Dubai Culture & Arts Authority was launched on 8th March 2008 by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

The Authority enables and develops the cultural and creative sectors in the emirate as the custodian entity, based on its cultural responsibility towards Dubai and to help define it in both a local and global context. Under the leadership of Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture, the Authority is committed to enriching the cultural scene of the emirate, firmly rooted in the heritage of the United Arab Emirates. It is working on building bridges of constructive dialogue between various civilizations and cultures to enhance Dubai’s position as a global center for art and culture, an incubator for creativity, and a thriving hub for talent. The Authority is also committed to reviving Dubai’s history and highlighting the image of its contemporary cultural fabric through a series of innovative cultural initiatives, events and projects, as well as the cultural, historical and heritage assets it sponsors. This includes the management of five of the city’s notable heritage monuments, six museums, and eight branches of Dubai Public Libraries.

Dubai Department of Tourism & Commerce Marketing

Dubai’s Department of Tourism & Commerce Marketing (DTCM) is the official tourism board and government body responsible for regulating, planning and licensing the city’s tourism and hospitality industry.

The DTCM is headquartered in Dubai but also maintains offices in many of the world’s biggest cities (London, New York, Tokyo, Beijing, Moscow, Frankfurt, etc.).

Visitor Information Bureaus

Visitors to Dubai wishing to obtain maps, brochures, public transport schedules, and general tourist advice can visit one of the DTCM’s Visitor Information Bureaus. They can be found at the airport and several shopping malls ( Deira City Centre , BurJuman , Ibn Battuta Mall , and Wafi City Mall ).

Kissing is not a crime anywhere in the world. If they want visitors to feel welcomed they also have to respect other cultures and welcome them instead of trying to force theirs customs onto others.

After the recent arrest of the two British nationals for "kissing" in public. I urge everyone to stay out of Dubai.

Dubai is independent and sovereign state. Aliens and foreigners MUST comply and respect ALL UAE laws and regulations plus traditions. If they are not happy, they should stay out of Dubai.

Summer is a good time to go to Dubai. The weather is very hot but flights and hotels are a lot cheaper.

Dubai DET Commits to Sustainable Global Tourism Status

As the world unites on 5 June to commemorate World Environment Day and encourage awareness and action for the protection of the environment, Dubai has reiterated its pledge to advancing efforts to promoting sustainability and responsible tourism.

In the bustling metropolis of Dubai, which is home to a thriving and vibrant tourism industry, Dubai’s Department of Economy and Tourism (DET) has established itself as a prominent entity leading the charge in environmental conservation. With a resolute commitment to sustainability, the Department has spearheaded a multitude of pioneering strategic initiatives aimed at protecting the environment and forging a greener and more sustainable future for the city's tourism sector.

Dubai Can One of the unique initiatives DET has launched to reduce single use plastic consumption is the Dubai Can. Since its launch in February 2022 by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai Crown Prince and Chairman of The Executive Council of Dubai, the citywide sustainability movement has achieved extraordinary success. The transformative programme empowers communities to reduce their reliance on single-use plastic bottles and embrace sustainable alternatives. To date, the collaborative efforts of Dubai Can and its partnership with Talabat have yielded extraordinary results, with a reduction of over 10 million 500ml single-use plastic water bottles. This remarkable achievement stands as a testament to the resounding success of the initiative and the unwavering dedication of the local community, stakeholders and partners involved.

By encouraging simple changes such as adopting the culture of using refillable water bottles and utilising public water stations, residents and visitors alike are urged to adopt a ‘refill for life’ mindset, as well as implement this practice in their households and offices. With 50 strategically placed public water fountains across the city, Dubai is leading the charge in championing a refill culture, resulting in a substantial reduction of millions of single-use plastic water bottles.

