Divided into four chapters, this interactive journey also covers key national policies and the concept of Total Defence. 2. Singapore Experiential Tour (SET)

3. Community Sharing Session (CSS)

The Community Sharing Session is an invaluable opportunity for new citizens to connect with their fellow residents, Grassroots Leaders (GRLs), and Integration & Naturalization Champions (INCs) from the People’s Association. During this session, participants engage in meaningful discussions, reflecting on their individual journeys towards citizenship. They also share their hopes and aspirations for Singapore, while GRLs and INCs provide insights and advice for settling into the community. This interactive session fosters a sense of belonging and offers practical guidance for integrating into Singapore society.

4. Final Stage Approval

Upon completion of the Singapore Citizenship Journey, participants will receive an email from the Immigration and Checkpoints Authority (ICA) with an update on their citizenship application status. To view the final stage approval letter, participants can log in to the  ICA portal . This letter will include an appointment date for reporting to the ICA to register for  Singapore citizenship  and take the Oath of Renunciation. It is crucial to prepare a photocopy of the renunciation letter before attending the appointment.

5. Citizenship Ceremony

Integration and Naturalisation Champions

Integration and Naturalisation Champions (INCs) initiate and spearhead integration and naturalisation programmes in the local community. INCs actively reach out to new citizens/PRs by conducting house visits to welcome and invite them to join grassroots activities to expand their social network. INCs also organise various grassroots activities such as welcome tea parties and festive celebrations to engage new citizens/PRs.

What bonds us as Singaporeans is not how we look, but the way we behave, our values and the norms we uphold. This can be challenging for new citizens who may have to change the way they would normally act and interact with others

As of June 2019, there were 3.5 million Singapore citizens, an increase of 0.8 per cent from the previous year. There were 22,550 new citizens in 2018, up from 22,076 the year before. The majority (61.6 per cent) were from Southeast Asian countries, with 32.4 per cent from other Asian countries and 6 per cent from countries outside Asia.

To help new citizens adapt, the National Integration Council (NIC) was set up in April 2009 to promote integration through ground-up projects. Among more than 280 initiatives the council has funded are Singapore heritage visits, organised by the Singapore Federation of Chinese Clan Associations, as well as a short film – #WhyBeTowkayTan – about a kopitiam runner from China who spends Chinese New Year Eve with co-workers.

In 2011, the NIC developed the Singapore Citizenship Journey, consisting of interactive online modules on topics such as Singapore’s history and culture, national symbols and national policies, and experiential learning programmes such as visits to museums. The mandatory programme also includes community sharing sessions where new citizens meet residents and grassroots leaders from their constituencies.

Each year, a National Citizenship Ceremony is held in conjunction with the National Day celebrations, where new citizens receive their pink NRICs and citizen certificates. Citizenship ceremonies are also held every three months or so in group representation constituencies (GRCs) across the island, aimed at fostering a deeper sense of belonging among new citizens.

Often, new citizens have lived in Singapore for years, initially coming to the country in search of better career prospects or to study, but later finding themselves attracted to the way things are done in Singapore.

Software engineers Nguyen The Huy, 33, and Tran Thi Tuyet Mai, 33, who became new citizens after working in Singapore for a decade or so after graduating from the National University of Singapore said they were attracted to the education system here. “We appreciate the diversity in the system and believe it will help our children gain a broader perspective of the world,” said Mr Huy.

But while most Singaporeans accept that immigration is important, many also feel that immigrants can do more to integrate into society. An Institute of Policy Studies (IPS) survey of about 4,000 Singapore citizens and permanent residents, released in 2019, found that about nine in 10 felt that it was good to have people of different nationalities living in the same neighbourhood, and that they can learn a lot from the immigrants’ cultures. However, more than six in 10 said immigrants are not doing enough to integrate into Singapore.

A major stumbling block that was identified during dialogues with the survey participants, however, is the limiting beliefs and perceptions about each other due to stereotypes, fear of rejection and lack of trust, said then-Minister for Culture, Community and Youth Grace Fu at a National Integration Council convention on 3 August 2019.

Hence, MCCY is looking for ways to partner and involve more parts of Singapore’s society, starting with a workgroup with Singaporeans to help shape the curriculum of the Singapore Citizenship Journey.

