Visitor Visa checklist: Everything you need to apply and visit Canada

A visitor visa is needed to come to Canada as a tourist, or on a quick trip to visit family, or do business for individuals of many countries.

Anyone who is not a permanent or temporary resident of Canada (those with a work or study permit) will need a visitor visa to enter the country. However, citizens of certain countries do not need a visitor visa and can instead pursue an electronic Travel Authorization (eTA). eTAs are a more streamlined form or travel authorisation available to nationals of countries that have visa-free travel agreements with Canada. What is needed to get a Canadian visitor visa?

1. Complete the needed forms

Depending on whether you are applying inside or outside of Canada, you will need to fill in different forms. Those applying outside of Canada will require:

  • Application for temporary resident visa (IMM 5257);
  • Family information form (IMM 5707);
  • Statutory declaration of common-law union (IMM 5409);
  • Use of representative (IMM 5476)—Note this is only required if you have used the services of a representative, or if you are appointing or cancelling use of a representative; and
  • Authority to release personal information to a designated individual (IMM 5475)—Note this form is only required if you authorise Immigration Refugees and Citizenship Canada (IRCC) or the Canadian Border Services Agency (CBSA) to release information from your case file to someone other than yourself (i.e.: a representative or authorised relative).

2. Collect the needed documentation

In addition to the above forms, applicants for a visitor visa will need to following documentation in support of their request:

  • Receipt of fee payment;
  • A photocopy of the information page of your passport, including: the passport number, issuance and expiry dates, and your photo, name, issue date, and place of birth;
  • Two photos meeting the requirements of the visa application photograph specifications . On the back of these two photos applicants must write their name and date of birth. If applicants are required to provide biometric fingerprints and photo they do not have to attach these photos;
  • Proof of financial support, proving that you can support yourself and any family member accompanying you while you are in Canada;
  • Photocopy of your marriage license or certificate (if relevant);
  • Letter explaining the purpose of your travel;
  • Photocopy of your current immigration status (if your country of residence differs from the country of citizenship listed on your passport, you must provide proof of legal status in your country of residence);
  • Minors travelling alone or with one parent must provide custody documents or a letter of authorisation from the other non-accompanying parent of a letter of authorisation signed by both parent or legal guardians; and
  • Any other additional documents required by the responsible visa office in your region.

Note that application forms completed online must be completed and validated with the generation of a barcode. If completed on a computer, these barcodes will be automatically attached to the immigration forms, otherwise they must be printed and placed at the top of an application if applying by paper.

How to pay required fees and prove fee payment to IRCC

There are two kinds of fees that applicants for a visitor visa may need to pay. These are application processing fees, and biometric fees. Those who do not need to provide biometrics may be exempt from the second set of fees—find out if you need to give biometrics here .

Application processing fees for visitor visas are $100 CAD per person, and $500 CAD for a family (five or more people).

Biometrics fees on the other hand are $85 CAD per person, and $170 per family (two or more people).

These fees may be subject to change and cannot be refunded regardless of the decision reached on your application. In addition, the only accepted method to pay these fees is online.

After following the given instructions and completing the process, you must wait until an official IRCC receipt is issued with a barcode. Applicants are advised to save this file and attach a copy of it to their application.

How to provide proof of financial support

There are several documents that you can use to prove that you can support yourself and any dependents that accompany you while you are visiting Canada.

Some examples include cash, certified cheque, bank draft, or money order in a large enough amount to cover all reasonable expenses incurred during your stay in Canada.

In addition, written or verbal statements (which can be verified) can also be used, provided that they satisfy an officer that sufficient financial support from friends and/or family has been arranged and can cover reasonable incurable expenses during your stay.

How to write a “purpose of travel” letter

All foreign nationals entering Canada must be able to satisfy an officer at their time of entry that they have legitimate reasons to enter and reside in Canada. In the context of a visitor visa, this can often also include proving that you (the foreign national) will leave Canada once the period of your authorised stay expires.

In some cases, visitor visa applicants may also need a letter of invitation from a Canadian citizen or permanent resident .

Applying with family members

Visitor visa applicants wishing to bring their family with them on their trip to Canada must complete an application form for each family member. All applications may be submitted together online or at the VAC where you will send your application on paper. A single receipt may also be given for all included applications.