Dubai Sustainable Tourism Driven by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, Dubai Sustainable Tourism (DST) is another initiative of Dubai's Department of Economy and Tourism that is at the forefront of positioning Dubai as a leading sustainable destination. Aligning the tourism sector with the United Nations Sustainable Development Goals and the UAE's Net Zero 2050 strategy, DST is pioneering a transformative journey towards a more environmentally conscious and socially responsible tourism sector.

Yousuf Lootah, Acting CEO of Corporate Strategy and Performance sector, Dubai’s Department of Economy and Tourism, said: “World Environment Day serves as a powerful catalyst for global action, and Dubai’s Department of Economy and Tourism is proud to lead the charge in promoting sustainability and responsible tourism. Dubai's commitment to sustainability extends far beyond World Environment Day, as the city gears up to host the 28th Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change. As 2023 has been designated as the ‘Year of Sustainability’ in Dubai, the city is poised to showcase its dedication to addressing the pressing challenges of climate change on a global stage. COP28 will bring together world leaders, policymakers, and stakeholders from around the globe to engage in crucial discussions and negotiations to shape the future of our planet. As Dubai assumes this pivotal role, it underscores the city's determination to lead by example and drive impactful change through sustainable practices, innovative technologies, and collaborative partnerships. With COP28 on the horizon, Dubai is not only showcasing its sustainability initiatives but also facilitating a platform for international cooperation and knowledge exchange to tackle the pressing environmental issues of our time.

Dubai Carbon Calculator Central to the Dubai Sustainable Tourism strategy is the ground-breaking Dubai Carbon Calculator, an innovative system that measures and tracks the carbon footprint within Dubai's hospitality sector. Launched in 2017, Dubai Carbon Calculator empowers hotels to accurately assess their carbon emissions, enabling them to identify cost-saving opportunities and manage their energy, water and waste consumption more efficiently.

DST’s commitment to sustainability goes beyond carbon footprint measurement. The initiative has mandated hotels in Dubai to comply with the 19 Sustainability Requirements, encompassing sustainable management approaches, performance metrics, energy and water management plans, guest education and employee training initiatives. By embracing these requirements, hotels not only contribute to environmental conservation but also enhance their brand value, resource efficiency and overall competitiveness.

Recognising that collaboration is key to achieving sustainability goals, DST aims to establish partnerships with various stakeholders, including Etihad ESCO, Emirates Environmental Group, and Emirates Green Building Council, Goumbook and Emirates Nature WWF. Through comprehensive training programmes and educational initiatives, the initiative ensures that hotels and resorts have the necessary tools and knowledge to implement sustainable practices and contribute to Dubai's sustainability goals. By fostering strong partnerships and sharing best practices, Dubai is setting an example for destinations worldwide and inspiring a collective commitment to sustainable tourism.

Emirates Partners with Abu Dhabi Department of Culture and Tourism to encourage more visits and boost tourism to the emirate

DUBAI, UAE 11 May 2022:  Emirates and the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi), have today signed a Memorandum of Understanding (MoU) to boost tourist numbers across the airline’s global network. The new partnership is part of the airline’s commitment to promote tourism to the UAE by aligning activities with other tourism partners and capitalising on opportunities to encourage visitors to experience more than one destination in the UAE during their stay.  

The Memorandum of Understanding (MoU) was signed at Arabian Travel Market by Adnan Kazim, Emirates’ Chief Commercial Officer and H.E. Saleh Mohamed Al Geziry, Director General for Tourism, at DCT Abu Dhabi.

Under the MoU, Emirates and DCT Abu Dhabi will work closely to explore and implement promotional activities as well as bespoke packages for tour operators and the wider travel trade in key markets across the airline’s network to encourage visits to Abu Dhabi as part of their overall UAE holiday.  The two partners will also collaborate on advertising and cross promotional marketing campaigns, familiarisation programmes for travel trade and media, as well as promotional competitions. 

