There are so many things Mexico is known for. Tourists come to Mexico for varied experiences, from beach getaways to cities and towns chock-full of history . Those who come to Mexico to enjoy the beaches love to partake in water sports such as diving, snorkeling, surfing, yachting , and parasailing , and a growing number of visitors also enjoy outdoor recreational eco-tours , many of which combine pyramids and temples built by the Mayans . Spanish colonial influence is evident in many of Mexico`s cities and towns, and colonial buildings are just a stone`s throw by the temples and sacred grounds built by both the Mayans and the Aztecs . No matter where you go in Mexico, it is a great place for shopping at every price point, from Liverpool luxury department store to small, locally-owned souvenir shops . Visitors to Mexico also take the time to sample many Mexican dishes (the more the better!), complete with shots of delicious tequila and mezcal .

Tourists typically visit Mexico a region at a time and explore from there, so the best places to recommend depend on which part of the country you want to visit. If you are arriving in Mexico City , spend a few days exploring this beautiful capital city and then head south to Oaxaca or northwest to Guanajuato and charming San Miguel de Allende . If you want to visit the Riviera Maya , fly into colonial gem Mérida or the nightlife mecca of Cancún and explore further to such sights as Chichén Itza, Playa del Carmen, Isla Mujeres, Cozumel Island , and Tulum . Those who head west from Mexico City should take time to visit Guadalajara , Puerto Vallarta , and Mazatlán . We recommend seeing Mexico during the dry season , which corresponds to the period of time between December and April . Pacific and Atlantic hurricane seasons occur between June and November, which is the rainy season for much of the country. Prices will be lower but humidity and rain chances will be at their highest. The dry season is also the high season, so if you are looking for a better deal, you might want to consider summer and autumn.

While it is possible to rent a car and drive in many parts of Mexico, it may come as a culture shock for Americans, as driving over the speed limit is the norm and this may frazzle people whether they are on highways or in big cities. Mexico`s road system is not developed to the same extent seen in the United States, making cross-country road trips more difficult in terms of not just amenities along motorways but also in terms of safety (many stretches of highway are not illuminated at night). Let trusted drivers pick you up from your hotel or the airport in late-model, air-conditioned luxury instead, taking the guesswork out of getting from Point A to Point B. Note: You will notice police checkpoints set up along motorways leading up to major towns and cities; don`t be alarmed, the police are checking for trafficking of illicit drugs, and most times travelers who present themselves as if they are tourists are immediately waved through the checkpoints without any further inquiry.

The currency of Mexico is the Mexican peso (written in shorthand as $, MXN$ or MXP). U.S. dollars are not legal tender and are not accepted in most shops, but many tourist-geared shops and resorts accept payment in U.S. dollars, usually on a more disadvantageous exchange rate than the current rate at banks. We recommend paying and tipping in Mexican pesos as much as possible in order to make your funds on vacation stretch for a longer period of time. Be prepared to arrive with the correct currency on hand or make sure to retrieve pesos on arrival, which you can do at a number of ATMs in the airport and across the country. (The ATMs with the best exchange rates are typically ones operated by Banco Santander (red) and Citigroup/Banamex (gray).) There are currency exchange desks at many locations throughout the country as well, some offering competitive exchange rates in relation to ATMs.

Spanish is the official language of Mexico. English speakers will be found in most places there are a lot of tourists, such Mexico City and other major cities, historic sites, resorts, and major shopping districts popular with tourists. English is also popular with younger Mexicans who routinely consume media from the U.S. and U.K., many times with English audio and Spanish subtitles. It may be more difficult to find people who speak English in smaller towns or in shops away from tourist zones, but most Mexicans are accommodating and will work with tourists who are positive and pleasant in their interactions with them. Be prepared to learn basic Spanish phrases like hello/goodbye, please/thank you, how much is it?, where is the bathroom, and the numbers from 1-10 and 50, 100, and 1,000. To say `Do you speak English?`, say ` ¿Habla inglés? `

Best time to visit mexico.

Mexico is generally most pleasant between September and June in the cool, dry season. July and August can be very hot and humid, but perfect for swimming, snorkeling, and lazing on the beach. These are, however, the busiest months for travel as this is the time of the North American school holidays. Highland areas such as Chiapas and Oaxaca tend to be cooler year-round, with cold nights.

Geography and environment

Mexico shares land borders with the  United States ,  Belize  and  Guatemala , and has an extensive coastline that runs along the Gulf of Mexico, the Pacific Ocean and the Caribbean Sea.

Featuring a wide variety of natural environments, Mexico is home to tracts of tropical rainforests, vast areas of low-lying plains and deserts, volcanic mountains and temperate beaches and lagoons.

Mexico's capital and major cities are typically built up, busy and lively – with a vast network of public transport, highways and roads. Rural areas, on the other hand, are distinctly less developed, with small-scale housing, unsealed roads and rustic farms.

History and government

Early history.

People have been living in Mexico for more than 13,000 years. Mesoamericans occupied the area early on, with archaeological evidence pointing towards Mesoamericans leading a hunter-gatherer existence. Maize farming is thought to have become commonplace by 1500 BC, which led to the farming of other commodities as well. A variety of cultures contributed to the early history of Mexico, with the Olmec, Toltec, Maya, Teotihuacan and Aztecs all bringing unique cultural, religious and artistic styles to the region, with the Mayan and Aztec Empires having the greatest (and most enduring) impact on the region. 

Mayan society can be traced back to 300 BC, while the Aztecs enjoyed prosperity from 1325 to around 1521 AD. Many ancient ruins and constructions from these periods are still standing all throughout Mexico and can be visited and viewed today. By the 16th century, the Spanish had arrived in Mexico and what followed was a period of colonialism that lasted nearly 300 years. 

During this time, Mexico was seen as a part of ‘New Spain’ along with Cuba and Puerto Rico. This was not a particularly good time for Mexicans who (under colonial law) were generally not allowed to travel outside of Mexico and were denied access to education. Mexico achieved independence from the Spaniards after the War of Independence (1810-1821) but peace was short-lived as two decades later the Mexican-American War brought more confrontation and armed conflict to parts of Mexico.

