Louisiana trip permits explained.

A Louisiana trip permit is a permit that is temporarily issued in place of IRP credentials for registered vehicles that are not licensed in the jurisdiction where immediate travel is necessary. If you need an IRP trip permit, you can apply for temporary trip trucking permits online prior to entering a jurisdiction where you are not apportioned. In the State of Louisiana, a temporary IRP permit costs $50.00, and is valid for 48 hours from the time it is obtained.

Who Needs a Trip Permit?

It is not mandatory to be registered with the International Registration Plan (IRP). This program is for buses and commercial trucks that intend to travel in Louisiana and in at least 1 other jurisdiction. It is also used for commercial vehicles that will be transporting persons for hire and for commercial vehicles that will be primarily used and maintained for property transportation purposes. If the vehicle meets any of the below standards and exits Louisiana for commercial purposes, then it should have an apportioned plate or a temporary IRP permit.

The truck is a power unit that has gross total vehicle weight that exceeds 26,000 lbs. and 2axles; or the truck is a power unit that regardless of weight has 3 or more axles or is used in combination when the combination gross weight exceeds 26,000 pounds.

If your vehicle is less than 26,000 pounds and only has two axles, then you may or may not require an apportioned plate.

The International Registration Plan (IRP) is an agreement among the United States, District of Columbia and provinces of Canada that recognizes the registration of commercial motor vehicles registered by other jurisdictions. This allows a qualifying commercial vehicle to travel through several jurisdictions with one license plate.

What is a trip permit?

A trip permit grants temporary registration of a commercial or private carrier in a state or province where the carrier is not apportioned (state or province not listed with weight on cab card).   If travel is required to a state and a vehicle does not have IFTA and IRP credentials, trip and fuel permits are required. Trip permits are valid for a defined period of time or for a single trip.

2021 Louisiana Laws Revised Statutes Title 32 - Motor Vehicles and Traffic Regulation §387. Special permits

RS 387 - Special permits

A. No vehicle or combination of vehicles that does not meet the requirements of R.S. 32:380 through 386 shall use the public highways of this state without first obtaining a special permit from the department in addition to any other special permit which may be required from any other agency or department of the state or a political subdivision, and the special permit herein provided for shall be issued at the discretion of the secretary. If a permit issued pursuant to Subsection B of this Section authorizes a vehicle to operate on interstate highways, the secretary may allow the vehicle to operate on interstate highways at night if requested by the owner or operator.

B.(1) The secretary may issue a special permit for the operation of vehicles or combination thereof having dimensions or weights in excess of the limits imposed by R.S. 32:380 through 386 if the shipment is not readily divided, broken, or dismantled, or the operation of such vehicles is otherwise prohibited by law, however, if the parts which have been divided, broken or dismantled from the shipment weight in the aggregate of five hundred pounds, or less, then the shipment shall be considered as indivisible. Provided further, however, that the secretary may issue special overwidth permits for vehicles transporting pipe. In the exercise of his discretion, the secretary shall consider the following factors, as well as any other circumstances existing in the particular case:

(a) There is a vital and exceptional economic necessity therefor;

(b) The existence of a real necessity of transportation by public roads; or,

(c) The secretary considers the best interest of the state requires the issuance of the permit.

(2) Subject to the provisions of Paragraphs (3) and (4) of this Subsection, the secretary may issue special permits to permit movement along the interstate highway system within Louisiana of vehicles and loads that do not meet the requirements of R.S. 32:380 through 386. The request for a permit may be denied, if the secretary determines that the vehicle or load traveling along the proposed route would endanger the public due to construction, highway conditions, or traffic along the proposed route. Any vehicle traveling under a special permit issued pursuant to the provisions of this Paragraph shall not exceed a speed of fifty-five miles per hour.

(3)(a) When an application for a special permit is made, the secretary may require the special permit applicant to supply any information the secretary deems necessary for the protection of the interests of the state, the state highway system, and the public.

(b) Due to concurrent authority between the Department of Transportation and Development and the Department of Public Safety and Corrections for the enforcement of weight, size, and measurement laws and regulations, the secretary shall provide computer terminal access to information pertaining to all special permits to the Department of Public Safety and Corrections. All costs related to the acquisition of such access shall be incurred by the Department of Public Safety and Corrections.

(c) Due to concurrent authority between the Department of Transportation and Development and the Department of Public Safety and Corrections for the enforcement of weight, size, and measurement laws and regulations, the secretary of the Department of Public Safety and Corrections shall provide computer access to information pertaining to all special permits to the Department of Transportation and Development. All costs related to the acquisition of such access shall be incurred by the Department of Transportation and Development.

(4) The secretary may impose conditions upon the issuance of a special permit and may impose requirements upon its use, including but not restricted to the use of additional axles, so as to require that the axle weight conform as closely as possible to the weights provided in R.S. 32:386; the routing over the highways of the shipment under the special permit; the date, time of day, and speed limit; the furnishing of a bond with good and solvent surety to protect the state, the department, and all political corporations and subdivisions of the state from all liability and damage resulting from the use of such permit; the accompaniment of the vehicle and shipment by a proper escort, all at the expense of the permittee; and such other conditions or requirements as the secretary deems necessary and proper. When state police vehicles are required as a proper escort, there shall be a charge for the use thereof, and the secretary of the Department of Public Safety shall determine the fees charged for the use of the state police vehicles so used. Such charge shall be based on the mileage of the escort with a minimum charge of twenty-five dollars. Any fees charged in excess of twenty-five dollars shall be adopted pursuant to R.S. 49:951 et seq.

(5) An overweight special permit shall be issued for the gross weight of the vehicle or combination of vehicles.

(6) The secretary may issue special permits to those vehicles transporting hay due to a disaster or emergency, including but not limited to severe and extended drought conditions. The secretary may promulgate the rules and regulations in accordance with the Administrative Procedure Act as may be necessary to implement the provisions of this Paragraph.

