ΕΣΠΑ 2021-2027
Η 12 η Ιουλίου 2021 αποτελεί την σημαντικότερη ημερομηνία για το ΕΣΠΑ 2021-2027, αφού αφορά την κατηγορηματική ημερομηνία υποβολής του κειμένου μέσω της πλατφόρμας SFC2021 της Ευρωπαϊκής Επιτροπής.

Το νέο ΕΣΠΑ έχει θέσει 5 απλοποιημένους στόχους προς υλοποίηση και αυτοί αφορούν:
- Την καινοτόμα και έξυπνη οικονομική μεταμόρφωση μέσω της «Εξυπνότερης Ευρώπης»
- Την άμεση ενεργειακή μετάβαση μέσω της «Πιο πράσινης Ευρώπης»
- Την καλύτερα συνδεδεμένη Ευρώπη με κύρια αναφορά στις ΤΠΕ (Τεχνολογίες της Πληροφορίας και των Επικοινωνιών)
- Εστίαση στον Πυλώνα Κοινωνικών Δικαιωμάτων
- Μια Ευρώπη κοντά στους πολίτες
Στο ΕΣΠΑ 21-27, θα παρατηρηθούν απλούστερες διαδικασίες για την πληρωμή των δαπανών, με σκοπό την καταπολέμηση της γραφειοκρατίας. Θα συμπεριληφθούν απλουστευμένες επιλογές επιλέξιμων δαπανών (SCO).
Τα χαμηλότερα όρια συγχρηματοδότησης της ΕΕ κατανέμονται ως εξής:
- 70% σε λιγότερο ανεπτυγμένες περιφέρειες, Απόκεντρες περιφέρειες, Ταμείο Συνοχής & Interreg
- 55% Περιφέρειες μετάβασης
- 40% Πιο ανεπτυγμένες περιφέρειες
Η συνολική δημόσια δαπάνη των προγραμμάτων που θα ανακοινωθούν από το ΕΣΠΑ 2021-2027, ανέρχονται σε €26,2 δις, ενώ η συνολική κοινοτική συμμετοχή σε €20,9 δις.
Παρακάτω αναφέρονται τα Τομεακά Προγράμματα με τα αντίστοιχα ποσά Δημοσίων Δαπανών:
- Πρόγραμμα «Ανταγωνιστικότητα-Επιχειρηματικότητα-Καινοτομία», με ΔΔ 4.117.370.989 €. Εστιάζει στη Βιομηχανία 4.0, τα Clusters των ΜΜΕ, την βελτίωση δεξιοτήτων των εργαζομένων & στήριξη της επιχειρηματικότητας με την χρήση μηχανισμών.
- Πρόγραμμα «Ψηφιακός Μετασχηματισμός», με ΔΔ 637.898.862 €. Εστιάζει στον ψηφιακό μετασχηματισμό δημοσίου τομέα.
- Πρόγραμμα «Περιβάλλον-Ενέργεια-Κλιματική Αλλαγή», με ΔΔ 3.769.210.516 €
- Πρόγραμμα «Υποδομές Μεταφορών»: ΔΔ 2.313.798.223 € με προτεραιότητα στις βιώσιμες επενδύσεις των υποδομών μεταφορών.
- Πρόγραμμα «Ανάπτυξη Ανθρώπινου Δυναμικού-Εκπαίδευση και Δια Βίου Μάθηση»: ΔΔ 4.410.656.859 € με προτεραιότητα εφαρμογής δράσεων κατά της φτώχειας και του κοινωνικού αποκλεισμού. Ενίσχυση δράσεων για την εκπαίδευση, την δημόσια υγεία & την επαγγελματική κατάρτιση.
- Πρόγραμμα «Πολιτική Προστασία», με ΔΔ 756.956.959 €
- Πρόγραμμα «Δίκαιη Αναπτυξιακή Μετάβαση», με ΔΔ 1.617.716.955 € για τις περιοχές της Δυτικής Μακεδονίας και Μεγαλόπολης (περιοχές απεξάρτησης από λιγνίτη).
- Πρόγραμμα «Αλιεία και Θάλασσα» με ΔΔ 468.744.879 €
- Πρόγραμμα «Τεχνική Βοήθεια» με ΔΔ 433.944.275 €
ΠΕΠ: Περιφερειακά Προγράμματα
Το 33,33% των συνολικών πόρων της νέα περιόδου, κατανέμεται σε μία προσπάθεια να καταπολεμηθεί η κρίση που υπήρξε τα προηγούμενα χρόνια, οι ενδοπεριφερειακές ανισότητες και να γίνει εκμετάλλευση του παραγωγικού δυναμικού των Περιφερειών.

