Application for Student Driver’s Permit / Driver’s License / Conductor’s License (ADL)

Used to be known as the Application for Permits and Licenses (APL) form, the Application for Driver’s License (ADL) form is used by anyone who wish to apply for the following:

• Student Permit  

This refers to the authority issued to any Filipino who desires to learn to operate motor vehicles or wonare applying for a driver’s license for the first time or for the first time in many years. 

• Non-Professional Driver’s License (NPDL)

mga boss magtatanong sana ako, plano ko po kumuha ng motor pang service sa trabaho ang provlema po mtagal ang photocopy ng or/cr anu ba ang pwse kung gawin pra pwde ko na magamit pangservice yung bago kong motor na wlang problema sa checkpoints at LTO may permit to travel ba ako or update permit every week pra magamit araw2 ang bagong biling motor na wlng problema sa LTO o checkpoints..? thank you

Pag naglabas ka ng motor sa casa, bibigyan ka ng permit to travel which is usually may 7 days validity para lang maiuwi mo yung motor mo sa inyo galing casa. Thing is, hindi na ito ini-honor ng LTO. Mahigpit na sila sa NO OR/CR NO TRAVEL policy. Pag na checkpoint ka, impounded/confiscated ang bike mo with a corresponding Php 10,000 penalty na babayaran. Pag PNP/Pulis ang naka checkpoint sayo, usually lisensya lang naman ang titignan and baka madaan sa pakiusap pag nagkataong usisain din ang registration, pero pag LTO ang checkpoint yari ka.

tama si boss b79ck8h33p minsan nga wala pang permit to travel hanggang bhay kasi kayo lang din makakawawa lalo na lto...ung iba nga pag bili iniiwan muna sa casa saka iuuwi pag ok na photocopy ng or cr  

I highly suggest na hintayin mo na lang ang issuance ng OR/CR mo para maiwasan ang multa. I-follow up mo din ang dealer mo kung anong status na ng registration ng motor mo. Better na mag-commute ka muna para walang sakit ng bulsa at ulo.

No ORCR No Travel Policy, If you want na madalian mong makuha ung ORCR ikaw mismo maglakad sa LTO. tingin ko sa ibang mga branches 40 to 60days ang process ng ORCR pero hindi lahat, yung iba 1 week lang meron kana, ako that time nung wala pa akong ORCR naiddrive ko naman kaso hindi pa muna sa mga public road. the best way is to wait than to impound God bless!

What is a Student Permit?

An LTO-issued Student Permit, or student license, is an official document that allows the holder to drive a vehicle in the country in the presence of someone who is a holder of a professional or non-professional driver’s license.

The student permit is required in driving schools and allows you to learn about driving, traffic rules and regulations, and improve on your skill to get ready for passing your driving exam issued by the LTO as a requirement of the driver’s license. The student permit is valid for one year only.

Requirements and Documents for Student Permit

Before passing documents and applying for the permit near your local LTO branch, you must make sure that you meet these conditions as they are a requisite for application. Every so often, these requirements are changed by LTO.

• The applicant should be at least sixteen (16) years old for Filipino Citizens
• Should know how to read and write in Filipino and/or English
• Must be both physically and mentally fit to operate a motor vehicle
• Must not have unsettled traffic violation

There are different qualifications if the applicant is a foreigner. The applicant must be at least eighteen (18) years old and must have been in the Philippines for at least one (1) month and proof of stay for at least six (6) months.

If you meet these terms you can proceed on preparing your documents. These are what you would need for the application:

• If you are below (18) years old, submit an original copy of your parents/guardian/s consent together with a photocopy of at least one (1) of their valid IDs.
• A medical certificate given by a licensed practicing physician.
• An original and a photocopy of the applicant’s PSA-certified birth certificate. For married women, marriage contract is required
• Any government-issued ID with photo and signature
• 15-hour Theoretical Driving Course certificate of completion
• Taxpayer’s Identification Number (TIN), if employed

If the applicant is a foreigner, here are extra documents and terms required:

• Original and the photocopy of passport with the entry date of at least one (1) month.
• Visa duration should be at least one (1) year from the date of application
• If the foreigner is born in the Philippines, submit both the original and the photocopy of the PSA-certified birth certificate.

Prepare Php 2,500 for the application fee for a student’s permit. This already includes the Theoretical Driving Course (TDC) and Medical examination fees.

If you have completed this and have all your documents ready, you too are ready for processing your papers and finally get your own student permit! Just bring all the needed documents stated above and go to any LTO branch near you to finalize the application. Easy!

Tips for the LTO Student Permit 2022 application:

There’s no better time to check than now as the LTO ramps up its implementation of what it calls the “no registration, no travel” policy.

Although the agency relaxed its enforcement during the holiday festivities last year, the LTO has vowed to crack down on unregistered motorists in 2024. If you’re among them, it may be time to visit your nearest LTO office.

Who is covered by the policy?

LTO chief Vigor Mendoza II is targeting all unregistered vehicle owners with the campaign – about 24.7 million or 65% of all motor vehicle owners as of November 2023. Most of these unregistered vehicles are motorcycles, numbering 20.15 million. Another 4.01 million four-wheeled vehicles and 490,000 trucks and buses are unregistered.

The stricter enforcement of vehicle registration rules means that motorists caught with unregistered vehicles could face stiff fines that reach up to P10,000.

Aside from issues with road safety and the roadworthiness of vehicles, Mendoza said those millions of unregistered vehicles also translate to up to P37.10 billion in lost government revenues from registration fees and penalties.

While the agency urges all motorists to register their vehicles, the LTO is planning a crackdown on unregistered and “colorum” jeepneys in particular starting Thursday, February 1.

Although the timing of this campaign coincided with the previous deadline for unconsolidated jeepneys to stop plying routes, Mendoza clarified that the anti-colorum drive is not related to the government’s Public Utility Vehicle Modernization Program .

That means jeepneys that remain unconsolidated will not be arrested by LTO enforcers on the basis of being unconsolidated. However, they may be apprehended if their vehicles are not registered with the LTO or not confirmed with the Land Transportation Franchising and Regulatory Board, which handles the franchises and provisional authorities granted to jeepneys.

How do you register your vehicle?

If you’ve just newly purchased a vehicle, such as a car, your dealer will usually process the initial motor vehicle registration for you, which is valid for three years.

Motorists can also opt to process their own first-time registration. To do so, you must prepare required documents before visiting an LTO office and paying your vehicle registration fee.

Before you can fully obtain a driver’s license in the Philippines, you must first get a student permit; and yes, I understand how stressful this may be. 

Getting an LTO student permit in the Philippines today is already very different from previous years, from the prerequisites to the costs that you will have to pay before you can fully obtain an LTO student permit.

How do I get my student license 2022?

Only Filipino citizens over the age of 16 and foreign citizens over the age of 18 who have been in the Philippines for at least one month and have documentation of stay for at least six months are eligible for a student permit. 

Filipino citizens can apply for a student permit at any LTO office in their region, however foreign applicants can only apply at the LTO Central Office License Section in East Avenue, Quezon City.