C.(1) The secretary may issue an annual special permit for the operation of those vehicles which are of such a particular design that they do not comply with R.S. 32:386. This type of annual special permit shall be issued only if:

(a) The vehicles are nonload carrying, primarily operate off the road and only occasionally use the state maintained highway system, or,

(b) The vehicle is a waste disposal truck that was in actual use in this state as of January 1, 1977, and,

(c) Such vehicles are mounted with a minimum size 10.00 tire or such size tire as is required by the secretary.

The secretary may establish and collect a reasonable fee for this annual special permit.

(2)(a) In addition, subject to the provisions of Paragraphs (B)(3), (4), (5), and (6) of this Section, the secretary may issue special permits he finds essential and in the best interest of the state by reason of an emergency situation, unusual circumstances, natural catastrophes, or disasters affecting the transportation on the highways of the state of farm products in their natural state or forest products in their natural state. The weight limitations of any special farm or forest product permit so issued shall not exceed those set forth in R.S. 32:386(D), (E), (F), and (G); the gross weight of any combination of vehicles shall not exceed one hundred thousand pounds; and the length of any vehicle or combination of vehicles shall not exceed seventy-five feet. Each such special farm or forest product permit shall be issued for designated routes.

(b) The secretary may establish and collect reasonable fees for each special farm or forest product permit issued. Permit fees shall be uniform for each classification of vehicle and the purpose for which issued.

(3)(a) In addition, upon application of the owner or operator of any vehicle or combination of vehicles transporting farm and forest products in their natural state, transporting seed cotton modules, transporting cotton seed from the gin to the mill, transporting raw sugar from the mill to the refinery, or transporting brewer's grain, the secretary shall issue special harvest season permits within forty-eight hours of application and payment of fee for the transportation of farm and forest products in their natural state, for the transportation of seed cotton modules, for the transportation of cotton seed from the gin to the mill, for the transportation of raw sugar from the mill to the refinery, or for the transportation of brewer's grain on any state-maintained highway except the interstate system for a total gross weight of eighty-six thousand six hundred pounds for any vehicle or combination of vehicles provided:

(i) The total weight of any single axle shall not exceed twenty-two thousand pounds.

(ii) The total gross weight of any tandem axle shall not exceed thirty-seven thousand pounds, except as provided for vehicles carrying forest products in their natural state in R.S. 32:386(K).

(b) Under the same special harvest season permit, the owners and operators shall be authorized to transport farm and forest products in their natural state, to transport seed cotton modules, to transport cotton seed from the gin to the mill, to transport raw sugar from the mill to the refinery, or to transport brewer's grain on the interstate system for a total gross weight of eighty-three thousand four hundred pounds for any vehicle or combination of vehicles provided:

(i) The total gross weight of any single axle shall not exceed twenty thousand pounds.

(ii) The total gross weight of any tandem axle shall not exceed thirty-five thousand two hundred pounds.

(c) The provisions of Paragraphs (B)(1), (2), and (3) of this Section and R.S. 32:388(D) shall not apply to special harvest season permits.

(d)(i) The secretary shall collect a one-time fee of ten dollars for each harvest year for the issuance of the special harvest season permits.

(ii) An applicant for a timber harvest season permit shall have the option to pay a one-time fee of one hundred dollars to the secretary for each harvest year for the issuance of such permit. Notwithstanding any provision of law to the contrary, any vehicle or combination of vehicles owned or operated by a timber harvest season permittee who paid one hundred dollars for the permit shall:

(aa) Be equipped with weight scales for purposes of weight regulation.

(bb) Not be assessed a penalty for exceeding its maximum permissible axle weight, as determined by law, provided the total excess gross weight does not exceed ninety-two thousand pounds.

(cc) Not exceed fifty-five miles per hour on the public highways of this state.

(e) In addition, upon application of the owner or operator of any vehicle or combination of vehicles which has a minimum of eighteen wheels and which is engaged in the transfer of commercial and household trash, garbage, refuse waste, or recyclable waste material loaded exclusively from Department of Environmental Quality authorized pickup stations, or transfer stations, or both, and upon payment of a fee of ten dollars, the secretary shall issue a special permit authorizing the vehicle or combination of vehicles to operate on any state-maintained highway except the interstate system at a total gross weight of eighty-six thousand six hundred pounds. The permit shall be valid for one year. Except as otherwise provided in this Subparagraph, all of the provisions of this Paragraph shall apply to permits issued under the provisions of this Subparagraph and to vehicles or combinations of vehicles for which permits are issued under the provisions of this Subparagraph.

(f)(i) In addition, upon application of the owner or operator of any vehicle or combination of vehicles which has a minimum of eighteen wheels, used to transfer commercial and household trash, garbage, refuse, or recyclable waste material loaded exclusively from the Department of Environmental Quality authorized pickup stations, or transfer stations, or both, and upon payment of a fee of one thousand dollars, the secretary shall issue a special permit authorizing the vehicle or combination of vehicles to operate at the maximum axle weights provided under the Department of Transportation and Development's regulations for overweight permit loads, on any state-maintained highway except the interstate system. The permit shall be valid for one year. Except as otherwise provided in this Subparagraph, all of the provisions of this Paragraph shall apply to permits issued under the provisions of this Subparagraph and to vehicles or combinations of vehicles for which permits are issued under the provisions of this Subparagraph.

(ii) In addition, upon application of the owner or operator of any vehicle or combination of vehicles which has a minimum of eighteen wheels used to transfer bundled or bailed recyclable waste paper products and upon payment of a fee of one thousand dollars, the secretary shall issue a special permit authorizing the vehicle or combination of vehicles to operate at the maximum axle weights provided under the Department of Transportation and Development's regulations for overweight permit loads on any state-maintained highway except the interstate system. Such vehicles or the loads thereon shall not exceed a width of ten feet. The permit shall be valid for one year. Except as otherwise provided in this Subparagraph, all the provisions of this Paragraph shall apply to permits issued under the provisions of this Subparagraph and to vehicle or combinations of vehicles for which permits are issued under the provisions of this Subparagraph. The provisions of this Item shall include the equipment necessary for the loading or unloading of the load.