Adnan Kazim, Emirates Chief Commercial Officer said : “We are delighted to be working closely with DCT Abu Dhabi to help boost visitation. We are well-positioned to support the development of tourism to Abu Dhabi and the wider UAE through our network of nearly 130 global destinations. We are committed to promoting our home base, the UAE, as a travel and tourism hub, with its rich array of attractions and line-up of experiences and events that showcase the best of what all seven emirates have to offer. Our partnership with DCT Abu Dhabi will promote sustainable growth of inbound visitors and ensures they are able to experience the capital’s unique cultural landmarks, modern family attractions and beautiful natural landscapes.”

HE Saleh Mohamed Saleh Al Geziry, the Director General for Tourism at DCT Abu Dhabi said, “ As we announce this strategic partnership with Emirates, we look forward to working together to cement Abu Dhabi’s position as a must-visit destination. From thrills and adventures that can be found at our captivating experiences and theme parks such as Warner Brothers Abu Dhabi, to leading museums such as Louvre Abu Dhabi, there is something for everyone to enjoy. We can’t wait to share our Abu Dhabi story with the world.”

Tourism is one of the key pillars of the UAE Economy. It also plays a large role in the diversification of the country’s economy. In 2021, the Emirates Tourism Council was formed to strengthen the UAE’s tourism portfolio, through collaboration across all local tourism authorities and departments in the emirates with the aim to enhance the UAE’s position as a preferred global destination.  The UAE’s tourism sector is expected to contribute to 5.4% of the nation’s total GDP, or AED 116.1 billion (USD 31.6 billion) and is forecasted to support over 1 million jobs by 2027.

Step back in time with a visit to Al Fahidi Historical Neighbourhood. Once an important administrative and commercial district, the area now offers a glimpse into Dubai of the late 19th and early 20th century. Discover traditional architecture as you navigate the winding alleys and sunlit squares. The neighbourhood is bustling with museums , exhibitions and cultural activities, and it’s always worth checking if there are any special events taking place during your visit – Al Fahidi hosts numerous cultural events throughout the year, such as Sikka Art Fair and Heritage Week. You’ll find plenty of traditional teahouses and cafes, where you can soak up the old-school ambience.

Bur Dubai Grand Mosque

A short walk from the Textile Souk is the Grand Mosque in Bur Dubai . Built in the traditional Islamic style, this stunning mosque forms the hub of Dubai’s religious life. Laced with blue mosaic and intricate geometric carvings, it’s an architectural masterpiece – and, after dark, the spectacular illuminations make it the most photographed mosque in Dubai.  Nearby is the Imam Ali Mosque, commonly known as the Iranian Mosque. Founded by the local Iranian community, this mosque is a real architectural delight, ornately designed in the traditional Fatimid and Persian style.

The UAE is also home to a large Hindu community and it’s well worth visiting their temple, nestled above the labyrinth of old shops nearby the Grand Mosque. Built in the 1950s, this is the only Hindu temple in the emirate, and provides a peaceful, serene environment for visitors and worshippers alike.

Abras are small motorised water taxis that ferry passengers between Bur Dubai and Deira. These traditional boats are very cheap (just AED1 each way, cash only) and offer the perfect way to experience the historic Dubai Creek . Once you arrive in Deira, head to the famous Spice Souk  and immerse yourself in a rich landscape of colours and aromas from the furthest corners of the globe.

Opening hours:  You can visit Dubai Creek any time, day or night. Abra (traditional wooden boat) crossings begin at around 6am daily

Best time to visit:  Sunrise and sunset are popular times to visit Dubai Creek. From October to March, you can stay outside for longer due to the cooler temperatures

For mouthwatering Iranian cuisine, visit Al Ustad Special Kabab near Al Musalla Tower. This diner has been producing wonderfully authentic fare since the 1970s and is now something of an institution in Dubai. It’s a friendly and inviting spot, with colourful photos lining the walls…and plenty of tasty kebabs on the grill.