Espa: strengthening the establishment & operation of new small and medium-sized tourism enterprises.
Program Dates

End Date: 27/03/2024 and Time: 15:00
The Action aims to enhance tourism entrepreneurship through the creation of new very small, small, and medium-sized enterprises in selected activity codes (KAD) of the tourism sector, encouraging the establishment of new businesses that, in addition to contributing to the growth of the Greek tourism industry's dynamism, will provide quality and reliable services and contribute to the enrichment of the tourism product, as well as to the increase in employment.
Minimum / maximum subsidized investment budget: €80,000 to €400,000.
Action Budget: €160,000,000. The Action is co-financed by the European Regional Development Fund (ERDF) of the European Union and by National Participation.
€35,200,000 for the Transition Regions: Attica and South Aegean
€124,800,000 for the Less Developed Regions: North Aegean, East Macedonia - Thrace, Central Macedonia, Epirus, Thessaly, Western Greece, Crete, Western Macedonia, Ionian Islands, Central Greece, Peloponnese.
Subsidy Rate
The subsidy rate for funding applications is uniform for all eligible expenses of investment projects and amounts to 45% of the subsidized budget.
The subsidy rate can be increased by:
+10% if the investment is made in a remote or fire-affected or earthquake-affected or flood-affected area or small islands (according to Annex X) and / or
+5% with the declaration at the time of submission of the financing application of an employment goal of at least 0.2 FTE, in the first year after the completion of the investment
Beneficiaries
Under establishment and newly established Very Small, Small and Medium Enterprises , which will operate or are operating in the Tourism sector.
- Category A. Under establishment. Businesses to be established after the date of issue of the Action's call for proposals up to and including the first disbursement of the subsidy, and which will operate exclusively in eligible KAD throughout the duration of the implementation of the investment plan and until the repayment of the investment, according to ANNEX II ELIGIBLE ACTIVITIES (KAD).
- Category B. Newly established. Enterprises that have not completed 12 months of continuous operation (12 months have not passed since the business start date with the AADE until the date of the Action's call for proposals). It is noted that they must operate exclusively in eligible KAD of the Action, which are included in ANNEX II - ELIGIBLE ACTIVITIES (KAD), at the time of submitting the financing application, throughout the duration of the implementation of the investment plan and until the repayment of the investment.
It is clarified that enterprises must have the KAD of investment before the first disbursement.
The Beneficiaries must, among other things, meet the following eligibility conditions:
- The proposed investment plan must concern at least one of the eligible KAD of ANNEX II ELIGIBLE SECTORS OF ACTIVITY (KAD), which the enterprise must have before the first disbursement of the subsidy.
- To submit a single and unique financing application per Tax Identification Number in the present Action.
- To gather at least a score of 70 during the self-assessment of the investment plan based on the criteria of Appendix III. It is noted that the submission of the financing application to the OPSKE is not permitted if the above condition is not met.
- To declare as the place/places for the implementation of the actions of the present Action exclusively in one Region of the Country and in areas where the same intensity of support applies.
- The application for funding declares the Region where the investment plan will be implemented. It is clarified that the enterprise may incur expenses at its headquarters and/or branches, provided all implementation points belong to the same region and the areas / places of implementation have the same intensity of support. Excluded are plans with a place of establishment in the Regional Unit of Mykonos and the Regional Unit of Thera, in the Municipality of Thera, except for the Municipal Community of Therasia, as detailed in Unit 2.2 REGIONS OF IMPLEMENTATION OF THE ACTION.
- To submit proof of securing the Private Participation of the proposed investment plan in a percentage of at least 60%.
The overall participation conditions of the beneficiaries are presented in detail in the Call for Proposals of the Action.
It is noted that investment projects with investment KAD "Accommodation" (KAD 55) of the Tourism Sector must follow the following conditions:
MAIN HOTEL ACCOMMODATIONS
- Classification in a category of 4**** (four stars) and above
- Capacity of Twelve (12) beds and above
- Hotel tourist accommodations within traditional buildings provided for in p.d. 33/1979
- Organized tourist campsites (camping)
NON-MAIN HOTEL ACCOMMODATIONS
- Self-catering accommodations – tourist furnished dwellings
- Minimum Number of dwellings: Three (3) Note: The total of self-catering accommodations – tourist furnished dwellings must necessarily be incorporated under the same MHTE Brand.
- Rented furnished rooms – apartments
- Classification in a category of 4 keys and above
- Minimum capacity of Twelve (12) beds
Eligible Expenses
For the formulation of the budget of investment projects to be funded in the Action, the following basic categories of eligible expenses are:
- Buildings, facilities, and surrounding space.
- Machinery – Equipment
- Digital Equipment – software and software services
Additionally, expenses are supported for:
- Certification of Quality Assurance, Environmental Management Systems according to national, harmonized, and other European and international standards,
- promotion of extroversion and internationalization,
- transport means,
- consulting services,
- indirect expenses.
The deadline for the completion of the funded investments is twenty-four (24) months from the date of issuance of the Approval Decision.
Submission & Evaluation
The financing application is compulsorily submitted electronically through the Integrated Information System for the Management of State Aids (OISMA). Financing applications in which all mandatory fields of the OISMA have not been completed will not be able to be submitted.
For the evaluation of the financing applications, the comparative evaluation will be applied.

