population owned only 3% of the country's wealth.

Many young Indians say they haven't benefited from the economic growth Modi boasts of

In all these years, analysts say the BJP's strategic use of Hindu nationalism, and Modi's cult of personality, has helped them coast through the worst of crises.

The BJP is India's richest party , according to a recent report by the Association for Democratic Reforms, an independent election watchdog. And in the decade of Modi's rule, observers say, the party has also seen a growing number of dedicated cadres and increasingly pliant media, often due to fears of a government crackdown.

Across India, Modi's mugshot is everywhere — from daily advertisements in newspapers and TV channels on government schemes, to cardboard cutout images of him for citizens to use as selfie props. Several of his loyal ministers' handles on X, formerly Twitter, identify them as " Modi's family ." The party also used India's G20 presidency to pitch Modi as " Vishwaguru " or "teacher of the world."

Meanwhile, India's opposition parties are struggling. A coalition formed last year of 40 opposition parties has fractured. The president of India's main opposition Congress party, Mallikarjun Kharge, is a veteran politician but lacks Modi's mass appeal. The opposition lacks a satisfactory answer for what many fence-sitters ask: "If not Modi, then who?"

Will the elections be free and fair?

The integrity and outcome of India's polling process is largely respected by international observers. But in the run-up, parties often indulge in practices that violate election codes.

In its press conference on Saturday, the election commission said polling in India carries four main challenges: violence, misinformation, violations of good conduct (such as personal insults of political opponents), and bribery. Over the past five years, it seized over $400 million in illicit cash in 11 state elections.

Opposition parties have also questioned the Election Commission of India's own conduct. They say the polling body has not sanctioned the BJP despite evidence of election law violations by the party. The commission has denied accusations of bias.

Separately, only days ahead of announcing elections, Modi appointed two ex-bureaucrats to the three-headed election commission. One of the leaders of India's main opposition party who was part of a panel to pick commission heads said the government rushed the selection process and "chose the candidates they wanted."

A scandal over electoral bonds is a new stumbling block for the BJP

The BJP came to power in 2014 on the back of an anti-corruption campaign. " Na khaoonga, na khaane doonga (I won't indulge in corruption, nor will I let others)," candidate Modi had promised.

In 2018, the BJP introduced "electoral bonds" that allowed for individuals and corporations to donate money to political parties anonymously. Over the next five years, the party became India's richest , taking in over half of $1.5 billion in total political donations raised between all parties.

Last month, the Supreme Court scrapped the scheme and ordered the donor details to be made public. Indian newsrooms reporting on this found a pattern : at least 21 companies — both big and small — donated around $130 million, often after raids by law enforcement agencies.

Jairam Ramesh, the general secretary of the opposition Congress party, whose own government came undone in 2014 following a string of corruption scandals, called the electoral bonds scheme the "biggest scam of independent India."

It's too early to say if the scandal will halt the Modi juggernaut. But analysts say a contest that was seen as one-sided until only a week ago has just got a lot more competitive.

NEW DELHI (AP) — Indian Prime Minister Narendra Modi on Thursday made his first official visit to Kashmir’s main city since New Delhi stripped the disputed region of its semi-autonomy and took direct control of it in 2019.

Addressing a crowd in a soccer stadium in Srinagar, Modi announced development projects and said previous governments had misled people over the region’s now-scrapped special status.

“The success story of Jammu and Kashmir will be the center of attraction for the world,” he told the crowd, saying that the region has prospered since the 2019 move. “I have always said that the hard work I am doing is to win your hearts. I will work towards winning your hearts further.”

Modi and his party have accused Kashmir’s pro-India parties of being corrupt, misleading Kashmiris and promoting separatism in the region. Kashmiri politicians, who say their special status was a constitutional guarantee, have called Modi divisive and anti-minority.

Thousands of armed paramilitary troops and police in flak jackets maintained extra vigilance across the Kashmir Valley, the heartland of the ongoing rebellion against Indian rule in the majority-Muslim territory, where many residents strongly favor independence or a merger with Pakistan. Modi’s two previous visits to Kashmir after its status was changed were to the Hindu-dominated city of Jammu.

Modi did not mention plans to hold elections in the region or to restore its statehood, both demanded by Kashmir’s pro-India political parties. The last election for the regional legislature were held in 2014, but the government elected then was dismissed in 2018.