Lastly all family members and dependents must meet all requirements for temporary residence in Canada.

Temporary resident visa and electronic travel authorization applications: Fees

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

Fees and exceptions related to temporary resident visas (TRVs) and electronic travel authorizations (eTAs).

Processing and collection of fee guidelines resulting from the fee changes (effective February 6, 2014)

TRV applicants will be asked to complete the “Application for a Temporary Resident Visa” form [ IMM 5257B ]. Application kits must include information for the traveller regarding the single- and multiple-entry visa fees and the family rate. The requestor must identify which visa is requested. If an applicant is unable to pay the fee immediately, they should be advised that an application will not be accepted without the appropriate fee.

Maximum fee

For the purposes of determining the maximum fee, subsection 1(3) and section 2 of the Immigration and Refugee Protection Regulations (IRPR) define "family member" and "dependent child" respectively.

The eTA processing fee is CAN $7 [R294.1(1)]. The fee must be paid at the time the application is completed and is required before the application can be submitted. Once the eTA is issued, the applicant will only have to pay this fee again when they need to apply for another eTA, which in most cases will not be before 5 years. There are no eTA fee exemptions.

Immigration, Refugees and Citizenship Canada (IRCC) continues to promote the issuance of long-term multiple-entry visas to facilitate entry to Canada for legitimate travellers. All applicants who are eligible will benefit and be issued a multiple-entry visa; this includes those applicants who may select a single-entry visa on their application form.

As of February 6, 2014, the issuance of a multiple-entry visa will be considered to be the standard and if an officer issues a single entry visa, the reasons are to be clearly entered in the case notes.

Please note that not all applicants will be eligible for a multiple-entry visa. The issuance of a multiple-entry visa remains at the discretion of the visa officer. A single-entry visa may be issued in cases such as the following:

  • an applicant is eligible for a fee-exemption, and the purpose of entry to Canada is limited (e.g. for an official visit by a foreign national)
  • an applicant is participating in a one-time special event in Canada (e.g. Pan-American Games)
  • country-specific procedures or guidelines are in place and approved by IRCC National Headquarters (NHQ)

A fee for a TRV will not be collected in cases where an applicant (other than members of a performing artists group) is also applying for either a study permit or a work permit at the same time and place. The fee collected will be for the processing of the study or work permit only.

A foreign national requiring an eTA who is approved for a work or study permit will be issued their eTA at the same time as their work or study permit; they will not be required to pay the CAN $7 processing fee [R294.1(2)].

Note: Foreign nationals from the eTA expansion countries will receive a TRV upon the issuance of their initial study or work permit overseas. When these same clients are issued a renewed study or work permit, they will be issued an eTA.

If the applicant is in a group of performing artists, the TRV fee must be paid in addition to the work permit group fee. (Refer to the procedures in Work permits .)

If the applicant is fee-exempt, the person processing the application will write or stamp on the IMM 5257B application “FEE EXEMPT”, with the reason for the exemption, and will enter this coding in the Computer-Assisted Immigration Processing System (CAIPS).

Please refer to the instructions on diplomatic or official TRVs for guidance on the issuance of diplomatic or official TRVs.

Paragraph R296(2)(a) provides a TRV fee exemption for diplomats and similar official representatives. Although the IRPR do not define what a “diplomat, consular officer, representative or official…” of a country is, there are several factors that can act as a guide in assessing such cases.

Diplomats and similar officials who are accredited to Canada by Global Affairs Canada (GAC) do not require visas or other travel documents, and fees are not an issue for them. However, diplomats from visa-required countries who are accredited to countries other than Canada will still require a visa to enter Canada, although they will be fee-exempt. This is true regardless of the country to which they are accredited or the reason for their travel.

Neither the passport held nor the purpose of travel is a reliable guide to the status of the individual seeking an exemption.

Many countries allow diplomats who are not accredited to retain their diplomatic documents and in some cases, diplomatic passports are issued to non-governmental individuals to facilitate their movement.