To get a student license on Philippines, you must prepare the following:

• must be physically and mentally fit to drive,
• can read and write in Filipino, English or any major dialect,
• must have completed and passed the 15-hour Theoretical Driving Course (TDC),
• don’t have any unsettled traffic violation; and,
• should have an active personal e-mail address. 

How can I apply for an LTO student permit 2022?

Getting an LTO student permit in the Philippines nowadays is already a lengthy procedure, especially when compared to prior years. 

However, if you conduct thorough research and follow and prepare all of the necessary steps, you will no longer be worried. 

Having stated that, here are the steps you must take one by one in order to obtain a student permit from LTO:

• Enroll in an LTO-accredited driving school’s Theoretical Driving Course (TDC) or acquire a free TDC at an LTO Driver’s Education Center near you. 
• Fill out all of the required forms for your Student Permit application. 
• Apply for a Student Permit at the LTO Office. 
• You may now get your LTO Student Permit.

What are the requirements for an LTO student permit?

Aside from completing a 15-hour TDC, there are additional requirements you must accomplish in terms of getting an LTO student permit. 

To minimize any delays in completing your student permit application, make sure to complete all of the prerequisites before visiting the LTO office. 

• Application for Driver’s License duly completed (ADL). This may be obtained at the LTO office or downloaded from the LTO website . 
• Assess your health in an LTO-accredited clinic (this will serve as your proof of physical and mental fitness to drive). 
• One (1) photocopy of a birth certificate from the Philippine Statistics Authority (PSA) or the National Statistics Office (NSO). Bring one (1) photocopy of the Marriage Contract from PSA/NSO for married women. If you have a valid passport, you may then provide a photocopy. Please provide the originals for verification. 
• For applicants under the age of 18, provide one (1) parent/guardian consent letter permitting the applicant to get a student permit, along with one (1) original and one (1) photocopy of any valid identification.
• One (1) photocopy of any issued ID containing the applicant’s photo and signature. Bring your original ID with you for verification. 
• One (1) copy of a medical certificate from an LTO-accredited medical clinic. The licensed medical clinic also electronically transmits this certificate to LTO. 
• Certificate of completion of a 15-hour Theoretical Driving Course (TDC) from an LTO-accredited driving school or LTO Driver’s Education Center. 
• If the applicant is employed, provide a Taxpayer Identification Number (TIN).

Can I get an LTO student permit online? 

Since the COVID-19 outbreak in the Philippines, the LTO now allows you to apply for an LTO student permit online. 

Applicants can now apply for a student permit online using the LTO’s web site.

Here are the steps on how you can apply online:

• If you don’t have an account yet, go to https://portal.lto.gov.ph and select ‘Register Now.’ If you have already registered on the site, click Log In. 
• Read the Terms and Conditions, then click ‘Yes, I accept.’ Before going to the next step, encode the security code. When you’re finished, click the ‘Next’ button in the lower right corner of the page. 
• Select your registration method. Choose ‘Enroll as an Individual’ to access the registration form. 
• You’ll be asked if you already hold a driver’s license. Because you’re applying for a student permit, choose No. 
• Next, provide your personal information, such as your email address, birth date, mother’s maiden name, and contact information. 
• Check your email for a verification link and click it. Please confirm your email within 24 hours. Otherwise, your account will be terminated automatically. 
• Create a safe and strong password after verification.
• Sign in to your account with your login information. 
• On your dashboard, go to ‘Licensing’ and fill out your online application form. 
• Select the sort of service you wish to use from the service list. Select ‘Student’s License’ in this section. 
• Fill out your application form by specifying your chosen application time and LTO office. You may also use this method to submit your medical certificate and make payments.

What is the validity of the LTO student permit?

The student permit is only valid for one year after it is issued. That is, if you do not get a non-professional driver’s license before the expiration date of your student permit, you will be required to obtain a new student permit. 

If your student permit has already expired, you will be unable to complete the practical driving course. 

To prevent squandering money, always remember that before acquiring a student permit, you must already have preparations to get a non-professional driver’s license.

What is the difference between a student permit and driver’s license?

The student permit is required for all first-time drivers and is the most crucial prerequisite before obtaining a driver’s license. 

Student permits are intended to allow first-time drivers to learn and practice driving under the supervision of a certified licensed driver before applying for a driver’s license. 

Student permit holders, on the other hand, are not permitted to drive without being accompanied by a non-professional or professional driver’s license holder. 

Non-professional driver’s license holders, on the other hand, are already permitted to drive anywhere, even without the company of a professional driver’s license holder.

How much is the total cost of a student license?

Getting a student license today in the Philippines is already far more expensive compared to previous years. The overall costs of acquiring a student permit are as follows:

• Student permit fee – PHP 317.63
• Theoretical Driving Course (TDC) – PHP 1,500 
• TDC Certificate – PHP 200
• Medical Certificate – PHP 480
• Total Cost – PHP 2,497.63

Is the LTO student permit a valid ID?

According to the LTO Makati District Office, the student permit is simply a temporary permission and is not considered a legitimate identity number for transactions with government offices and banks. 

However, DFA and SSS consider the student permit as a legitimate ID as long as you present it with its official receipt; so, you must carefully keep your student permit’s official receipt from LTO.

Application Tips for the LTO Student Permit 2022

As a first-timer, we understand how stressful and nerve-racking it is to have errands like this, especially if you are alone.

Having an LTO Student Driver’s Permit is a requirement for when you’re learning how to drive. But before getting one, there are a couple of things you should know about. Here are some of them, and once you have the knowledge, we’ll also show you how to apply for the permit. Let’s begin.

Why do I need to have an LTO Student Driver’s Permit?

Learning to drive a car means you have to be in the driver’s seat yourself. Before you do, you must have a Student’s Permit, especially if you’re enrolling in a driving school, where a student’s license is actually a requirement.

According to LTO’s official website, a student driver’s license is also required if you’re applying for a non-professional license for the first time unless you have an expired foreign driver’s license.

Can I drive alone if I have a student’s permit?

No. The law requires a student’s permit holder to be accompanied by a licensed driver while in the driving seat. If you’re caught driving on your own, you’d be fined an amount of Php500.

Student’s permit vs. Professional/Non-Professional driver’s license: What’s the difference?

A student’s permit has tons of limitations. As the name suggests, it can only be used if you’re learning how to drive. This means you must have a professional driver with you in the passenger seat while on the road.

Once past the student phase, you can now apply for a non-professional driver’s license, which allows you to drive commercial sedans, hatchbacks, and other private cars that are less than 4,500kg. Meanwhile, a professional driver’s license is for those who are driving heavier vehicles like trucks, buses, public utility vehicles, and others.

Am I qualified to get a Student Permit from LTO?

To be qualified to get an LTO Student Permit, you must be:

• A Filipino ctizen that’s 16 years old and above
• Or a foreign citizen that’s at least 18 years old and above and must been in the Philippines for at least one month with proof of stay for at least half a year
• Can read and write Filipino or English
• Physically and mentally fit
• Must not have unsettled traffic violation

What are the requirements for LTO Student Permit?

