20 Cheap and warm places to go over 2023 Christmas & New Years weeks

As of summer 2023, travel around the world is way up and it’s looking like the Christmas and New Years holiday seasons in 2023 are going to be the busiest in many years. If you are looking for a cheap place where you can relax in the sun or on the beach, we’ve got 20 great options for you below. The cheapest ones are all in Asia and near the bottom of the list. It could be worth the longer flight if you’ve got at least a week because you can often stay in an amazing 4-star beach resort in some Asian cities for less than the cost of a Motel 6 in Florida around Christmas.

We check hotel rates each year and some places are a bit higher this year while others are about the same and a few places on the list are actually looking a bit cheaper than they did in 2022. We checked prices for the week starting December 24 through 31 and used the nightly average including all taxes and fees for two people. Again, there are some amazing bargains down the list, and some really good bargains near the top as well.

Myth: Hotels are cheaper in countries that don't observe Christmas

A huge majority of the people who are well off enough to fly internationally are those living in countries that have a Christmas holiday, and that’s no secret to hotel owners. In other words, hotels in Thailand, Indonesia, Egypt, and India all raise prices for stays during those key holiday weeks because they know those are the most popular weeks of the year for their businesses. The good news though, is that those countries still offer great bargains compared to, say, Hawaii, which goes off the charts during Christmas week.

When to book a sunny Christmas or New Years holiday trip:

As soon as possible

There is all kinds of research showing the  cheapest time to book flights  and even research showing that hotel prices often drop a month or two out, but the key exception to both of those is around big holidays like Christmas. Suppliers do adjust prices as the months come and go, except for when they know they’ll have no trouble filling up even at the last minute. The  best December destinations in Asia  contains many great beach choices that are cheaper than most of the rest of the world.

When to book your flights:

The research shows that flights for key holiday periods start off at normal levels and then they just keep going up as seats are sold and the date approaches. There are no last-minute deals on flights just before or after Christmas, at least to and from  sunshine destinations .

The 2023 December holiday period is looking like it’s going to be the busiest and strongest since at least 2019 and probably before that as well. Booking hotels early should be wise advice this year again, and remember that most hotels offer free cancellation until shortly before the stay so there isn’t much risk.

When to book your hotels:

Bargains are possible at the last minute, but it’s risky

The best and most popular beach resort hotels will usually only have a few rooms left by early December, and they will price those high enough that most people will look elsewhere. But some other hotels can be too optimistic in pricing so they have to cut rates in December just to fill up. In other words, you shouldn’t really count on an appealing rate at a specific hotel where you are going, but there’s a decent chance you could still get a decent rate if you are flexible enough to accept something nearby.

Once again in 2023 it could be good to look into Airbnbs and other short-term rentals. Some markets have far too many listings for the demand and you might find bargains as the holidays approach if some owners priced their listing too high and will want to at least book up at a lower rate rather than sit empty during the busiest week of the year.

Again, the airfare portion of a holiday trip is almost certain to get more expensive as the year goes on, so a hotel+flight package will generally just keep going up in price as well.

Particularly to places like the Caribbean, Mexico, and Thailand with huge numbers of package visitors, you’ll almost certainly get the best rates in addition to the widest choices the earlier you book.

Cheap and warm destinations for Christmas and New Year holidays

Obviously “cheap” is a relative term, but these are the cheapest holiday resort areas around the world that also have warm and sunny weather in late December and early January.

Puerto Vallarta, Mexico

The weather during Christmas time is pretty much perfect for anyone wanting to escape the cold, and the large international airport also has good deals on flights from many North American cities as well. Puerto Vallarta has grown more popular lately, especially with Americans and Canadians, so it’s not as cheap as it used to be, just like everywhere else.

Hotel rates in 2023 are looking much higher than in 2022, but still good value and many great places available. Booking as soon as possible is probably wise.

Los Cabos, Baja California, Mexico

  • December average high: 80°F/27°C
  • December average low: 58°F/15°C

If you want to take boat tours and such, or if you like to hop around between restaurants and bars, it’s best to stay somewhere close to the marina in Cabo San Lucas. But if you prefer a quiet place where you mainly stay at a resort with its own restaurants and bars, you are better off between the two towns or in San José del Cabo itself.

Hotel rates start at bargain prices considering how nice the area is. It can get a bit chilly at night around Christmas time, although plenty of people actually prefer that to the tropical climate where it’s hot day and night. And the slightly cooler weather will fit in more with the Christmas lights, Christmas trees, and holiday spirit than some of the Caribbean islands lower on this list.

The 2023 Christmas hotel rates are similar to 2022 in the Cabo area so there are some good bargains still available to those who book early.

Cancún/Cozumel/Riviera Maya, Mexico

The area is getting more and more all-inclusive resorts and those range in quality from disgraceful to amazing, so it’s important to do your research and be careful about any beach hotel offering a suspiciously good deal. Cancun is home to some of the Caribbeans best all-inclusive resorts in general, but don’t expect very low prices on those.

The weather in late December is predictably perfect with barely a chance of a quick thunderstorm, much less anything worse. With so many hundreds of hotels competing for business, holiday room rates for well under US$100 per night are easy to find. Package deals to Cancún are very popular, and probably the best deal for those who book early. As you can see by the room rates below, there is a huge difference between 3-star and 4-star properties in this area. A 3-star can be just a normal hotel room in the city, while the 4-stars are all wonderful resorts with pools, usually on the beach. In other words, you will generally get what you pay for, so a hotel that charges twice is much is almost always MUCH nicer.

Hotel rates in 2023 look the same or a bit lower than they did in 2022, but that could change as December gets closer. As mentioned above, Cancun is a HUGE area and location is critical or at least it helps explain why some places are double or triple the price of others even though they look the same on the Expedia listings. Punta Cana / Puerto Plata , Dominican Republic

The weather and resort prices are similar in both places in late December, so either one would be a fine choice for someone looking for a cheap and warm place to spend a week. You’ll find that flight+hotel package prices are especially appealing to the DR, and those who book early will usually get the best deals.

The 2023 Christmas week rates are looking really good for those who book early. Room rates are similar to what we saw last year when we updated for 2022, while many other places have jumped in price this year. The best values in Puerto Plata are for 4-star all-inclusive resorts, which are often only a bit more expensive than those that only include breakfast.

Montego Bay / Ocho Rios / Negril , Jamaica

All three towns have a different vibe, so it’s really only the weather and most prices that are similar. Along with the Cancun area and the Dominican Republic, these Jamaican resorts are also known for all-inclusive resorts and appealing package deals. Even during the peak holiday months, it’s possible to lock in an appealing deal if you book early enough.

The 2023 room rates for Christmas week are similar to the 2022 rates when we researched, which is good when so many other places have gone up in price. As always, it is probably wise to book early because rates usually go up as each month goes by.

San Juan, Puerto Rico

Especially if you are going to stay for more than a week, it pays to look into an apartment rental instead of a hotel. There is an abundance of nice apartments in the tourist area that are rented out most of the year. If you are staying for a month, you can get an amazing deal compared to a hotel. San Juan was famously hit hard by storms in 2017, but as of 2022 nearly everything is open and ready for you.

Room rates for San Juan in 2023 for the holiday week are looking similar to the 2022 rates. You’ll notice that rates for 3-star places and 4-star places are very different in this market because 4-star places are almost all large resort hotels on the beach while 3-star places are often family run and can be a few blocks away.

Ambergris Caye/Caye Caulker, Belize

  • December average high: 81°F/27°C

Belize is (more or less) an English-speaking country, and these islands both have a bit of a Rastafarian feel in places, so it’s an interesting mix of culture and convenience. Nearly all 4-star hotels here start over US$200 per night for the holiday weeks, but there are 3-star bargains nearby in addition to holiday villas for rent for those with higher budgets.

Belize room rates in 2023 are looking similar to last year for 3 star hotels but a bit higher for 4-star hotels. If you enjoy staying in smaller family-run hotels you can save quite a bit of money and maybe make some new friends in the process.

Roatán Island, Honduras

  • December average low: 75°F/24°C

Honduras is a Spanish-speaking country, though especially with the recent influx of cruise-ship crowds here, it’s very easy to get by in English only. There are only about 60 hotels on the island at this point, and holiday rates are still surprisingly reasonable considering what is on offer. Still, booking early is probably wise.

This is another destination where there is a huge gap between the 3-star hotels and the 4-star resorts on the beach, which means you can save a lot of money if you don’t require an actual ocean view from your bed. The 2023 room rates are up from last year so if you see a place you like it’s probably worth booking it early.

Tamarindo/Guanacaste, Costa Rica

Most of this northwestern area is new and quite luxurious, so 4-star resorts and rental properties aren’t much cheaper than in Hawaii, but there are still some really good 3-star bargains. Nosara is another small town in the area that doesn’t feel quite so mass-market compared to Tamarindo.

It’s important to note that the smaller and cheaper hotels here with reasonable prices will feel like you are visiting a somewhat exotic part of the world, while the 4-star chain resorts on the beach will feel much more like home for most guests coming from the US and Canada. The 2023 room rates are showing an even larger split between cheap 3-star places and the posh and more expensive 4-star beach resorts.

Panama City, Panama

It helps if you know at least a bit of Spanish, but even those who don’t can find plenty to do here to keep them busy. The city has a few large shopping malls in the tourist area, so it could be a good place to do some Christmas shopping or just hanging around. The restaurant scene here is notoriously good as well.

The 2023 room rates for Panama City are looking similar to last year and very appealing. In fact, if you would like to stay in a very nice resort hotel with at least a pool if not a beach, Panama City is one of the cheapest places to do that. The most interesting resorts are in the San Blas Islands in the Caribbean, so that’s another place to consider.

Cartagena, Colombia

  • December average low: 76°F/24°C

Not only is Cartagena popular with international tourists in the winter months, but domestic Colombian tourists taking their holidays as well. So you won’t be avoiding the crowds here, but at least it’s one of the more affordable sunshine destinations in the region. The 4-star hotels along the beach just west of the historic center are some of the best Christmas season bargains going. Speaking at least a bit of Spanish is helpful.

The 2023 rates look really appealing for those who can book early. It’s important to note that this is one of the very few places in the western hemisphere (along with San Juan, Puerto Rico) where you can stay in a gorgeous, historic city with great restaurants and entertainment, and also be on a nice tropical beach in less than a 10-minute taxi ride. The beaches aren’t white sand, so not quite as photogenic as most of the others on this list.