(g) In addition, upon application of the owner or operator of any truck fitted with a compactor body which is engaged in the collecting and hauling of solid waste including residential solid waste, agricultural waste, commercial solid waste, construction or demolition debris, garbage, industrial solid waste, trash, white goods, woodwaste, and yard trash as defined by the Department of Environmental Quality's rules and regulations, and upon payment of a fee of fifty dollars, the secretary of the Department of Transportation and Development shall issue a special permit authorizing said single vehicles with tandem axles to operate on any state-maintained highway including the interstate system at a total gross weight not to exceed sixty-eight thousand pounds provided the federal government does not raise any objections to such permitted weight limitations and the secretary shall issue a special permit authorizing said single vehicles which have tridum axles to operate on any state-maintained highway including the interstate system at a total gross weight not to exceed eighty thousand pounds provided the federal government does not raise any objection to such permitted weight limitation. The permit shall be valid for one year. Except as otherwise provided herein, all of the provisions of this Paragraph shall apply to permits issued under the provisions herein and to said trucks for which permits are issued hereunder. Nothing herein shall preempt municipal or parish ordinances regulating weight limits on municipal or parish streets or roads.

(4) The secretary may issue an annual special overwidth permit for the operation of vehicles transporting pulpwood and plywood bolts not to exceed nine feet and forest management equipment except general construction equipment such as bulldozers, draglines, and graders, not to exceed ten feet. The secretary shall collect an annual fee of ten dollars for each pulpwood, plywood bolt, or forest management equipment special permit. This Paragraph does not apply to the operation of vehicles on the interstate system.

(5) The secretary may issue a special overwidth permit for the transportation of privately owned pleasure craft together with its accompanying trailer when the width does not exceed ten feet. The permit shall be valid for a period of thirty days from the date of issuance. The secretary shall collect a fee of ten dollars for each permit issued. This permit shall not be issued to companies or individuals engaged in the business of buying, selling, or transporting pleasure craft. The permit shall not apply to the operation on the interstate system or to other highways which may be designated by the secretary. The secretary may promulgate rules and regulations in accordance with the Administrative Procedure Act as may be necessary to effectuate these provisions.

(6) The secretary may issue special permits to those vehicles transporting commodities between a port facility located outside the state of Louisiana on the Mississippi River and a manufacturing facility located within the state of Louisiana where the vehicle must enter the state via a bridge crossing the Mississippi River and transport commodities to a manufacturing facility located within the same parish as the bridge. The special permit issued shall provide for size and weight limitations and shall specify the roads or highways over which the vehicle may operate. The secretary may promulgate rules and regulations in accordance with the Administrative Procedure Act as may be necessary to effectuate the provisions of this Paragraph.

D. Neither the state nor the department shall incur any liability of any nature whatsoever to any permittee or any other person arising from the use of a special permit. Every special permit is issued upon the condition that the permittee accepts and uses it at his own risk, even though the directions and instructions of the secretary and particularly such instructions and requirements as those relating to routing, are faithfully complied with.

E.(1)(a) The secretary shall charge fees for special permits as provided in Subsection H of this Section for special permit applicants, if each permittee provides the department a surety bond or cash deposit in the minimum amount of one thousand dollars or any amount in excess thereof fixed by the secretary to guarantee payment of said account. To facilitate the use of such credit accounts, the department shall provide a sufficient number of Louisiana inbound wide area telephone service lines for use by the trucking industry.

(b) All of such special permit fees collected by the secretary shall be paid into the state treasury on or before the twenty-fifth day of each month following their collection and, in accordance with Article VII, Section 9 of the Constitution of Louisiana, shall be credited to the Bond Security and Redemption Fund. After compliance with the requirements of the Bond Security and Redemption Fund, the treasurer shall deposit an amount equal to all fees collected pursuant to special permits into the Transportation Trust Fund.

(2) The department shall keep a set of books showing from whom every dollar is received and for what purpose and to whom every dollar is paid and for what purpose. It also shall keep in its file vouchers and receipts for all monies paid out.

F. Any special permit shall be carried with the vehicle using the same and shall be available at all times for inspection by the proper authorities.

G. The secretary may adopt rules and regulations necessary to carry out the purpose of this Section relating to the issuance of special permits.

H. Special permit fees.

(1)(a) Except as provided for mobile homes in Subparagraph (b) of this Paragraph, the fee for each overwidth, overheight, or overlength permit shall be ten dollars per trip or ten dollars per operating day for trips lasting more than one calendar day provided such vehicle or combination of vehicles is not also overweight; provided, however, that the fee for trailers or semitrailers hauling loads of the same product which exceed the legal limit shall be ten dollars per operating day provided such vehicles or combination of vehicles is also not overweight. Overwidth, overheight, and overlength permits may be issued on a monthly basis for a fee of ten dollars per operating day, except equipment used in an unloaded condition by companies engaged in the business of moving buildings may obtain one permit per company per month for a fee of fifteen dollars.

(b) The permit fee for the transporting of each overwidth, overheight, or overlength mobile home shall be a total of ten dollars per permit, provided the vehicle is not overweight, and each permit shall be issued for a consecutive seventy-two hour period.

(c) Single-trip permits issued to facilitate the movement of sealed ocean containers shall not require the specific identification of the vehicle carrying the permitted container. The single-trip permit shall be issued based upon the specific container and seal number.

(2) Fees for an overweight permit shall be as set forth in the following schedules:

(a) This schedule is for three types of vehicles:

(i) Vehicles and combinations of vehicles which do not exceed the legal gross weight, but which exceed the legal axle weight on one to three single or individual axles or on tandem, tridum, or quadrum axles, including the steering axles.

(ii) Vehicles or combinations of vehicles which have two or three single or individual axles total and which exceed both their legal gross weight and legal axle weight.

(iii) Off-road equipment with two to four single or individual axles, or tandem, or tridum axles.