• Completed Application for Driver’s License (ADL)
• Presentation of original birth certificate
• Submission of one photocopy of birth certificate and marriage contract (for married women) that’s been authenticated by the Philippine Statistics Authority (PSA) or a valid passport
• For applicants below 18 years old: Guardian’s consent with original and photocopy of one government-issued ID with the guardian’s photo and signature
• Presentation of the applicant’s original and submission of one photocopy of any issued ID with photo and signature
• Presentation of a copy of the medical certificate. The copy will be sent by the accredited medical clinic directly to LTO’s system.
• For foreigners: presentation of the original and submission of one photocopy of passport witn entry date of at least one month and a visa duration of six months from date of application. If born in the Philippines: a presentation of the original and submission of one photocopy of birth certificate duly authenticated by the PSA.
• Certificate for the completion of the 15-hour Theoretical driving Courde (TDC) from LTO-accredited driving schools or from LTO Driver’s Education centers.
• TIN number if employed

How to apply for LTO Student permit

Step 1: Download and fill up the application form that you can get from the LTO website. Also, acquire all the requirements listed above.

Step 2: Go to your nearest LTO licensing center or extension office. Go to the customer service window for a priority number.

Step 3: Once your number is called out, present the application form and all the requirements. A representative will check if everything is complete, and will then transfer them to the evaluator. If everything is clear, your application will be encoded to the LTO system and will then be transferred to the approving officer. You should also be asked to read and decide the Driver’s Road Safety Pledge.

Step 4: Once approved, you can now proceed to have your photo and signature taken.

Step 5: Proceed to the cashier and pay all the required fees.

Step 6: Claim your student permit card by going to the releasing counter and presenting your receipt. They will also issue an LTO driving exam reviewer that you can use when applying for the actual driver’s license.

How long is the Student’s Permit valid?

An LTO Student’s Permit is valid for one (1) year since its issuance date. That should give you enough time to learn theoretical and practical driving, road rules and signs, etc. Bear in mind that the permit cannot be revised, modified, or renewed once issued.

Can I use my Student’s Permit as valid ID?

Technically, it’s only a temporary permit valid for 1 year, hence it cannot be used as a valid ID. However, there are government agencies like the SSS and DFA that accept a student permit as a valid ID.

To be sure, check with the entity you’re transacting with if they accept a student’s permit as a valid ID.

Can I renew my LTO Student Driver’s Permit?

No. Instead of renewing, you’re allowed to get a new student permit by repeating the process.

Do I still have to get a TDC certificate even if I already know how to drive?

Yes. The LTO is pretty firm about this rule. One of the requirements when applying for a student permit is a TDC certificate, which you can only acquire when you pass the theoretical driving course.

What age is allowed to apply for LTO student permit?

Filipinos as young as 16 years old can apply for a student driving permit.

Can I apply for an LTO Student Permit if I’m a minor without a valid ID?

Since January 22, 2022, DHS has required non-U.S. individuals seeking to enter the United States via land ports of entry and ferry terminals at the U.S.-Mexico and U.S.-Canada borders to be fully vaccinated for COVID-19 and provide proof of vaccination upon request.  On April 21, 2022, DHS announced that it would extend these requirements. In determining whether and when to rescind this order, DHS anticipates that it will take account of whether the vaccination requirement for non-U.S. air travelers remains in place.

These requirements apply to non-U.S. individuals who are traveling for essential or non-essential reasons. They do not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.

Effective November 8, 2021, new air travel requirements applied to many noncitizens who are visiting the United States temporarily. These travelers are also required to show proof of COVID-19 vaccination. All air travelers, including U.S. persons, must test negative for COVID-19 prior to departure. Limited exceptions apply. See  CDC guidance  for more details regarding air travel requirements.

Entering the U.S. Through a Land Port of Entry or Ferry Terminal

Q. what are the requirements for travelers entering the united states through land poes.

A:  Before embarking on a trip to the United States, non-U.S. travelers should be prepared for the following:

• Possess proof of an approved COVID-19 vaccination as outlined on the  CDC  website.
• During border inspection, verbally attest to their COVID-19 vaccination status. 
• Bring a  Western Hemisphere Travel Initiative  compliant border crossing document, such as a valid passport (and visa if required), Trusted Traveler Program card, a Department of State-issued Border Crossing Card, Enhanced Driver’s License or Enhanced Tribal Card when entering the country. Travelers (including U.S. citizens) should be prepared to present the WHTI-compliant document and any other documents requested by the CBP officer.

 Q. What are the requirements to enter the United States for children under the age of 18 who can't be vaccinated?

A:  Children under 18 years of age are excepted from the vaccination requirement at land and ferry POEs.

Q: Which vaccines/combination of vaccines will be accepted?

A:  Per CDC guidelines, all Food and Drug Administration (FDA) approved and authorized vaccines, as well as all vaccines that have an Emergency Use Listing (EUL) from the World Health Organization (WHO), will be accepted.

Q. Is the United States requiring travelers to have a booster dose to be considered fully vaccinated for border entry purposes?

A:  No. The CDC guidance for “full vaccination” can be found here.

Q: Do U.S. citizens or lawful permanent residents need proof of vaccination to return to the United States via land POEs and ferry terminals?

A:  No. Vaccination requirements do not apply to U.S. citizens, U.S. nationals, or Lawful Permanent Residents (LPRs). Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation.

Q: Is pre- or at-arrival COVID testing required to enter the United States via land POEs or ferry terminals?

A: No, there is no COVID testing requirement to enter the United States via land POE or ferry terminals. In this respect, the requirement for entering by a land POE or ferry terminal differs from arrival via air, where there is a requirement to have a negative test result before departure.

Processing Changes Announced on January 22, 2022

A:  Since January 22, 2022, non-citizens who are not U.S. nationals or Lawful Permanent Residents have been required to be vaccinated against COVID-19 to enter the United States at land ports of entry and ferry terminals, whether for essential or nonessential purposes. Previously, DHS required that non-U.S. persons be vaccinated against COVID-19 to enter the United States for nonessential purposes.  Effective January 22, all non-U.S. individuals, to include essential travelers, must be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request. DHS announced an extension of this policy on April 21, 2022.

Q: Who is affected by the changes announced on January 22?

A: This requirement does not apply to U.S. citizens, U.S. nationals, or U.S. Lawful Permanent Residents. It applies to other noncitizens, such as a citizen of Mexico, Canada, or any other country seeking to enter the United States through a land port of entry or ferry terminal.

Q: Do U.S. citizens need proof of vaccination to return to the United States via land port of entry or ferry terminals?

A: Vaccination requirements do not apply to U.S. Citizens, U.S. nationals or U.S. Lawful Permanent Residents. Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation. 

Q: What is essential travel?

A:  Under the prior policy, there was an exception from temporary travel restrictions for “essential travel.” Essential travel included travel to attend educational institutions, travel to work in the United States, travel for emergency response and public health purposes, and travel for lawful cross-border trade (e.g., commercial truckers). Under current policy, there is no exception for essential travel.

Q: Will there be any exemptions? 

A: While most non-U.S. individuals seeking to enter the United States will need to be vaccinated, there is a narrow list of exemptions consistent with the Centers for Disease Control and Prevention (CDC) Order in the air travel context.