Tenerife, Canary Islands, Spain

  • December average high: 71°F/22°C

Partly because it’s not really a great beach season, hotels in Tenerife are still quite cheap during the Christmas holiday period. Most everything else is quite affordable as well, at least compared to where you live now. Especially if you are looking for a place with reasonable airfares from elsewhere in Europe, this could be a good choice. The area around Los Cristianos and Playa de la Americas is the easiest for English speakers, and it has the most consistent warm weather as well.

The 2023 room rates for Tenerife are actually a bit down compared to 2022, so if you are able to book in July or August you can lock in a great rate. Expect to see a lot of northern Europeans all winter here.

Sharm el-Sheikh, Egypt

Egypt had some security issues a few years ago and they kept almost everyone away for a while to the point that beach resorts were literally charging under US$30 per night for two people. The country has not had any such issues in several years now and the European visitors are coming back.

Sharm el-Sheikh room rates in 2023 are down a bit compared to what we saw in 2022. It’s hard to say whether they’ll stay down, but if you can book something early you can lock in an amazing deal for a beach resort with a great climate.

Dubai, United Arab Emirates

It’s worth noting, however, that the nicer and better located hotels in Dubai will cost at least two or three times the minimums mentioned below. Those on lower budgets can get by pretty well here, but that’s not to be confused with the luxury market and beach hotels that rival top room rates anywhere on earth.

The 2023 hotel scene is very encouraging once again. Rates for this December are looking fairly cheap, but again, the fancy places and those in the prime locations will cost at least double these rates.

In other words, it pays to do some research before choosing a beach hotel here because most of them won’t be suited to you. Room rates are quite reasonable even during this busiest time of year, although it’s important to note that the cheapest hotels in Goa (and all over India) tend to be disappointing and rarely worth the savings. Still, the 4-star hotels in Goa are mostly quite good, and excellent value at Christmas time.

The 2023 hotel situation in Goa looks kind of a mixed bag, but rates are still very cheap compared to almost anywhere else in the world. Again, choosing the right hotel in India can be a challenge because there are hundreds of cheaper places that get very few reviews on the main hotel-booking sites like Expedia or even Agoda. If you can find a nice one you can save a lot of money, and they do exist (I’ve stayed in quite a few in Goa myself), but if you want to play it safe you’ll be paying a bit more.

George Town, Penang, Malaysia

  • December average high: 88°F/31°C

The cheaper hotels in the area are those in the historic center of Georgetown, while the beachfront resorts are going to cost quite a bit more. Avoid the cheapest hotels here and pay close attention because most of the cheapest rooms have no windows at all. Still, there is great value here, particularly in the food scene. Penang is known as the culinary capital of Malaysia, with an abundance of cheap and cheerful food courts in addition to some notable fine dining.

The 2023 hotel rates over Christmas look really cheap for those who can book early. Rates are even down a bit on 2022, which is a relief. If you can only stay a week it’s probably worth booking a nicer place with lots of great reviews, but if you are staying a few weeks you might try to experiment with a more affordable place, knowing you can switch easily if you aren’t happy.

Phuket, Thailand

Karon and Kata are nearby beach areas that are at least a little more serene, and there are several other enclaves of upmarket luxury hotels and resorts. This has been a very popular Christmas destination for northern Europeans for decades, and yet it’s still quite affordable even during its peak season. Hotels on or near the beach are going to cost quite a bit more than the prices listed below, but those who don’t mind walking a bit can get great value even at Christmas here.

The 2023 Christmas hotel rates are once again, shockingly low, at least for the simple places. There are so many independent hotels on this island that competition is fierce for guests. Room rates for international chains such as Hilton and Marriott are going to be MUCH higher, although still cheap by international standards.

Hoi An/Da Nang, Vietnam

  • December average high: 77°F/25°C
  • December average low: 67°F/19°C

Hoi An has been a favorite among visitors to Vietnam for decades, while Da Nang is more of a newcomer after it’s built a string of large beachfront hotels meant for foreign guests. Vietnamese food has a large cult following around the world, and both of these towns have an abundance of great and affordable restaurants serving several varieties. This is one to think about if it feels like you’ve been everywhere else.

The 2023 hotel rates continue to be insanely cheap, at least for the smaller places in and near Hoi An itself. You can still book a beach hotel with an ocean view along the Da Nang beaches for cheap, but it’ll be more than for the family-run places.

Bali, Indonesia

  • December average low: 76°F/26°C

The most crowded and popular area is the famous surf beach along Kuta, Legian, and Seminyak on the west coast, but there are many lower-key beach areas in addition to Ubud a bit up in the central hills. Well-heeled visitors might also consider the tourist zone of Nusa Dua in the south, which is filled with large chain hotels that are often loaded with honeymoon couples.

The room rates for 2023 are up a bit from 2022, but still ridiculously cheap considering how nice most of these places are. Bali has so many hotels that you can probably get a good deal even close to the last minute, but it still might be worth locking in a great place if you find one you like.

Boracay Island, Philippines

There are no super-cheap hotels on Boracay Island, but that’s mainly because every hotel is within 100 meters or less of the sandy beach. There are many choices of international cuisine here, including many chain restaurants. The most obvious choices are the great number of affordable all-you-can-eat buffets that set up every evening right on the beach. There’s also plenty of live music, as you’d expect in the Philippines.

The hotel rates in 2023 for Christmas season are looking pretty typical for Boracay Island, which means they are cheap, although not nearly as cheap as some others on this list. Still, this is a very special place and many people come back year after year. I wish I lived closer myself.

I’m looking into an inexpensive place for my boyfriend and I to travel to for the weekend of Christmas, preferably warm .

The article above contains all of my best suggestions for this. To summarize, if you are in the US and you would like to go to an all-inclusive resort I’d recommend Punta Cana in the Dominican Republic for the best value. If you want to stay in a normal hotel or an Airbnb sort of thing I’d recommend Mexico for the best value. I prefer Playa del Carmen if you are in the eastern US or Puerto Vallarta if you are in the western part. Let me know if you have any other questions. -Roger

Surely, with the danger of visiting Mexico now and advice to stay on a resort, and that even being risky, making it a pointless destination, an AirBNB in Mexico would surely be madness.

It’s true that there have been some issues in Mexico lately, but it’s nothing that should keep tourists away. I only recommend the places where disturbances are extremely rare. For example, Acapulco apparently is not a safe places for foreign tourists for some time, so I don’t recommend that anyone go there.

If you are looking for a ‘very cheap’ holiday over New Years week leaving from England, you don’t have too many warm-weather options. I’d say your best cheap option would be the Canary Islands. That is a busy time there, but if you book and plan well in advance, it should be very affordable. As you may know, Tenerife is the largest of the islands and is probably easiest for those who are not fluent in Spanish. Let me know if you have any other questions about it. -Roger

I am recently heart broken 47 years old male from the midwest of the US that is wanting to get away solo on christmas day to a warmer climate that doesn’t take 2-3 days to travel to. I’m happy to help and I understand the heart break thing. My favorite two places for solo travel in the Caribbean are San Juan and the Playa del Carmen area. In fact, I think Playa del Carmen would be even better because the tourist district is so much more compact and right near the beach. The town of Tulum is another one to consider, as it’s really up and coming and it’s a bit more artsy. Playa del Carmen is really fun and there are loads of little bars and restaurants and so forth that will be easy to meet other tourists (and locals) if you choose, or just hang out and watch the crowds if you choose. I’m thinking of going to Panama next month. Have you been? Where do you recommend people eat, hang out, etc? I’m a woman in my late 20s.

I’ve only been to Panama City so far and I was very impressed. It’s much larger and more modern than other Central American capital cities, although the historic district is disappointing compared to most others. You might stop in to Panama City for a couple days and the city center area with all of the hotels seems very safe, but I’d probably focus on the beaches. I’ve heard and read great things about the San Blas Islands and that is where I plan on going on my next Panama visit. Considering the devastation that has occurred recently to Puerto Rico, is it equipped for tourism now? I hear there are still areas where there is no power or infrastructure. Please advise.

The hurricanes were in 2017 and things were really bad for a couple months, but the San Juan area was mostly back to normal a few months later. I was there in late 2018 and it seemed like everything was fine. In fact, I’m flying into San Juan tomorrow to start a cruise the following day. My understanding is that there are still some rural areas that are not back to normal, and definitely at least some hotels that were damaged and never reopened. But as far as I know the island is very welcoming of tourists and that helps them in many ways.

The easiest way to check on the outer areas is to check hotel availability there. So if you search for hotels in, say, El Rincon, you’ll see how many of them are open and ready for visitors. To be even more sure it’s wise to check recent reviews to make sure that recent guests say that things are good. I hope this helps. -Roger

Based on what you’ve said I’d focus on the area around Cancun. Cancun itself is mostly a long stretch of beach hotels and timeshare properties, but south of that you’ve got Playa del Carmen and Tulum, and across the water you’ve got Cozumel. All of those are interesting towns filled with activities and shopping and restaurants and bars and such. There are many resorts and hotels all around Playa del Carmen that are family oriented, and you can spend most of your time at the resort, and also take a shuttle ride into the town center for a bit more culture. That would be my top pick based on what you’ve said, and the airfares into Cancun are usually reasonable. Playa del Carmen is about an hour south of Cancun airport by road. We are mixed race couple that started less adventurous travelling now with a just turn 2. Just back from Phuket, Malaysia and Singapore in September and hoping to find something closer like 5-7 hours flight for under a week holiday. We have been to Tenerife earlier this year with Sicily, Majorca and other Canary Island on our lists. Am thinking Turkey but we have been to Marmaris before we have a plus one but feel a bit weird when we venture around by ourselves may be because we are mixed race couple. I’ll try to help. This is an interesting query because I’ve not thought much about it. I lived for over a year in a small Turkish town near Marmaris, and now that you mention it I didn’t see many non-European visitors at all. There were a few and I never heard about any outright racism, but I’d imagine with such small numbers that it could still feel uncomfortable.

Of the places on the list, Sharm el-Sheikh and Dubai should both be closer to the flight times you mention, and I’d think that both would feel welcoming. I’ve yet to make it to Sharm and many people are still avoiding Egypt at this point, but it’s now been years since there have been any problems that have made the news. Dubai is totally filled with people from all over the world, and it does have family beaches along with swimming pools at most hotels. I’m not sure if you’ve been there before, of course. Dubai isn’t a classic beach destination because it feels much more like a big city that happens to have a few nice, sandy beaches, but it is something to consider and you can usually get apartments there for good prices. Since it’s a Muslim country, it’s a very family-friendly place.