(ii) Notwithstanding any other provision of law to the contrary, any combination vehicle with a gross weight greater than 212,000 pounds, but not in excess of 254,000 pounds shall be authorized a maximum tandem axle weight of forty-five thousand pounds and a maximum steering axle weight of thirteen thousand pounds, provided the spread between axle groups is a minimum of twelve feet and the spread between tires in a group is a minimum of four feet.

(iii) Loads exceeding 232,001 pounds, but not greater than 254,000 pounds shall be allowed statewide movement on the Department of Transportation and Development selected and approved routes, the majority of which are interstate highways only; however, those portions of their route from the load's origin to the National Highway System and that portion from the National Highway System to its destination shall be subject to the structural evaluation provided for in this Subparagraph.

(iv) OVER 254,000 -- $15.00 permit fee, plus $0.75 per ton-mile of weight in excess of 80,000 pounds, plus a fee for structural evaluation based on the following schedule:

(aa) $187.50 -- for evaluation of treated timber, concrete slab, and precast concrete slab bridge.

(bb) $1,275.00 -- for evaluation of truss, continuous span, and movable bridges and for all Mississippi River structures.

(cc) $750.00 -- for all other structures.

(d) After compliance with the requirements of Article VII, Section 9(B) of the Constitution of Louisiana relative to the Bond Security and Redemption Fund, any revenues collected by the secretary for issuance of permits pursuant to this Paragraph in excess of twenty million dollars in a fiscal year shall be paid into the state treasury for deposit into the Construction Subfund of the Transportation Trust Fund pursuant to the requirements of Article VII, Section 27(B)(2) of the Constitution of Louisiana.

(3) A permit granted under the provisions of Paragraph (2) of this Subsection shall include the operation of vehicles or combination of vehicles having both dimensions and weights in excess of the limits imposed in Subpart A of this Part, without the payment of any fee other than that imposed in the schedules above set forth in Paragraph (2) of this Subsection.

I. All vehicles or combinations of vehicles utilizing a balance type utility trailer or a fifth-wheel type utility trailer engaged in the transportation of utility poles shall be deemed to have a special permit by operation of law and may use the public highways of this state for the transportation of utility poles by a utility, its representative, or its contractor for the normal operation of its facilities to provide service to the area it serves. Such vehicles or combinations of vehicles shall be subject to the restriction that no load consisting of such poles shall extend more than thirty-five feet past the rear of the vehicle or combination of vehicles carrying the load, and the load shall maintain a minimum clearance of one and one-half feet above the ground. These restrictions shall be deemed to be in lieu of those set forth in R.S. 32:382.

J. Notwithstanding other provisions of this Subpart or other provisions of law to the contrary, vehicles hauling prepackaged products in international trade originating from or destined to an intermodal facility, which are containerized in such a manner as to make subdivision thereof impractical, shall be authorized special container permits. For the purposes of this Subsection, the contents of a sealed container being used in international trade in conjunction with a maritime shipment shall be considered indivisible. The special container permits shall be subject to the following provisions:

(1)(a) Upon application of the owner or operator of any vehicle transporting intermodal containers, within a fifty-mile radius of a statutorily defined port or harbor district, the secretary shall issue a Class I Ocean Container Permit for the transportation of such containers with the gross vehicle weight limitation not to exceed eighty thousand pounds and the axle weight not to exceed forty thousand pounds per tandem axle group. Additionally, provided there are no objections raised by the Federal Highway Administration, any vehicle transporting intermodal containers with an open-top or flat rack with a gross vehicle weight not to exceed eighty thousand pounds and axle weight not to exceed forty thousand pounds per tandem axle group shall be eligible for the Class I Ocean Container Permit. The applicant shall indicate on the application the vehicle identification number of the vehicle for which the permit shall be issued. The annual fee for the permit shall be fifty dollars per vehicle. If the vehicle for which the permit issued is no longer usable to the owner or operator, the permit may be transferred to a replacement vehicle. However, such transfer shall be authorized only one time during the year for which the permit is in effect. All fines and penalties assessed against a vehicle hauling containerized prepackaged products in international trade for failing to provide proof to any law enforcement or weight enforcement officer that the cargo originated from or is destined to an intermodal facility shall be waived by the Department of Transportation and Development upon submission to the department of satisfactory proof that the cargo originated from or was destined to an intermodal facility.

(b) For the purposes of this permit a vehicle is deemed to be in international trade if the bill of lading contains, but is not limited to any one of the following references: a port facility, a booking number, a vessel name, a voyage number, a foreign port of discharge, or a steamship line.

(c) The provisions of this Paragraph limiting the transportation of sealed intermodal containers within a fifty-mile radius of a statutorily defined port or harbor district shall not apply to vehicles transporting such containers within a fifty-mile radius of the Interstate Ten Twin Span Bridge, until such time as the Interstate Ten Twin Span Bridge is opened to owners or operators of any vehicle transporting sealed intermodal containers.

(2)(a) Upon application of the owner or operator of any vehicle transporting sealed intermodal containers, the secretary shall issue a Class II Ocean Container Permit for the transportation of such containers with the gross vehicle weight limitation not to exceed ninety-five thousand pounds and the axle weight not to exceed twenty-two thousand pounds per axle. The applicant shall indicate on the application the vehicle identification number of the vehicle for which the permit shall be issued. The biannual fee for the permit shall be three hundred seventy-five dollars per vehicle. The secretary may establish routes for any owner or operator who receives a permit. The secretary may revoke the permit of any owner or operator that fails to adhere to the route designated by the secretary. If the vehicle for which the permit is issued is no longer usable by the owner or operator, the permit may be transferred to the replacement vehicle. However, such transfer shall be authorized only one time during the six-month period for which the permit is in effect.

(b) After compliance with the requirements of Article VII, Section 9(B) of the Constitution of Louisiana relative to the Bond Security and Redemption Fund, two hundred fifty dollars of the fee collected by the secretary for the issuance of permits pursuant to this Paragraph shall be paid into the state treasury for deposit into the Construction Subfund of the Transportation Trust Fund pursuant to the requirements of Article VII, Section 27(B)(2) of the Constitution of Louisiana.

(3) Repealed by Acts 2019, No. 301, eff. Jan. 1, 2020.