Officers abroad should be guided by normal Canadian practice in accordance with exemptions to cost recovery regulations. As the receiving country accords diplomatic status or privilege, so the receiving country also determines the courtesies to be extended, irrespective of the passport held. The normal practice would be to consult the list of individuals and officials who, in the Canadian context, would be entitled to a diplomatic or special passport and to accord the appropriate status to analogous individuals or officials, irrespective of the passport held.

Conversely, where a person would, in the Canadian context, be eligible for a diplomatic or official passport, consideration should be given to exempting the person from the cost recovery charges in accordance with paragraph R296(2)(a).

As far as fees are concerned, no distinction is made between courtesy visas and other visas. If the applicant applying for the visa does not enjoy a fee exemption, then the fees are charged at the appropriate rate, except for persons listed in subsection R296(2).

Canadian citizens abroad are the responsibility of GAC, not IRCC. A Canadian citizen who wishes to travel to Canada should be referred to the consular section if they do not have a Canadian passport. There are, however, exceptional circumstances where IRCC can facilitate the travel of a dual national by placing a facilitation visa counterfoil into the person’s passport issued by the other country where they hold citizenship. Facilitation visas should only be single entry, and fees are charged at the appropriate rate, except for persons listed in subsection R296(2).

Whether you're planning to move to Canada and want to see what it's like, visit your Canadian family or are purely interested in holidaying in the Great White North, you will likely need a Canadian visitor visa or a tourist visa to enter Canada. There are two types of tourist visas to Canada - Single entry and multiple entry visitor visas. Each of these has its own Canada tourist visa requirements.

These requirements are based on the intention of your stay, your country of origin, the length of your planned visit and links to your home country, amongst many others. To help figure out what you need to do to ensure you get your tourist visa, we've created a Canada visitor visa checklist. This way, you can ensure you don't leave anything out of your visa application. However, first, you must find out if you need a visa or just an Electronic Travel Authorization (eTA) .

Do I Need a Canada Visitor Visa (Also Known as Canada Tourist Visa) Tourist Visa to Canada?

Canada has a list of countries that are considered visa-exempt. You do not need a visitor visa if you are from one of the following countries. Instead, you will need an Electronic eTA Canada. The visa-exempt countries are as follows:

What Are the Two Types of Canada Visitor Visa?

Each Canadian tourist visa has its own expressed purpose and uses.

Multiple-entry Visa

This visa will let you enter Canada for multiple periods of up to 6 months over ten years or when your passport next expires. But, once your passport expires, you can apply for a new Canada visitor visa.

Single-entry Visa

This lets you travel to Canada only one time, but this is usually under specific circumstances such as:

  • The purpose of your entry to Canada is limited to an official visit
  • You're eligible for a fee exemption
  • You're taking part in a special Canadian event
  • It's in keeping with the approved country procedures and guidelines

Once you leave Canada, you must apply for another visa to return.

Now that you know the types of visas, let's dive into what exactly makes a visitor visa applicant eligible.

Updated Canadian Travel Requirements

While the visa types differ, the basic requirements of each visa remain essentially the same. Therefore, before you begin your application process, you must fulfill all necessary criteria via this Canada visitor visa checklist. This is as follows. You must:

  • Be in good health
  • Have a valid travel document, such as a passport
  • Have no criminal or immigration-related convictions
  • In particular, if you've been convicted of any criminal activity, human rights violations or organized crime, you will likely be rejected for any Canadian visa.
  • Have clear ties to your home country
  • Prove you will leave Canada once you're completed your visit
  • Have enough funds to cover your expenses. This amount depends on your accommodation plans and whether or not you will need to pay for your accommodation (like with a hotel or Airbnb)

What Documents Are Required For a Canada Visitor Visa?

Before you begin your visitor visa application process, you will need the following documentation:

  • Travel history (Optional)
  • Basic Itinerary (Optional)
  • Bank Statement (Optional)
  • Travel document (Optional)
  • Use of a representative form (IMM 5476) if you've used a representative
  • Authority to release personal information to a designated individual form  - IMM 5475 (Optional)
  • Family information form(IMM 5645)
  • This is particularly if you have children under 18

Documents required for minors:

Please note that minor children (children under 18 years old) will be required to have the same document as adult travellers. This is to ensure the safety of minors, and those who do not have the necessary documents will be scrutinized closely.