• Certain categories of individuals on diplomatic or official foreign government travel as specified in the CDC Order
• Children under 18 years of age;
• Certain participants in certain COVID-19 vaccine trials as specified in the CDC Order;   
• Individuals with medical contraindications to receiving a COVID-19 vaccine as specified in the CDC Order;
• Individuals issued a humanitarian or emergency exception by the Secretary of Homeland Security;
• Individuals with valid nonimmigrant visas (excluding B-1 [business] or B-2 [tourism] visas) who are citizens of a country with limited COVID-19 vaccine availability, as specified in the CDC Order
• Members of the U.S. Armed Forces or their spouses or children (under 18 years of age) as specified in the CDC Order; and
• Individuals whose entry would be in the U.S. national interest, as determined by the Secretary of Homeland Security.

Q: What documentation will be required to show vaccination status?

A:  Non-U.S. individuals are required to be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request regardless of the purpose of travel.

The current documentation requirement remains the same and is available on the CDC website . Documentation requirements for entry at land ports of entry and ferry terminals mirror those for entry by air.

Q: What happens if someone doesn’t have proof of vaccine status?

A: If non-U.S. individuals cannot present proof of vaccination upon request, they will not be admitted into the United States and will either be subject to removal or be allowed to withdraw their application for entry.

Q: Will incoming travelers be required to present COVID-19 test results?

A: There is no COVID-19 testing requirement for travelers at land border ports of entry, including ferry terminals.

Q: What does this mean for those who can't be vaccinated, either due to age or other health considerations?

What is the Meaning and Purpose of LTO?

The Land Transportation Office (LTO) is a government body within the Department of Transportation in charge of all land transportation in the Philippines. The LTO’s tasks include motor vehicle inspection and registration, license and permit issuance, enforcement of land transportation laws and regulations, and traffic adjudication.

Its primary goal is to simplify land transportation services and facilities while efficiently applying complex transportation laws, rules, and regulations. Brief History

The concept of a land transportation system began in the Philippines when our predecessors invented the use of animals as a form of transport for transferring people and commodities from one place to another. Despite the fact that their forms of land travel were not as complex as current cars and the roads were not as well constructed as they are now, early Filipinos followed some mobility rules. These rules were as simple and informal as defining which animals might be used for various reasons, but they demonstrated that our predecessors recognized the importance of managing the transportation system.

As early as 1910, there were few motor automobiles on public roads in Manila and its adjacent areas.

Better modes of transportation were developed and implemented across the country. Filipinos learnt to drive automobiles, trucks, jeeps, and other vehicles over time. Modes of transportation evolved and got more powerful, while land movement restrictions became more formal and sophisticated.

Legislative Act No. 2159 was passed on February 6, 1912, to administer motor vehicles in the Philippine Islands and to provide for operator license and regulation. This was the legislature’s first explicit law covering land transportation. This act established an Automobile Section within the Bureau of Public Works’ Administrative Division. The Section is in charge of motor vehicles and driver services.

Legislative Acts 2389, 2556, 2587, 2639, and 2925 revised Legislative Act 2159. Act No. 3045 was passed in 1922, and it gathered and incorporated all motor vehicle rules. Within the Bureau of Public Works, the Automobile Section was raised to the Automobile Division.

Act No. 3992, also known as “The Revised Motor Vehicle Law,” was enacted on January 1, 1933, to amend Act No. 3045.

The Automobile Division has been replaced by the Motor Vehicle Division.

The Division’s Chief was the Superintendent of the Motor Vehicles Division.

The DPWH issued Administrative Regulation No. 1 on June 5, 1961, transferring the job of collecting registration fees from municipal treasurers to the several MVO vehicle bureaus.

R.A. 4136, often known as the “Land Transportation and Traffic Code,” was signed into law on June 20, 1964, eliminating the Motor Vehicle Office and establishing the Land Transportation Commission.

Similarly, Act No. 3992 was effectively repealed by this legislation. The Land Transportation Commission is in charge of “governing motor vehicle registration and operation, as well as the licensing of owners, dealers, conductors, and drivers, to the extent relevant.” The Land Transportation Commission created regional offices across the country to adequately carry out its duty.

Executive Order 546 was issued on July 23, 1979, establishing the Ministry of Transportation and Communications (MOTC).

This marked a reorganization.

The Land Transportation Commission was renamed the Bureau of Land Transportation and merged with the MOTC.

On June 2, 1980, Batas Pambansa Bilang 43 was passed, amending Section 17 of RA 4136 to provide permanent number plates to owners of motor vehicles and trailers.

On March 20, 1985, Executive Order 1011 went into effect.

This Executive Order abolished the Board of Transportation and the Bureau of Land Transportation, establishing the Land Transportation Commission.

The rights, functions, and responsibilities of the previous BLT and BOT were transferred to the Land Transportation Commission (LTC), which is led by a Chairman and assisted by four Commissioners.

The LTC was in charge of motor vehicle registration, driver and conductor licensing, public utility vehicle franchising, traffic law and regulation enforcement, and traffic violation adjudication. The Land Transportation Commission was dissolved on January 30, 1987, and two offices were established: the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB). The LTO assumed the functions of the former BLT, while the LTFRB assumed those of the former BOT. Similarly, the MOTC was renamed DOTC.

All of these revisions became effective with the publication of Executive Order No. 125, which was later amended by Executive Orders No. 125-A on April 13, 1987, and E.O. 226 on July 25, 1987. Despite multiple name changes and reorganizations, the Office’s critical functions on the land transportation system have not changed. Its mission is to promote land travel safety and comfort constantly. When Executive Orders 125, 125-A, and 226 were adopted, there were thirteen (13) LTO zones. More regions evolved throughout time, including CAR, CARAGA, and MIMAROPA. CAR and CARAGA are part of the DOTC. However, they report to the LTO Central Office on motor vehicle registration, driver license issuance, land transportation legislation and regulatory enforcement.

Functions and Responsibilities

The LTO has a four-fold mission:

1. To register motor vehicles and issue corresponding license plates – The LTO is the agency that handles the registration and renewals of motor vehicles. It can register new vehicles, such as imported cars, light electric vehicles, and three-wheelers. Some various procedures and requirements must be followed to be fully registered in each category.

Those who wish to renew their registration must submit all of the necessary documents and follow the procedures in order to be fully registered. The LTO also handles other transactions, such as those involving the change of registration certificate.

2. To administer the drivers’ licensing program, including the examination of applicants for driver’s licenses – The LTO is responsible for the regulation and issuance of driver’s licenses. It can also issue licenses to foreigners and citizens depending on the requirements. Aside from being able to issue licenses, the LTO also provides a non-professional driver’s license that allows individuals to drive vehicles that are restricted by restriction codes.

The LTO issues a Certificate of Stock Reported (CSR), which shows that the manufacturer, importer, or assembler of a motor vehicle has already reported the stock to the MAIDRS. It also requires sales reports to confirm that the reported stock has already been sold to the end users.

