Why Do Cruises to Alaska that Begin and End in US Ports Stop in Victoria?

Visit Victoria: It’s the Law.  Although that wouldn’t make a very appealing slogan to promote tourism in Victoria, in this case it’s accurate. The Passenger Vessel Services Act of 1886, originally intended to favor American vessels over foreign ones in order to promote American shipping, mandates that passengers transported from one American port to another American port must be aboard an American flagged ship.

Today nearly all cruise ships (with the exception of a few that sail in Hawaii) are flagged in foreign countries, to steer clear of US tax and employment laws.  As such, to avoid violating the Passenger Vessel Services Act, cruise itineraries that begin and end in the US must stop in a foreign port, classifying them as foreign voyages instead of domestic.

So that’s why you’re calling in Victoria. But before you go lobbying your congressman to change the law so you can spend more time in Alaska, give Victoria a chance. I think you’ll like her.

Victoria, Forestalling the Post Cruise Blues

Typically on the last day of a cruise I pull on my maternity pants and give my food baby a few little pats while I sigh and sorrowfully declare, “vacation’s over, kid.” Then I drag my suitcase out from the closet and hurl it onto the bed while wiping away tears. 

But on the last day of our 14-day sailing to Alaska onboard Holland America’s ms Zaandam, we had an afternoon call scheduled in Victoria.  So instead of packing and envisioning myself stepping onto the scale only to break right through the floor before I could even determine how much weight I needed to lose before my next cruise, we were boarding a bus, headed for our Butchart and Butterfly Gardens Excursion.

Why we Selected the Butchart and Butterfly Gardens Excursion for our Afternoon in Victoria

This cruise was in celebration of my mom’s upcoming 70th birthday and my teaching/travel assistant “H” starting Kindergarten. During the planning phase, which for me is the equivalent of a full-time job, I asked my mom if there was anything she really wanted to do. The only thing she mentioned was Butchart Gardens , especially when I told her I didn’t remember having been there on my previous visits to Victoria. “Oh, you must!”

So Butchart was added to our list. But what about “H?” Since this whole Kindergarten thing was about to severely hamper his cruising schedule, we wanted to give him a last hurrah before his carefree days at sea were replaced with reading and writing and arithmetic. For the boy who now spends his recesses looking for insects to bring home in his pockets, the Victoria Butterfly Gardens seemed like the perfect spot.

We also had a good deal of non-refundable onboard credit to blow through, so we went with Holland America’s excursion to both Butchart and the Butterfly Gardens. Most other cruise lines sailing to Victoria have a similar excursion, although the cost may vary slightly.

The Basics of the Butchart and Butterfly Gardens Excursion

• Adults: $104.95
• Children: $74.95

This includes a short narrated tour through the city and admission to both gardens.

*Note that on most other cruise lines the cost is $99 for adults and $69 for kids.

It took our full-sized bus about 45 minutes to arrive at our first stop and roughly the same time to return to the ship after our excursion. This included some detours through crowded city streets to drive by some of the major tourist sites such as the Empress Hotel, the Parliament Building, and China Town. The drive went by fast thanks to our guide’s interesting commentary about Victoria and the Butchart Gardens. If you’re not a history buff, consider a few episodes of your favorite cartoon on an iPad as per the recommendation of “H.”

The Butterfly Gardens and the Butchart Gardens are 5 minutes apart, so not enough time to start a new episode of Paw Patrol. But assure your husband that he can watch it on the way back to the ship if he’s good.

Victoria Butterfly Gardens

While you’re probably expecting to see butterflies at a butterfly garden, you’re probably not expecting to be greeted by these:

If you’re calling your therapist’s crisis line from under your bed after viewing the above photos, sorry about that (and you do realize that under the bed is where spiders prefer to hide, right). And you should probably cover your eyes and link arms with your travel companion as you quickly make your way through the included Insectarium, which is the first room you’ll visit at the Butterfly Gardens.

It offers a fascinating (and for some, exceedingly creepy) collection of live insects and invertebrates behind glass enclosures. Take some time to play the exciting new game we invented there: “leaf, stick, or bug?” After giving up because you, “swear those bugs look just like sticks and leaves!” proceed to the main attraction, Treasures of the Rainforest.