The challenge, as you certainly know, is that in December there are almost no good warm-weather destinations near Europe so you usually have to go all the way to at least India, or to the Caribbean. Dubai and Abu Dhabi are rare exceptions in that closer area. One more to consider is Cape Verde. I haven’t been there myself, but it’s about 6 hours flight from London and has fairly warm Decembers. It’s #17 on this list of cheapest all-inclusive destinations from Europe . There is more information there that might be interesting even if you don’t want to stay at an all inclusive. Want to have a blast for New Year’s Eve in a foreign location but don’t want to blow your budget ? Fortunately, it’s possible to find cheap places to travel for New Years! And the first thing to do is to find those places. Whether you want to party or looking for a romantic getaway with your significant other, New Years is one of the best times of the year. So, as much as possible, it’s good to make plans on what you’re going to do on this day. Here are some good New Year’s Day destinations for those who are on a budget.

1. Berlin, Germany

If you want to spend your NYE getaway on a budget, Berlin could be a perfect destination for you . The capital city of Germany is already known as one of the liveliest cities in Europe and the best time to see it is during New Year’s Day. Drinks here are also ridiculously cheap, so if you want to drink and party, it’s the best place to be. In order to get things going, you can simply join Brandenburg Gate’s official New Year’s celebration and enjoy the fireworks at Victory Column as the clock hits 12. 

2. Lisbon, Portugal

If you’re looking for a place that looks incredible to the eyes , then Lisbon would be a great choice. You can get started with a couple of shots of ginja before laying down the Cais de Sodre’s waterfront. It is a perfect place to enjoy a spectacular visual feast of fireworks and sample the local’s favorite – the roasted chestnuts. After that, you can go to Bairro Alto to party in some of the biggest nightclubs in the city. If you love to enjoy music in your celebration, then make sure to check out the Oasis Backpackers Hostel Lisbon or the Music Hall Lisbon Hostel to meet and party with your fellow travelers.

Make sure to check out the Stradun district where you can find some of the best bars and restaurants. This is also where you will find some of the most iconic places in the city. This is especially the place to be if you’re looking to spend the last day of the year with your kids. When the clock hits 10:30 PM, the traditional Children’s New Year’s Eve party begins. This part features a performance from famous local artists. With live music performances and orchestras, this is also a haven for music lovers.

If you are planning to celebrate New Year’s Day with your romantic partner, then it’s definitely one of the best places .

A wild New Year party in Goa is one of the best experiences you can have to start your year right.

9. Phuket, Thailand

Another great Asian destination for celebrating New Year’s Day is Phuket in Thailand. This beach destination features well more than 1,000 resorts and hotels for you to stay during this special day. It also has a walking street filled with bars, clubs, and restaurants showing crazy shows for everyone to enjoy.

Phuket has long been a candidate for one of the bes t spots for partying in Thailand . Bangla Road is one of people’s favorite with its exciting club scene and its closeness to one of the prettiest beaches in the country. 

That being said, my personal favorite would be Surin Beach. This place has been a popular New Year’s Day destination for those who are looking for a nonstop party. Along with Surin Beach, the whole island is basically turned into a party zone during this day, with people having fun, spectacular fireworks, beach barbecues, live music, and delicious food served in many restaurants.

10. Bali, Indonesia

With sunshine all year round, great waves, colorful culture, and some of the best parties you’ll ever find, Bali is definitely one of the best cheap places to travel for New Year’s Day celebration. Dance until the sun rises and hits the golden sand of beautiful beaches or simply enjoy the beautiful fireworks illuminating the sky. Bali is definitely an ultimate destination for this particular day. However, because Bali is located in the Southern Hemisphere, expect a little bit of rain during this month. But then again, the rain normally doesn’t last very long, so you can surely enjoy your stay here overall. There are many factors to consider when planning a vacation, from finding cheap places to travel and the safety of your intended destination to hotel options . But like it or not, there’s one thing that influences our travel decisions more than anything else: money. All those resort fees, plane tickets , and life-changing meals add up pretty quickly—so at the end of the day, we really want to prioritize places where our greenbacks have the most spending power.

We did a little digging to find the countries where the U.S. dollar goes the furthest, based on current exchange rates. And while our fickle global economy means those rates can change at any time, certain places have consistently offered more bang for our buck over the years—and, fingers crossed, they should stay that way well into 2024 .

Without further ado, here are 21 of the best cheap places to travel around the world.

Budapest Hungary

Hungary’s favorable economy is great news for anyone planning a trip to Budapest , where a growing scene of Michelin-starred restaurants and high-tech spas are calling to us from across the globe. Like much of South America, Brazil is a good place to visit if you don’t want to break the bank. But the fact that a dollar gets you nearly five Brazilian reals means you can get even better value than usual. Rio de Janeiro is the most obvious place to spend time and money, with incredible restaurants—like  Lasai , a 2023 Hot List winner—just steps away from some of the world’s  best beaches . But don't forget to visit  São Paulo , too, where a younger generation has introduced hip galleries, museums, and bars to several long-neglected neighborhoods.

South Africa

The value of the South African rand has fluctuated a lot over the past few years, but we’re pretty happy with where it is today. (To compare, one U.S. dollar only got you 8.57 ZAR 10 years ago.) Stretch those bucks on the  Test Kitchen ’s 21-course tasting menu in Cape Town , then head into the wilderness at  Singita Castleton Lodge in the Sabi Sand game reserve.

The Sri Lankan rupee has slowly gotten more and more favorable over the past couple of decades, but it completely skyrocketed starting a couple of years ago (a dollar converted to 200 SLR in February 2022, and now look where we are). We’re more excited than ever to explore this incredible island nation, where you can see leafy tea plantations, Buddhist temples, golden beaches, and 200-mile hiking trails in one memorable trip.

The Costa Rican colón has depreciated a bit in recent months, but it remains favorable for US travelers. Then there’s the fact that the country’s best asset (i.e. its natural beauty) is mostly free to enjoy. From trekking through the tropical cloud forests in the mountains of Alajuela to surfing off the coast of Peninsula Papagayo, Costa Rica is one of the world’s best countries for outdoor adventure. (And the  hotels are pretty great , too.)

Philippines

We’re never not dreaming about island hopping in the Phillippines. It’s hard to believe that places like Palawan and Siargao are so economically accessible, given that they are some of the most beautiful places on the planet. Even five-star resorts like  Shangri-La Boracay can be reserved for under $350 per night, which is all the incentive we need to book a trip right now.

For your next tropical island vacation, skip pricey, popular locations like the Maldives and Bora Bora for inexpensive Madagascar—an Indian Ocean treasure filled with breathtaking rainforests and lemur-filled national parks. Plan your visit around the opening of Namoroka Tsingy Exploration Camp ( scheduled for mid-2024 ), which will feature seven luxury safari tents inside the essentially unvisited Namoroka National Park. Alternately, swing by the island nation as part of a cruise itinerary: Luxe cruise lines like Silversea , Lindblad , Swan Hellenic , and Seabourne have all added the country as a port of call on new voyages.

We’re excited to check out relatively new openings, like St. Regis Cairo and the beach villas at Four Seasons Hotel Alexandria . And we’ve been anxiously awaiting the official opening of the Grand Egyptian Museum for years now, but it looks like it might actually happen in 2024.

Your cash will stretch far in Malaysia, especially if you fill up on street food and explore cities like Kuala Lumpur on foot. It’s also inexpensive (or in some cases, free) to visit the country’s pristine beaches, limestone caves, and some of the most beautiful tea plantations. If you’re ready and willing to shell out the big bucks, however, we highly recommend shacking up at  The Datai Langkawi —it’s definitely expensive but wholly worth it.

India has always been a cheap travel destination; now that you can get 83 rupees to the dollar, however, the country is more affordable than ever. Hotels run the gamut from $60-per-night bungalows to pricy Oberoi and Six Senses outposts, plus hundreds of options in between. But as long as you don’t hole up in your resort the entire time, you can visit plenty of attractions and dine at local restaurants on an extremely tight budget.

Belgrade continues to emerge as one of Europe’s most exciting cultural epicenters, but it’s massively less expensive than, say, Paris or Berlin (at least for now). It’s relatively easy to find hotels under $100, though accommodations aren’t all that important when you spend all night dancing in clubs around the city. But you will want to get some rest to explore Belgrade’s wealth of museums and contemporary art installations, many of which just opened in the  past few years .

Perhaps it’s because the coastal countries get all the attention, but North Macedonia remains one of the most  criminally underrated (and therefore affordable) countries in Europe. The landlocked nation is a sleeper hit for those in the know, especially if you head to the charming city of Ohrid. It has all the cobbled streets and quaint churches one would expect from a European town, with the added advantage of being right on the shores of the incredibly gorgeous and biodiverse Lake Ohrid.

Nepal is one of the cheapest countries to visit for all travelers, but the U.S. dollar is particularly strong there right now. Most people immediately associate Nepal with Mt. Everest, but the tiny nation has much more to offer than bucket-list climbs. Kathmandu is overwhelming at first, but it hides some great hotels and museums once you start digging. Bhaktapur and Patan—both close by in the Kathmandu Valley—are a bit more low-key but still packed with culture.

It may be continental Africa’s smallest country but don’t you dare overlook the Gambia . The ultra-affordable nation has long been a coveted spot for wildlife enthusiasts, but it’s starting to rise in the ranks as both a  food destination and luxury cruise  port of call .

Albania is much less expensive than other European countries—and it’s a bit under the radar as a tourist destination, which means there’s still a chance to visit before the word gets out and the crowds descend. One of the most enticing reasons to plan a trip is the food: Picture tables filled with rosemary-scented lamb, tart mountain cheeses, blackened sea bass, and bottles of fruit juices. In Tirana, book a stay at Agroturizëm Gjepali , a restaurant turned hotel with river views and doubles starting at just $70.

Uzbekistan is still on the up-and-up when it comes to foreign travel, which makes it one of the most exciting and affordable destinations in Central Asia. The major cities are filled with both intricate mosques and brutalist monuments—all free to explore—and you’ll be hard-pressed to spend more than $5 per meal at restaurants. There aren’t too many name-brand hotels set up yet, but even places like the Hyatt Regency Tashkent have nightly rates below $170.

Looking to catch a cheap flight this year? Kayak , one of the world's leading travel search engines, shared with Travel + Leisure a list of the cheapest places to travel this year.

To determine the most wallet-friendly destinations, Kayak analyzed the searches for flights from Nov. 20, 2020, through Nov. 19, 2021, for travel between Jan. 1, 2022, and June 30, 2022. Kayak then considered the top 100 most-clicked destinations with the lowest average flight price, excluding outliers based on criteria such as travel restrictions and security concerns.

