Health declaration system refined

The Government announced today the launch of an upgraded electronic health declaration system on a trial basis from July 28 to streamline the processing of arrival quarantine procedures.

Currently, inbound travellers should submit a health declaration through the  Health & Quarantine Information Declaration  to obtain a QR code for boarding a flight to Hong Kong.

While the number of inbound travellers taking time to complete the health declaration form upon arrival in Hong Kong has reduced significantly under the aforesaid arrival quarantine arrangement, there remains some people who do not complete the health declaration until after their arrival that hinders other inbound travellers with a valid health declaration during peak hours.

The upgraded health declaration system is therefore implemented. Starting from midnight on July 28, those boarding flights to Hong Kong are required to complete the Health & Quarantine Information Declaration in advance and present the health declaration QR code generated after completion of the declaration at check-in for verification by the airlines concerned.

The health declaration to be presented can be a downloadable version of the QR code, a screen shot or a printout. The health declaration QR code will be valid for 96 hours and inbound travellers can submit the declaration form as early as three days before their scheduled arrival time in Hong Kong.

On top of the health and quarantine declaration, information required for inbound quarantine such as proof of completion of vaccination and reservation reference numbers of designated quarantine hotels should also be provided under the upgraded declaration system.

Inbound travellers unable to produce the electronic health declaration QR code will still be allowed to board the flight during the trial run. Upon completion of the trial and enhancement of the systems, the travellers must obtain the electronic health declaration QR code before they can board a flight to Hong Kong.

The Government plans to upgrade the electronic health declaration system and the functions of the QR code in August upon successful trial of the upgrade, so that pre-boarding documentation verification process can be gradually digitalised and conducted via the system.

This includes the verification of proof of vaccination and designated quarantine hotels reservations. The verified information will be integrated into the electronic health declaration QR code to enable inbound travellers to use it for going through the procedures prior to boarding and upon arrival at the airport, such as inbound quarantine, test-and-hold and closed-loop transportation to quarantine hotels.

Completing the health declaration prior to boarding allows smoother arrival quarantine procedures for inbound travellers at the airport, the Government said.

It will also facilitate the gradual introduction of electronic processing of arrival quarantine procedures, thereby reducing the need for manual processing and hence the waiting time and bottlenecks, it added.

  • Quarantine arrangement upon arrival at Hong Kong will be changed to "0+3", i.e. no compulsory quarantine will be required. There will be three days of medical surveillance during which inbound persons are free to go out but are obliged to comply with Amber Code restrictions under the Vaccine Pass, followed by a four-day self-monitoring period, making it a 7-day observation period in total.
  • Nucleic acid tests at community testing centres, mobile testing stations or other recognised institutions on Day 2, Day 4 and Day 6 (the day of arrival is Day 0) will be required upon arrival at Hong Kong, supplemented by daily RATs from Day 1 to Day 7.
  • For inbound persons who are tested positive by nucleic acid tests or RATs, their Vaccine Pass will be converted to a Red Code. Their isolation arrangements will be aligned with that for local cases.
  • Day 0: nucleic acid test at the airport;
  • Day 2, Day 4 and Day 6: after obtaining a negative result of RAT on respective days, inbound persons should undergo nucleic acid test at a community testing centre or a mobile specimen collection station, or arrange a self-paid test by professional swab sampling at a local medical testing institution recognised by the Government; and
  • During medical surveillance and self-monitoring periods, inbound persons are subject to daily RAT until Day 7 of arrival at Hong Kong.
  • Premises required to use the QR Code Verification Scanner and is regulated under Cap. 599F, i.e. catering business premises (including bars or pubs), amusement game centres, bathhouses, fitness centres, places of amusement, indoor places of public entertainment, party rooms, beauty parlours and massage establishments, club houses, clubs or nightclubs, karaoke establishments, mahjong-tin kau premises, indoor sports premises, swimming pools, cruise ships, indoor event premises, barber shops or hair salons and religious premises.
  • Premises required to inspect the Vaccine Pass visually as far as feasible, i.e. outdoor places of public entertainment, outdoor sports premises and outdoor event premises.