Complete the Singapore Citizenship Journey

On 26-Mar-2020, I received an email from ICA Citizenship Unit that there is an update on the status of my application for Singapore citizenship. I was so nervous and worried because there are only two possibilities, either it is approved or rejected. Without further ado, I quickly log on to ICA portal to check. Bravo! 🎉 The status shows as Approved-in-principle! After nine months of waiting and eventually I got the approved-in-principle (AIP) for my Singapore citizenship application. I am now eligible for the next step to complete the Singapore Citizenship Journey. 😄

From the ICA portal, you can download the approved-in-principle letter where you can find the instructions for the tasks you must complete in this stage. You will also find the citizenship roadmap and useful FAQ to get answers to your queries quickly.

The next step is to complete the Singapore Citizenship Journey. You must complete the journey within two months from the date stated in the letter.  You need to login to the Singapore Citizenship Journey portal with your SingPass ID to complete the process.

Singapore experiential tour, community sharing session.

The e-Journey is an online journey with a series of video that allows new citizens to learn about Singapore. It includes information on our history and development as a country, key national policies, Total Defence, as well as our efforts in building a cohesive and harmonious society.

Singapore experiential tour is a half-day tour to bring new citizens to key historical landmarks and national institutions. You will learn about Singapore history and how we overcome national challenges in the different domains.

Community sharing session is an event for you to meet fellow residents and Grassroots Leaders (GRLs) from your own constituency. During the session, you will reflect on your journey towards citizenship and share your hopes and aspirations for Singapore. You will also meet other new citizens and learn how they can actively participate in the community.

GRLs and Integration & Naturalisation Champions (INCs) from the People’s Association will also share their experiences living in a multi-racial and multi-religious society, and provide valuable information to help new citizens better settle into their community.

However, due to circuit breaker constraints, my Singapore citizenship journey was completed entirely online. In my case it was in the earlier stage where the circuit breaker just started (early April-2020). During this period, most activities were suspended or restricted. 

Final Stage Approval

After completing the Singapore Citizenship Journey, you will be receiving an email from ICA stating that there is a status update of your application for Singapore Citizenship. Login to the ICA portal and you will see the final stage approval letter.

From the letter, you can find the appointment date to report to ICA for Singapore Citizenship registration and to take the Oath of renunciation. So, the next step is to renounce your Malaysian Citizenship at the Malaysia High Commission.

Generally, I would say this is an introductory section for new citizens to get a better understanding of Singapore government structures, culture, and history. Personally, I enjoy this section very much and I learnt new things! Although I have been in Singapore for more than 20 years, there are still many things I am not aware of. 😛

Hi Ganesh, Do the step 1 first. You must first renounce your foreign citizenship before reporting to ICA to register for your Singapore Citizenship. First thing first, send an email to MHC ([email protected]) to book an appointment. Please attached your final approval letter in the email. If the appointment date you gotten is later than your appointment with ICA, then you can reschedule your appointment with ICA. You can do it either via ICA e-service portal or send an email to [email protected] .

Hi Kwah, really Gan En your sharing here to tell me that i need to make appointment at MHC. i just completed the Singapore Citizenship journey on 22 Feb and i thought i just sit and wait the approval letter sent from ICA . When i saw your blog then realised i need to get the approval letter asap. To download the approval letter from ICA (ICA will update the status in next day, very fast), it requested to upload photo. the requirement of the photo is really bother me for whole day to upload successfully. I have completed mySC Journey and received email from ICA to download the outcome letter. However upon login to myICA there is step 1 to upload photo before I can go step 2 to download letter. Is this a mandatory step before downloading the outcome letter from myICA?

Hi Lee Peng, Yes, I did upload photo to MyICA portal, but I could not remember at which step. As you cannot proceed further to the next step, I think that should be mandatory.

I am worried that the reflections that I sent in are quite similar to that of my parents for the CSS since we collectively discussed and wrote down the points. I am worried that it would affect the plagiarism part and would contribute negatively to the citizenship journey. Although my dad says plagiarism won’t be considered among family members not quite sure about that.

Hi Pooja, In my opinion, the objective of Singapore Citizenship Journey is to help the new citizen to know more about Singapore. Of course, government will love to listen to our thoughts as well. And, we might have the similar thoughts. There are no hard and fast rules on what to be written in your reflection.

Upon successful completion of the SCJ, you will be invited to a citizenship ceremony, where you will be officially welcomed as a full-fledged member of the Singaporean family.