Recent history

Mexico’s Revolution of 1910 - 1921 was a period of instability, marked by political turmoil and bloodshed. More recently, Mexico has enjoyed an economic resurgence after decades of economic hardship, which lasted from the 1970s to the mid-1990s. The earthquake of 1985 didn’t help matters, with wide-scale damage and loss of life compounding the economic problems and political uncertainty of Mexico. Currently, Mexico is benefiting from a period of improved economic conditions, although the gap between the wages earned by Mexicans and their northern neighbors continues to widen. Mexico is now operating in a free market economy and the growth of tourism, agriculture and industry has ensured an improved economy for the country, although financial inequality still exists within.

Trips from 1 January 2023 onwards

From 1 January 2023, Intrepid will no longer require travelers to provide proof of vaccination against COVID-19 (excluding all Polar trips and select adventure cruises).

However, we continue to strongly recommend that all Intrepid travelers and leaders get vaccinated to protect themselves and others.

Specific proof of testing or vaccination may still be required by your destination or airline. Please ensure you check travel and entry requirements carefully.

When is the best time to visit Mexico?

Mexico is a country of varied landscapes and altitudes and the best time to visit depends on a variety of factors, the first of which is where you actually want to go.

Is it safe to visit Mexico?

Mexico has long been a popular tourist destination and most travelers do not run into any trouble. There are, however, areas that experience high levels of violent crime as a result of lawlessness and drug trafficking. That said, you can rest assured that Intrepid would not take you anywhere unless we were convinced it was safe.

Do I need a visa to travel to Mexico?

All tourists traveling to Mexico need a tourist permit, but not all need a visa. Citizens of the US, EU, Canada, the UK, Australia and New Zealand are among those who do not need a visa and can obtain a tourist permit on arrival.

Is tipping customary in Mexico?

Tipping is expected in most parts of Mexico. The service workers typically earn a low wage and rely on tips to earn a decent living. We recommend leaving 10–15 percent at restaurants (if the service charge is not already included), 5–10 percent of your room cost for housekeepers, and a few dollars for porters, bartenders and guides.

What is the internet access like in Mexico?

Internet access is good in Mexico with wi-fi available in most accommodations, bigger restaurants, airports and in some public spaces. It’s also easy and affordable to buy a local SIM card for the duration of your Mexico tour.

Can I use my cell phone in Mexico?

If you wish to use your cell phone while in Mexico be sure to activate global roaming before leaving your home country. You should also check with your provider regarding any charges you may incur when overseas.

What are the toilets like in Mexico?

It's likely that you will encounter different types of toilets while traveling in Mexico. Western-style flushable toilets are commonly found in high-end resorts, hotels and restaurants, while squat toilets are common in rural areas and homes. Be prepared by carrying your own supply of toilet paper and soap, as these aren't always provided.

Can I drink the water in Mexico?

We do not recommend drinking the water in Mexico.

For environmental reasons, try to avoid buying bottled water and fill a reusable water bottle or canteen with filtered water instead. Ask your leader where filtered water can be found; some hotels we stay in may have drinking water available, often boiled to use for tea or coffee.

It’s also advisable to avoid ice in drinks and to peel fruit and vegetables before eating.

Are credit cards widely accepted in Mexico?

Credit cards are generally accepted in Mexico at large stores and most mid- high-range hotels. Some cafes, bars and restaurants may accept card too, but the places with real character – and the best local food – tend to be cash only.

What is ATM access like in Mexico?

ATMs are available across towns and cities in Mexico. Travelers should not encounter trouble finding an ATM but be wary of international transaction fees. For your own safety, try to use ATMs in daylight hours.

What is the weather like in Mexico?

Mexico is renowned for its sunshine and sandy beaches, but the weather can vary depending on the region you’re traveling to and the time of year.

Is Mexico safe for LGBTQIA+ travellers?

Mexico is becoming increasingly more accepting of same-sex relationships and has laws in place to protect those that identify differently, but it remains a country of strong Catholicism that has historically been hostile towards the local LGBTQIA+ community.

Is Mexico accessible for travelers with disabilities?

Tourist destinations in Mexico including Mexico City and the resort areas on the Yucatan Peninsula are seeing an increasing number of hotels, restaurants and tourist sights fitted out to accommodate travelers with limitations. That said, it can still be difficult for those with mobility issues and visual and hearing issues, particularly on public transport. We recommend using taxis to move around locally and flying between cities if possible unless, of course, you are on an Intrepid Mexico tour.

If you do live with a visual, hearing or other impairment, let your booking agent or group leader know early on so they’re aware and suitable arrangements can be made. As a general rule, knowing some common words in the local language, carrying a written itinerary with you and taking to the streets in a group, rather than solo, can help make your travel experience the best it can be.

What should I wear in Mexico?

What you pack for your Mexico tour will depend on where you are traveling to. Mexico City, for example, will be much cooler than the coastal areas of Playa del Carmen or Tulum, thanks to its high altitude. In the winter, it can drop down towards freezing at night while reaching 73°F during the day, so it’s important to be prepared for both ends of the spectrum.

What's the accommodation like in Mexico?

These deals, which consist of a flight and a hotel stay, can often save a lot of money over booking those elements separately — we’ve found that a package often costs less than booking just the hotel separately (scroll down to our price comparison section to see the numbers)!

In this post, we’ll go over 10 of the best websites that you can use to find Mexico vacation packages and deals. We’ve done the research, so you should be able to quickly find a great vacation package that fits your budget.

Costco Travel is a great place to search for Mexico vacation package deals. Yes, you’ll need a Costco membership to book, but it can be worth it for the savings and bonuses you could get.

Take this example we found for a stay at JW Marriott Los Cabos Beach Resort & Spa. In addition to a $99 Costco shop card, this deal comes with a $50 spa credit, a $50 food and beverage credit, and free dining for kids 11 and under. Those extra benefits far outweigh the cost of a basic $60 Costco membership .

Costco Travel deals

Even better, with the $120 per year Executive membership, you’ll earn 2% back (up to $1,000) on your Costco purchases, including Costco Travel purchases. You could earn enough bonuses from just 1 trip to pay for either level of Costco membership and then some.