In 2019, Modi’s Hindu-nationalist-led government revoked the region’s semi-autonomous status, annulled its separate constitution, split the area into two federal territories — Ladakh and Jammu-Kashmir — and removed inherited protections on land and jobs. The Muslim-majority region is now run by unelected government officials and bureaucrats.

India’s powerful home minister, Amit Shah, has repeatedly promised that the region would regain statehood after elections.

In December, India’s Supreme Court upheld the 2019 decision and asked the government to conduct polls by September.

The region has been on edge since 2019, as authorities put in place a slew of new laws that many residents fear could change Kashmir’s demographics. The move was welcomed in much of India , where the Modi government was cheered by supporters for fulfilling a long-held Hindu nationalist pledge.

In New Delhi’s effort to shape what it calls a “new Kashmir,” India has shown no tolerance for dissent, curbing civil liberties and intimidating media .

Ahead of Modi’s visit to Srinagar, government forces laid razor wires and erected checkpoints on roads leading to the venue. They randomly frisked residents and searched vehicles, while navy commandos in motorboats patrolled the Jhelum River that snakes through the city.

Authorities ordered thousands of government employees, including teachers, to attend the meeting, and most schools in the city were closed for the day.

Thursday’s event is seen as part of Modi’s campaign ahead of national elections scheduled in April and May.

Such security measures have been common in Kashmir since 1989, when rebels began fighting against Indian rule.

Kashmir is divided between India and Pakistan, and both claim the Himalayan region in its entirety. India insists the Kashmir militancy is Pakistan-sponsored terrorism. Pakistan denies the charge, and most Kashmiris consider it a legitimate freedom struggle. Tens of thousands of civilians, rebels and government forces have been killed in the conflict.

Why Narendra Modi is vocal in local

Pm narendra modi makes the effort to speak in local languages to connect with people. no other politician, not even rahul gandhi, whose mother sonia gandhi attempted something similar in 1998, does that. now, the latest technology is helping pm modi. but does this effort have anything to do with pm modi's past.

Listen to Story

modi tour news

The Congress's 1998 Lok Sabha election campaign was all about Sonia Gandhi and a desperate bid for the party, so used to being in power, to be back in government.

Sonia Gandhi was Congress's star campaigner and would touch down on 138 helipads and landing strips, after IK Gujral's United front government collapsed. By the end of her 1998 rally spree, Sonia would go to address 15 million people.

Many in the crowd would gawk at a "white woman" speaking in Hindi . She began with greetings in local dialects and delivered a heavily accented Hindi speech, reading from a draft in the Roman script.

However, Sonia Gandhi made the effort. She knew how Hindi was imperative if she were to break the "Italian mould" that her rivals were trying to cast her in.

Cut to 2024. In 25 years, the language game has now reached an altogether different level. Prime Minister Narendra Modi is playing a big role in it and so is artificial intelligence (AI).

India is a land of a hundred tongues and is described as a country where ' kos kos par badle paani, char kos par vaani '.

States in India have been created on linguistic lines. Languages have also shaped its history and politics, be it the anti-Hindi movement in the Dravidian states, the anti-Bengali agitation in Assam or the 'Marathi manoos' agitation.

PM MODI MAKES EFFORT TO CONNECT IN A DOZEN LANGUAGES

In a 2019 interview with Humans of Bombay, PM Modi described how he became a traveller when he was 17. He spoke about his eagerness to meet people from all over India.

In 1969, a 17-year-old Modi left his home in Vadnagar for a journey that would transform him.

He started from the Ramakrishna Mission ashram in Rajkot and travelled to the Belur Math near Kolkata . Then he travelled to Guwahati. Later, he reached another ashram set up by Swami Vivekananda in Almora.

Even after becoming the Prime Minister, Modi has travelled to all parts of the country, be it to inaugurate a project, flag off a Vande Bharat train or to visit a temple. The most-travelled Prime Minister of India has made a record number of trips to the northeast, a region that earlier wasn't on the priority list of the Centre.

As Prime Minister, Modi has tried to connect with people by greeting them and speaking some sentences in their native languages.