It normally takes around 10 working days to process an application for a statement of travel records after receipt of all necessary documents and the fee (working days refer to Monday to Friday, excluding General Holidays). The time of mailing service is excluded from the processing time.

Application Fee

The application fee for a statement of travel records is HK$160.

Payment Methods

For applications submitted on the Internet or through the Immigration Department Mobile Application, an email for online payment will be sent to applicant after processing the application. Applicant could pay through PPS, FPS or by credit card (VISA, MasterCard, UnionPay and JCB only) through the webpage link provided in the email by entering the application reference number.

For applications submitted by post or in person, application fee should be paid upon submission of the applications. No cash or post-dated cheque should be sent along with the applications. Applicants should send in crossed cheque, bank draft or cashier order payable to “The Government of the Hong Kong Special Administrative Region”.

After Applying

The statement of travel records will be sent to the applicant by registered mail.

Mainland cancels health declaration code for travelers.

The Chinese mainland has scrapped the mandatory health declaration code that required all travelers entering or leaving the mainland to declare their health status through the commonly known “ black code ” on their cellphones.

The cancellation, announced by the General Administration of Customs of the People’s Republic of China on Tuesday, takes effect from Nov 1.

The decision ended the nation’s last entry-and-exit restriction for cross-boundary travelers that had remained in place since the resumption of normal travel between the Hong Kong Special Administrative Region and the mainland in January this year.

However, the mainland authorities reminded travelers with symptoms like fever, cough, respiratory distress, vomiting, diarrhea, rashes, unexplained subcutaneous hemorrhage, other symptoms of infectious diseases, or have been diagnosed with infectious diseases, that they must declare their health condition and cooperate with Customs officials in completing their relevant health quarantine work.

Travelers who intentionally conceal their health status and avoid quarantine would have to bear the legal consequences.

The mainland enforced the health declaration code system for cross-boundary travel in January 2020 amid the pandemic. Incoming and outgoing travelers had to fill out a health declaration form on their cellphones. They would then obtain a QR code, known as the “black code”, for immigration clearance.

Since cross-boundary travel resumed in January this year, the demand to drop the code had increased as Hong Kong residents and other commuters jammed checkpoints to enter the mainland.

According to the Census and Statistics Department, following the resumption of full customs clearance operations between the SAR and the mainland on Feb 6 this year, the number of mainland visitors to Hong Kong had risen from 280,525 in January to 1,109,885 in February, representing an increase of nearly 300 percent.

The latest figures show that there were more than 3.4 million mainland visitors to the city in August - an 11-fold increase over the figure for January before the resumption of full customs clearance operations.

Lies, ideology and repression: China seals Hong Kong’s failed-state fate

The former British territory was a flawed success. Xi Jinping has ended that with the punitive and hastily passed article 23

S o farewell, Hong Kong. The vibrant, pulsating city-state that grew, under British rule, into one of the world’s great financial, business, cultural and tourism hubs has finally been brought to heel. Browbeaten, abused, silenced. Trust Xi Jinping , China’s dementor president, to suck out all the joy. Last Wednesday was the UN’s International Day of Happiness. But it was a sad, bad day for Hong Kong.

That was the moment residents woke up to the news that Hong Kong’s puppet legislature, acting on Beijing’s orders, had unanimously abolished its right to think, speak and act freely. Eating noodles is a seditious act now, if the noodles have secret foreign connections. Under new security laws , known as article 23, life imprisonment awaits those who defy the behemoth to the north.

Commending the laws , John Lee, Hong Kong’s placeman chief executive – whose approval rating is at a record low – hit new highs of paranoia. The measures would “allow Hong Kong to put a stop to espionage activities, the conspiracies and traps of intelligence units and the infiltration … of enemy forces”. Translated, this means locking up ordinary people who dare to speak their minds. Unhappily, most no longer do.