Take off the ankle length hooded puffer coat you purchased for optimal glacier viewing (seriously, that’s my best tip for Alaska – even though it will require its own suitcase, you’ll thank me and be the last man standing on the outside decks after everyone else has surrendered to hypothermia) before entering the simulated rainforest because, true to life, it’s very hot and humid in there. You’ll forget you’re on your last day of an Alaskan cruise and think you’ve just embarked on a tour of the amazon.

You’ll see plenty of butterflies, yes, over 70 different species of them. And you can give your soon-to-be kindergartener a leg up on his classmates with a lesson on metamorphosis as you watch a new butterfly’s soft, folded wings emerge from its chrysalis. “Nature’s a skillful magician indeed,” you’ll comment as you ruffle the shaggy head of hair on your own little miracle and encourage him to move on so you can cover everything in your allotted 40 minutes.

As you meander through the lush, verdant tropical vegetation and flowers, your eyes will widen in wonderment upon spying these unexpected surprises, for the name of this place far undersells what you’ll actually find here:

Mind your fingers and toes though, “don’t eat me Seymore!” for there are carnivorous plants hiding among the innocent bromeliads.

As you glance down at your watch and realize the bus is about to leave without you, sprint through the gift shop and catch your breath on the quick drive over to your second stop, The Butchart Gardens.

Victoria’s Butchart Gardens

As you reach the entrance to the Butchart Gardens you’ll start listing off all the shades of green you see and will try, but fail, to imagine this place in her former life as a limestone quarry and cement plant.

A brief history of The Butchart Gardens

In 1904 Robert and Jennie Butchart, originally from Ontario, built a cement plant on a large limestone deposit. By 1912 the limestone was depleted and the land ravished, seeming to haunt Jennie and prompting her to imagine transforming it into a beautiful garden. While most of us would take our riches and move on to more fertile grounds or, in my case, embark on back to back to back world cruises, Jennie got to work. At first with just a horse and cart loaded with top soil.

The quarry was eventually fully transformed into the famous sunken garden.

And gradually the gardens were further expanded to include a Japanese garden near the sea:

And an Italian garden on the site of their former tennis court.

In 1939, Ian Ross, a grandson of the Butcharts was given the gardens for his 21st birthday and is credited for building it up to today’s world renowned attraction spread over 55 acres and enjoyed by more than a 1 million visitors every year.

More recent additions include a fireworks display initiated in 1977 by one of the Butchart’s great grandsons (certain evening cruise ship tours of the gardens include the fireworks display):

And the Children’s Pavilion and Menagerie Carousel ($2 per ride) were added in 2009 by the current owner, Robin-Lee Clarke.

A Short Critique of The Butchart Gardens Portion of our Cruise Excursion

This place was breathtaking and expansive and made me think about my dad, known to all for his kindness and mad gardening skills, who passed away from cancer in 2010 before we could make it here together. “He would have loved this,” I thought as I watched “H” run through row upon row of colorful blooms, gaze up at baskets appearing to rain with flowers, gently pull a chrysanthemum to his nose to breath in her herb-like scent.

But instead of sadness at his absence, I could almost feel him willing me to enjoy it double – once for me and once for him. “Okay dad.”

And enjoy it we did. In fact, my only criticism of the self guided 1.5 hour tour was that it was far to brief. I could have used at least 3 hours to fully appreciate this place. I think next time, I’ll come here on my own. Make a day of it with a relaxed lunch in the Dining Room or at the Blue Poppy Restaurant .

Victoria’s Butchart and Butterfly Gardens Excursion: Would I do it Again?

Yes, but next time I wouldn’t book a cruise ship excursion. Instead I’d hop in a taxi (or Uber – possibly coming to Victoria around September 2019). Or explore a private tour company. While it made sense for us to go through the ship this time due to our generous onboard credit courtesy of Cruise Direct, the cost of the excursion seemed excessive and we felt rushed at both locations.

So after stopping to watch a caterpillar emerge from its pupa as a shy butterfly who would quickly grow confident and fly away at the Victoria Butterfly Gardens and to smell the roses at The Butchart Gardens, we re-boarded our ship and headed back home to Seattle.  Where, a few days later, I watched my faithful travel companion and trusty teaching assistant transform into a kindergartener.  And of all the wonders I’ve seen on my travels, nothing compares to this:

Victoria Cruises Line is chartering a nearly 30-year-old cruise vessel formerly owned by Holland America for use as an adults-only residential cruise ship.