Once used to house military personnel, Karama is now a relatively gentrified neighbourhood – as well as one of the most populous districts in Dubai. There are also some architectural features worth looking out for, like the distinctively uniform low-rise residential buildings that characterise much of the area.

Dubai gets new corporations under Department of Economy and Tourism to boost growth

Sheikh Mohammed bin Rashid , Vice President and Ruler of Dubai, issued laws to establish three new subsidiaries of the emirate’s Department of Economy and Tourism.

The new subsidiaries include the Dubai Corporation for Consumer Protection and Fair Trade, the Dubai Business Licence Corporation (DBLC) and the Dubai Economic Development Corporation (DEDC).

They aim to boost various economic growth drivers such as business attractiveness, development initiatives, ease of doing business, consumer protection and sectoral governance, Dubai Government Media Office said on Wednesday.

They will also back DET’s mandate of supporting the goals of the Dubai Economic Agenda D33 that was announced last month. It intends to double the size of the emirate’s economy and consolidate its position as one of the world’s top three cities.

“We constantly seek to enhance the supportive framework needed to enhance growth, economic value and innovation in Dubai,” Sheikh Hamdan bin Mohammed , Crown Prince of Dubai, said.

“We are working to raise Dubai’s status as a preferred destination for global companies, investment and talent by investing in human development and advanced technology, raising the city’s global competitiveness and innovation capabilities, reinforcing its knowledge-based economy and building on the advantages gained from the city’s strategic location and advanced infrastructure.”

The newly formed organisations will work together to enhance sustainable economic growth and Dubai’s attractiveness as a global fair-trade destination.

They will seek to generate new avenues for “growth, development and innovation, working closely with key governmental and private sector partners”, Helal Al Marri, DET’s director general, said.

“Based on a common vision for Dubai’s economic and social progress in the coming decade and beyond, they will set clear priorities and enabling levers to integrate new generations of Emiratis into the private sector and make Dubai a hub for skilled workers and a focal point for global multinational companies, national SMEs, trade, manufacturing and the new economy,” he said.

DEDC’s goals include enhancing Dubai’s economic competitiveness, implementing economic development plans, supporting diversification and sustainability of the emirate’s economy, attracting foreign investment and global talent in vital sectors, strengthening Dubai’s position as a global destination for investments and entrepreneurship in the digital economy, and establishing projects focused on advancing innovation, artificial intelligence and technology.

While DBLC aims to strengthen the emirate’s position as a global commercial hub and create an environment for attracting increased investment in various sectors. It will also streamline licensing procedures for business establishments.

The Dubai Corporation for Consumer Protection and Fair Trade will work towards creating a conducive environment for fair trade and competition. It will boost economic stability by ensuring consumer protection and competitiveness of the business sector, the statement said.

Business activity in Dubai's non-oil private sector economy remained strong in December, boosted by a sharp increase in output as new orders climbed amid rising customer demand at the end of last year.

The emirate's seasonally adjusted S&P Global purchasing managers' index reading in December edged higher to 55.2, from 54.9 in November, firmly above the neutral 50 mark separating expansion from contraction.

Government tendering and awarding

The UAE government entities follow a fair and transparent system for tendering and awarding contracts. All invitations to bid are made public and are accompanied by a clear set of guidelines that bidders must follow. In order to be able to bid for government contracts, all bidders must register on the respective eProcurement system.

Federal government procurement law

The Federal Decree-Law No. 11 of 2023 on Federal Government Procurement sets the general framework for the procurement of products and services by the UAE government entities.

The Federal Decree-Law No. 11 of 2023 also aims to enhance integrity, trust, transparency and competitiveness in all procurement procedures, while providing public value and public interest that align with global quality standards and sustainable development.

The law applies to all procurement and contracting activities and procedures of federal entities, including ministries, authorities, central agencies, as well as subsidiaries under them.

The law also specifies the entities that are exempt from following this law due to the nature of their activities and the special regulations that exist to govern their procurements.