The agency’s sales reports contain various details about the transactions, such as stock transfers and regular sales. Land Transportation Office Infrastructure and Information System (LTO-IIS) Project

In 2012, the LTO and the Department of Transportation launched a project aimed at improving the efficiency of the agency by implementing an information and communication system. The system will allow the LTO to enhance its performance and deliver better services to the public.

The project, known as the LTO-IIS, involves building an information technology network for the LTO. This network will allow the agency to automate and improve its processes and services by developing a database information system. It will also allow it to connect its various offices across the country. The system is designed to handle various transactions, such as the registration of motor vehicles and the renewal of driver’s licenses.

The goal of the project is to make it easier for authorities to access the relevant information related to the registration of motor vehicles. It also addresses issues related to the use of third-party providers, such as vehicle registration data.

5-year Validity of Drivers’ Licenses

On August 29, 2017, the LTO started to issue five-year driver’s licenses. In October 2016, applications for renewal and new licenses were accepted. However, due to the issues with the contracts of the printers, the cards were not able to be printed for almost a year. A backlog of around 3.6 million licenses was created.

On August 2, 2017, President Rodrigo Duterte signed Republic Act 10930, which revised Section 23 of the Land Transportation Code and Traffic Code. It extends the validity of the drivers’ licenses by one year. The law provides that except for student permits, all licenses will be valid for five years from the date of the licensee’s birthdate.

The LTO noted that certain professional and non-professional drivers can still get a 10-year license if they do not commit violations during the five-year period. These individuals can still renew their licenses subject to the restrictions imposed by the agency.

Aside from the law’s amendments, the LTO also introduced new security features and improved the quality of the driver’s licenses. The old plastic cards, which were made from PVC and thermoformed, lacked certain features. These new cards are made from polycarbonate, which is more durable and laser engraved.

Arthur Tugade, the Transportation Secretary, and Edgar Galvante, the LTO’s chief assistant secretary, led the rollout of the new legislation.

License & Permit Services :

Student Permit – A student license, also known as a permit, is a legal document that allows individuals to drive a car or motorcycle on Philippine roads if a non-professional driver’s license holder accompanies them. This document can only be used for a year from its date. Aside from learning the rules of the road, students also need to take the LTO driving tests to get their license.

New Driver’s License (Non-Professional) – Non-professional drivers are allowed to operate private vehicles. On the other hand, those who have a professional license are authorized to drive for a living. This includes drivers of public utility vehicles such as taxis, buses, jeepneys, and tricycles.

Conductor’s License – A conductor’s license is a type of permit or license that’s only issued to bus conductors. This is done through the Land Transportation Office.

Plain or Advance Renewal of Driver’s/Conductor’s License and Renewal of Driver’s License of Filipino Living Abroad – The LTO’s guidelines allow advance driver’s license holders to renew their documents before they expire. However, they must not be renewed more than 60 days from their birthdate.

Vehicle Registration Services:

Initial Registration of Motor Vehicle (MV) – The LTO finds that there are a lot of people who have purchased brand-new motorcycles, cars, trucks and other motor vehicles but failed to register them. Initial registration is the first step in acquiring one’s personal vehicle. This process can be done at the LTO’s office or through a motor vehicle dealer. The LTO requires valid documents such as proof of ownership and proof of payment for the road tax. The registration fee is also required. Once these are verified, motorists will be issued a Certificate of Registration (CR). This document serves as evidence that one has successfully registered their vehicle in the Philippines.

Renewal of Motor Vehicle (MV) Registration – A vehicle registration may be renewed in the Philippines. The LTO is tasked with this process, which is done through their offices or through a motor vehicle dealer. A renewal fee will be charged, as well as any applicable taxes and duties that have accrued since the previous registration expired.

Storage of Motor Vehicle – The LTO may issue a Certificate of Storage (CS), which allows motorists to store their vehicle while they are not using it. Request for Motor Vehicle Verification – This request is used to ascertain whether the vehicle has been registered or not, and if so, the status of its registration (e.g., valid, expired). This document can be used by people who are buying vehicles from private sellers and those who have bought cars that need to be registered with LTO.

Motor Vehicle Inspection – The LTO issues a motor vehicle inspection report, which contains information about the vehicle’s condition and history at the time of the inspection. After the report has been approved and submitted, it can be used to proceed with the registration process.

This is required of both new and used vehicles that are being registered for the first time. The inspection report should be issued by a licensed mechanic and certified as valid by LTO before it can be presented to an LTO office for registration.

• Enroll a Theoretical Driving Course (TDC) from an LTO-accredited driving school or get a free TDC from LTO Driver's Education Center near you.
• Complete all the needed requirements for your Student Permit application.
• Go to the LTO Office to apply for Student Permit.
• Get you LTO Student Permit.

What are the Qualifications to Apply for Student Permit?

• Applicant must be a Filipino citizen sixteen (16) years of age and above.
• He/She must be physically and mentally fit.
• Applicant should be literate. Must be able to read and write in Filipino or English.
• Must not have unsettled traffic violation.
• Applicant have completed and passed the 15-hour Theoretical Driving Course (TDC).
• If the applicant is a foreigner, he/she should be least eighteen (18) years old and must have been in the Philippines for at least one (1) month and proof of stay for at least six (6) months.
• Must have an email address.

Student permit requirements checklist.

• Duly accomplished Application for Driver's License (ADL) . You can get this at the LTO office or you may download the form from the LTO website .
• One (1) photocopy of Birth Certificate from Philippine Statistics Authority (PSA) or NSO. For married women, bring also one (1) photocopy of Marriage Contract from PSA/NSO. If you have a Valid Passport , you may submit a photocopy instead. Bring the original copies for verification.
• For applicants below 18 years of age, submit one (1) parent's/guardian's consent letter authorizing the applicant to secure a student permit with presentation of one (1) original and submission of one (1) photocopy of any valid government issued ID of the parent/guardian. ID should have photo and signature.
• One (1) photocopy of any issued ID with photo and signature of the applicant. Bring the original ID for verification.
• Presentation of one (1) copy of the medical certificate from an LTO-accredited medical clinic. This certificate is also electronically transmitted to LTO by the accredited medical clinic.
• 15-hour Theoretical Driving Course (TDC) certificate from an LTO-accredited driving school or from LTO Driver's Education Centers. Click here to watch my video on how to enroll for TDC .
• Taxpayer's Identification Number (TIN), if the applicant is employed.

Requirements for Renewal of Student Driver's Permit

• Duly accomplished Application for Permits and License (APL) e-Form.
• Presentation of the Student Driver's Permit.
• Electronically transmitted medical certificate from LTO accredited medical clinic. Submission of one (1) photocopy and presentation of original medical certificate.
• For holders of Student Permit issued before August 3, 2020, presentation of original and submission of one (1) photocopy of Certificate of Completion of the 15-hour Theoretical Driving Course (Electronically transmitted to LTO by the accredited driving school / LTO DEC / LTO Accredited TESDA Training Center).