Unsurprisingly, Mexico makes the list of the cheapest places to travel in 2022. The country has long ranked as an affordable and easy-to-reach destination for many Americans; reasonably priced direct flights are abundant.

Within Mexico, San José del Cabo (in Baja California Sur), Puerto Vallarta, and Cancún come out on top as the cheapest places to fly, with January being the most affordable month to visit for each. Fortunately, January is nothing short of glorious in each of these beachy destinations — warm, balmy, and filled with rich colors, textures, and flavors to beat the winter blues.

Searching for a city break instead of a beach retreat? Mexico City, with its rich Aztec heritage and generous smattering of museums, is another affordable option in Mexico. May is the cheapest month to book a flight there.

Chicago, Illinois

Who wants to visit Chicago in winter? You will, once you see the rock-bottom prices you can score in January and all there is to do in this Midwest winter wonderland. Spend an afternoon on the Maggie Daley Park Ice Skating Ribbon, then warm up with a slice of deep-dish pizza.

Colombia is a beloved travel destination for its rich history, vibrant culture, and mouthwatering food. It's also well priced against what many Americans are used to paying for, say, a fresh arepa and cup of Colombian coffee.

February is the least expensive month to fly to the country's capital, Bogotá. The weather here is chilly, but not too cold to stroll the painstakingly maintained Bogotá Botanical Garden, which dates back to 1955 and is filled with almost 20,000 plants (and costs just over $1 USD to enter).

In January, head to Cartagena, a port city on the country's Caribbean coast. You don't have to spend much to enjoy your time here — simply walking the picturesque streets is enough for most visitors.

Nashville, Tennessee

There's a reason bachelorette parties and reunions of every sort flock in droves to the Music City — it's not hard to have a boot-scootin' time on a budget. Mural-hopping is free, hot chicken will only set you back a few bucks, and there's lots of live music to be heard (free of cover charge) along Honky Tonk Highway . January is the cheapest month to book.

New York City, New York

New York City isn't known for being a cheap destination, but go in January and you'll get the best prices they've got. The city never sleeps, but it does slow down during the cold winter months — the perfect time for you to swoop in and take advantage of the decreased demand for flights and hotel rooms. Plus, there are plenty of free things to do in New York City , too.

Mexico isn't our only neighboring country with deals aplenty — Canada also makes for an easy getaway, with well-priced flights widely available from most of the U.S.

In Montréal, Quebec, the must-try food is the steamé — the city's take on a hot dog — served steamed in a side-loading bun (which is also steamed). It's the perfect food to gobble up during freezing February, when the flights are cheapest. Best of all, each delicious (and filling) hot dog will only set you back a couple of dollars.

February is also the cheapest month to fly to Toronto, Ontario. The weather may make you leery, but don't let it: During February, the annual installation of art and lights, known as the Toronto Light Festival (totally free), takes place in the walkable and historic Distillery District. It's also a good time for The Bentway Skate Trail under the Gardiner Expressway overpass, which will set you back only $5.

And while Vancouver, British Columbia, is gorgeous in the summertime, January is the cheapest month to fly there. Take the ferry for an affordable "tour" of the city from the water.

Atlanta, Georgia

Atlanta has all the big-city perks at prices far more wallet-friendly than most of its counterparts. Splurge on a SkyView Ferris wheel ride for views of Centennial Olympic Park and beyond, and go in January for the lowest possible prices. There are lots of things to do in Atlanta during this time of year, from visiting the marine animals at the Georgia Aquarium to learning about local history at the National Center for Civil and Human Rights.

Baltimore, Maryland

Head to Charm City this year to keep costs low and still have a memorable travel experience. Chilly January may be the cheapest month to visit, but luckily, you can still check out places like the Rawlings Conservatory and Botanic Gardens ($5 donation encouraged) in the urban oasis of Druid Hill Park.

San José, Costa Rica

The capital and largest city of Costa Rica, San José is a must-visit for any intrepid traveler. Expect Victorian mansions, nightlife in El Pueblo, lots of culture, and surrounding historic coffee plantations.

Check out the Pre-Columbian Gold Museum for a glimpse into what it might look like to have an unlimited jewelry budget. Admission is $15 for non-residents, but offers access to more than 1,500 gold objects and artifacts. Head to San José in May for the cheapest airfare to this lively (and affordable) city.

Dallas, Texas

This year, visit Dallas outside of Cowboys football season — like in January, when prices are at their lowest. During this time, you can expect more reasonable rates, but still get in on the sports action by catching a home game for the Mavericks (basketball) or the Stars (hockey).

Las Vegas, Nevada

Las Vegas can be as cheap or expensive as you want it to be, but if you prefer to devote the majority of your dollars to slots and shows rather than airfare and accommodations, go in January. Just don't expect hot temps, as even the desert gets cold in the winter. Here are some more tips to keep in mind and mistakes to avoid on your next trip to Sin City.

Panama City, Panama

Panama City, the capital of Panama, is an impressively modern Central American destination framed by the Pacific Ocean on one side and the Panama Canal on another — best viewable from the Miraflores Locks. Visit in January for great flight deals, and don't miss the cobblestone streets of historic Casco Viejo.

Tampa, Florida

Florida as a destination is hotter than ever, but Tampa isn't as inundated with crowds as the state's other major cities — plus, its location on the western coast promises gorgeous sunsets over the Gulf of Mexico. Go in January for a good deal, warm (but not sweltering) temps, and plenty of sunshine.

Hamilton, Bermuda

If January's chill has you dreaming of pink-sand beaches, you're in luck, as it's a great month to visit Bermuda. Fly into Hamilton and stroll Front Street for a peek at the pastel buildings that are iconic to this glitzy British island territory, but stick to window-shopping if you want to keep your trip cheap. Biking and beach-hopping are the name of the game here.

January may be the cheapest month to fly to Boston, but it's not the best season for strolling its idyllic Common or touring the Freedom Trail. Luckily, many stops along the historic route are indoors — and cheap (like the Paul Revere House, which is just $6 per adult).

Dominican Republic

The Dominican Republic is another popular destination for American travelers. January is the least expensive month to visit the two most affordable cities to fly into: Santo Domingo and Punta Cana.

Though Santo Domingo is the country's capital, it doesn't have to be an expensive visit. Take in the architecture that dates back to the late 1400s and stroll the Colonial Zone for a memorable (and free) experience.

Punta Cana, on the other hand, is known as a tourist hot spot with plenty of resorts (and ways to spend lots of money). However, some of life's greatest treasures — like sandy beaches and waterfall hikes — are as free in Punta Cana as they are anywhere else.

St. Thomas, U.S. Virgin Islands

You don't need a passport to fly to St. Thomas, but you'll have a hard time believing this jaw-dropping, colorful island is technically U.S. soil. Make sure to visit Magens Bay, climb the 99 Steps in Charlotte Amalie, and marvel at the sheer blueness of the water surrounding this popular cruise ship port. Go in January for the best flight prices; you'll be glad for the savings when you see what accommodations cost on this luxurious island.

Denver, Colorado

Denver has a ton to do, even in January, which is the cheapest month to visit. Hitting the slopes is hard to do at a discount (unless you go in the summer to hike instead of ski), but at least you'll save money on airfare if you visit Denver during this snowy month.

Solo travel destinations for Christmas can be difficult to choose and a puzzle to plan–but such a pleasure to enjoy!

Some people just want to get away. Others have time off built into their schedules, like Alison. “I worked in big corporate sales environments whose clients shut down over Christmas so taking leave then was sometimes mandatory. It was great to escape the commercialism, sympathetic looks, and the tricky family members and experience lots of different cultures' celebrations.”

Christmas and New Year's Eve can be tricky holidays for solo travelers. That's what makes the recommendations that follow so special: they are all from members of the Solo Traveler community who have personally spent the holidays alone in destinations around the world.

Over the last few years, we have compiled recommendations for over 45 solo travel destinations for the holidays. Please keep in mind that none of the recommendations below are endorsements from Solo Traveler, as we have not visited them all ourselves.

Let's start with an enthusiastic holiday travel reminiscence from Linda.

‪ I love being away for Christmas to escape the family festivities.‪ I can't remember when I was home last time over the Christmas holidays. I've been to Namibia, Kenya, Ivory Coast, India, Taiwan, Florida, Australia, China, and so on. I'm still looking for a travel destination for this year. I might not want to go that far, so I'm thinking Europe or the Middle East, or maybe a yoga holiday.

What To Do On the Actual Holiday Dates

Travel in the holiday season in countries that celebrate Christmas and New Year's can be festive and beautiful, with lights and other decorations, events, music, markets, parades and more. People are often especially friendly and chatty and the air is filled with the scents of baked goods, seasonal drinks, and evergreens.

But what about the actual days, December 24-26, And December 31-January 1? What does a solo traveler do when the destination shuts down? I have had a number of people tell me that nothing is open in their city, there is no transportation available, and nothing to do.

Here's the thing: that isn't entirely true. While it's true that many of the things we might make use of as locals will be unavailable, there are still options for travelers. We wouldn't necessarily know about them as locals, because we've never really needed to know. Here are a few options that may be available to you in a solo travel destination you choose for Christmas or New Year's.

  • Day Tours I once spent a week in London over Christmas. On Christmas day, I took a bus tour of Windsor, Bath, and Stonehenge. There were lots of solo travelers on the tour, which included Christmas lunch by a roaring fire in a historical pub in the English countryside.
  • Volunteering What could be more in keeping with the season than to help serve dinner to people in need? Homeless shelters, churches, or community centers might welcome an extra pair of hands and in return, you will be fed both physically and spiritually.
  • Dine Out Hotel restaurants are a good bet for a Christmas dinner. Almost everyone staying there will also be away from home, so you'll have a natural conversation starter if you feel like meeting people. Plan ahead, though – these dinners can fill up quickly. Look for a list of restaurants that will be open on Christmas day in your destination, like this one for London .
  • Dine In Pick up your favorite foods – or try new ones – before the stores close, and treat yourself to whatever your heart desires on the holiday. With no pressure to engage in sightseeing, relax and indulge. Watch a movie, take a bath, cook yourself a meal if you're in an apartment, take a swim if you're in a hotel. Dive into that book you've been meaning to read. Take a nap. It's all up to you!
  • Take a Walk See the destination in a new light. With far fewer people and vehicles on the streets, get a good look at the architecture and scenery, not to mention the Christmas lights. Take photos, including selfies, if you're so inclined, with no pressure to be quick about it and fewer obstacles in your way.
  • Make It a Travel Day Flying on Christmas or New Year's Eve or Christmas Day has its benefits. Since most people want to be in their destination for those dates, fewer people will be in transit. That means more room, potentially lower prices, and possibly better moods or even a chance for an upgrade.
  • Enjoy a Choir Check to see if churches in the area are holding special Christmas services. Whether you observe the day or not, it can be a beautiful thing to be a part of someone else's traditions.
  • Take a Tour or Cruise If you just want to get away and don't want to have to do all the planning and organizing, leave it all to someone else! Just show up and enjoy. Participate in the things you like, forgo the rest.