Bottom Line: What’s great is that while you’ll need a Costco membership to purchase a travel package, you can search Costco Travel without a membership . Travelocity is a popular online travel agency. As with many sites, it’s powered by Expedia, so the search functions may look quite familiar. While it may look the same, the prices can be different than what you’d find on Expedia.

You may see a note on some of your search results saying you’ll save 100% on a flight when booking this package. Generally, we’re skeptical of these claims, so we did some math to see if this was an accurate claim.

Travelocity package deal

Much to our surprise, it was more than accurate! While this package deal for 2 people costs $3,105.07, the hotel cost more than the package at $3,422.37 when booked separately! The flights were $978.40 in total. If you booked the hotel and flights separately, you’d pay $4,400.77 — that’s $1,295.70 more than the package deal. Wow!

Southwest Airlines flies to 4 popular destinations in Mexico — Cancún, Cozumel, Puerto Vallarta, and Los Cabos.

If you want to fly Southwest, you’ll have to search for a flight and hotel separately or book through Southwest Vacations because Southwest flights don’t show up on any third-party websites .

The good news is that when you book through Southwest Vacations, you’ll earn Southwest points for your purchase ! Unfortunately, you can’t use Rapid Rewards points to book your vacation, but this can still be a great option for Southwest fans.

Kayak is a metasearch engine that searches all of the other sites so you can quickly get a sense of where to find the best deal. It’s a very useful tool to search for flights and hotels, but it’s also a great way to find vacation packages.

United Vacations is a great place to search for Mexico vacation packages, especially if you’re a fan of United or live near a United hub. While the downside of this site is that you’re limited to United flights, that can be a positive for some.

Like many other sites, you can add extras such as trip protection and even sightseeing excursions during the check-out process. The unique thing about booking through United Vacations is that when you provide your MileagePlus number at booking, you’ll earn United miles on your vacation package.

Bottom Line: You’ll earn United MileagePlus miles when you book a vacation package through United Vacations, but you can’t redeem miles for any part of your trip.

Now that we’ve gone over some of the best websites to use, let’s take a look at the numbers. We priced out 2 different vacation packages on each website to see which one offered the best deal. Here’s what we found.

Package #1: 7-night stay for 2 people at JW Marriott Los Cabos plus roundtrip flights between Chicago (ORD) and Los Cabos (SJD)

Package #2: 7-night stay for 2 people at Breathless Cancun Soul Resort & Spa by AMR Collection All-Inclusive plus roundtrip flights from Los Angeles (LAX) to Cancún (CUN)

As is the case in most of these price comparisons, the results vary quite a bit. As you can see, there is no single website that always has the best deal. Funjet Vacations had the cheapest price on the Los Cabos package , but one of the highest prices on the Cancún package. Kayak had the lowest price on the Cancún package  but was in the middle of the pack for the Los Cabos package.

However, when you compare these prices to the price of booking the hotel and flight separately, all of these packages saved money . In the first package example, if you were to book the JW Marriott Los Cabos directly it would cost $3,324.59! That’s more than any of the package deals and doesn’t even include a flight!

The cost of the hotel in package #2 if booked separately was $3,415, which is close to what you’d pay for a package, just without the flights.

The lesson here is twofold. First, you’ll most likely save money by booking a package deal . Second, there’s no one website that will always have the best price, so you’ll need to check out a few options before you book.

Mexico is a perfect destination for a beach vacation and there are lots of websites offering great package deals to the country’s most popular spots, including Cancún , Los Cabos, and Puerto Vallarta.

While you can often save money by booking a package deal versus a flight and hotel separately, there’s not a single website that always has the best prices. A huge country, located in the southern part of North America, Mexico ignites the imagination with images of Mariachi bands, idyllic beaches and mysterious Mayan Ruins , such as those of Chichen Itza, Tulum,  and Palenque . The country is also home to one of the largest cities in the world, the sprawling metropolis of Mexico City, a high-altitude capital known for its 13th-century Aztec Templo Mayor and the baroque Catedral Metropolitana de México . History of Mexico

As one of the five cradles of civilization , Mexico is perhaps most famous for the significance of its ancient communities and advanced Mesoamerican civilizations such as the Maya, Aztec,  and Teotihuacan. The Teotihuacan’s were among the first of Mexico’s major ancient civilizations, who began building their impressive capital near modern-day Mexico City in around 100 BC.

Without a doubt, the country’s most famous citizen was the Mayans , who thrived between 250 and 900 AD , when they built elaborate cities, invented a calendar system and produced written languages. A tour of Mexico often includes the well-preserved ruins of the cities and temples built in this historic era. This civilization is remembered for its pyramid temples and complex religious practices and their empire was centered in one geographical area covering all of the Yucatan Peninsula , modern-day Guatemala , Belize and parts of the Mexican states of Tabasco and Chiapas , as well as the western part of Honduras and El Salvador.

The size and organized nature of the civilization ensured that it was relatively secure and was able to flourish for an impressively long period of time. Sadly, the Maya empire collapsed around the 10th century, possibly due to overpopulation and exhaustion of natural resources, shortly followed by the rise of the later Aztec civilization. The turning point for the history of Mexico came in the early 16th-century , with the arrival of Spanish Conquistadors , who colonized and took over a large proportion of the Aztec empire, with much of the indigenous population facing devastation from the onslaught of European diseases.

Following on from the conquistadors, missionaries arrived later in the century and converted many of the indigenous to Catholicism , marking a move away from the ancient religions and practices of Mexico’s great civilizations. The country was renamed ‘ New Spain’ by the colonists and acted as an important base for further Spanish exploration in the Americas. During the following centuries, modern Mexican culture developed, especially in the areas of architecture, traditions, and identity. By the early 20th-century, the Mexican people were tired of the inequality that plagued their country and a 10-year revolution, between 1910 and 1920, resulted in a number of social reforms and eventually in the re-establishment of communal farming practices, an important part of Mexican heritage.

Today, it is clear that the struggles faced by the Mexican people have fostered a strong sense of national identity and a huge amount of pride in the people for their ancient roots. A multi-center holiday to Mexico is the most popular way to experience the different sides of life in the country, and the history which has shaped it.