And in May, the Victoria Majestic and its seafaring passengers will begin circumnavigating the globe every 27 months.

Victoria Cruises' goal is to fill the ship with travelers who want to live on the vessel indefinitely.

As a result, it's targeting an older demographic of travelers: "Imagine this boat as if we were putting a retirement home on the water," Gábor Nagy-Ferenc, a sales manager with Victoria Cruises Line, told Insider in an email.

The oldest tenant is over 90 years old.

But this lifestyle could also work for younger people working remotely.

Unlike other residential cruise ships, travelers can't purchase a suite or stateroom.

Instead, Victoria Cruises Line offers a minimum 6-month lease, although most of its tenants have signed longer leases.

The longer the lease, the greater the discount. For a 37-month lease, for example, customers can get a 40% discount on the monthly rent.

The least-expensive standard interior stateroom is $8,000 a month for two people, not including the discount, on top of the $30,000 deposit.

This 226-square-foot stateroom has two small beds that can combine into a queen bed, a couch across from a desk, and a bathroom.

Interior staterooms won't have ocean-view windows.

But all of these cabins will come with a monitor that'll display the exterior of the ship.

In comparison, the most-expensive Pinnacle Suite with a veranda costs $35,000 a month for two people, not including the discount, on top of the more-expensive $80,000 deposit.

Travelers can slumber on a king-size bed inside the roughly 1,270-square-foot suite that includes a sofa bed …

… bathtub; a living, dining, and dressing room; pantry; and guest bathroom.

Despite its higher price tag, this suite has already been booked.

About half of the suites and staterooms have already been reserved and Nagy-Ferenc is confident the cruise ships will depart in the spring with 80% occupancy.

Paying more than $8,000 a month for a 226-square-foot room with no windows might not appeal to all travelers.

But Nagy-Ferenc makes the case that by living on this vessel instead of a regular home, travelers will get to save on traditional living expenses like groceries, car payments, and utilities …

… while spending their afternoons at wine tastings, computer classes, and in the pool.

The 719-foot-long ship was built in 1996 and was last refurbished in 2015.

It's not a sparkly, state-of-the-art cruise vessel, but the Victoria Majestic has all the classic cruise amenities.

The 1,350-guest bank of staterooms are lined with 10 decks, four restaurants, two pools (including one with a movable roof), and amenities like a basketball court.

Like most cruise ships, food and beverages are included in the base price.

Laundry service, linens, towels, internet, daily room cleaning, and some entertainment are also included.

But unlike a typical week-long cruise vacation, travelers won't be rushed from destination to destination.

Instead, they'll get to vote on the number of days the ship will spend at each port, according to Nagy-Ferenc.

"[Cruise companies] are designed to entertain, not to keep passengers on board for the long term," he said.

"Our lifestyle is about something completely different. We offer a relaxed sailing experience where there is no rush, there is time for everything."

The first sailing will depart in May from Fort Lauderdale, Florida.

Guests will then spend an average of one to seven days at each of the 205 ports, exploring destinations like Bridgetown, Barbados; Pattaya, Thailand; and Agadir, Morocco.

To spice up the itinerary, the vessel will stop at different ports of call every time it circumnavigates the globe.

If this ship ends up becoming a success story, in the future, Victoria Cruises will convert smaller expedition vessels into these self-described "houseboats."

The company is one of a handful that operates residential cruise ships.

Two Ex-Holland America Ships Turned Floating Residences

Two former Holland America ships are set to have a new life operating as residences thanks to cruise company Victoria Cruises Line.

Victoria Majestic (Veendam) and Victoria Amazing (Ryndam) will be operating as elegant houseboats, scheduled to launch in May 2023 from Port Everglades. The ships’ around-the-world trips will take approximately 27 months, with about 540 days spent at ports. They’ll spend about one to seven days in each port so that much of the time, guests will not only be able to explore the port city, but also the surrounding area.

The residences are open to adults 18 and older only, allowing them to rent suites and staterooms for a minimum of six months, or long-term for an unlimited maximum period. According to CEO of Victoria Cruises Line Olavs Zvinelis, half of the staterooms and suites have already been reserved and most residents have chosen the unlimited, undefined rental period.