Christmas in London or Paris? A Difficult Choice.

Below are dozens of holiday season destinations for solo travelers listed by continent.

The two cities in this section could have been included there as well but they are worth some special attention. The charm of London and Paris can be experienced all year round, but during the December holidays, they each dress up in a special way and offer more magic than ever. Hence, they get some extra profile.

London Over Christmas and New Year's

Special London activities for Christmas and New Year's include:

  • Covent Garden . Covent Garden is a car-free area for shopping, dining, and entertainment located in London's West End. Learn more about Christmas in Covent Garden here .
  • Kew Gardens . Their annual after-dark festivities include sparkling tunnels of light, dancing lakeside reflections, and the fire garden. Learn more .
  • St. Paul's Cathedral . Whether you're Anglican or not, St. Paul's Cathedral is definitely worth a visit. They hold concerts throughout the year. Here's what they have going on over the holiday season .
  • Hyde Park Winter Wonderland . It starts mid-November and ends January 2nd and tickets must be purchased online , in advance. There are shows and rides.
  • Oxford Street to Carnaby Street . Oxford Street is always done up for Christmas. From there, wander down Argyle Street (you can take Regent Street, but on Argyle you'll pass the London Palladium) to Liberty London (their famous prints are making a nice comeback). Then head down Carnaby Street, which is for pedestrians only, for trendy, Soho shopping.
  • St. Martin-in-the-Fields. New Year's Eve Opera and Operetta Matinée by Candlelight with highlights from many operas. Tickets on sale here .
  • City cruises and tours . A quick google search will deliver open-top buses and cruises on the Thames to take you through London to soak in the Christmas spirit.

Where to stay in London for Christmas? I suggest making it special. My top recommendation is Montague on the Gardens , located in Bloomsbury near the British Museum and walking distance to the West End and Covent Garden. It is cozy and very, very British. Suzanne, who spent the holidays in London last year, says that the city  nicely celebrates the holidays with food festivals, carnivals, ice skating, and more. Tickets for the New Year's Eve fireworks, the largest annual fireworks display in the UK, go on sale in October, and Suzanne says it is an amazing experience to see in person.

I admit I live here, but one of the best times of the year to be in London is between Christmas and New Year as there are next to no tourists and lots of the locals leave the city to stay with relatives outside of the city or abroad. Last year I saw the Nutcracker ballet in the Coliseum on Christmas Eve and walking home afterwards was magical, so quiet and just a hint of frost in the air. Should we be lucky enough to get a white Christmas, it is even better as the snow muffles all the sounds and with all the old buildings and alleyways in the city, it truly feels like you are in Dickens' London in A Christmas Carol. You almost expect to run into Scrooge and Cratchit!

Paris Over Christmas and New Year's

Special Paris activities for Christmas and New Year's include:

  • Champs Élysées . Naturally, this is a required stop as the boulevard is lit with millions of sparkling lights in celebration of the season.
  • Tuileries Garden Magie de Noël . This is Paris' largest Christmas market. It includes a Christmas-themed carnival–a continuation of the tradition of “fun fairs” in Paris since Medieval times–an “Artisan Village,” and, naturally, delicious food and drinks. Starting in November, Christmas markets pop up all over Paris.
  • Skating . While at the Tuileries Garden, participate or just watch the skating.
  • Holiday window displays . Paris' famous department stores put on the Christmas ritz in their window displays. Go to Printemps Haussmann or Galeries Lafayette Paris Haussmann for the displays. Go to their rooftops for great views of Paris.
  • The arts . This is a great list of concerts, operas and ballets in Paris over the holidays . The wonderful thing about music and ballet is that you don't need to understand French.
  • City cruises and tours . A quick google search will deliver open-top buses and cruises on the Seine to take you through Paris to soak in the Christmas spirit.

Where to stay in Paris for Christmas? I suggest treating yourself for a night or two at the Parisienne boutique hotel Hotel Saint-Louis en l'Isle . It's in the exciting Marais district in the 4th Arrondissement and just 250 m from Cathedral Notre Dame de Paris and the Latin Quarter. Newly renovated, it's modern but with old world character. However, while it offers breakfast, it does not have a restaurant.

Another option is Hôtel l’Echiquier Opéra Paris . It's located on a side street in the 10th Arrondissement away from the crowds and noise but close to Paris' highlights. Built in the 1850's and decorated in a beautiful Belle Époque style, it has a full restaurant and bar.

Paris is recommended as a wonderful solo travel destination for Christmas by Micheline. “Paris is festive at Christmas. Try to arrive a day or two ahead, so you can get your bearings and figure out your plan for the holiday. Before Christmas, you can see the fascinating Buche de Noel displays in bakery windows. While many restaurants close for Christmas itself, hotel restaurants serve dinner and Paris has some wonderful ones. Be sure to take a stroll or a cab ride to see the lights.”

It's also recommended by Sonja. “I loved it. I spent the 24th in Versailles and the Louvre and had a lovely dinner. The 25th was for walking only. It's a bank holiday in Paris as well so everything was closed. But the Christmas service in Notre Dame was breathtaking. I left on the 26th so I don't know how it would have been over New Year's, but it's probably great.”

Antarctica and Arctic Regions

Reykjavik, Iceland at New Year’s is absolutely incredible, says Natalie. “There's a constant supply of fireworks, even in daylight. When I went, I headed to the top of the hill where the Hallgrimskirkja Church is, as there is a big gathering of locals where the fireworks are set off. When I left to walk back to the hotel at about 12:30 pm, the fireworks were still going off and it was just the best, happiest atmosphere. It has to be my favorite new year.”

Iceland is also recommended by Emily. “I did Christmas in Iceland solo a few years back. I would definitely recommend it. It was my first white Christmas – it actually snowed on Christmas Day. I was terrified before getting there but it turned out to be absolutely amazing!”

Cape Town, South Africa is recommended by Lize. “For the winelands, beaches, forest, and mountains.”

Djibouti and Ethiopia  are the destinations where Catherine spent last Christmas and New Year. “In Djibouti on Christmas Eve/Christmas Day I was on a two-day trip to Lakes Assal and Abbe, which was fantastic. I spent New Year’s Eve in Ethiopia climbing Dallol Volcano in the Danakil Depression as part of a 3-day tour. Both were excellent experiences and yielded great memories to mark the days.

Marrakech,  Morocco  is recommended by Riad. “You'll get to enjoy the wonders of the city, the monuments, the souks, the food, a camel ride, skiing in the Atlas Mountains, or a day trip to the surrounding villages. All that in one city–and it's sunny even in December.”

Tunisia is Rebekah's suggestion  “for a nice sunshine resort break and lots of relaxing in the sun.”

Asian Destination Recommendations

Japan  Aaron tells us that Christmas is not a public holiday in Japan, so everything is open, which is great for travelers. He says, “the Japanese do love celebrating it, so there are loads of Christmas decorations and festivals. I spent the last 2 Christmases in Tokyo and Hokkaido, and it was awesome.”

Says Joleen, “Japan is lovely during the New Year season as many families are out in full force in their beautiful kimonos visiting the temples. However, many eateries and attractions are closed during this period, so that’s something to look out for!”

Hiroshima and Kyoto  are recommended by Nancy for Christmas solo travel destinations. “It was wonderful. I ended up in Hiroshima on Christmas Day. The city was lit up with winter lights, and beautiful. New Year's in Kyoto was incredible, listening to all the many temple bells ringing in the year. I travel alone very often and always have great experiences.”

Brian says, “I enjoyed Kyōto on Christmas, as it felt like a regular Monday when I visited. Lots of places were open. (Do mind though that the first days of January are a Japanese national holiday where some attractions and most small businesses are closed from New Year's Eve until typically the fifth of January.)”

Tokyo  is recommended by T.C. “There are decorations everywhere, but everything is much more low key and uniquely Japanese.”

Korea is recommended by Wulan. “Last Christmas and New Year, going to South Korea, alone but feeling good, I went to Bosingak to count down the new year. It is full with people, so you can't easily move your body but it was a great experience.”

Singapore Victoria chose Singapore as one of her solo holiday destinations. “As it is a Buddhist country, they weren’t too bothered by December 25th. I was! The best places I found were actually 5* hotels as they were full of tourists celebrating Christmas. We had such fun as there were lots of other solo travelers there too.

Southeast Asia  is suggested by Jules. He spent “two weeks Eco Volunteering with Bamboo Young at Heart. Week one was in Surin province Thailand, working with elephants, then Siem Reap, Cambodia to work with Water Aid. Then I was on my own meandering through Cambodia and back to Thailand for 5 weeks. I'm 62, and it was my first solo backpacking experience. I didn't want to come home!”

Vietnam is Jennifer's recommendation. “I'd go just about anywhere in Vietnam solo, but specifically Hoi An & Hue are lovely.”

Eleuthera, Bahamas is recommended by Eva. “Every year I used to rent a different beach house on the island of Eleuthera. Sometimes I still do. Often friends and family joined, but if they did not that was alright, too. Deserted beaches, a kayak, and I was in heaven. The aim was to miss all the Christmas and New Year’s hoopla.”

Quebec, Canada is recommended by Ron. “I went skiing around Quebec a few years back. It has relatively cheap skiing and it's not very crowded. You definitely will get a white Christmas to boot!”

Galapagos, Ecuador  is   recommended by Jasmine. “I’m going to the Galapagos for New Year’s. I will be solo, but with like-minded adventurers on a boat.”

Antigua, Guatemala is recommended by Casey. “I loved it. I never felt alone since my hosts included me. It's best to stay with a family here. They don't hype up Christmas but it is a spectacular Christmas Eve.”

Guadalajara, Mexico is recommended by Jenny who “spent Christmas at a homestay where they celebrate their Christmas dinner and opening of gifts on December 24th. It was an experience to remember.”