If the prime reason for a visit is sea, sun and sand, one is spoiled for choice. On the Pacific Ocean Coast, there is an array of excellent and attractive resorts such as Acapulco, a sophisticated and urban destination, the smaller resorts of Mazatlan and Manzanillo plus the resorts of the Baja Peninsula with its dramatic sea and landscapes, remote deserts and dormant volcanoes including the popular Cabo San Lucas. Puerto Vallarta was first put on the map by Hollywood stars Elizabeth Taylor and Richard Burton. It is a very picturesque resort. The town itself has cobblestone streets, white-walled houses and red-tiled roofs. In Puerto Vallarta, you can enjoy spectacular sunsets. Mazatlan is a mixture of culture and history within a modern destination. It is known worldwide as a sport fishing destination. Visitors can enjoy surfing, horseback riding, mountain biking, bird watching and golf in Mazatlan as well as its 25 kilometres/16 miles of golden beaches. Zihuatanejo retains the feel of an authentic Mexican small fishing town in a beautiful setting as the Sierra Madre mountains are close by. Popular activities include scuba diving, surfing, and deep-sea fishing. Located on the southern tip of Baja California, Los Cabos is a favourite getaway for Hollywood stars and celebrities who enjoy the gorgeous scenery and luxurious resorts. Only a few of Los Cabos' beaches are suitable for swimming, but there are plenty of other activities such as whale watching, sport fishing, and golfing.

Atlantic Coast

On a Mexico vacation, the  Yucatan Peninsula  contains a number of popular beach resorts which include Cancun , a fairly recently man-made resort dating back to 1970 before which it did not exist, Cozumel with its excellent scuba diving and snorkelling sites and  Playa del Carmen , one of the fastest-growing resorts on the peninsula with luxury residential condominium buildings, restaurants, boutiques and entertainment venues.

The capital, Mexico City deserves several days to really make good use of the many attractions of North America’s largest city by population. The historic centre is a good starting point for Mexico vacations with the majestic Zocalo, the largest square in Latin America and the third largest in the world after Tien An Men Square, Beijing and Red Square, Moscow. Nearby is the Aztec Temple Mayor. The city boasts one of the largest parks in the world in the beautiful and lush Chapultepec Park, home to several museums and art galleries including the renowned National Museum of Anthropology with its amazing collection. It also houses a zoo, a castle and several lakes. In the near-lying suburbs are atmospheric San Angel with its cobblestone streets, upscale restaurants and boutiques, Coyoacan, an arts district and previously home to artists, Frida Kahlo and Diego Riviera plus Leon Trotsky and Xochimilco known as the Mexican Venice with its canals. Just outside Mexico City is the Teotihuacan Mayan archaeological site with its Pyramid of the Sun and also Taxco, a very pretty town known for its silverware and jewellery.

Guadalajara

Guadalajara is the second largest city in the country with a colonial downtown. It is the home of Mariachi music and Tequila. The cathedral here built first in the 16th Century took 50 years to complete and rivals the one in Mexico City. The mural "The Assumption of the Blessed Virgin" by Bartolome Esteban Murillo must be seen. The Plaza de Los Mariachis is where you will find several mariachis bands who offer their music for a small fee.

Puebla, south-east of Mexico City, surrounded by volcanoes and snow-capped mountains, is a colonial city worth visiting on a Mexico vacation. It is known for its colonial architecture as well as being famous for its ceramics. The Catedral de Puebla is widely considered to be one of the country’s best with its tiled roof. The Museo Amparo has one of the finest collections of Mexican art in Latin America with everything from pre-Hispanic art to modern-day pieces.

Oaxaca is a city located about 480 kilometres/300 miles south of Mexico City. Oaxaca city’s pleasantly mild climate, due to its altitude of 1560 metres/5000 feet above sea level, is but one of many reasons to visit it on a Mexico vacation. Rich in history and culture, Oaxaca is a fascinating destination where you can appreciate ancient civilizations, colonial art and architecture and vibrant cultural traditions. It is especially known for its indigenous peoples and culture as well as its prehistoric ruins, baroque churches and monasteries and indigenous markets.

  • Colonial Mexico

The Spanish Colonial era lasted around 300 years between 1521 and 1821. During this period, many cities and towns in Mexico inherited the style of architecture and ambience of the Spanish influence which can be experienced today on Mexico vacations. Some of the major Colonial cities are San Miguel de Allende, probably the most attractive colonial city in the country situated north of Mexico City on the “Colonial Route". The narrow cobblestone streets, leafy courtyards and well-preserved 17th and 18th Century buildings make this a pleasant city to spend time in. It is a town that has developed a following among artists. San Luis Potosi is an old silver mining city with its colonial inheritance of magnificent buildings, art and public spaces and Guanajuato is a gem named a World Heritage Site by UNESCO with its genuine Spanish Colonial look, style, and feel and atmosphere.

Grand Velas Riviera Maya is among the most sophisticated in the Mexican Caribbean if not all of Mexico. But for a resort with such elevated style and class, it also happens to be one of the best all-inclusive resorts for families in Mexico and a 2023 World’s Best Awards winner.

The 491-suite resort sits between 80 acres of mangrove forest and a powdery, soft white-sand beach. Suites are spread out across three buildings (two of which are family-friendly), and each building acts like a mini hotel within a hotel, with separate pools, gyms, and restaurants. Families will feel right at home in the Ambassador and Grand Class sections, which have the largest pools and several different restaurants. The Ambassador building is also the closest to the beach. Both buildings, however, have kids' clubs and many connecting rooms. Most restaurants have kid-friendly sections on the menus, as well. Few family-friendly all-inclusive resorts do it as well as Hotel Xcaret Mexico. That's likely why this resort topped our World's Best list for 2023. The massive upscale, family-friendly resort is one of the largest in the area, with 900 gorgeously designed rooms. But for a resort of this scale, one of the things that struck me most is how boutique it can still feel — maybe that's because it has so many different places for guests to hang out in or to disappear so that no area ever feels overcrowded.

The sprawling grounds are designed to look almost prehistoric, with stony-faced facades, thick tropical foliage, and even a denote-inspired river surrounded by canyon walls on either side. (This serene spot is where you'll find the luxe spa, by the way.) Ten restaurants, eight bars, and a kids' club round out the amenities. But perhaps the best perk for families is that the resort offers unlimited, all-inclusive access to any of the Grupo Xcaret theme parks — transportation included. Zip-lining, ATV tours, themed shows, and water parks are all part of the package, and families can go as many times as they want during their stay.