Step 2: Receive Your Approval of Singapore Citizenship

Upon successfully concluding the Singapore Citizenship Journey (SCJ), you can finally await the momentous confirmation of your Singapore citizenship. The confirmation will be sent to you by post, along with important information regarding the next phase of the process.

This notification will specify the appointment date for you to register for Singapore Citizenship at the Immigration & Checkpoints Authority (ICA).

Additionally, before the appointment date with the ICA, you will be advised to renounce your foreign citizenship at the relevant embassy or High Commission in Singapore. This step is crucial to ensure your smooth transition into Singaporean citizenship.

Step 3: Renounce Foreign Citizenship

To renounce your foreign citizenship, visit the respective embassy or High Commission in Singapore with your passport. The embassy or High Commission will issue you letters stating the renunciation of your citizenship and the surrender of your passport.

It’s important to note that this step is not compulsory for applicants below the age of 21 and those whose nationality is “stateless.”

Step 4: Complete Citizenship Registration Formalities

Before your appointment at the ICA, make sure to prepare the following documents:

  • Original and photocopy of the renunciation letter of foreign citizenship.
  • A letter stating the surrender of your foreign passport from the relevant authorities (not applicable for applicants below the age of 21 and for applicants whose nationality is “stateless”).

On the day of your appointment, proceed to the Citizen Services Centre at the ICA Building. Obtain a queue number to complete the registration of your citizenship, and apply for your identity card and Singapore passport.

The following fees apply, payable through NETS and CashCard only:

  • Citizenship registration: $70
  • Identity card: $10
  • Passport: $80

After completing the payment, the Commissioner of Oaths will administer the solemn “Oath of Renunciation, Allegiance, and Loyalty.”

Step 5: Attend the Citizenship Ceremony

As part of the citizenship process, you will be required to attend a citizenship ceremony at a later date. Please note that applicants below 6 years of age are exempted from this ceremony.

The citizenship ceremony holds significance as it symbolizes the official recognition of your new status as a Singapore citizen.

Step 6: Presentation of Citizenship Certificate & Identity Card

During the citizenship ceremony, you will be presented with a citizenship folder containing your citizenship certificate and identity card. This moment marks the culmination of your journey toward Singaporean citizenship.

Step 7: Receive Your Singapore Passport

Singaporeans to get to shape curriculum new citizens undergo before getting their ICs

SINGAPORE - How should a new citizen of Singapore behave? What values, norms and rights should they uphold? What are some of their obligations to the city and their fellow Singaporeans?

Singaporeans will be able to weigh in and shape the mandatory curriculum which new citizens undergo before becoming full-fledged members of Singaporean society.

On Thursday (Jan 16), the Ministry of Culture, Community and Youth (MCCY) launched a recruitment drive for 100 Singaporeans to form a workgroup to give input on the Singapore Citizenship Journey programme. Singaporeans can apply online to be part of the workgroup from now till Feb 21.

MCCY said the workgroup will be diverse and reflective of Singapore society.

While the authorities have taken in feedback from the public over the years, the workgroup is the first of its kind.

Initially introduced in 2011, the Singapore Citizenship Journey is designed to deepen understanding of Singapore's history and culture via interactive online modules on topics such as the country's history and culture, national symbols and national policies, and experiential learning programmes such as visits to museums.

Culture, Community and Youth Minister Grace Fu, who spoke about her ministry's various initiatives at its annual year-in-review session with the media, said the review is timely as the National Integration Council marked its 10th anniversary last year.

She said: "It is a good process for us to engage Singaporeans and (to) have a common understanding of what a new Singaporean would look like. So we have decided to have an engagement and co-creation process."

She noted that Singaporeans have a lot of views on this topic.

For instance, some have given feedback that becoming a citizen goes beyond simply marrying a Singaporean.

Instead, it also involves understanding the Republic's social norms, if they have studied or lived here long enough, or if they have served their national service.

All Singapore citizenship applicants aged 16 to 60 who have been granted in-principle approval by the Immigration and Checkpoints Authority, undertake the Singapore Citizenship Journey programme, which applicants are given about two months to complete.

Among other things, the current programme also features a community sharing session where new citizens meet residents and grassroots leaders from their constituencies.

During the session, applicants reflect on their journey towards citizenship and share their hopes and aspirations for Singapore.