Cusco, Peru   A memorable Christmas for Carole was spent in Cusco. “They have an amazing market on the 24th where locals buy everything needed to create a nativity scene. On Christmas Day they are all on display on church steps or entryways, from miniatures to full size. And that's just the start of the festivities!”

United States

Hawaii is where Delma has spent the holidays for the last two years. “I love my aloha Christmas! When on Christmas Day people are having dinner and opening presents, I am swimming at the beach and drinking Mai Tais!”  

Chicago, Illinois delighted Rachel. “I went to Chicago for the first time for five days over Christmas last year. I was more than pleasantly surprised by the city and its people. I lucked out with the weather (the second warmest on record), was impressed with the architecture and with how much the city was decorated for the holidays, and I have to say, the people are some of the friendliest I've come across in the United States. I didn't have enough time to see everything I wanted to, but it felt so Christmassy I didn't mind. It was the first time I've gone on vacation for Christmas, and definitely won't be the last.”

New Orleans, Louisiana is the solo travel destination Jenny chose for Christmas on her last pre-pandemic international trip. “I loved the Christmas spirit all over this vibey City with most of the stores, buildings, hotels, etc. decked and all adorned with tree trimmings. The night markets and activities were interesting and entertaining. The brass bands with their variety of musical instruments strutted along the streets, and the nightclubs as well as the street corner buskers kept the spirit warm as nightfall was a bit on the cold side! I loved the Creole food and their beignets and coffee were a favorite of mine at Cafe du Mont!”

New Orleans is the place to be, according to Micheline. “Throughout the holidays, restaurants hold Reveillon Dinners, which are prix fixe, festive dinners with special dishes. The weather is mild, decorations are up and people are incredibly friendly. Because it’s a Catholic city, there are lots of services with great music. Bonus: if you can stay through Jan. 6, carnival season officially begins.  

Phoenix/Scottsdale, Arizona is recommended by Micheline. “I definitely recommend the Phoenix/Scottsdale area. The botanical garden and the zoo are decorated in festive lights. The winter sky is a beautiful color. The temperature is just right, usually in the 70s. Many restaurants have outdoor patios and it's great to watch the pretty sunsets.”

San Juan, Puerto Rico is recommended by  ‪ Suzanne. “I flew to San Juan, Puerto Rico a few days after Christmas. I stayed in the old city. I loved all the decorations that were up for Christmas! There was lots of activity going on and I always felt safe. I took a tour with Spoon Food Tours and loved it! After a few days in San Juan, I did a one week cruise (also solo) on Celebrity's Summit — also fabulous!”

San Diego, California is recommended by John for people looking for a solo travel destination for Christmas. “Last year, I did a quick trip to San Diego for a few days between Christmas & New Year's. I stayed in a boutique hotel in Little Italy. I used the trolley the whole time I was there. I took the Coaster up to Oceanside for the day to see the Surf Museum. The weather was phenomenal! There are very good restaurants on India Street in Little Italy and the Old Town area. I highly recommended this city.”

Sedona, Arizona  Trina says, “Christmas in Sedona: it's a lovely time of year to visit, not too cold, and you're still able to go hiking!”

Tucson, Arizona  Miraval Resort & Spa in the Santa Catalina Mountains in northern Tucson is recommended by René. “You can be as active or as chill as you want at this resort. The location is beautiful, and the food is fantastic!”

Washington, DC is recommended by Micheline. It's “wonderful at the holidays. The city is beautifully decorated, and the White House is gorgeous during Christmas. It's become a great restaurant town, too, and there are lots of holiday dishes on menus. Don't worry about cold weather, it's a temperate place.” Rebekah agrees, adding that during  the week between Christmas and New Year's, she found “bright sunshine and got to look around all the sights and museums with hardly any crowds. I loved it!”  

While it wasn't the week of Christmas, I visited DC in December one year, indulging in some of my favorite things: food, wine, and art.

European Solo Travel Destinations for Christmas and New Year's

A Grand Tour Greta spent this past Christmas and New Year's in Europe on a month-long grand tour. “I visited 17 different countries and 36 different cities. I also experienced snow for the first time, and met so many new friends. I think I am going to start this as a new tradition for myself and pick a new country every holiday season.”

River Cruise Trina really enjoyed a European river cruise during the holiday season. “They stopped at all ports that had Christmas Markets. I highly recommend AMA Waterways, everything that was included was wonderful: the service, food, and tour offers. Plus, they offer to waive the single supplement fees.”

A Northern Tour is recommended by Cheri.

Last year, I did Germany (Triberg-the black forest, Frankfurt, and Hamburg for the Christmas markets). I had a lot of fun, and enjoyed good food and decor. I also went to Denmark, Copenhagen area at Christmas and enjoyed the food and markets there also. I took the train to “Hamlet's castle” and took the ferry to have lunch in Sweden. I finished up my trip in Holland, seeing the festival of lights from the canals, a country tour of windmills, and enjoying cheese and biscuits. I had a great time. The prices were lower than in the summer, the decorations were great, and there where fewer people–except maybe in Amsterdam.

Budapest, Hungary  is recommended by Arlene. “ I went to Budapest last year. It was fabulous. I got one of the last tickets for the Nutcracker ballet at the Opera House on Christmas Day. I recommend it for a solo trip.”

It's also recommended by Alison, along with Prague and Brussels. “I went to Prague, Budapest, and Brussels last year. It was beautiful. It was nice to spend the holiday time being productive and exploring rather than sitting around in a food coma.”

Munich Janice visited six Christmas Markets in Munich alone. “Most run to December 23rd or 24th. The Tollwood Festival, which includes a Christmas Market, runs to December 31st and concludes with a big event on New Year’s Eve. I think that would be a perfect place for a solo traveler to celebrate the final night of the year.”

Nuremberg  is recommended by Shannon. “The traditional Christmas market is an amazing experience.”

ireland is one of my favorite solo travel destinations for christmas

Ireland I spent a week traveling around Dublin, Cork, and Galway just before Christmas last year. It was very festive and welcoming, and in spite of the fact that I am accustomed to snowy Canadian winters, the rain didn't bother me one bit. I attended Christmas concerts in churches in two different cities, admired the twinkling lights in the streets of Dublin, and enjoyed a pot of tea by the fire in the glow of the Christmas tree lights at my hotel. Prague, Czech Republic  is one of the most popular solo travel destinations for Christmas. I have only been away from home at Christmas twice in my life, and one of those years it was to spend  A Solo Christmas in Prague .

Gabriella also spent Christmas in Prague a few years ago. “I recommend the chimney cake stalls, short daytime classical concerts in churches, Charles Bridge at dawn on Christmas/Boxing Day, riverside walks, and if you want to brave the crowds, the Christmas Tree in the Old Town Square.”

Rudy also highly recommends Prague as a solo holiday destination.

I stayed in a hotel suite in the city center for comfort and short distances. On Christmas Eve, I enjoyed the Mozart dinner at the Grand Hotel, sharing a table for socializing. The food was little to write home about, but the red and white rococo cake surroundings were! On December 25 th , I took in a classical concert at the Rudolfinum. On the 26th, I went to the Baroque castle Zamek Liblice, 1 hour by train from Prague Central Station. Back in Prague again, another night was spent indulging in culture, though I don't remember if it was in the National Theatre or a cheesy pub crawl! Needless to say, I did visit the Christmas markets, and really felt the spirit of Christmas despite the lack of snow (normally a must for a Scandinavian). Prague is also loaded with events. There is hardly a day without palace concerts. Some things are closed during Christmas, but the city is full of internationals, and sites like Tripadvisor, MeetUp, InterNations, AirBnB (events) and Couchsurfing (events) offer a wide selection of things to do. Public transportation functions well, and I personally recommend the tram if you're not walking. Enjoy your trip – I surely did!

Norway is recommended by Sandra.

I do the Norwegian Coastal Ferry (Bergen-Kirkenes-Bergen) on Hurtigruten. They normally do not charge a single supplement and it’s a beautiful cruise. Dining is excellent and excursions are offered. Just remember the coastal ferries are working ships and not cruise ships. Some stops are just for a few minutes while others are several hours. There’s plenty to do and everyone is friendly. For someone taking their first trip as a solo traveler, the capital of Uruguay—despite not being on many people’s radar—is a great choice.

It’s safe, so solo travelers can feel comfortable exploring on their own. In fact, Uruguay is the highest-rated South American country in the 2023 Global Peace Index, coming in at #50.

It’s affordable and offers plenty to see and do—from learning about Guacho (cowboy) culture and attending barbecues to watching soccer matches and enjoying mate (tea made from the yerba mate plant).

It also has a long coastline on the Atlantic Ocean, with a beach accessible from Montevideo and another nearby in Punta del Este.

Locals are friendly and welcoming. However, the English-speaking ability of those not in the tourism industry is limited. Speaking a bit of Spanish definitely enhances your travel experience in Seville.

Hanoi, Vietnam

With its bustling streets, constant traffic, quick-moving scooters, vibrant markets, and street hawkers, Hanoi has a buzz about it. It pulls people in and keeps them constantly entertained.

Its chief attraction is its Old Quarter, a labyrinth of a neighborhood that features a mix of architectural styles, from French mansions to Chinese temples to Buddhist pagodas. It’s a dense neighborhood that’s full of landmarks, restaurants, and cafés and is best explored on foot.

Hanoi is safe and affordable. It has a flourishing tourism industry, with tours and experiences available for all kinds of travelers.

As April rolls into May, let's take a look at the key money dates to add to your calendar this month. 

A small note before we jump in - May is a month with a couple of bank holidays, so if any of your benefits payments would normally fall on those days, you'll get the money on the previous working day instead.

1 May - Prescription price change

The cost of your NHS prescription increases by 25p today - from £9.65 to £9.90.

Repeat prescription customers can apply for a prepayment certificate (PPC) which charges a fixed amount for a set period of prescriptions.

However, the cost of a one-year PCC will also rise to £114.50 from £111.60 - a rise of almost £3.

9 May - Interest rate decision 

Next week, the Bank of England's Monetary Policy Committee (MPC) will meet for its latest review of interest rates. 

The MPC has decided to freeze the base rate at 5.25% over recent months.

While nothing is guaranteed, the BoE is widely expected among economists to hold the rate once again - thought to be waiting for inflation to get closer to the Bank's 2% target. 

12 May - Free childcare applications open

From 12 May, eligible working parents of children from nine-months-old will be able to register for access to up to 15 free hours of government-funded childcare per week.

You won't be able to claim the hours until September.

15 May - Subway loyalty points changes

Sandwich giant Subway has outlined a series of measures in its branches regarding its loyalty schemes. 