Minor's Travelling Alone

Children who are travelling to Canada alone will need the following documents:

  • Own Passport
  • Copy of birth certificate
  • Letter of authorization signed by both parents/legal guardians with contact information (in English or French if possible)

Minor's Travelling With One Parent or Guardian

Children who are traveling to Canada with one parent or legal guardian will require the following documents:

  • Child's passport
  • Letter of authorization signed by the parent not accompanying the child with contact details (in English or French if possible)

Parents that are Separated, Divorced, or Have Shared Custody

  • Copies of legal custody documents
  • Letter of authorization from the other parent/guardian

Parents that are Separated or Divorced and One Parent Has Sole Custody

  • Letter of authorization signed by that parent
  • Custody decree

One of the Parents is Deceased

  • Copy of death certificate

Adoptive Parents or Legal Guardian

  • Copy of guardianship/adoption papers

Minor Travelling to Canada With Anyone Other Than Parents or Legal Guardian

  • Written consent from parents or guardians to supervise the child (include contact details of parents/guardians)
  • Copy of parents' or legal guardian's signed passports or national identity cards

How do I Apply For Visitor Visa Canada?

Once you've made sure you fulfill all criteria, collected all of the required documents and ensured you have every visa application form, you can apply for visitor visa Canada online via the government website. You do this in 3 simple steps:

Step 1: Create an Account

You create an account on the government's official website . In doing this, you will submit certain details, such as your reason for going to Canada, which will help the government of Canada determine which application process you must undertake.

Step 2: Upload Your Documents

At this point, you upload all documents specified above to prove the details you stated when you created your account.

Step 3: Pay the Application Processing Fee

Like with every visa, the visitor visa has certain processing costs. They are as follows:

After You Apply

If your application is successful, you will receive your tourist visa once your application is processed. The Canada visitor visa processing time varies from country to country and whether or not you're applying from inside or outside of Canada. For example, the Canada visitor visa processing time can be approximately four months for a person applying from India.

Is Canada's Visitor Visa Currently Open?

The Canada Visitor Visa has been open for all vaccinated tourists since September 7, 2021. However, On October 1, 2022, all COVID-19 border requirements, including vaccination, use of ArriveCAN, testing and quarantine or isolation requirements, ended for all travellers entering the country.

How Can I Extend My Stay in Canada After My Visitor Visa Expires?

If you want to prolong your stay in Canada after six months, you can apply for a visitor record, giving you a new expiry date. You must apply at least 30 days before your Canadian visitor visa expires. You apply online on the Canadian government website.

What Must do if I Have COVID-19 Symptoms

You should not travel to Canada, should you have COVID-19 symptoms. If COVID-19 symptoms appear en route to Canada or as you arrive:

  • You must inform flight attendants, cruise staff or a border official as soon as you arrive
  • You'll possibly be referred to a Quarantine Officer to have your health assessed
  • Do not use public transport
  • Take a   at what COVID-19 requirements for when you test positive are for the province your province or territory you are entering.

Is a Visitor or Tourist Visa the Same as a Temporary Resident Visa?

Yes. A temporary resident visa is another name for a visitor or tourist visa. However, this is different from a Working Holiday Visa, which is predicated on you working in Canada. If this sounds like something you would be into, consider the Canadian Working Holiday visa.

If you pay the wrong fees or fees are missing, we may return your application.

Step 2: Get your payment card ready

The card you use does not have to be in your name. The cardholder’s name will appear on the receipt, but it does not need to match your application.

You can pay with a credit card, prepaid card or a debit card.

Credit cards and prepaid cards

We accept credit cards and prepaid cards from:

  • American Express ®
  • UnionPay ®

Our permanent residence fees have increased

The fees for all permanent residence applications increased on April 30, 2024. If you paid your fees before April 30, but have not yet submitted your complete application, you will need to pay the difference .

In order to pay the fees, you need a valid email address, access to a printer and a credit or Canadian debit card. After the payment is done online, print the receipt. Make sure the barcode is visible. Remember that the only method of payment is online.

The visa fee is non-refundable, under all circumstances. In case of visa rejection, the fee needs to be paid one again when reapplying. There are no exemptions in such cases. If you are a visa exempt visitor, applying for a super visa, you are not required to make any payments.