The law, which entered into force on December 1, 2023, does not apply to federal entities’ procurement contracts concluded before the aforementioned date. However, the provisions of Federal Decree-Law No. 11 of 2023 must be followed upon amendment, renewal, or extension of these existing contracts.

The advanced procurement system  developed by Ministry of Finance (MoF) contains a list of purchases intended to be made by MoF, other ministries and federal entities. Through this system, entities can announce the launch of tenders and invite bids. Vendors can submit bids and follow up on them. Later, entities can announce the awarding of contracts. In addition, there is the tenders and auctions system which can be used for conducting auctions in a similar way.

The procurement and tenders and auctions systems help the entities to make purchases in a transparent manner and reduce financial and administrative costs as suppliers are screened and approved before they can participate in tenders, auctions and bids.

Registration guidelines for suppliers

To register with Ministry of Finance, suppliers must meet the requirements which include submitting the documents required.  

After their registration is accepted, they can access and participate in the tenders by joining the Federal Supplier Register . Only those suppliers who are registered on the Federal Supplier Register, can view the winning bids as they are automated within the eProcurement system.

Dubai Statistics Center ’s policy related to Sustainable Procurement Management System commits to:

  • fulfilling the requirements of Sustainable Procurement Management System (ISO 20400:2017), and endorse the system's continual improvement process
  • purchasing DSC's business needs along with the required quality, specifications and on a timely manner with competitive prices, to ensure the efficiency of the procurement process and in alignment with public sector law No. 6 of 1997 and its amendments for regulating the contractual affairs of Dubai Government
  • endorsing the procurement governance, integrity, equality and transparency in all procurement and contractual process
  • promoting the fairness and equality in all procurement aspects such as giving an equal contractual opportunity, fair proposals evaluation and fair suppliers' performance evaluation

  • maintaining sustainability in multiple dimensions such as environment, society, economy, health and safety for all DSC's employees', customers', and suppliers' aspects during the procurement and contractual process. Meanwhile, Dubai Government adopted a new Green Procurement Policy to enhance the efficiency of government services. The policy aims to stimulate the local supply chain, adopt more sustainable practices, broaden the use of sustainable materials, create a competitive environment, reduce the environmental footprint and enhance financial efficiency.

The policy, which was piloted with several government entities to assess its practicality ahead of implementation, includes the development of measurable environmental and technical standards for procuring green products in line with Dubai’s efforts to boost environment protection and encourage the private sector to adopt green technology, green products and green services, as well as high sustainability standards in all government procurement.

The Green Procurement Policy will focus on four categories for government purchases in its first phase of implementation: construction materials, information technology devices, lighting materials, and the waste management sector.

Procurements and contracts of the UAE Armed Forces and Abu Dhabi Police

Tawazun Council manages the procurements and contracts of the UAE Armed Forces and Abu Dhabi Police. It also enforces the execution of the Tawazun Economic Programme in the defence and security sectors. Responsibilities of Tawazun include:

  • approving and awarding projects and contracts
  • following up and supervising their execution
  • undertaking relevant executive procedures on contracting and related matters

Law on procurements and issuing contracts for Abu Dhabi Government entities

Abu Dhabi Government follows the new Public-Private Partnership (PPP) procurement regulations which come under Abu Dhabi’s Law No. 2 of 2019 on Regulating Partnerships between Public and Private Sectors. The new regulations provide greater clarity to the private sector in regard to engaging with the government during the procurement and development phase of any major PPP project.

Abu Dhabi Investment Office, the central authority responsible for the development and procurement of all infrastructure projects delivered through a PPP model in Abu Dhabi, will implement these regulations. It has published the Partnership Projects Guidebook, which encompasses a practical and comprehensive overview of the processes and procedures for the development, procurement and management of partnership projects in Abu Dhabi to support public and private sector entities in delivering projects in a transparent, timely and efficient manner.

