Tourbussen in Amsterdam die een parkeer- of halteerplek zoeken: geen gemakkelijke klus voor de chauffeurs. En de bussen zorgen ook regelmatig voor verkeersopstoppingen of gevaarlijke situaties op de weg. Het Data Lab Amsterdam vond een oplossing: de Tour Buzz app.

Alle informatie op 1 kaart

In de Tour Buzz app staat alle relevante informatie over de openbare ruimte op 1 kaart. Denk aan wegwerkzaamheden, evenementen en locaties. Plus bezetting van halteer- en parkeerplekken. Meer informatie leidt tot minder zoekverkeer, minder geluidsoverlast en een beter milieu.

De ambities: waarom?

Touringcars zijn belangrijk voor het toerisme in Amsterdam. 6% van de bezoekers aan de stad maakt gebruik van de bussen. Ze brengen echter ook problemen met zich mee, met name in de binnenstad. Het overgrote deel van de touringcars heeft zijn bestemming in de binnenstad. Daar veroorzaken ze regelmatig filevorming, verkeersveiligheidsproblemen en overlast. Voor de chauffeurs is het ook niet prettig: vaak is het lastig om een parkeerplek te zoeken of zijn er werkzaamheden waardoor ze moeten omrijden.

Door het Data Lab Amsterdam is daar nu een oplossing voor gevonden: de Tour Buzz app. Deze webapplicatie is in nauwe afstemming met chauffeurs van de touringcars gemaakt. In de app kunnen chauffeurs nu precies zien of en welke wegwerkzaamheden er zijn op de dag dat zij in Amsterdam moeten zijn. Ook krijgen ze in de app advies over de beste route en realtime info over halteer- en parkeermogelijkheden.

De aanpak: hoe en welke data?

De app is ontwikkeld op basis van de wensen van de chauffeurs. De app wordt gevuld met data van de gemeente Amsterdam. De gemeentelijke afdeling Verkeer en Openbare Ruimte verzamelt via allerlei (open) bronnen data over de fysieke ruimte. Deze data analyseren zij op bruikbaarheid voor de chauffeurs van de touringcars. Kortom, zij bekijken welke data echt relevant is voor de rijroutes en parkeermogelijkheden voor de bussen. Denk aan geplande wegwerkzaamheden, evenementen, demonstraties, tijdelijke wegversperringen en parkeerplekken. Het Data Lab Amsterdam toont deze gegevens daarna op een kaart.

De resultaten: wat en met welke impact?

De applicatie zorgt dat chauffeurs beter op de hoogte zijn van wat er speelt in de stad. Dat zorgt voor minder zoekverkeer en daardoor een afname van geluidsoverlast door de bussen. Bovendien zorgt een afname van het aantal bussen in de binnenstad voor een beter milieu. Verder vergroot de app de mogelijkheden voor de gemeentelijke organisatie om op straatniveau het rij- en parkeergedrag van de touringcars beter te reguleren én te handhaven. Dat is voor de gemeente Amsterdam een belangrijke meerwaarde.

En wat kunt u hiermee in voorbereiding op de Omgevingswet?

De Omgevingswet is formeel nog niet in werking, maar u kunt zich nu wel al voorbereiden. De data over het verkeer in de binnenstad, zoals het rij- en parkeergedrag, zijn hier een goed voorbeeld van. Met deze data heeft u namelijk concrete informatie in handen om straks een praktijkgerichte omgevingsvisie op te stellen.

Op basis van de data bent u beter in staat een integrale (samenhangende) beslissing te nemen over de fysieke inrichting van de binnenstad. Bijvoorbeeld met het oog op gezondheid, infrastructuur en milieu. Op basis van de data kunt u ook beter bepalen welke instrumenten de meeste impact hebben op het behalen van uw beleidsdoelen. Handhaving, subsidie, voorlichting of marketing.

Het slim verzamelen en gebruiken van data op het gebied van de fysieke leefomgeving kan dus nu al beginnen!