K. The secretary may promulgate rules and regulations in accordance with the Administrative Procedure Act as are necessary to enforce the provisions of this Section.

L. Notwithstanding any other provision of law to the contrary, the governor may delegate authority to the secretary to waive the requirements of the rules and regulations promulgated by the department relative to the issuance of special permits for purposes of disaster, emergency, or emergency preparedness. For the purposes of this Subsection, "disaster", "emergency", or "emergency preparedness" are defined as provided in R.S. 29:723.

The rule of thumb for the lower 48 states is that the sign or placard must be a 8 inches in height and 12 inches in width and located on both front driver and passenger doors. It must be a clear font and in contrast colors, contain the name and phone number of the company.

Louisiana Administrative Code Title 73 - WEIGHTS, MEASURES AND STANDARDS Part I - Weights and Standards Chapter 3 - Oversize and Overweight Permit Section I-303 - Types of Permits

A. Oversize Permits. These permits are for vehicles and loads which exceed the legal limitations on width, height, length, or projecting loads. The fee is $8 for a single trip if the trip lasts less than one day or $8 for a single day if the trip lasts more than one day. Oversize permits may be issued on regular permit forms (P-forms), transmitted forms (telecopies), control permit forms (C-forms), or prepaid permit forms (A-forms).

B. Overweight Permits. These permits are for vehicles and loads which exceed the legal limitations on axle weight or gross vehicle weight. They may be valid for vehicles or loads which are both oversize and overweight if the dimensions are noted on the permit. These permits are valid for a single trip; the fee is based on weight and the distance to be traveled. If a vehicle and load is both oversize and overweight, only the overweight fee is charged. Overweight permits may be issued on regular forms (P-forms), transmitted forms (telecopies), or control forms (C-forms).

C. Monthly Oversize Permits. These permits are for vehicles and loads which exceed the legal limitations on width, height, length, or projecting loads; but which do not exceed the legal weight limitations. Vehicles and loads may not be more than 12 feet wide; more than 14 feet, 4 inches high; or more than 90 feet long. Monthly oversize permits may be valid for as long as 12 months and may be issued for Monday through Friday only, Monday through Saturday only, or for every day of the week (except holidays when requested). The fee is $8 for each day that the permit is valid. These permits may be issued on regular forms (P-forms), transmitted forms (telecopies), or control forms (C-forms).

D. Forest Product Permits. These permits are for vehicles transporting plywood bolts or pulp-wood which exceeds the legal limitations on width. The permits allow a maximum width of 9 feet when the pulpwood or plywood bolts are transported across the vehicle, rather than lengthwise. They are valid for a year, but may be used only on noninterstate highways. On interstate highways oversize permits must be obtained on a daily basis. The fee is $5 a year. Vehicles with forest product permits are not prohibited from traveling during moderate weather, on Sundays after 1 p.m., or on holidays; but they are prohibited from traveling at night. Forest product permits may be issued on regular forms (P-forms), transmitted forms (telecopies), or control forms (C-forms).

E. Forest Management Equipment Permits. These permits are for forest management equipment which exceeds the legal limitations on width. These permits will allow a maximum width of 10 feet. General construction equipment (bulldozers, draglines, graders, etc.) is excluded from this permit; included are rubber-tired and tracktype skidders, tree shears, feller bunchers, tree planting equipment, log loaders, shredders, yarders, tractors, chippers, portable chippers, drum choppers, pre-haulers, and fire plows. These permits are valid for a year, but only on noninterstate highways. Oversize permits must be obtained for travel on interstate highways. The fee is $5 a year. Vehicles with forest management equipment permits are not prohibited from traveling on Sundays after 1 p.m., on holidays, or during moderate weather, but are prohibited from traveling at night. Forest management equipment permits may be issued on regular forms (P-forms), transmitted forms (telecopies), or control forms (C-forms).

F. Utility Vehicle Permits. These permits are for vehicles transporting utility poles which exceed the legal limitations on length and projecting loads. These permits will allow a maximum length of 90 feet as long as the poles are at least 2 feet above the roadway. These permits may be purchased only by utility companies, but may be used by contractors working for these companies. Utility vehicle permits are valid for 24 hours from the effective date and time of day shown on the permit. The fee is $8 for 24 hours. Once they are filled out in ink, they may be used without calling the truck permit office for activation. Vehicles with valid utility vehicle permits are not prohibited from traveling at night, during severe weather, on Sundays after 1 p.m., or on holidays. Utility vehicle permits are issued on the U-form.

G. Waste Disposal Truck Permits. These permits are for waste disposal trucks which have single axles on the rear and which exceed the legal limitations for axle weight on the rear axle. A waste disposal truck permit will allow a maximum of 23,000 pounds on the rear axle. The overweight rear axle must be equipped with dual-mounted tires, and tires on the overweight axle must have a width of 10.00 or larger. These trucks must have been in actual use in Louisiana by January 1, 1977; trucks purchased after this date do not qualify and must meet the legal limitations. Waste disposal truck permits are valid only on noninterstate highways. These vehicles must be of legal weight on interstate highways. These permits are valid for a year, and the fee is $5 a year. Vehicles with waste disposal truck permits are not prohibited from traveling at night, during moderate weather, on Sundays after 1 p.m., or on holidays. Waste disposal truck permits may be issued on regular forms (P-forms), transmitted forms (telecopies), or on control forms (C-forms).

H. Steering Axle Permits. These permits are for equipment which is primarily used off-road, which only occasionally uses the state-maintained highway system, and which exceeds the legal axle weight on the steering axle, due to its design. (Rig-up trucks may obtain a steering axle permit if their length does not exceed 45 feet and their width does not exceed 10 feet. No load may be carried by a rig-up truck with a steering axle permit, and another vehicle may not be towed by the truck). A vehicle with a steering axle permit must be equipped with tires of 10.00 width or larger. These permits are valid for a year, but only on noninterstate highways. On interstate highways overweight permits must be purchased on a single-trip basis. The fee is $15 a year. If a waste disposal truck requires both a waste disposal truck permit and a steering axle permit, only the fee for the steering axle permit shall be charged. Vehicles with valid steering axle permits are not prohibited from traveling at night, during moderate weather, on Sundays after 1 p.m., or on holidays. Steering axle permits may be issued on regular forms (P-forms), transmitted forms (telecopies), or on control forms (C-forms).