Article 23 is final confirmation of China’s shocking breach of faith with Britain. Beijing solemnly pledged, 40 years ago, to respect Hong Kong’s autonomy. The 1984 Sino-British joint declaration agreed the “one country, two systems” principle would continue in force for at least 50 years after the 1997 handover. China gave its word. Its word has proven worthless.

Such hard truths are unwelcome in Xi-land. Spokesperson Bi Haibo, of China’s London embassy, says they reflect a “colonial mentality” . This is a cheap way of dismissing all criticism, and in this case inaccurate. For many if not most Hongkongers, colonial life in the years preceding the handover was probably preferable to Xi’s unsmiling jackboot regime.

Just take a quick squint at the history. Hong Kong , a colony from 1842 until it was rebranded a British dependent territory in 1983, was unquestionably the helpless plaything of imperialists and colonialists from Lord Palmerston onwards. The opium wars were a UK national disgrace. The 19th-century exploitation of local people and successive, forcible land grabs were shameful.

Yet, for all that, Hong Kong flourished – as a trading centre and gateway to the far east, secure (save for Japan’s 1941-45 occupation) under the aegis of empire. From a barren island rock, the skyscrapers of a booming metropolis arose. Though denied full democratic rights, its people eventually prospered. Many from mainland China settled there.

Now, under the dead hand of Xi’s trademark revanchism, conformism and intimidation, the life is being squeezed out of Hong Kong by one flagrant injustice after another.

Take the case, far from isolated, of 12 people sentenced this month to up to seven years in jail for their part in pro-democracy protests in 2019. Or consider the plight of the so-called Hong Kong 47 , prosecuted in a no-jury trial for organising free elections. And then there is the infamous case of Jimmy Lai , former publisher of the suppressed Apple Daily newspaper, on trial for allegedly colluding with “foreign forces”.

The relentless, groundless persecution of Lai, a British citizen, has become a potent symbol of Chinese government arrogance and impunity. In January, the UN expressed “deep concern” that key prosecution evidence had been obtained through torture . Yet Lai’s Kafka-esque ordeal, another form of torture, continues regardless.

The passage of article 23, supplementing the notorious 2020 national security law, gives Xi’s flunkeys free rein in Hong Kong – and beyond. The laws’ assumption of extraterritorial powers places exiles at risk anywhere in the world. A torrent of international criticism last week was contemptuously dismissed by Beijing as “slander” , as if it were a personal affront to the great helmsman.

Chinese officials surely realise – and possibly do not care – that their risible over-the-top security crackdown is accelerating Hong Kong’s decline . Foreign companies think of leaving, investment is drying up, the city’s economy is languishing. Businesses worry about vague, catch-all definitions of espionage and state control of information flows, data and commercial courts.

China’s post-pandemic economic slump, exacerbated by Xi’s private sector squeeze, is adding to Hong Kong’s woes. The stock market has lost nearly half its value in three years. The property sector is in crisis , besieged by debt and raised interest rates. For many in Asia, Singapore is the new business destination of choice.

In the media and art worlds, strict censorship intensifies the chill – and the brain drain. Artists are joining an exodus of young professionals. About 154,000 Hongkongers had received visas for Britain alone, as of September last year. Yet Xi’s destructive, regressive policies remain beyond public reproach, as seen during this month’s “two sessions” parliamentary rubber-stamp fest in Beijing.

Robot-like delegates carefully skirted any mention of Xi’s serial blundering. Premier Li Qiang even cancelled the customary press conference rather than face questions . Instead, China’s official annual report card showered praise on “the sound guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era [and] the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core”.

Do these bleating herds of sheepish sycophants have any idea how silly, how anachronistic this cant sounds? Probably not.

Hong Kong’s long goodbye is a cautionary tale for the modern age. A flawed but totemic success story crushed by outdated ideology, hyper-nationalism and the new emperor of Beijing. Britain and friends failed dismally to protect the former colony. Hong Kong, as it was, is over. But it does not end there.

Xi is adamant: Taiwan is next . The west cannot afford to fail again.