The beachfront, classy hotel exudes understated elegance at every turn, but with plenty of kid-friendly amenities, it is anything but stuffy. Rooms are oversized and modern but cozy and relaxed, with ocean and pool views from all the balconies. Many rooms even come with private plunge pools. Grand Velas aficionados will recognize signature restaurant concepts Frida, Lucca, and Piaf, but signatures to the resort are Velas 10 and Cocina del Autor. A decked-out kids club features everything from Wii and Xbox to activities like jewelry-making and treasure hunts. Families love this resort for the prime beachfront location, boho-chic beachfront bungalows, the family-friendly pool, and proximity to downtown attractions.

I rarely advocate going to Puerto Vallarta and staying in an all-inclusive resort, but I will happily make the exception for Garza Blanca Preserve. I love this resort for families because of its spectacular location, generously sized rooms, and many adventure-based activities.

Puerto Vallarta and the Bay of Banderas are some of the best destinations for nature lovers and active travelers, and Garza Blanca Preserve puts families at the doorstep of all the action. Each of the 165 rooms at the resort spoils guests with the prettiest ocean views, plus the lush, jungle-covered mountains of the Sierra Madre. Three pools are on the property: two at the beach and one in the middle section between Garza Blanca and its adults-only sister resort, Hotel Mousai. In front of the resort is a small, white sand beach, which allows guests to launch kayaks directly from the shoreline and explore the coves and natural landmarks surrounding the resort. Hiking trails abound in the area, and the hotel staff is on hand to help point you in the right direction.

The resort does not have a dedicated kids club, but families who love spending time together with plenty of onsite things to do will feel right at home here. A new shopping village recently opened between Garza Blanca and Hotel Mousai, featuring a handful of locally sourced boutiques, a vintage-inspired carousel, and several restaurants.

The size of the resort means a lot of walking to get around.

Just 30 minutes north of the busy Cancun Hotel Zone puts travelers in a quieter, more secluded part of the Mexican Caribbean: the idyllic, bleached beaches of Costa Mujeres. Here, the Grand Palladium Costa Mujeres is a sprawling resort that will entertain families at every turn.

The best option for families here is to book the Family Selection suites, which operate like a hotel within a hotel and are geared toward kids.

Unique amenities include access to a fun zone with video games, cooking classes, arts and crafts, a personalized mini-bar selection, and a special milk-and-cookies service before bedtime. Adults who are part of Family Selection will have access to the more exclusive restaurants at the next-door sister resort, TRS Coral Hotel.

Hard Rock has quite a few hotels across Mexico — all of which beckon travelers to unleash their inner rockstar. However, their Los Cabos resort turned a few heads when it opened in 2019. The 639-room resort glows like a neon-lit oasis surrounded by the stark desert beauty of the Baja Peninsula. Directly facing the resort is the crashing Pacific, which, while not safe for swimming, adds another level of drama to the scene and a booming soundtrack.

Guests may not be able to swim in the ocean (which is typical for Cabo), but Hard Rock Hotel Los Cabos makes up for it with its impressive pools — five of them, including water slides and swim-up bars. While adults browse the eight dining options or get a signature massage at the Rock Spa, kids will kick back at the Hard Rock Roxity Kids Club, Teens Club, or even the on-site bowling alley. Of course, the Hard Rock Hotel Los Cabos guests can expect the same glitzy rock star memorabilia, music-themed activities, and rooms with outdoor hydro spa soaking tubs.

This under-the-radar all-inclusive resort has one of the most stunning locations on Mexico’s Sea of Cortez.

Unless you can fly into the Loreto airport, it is a very far drive from Los Cabos.

It's always a surprise to me that Loreto, Baja California Sur, is not busier than it is. It has an international airport, after all. But among those who love this sleepy town along the coast of the Sea of Cortez, no one is complaining. Loreto is one of those special places that you hope stays as perfect as it is forever, with sandy streets, a laid-back vibe, and prime real estate overlooking the crystalline waters of the Sea of Cortez.

About six hours north of Cabo San Lucas, you won't find strings of hotels and resorts here. But you will find one in particular that is the jewel in the crown: Villa del Palmar at the Islands of Loreto. Shielded by towering mountains on one side and overlooking the spectacular island-strewn Danzante Bay on the other, this gorgeous hotel sits on nearly 4,500 acres of natural beauty, including secluded Capri-like coves, pristine beaches, five pools, a sprawling 39,000-square-foot spa, and an 18-hole golf course designed by Rees Jones. A $42 million investment in 2022 saw the revamp of 338 suites and the addition of a new wing with 158 new rooms.

Know Before You Go

Consider the season.

Mexico is open for business year-round, but some times are better to visit than others. Optimal weather in the beach destinations is usually November through April. The weather turns scorching and humid around July through August. September and October are often hurricane season, and you may also have to consider sargassum season in Cancun, which is April through October.

Amenities sometimes outweigh location

A beachfront hotel is lovely, but sometimes Mother Nature has another plan. Most beaches in Los Cabos, for example, are unsafe for swimming. If you visit Cancun during sargassum season, the beach could be messy with seaweed. Picking a resort chock-full of amenities and a gorgeous pool scene will ensure everyone finds something to do.

Beware of the time share

Many hotels and resorts in Mexico also have timeshare desks on property, with salespeople on staff who look to recruit new timeshare holders. If buying a timeshare is not on your agenda, then it's okay to state you are not interested. Salespeople can be notoriously aggressive, and it is OK to firmly but respectfully say no.

You take this tour for the butterfly experience. Even though environmental factors made this year a lesser year the experience was awesome. The first sight we went to had no live butterflies. The scheduled second sight had no butterflies but they found us a place that had a lot of butterflies. To see so many butterflies was great. This tour is much less expensive than so many other options. The food, accommodations and tour guide/driver were very good. To get to the butterflies is a pretty significant hike at altitude, so make sure you can handle the physical demands. This tour also included anthropology and archeology components that were not our interest area. If you are booking for next year, ask questions about the number of butterflies relative to previous years and I would avoid the last weeks as the butterflies sometimes leave early, as they did this year.