In Kerala's Pathanamthitta, PM Modi began his speech by addressing the crowd in Malayalam. "The enthusiasm in Pathanamthitta assures me that the 'lotus' will bloom in Kerala," he said in Malayalam as the crowd cheered.

"I admire how Narendra Modi ji embraces the culture of every state wholeheartedly," Naresh Dhanraj Kella, a chartered accountant and BJP member reacted on X.

During his five-day tour of the five south Indian states, PM Modi made an effort to speak in the local languages.

SPEAK IN HINDI, BE HEARD IN TAMIL

During the PM's five-day tour, a speech in Hindi by the Prime Minister, delivered to a massive crowd, was translated to Tamil in real-time with the help of AI software.

The experiment actually started in December last year at the Kashi Tamil Sangamam.

"Those from Tamil Nadu, I request them to use your earphones (to listen to speech) using AI technology for the first time. This was my first experience. In the future, I will use it, and you will have to respond. Now, as usual, I speak in Hindi and AI will translate it to Tamil," PM Modi said to the attendees, who were a mix of people from the north and south.

"I hope the use of AI will help my voice to reach you all easily," he said in December 2023. And he has done that in the campaign trail.

The BJP has created separate social media handles to promote PM Modi's speeches in eight regional languages. Five such handles on X (formerly Twitter) were created in February this year.

HOW AN IMPERFECT ACCENT HELPS TOO

"Eti upasthita, samasta bhai bhouni... mora namashkar," PM Modi said in Odia at a rally in Jajpur on March 5. He had begun his speech with "Jai Janannath, Jai Maa Birja, Jai Siya Ram".

Like 'Jai Siya Ram' in the Hindi heartland, 'Jai Jagannath' is used as a greeting in Odisha.

While some natives jeer at Modi's accent on social media, the Prime Minister making the effort to speak in the local languages is generally lauded.

Travellers would know this too. It is the effort in trying to speak in the local language, and not the refinement, that matters more.

Locals praise the effort of picking a language from the streets, not the expertise of classes.

"Modi's Odia better than Naveen's Odia," a user reacted to the Jajpur speech, drawing a comparison with Odisha Chief Minister Naveen Patnaik. Though a favourite of the Odia people, Naveen Patnaik has struggled to speak fluently in Odia.

"Naveena thu ta better Odia Modi kahila," said another person, rating Modi's Odia better than that of the chief minister's.

"Bro spoke in both Sambalpuri and Odia accent," commented another person.

At times, PM Modi has gone beyond the 'one state, one language' binding.

At Siliguri in West Bengal, he spoke both Bengali and Nepali. The North Bengal hill station has a considerable Nepali population.

THE LANGUAGE OF BHARAT JODO

It's not just the language. PM Modi carefully picks the dialect when he is in a particular region.

"Maharshi Valmiki ke karmabhoomi, Mata Sita ke Sharanbhoomi aur Lav Kush ke ee bhoomi par, hum sabb ke praman karatani," he said in Bhojpuri at a rally in Bihar's Bettiah on March 6.

Bhojpuri is the dialect spoken primarily in Western Bihar as well as Eastern Uttar Pradesh.

This is in contrast to the Prime Minister using Maithili, which is used in the Mithila region in Bihar, including Purnea.

"Saura nadi ke tatt par basal, purvi aur pashchimi Bharat ke jode wala, Purnea ke ee paawan bhoomi ke naman kareichi," PM Modi addressed the crowd at the Parivartan rally in Purnea in 2015. While addressing two rallies in southeastern Bihar's Bhagalpur in 2015 and 2019, PM Modi also used the local dialect of Angika to greet the people.

Be it a shawl or headgear, the Prime Minister also uses local dress for a visual connection with the people.

No opposition leader makes such a concerted effort to use the language or the dress of a region to connect with the locals.

Contrast this with Congress leader Rahul Gandhi, whose mother had in 1998 used a sprinkling of local dialects and accented Hindi to connect with the masses.

In the entire course of his Bharat Jodo Yatra and later the Bharat Nyay Yatra which ended recently in Maharashtra , one had to make an effort to find out where exactly Rahul Gandhi was. There was neither an aural nor a visual cue.

Rahul in Assam looked and sounded the same as he did in Bihar.

There is a big difference between a traveller and a tourist. While a traveller is attracted to the people, a tourist is drawn by the place.