Customers have until 14 May to use the current scheme before it changes to a new app-only loyalty scheme. 

From 15 May, any points will expire and become unredeemable.

May 24 - Energy price cap announcement

Regulator Ofgem will announce the new energy price cap for the period 1 July to 30 September.

The current price cap (£1,690 a year) is expected by analysts at Cornwall Insights to fall by just over £100 to around £1,559 for the average household per year. 

Spotify hikes 

As we reported in the Money blog, Spotify will hike its prices by around £2 per month...

Depending on a customer's billing date, payment change to the higher rate will fall in either May or June. 

Spotify has said it will email existing customers with one-month's notice of the increase.

A piece of good news to bring you: a welcome fall in oil costs.

A barrel of Brent crude started the week close to $88.

It is trading at $85 today after three days of declines – the latest in Asian trading today.

The major move lower, however, came yesterday afternoon.

Analysts credited increasing hopes of a ceasefire agreement in the Middle East and on rising US crude inventories and production.

It's been another positive start to the day for the FTSE 100 - rising 0.1% to 8.157 points in early deals.

The index has started higher each session this week but, in truth, it has struggled to make big inroads since last week's record closing high.

Banks and miners are leading the way.

Next, however, was among the fallers despite posting a strong rise in full price sales.

The first quarter increase of 5.7% was above market expectations but the retailer, usually renowned for keeping expectations low and over-delivering, maintained its guidance for annual sales and profits.

Its shares were 1.2% lower.

Among the fallers in the wider market was Aston Martin Lagonda.

The luxury carmaker's stock was almost 9% down after posting bigger than expected quarterly losses.

EasyJet passengers were left scrambling to rebook flights after they were wrongly told their flights were cancelled "due to Israel". 

The airline sent emails and text messages to holidaymakers informing them their flights would not be taking off on 28 April as planned - before scrambling to let them know, an hour later, that there had been a mistake.

Amid the confusion, travellers shared their frustration on social media, with one asking: "Is this a scam? EasyJet App is not showing cancellation and has allowed me to check in."

The airline has since released a statement confirming their was a technical error.

"EasyJet can confirm that unfortunately, on 28 April, some customers received an incorrect notification stating that their flight on 30 April was cancelled," a spokesperson told Sky News.

"This was due to a technical error and all customers were quickly sent updated messages with a confirmation their flight is operating as normal. We would like to apologise for this and any inconvenience caused."

Shifting expectations for UK interest rate cuts have contributed to a dip in house price growth, according to a closely watched measure.

Nationwide reported a 0.4% fall in average property costs last month compared with March, taking the annual rate of growth to 0.6% from 1.6%.

Economists polled by the Reuters news agency had expected month-on-month growth of 0.2%.

The lender's report said the easing reflected "ongoing affordability pressures, with longer term interest rates rising in recent months, reversing the steep fall seen around the turn of the year".

Final cheap place is the Parlour in Binham , where they have a great restaurant and you put money into an honesty box for their local cheese from the village and raw milk from their farm - a great place to visit in Norfolk.

What's your go-to cheap meal at home?

Toad in the hole with a baked potato and hispi cabbage and onion gravy.

A good tip I would say is to colour off the sausages in dripping then pour over the batter, which should be eight eggs, 250g plain flour, one pint of full fat milk, salt pepper and nutmeg. Whisk together and allow to sit for an hour til you use. 

And this is how you do the hispi cabbage with cling film over the pan...

Flight prices often rocket in the summer, but it turns out particular dates can prove cheaper. 

Research by Expedia has revealed the best dates to book your trips... 

The cheapest times to fly 

If you're flying domestic, the best dates for your wallet are 28 July, 19 August and 23 August. 

Expedia also recommends booking your domestic flights for a Wednesday to save roughly 20%. 

For those travelling internationally, the cheapest dates are 2 and 13 June, and 28 August. 

When it comes to booking, you can save about 15% if you book for a Thursday versus at the weekend. 

The quietest times to fly

If you care more about a quieter airport, the least busy dates for flying domestic are 10 June, and 11 and 19 July. 

For international flights, the best dates are 4 June, and 27 and 30 August. 

And the dates to avoid...

The most expensive domestic flights are on 30 June, and 8 and 16 July. 

International flights are pricier on 22, 23 and 29 July. 

Meanwhile, Expedia says 30 June and 24 July will be the busiest air travel days for domestic and international destinations. 

Domestic flights are busiest on 30 June, and 8 and 16 July. 

For international flights, 10, 21 and 24 June are the busiest. 

The advertising watchdog has banned a Premier Inn ad for misleading claims about room prices. 

A paid-for search ad for the hotel chain, seen on 4 November, had stated: "Premier Inn Edinburgh - rooms from only £35 per night."

It was referred to the advertising watchdog after a reader complained they couldn't find any rooms at the advertised price. 

Whitbread Group, trading as Premier Inn, provided the Advertising Standards Authority (ASA) with data showing there were a total of 377 rooms on offer for £35 in Edinburgh within the 365-day booking window.

But the ASA said customers would understand the ad to mean a significant proportion of rooms available would be £35.

Taxpayers will be forced to cover £85bn of losses made by the Bank of England on its quantitative easing programme, estimates suggest. 

The £895bn bond-buying scheme was carried out between 2009 and 2021, and had aimed to support the UK during economic shocks - but it has been blamed by some for allowing inflation to take root. 

Recent chancellors have agreed to indemnify the Bank against any losses on the scheme - meaning the taxpayer will be paying for them.

Greene King is moving from its 200-year-old brewery in Bury St Edmunds. 

The pub chain will be opening a new £40m facility in a town that will produce more modern, fizzy craft beers alongside its traditional cask ales. 

The majority of Greene King's brewing will be moved to the new site, as part of a wider shift away from traditional cask beers. 

It will take about three years to complete. 

Butlin's has launched legal action against its insurance company Aviva over who foots a £60m bill.

The holiday park operator's Minehead resort was forced to close in September 2023 because of flooding caused by heavy rainfall.

It has said the incident cost the business £60m and has filed a claim at the High Court against Aviva for not covering the entire bill.

In legal documents seen by  The Telegraph , Butlins have questioned the definition of a "storm" and argued that a "named storm" had not been declared when the flooding happened.

Oil traders working for the US firm Exxon Mobil Corp in Brussels could lose their job if they refuse to move to London, according to reports.

Under the new proposal employees moving to the UK capital would be expected to be in the office five days a week.

But traders working for the oil giant said in an internal union-led survey they did not want to move to London due to "uncompetitive" pay and a "lack of flexibility", a union statement reads, according to  Bloomberg .

Up to 37 trading employees now face having their contracts terminated as a result of this.

ExxonMobil has said it "remains open to resolving the situation".

Dozens of federal judges failed to fully disclose free luxury travel to judicial conferences around the world, as required by internal judiciary rules and federal ethics law , an NPR investigation has found. As a result, the public remained in the dark about potential conflicts of interest for some of the United States' top legal officials.

Federal judges — occasionally with family members or even their dog in tow — traveled to luxury resorts in locations as far-flung as London; Palm Beach, Fla.; Bar Harbor, Maine; and the outskirts of Yellowstone National Park for weeklong seminars. The judges received free rooms, free meals and free money toward travel expenses, together worth a few thousand dollars.

At one event, a far-right German politician with a history of racially inflammatory and anti-immigrant statements made a presentation to dozens of judges. At others, judges heard from an advocacy group that uses lawsuits in federal court to change environmental policy, as well as from corporate CEOs in the oil and pharmaceutical industries.

For almost two decades, the federal judiciary has recognized that the combination of apparent luxury and ideological content can present the appearance of undue influence on the courts. In response, the judiciary has required more transparency in the form of public disclosure.

An NPR investigation found that the disclosure systems often fail to give the public timely information about the outside benefits that judges receive and from whom.

As a result, judicial ethics experts say, people with cases before these judges lack important information about a judge's potential biases. That information, if received in time, could be used to request that a judge recuse from a particular case.

"It also matters to the public, even if someone never shows up in a courtroom, to believe in the integrity of our judiciary and to trust in the decisions that are issued by judges," said Renee Knake Jefferson, a professor at the University of Houston Law Center. "Having disclosures of judicial financial interests goes directly to the public having confidence in the outcomes of the decisions — that they are free of any bias or influence."

Many judges defend these events as helpful forums to discuss important issues, and they reject criticism that a stay at a fancy hotel could influence their decisions. Critics call them "junkets" and glorified vacations that reward ideological allies.

Both sides agree that disclosure is needed.

There are two primary ways the public can view information about judicial education events and see which judges attended: One disclosure is filed soon after the event, and the other is submitted much later.

First, within 30 days of an event, judges are required to file a form that details the host of the event and the entities that provided funding, as well as the speakers and topics of discussion. This form, called a " Privately Funded Seminar Disclosure Report ," is posted on every federal court's website.

Second, federal law requires that judges report the reimbursements they received for the events on an annual financial disclosure report. That report also includes information like alternate sources of income (such as a book deal or teaching job) and what stocks a judge might own. Those reports are eventually posted on a centralized online database maintained by the Administrative Office of the U.S. Courts.

By closely examining the portion of these events subject to public records laws, NPR identified problems with both systems.

In nearly 40 instances, judges attended events at luxury resorts but failed to properly file a report within 30 days. In fact, the forms were uploaded months or even years late and only after NPR began asking questions.

In 13 cases, NPR found that judges failed to declare the benefits they received on their annual financial disclosure forms.

NPR contacted all those judges for comment.

And in another dozen cases, judges' financial disclosures for 2021 or 2022 were simply unavailable to the public. By all accounts, judges are filing those annual disclosure reports on time. The Administrative Office of the U.S. Courts bears responsibility for posting those reports online and has acknowledged delays in getting the system up to date.

There is no indication that the judges intentionally withheld information in order to deceive the public. And the office that administers the annual financial disclosure website told NPR that it struggles to work through a backlog of reports, as well as requests for redactions to protect judges' safety, but is making progress.

Ethics experts said delays and omissions in these reports undermine the entire purpose of the transparency rules.

"That information loses most of its value if it's a year and a half later," said Kedric Payne, the senior director of ethics at the nonprofit watchdog Campaign Legal Center. "It's just too distant from the potential conflict of interest."

Regardless of intention, the result is that the public is kept in the dark. And NPR's findings likely represent an undercount of the larger problem.