Mexico tightens travel rules on Peruvians in a show of visa diplomacy to slow migration to US

Mexico has begun requiring visas for Peruvians in response to a major influx of migrants from the South American country

BOULEVARD, Calif. -- Julia Paredes believed her move to the United States might be now or never. Mexico was days from requiring visas for Peruvian visitors. If she didn't act quickly, she would have to make a far more perilous, surreptitious journey over land to settle with her sister in Dallas.

Mexico began requiring visas for Peruvians on Monday in response to a major influx of migrants from the South American country, after identical moves for Venezuelans, Ecuadorians and Brazilians. It effectively eliminated the option of flying to a Mexican city near the U.S. border, as Paredes, 45, did just before it was too late.

“I had to treat it as a emergency,” said Paredes, who worked serving lunch to miners in Arequipa, Peru, and borrowed money to fly to Mexico's Tijuana, across from San Diego. Last month smugglers guided her through a remote opening in the border wall to a dirt lot in California, where she and about 100 migrants from around the world shivered over campfires after a morning drizzle and waited for overwhelmed Border Patrol agents to drive them to a station for processing.

Senior U.S. officials, speaking to reporters ahead of a meeting of top diplomats from about 20 countries in the Western hemisphere this week in Guatemala, applauded Mexico's crackdown on air travel from Peru and called visa requirements an important tool to jointly confront illegal migration.

For critics, shutting down air travel only encourages more dangerous choices. Illegal migration by Venezuelans plummeted after Mexico imposed visa requirements in January 2022, but the lull was short-lived. Last year Venezuelans made up nearly two-thirds of the record-high 520,000 migrants who walked through the Darien Gap, the notorious jungle spanning parts of Panama and Colombia.

More than 25,000 Chinese traversed the Darien last year. They generally fly to Ecuador, a country known for few travel restrictions, and cross the U.S. border illegally in San Diego to seek asylum. With an immigration court backlog topping 3 million cases, it takes years to decide such claims, during which time people can obtain work permits and establish roots.

“People are going to come no matter what,” said Miguel Yaranga, 22, who flew from Lima, Peru's capital, to Tijuana and was released by the Border Patrol Sunday at a San Diego bus stop. He had orders to appear in immigration court in New York in February 2025, which puzzled him because he said he told agents he would settle with his sister on the other side of the country, in Bakersfield, California.

Jeremy MacGillivray, deputy chief of the Mexico mission of the U.N.'s International Organization for Migration, predicts that Peruvian migration will drop “at least at the beginning” and bounce back as people shift to walking through the Darien Gap and to Central America and Mexico.

Mexico said last month that it would require visas for Peruvians for the first time since 2012 in response to a “substantial increase” in illegal migration. Large-scale Peruvian migration to Mexico began in 2022; Peruvians were stopped in the country an average of 2,160 times a month from January to March of this year, up from a monthly average of 544 times for all of 2023.

Peruvians also began showing up at the U.S. border in 2022. The U.S. Border Patrol arrested Peruvians an average of about 5,300 times a month last year before falling to a monthly average of 3,400 from January through March, amid a broad immigration crackdown by Mexico.

Peru immediately reciprocated Mexico's visa requirement but changed course after a backlash from the country's tourism industry. Peru noted in its reversal that it is part of a regional economic bloc that includes Mexico, Chile and Colombia.

Adam Isacson, an analyst at the Washington Office on Latin America, said Peru's membership with Mexico in the Pacific Alliance allowed its citizens visa-free travel longer than other countries.

It is unclear if Colombia, also a major source of migration, will be next, but Isacson said Mexican President Andrés Manuel López Obrador is in a “lovefest” with his Colombian counterpart, Gustavo Petro, while his relations with Peru's government are more strained.

Colombians are consistently near the top nationalities of migrants arriving at Tijuana's airport. Many find hotels before a guide takes them to boulder-strewn mountains east of the city, where they cross through openings in the border wall and then walk toward dirt lots that the Border Patrol has identified as waiting stations.

Bryan Ramírez, 25, of Colombia, reached U.S. soil with his girlfriend last month, only two days after leaving Bogota for Cancun, Mexico, and continuing on another flight to Tijuana. He waited alongside others overnight for Border Patrol agents to pick him up as cold rain and high winds whipped over the crackle of high-voltage power lines.

The group waiting near Boulevard, a small, loosely defined rural town, included several Peruvians who said they came for economic opportunity and to escape violence and political crises.

Peruvians can still avoid the Darien jungle by flying to El Salvador, which introduced visa-free travel for them in December in reciprocation for a similar move by Peru's government. But they would still have to travel over land through Mexico, where many are robbed or kidnapped.

Ecuadoreans, who have needed visas to enter Mexico since September 2021, can also fly to El Salvador, but not all do. Oscar Palacios, 42, said he walked through Darien because he couldn't afford to fly.

Palacios, who left his wife and year-old child in Ecuador with plans to support them financially from the U.S., said it took him two weeks to travel from his home near the violent city of Esmeralda to Mexico's border with Guatemala. It then took him two months to cross Mexico because immigration authorities turned him around three times and bused him back to the southern part of the country. He said he was robbed repeatedly.

Palacios finally reached Tijuana and, after three nights in a hotel, crossed into the U.S. A Border Patrol agent spotted him with migrants from Turkey and Brazil and drove them to the dirt lot to wait for a van or bus to take them to a station for processing. Looking back on the journey, Palacios said he would rather cross Darien Gap 100 times than Mexico even once.

TAPACHULA – Mexico President Andrés Manuel López Obrador and Guatemala President Bernardo Arévalo were meeting Friday in this Mexican border city to tackle issues of shared interest, foremost among them immigration.

Arévalo, who took office earlier this year, noted that they were meeting in the same city where his father Juan José Arévalo, a former president of Guatemala, had met with his Mexican counterpart, Manuel Ávila Camacho, in 1946.

“We want a border that unites, a border that unites our people, the Mexican people and the Guatemalan people, a border that allows us to develop and grow together, with reciprocal benefit, trust, enthusiasm and collaboration,” Arévalo said.