Step-by-step Procedure in Getting an LTO Student Permit

• Go to the nearest LTO Office.
• Look for step 1 window for the verification, checking and submission of requirements.
• You will then be asked to read/recite the Driver’s Road Safety Pledge.
• Sit down and wait for your name to be called.
• When your name is called, proceed to the window for biometrics. Here, they take a photo of you and get your signature.
• After the biometrics, proceed to the cashier for the payment of fees. You will pay ₱317.63 pesos for the Student Permit.
• After payment, Student Permit and Official Receipt will be issued.

How much does it cost to get a Student Permit? (LTO Fees and Other Expenses)

• TDC - ₱1,500
• TDC Certificate - ₱200
• Medical Certificate - ₱480
• Student Permit - ₱317.63
• TOTAL - ₱2,497.63

Lto student permit validity.

• The Student Permit shall be valid for one (1) year from the date of its issuance. After one (1) year, it cannot be used for purposes of the practical driving course. However, it can be used to apply for Non-Professional Driver's License if the practical driving course has been completed within the one (1) year validity period.
• After two (2) years from the date of issuance of Student Permit, the holder shall be required to acquire a new student permit bearing the same Student Permit number and undergo the required apprenticeship period reckoned from the date of issuance of the new Student Permit. All records of training courses shall be retained.
• Student Permit may be renewed on or before the expiry date if the holder is not ready to apply for the Non-Professional Drivers License. Except for settlement of penalties due to traffic violations, only the basic fee shall be collected for the renewal of Student Permit after the expiry date.

Tips and Reminders in Getting a Student Permit

• Get your Theoretical Driving Course (TDC) and TDC Certificate only from LTO-accredited driving schools. You may watch my video on how to take TDC and how to get a TDC Certificate
• If you want to save on expenses, there are select few LTO Driver's Education Centers that offer Theoretical Driving Course (TDC) for free. Inquire at the LTO Office near your place if they offer TDC for free.
• Make sure that you already have all the requirements before going to the LTO Office to avoid delays.
• There are LTO Offices inside shopping malls that process Student Permit application. For me, this is a better option when applying for Student Permit because they are inside the mall.
• Based on my experience, there are less applicants in the afternoon.
• Dress appropriately, there are LTO Offices that don't allow applicants wearing short pants.
• If you are wearing eyeglasses, bring it when getting the medical certificate and during application.
• A Student Permit is given for you to learn how to drive. It is not a driver's license, don't call it Student License and you should not use it in driving without the supervision of a Professional Driver's License holder.
• After getting your student permit, you can now enroll for Practical Driving Course (PDC), also at any LTO-accredited driving school. They will be the one to issue a PDC Certificate for you to get a Non-Professional Driver's License.
• Student Permit is valid for one (1) year.
• You may apply for a Non-Professional Driver's License after 1 month and 1 day upon issuance of your Student Permit.

Hello, sabi po ng police nung sa pagtuturo niya na hindi daw po kailangan na professional driver ang kasama kapag student permit pa ang hawak kapag magdadrive. Mali daw po yun, dapat po e "DULY LICENSED DRIVER", hindi daw po dapat prof lang. Kahit non-prof ay pwede na po yun na maging kasama. Kung private vehicle lang naman po ang mamanihuin. Can you drive your brand new car without an or/cr.

The answer is simple but there are certain things you need to keep tabs on.

The Official Receipt (OR) and Certificate of Registration (CR) are two of the most important documents you need to have for your vehicle. These documents show that you not only own the car but its registration is up to date. However, what happens when you buy a brand new vehicle and your OR/CR isn’t ready yet? Don’t worry as we have prepared a quick guide to help you understand how the process works and if you can drive your brand new vehicle without these required documents.

Can you drive your brand new vehicle without an OR/CR?

The answer to this question is yes you can, but only for a week and with a specific document. The document that actually lets you drive your brand new vehicle without the OR/CR is the Sales Invoice. It is important to note that this must match the conduction sticker of your vehicle in order to be valid. This document also lets you drive your vehicle on public roads for up to  7 days prior to your Certificate of Registration and Official Receipt being issued to you. However, take this with a grain of salt because if the dealership does not give you your CR within 7-days you will not legally be allowed to drive your vehicle. This will still let your drive your brand new car despite the "No Registration No Travel policy" provided that you have a temporary plate on the vehicle that reflects your conduction sticker. It will serve as a temporary form of identification for your vehicle during the 7-day period. 

What if they don’t give you your OR/CR within 7-days?

In the event that the dealership does not give you the Certificate of Registration and Official Receipt within 7-days, there may be a violation of the terms of the sale, and the seller/dealer may be violating the Consumer Protection Act for employing unfair or unconscionable sales acts or practices. You may then file a proper complaint with the Department of Trade and Industry to further investigate the matter. Through this process, it will also resolve the dispute between you and the car dealership that sold you the vehicle. 

Always keep in touch with your car dealership

In order to avoid situations in which OR/CR is delayed, it is best to always keep in touch with your car dealership. Through this, you can easily keep tabs on the status of your vehicle's registration and how the procurement of the needed documents are going. The dealership can also inform you immediately if there are any delays in the process and what actions you or they need to take in order to expedite the process. 

What about the "No Registration No Travel policy" of the LTO?

The "No Registration No Travel Policy" of the Land Transporation Office states that all motor vehicles used or operated on any public road or highway in the Philippines must be registered with the office. It is important to note that every vehicle sold is legally required to come with a conduction sticker, during your 7-day grace period this will act as your temporary form of identification for the vehicle as it is tied to the documents of the purchase of your vehicle until your OR/CR is given to you by the dealership. Another thing to take note of is that the LTO has also stopped apprehending new vehicles traveling without a license plate due to a shortage of supply. This means that as long as your car reflects your conduction sticker as its temporary plate then you can use it on the road within the 7-day time frame. What the LTO is after with the No Registration No Travel policy is to catch those who do not have the proper form of identification for their vehicles. As you have a sales invoice that clearly indicates your Conduction Sticker of your vehicle in it then you should be fine as it serves as a temporary form of identification. However, if you want to err on the side of caution, then we suggest mitigating the use of the vehicle until your OR/CR has been given to you.

What You Need To Know About LTO’s ‘No OR/CR, No Travel’ Policy

Just as February gave us the Valentine’s blues, it seems like the Land Transportation Office (LTO) is here to make motorists go red hot—in rage.

A number of car owners raised their pitchforks after the government agency announced the format for the standardization of temporary license plates. The design, which went in effect last February 15, must be issued by all accredited car and motorcycle dealers and must strictly follow the template prescribed by the LTO.

Upon its implementation, there has been a crackdown on drivers who are either not following the format for conduction-based license plates or new cars with no plates at all.

But one issue gave birth to another: The no OR/CR, no travel policy. Here’s what happened.

The ideal scenario

Despite the delay in the issuance of license plates, a person who buys a car should expect his vehicle to be fully available from the dealership in seven days. This means that the car has to be prepped and ready to go, with all the necessary documents are already secured.

Some of the documents needed to consider the vehicle fully registered are the following:

• Sales invoice, issued by the dealer
• Motor Vehicle Clearance Certificate, issued by the Philippine National Police and applied for by the dealer
• Certificate of Stock Reported, issued by the car manufacturer
• Certificate of Insurance Cover, applied for by the dealership especially for new cars

Since there have been long-standing delays with the issuance of license plates on vehicles, the LTO allowed motorists to use temporary license plates based on the Conduction Sticker of the vehicle.