Law on procurements and issuing contracts for Dubai Government entities

Law No. 12 of 2020 on Contracts and Warehouse Management in Dubai Government which came into effect on 1 January 2021, aims to create a framework and set standards for regulating the procurement processes of Dubai Government entities. The law also seeks to:

  • create a unified process for procurement to achieve financial efficiency
  • foster integrity, transparency and equal opportunities among suppliers
  • provide a legal framework for automating the procurement and warehouse management operations
  • unify rules and regulations governing government contracts and warehouse management
  • ensure sound governance of procurement, and asset disposal and inventory management
  • preserve government assets.

Role of Dubai Government entities

As per the law, Department of Finance is tasked with creating guidelines for the governance of procurement, and asset and inventory management, as well as drafting policies and decisions related to unified procurement processes.

The law stipulates the creation of a ‘Central Registry of Suppliers’ as part of the government’s unified online system for managing contracts and inventory. Furthermore, the Director General of each government entity is authorised to create an ‘Inventory and Valuation Committee’ to manage inventory and assets.

Impact of the law

Law No. 12 of 2020 annuls Law No. 6 of 1997 on Contracts of Government Departments in the Emirate of Dubai, and its amendments. The Law also annuls any clause in any other legislation that may contradict its provisions.

However, it does not apply to commitments made by government procurement departments to projects and programmes supported by the government, especially those relating to small and medium enterprises registered under the Hamdan bin Mohammed Programme for youth projects, which is covered by Law No. 23 of 2009 on the Mohammed Bin Rashid Establishment for SME Development.

The eProcurement Portal for Sharjah Government entities facilitate procurement professionals and suppliers to conduct sourcing activities. It provides a simple, secure and efficient means for managing sourcing activities, reducing the time and effort required for both buyers and suppliers.

Conditions for registration

To register, the applicant must be:

  • a UAE national, or a business in which a UAE citizen maintains not less than 15 per cent of the company’s shares and
  • licensed by the competent authorities.

Additionally, a business must not have been banned from participating in tenders conducted by any government department. It must not be owned by any employee of Ras Al Khaimah Government or by first-degree relatives of employees involved in contracting and tendering.

Registration in RAK procurement system is free of charge.

Dubai Police arrest 202 beggars in first half of Ramadan

Public urged to report beggars who are exploiting charitable spirit of the holy month

Dubai: Dubai Police have arrested 202 beggars in the first half of Ramadan, it was revealed on Wednesday.

The anti-begging campaign was launched by Dubai Police General Command in cooperation with strategic partners represented by the General Department the Residency and Foreigners Affairs Department in Dubai, Dubai Municipality, and Department of Islamic Affairs and Charitable Activities in Dubai.

Brigadier Ali Salem Al Shamsi, Director of the Department of Suspects and Criminal Phenomena at the General Department of Criminal and Investigation, said the campaign contributes to reducing the number of beggars annually. This Ramadan, the campaign has so far resulted in the arrest of 202 beggars, including 112 males and 90 females.

Brig Al Shamsi said most of those arrested came on a visit visa, and others are residents and violators of the residency law who are exploiting the charitable spirit of Ramadan to make easy money.

He explained that Dubai Police annually develops an integrated security plan to combat begging in cooperation with partners, by intensifying patrols in places where beggars are expected. The director said begging threatens the security of society, harms the image of the country, and distorts its civilised appearance.

He pointed out begging is linked to crimes such as theft and pick pocketing, in addition to the exploitation of children, the sick, and people of determination by organised begging gangs. Brig Al Shamsi said there are official charities that anyone can approach to request financial assistance or for making donations for others.

He urged the public to report any beggar spotted anywhere on the call centre 901 or through the ‘Police Eye’ service available on the police app, in addition to the E-Crime platform (www.ecrime.ae).