But both countries are under pressure from the United States to increase control of their shared border to help control the flow of migrants north. The border also carries security concerns, as so many do.

Before their meeting – the first for the two leaders -- López Obrador said he was worried about security in the border area. Two Mexican cartels have been battling for control in the area, causing death and displacement in remote, rural areas as they try to assert control of the drug, migrant and weapons flows through the area. He said Guatemala was concerned too and the leaders would discuss how to address it.

The encounter also comes at a time of intense diplomatic activity between the United States and Mexico and with other countries in the region as the administration of U.S. President Joe Biden tries to get a handle before the November election on migration to the U.S.-Mexico border that reached record levels in late 2023.

Mexico Foreign Affairs Secretary Alicia Bárcena said Tuesday that Mexico, the United States and Guatemala are in agreement that they will direct more resources to the Mexico-Guatemala border, accelerate development programs, commerce and job creation. She also said Mexico would discuss issuing more temporary work visas to bring Guatemalan labor to Mexico.

Perhaps to that end, López Obrador announced Friday that Mexico plans to extend a cargo train line that spans a narrow isthmus its the south to the Guatemalan border. He also repeated his interest in eventually extending his Maya Train legacy project to Guatemala’s Peten jungle, something Arévalo’s predecessor declined.

For migrants headed north, the critical points in their journey tend to be the Darien Gap on the border of Colombia and Panama where 500,000 migrants – mostly Venezuelans – crossed last year and then again at the Mexico-Guatemala border.

Panama’s President-elect José Raúl Mulino has promised to shut down traffic through the Darien. To what extent he can remains to be seen.

On Friday, Panama’s outgoing immigration chief said the country was incapable of carrying out mass deportations.

“We can’t make it massive because of the high cost and the coordination you have to do with the other countries,” Samira Gozaine, director general of Immigration said. “If we could deport all of those who enter we would do it.”

Bárcena, Mexico’s foreign minister, said the shared Mexico-Guatemala-Belize border is also important. But it is similarly challenging to police.

The border is long, mountainous and remote, filled with blind crossings for migrants and their smugglers. Those are many of the same routes currently being disputed by the Jalisco and Sinaloa cartels.

“We want to make that border space an exemplary space … no walls,” Bárcena said. “The people should feel they entered a country that is pleasant, that can offer them opportunities.”

Migrants have typically found traversing Mexico anything but pleasant. They are repeatedly robbed and kidnapped by organized crime and systematically extorted by Mexican authorities, who in recent years have either tried to contain them in the south or return them there time and again until they exhaust their resources.

The same day Bárcena spoke, Carlos Campos, a Venezuelan travelling with his wife sister and nieces and nephews, was flown from Mexico City back to Tapachula after trying to hop a train north.

“They sent us back and we’re (north) again,” he said as they made their way out of Tapachula.

NOGALES, Ariz. – It's easy to walk south from the U.S. into Mexico. What's hard is going the other way.

A team of NPR journalists experienced that for ourselves, on a bright day in March when we passed easily through a legal port of entry that separates Nogales, Arizona, from Nogales, Sonora.

We walked alongside trucks carrying goods between the two countries. This border is a boon for businesses on both sides, recently making Mexico the United States' biggest trading partner . But it's also been the source of a major political headache: the arrival of millions of migrants from across the Americas and elsewhere in the world seeking to enter the U.S.

We came here to glimpse a small part of the border on a typical day.

We entered Mexico through a quiet pedestrian access point at the Nogales port of entry, and continued about 100 yards to a shelter where dozens of migrants waited with hopes of crossing la frontera – the U.S. border, marked with large green highway signs.

Children played on a concrete floor at the entrance to the Kino Border Initiative. It was lunchtime, and volunteers milled among long tables, offering drink refills and tortillas to families bundled up in fleeces and jackets.

We met the nonprofit's executive director, Joanna Williams, in the dining area. On the left side of the room are migrants who have been in Nogales a few days or less, she explained; on the right are travelers stuck in limbo.

"We have some people who have been here for months," Williams said.

The flow of asylum seekers from around the world has overwhelmed the U.S. government's capacity to hear their cases. Multiple presidents have addressed the problem in different ways. In 2019, President Trump's administration told asylum seekers to remain in Mexico, waiting south of the border for U.S. court hearings to determine their status.

Now that those powers have expired, Biden's administration has urged some people to apply for asylum from their home countries—and urged overland migrants to apply for entry by making appointments on CBP One, a U.S. government phone app.

Today hundreds, even thousands, of people reach this part of the border on a daily basis, but U.S. Customs and Border Protection conducts only 100 asylum interviews per day in Nogales, Williams said.

"They have to apply for an appointment every single day," Williams said. "It takes the families about five or six months for that request to be granted – unless they win the [interview] lottery."

A couple seated at a nearby table had just won that lottery, securing an interview with Customs and Border Protection in Nogales. Carla and Jose, who traveled from Venezuela with their two children, were instructed to show up at the port of entry to speak with agents about their case. (NPR agreed to only use Carla and Jose's first names to maintain their privacy during the asylum process.)

Carla and Jose hoped the CPB interview would mark the end of a dangerous and costly journey they made by bus, foot and train through at least seven countries.

They made the trek with a family they were related to by marriage – a couple and their 10-year-old daughter – after they heard it would be safer to travel in a group through treacherous jungle in Colombia and Panama. Along the way, Carla said, authorities extorted them on both sides of the border between Guatemala and Mexico, demanding fees up to $200 per person.

Still, it was worth the risk and expense, said Nohelis, a woman whose family had traveled alongside Carla and Jose.

"In Venezuela it's difficult for us to find food and well-being, especially for the kids," Nohelis said. "We have to be allied with the government. If you're not aligned with one of them, you don't get certain benefits."

Everyone in the group said they had family living in the U.S. already — in Carla's case, an adult daughter in Florida. Her family hoped to go there next,after their appointment with Customs and Border Protection, which was scheduled for 2:30 p.m. the following day.

The family agreed that if they were admitted to the U.S., we would meet again there.