I. Harvest Season Permits 1. These permits are for vehicles which haul farm products in their natural state and which exceed the legal limitations on gross vehicle weight or axle weight. (A 500-pound variance shall be added to the permitted axle weight as long as the permitted gross vehicle weight is not exceeded.)

J. Oil Field Equipment Permits. These permits are for lowboys which are designed to transport oil field equipment and which exceed the legal length and width limitations. These permits allow a lowboy combination to have a maximum length of 70 feet and a maximum width of 10 feet. Oil field equipment permits are valid only on noninterstate highways and only when no load is being carried. Oversize or overweight permits must be obtained when the vehicle is carrying a load or when the vehicle is traveling on interstate highways. The fee is $15 for a month. Vehicles with oil field equipment permits are not prohibited from traveling on Sundays after 1 p.m., on holidays, at night, or during moderate rain. Oil field equipment permits may be issued on regular forms (P-forms), transmitted forms (telecopies), or control forms (C-forms).

K. Vehicles Hauling Sugarcane. These permits are issued annually for vehicles hauling sugarcane at a gross weight not to exceed 100,000 pounds. The vehicle and trailer combination must meet all other Louisiana legal requirements and shall have an additional single axle on the sugarcane trailer for a total of six axles for the vehicle and trailer combination. The additional axle must be equipped with dual mounted tires lowered to the ground and functioning as a load bearing axle when hauling sugarcane. The fee for these permits is $100 per permit per year. L. Special Permits for Transporting Hay 1. If there is a declaration of emergency or disaster in this state or another, for causes such as but not limited to severe and extended drought conditions, special permits may be issued by the secretary for those vehicles transporting hay. The permit fee shall be $10 and shall be valid for only as long as the emergency exists, not to exceed one year. In addition, the following restrictions shall apply. a. The total length of the vehicle and trailer shall not exceed 65 feet on non-interstate routes and the load and trailer shall not exceed 59 feet 6 inches on Interstate routes. The total weight of the vehicle and trailer shall not exceed 80,000 pounds for a 5 axle rig and 83,400 pounds for a 6 axle rig which also must include a tridum. Vehicles transporting hay bales loaded side by side across trailers shall not exceed 12 feet in width and 14 feet in height.

  • Fuel permits (IFTA)

The International Fuel Tax Agreement (IFTA) is an agreement between the US States & Canadian provinces to simplify the reporting of fuel taxes.The purpose of IFTA is to establish and maintain the concept of one fuel use license for carriers operating qualified motor vehicles interstate. An IFTA allows a taxpayer to file one tax report that covers all member jurisdictions. 

Since the International Fuel Tax Agreement (IFTA) is a base state or province fuel tax agreement, any person based in a member jurisdiction that operates one or more  qualified CMVs  (Commercial Motor Vehicles) in two or more member jurisdictions is required to license under the International Fuel Tax Agreement, or purchase temporary fuel permits for travel in any member jurisdictions.  

A  qualified motor vehicle  is classified as having the following:

  • Two axles and a gross vehicle weight or registered gross vehicle weight exceeding 26,000 pounds or 11,797 kilograms
  • Three or more axles regardless of weight 
  • A tractor and trailer with a registered weight over 26,000 pounds or 11,797 kilogram, then you will require a Fuel Permit if you do not have an IFTA Decal on your truck

A temporary Fuel Permit will be required if you fit one of these categories and do not have an IFTA Decal on your truck.

  • Trip permits (IRP)

If one of your vehicles is traveling interstate and isn’t registered under the International Registration Plan (IRP), you’ll need to order a temporary trip permit.

A  trip permit  is needed if your vehicle does not have IRP authority and is traveling out of state and any of these apply:

  • Vehicle isn’t registered under IRP
  • Vehicle has 3 or more axles
  • Vehicle has a gross vehicle or registered weight over 26,000 pounds or 11,797 kilograms
  • A two vehicle and trailer have a combined gross vehicle or registered weight over 26,000 pounds or 11,797 kilograms

What is IRP?

The International Registration Plan (IRP) is a cooperative agreement among 48 states, 10 Canadian provinces and the District of Columbia which allows a motor carrier to register a commercial vehicle for travel in all member jurisdictions by reporting activity and paying fees to the home (base) jurisdiction. IRP provides for payment of registration fees based on fleet miles traveled and vehicle characteristics. Although IRP registration fees paid to the base jurisdiction are distributed to the jurisdictions in which the fleet accrued miles, only one (1) license plate and one (1) cab card is issued for each vehicle.

Apportioned plates enable a commercial truck to travel out of state without purchasing a permit. When a registrant obtains apportioned plates, a cab card detailing the jurisdictions into which the vehicle is authorized to travel and the weight at which the vehicle can operate in each of those jurisdictions is issued. This cab card becomes the legal registration for the vehicle.

What is a Motor Carrier?

A Motor Carrier is defined in the International Registration Plan as a “person, firm, or corporation engaged in the commercial transportation of goods or persons”.

What is an Owner / Operator?

An Owner Operator is defined in the International Registration Plan is a “person, firm, or corporation leasing an apportioned vehicle with driver to a motor carrier”.

Do I Need an Apportioned Plate?

Registration under the International Registration Plan is not mandatory. It is a program for licensing commercial trucks and buses traveling in Louisiana and at least one other jurisdiction, if:

  • The commercial vehicle is used for the transportation of persons for hire or designed, used or maintained primarily for the transportation of property

AND the vehicle is a power unit having:

  • two axles and a gross vehicle weight in excess of 26,000 pounds, or
  • three or more axles, regardless of weight, or
  • a gross vehicle weight greater than 26,000 pounds in combination with a trailer

If a truck meets criteria number one and one of the criteria numbered two through four, and travels interstate in a commercial capacity, either a trip permit or an apportioned plate should be obtained.