Ms Fu said workgroup participants should expect to be involved in several discussion groups from March to July this year. The suggestions could be implemented into the programme from the end of the year.

When asked if speaking English should be one of the hallmarks of Singaporean identity, she noted that it will continue to be Singapore's working language so that social and recreational settings are inclusive for all races.

She added: "Unlike many other countries where the language of the major race is used as a national language, we need to use a common language so that all races can communicate with one another.

"But we also affirm the rights for each of the races to have full access to its own language, through our schools and cultural institutions, because we believe Mother Tongue is the best way to access important values passed down by generations. Also, heritage values are carried through the language."

Separately, she announced participation figures in the arts, culture and heritage sectors.

She noted that 13.6 million people attended arts and culture events in 2018. This surpassed the 13.2 million mark of 2017.

The figure comprised both ticketed and non-ticketed events including performing arts showcases.

Additionally, results from a Heritage Awareness Survey, conducted in 2018 among more than 2,000 Singaporeans, found that 88 per cent of Singaporeans believe it is important to preserve heritage relating to everyday life, in areas such as food, fashion and other activities that are part of Singapore's intangible cultural heritage.

This was a jump from 74 per cent in 2014.

The Heritage Awareness Survey, which is commissioned every three to five years, also found that close to eight in 10 Singaporeans participated in heritage and cultural activities across 2018.

When asked about MCCY's engagement with the LGBTQ (lesbian, gay, bisexual, transgender, queer) community through its various activities, Ms Fu said her ministry recognises that society is diverse.

She said: "We are hoping through all these activities that we hold, that different people will come together and will get to know one another.

"There are areas which are sensitive because it involves very deep-seated values and beliefs, and like many of our activities and our programmes, we do not go out to try to convince one another to change your beliefs or to convert your beliefs."

She added that embracing diversity is about looking past differences, coming together to do good, and appreciating each other for what each individual brings to society.

Applied Singapore citizenship on June 2014, it took more than 10 months for ICA to process my application,  24th April, I opened my mailbox as regular, found one letter from ICA, it was one page and I thought it was a reject letter, normally one page letter is always rejection letter, but when I saw ‘We are pleased to inform you  that…’, it was approved, the date is 19th April, took one week to reach my mailbox.

The next steps are e-Journey, Singapore Experiential Tour and Community Sharing session, just complete the e-journey on Saturday, takes around one hour to watch some video, just for some introduction of Singapore history, culture, national anthems, flag, working, living in Singapore, etc.

Arranged the Experiential Tour on 16th May, it is a Saturday. and the community sharing is on 29th May, Friday evening at Pasir Ris Punggol community club.

Hi Yun Ting, thanks for your post. The Singapore Citizenship Journey program was a good experience for me, I would not over praise it as substantial change to anything, but I can see a good gesture from Singapore government to embrace us new citizens, and this is meaningful and important to us. As the first generation immigrants, compare to those who grew up here or move here at younger age, it was not an easy decision for us to obtain new Citizenship, settle down here, and harder for us to integrate into Singapore society.

Hi Yong, The community sharing is just like group sharing or discussion, about personal experience and difficulty to integrate and living in SG, expectation and wishes after joining the Citizenship, normally they will arrange new citizens came from same area to sit together. Hope this help..

Hey man, i got the AIP letter too which is yesterday and when i tried to log in into the sg journey portal it says ‘ error processing your login please try again later ‘ . May i know whats wrong? cause ive tried using various website such singpass, cpf etc etc and they all work perfectly fine and they is nothing wrong with it.

How long did it take for ICA to process your application for Singapore citizenship? Also, once your citizenship is approved, does ICA require you to provide proof of employment ? In my case, I applied in June 2017 and am still waiting. Also, I plan to go back to university soon.

Hi, I applied SC in Nov 2017 via online and made appointment in May 2018 to submit documents. On 28th of Feb 2019, I checked online under myICA, showed rejected. The next day, I checked myICA, didn’t show any rejected or approval or processing. Just come out one page to apply Singapore Citizenship. Besides, I checked I Enquiry from ICA website, still showing pending. I called ph auto machine, also say pending. I called ICA so many times and asked officers. Some say pending, some say final stage, some say the outcome is out on 2nd of March and wait for official letter. May I know ICA website got system error? Anyone got same problem like me? Anyway, I am preparing to face the truth.
