for your character problem, you should contact support. they can "rescue" your character. as for the crash: it happens to me too. When trying to launch the game client manually you get a series of missing dll files - including steam. I presume the association with Steam has been broken in the recent update.

Open your C: drive, then look in Program Files (x86) and it should be an Arc folder if that's what you're using. The Client ("GameClient.exe") itself does not know the servers, hence you cant connect. You can start the Patcher ("Star Trek Online.exe") directly, i.e. without steam or arc and it will tell the Game Client where the server is.