Entry requirements

This information is for people travelling on a full ‘British citizen’ passport from the UK. It is based on the UK government’s understanding of the current rules for the most common types of travel.

COVID-19 rules

There are no COVID-19 testing or vaccination requirements for travellers entering Canada.

Passport validity requirements

To enter Canada, your passport must be valid for the length of your planned stay.

If you’re travelling through another country on your way to or from Canada, check the entry requirements for that country. Many countries will only allow entry if you have at least 6 months validity remaining on your passport. 

Visa requirements

To enter or transit through Canada, most people need a visa or an Electronic Travel Authorization ( eTA ) – not both.

Check if you need a visa or an eTA online .

You do not need a visa for short visits (normally up to 6 months). You may need an eTA instead.

You do not need an eTA , if you are:

  • arriving by land and sea – you must have acceptable travel documents and ID
  • a British-Canadian dual national – you must have a valid Canadian passport

Contact the Canadian High Commission in the UK if you are unsure about visa requirements or your eligibility to enter the country, for example, if you have a criminal record or have been arrested.

Checks at border control

Canadian border officials may ask you to show a return or onward ticket and proof that you have sufficient funds to support yourself for the duration of your stay, even if you are staying with family or friends.

If you are travelling through Canada (transiting) by air, you must have an eTA or a transit visa.

You can check your eTA status online with the Canadian government . If it has been 72 hours since you applied, and you have not received confirmation of your application, complete an enquiry form .   

Travelling with children

If a child travels alone or with only one parent or legal guardian, they should carry a letter of consent from the non-travelling parents or guardians. Immigration officers have the right to question children using simple and appropriate language to see if there are any concerns about child abduction.

‘It’s very unfair’: Australia’s visa crackdown is disrupting international students and hitting university finances

Student applications and net arrivals fall as refusal rates reach a record high. The situation is set to worsen if visa fees are hiked in the upcoming budget

It took Rajesh more than 12 months to receive his visa to study in Australia.

But Rajesh – not his real name – considers himself lucky. Two of his friends who also come from India have recently had their PhD offers expire after waiting for visas for more than 10 months.

“It’s frustrating … especially considering PhD students are crucially important,” says Rajesh, who comes from the Indian state of Uttar Pradesh, considered a red flag by universities trying to weed out non-genuine applicants. “They are fully funded and highly skilled individuals who contribute significantly to our academic community.”

As part of a bid to halve net migration by 2025 , the Australian government is cracking down on non-genuine students who use student visas as a back door for work and permanent residency. The federal government has announced a series of reforms, including tougher visa conditions, stronger English-language tests and rules for education agents who bring overseas students to Australia.

The latest home affairs data shows the proportion of offshore student visa applications being refused has reached a record high, with as many as one in five students having their visas rejected in the year to March. Visas granted to Indian students fell by 48% between December 2022 and December 2023, with Nepalese visas granted falling 53% and Pakistani visas falling 55% over the same period.

The department cites an increase in incomplete applications and fraudulent documentation, contributing to both higher visa refusal rates and longer processing times. The tougher visa conditions have prompted institutions to change their policies, with some even imposing blanket bans on Indian students.

The home affairs minister, Clare O’Neil, says the federal government recognises “change is hard” but migration is “too high” and must be brought back to “sustainable levels”.

“We are working with the sector to help providers adapt, but we must restore integrity to the system to protect the sector’s international reputation,” she says.

But some say the approach is having a financial impact on institutions and disrupting the plans of genuine students who may be turned off studying in Australia altogether.

What’s going on?

The founder and president of the Pakistani Students Association of Australia, Zeeshan Malik, says many offshore students are experiencing visa refusals , while others are scared to travel back home lest their visas be cancelled on return to Australia.

While there have not been any reported cases of students having their visas cancelled on return, Malik says students feel they are being discriminated against based upon their country of origin.

“It’s very unfair,” he says. “Lots of students are struggling with mental health and other issues because of these confusing policies.”

A University of Sydney spokesperson says a “significant number” of students have been forced to defer or withdraw their applications due to visa processing delays, while others have been suspended to fulfil additional requirements.