Our team started back along the road north. We bought a pink frozen paleta, a popsicle, from a man pushing a cart on a busy road. As we approached the Nogales port of entry, officers with U.S. Customs and Border Protection asked if we were U.S. citizens. When we said we were, they waved us through without asking to see identification. A few yards inside the United States, agents did ask for passports. Our photographer, reporter and producer showed their IDs, then we were sent on our way.

Carla and Jose represent a challenge for the U.S. Department of Homeland Security because their story is repeated so many times. To get an overview, we visited the regional headquarters of one of the relevant DHS agencies — the U.S. Border Patrol, the law enforcement body that operates under Customs and Border Protection.

John Modlin, the sector's chief patrol agent, arrived at a conference room prepared with statistics.

In this sector of the border, agents apprehended about 60,000 migrants in the 2019 fiscal year , most of them from Mexico, Modlin said. That was a lot, but manageable, he added.

That number tripled in 2021, and sextupled in 2023, according to federal data .

"If we continue at this rate, we'll probably hit 700,000, maybe 800,000 apprehensions in the Tucson sector this year," Modlin said.

For every migrant that used to arrive in the Tucson area, six now come, from Mexico and around the world. They're pushed and pulled by political upheaval, violence, economics, and shifts in U.S. policy — both real and perceived.

Many who cross the border tell agents that President Donald Trump's departure from office encouraged them to think the U.S. would be more open, Modlin said.

Meanwhile, cartels in Mexico expanded their human trafficking business across the world, appealing to would-be asylum seekers on social media, Modlin said. Their marketing campaign has lured many more thousands of migrants from troubled countries all over the world, many drawn by hopes of receiving asylum protections.

"What we have seen is a tremendous increase in the amount of people that are claiming fear," Modlin said. "When this was 85%, 90% Mexican nationals, our 'total fear' numbers were probably 1% or 2% across the entire sector. Now, 95% of the in-custody populations are claiming fear."

Migrants are human chattel for Mexico's drug cartels, Modlin said.

Guides who work for the cartels offer to lead entire families across the border through the desert. Many vulnerable travelers are dropped off in remote stretches of hostile land, left for patrollers to discover.

"[The cartels] recognize that when they send these groups over, and those groups are in distress, we respond to it, but it will take hours for us to get to where they're at," Modlin said. "It's all very well thought-out by the people on the south side, who have no regard for life. They've already been paid. To them, whether that person makes it or dies in the desert, they don't care."

Last year, so much of the border force was busy processing migrants, CPB had to close a regular border crossing for lack of personnel .

Modlin said processing has also taken away from the agency's mission to combat drug trafficking through remote areas, though federal data show that most narcotics are seized at official ports of entry, not between them .

More than 340,000 migrants have arrived in the Tucson sector since November 2023 . Those admitted through the CBP One app will be able to work legally in the U.S. while they wait for months – possibly years – for hearings in backlogged immigration courts.

Last winter, Congress drafted a far-reaching immigration plan that included hiring more border agents. The measure failed after Presidential candidate Trump instructed Republicans to block their own bill, so he could campaign on the issue. This spring, Congress slipped in new funding as part of an overall budget plan, though the challenge remains as immense as the Arizona desert.

Hostile terrain

The land along Highway 286 is dotted with wooden crosses, marking the locations where migrants have died.

Kirk Astroth pointed them out to us as we trundled south toward the border in a truck equipped with a giant water tank.

"We're going off-road here," announced Astroth, a volunteer with the migrant aid group Humane Borders. He veered onto a rocky path lined with thorny mesquite that scratched the doors and windows of his truck. The long scrapes left behind have a nickname: Arizona pinstripes.

The truck is thoroughly pinstriped after many trips like this. Astroth pulled over to refill a blue water barrel decorated with a sticker of the Virgin Mary.

"We always take a water test first," Astroth said, sampling a few drops from the barrel. He grimaced. "Tastes like chlorine. But it's better than dying."

Authorities found the remains of more than 3,300 migrants in Southern Arizona between 1990 and 2020, according to the Pima County Medical Examiner . Many migrants choose to travel through the desert to avoid a long wait at an official port of entry, even though the government says that will count against them in their eventual asylum hearings. Humane Borders is one of several humanitarian groups that leaves water along commonly used routes.

Sometimes people vandalize the water stations, Astroth said. Over the years, he's encountered U.S. citizens in the desert who consider themselves unofficial border security.

"They shoot our barrels. They stab the barrels with screwdrivers. They put pen knives in them, throw them – sometimes they just kick the spigots off," Astroth said. On more than one occasion, armed men in the desert have told Astroth that humanitarian volunteers like him are "no better than getaway car drivers at a bank robbery," aiding and abetting illegal immigrants, he said.

"We're not trying to help people elude anything," Astroth said. "We're just trying to prevent people from dying."

Humane Borders does not publish maps showing its water stations – that would give vandals a shortcut, Astroth said. But the group does publish maps showing where migrants have died in the desert.

So far in 2024, the Arizona OpenGIS Initiative for Deceased Migrants has added 32 newly discovered remains to its database. The list is likely to grow as summer heat sets in.

Waiting for a day in court

As we drove around southern Arizona, NPR producer Lilly Quiroz called Carla and Jose, the Venezuelan couple we met the previous day in Mexico. They said they were in line, awaiting their appointment with U.S. Customs and Border Protection. Later, they told us their family had made it through.

They said they caught a late-night bus to a shelter on the U.S. side – Casa Alitas, run by Catholic Community Services of Southern Arizona. We met them there, where they were standing at the edge of a giant room filled with 400 green cots.

Carla and Jose both were beaming, despite staying awake all night. They said they waited for hours at the border with people from all over the world – Russians, Haitians, Cubans, before they were told they could enter the U.S.. They thanked God.

Then the couple's day got even better. Carla's daughter in the U.S. told them she would cover plane tickets to bring the family to her home in Orlando. Jose, sifting through documents in a bag, showed us documents from the federal immigration service.

"You are ordered to appear before an immigration judge..." began the official letter from the U.S. Department of Justice.

The letter provided the address to a federal government office in Orlando, where they are to report for a hearing.

"We're hoping the judge is graceful, and gives us the opportunity to live in this great country," Carla said, speaking through an interpreter.

Her family has ample time to prepare. The hearing is scheduled for November 18, 2027.