If a vehicle has two axles and weighs less than 26,000 pounds, but engages in interstate travel, an apportioned plate may be advisable.  A good rule of thumb in this situation is: “If you make more than one stop in a state while conducting business, then you should have a trip permit or be apportioned."

What Does An Applicant Need In Selecting It's Base Jurisdiction?

(a) An Applicant may elect as its Base Jurisdiction any Member Jurisdiction (i) where the Applicant has an Established Place of Business, (ii) where the Fleet the Applicant seeks to register under the Plan accrues distance, and (iii) where Records of the Fleet are maintained or can be made available.

(b) An Applicant that does not have an Established Place of Business in any Jurisdiction may designate as a Base Jurisdiction any Member Jurisdiction (i) where the Applicant can demonstrate Residence, (ii) where the Fleet the Applicant seeks to register under the Plan accrues distance, and (iii) where Records of the Fleet are maintained or can be made available.

(c) To establish Residence in a Member Jurisdiction, an Applicant must demonstrate to the satisfaction of the Member Jurisdiction at least three of the following:

(i) if the Applicant is an individual, that his or her driver’s license is issued by that Jurisdiction, (ii) if the Applicant is a corporation, that it is incorporated or registered to conduct business as a foreign corporation in that Jurisdiction, (iii) if the Applicant is a corporation, that the principal owner is a resident of that Jurisdiction, (iv) that the Applicant’s federal income tax returns have been filed from an address in that Jurisdiction, (v) that the Applicant has paid personal income taxes to that Jurisdiction, (vi) that the Applicant has paid real estate or personal property taxes to that Jurisdiction, (vii) that the Applicant receives utility bills in that Jurisdiction in its name, ((ix) that other factors clearly evidence the Applicant’s legal Residence in that Jurisdiction.

What Is Considered an Established Place of Business?

An “established place of business” means a physical structure located in the base jurisdiction that is owned or leased by the applicant or registrant and whose street address shall be specified by the applicant of registrant.  This physical structure shall be open for business and be staffed during regular business hours by one or more persons employed by the applicant or registrant on a permanent basis (i.e., not an independent contractor) for the purpose of the general management of the applicant’s or registrant’s trucking-related business (i.e., not limited to credentialing, distance and fuel reporting, and answering telephone inquiries). The Applicant or Registrant need not have land line telephone service at the physical structure.

Records concerning the Fleet shall be maintained at this physical structure (unless such records are to be made available in accordance with the provisions of Section 1035). The Base Jurisdiction may accept information it deems pertinent to verify that an Applicant or Registrant has an Established Place of Business within the Base Jurisdiction.

Do I Need A USDOT Number?

As a PRISM state, Louisiana requires all holders of apportioned plates to be associated with a U.S. DOT number. The bar code on each cab card contains the U.S. DOT number associated with either the motor carrier responsible for safety or the registrant.

Owner operators without operating authority, who purchase their own plates, need a registrant U.S. DOT number. A registrant U.S. DOT number is for vehicle registration purposes only and does not provide the owner/operator with any type of operating authority. The registrant U.S. DOT number should not, under any circumstances, be displayed on the vehicle. An owner operator (lessor) must provide the U.S. DOT number for the motor carrier (lessee), who is responsible for the safety information.  If the motor carrier responsible for safety has filed updated MCS-150 data within the prescribed twelve-month period, only the U.S. DOT number and FEIN of the motor carrier must be provided.  Otherwise, a current copy of the MCS-150 for the owner operator and motor carrier must be filed.

Motor Carriers who have not obtained a U.S. DOT number must complete MCS-150 and MCS-150A forms to apply for a U.S. DOT Number. The IRP Unit will assist carriers in obtaining US DOT number or carriers may contact the U. S. Department of Transportation for assistance.  A Motor Carrier is required to have a U.S. DOT Number prior to operation.

The MCS-150 form must be updated annually.  This form can be updated online at ( www.fmcsa.dot.gov ).  To update the form, click on "FMCSA Registration & Updates" and follow the instructions. A MCS-150 will be included in the IRP Renewal packet.  The updated from should be returned with the completed renewal packet.

Motor carriers who transport certain hazardous materials, in interstate, intrastate and foreign commerce are required by FMCSA to have a HM Safety Permit.  A list of the hazardous materials requiring a HM Safety Permit is available online at the FMCSA website: ( www.fmcsa.dot.gov ) in the "FMCSA Registration & Updates" section.

Carriers transporting hazardous materials of the type and quantity requiring a permit must file a MCS-150B with the Federal Motor Carrier Safety Administration.  A statement that a Form MCS-150B has been filed must be submitted with your apportioned renewal application, if this form is required.  Form MCS-150B is filed in lieu of submitting the MCS-150 data. What is a Trip Permit?

A trip permit is a temporary authority document issued to allow an apportionable vehicle without an IRP apportioned registration to travel in a jurisdiction without obtaining an IRP plate. A carrier should secure a trip permit prior to entering a jurisdiction for which they are not apportioned. Trip permits for travel in Louisiana are valid for 48 hours.

What Are The Renewal Dates for IRP Plates?

With the issuance of registrations for 2011, Louisiana will stagger the expiration of apportioned license plates throughout the year for existing accounts.

New accounts opened in 2011 forward will expired 12 months from the month the account is opened.

Renewal packets are mailed out 60 days prior to expira tion.

What Does Reporting Period Mean?

“Reporting Period” means, except as provided below, the period of twelve consecutive months immediately prior to July 1 of the calendar year immediately preceding the beginning of the Registration Year for which apportioned registration is sought. If the Registration Year begins on any date in July, August, or September, the Reporting Period shall be the previous such twelve-month period. (EXAMPLE:  Registration December 2016 reporting period is July 1, 2015-June 30, 2016. Registration Sept 2016 reporting period is July 1, 2014- June 30, 2015) REFER TO THE ATTACHMENT BELOW.