The ships will include free and unlimited internet use, and interior cabins will have LCD monitors so that passengers can view images from the ship’s exterior cameras.

If these two residential ships are a success, the cruise line will look to expand its fleet further.

“We have no competitors. Our value for money is by far the best, even compared to classic cruise ships,” said Zvinelis. “Rather than the ownership option, which is too costly for many, Victoria Cruises Line is proposing an intermediate solution: chartering. This will give people a much more affordable way to travel and live on a houseboat. In summary, a houseboat lifestyle can offer much more than a classic cruise.”

For both ships, the estimated cost per month for two residents in a standard interior stateroom on a 6-11 month lease is $6,399. The cost per month is less the longer the lease is, but is higher for other stateroom categories.

Daelmans Stroopwafel partnership offers a variety of sweet treats, while new special menus and the Orange Party highlight Holland America Line’s rich Dutch history

Seattle, Wash., April 26, 2024 — Holland America Line is introducing a new “Dutch Day” experience that celebrates the cruise line’s more than 150-year-history that began in the Netherlands. Whether sailing in Alaska, Europe, Asia or the Caribbean, many Dutch culinary favorites will be featured on board for the special day.

The centerpiece of Dutch Day will be a themed Dutch Dinner served once per cruise in the main Dining Room, with many of the dishes also offered in the casual Lido Market. Additionally, Holland America Line's popular Orange Party will be held on Dutch Day, and guests can enjoy fresh-made poffertjes in Crow’s Nest Café.  A new partnership with Daelmans Stroopwafel includes delectable desserts featuring the Dutch staple and a Daelmans Stroopwafel turn-down pillow treat in every stateroom.

“Holland America Line remains deeply connected to our roots in the Netherlands, and Dutch Day is the perfect way to honor our history through experiences that celebrate the culinary culture of the country,” said Michael Stendebach, vice president of food, beverage and rooms division for Holland America Line. “Our guests appreciate special touches like Daelmans Stroopwafel for turn down or a dish in the dining room that is distinctly Dutch, and we’re excited to expand the cultural experience for an entire day to showcase more of our heritage.”

Culinary traditions run deep in the Netherlands, and the special themed Dutch Dinner in the Dining Room features an extensive menu that includes both classic and contemporary Dutch delicacies. The selection of starters features a Bay Shrimp Cocktail with Dutch cocktail sauce, Erwten Soep (Dutch Pea Soup), and Mushroom Cream puff pastry with hollandaise sauce.

Dutch-inspired main course selections include Bami Goreng, a stir-fried noodle dish with chicken sate and peanut sauce; Pan-Fried Dover Sole with lemon butter; and Hodge Podge Klapstuk with chateau potatoes. For dessert, a Bosche Bol (large, chocolate covered cream puff), Tompouce (Dutch mille-feuille pastry) or a slice of traditional Dutch Apple Pie provide the perfect sweet ending to the meal. 

In collaboration with Daelmans Stroopwafels — a family-owned bakery founded in the Netherlands in 1904, renowned for its authentic recipe —Dutch Day will feature Stroopwafel Cheesecake for dessert on the dinner menu in the Dining Room and Lido Market and a Stroopwafel Napoleon at tea time. Select bars will serve a Stroopwafel Liqueur with hints of cinnamon and caramel only on ships in Europe. Additionally, in place of the traditional stateroom turn-down chocolate, guests will find a Daelmans Stroopwafel waiting for them on their pillow.

New in Crow’s Nest Café on all ships, fresh-made poffertjes — a traditional Dutch treat resembling small, fluffy pancakes — will be available daily (not just on Dutch Day) for a nominal charge.

Popular Orange Party Held on Dutch Day

Once per cruise, Holland America Line holds the Orange Party with live music, cocktails and treats, and now it will be held on Dutch Day. The Orange Party pays homage to the company’s Dutch heritage (orange is the color of the Dutch Royal Family, which hails from the House of Orange), and guests are invited to wear orange attire and accessories. During the after-dinner festivities, special orange-themed cocktails are available while servers pass around finger-foods and sweets.

Dutch Day is part of Holland America Line’s programming that offers authentic experiences to immerse guests in the culture, history and traditions of the places visited on each cruise.