Small and Medium-Sized Enterprises to get plenty of funding in Greece
Banks see 2023 as the year of small and medium-sized enterprises, as it is they that will benefit from the programs of the investment incentives law, the new National Strategic Reference Framework of the European Union (known in Greece as ESPA), and the Recovery and Resilience Fund, which has opened its doors to both small and medium-sized enterprises, offering low-interest loans for the part originating from the RRF, ekathimerini.com reports.
Through the Competitiveness program and the two actions for the digital and green transitions, which are expected at the end of the month, the new ESPA opens the subsidies phase together with the investment incentives chapter and will act as reinforcement in the investment initiatives of SMEs with the aim of adapting them to the new environment of the digital age and green entrepreneurship.
The financial budgets of banks for SME support are bolstered by the programs of the Hellenic Development Bank, which are already running and ensure financing on favorable terms, as well as those which are to be launched within 2023, whose total budget is estimated to reach 2 billion euros. Based on the design of the new Hellenic Development Bank programs, the cost of money will be reduced by at least 40%, while the interest rate will be subsidized for the first few years, in the case of development investment projects.

ESPA package set to be ‘unprecedented’ for Greece
Greece will table its proposals on various sectors for the new NSRF 2021-27 funding (known in Greece as ESPA) in October, but “will not rush to do so on the start date,” in order to prepare the plans as well as possible, Development and Investments Minister Adonis Georgiadis said on Thursday.
Georgiadis made the statement during a joint press conference with visiting European Commissioner for Cohesion and Reforms Elisa Ferreira at the National Gallery.
He said, “According to regulations, the first day we may table various sector plans is October 12,” and he added that they could take as long as five months to be approved after that.
“We agreed today – and I believe Ms Ferreira’s advice is right – that we will not rush to table our proposals on October 12, but allow them to mature before they go to the European services, so that their job may then be easier in terms of approval.”
Ferreira, who met among others with the prime minister as well, said that she held fruitful meetings in Greece.
She added that this is a very important and historic era for Greece and European countries in terms of what they will create in the coming years.
She also confirmed that it would be best if the proposals submitted by Greece are as complete as possible, rather than spending time in back-and-forth contacts with EU services.
Secretary General for Public Investments and NSRF Dimitris Skalkos termed the new NSRF plan a “superweapon” for Greece, with unprecedented funding in the country’s post-WWII history that must be taken advantage of the best way possible.