What Type of Records Do I Need to Keep?

You need to keep records that reflect all activity of every apportioned vehicle, whether loaded, empty, bob-tailed or deadhead. Also keep all fuel and distance records, including the source documents from the drivers and the monthly/quarterly/annual summaries by vehicle and fleet.

How Many Years is a Carrier to Keep Records?

A Registrant shall retain the Records on which the Registrant’s application for apportioned registration is based for a period of three years following the close of the Registration year to which the application pertains, and on request, shall make such Records available for Audit.

What are the Insurance Requirements to Operate in IRP?

Commercial vehicles traveling to the US and/or Canada are required to have a minimum limit of third party liability insurance based on the commodity hauled. Currently, the only jurisdiction that requires every motor carrier regardless of base jurisdiction to have an insurance certificate to be filed is British Columbia. What Do I Need if I Lose a Plate?

If you need to replace a lost, stolen or damaged plate you can do so by submitting a supplemental application, indicating that you need a replacement plate.

How Do I Add a Vehicle to My Fleet?

Changes to an apportioned fleet are done accomplished through the submission of a supplemental application you will also need,

  • A copy of the Louisiana Registration
  • A copy of the carrier liability insurance documentation
  • Federal Form 2290, if applicable
  • A copy of the authority lease agreement, if applicable
  • A letter of explanation if the gross vehicle weight variance between jurisdiction is greater than 10%
  • If the vehicle is a wrecker, a notarized towing affidavit

After I Submit a Completed Application to the Office will I receive an invoice in the mail?

With advancements in technology now available, once the application is processed, a billing notice may be mailed, faxed or e-mailed to you which will list the fees due. Once you have verified all information shown on the billing notice as accurate, mail a copy of the billing notice and your certified funds to the address provided. Once received by the LA IRP Processing Center, new credentials will be issued and mailed or emailed.

How Much Will it Cost to Register My Fleet?

Your cost is dependent upon the jurisdictional percentages and fees where apportionment is desired and the number of vehicles in the fleet. A fleet means one or more apportioned vehicle designated by a registrant for distance reporting under the Plan. To obtain an estimate of IRP registration costs, use the IRP Fee Estimator , provided to IRP by Celtic.

What Factors are Used to Determine the Total Amount of Fees I pay?

Each year the motor carrier is asked to report the total distance per jurisdiction for a specified July – June period, indicating in which of those jurisdictions where actual distance were accrued. Depending upon your base jurisdiction, there may be additional administrative fees for plates, cab cards, etc.

How Are the Fees Calculated?

Apportioned jurisdictional percentages are multiplied by the jurisdictional fee.

To determine the apportioned percentage of any given jurisdiction, divide the distance per jurisdiction by the total fleet distance. Multiply the apportioned percentage by the respective jurisdiction’s fees to calculate the cost per vehicle.

What is UCR and Why Do I Need It?

The Unified Carrier Registration (UCR) Program is a federal law that requires individuals and companies that operate commercial motor vehicles in interstate commerce to register their business with their “base state.” You pay an annual fee based on the size of your fleet. The UCR applies to all states in the continental US. If a Canadian carrier travels in the lower 48 states, UCR is required. The UCR fees are based on the number of commercial motor vehicles you reported on your last MCS-150 form or the total number of commercial motor vehicles owned and operated for the 12 month period ending June 30 of the year immediately prior to the year for which the UCR registration is made. A “commercial motor vehicle” for the purposes of UCR is defined as a self-propelled or towed vehicle used on the highways in commerce principally to transport passengers or cargo, if the vehicle:

  • Has a gross vehicle weight rating or gross vehicle weight of at least 10,001 pounds or more, whichever is greater, or b. Is designed to transport 11 or more passengers (including the driver): or c. Is used in transporting hazardous materials in a quantity requiring placarding.

Not all US jurisdictions collect UCR fees; please check with your jurisdiction. If a jurisdiction does not participate in UCR then please register with a bordering state that is a UCR participant to avoid non-compliance.

Why Are All Jurisdictions and Provinces on my cab card when I only travel and pay for three?

Vehicles that register with the IRP are authorized to travel in all member jurisdictions using the credentials issued by their base jurisdiction. All of these member jurisdictions are automatically displayed on the cab card via FRP (Full Reciprocity Plan). This is done to greatly simplify the registration process and provide flexibility for registrants.

When am I required to File my MCS-150?

Motor carriers, hazardous material safety permit applicants/holders, and intermodal equipment providers regulated by the Federal Motor Carrier Safety Administration (FMCSA) must update their registration information every two years. Failure to comply with the biennial update requirements will result in penalties and USDOT number deactivation even if  your company has not changed its information, ceased interstate operations since the last update, or is no longer in business and did not notify FMCSA.

What are the Changes with Regard to Filing MCS-150?

The following filing schedule has been instituted by the Federal Motor Carrier Safety Administration (FMCSA):

Who is Required to File a MCS-150?

​ The FMCSA has established a safety permit program (HM Safety Permit). Effective January 1, 2005, motor carriers transporting certain hazardous materials in interstate, intrastate, and foreign commerce will be required to have the permit.  The permit program will require every motor carrier, including intrastate carriers, transporting certain hazardous materials to complete Form MCS-150B in lieu of Form MCS-150 after January 1, 2005. The MCS-150B form is available through the FMCSA website: ( http://www.safer.fmcsa.dot.gov)

What are the Penalties for Failure to Complete a Biennial Update?

Failure to complete a Biennial Update will result in deactivation of your USDOT number and may result in civil penalties of up to $1,000 per day, not to exceed $10,000.

Why is the Federal Heavy Use Tax Form 2290 required?

The form 2290 is the Federal Heavy Vehicle Use form used by US motor carriers to calculate and pay the tax due on highway motor vehicles used during a reporting period with a taxable gross weight of 55,000 pounds or more. The US states are required by federal law to verify payment of HVUT prior to registering a vehicle. All US jurisdictions have signed an agreement with the IRS to verify the payment of this tax before registration is allowed. See the IRS website for more information .