However, this led to the confusion that the vehicle can freely use public roads with nothing but the Conduction Sticker. But the LTO clarified that the purpose of the Conduction Sticker is to allow the cars for road testing and delivery, not to act as a substitute for full registration.

To address this, the agency released a standardized format of temporary licenses, which should be used on all new vehicles starting February 15. The new layout also includes space for the Motor Vehicle (MV) File Number, which is only available once the car has been fully registered and encoded in LTO’s database.

The big crackdown

There has been a series of apprehensions on violators since the controversial LTO memorandum took effect. Top Gear Philippines says in a report that motorists without the new Conduction Sticker-based plates are pulled over to make sure that they are properly registered.

This is because of the fact that some dealerships have been releasing vehicles to buyers without securing all the documents mentioned.

“LTO Pasig Branch officer-in-charge Nida San Buenaventura says that dealers are slow to provide the necessary documentation needed for a car to be fully registered,” wrote Drei Laurel on Top Gear Philippines. “To complete the registration process, dealers must submit a sales invoice from the regional office, a stock report from the central office and PNP clearance.” This lays the blame on the inefficiency of dealers.

Meanwhile, CarGuide says that ideally, the official receipt should be available within seven days and that it is, in fact, possible to complete the processing in a day. However, the website reported that “there have been some reports of backlog at the LTO stretching up to 90 days.”

Suspended, with a few buts and ifs

In a strange twist of events, CarGuide recently reported that the Land Transportation Office (LTO) has suspended the implementation of the policy for three months, or 90 days starting February 24, after a meeting with automotive dealers.

The yet-to-be formalized memorandum, the website said, allows dealers to deliver units to a buyer’s place of residence, but prohibits the owner from using the vehicle on public roads. Under the agreement, dealers may ask the buyer to sign an “oath of undertaking” that frees the dealer from any liability and penalties if the owner is apprehended for violating the said prohibition..

One thing’s for sure: It’s the car buyers who are in the losing end of the whole fiasco.

Since the LTO has started the strict implementation of the new license plates, here are the things you can do to stay out of this mess:

• If your vehicle was purchased before February 15 and you are apprehended, just present your OR/CR and you’ll be good to go. To avoid inconvenience, get a Conduction Sticker-based plate that follows the LTO standard. Samples below:

• If your vehicle was purchased after February 15, just keep your OR/CR and other documents with you at all times. Also, make sure your temporary license plate follows the prescribed format by the LTO.
• If your vehicle was purchased recently and you still don’t have the OR/CR, do not use your vehicle or you risk apprehension and fines. Since you don’t have the MV File Number—even if you use the standardized temp plate format—your car is still considered unregistered and can be pulled over. The fine for driving an unregistered motor vehicle is P10,000 for the owner and P1,000 for the driver.

At the end of the day, your Conduction Sticker doesn’t mean your car is already registered. If you have issues about your car’s OR/CR, talk to your dealer so they can sort things out. Also, make sure your car follows the LTO-mandated plate format to avoid hassles in the future.

Updates in LTO Driver’s License 2022

The Land Transportation Office (LTO) is now issuing ten (10) year driver’s licenses in accordance with Republic Act (RA) No. 10930, which revised the Land Transportation and Traffic Code.

The LTO is required to conduct examinations of applicants for new driver’s licenses, as well as those renewing expired licenses and issuing a ten-year driver’s license, according to Section 3 of RA 10930.

Who can acquire a ten-year license?

To be eligible for a driver’s license with a 10-year validity period, you must have maintained a perfect driving record for the whole time that your current license was in effect. That implies that there won’t be any fines or penalties.

A license with a five-year validity duration can only be obtained by drivers who have accrued at least one demerit point.

Additionally, in order to receive a 10-year valid license, you must successfully complete the Comprehensive Driver’s Education (CDE) seminar at any Driver’s Education Center, LTO-accredited driving school, or the LTO’s Land Transportation Management System (LTMS).

Conditions for Renewing a Driver’s License

• Completed application for a license to drive (ADL)
• Original license to drive (Non-Professional or Professional).
• Any government-issued ID, both the original and a copy, must have the applicant’s signature and a photo.
• If you are employed, provide your Taxpayer Identification Number (TIN).
• health examination report
• For those who have had their licenses expire for more than two years: Certificates attesting to your success on the written and practical driving tests.
• A Comprehensive Driver’s Education (CDE) certificate attesting to your completion of the pertinent validation exam needed by the LTO or any LTO-accredited driving school or training center and your attendance for the mandatory number of seminar hours.

Driver’s licenses and student permits that expire in July are extended by the LTO

The Land Transportation Office (LTO) is extending more things this month than just the registration validity of a few motor vehicles .

All driver’s licenses, student permits, conductor’s licenses, and even medical certificates with expiration dates in July 2022 will now be valid until August 31, 2022, the department has stated, once more for another month. That’s at least two full months, so hopefully, you guys will have more than enough time to arrange your renewals.

How much does it cost to renew an LTO driver’s license?

• License Fee: 589 pesos (Pro & Non-Pro)
• 75 pesos – Penalty Fee, valid from now till tomorrow.
• 150 pesos: Expiration of the penalty fee for offenses lasting between one and two years.
• Penalty Fee for more than two (2) years lapsed, 225 pesos (re-exam)
• Computer Fee: 68 pesos
• The application fee is 100 pesos (for more than two years expired)
• Additional Computer Fee: 67.63 pesos (for more than two years expired)

A Dormant License costs money (Pro & Non-Pro)

A driver’s license turns dormant if it hasn’t been renewed in more than two years.

• Cost of application: 100 pesos
• Fee for the Computer: is 67.63 pesos
• Fee for a license: is 585 pesos
• Punishment: 225 pesos
• 67.63 pesos in additional computer fees

LTO Student Driver’s Permit Renewal Fees

• The application fee is 100 pesos.
• License Renewal Fee: 150 pesos
• Penalty Fee for one (1) day to one (1) year lapsed, 50 pesos
• 100 pesos: Expiration of the penalty fee for offenses lasting between one and two years.
• Penalty Fee for more than two (2) years expired, 150 pesos

After completing the online renewal process and paying the necessary costs, you can pick up your brand-new driver’s license at any of the 24 LTO offices located across the nation. Additionally, a courier service that will soon be available will do away totally with face-to-face interactions.

LTO Driver’s License Renewal Procedure (WALK-IN)

Here is how to renew your LTO driver’s license in person if you prefer to fill out a walk-in application when the online portal is unavailable or being maintained:

• Prior to attending the LTO office, present a CDE Certificate and bring an LTO Client ID. Your registration for the LTMS Public Portal is validated by the LTO Client ID.

• To obtain your expired card and Pro/Non-Pro Driver’s License Card, type your name and sign the Release Form.

An Instructional Guide on How to Renew Your LTO Driver’s License Online

Thanks to the new LTO Land Transportation Management System, it is now possible to renew a driver’s license online (LTMS).