“This has been very disruptive to highly capable young people from around the world who had paid their visa application fee and chosen to come to Australia for their studies,” the spokesperson says.

“We have moved our last date to apply for semester 2 to try to limit any such impact for future students.”

The University of Melbourne has also “faced challenges” this semester, with a number of students yet to receive their visas for the 2024 intake. A spokesperson says it has provided an extension to allow enrolled international students to start later.

Central Queensland University has gone even further, writing to education agents confirming it will no longer offer English language programs to students from India or Nepal, or enrolments to applicants over 25 or married, except for research placements.

“With many universities witnessing an increase in student visa refusals, it has been necessary for CQUniversity to proactively reconsider admissions requirements on a regular basis,” a spokesperson says.

“We have a moral obligation to ensure that prospective students have the best opportunity to successfully obtain a student visa.

“Such an outcome is not good for the student, the university, or the reputation of Australia as a global study destination.”

Why universities are imposing blanket bans

Phil Honeywood, the chief executive of the International Education Association of Australia (IEAA), says stigmatising entire nations is a “blunt instrument” that ignores the benefits of diversity.

“We’re supposed to be a welcoming, safe nation,” he says. “It’s a shame sometimes blunt policy instruments go against other government policies.”

Honeywood says universities are imposing restrictive measures on international students in the hope it will improve their risk ratings, which are used by the federal government to reduce student numbers.

The system assesses universities based upon how likely they are to recruit non-genuine students who arrive in Australia primarily to work, not study. Visas are given a risk rating between 1 and 3, and only low-risk universities on level 1 have visa applications processed quickly.

Earlier this month, the list was updated, with nine universities downgraded to a level 2 and two downgraded to a level 3.

According to Honeywood, less than 10% of international student visas are waiting to be approved at low-risk universities while universities at level 2 and 3 are facing extensive delays.

During a webinar hosted by the IEAA at the beginning of the university year, Charles Sturt University’s pro-chancellor, international, Mike Ferguson, said 40% of international students enrolled in his university – which is a level 2 – were still waiting on visa decisions in the first week of the semester.

“Speaking to my colleagues at other universities, I know many others are in similar situations,” he says.

“You’re looking at refusal rates for offshore students in most markets in the region of 50%.”

Level 3 institution Federation University has faced significant budget pressure since the migration crackdown. It recently announced plans to cut 200 ongoing positions – the equivalent of just over one in 10 staff members.

A spokesperson for the university said the announcement came in response to a 49% decline in international student numbers between 2019 and 2023, which had been exacerbated by “unexpected but necessary changes to international student visa arrangements”.

Similarly, the University of Tasmania – also at level 3 – announced last month it would sell two of its Hobart hotels intended to house international students in anticipation of declining numbers.

Private institutions have also been hit hard. According to English Australia, the national peak body for more than 100 English language colleges for international students, visa grants plummeted by 68% in December 2023 compared with the previous year.

What the future holds

The share of international students is likely to decrease further with an anticipated hike in student visa fees in the May budget, making Australia “well and truly” the most expensive country to apply for a non-refundable visa, according to Honeywood.

Honeywood says international students are facing a “blame game” as the only migration market to Australia that can feasibly be reduced.

The former immigration department deputy secretary Abul Rizvi agrees. He says while higher visa fees are likely, it will be “poor long-term policy”.

“It will mostly deter high-performing students who have options of going elsewhere,” he says. “Policy must be designed to encourage and reward providers to compete for the best students not just those who can apparently afford to pay.”

Rizvi says the cautious approach being taken by providers, coupled with the ramping up of refusal rates for offshore student applications, led to a big fall in student visa applications in February and a fall in net student arrivals in March.

“That trend will likely continue over the next few months,” he says. “But while the flow of students is slowing, the stock is still rising and is now well over a record 700,000,” he says, referring to the number of international students in Australia.

“The industry is built on continuous growth. Under the risk rating system, lower tier providers are particularly vulnerable. They are the ones complaining the most.”

To Rajesh, the decline in quality lies squarely with universities and the government.

“Students are not responsible for that,” he says. “Blaming everything on students and their respective countries is not solving the problem.”