The new Regional Development Corporate Pact, filed and approved first, will allocate EUR 26.2 billion total resources (including EUR 20.9 billion is the Community contribution and 5.3 billion euros the national contribution) to the five European policy objectives : Innovative and intelligent economic transformation, energy transition and green and blue investment, transport infrastructure, human resources and spatial investment.
Business programs will have a 50% subsidy - 60% and will concern:

The Ministry of Tourism and Google announced their new partnership to accelerate the green and sustainable transformation of Greece's tourism industry , in the context of the Delphi Economic Forum. The cooperation includes the creation of a new training programme for small and medium-sized tourism enterprises . The program will be implemented in collaboration with the Global Sustainable Tourism Council (GSTC). At the same time, Google announced the Funding of EUR 1 million Dollars from Google.org. The aim is to support organisations that help social enterprises in Greece, with an emphasis on sustainability and ecotourism.
The transition of the Greek tourism industry to a more sustainable and environmentally friendly development model is a key priority in addressing the inevitable consequences of the climate crisis. According to new research conducted by the Institute of Tourism Research and Forecasting (FORTH) on behalf of Google and Hotel Chamber of Greece , three out of four hotel owners consider the implementation of sustainability practices critical for the future of their business . 79% express interest in obtaining sustainability certification . However, only 41% consider their level of knowledge about sustainability practices to be satisfactory .
On the basis of the above findings, the new training program of the Ministry of Tourism and Google, in collaboration with the Global Sustainable Tourism Council (GSTC), it will launch in April and will be available at no cost. Its aim is to support small and medium-sized tourism enterprises in the their path to sustainable development. Key features of the program, which is new pillar of Google's initiative «Grow Greece with Google» , is :
- effective communication by businesses of their environmental actions
- the creation of a sustainability strategy
- obtaining a sustainability certification
- the investigation of funding sources for small and medium-sized tourism enterprises
- learning best practices for water and energy saving and rational waste management
Funding of 1 million euros from Google
In addition, Google.org, which is the charitable arm of Google, offers Funding of EUR 1 million Dollars to support organizations that help social enterprises run by underrepresented communities and which focus on sustainable solutions and ecotourism in Greece. This support comes at the right time. According to a Euromonitor survey, over 70% of travellers around the world were more interested in sustainable travel options in 2021 (compared to 2020). They even stated that now they seek to continue them. Through a careful selection of projects from one or more beneficiaries, which will be announced later this year, Google.org funding will ensure that social entrepreneurs from underrepresented communities and remote areas of Greece have the opportunity to participate in the creation of effective solutions that will benefit their communities.

And truly, the options are endless. Here, we’ve searched the globe for the best of the best when it comes to new wellness experiences, from a once-in-a-lifetime retreat in the Himalayas to a practical center you can integrate into your daily routine in the heart of New York City. 1) Join The Well

Greece to Announce New Funding for SMEs in Tourism

A total of 160 million euros in funding will be allocated to eligible parties in Greece wishing to set up and operate small and medium-sized tourism enterprises after the official announcement next month.
According to reports, a new round of funding for 2023 is set to open in November for tourism sector investments from the NSRF (National Strategic Reference Framework) 2021-2027 program. Subsidized sums start at 80,000 euros and can reach 400,000 euros for eligible tourism business investments, which include the creation of hotels, campgrounds, and accommodation facilities. Funding does not apply to Mykonos or Santorini.
Eligible for funding are investment projects that concern the creation of hotel units (at least 4 stars and over 12 beds); tourist accommodation facilities inside traditional buildings; organized campgrounds (at least 3 stars and above); accommodation facilities (at least three units) or furnished vacation homes : furnished rooms for rent or apartments (at least 4 keys and above with a minimum capacity of 12 beds); tourism agencies and other tourism-related activities .

Funding can cover up to 45 percent of the approved budget, depending on the size of the business and the location of the investment, and increase by 10 percent if the investment is carried out in fire-hit areas or on small remote islands, and by 5 percent if the business employs more than two people all year round.
Eligible expenses include construction, facilities, and environment-related actions, machinery, digital equipment and software, supplies, business start-up support, advertising and outreach, technical studies, consulting services, means of transport, and indirect costs of up to 7 percent of the eligible direct costs of the investment plan.
Investment requirements include:
– investments should be exclusively in one region
– should offer specialized services in a specific listed activity (KAD)
– should hold an approved building permit
The following will not be eligible for funding:
-the purchase of a vessel of any kind
-the participation of a natural/legal person as a partner if they already have a business offering the same listed KAD activity in the same or in another region
– listed services offered cannot change
– the corporate/shareholder status of the investment project should remain the same until the completion of project and repayment of the investment
– the participation of a natural/legal person as a partner in more than one approved for funding projects is not allowed.