Events with ideological presentations and a side of luxury

Nonprofits, legal organizations and private universities all host judicial education events around the world. But those groups are generally not subject to public records laws. As a result, their full attendee lists are shielded from public scrutiny.

When it comes to the hosts of these events, George Mason University in Fairfax, Va., is exceptional in two ways.

For one, GMU — particularly the university's conservative-leaning Law & Economics Center — has long stood out as one of the most prolific hosts of judicial education events. Collectively, hundreds of judges have attended the university's events at luxury resorts over the years. GMU is quick to point out that the events are paid for by private donors. The Law & Economics Center's website lists donors that include major corporations like Amazon, Pfizer, Google and Facebook, as well as the business lobby group the U.S. Chamber of Commerce. According to the New York Times , conservative activist Leonard Leo helped gather $30 million in donations to rename the law school after late Supreme Court Justice Antonin Scalia.

GMU is a public university in Virginia, which means it is subject to the state's Freedom of Information Act. NPR requested attendee lists for eight of its judicial education events from 2021 to 2023. By comparing attendee lists with the publicly available records, NPR was able to identify dozens of missing disclosures.

That missing information may be relevant to both the public at large and people with cases in front of these judges.

For example, dozens of judges took part in a 2022 event that featured a speaker from the far-right Alternative für Deutschland (Alternative for Germany) political party. Germany has been rocked by massive protests in recent months over revelations about AfD's ties to right-wing extremism. A regional AfD leader is facing charges in Germany for allegedly using Nazi slogans, which he denies.

Gunnar Beck, a member of the European Parliament and an AfD member, spoke to the group of American federal judges about "European Jurisprudence." Beck has a history of anti-immigrant and racially inflammatory statements.

In 2021 — the year before his presentation to the judges — Beck took multiple photos of Black families, including young children in strollers, and posted them on social media. In one of the posts, he used the photo to criticize what he called the Afrikanisierung (Africanization) of Germany. (This post was deleted after NPR contacted Beck.) In another, Beck wrote that due to immigration, "Germany has no future as an industrial and cultural nation, but it does have a future as a welfare office."

Beck told NPR in an email that "each country and its people have a right to control their border with a view to safeguarding their maintenance of their national culture and identity" and that "I do not think these views are either fascist or racist."

The GMU events have also featured presentations from a nonprofit that says it uses lawsuits to promote a pro-market, as opposed to pro-regulation, approach to environmental policy; the CEO of a U.K.-based pharmaceutical company ; and the CEO of an energy company that is currently suing the federal government over financial regulations.

One recent event included a reading assignment on the "worst decisions ever handed down by the Supreme Court" as defined by conservative and libertarian legal scholars. Roe v. Wade , which established a constitutional right to abortion, was No. 2. Landmark cases establishing rights to same-sex marriage and the use of birth control also appeared among the top 10 "worst" decisions.

Given the power of judges to affect Americans' lives on issues from guns to abortion, the environment and crime, transparency about these events is critical, said Gabe Roth of the nonprofit watchdog group Fix the Court.

"The public has a right to know whether or not its top legal officials have any potential conflicts going into hearing cases," said Roth. "Sometimes they're small bore, but a lot of the times they have major national impact."

The agendas for the GMU events showed that the event programming often ended around noon, followed by a five- or six-hour "study break." In some instances, the agendas leave days completely free.

It's unclear exactly how judges spent that time. But attendees had the opportunity to enjoy the Ritz-Carlton's clay tennis courts, the Alyeska Resort's Nordic Spa or the short walk to Buckingham Palace from the May Fair Hotel in London. The agenda for GMU's 2022 Bar Harbor Colloquium in Maine reserved 90 minutes for a wine tasting .

A spokesperson for GMU did not respond to NPR's specific questions for this story.

"Topics are selected based on foundational concepts in the economic analysis of law relevant to judges and other areas of interest to the judiciary," wrote Ken Turchi, associate dean of GMU's Antonin Scalia Law School, in an email. "Every judge who attends has the option to complete and submit a disclosure form detailing expenses incurred and reimbursed."

Which judges have disclosure problems?

Problems plagued the paperwork for judges appointed by presidents of both major parties going back decades, including Presidents Ronald Reagan, George H.W. Bush, Bill Clinton, George W. Bush, Barack Obama and Donald Trump.

And the judges who failed to fully comply with the disclosure requirements include some notable names.

Judge Aileen Cannon of the Southern District of Florida is presiding over former President Donald Trump's criminal trial for allegedly mishandling classified documents. Cannon, herself a Trump appointee, attended two seminars at a luxury resort in Montana, but the privately funded seminar disclosures for both events were not posted online until NPR began making inquiries. Clerk of court Angela Noble told NPR in an email that the absence of the disclosures was due to technical issues and that "Any omissions to the website are completely inadvertent."

Judge Robert Conrad is the current director of the Administrative Office of the U.S. Courts, which implements the policies of the federal judiciary. Conrad, who was appointed by George W. Bush to the Western District of North Carolina, attended three privately funded seminars from 2021 to 2023. He later included the events on his annual financial disclosure but did not file a publicly available disclosure for any of those events within the required 30-day time limit. "He inadvertently did not make the additional disclosure in the separate system for private seminar attendance," said Peter Kaplan, a spokesperson for the Administrative Office. "Judge Conrad appreciates your bringing this oversight to his attention."

Judge Leslie Gardner of the Middle District of Georgia, who is the sister of prominent Georgia Democrat Stacey Abrams, also failed to file a privately funded seminar disclosure on time. Additionally, NPR found that Gardner omitted the reimbursements she received for lodging, meals and travel on her annual financial disclosure. In a phone call to NPR, clerk of court David Bunt said that Gardner, an Obama appointee, was updating her annual financial disclosure and privately funded seminar disclosure, which were incomplete due to an "oversight."

"I don't have really an excuse for it, and I'm going to correct it"

Judges contacted by NPR largely described the issues with their disclosures as the result of an "inadvertent oversight" or an "accident." In a handful of cases, court clerks blamed technical issues with the online system for uploading paperwork. One judge appeared to be unaware of the requirement to file a disclosure report within 30 days. Several judges thanked NPR for contacting them and prompting them to update their disclosure reports.

"It looks like we blew it," said Judge Philip Gutierrez of the Central District of California in a phone call to NPR. Gutierrez failed to file a disclosure within 30 days of attending a judicial seminar at The Breakers, a resort in Palm Beach, Fla., in 2021. "I apologize. It's important. I'm embarrassed."

Gutierrez immediately uploaded the missing disclosure.

Judge Gary Fenner of the Western District of Missouri attended the same GMU 2021 seminar in Palm Beach but failed to file a privately funded seminar disclosure and omitted the event from his annual financial disclosure that year.

"I am really surprised that I did not report that," said Fenner, an appointee of Bill Clinton, in a phone message to NPR. "I'm going to rectify it. I'm embarrassed about the fact that somehow that was overlooked by me. But I don't have really an excuse for it, and I'm going to correct it."

Judge Keith Starrett of the Southern District of Mississippi, a George W. Bush appointee, said he had thought he marked his attendance at GMU's seminar at the Park Hyatt Beaver Creek Resort and Spa in Colorado in 2021 on his annual financial disclosure. He acknowledged that it was missing from the forms due to an "oversight."

"I'm going to do whatever I need to do to get it right," he said by phone.

In the District Court for the Southern District of Texas, NPR found three judges — Jeffrey Brown, Andrew Edison and Charles Eskridge — who had not filed the required privately funded seminar disclosure forms. After NPR contacted the court, the judges uploaded the forms, and clerk of court Nathan Ochsner said in an email, "At the direction of Chief Judge Randy Crane, my office will routinely remind all [Southern District of Texas] judges of this reporting requirement."

Meanwhile, the delays in getting access to annual financial disclosure reports appear to be the result of the time limits built into the transparency laws, as well as a combination of long processing times for redactions requested by judges and, in some cases, security concerns.

The law requires that judges file their annual financial disclosure reports for the previous year on May 15. Many judges request and receive a 90-day extension, pushing that deadline to mid-August. Judges can then request that the judiciary redact "personal or sensitive information that could directly or indirectly endanger" the judge or the judge's family, but then a committee has to review the request.

"So if you're a judge that asked for a 90-day extension and then, on top of that, you're asking for redactions," said Roth, of Fix the Court, the public release of the annual disclosure is "already well into the following year."

Former federal Judge Jeremy Fogel, who is now the executive director of the Berkeley Judicial Institute, evaluated some of these redaction requests when he served on the judiciary's Committee on Financial Disclosure.

"I don't think that the problem you described is one where the judiciary doesn't want to share the information," said Fogel. "I think the problem is that they have not been able to put the resources in place to get the information online and available to the public in a timely manner."

NPR sent a list of judges to the Administrative Office of the U.S. Courts and asked why their annual financial disclosures for 2021 or 2022 were still unavailable. Kaplan, the Administrative Office spokesperson, said he "could not comment on specific judges' filings." In general, Kaplan blamed missing disclosures on backlogs in the system and reviews of filings for possible security issues.

"Currently, nearly all filings from 2021 and more than 80% of the filings from 2022 are available on the database," said Kaplan. "We are continuing to cut into the backlog of reports."

An ongoing debate over judges and luxury trips

Even if judges universally filed their disclosure reports on time and if the federal judiciary sped up the release of information, it would likely not end the ongoing debate over judges getting thousands of dollars in free perks, especially at ideologically slanted conferences.

Fogel said that in his time as a judge, he tended to avoid events that might be perceived as ideological.

"I wouldn't go so far as to say that it's unethical," said Fogel. "But I think it's better — it's a best practice — for judges to avoid programs that have a particular philosophical or ideological viewpoint."

Judge Starrett, of the Southern District of Mississippi, has attended five GMU legal events in the last three years and even brought his German shepherd to one of them.

He rejected the idea that his views could be swayed by a certain speaker's agenda or free perks.

"I've been called a liberal judge. I've been called a conservative judge. I've been called a son of a bitch. That comes with the territory," said Starrett. "I pay close attention to speakers that are politically biased one way or another. I listen to them, and I challenge some of them. I ask pointed questions."

Judge Gutierrez, of the Central District of California, has attended three GMU events in the last three years.

"Certainly, I think people have a slant. But for the most part, I found them to be interesting and educational," he said. He added that a group of federal judges will always tend to ask tough questions and get into spirited debates — whether in court or in a legal seminar.

"We want our judges out in the world learning and teaching. And we want our judges to have friendships. We want our judges to be able to travel," said Jefferson, the legal ethics expert at the University of Houston Law Center. "It's the disclosure that matters."