China’s Outbound Tourism Rebounds with Visa-Free Boom and Surge in Middle East Travel

2024 may be the first “back to normal" year for China's outbound travel since the pandemic, and Chinese tourists are leaning towards destinations with simpler visa processes.

Chinese outbound tourism is steadily rebounding from the effects of the pandemic, with projections indicating a return to pre-pandemic levels by the end of 2025.

Research conducted by Dragon Trail International suggests that China’s outbound tourism is expected to reach approximately 80% of pre-pandemic levels by the end of this year.

According to China’s Ministry of Culture and Tourism, there were 3.6 million outbound trips taken during the Chinese new year period, which is just 57% of 2019’s 6.3 million trips.

The United Arab Emirates (UAE) is emerging as a key destination for Chinese travelers, alongside traditionally popular outbound markets like Thailand and Malaysia, according to data from online travel agencies Ctrip, Tongcheng, Tuniu, Mafengwo, and Zuzuche.

“The UAE’s visa-free policy for Chinese visitors, coupled with robust flight connections, contributes to its appeal,” said Sienna Parulis-Cook, director of marketing and communications of Dragon Trail.

Chinese actress Liu Yifei was appointed as the tourism ambassador for UAE capital, Abu Dhabi, last year. The Abu Dhabi Department of Culture and Tourism showcased a promotional video featuring Liu on China’s equivalent of Twitter, Weibo. In a week, the video garnered 7.9 million views and was shared 32,000 times.

Mafengwo’s list of top 20 outbound destinations with increasing demand for Chinese New Year compared to one year earlier includes the UAE, Saudi Arabia, Qatar, Egypt, and Morocco. All of these five countries offer visa-free entry or visas on arrival to Chinese citizens.

Qunar reported that outbound orders for the UAE, Egypt, and Morocco were three times higher than the year before, with a 10-fold increase for Dubai.

Fliggy reported that travel orders for Egypt increased by 15 times year on year. And Zuzuche’s top 10 outbound destinations with the highest growth rates for car rentals included Abu Dhabi and Riyadh.

Research by Oxford Economics suggests that outbound travel from China will nearly double in 2024 compared to the previous year, with the Middle East expected to lead the global recovery in Chinese inbound tourism.

ForwardKeys’ data indicates that Chinese arrivals to the Middle East have already surpassed 2019 levels, with Cairo experiencing a notable increase in arrivals.

The Arabian Travel Market in Dubai taking place from May 6 anticipates twice the number of Chinese exhibitors and travel professionals, compared to its 2019 show.

Visa Relaxation

Furthermore, the relaxation of visa requirements in Singapore, Malaysia, and Thailand has also contributed to increased Chinese tourist arrivals during the Chinese New Year break, as noted by Dragon Trail.

“While 2023 was the year when China reopened following the Covid-19 pandemic lockdown, it was only in 2024 that the country celebrated its first Chinese New Year with no pandemic-related restrictions on outbound travel,” Cook said.

During the recent Chinese New Year period, data from Tourism Authority of Thailand showed that over 1 million international tourists visited Thailand, of which more than 200,000 were from China.

Average spending by Chinese tourists increased by 15% from 2019 and the top visited cities in Thailand were Bangkok, Phuket, Chonburi, Chiangmai and Krabi.

Similarly, Singapore and Malaysia saw a surge in travel bookings following the implementation of visa-free policies.

Online travel agency Qunar reported that bookings for travel to Singapore were 29 times greater than in 2023, with bookings to Malaysia up by 20 times.

Flight data reported by ForwardKeys showed a 24% year-on-year growth for Chinese arrivals to Kuala Lumpur.

The Next Big Holiday Season

While outbound trips taken during the new year period were just 57% of 2019 numbers, the domestic trips this year, surpassed pre-pandemic levels by 19%.

Looking ahead, the upcoming five-day Labor Day holiday that begins from May 1 and the summer travel season are expected to further drive Chinese outbound tourism, with summer being the most popular time for international travel, according to Tongcheng.