The LTMS, which was introduced in May 2013 and offers Filipinos an online platform to renew their expired licenses. You can access the LTMS at any time and make use of its services whether you’re using a smartphone, tablet, laptop, or other digital devices. There is no need to physically complete an application form when you visit the LTO office on the day of your appointment once you have submitted your license renewal application online via LTMS.

However, you must first register for an LTMS account in order to renew your driver’s license online. You can learn how to sign up for LTMS and renew your driver’s license using the step-by-step instructions provided below.

• Visit the Land Transportation Management System or LTO web portal by clicking here.
• Select “Register Now” from the menu.
• Read the Terms of Agreement, then agree to them. Click the Yes, I Accept box at the bottom of the page as you go down. Click the blue Next button after entering the security code in the space given.
• The Individual option should be chosen.
• Give specifics about your current license. You will be prompted by the system to indicate if you hold a Philippine driver’s license or conductor’s license after choosing Enroll as an Individual in the previous stage. The information on your conductor’s or driver’s license, including the license number, expiration date, and Official Receipt number, must be entered after you click Yes. Then press the Next button.
• Choose your nationality. You must give the information on your Alien Certificate of Registration (ACR) if you are a non-Filipino citizen. If not, simply press the Next button.
• Enter your full name, birth date, gender, and mother’s maiden name as well as other necessary personal data. After finishing, click the Next button.
• Enter your phone number and the email address at which you want to receive the verification message. Click the Create Account button when you’re finished. Be aware that it could take up to 24 hours for you to get the message of verification via your account email address.
• To continue the registration process, click the link in the verification email you received.
• You must use the same password each time you use the LTMS, so create one. To do this, choose Set Password to Login, then finish the registration process.

Where to take the Comprehensive Driver’s Education (CDE)?

You can receive a Comprehensive Driver’s Education from any LTO Driver’s Education Center or LTO-accredited driving school.

How Can I Get My Comprehensive Driver Education (CDE) Certificate?

There are two ways to access the CDE: offline and online.

Visit an LTO Driver’s Education Center or an LTO-accredited driving school to take the CDE course offline. You’ll need to sit through a five-hour visual presentation.

The LTO online portal or the LTMS can both be used to finish the CDE course online. Without creating an account, you can access the course materials like the readings and video lectures. You should definitely make one, though, as you cannot take the validating online exam without it.

2.  The CDE learning materials include the following subjects:

• Drive Safely
• Rules of road traffic
• Unique Laws (e.g., Traffic and Administrative Rules, Violations, Fines, and Penalties with Demerit Points)
• Tricycle, Motorcycle (MC), and Special Laws (TC)
• Additional Rules (e.g., Passengers and Cargoes, Common Violations and Tips)
• Basic Information

3.  Complete the CDE Validating Exam

You can take the CDE validating exam online through the LTMS or in person at the LTO Driver’s Education Center in a few offices.

Whether you’re renewing a professional or non-professional driver’s license, you must receive at least 13 accurate answers out of 25 questions (50 percent rating) to pass the test. The majority of the exam’s questions are multiple-choice ones. In addition, there is no time limit on the exam, so if you don’t pass, you can take it again immediately away.

Advice and Caution

• You don’t require a fixer’s services. Without anyone’s assistance, you can complete the renewal process for your license. You can prevent incurring additional money and difficulties due to bogus permits by telling fixers no.
• To avoid long lineups, visit the local LTO office early in the morning. It is essential to arrive at least 30 to 60 minutes prior to the LTO offices’ regular opening times of 8:00 AM and 10:00 AM, respectively, for LTO Centers located inside malls.
• For a more convenient and quick renewal process, go to LTO Centers inside malls rather than LTO Offices. Because malls are air-conditioned, it is more comfortable to apply for renewal there than at LTO Offices, where the majority of the air conditioners are broken. It has also been demonstrated that license renewals are handled around three hours more quickly in malls than at LTO offices.
• Be careful to finish your medical certificate beforehand to expedite the renewal procedure and save a ton of time. One day prior to your purchase, you can do it. Make certain that it is sent electronically. Additionally, before starting the online renewal procedure if you plan to complete your renewal using the LTO Online Portal or LTMS, you will be prompted for your Medical Certificate Number. Having your medical certificate ready in advance is therefore advised.
• You can give a call and find out if your selected office will be open on the day of your transaction before going to the nearby LTO Office or Center.
• Make that all of your prior traffic infractions have been resolved. At least a few days or weeks before submitting an application for license renewal, pay all the penalty fees. Update: To lower the number of traffic violators in the nation, the LTO now employs a demerit point system. According to the traffic infraction(s) they have committed, drivers will receive a certain number of demerit points under the new system. The drivers’ licenses won’t be renewed until the fines have been paid or the offending drivers have completed the necessary reorientation training. • Go to the main or regional LTO office to renew your driver’s license if you have a violation or violations . Driver’s licenses that have broken traffic laws cannot be renewed at satellite offices.
• It’s preferable to renew your license beforehand if at all possible. Additionally, you’ll avoid having to pay any fines if you do this.
• If at all possible, complete the application form beforehand so you may go on to the next stage of the renewal procedure. Even though it’s not on the list of requirements, you still need to present your license that has expired and the original receipt.
• Watch out for phony driver’s licenses. Using the flashlight on your phone is one of the simplest ways to confirm their authenticity14. Just shine the light from behind the license. Yellow light indicates that something is phony if it is shining through. The driver’s license is genuine, nevertheless, if it appears like the light coming through is violet. The raised writing, the hologram, and the silver security strip on the back of an authentic driver’s license are additional security elements.

Licensed Timber Operators (LTOs)

Licensed Timber Operators or "LTOs" are persons who have been licensed under the Forest Practice Act law and are authorized to conduct forest tree cutting and removal operations. LTOs must understand and comply with all laws relating to such tree cutting or removal.

What Are The Types of Licenses?

Licensed Timber Operators have three different types of licenses depending on the kind of timber operations they are authorized to conduct. Licenses which begin with the letter "A" authorize the licensee to conduct any type of operations. Those licenses which begin with the letter "B" restrict the licensee to only the removal of minor forest products such as firewood and Christmas trees. And, licenses which begin with the letter "C" restrict the licensee to only conduct timber operations on their own property only.

What is Required to Obtain a License?

Commercial License (type “A”):  requires completion of a 2-day LTO Training Class, verification of at least 3,000 hours of work experience in at least two different areas of timber operations, valid proof of insurance, a completed application, and a fee payment of $125.00.

Limited License (type “B”):  requires completion of a 2-day LTO Training Class, completed application, and a fee payment of $60.00.

Restricted License (type “C”):  requires completion of a 2-day LTO Training Class, a completed application with the “Landowner Exemption” section signed and dated, and a fee payment of $125.00

How Does The Law Apply to Tree Cutting and Removal?

California State Law requires that any person who cuts and removes forest trees in order to sell the logs, or to develop a building site on forest covered lands, must be a Licensed Timber Operator. Landowners must obtain a permit from the Department of Forestry and Fire Protection prior to allowing any cutting or removal to occur. (See  Forest Practice  for more information).
