Bali Is Back With a More Local Experience Even Frequent Visitors Haven't Seen Before

V isitors who landed at Bali’s Denpasar airport in 2019, a year that welcomed more than six million international travelers to the island, were met with the picture of mass Bali tourism. Far from the serene, soul-stirring atmosphere promised in the pages of Eat, Pray, Love , a typical Bali vacation began with hours-long visa queues, a mire of stop-and-go traffic, and swarms of tourists seeking their social media-inspired photo op at all the major sights. It was becoming untenable, and came to an abrupt stop during the pandemic. According to the statistical research site Statista , the number of international arrivals dwindled to a scant 51 in 2021.

Now, after more than two years of a pandemic-induced slow-down, the Island of the Gods is back, but a lot has changed.

In some cases, tourists are booking hotel rooms based on beautiful online imagery, only to find the reality a bit lacking. Most hotels are severely understaffed, resulting in a lack of upkeep and shuttered spas, shops and restaurants.

Anne, an expat living in Canggu, shared with Matador a recent experience she had booking a dive resort near Amed in northeast Bali.

“We showed up just after dark, and the few staff that were still there seemed genuinely surprised to have guests,” she says. “The furniture was a bit in disrepair, the restaurant wasn’t operating so they offered to make a home-cooked meal, and my friend had a used towel left on the floor of her room. Still, these minor issues don’t outweigh the incredible experiences you can have right now exploring a quieter, crowd-free Bali.”

For example, Anne and her friends were able to dive the popular Liberty Wreck — one of Bali’s most popular dive spots – twice, with only one or two other dive groups present.

The takeaway? Expect more than a few steps down from five-star service at most boutique hotels and homestays. However, there are much better prices and you can expect a more relaxed and unfussy brand of hospitality. If you’re willing to splurge a little, you can still access higher-end and full-service accommodations at places like COMO Uma Ubud , the Andaz Bali in Sanur or Jimbaran Puri , a Belmond Hotel.

Regardless of where you stay, fewer crowds mean cleaner, quieter and less crowded sights and beaches , at least for now.

These days, the people you do find on the beaches or in the warungs and cafes tend to be locals. Tara Hammond, the group sustainability coordinator for regional group travel outfit Asian Trails , is happy that Bali now caters more to the domestic tourism market, a move that has positive implications for the environment while also helping the industry become more resilient in case of future downturns.

“The tourism landscape of Bali has changed radically over the past few years,” says Hammond, explaining how many hotels, restaurants and points of interest have either shut down or shifted to offerings that attract domestic visitors as a way to keep the lights on.

“Sanur beach, for example, is now set up to cater to mostly local families and is no longer lined with endless rows of tourist deckchairs and loud jet skis,” she says. “Instead one can now find local eateries serving Indonesian staples like nasi goreng or nasi campur, and signs advertising kayaks and kites for rent.”

Even as foreign travelers return to Bali, local hospitality workers might be reluctant to shift their offerings to cater entirely to a foreign market. In such unpredictable times, domestic tourists offer much more dependable business.

One slight exception to the slow-down is the ever-hip Canggu, which remains crowded with expats doing jobs like online coaching or being a crypto-entrepreneur. These are the lucky few who were living in Bali when the pandemic hit or those who were able to make it to Bali before travel restrictions.

Their alternative lifestyles converging in one city center makes Canggu an essential stop for the type of classes, workshops, and experiences one can only find in Bali. These go beyond your typical sound healing or breathwork sessions to include things like ecstatic dance, which is an hour of sober solo dancing where participants are encouraged to surrender their bodies and minds to “flow” through spontaneous movement. Or Shabari workshops, where participants can expand their sexual kink to include this ancient Japanese rope-tying tradition, or simply pay for the privilege to maintain eye contact and hold hands with a complete stranger for an hour or so.

For all its charming coffee houses, trendy co-working spaces and decadent nightclubs, however, Canggu remains the place with some of the least desirable aspects of Bali still on display — including gridlock traffic and piles of plastic trash washing up on the beaches during the rainy season.

How tourists can help Bali achieve a better way forward

If we are going to prevent the plague of mass tourism from reaching beyond Canggu into every part of peaceful Bali, future visitors will need to make intentional choices to protect the island’s environment and its people.

Piet Van Zyl, a travel industry sustainability consultant and chief regenerative officer for Selo Group , believes Bali’s reopening is a unique opportunity for the tourism industry to find a better path forward. Van Zyl, who has spent many years living on the island, witnessed first-hand how the pandemic devastated locals whose livelihoods depended on tourism, which accounts for about 80 percent of Bali’s economy. Going forward, he hopes visitors will do more to ensure locals are looked after.

“Before, people came to Bali to have sun and sea and fun and parties,” he says. “But people coming today should really engage more with the local people and the local culture. They should be asking questions about how an establishment is taking care of its water supply and land as well as the community within which it is operating.”

Van Zyl reflects on how, even as Balinese communities lost their main source of income, they never lost their famous friendliness. It’s one of the many reasons he hopes future tourists will consider whether their planned activities are helping or harming the environment and the Balinese who live here, and adjust accordingly.

“Make sure that wherever you’re going, you are taking care of and learning about the locals,” he says. “Attend ceremonies, take a cooking class, or speak with shop owners selling handcrafted wares. When you know a community, you can care for that community.”

Latest Travel Regulations to Enter Bali as of 1 December 2022

You know what time it is? Yes, #ItstimeforBali! The President of Indonesia, Joko Widodo, imposed new regulations for those who are planning to travel to Bali. Since 14 October 2021, Bali has been gradually opening its doors to international tourists. On 3 February  2022, the inaugural commercial flight of Garuda Indonesia Airline carrying international tourists landed in Bali from Narita, Japan. By relaxing the travel restrictions to Bali, the Indonesian Government hopes that this move will be able to revitalize the country’s tourism.

On 7 March 2022, the government also applied a quarantine-free trial period and a Visa On Arrival (VOA) program for 23 selected countries. The list of countries was then extended to 42 on 22 March 2022, 43 countries on 6 April 2022, 60 countries on 28 April 2022,  72 countries on 30 May 2022, and then 75 countries on 27 July 2022. There are currently 86 countries listed based on the update on 23 September 2022.

On 10 November 2022, the government also launched an Electronic Visa on Arrive (eVOA) program to provide foreign travelers with an easier entry process. According to the Circular Letter of the Directorate General of Immigration No. IMI-0794.GR.01.01 of 2022 concerning the Immigration Policy regarding Electronic Visit Visa Services, Visit Visa on Arrival Services, and Free Visit Visa to Support Sustainable Tourism during the Covid-19 Pandemic, as of 1 December 2022, there are 86 countries eligible for the eVOA program.

Another great news to be noted is that from 18 May 2022, no RT-PCR test results are required to be taken prior to departure from the country or region of origin . 

In addition, the government has also launched Second Home Visa , Immigration on Shipping (IoS) , and recently, Electronic Visa on Arrival (eVOA) , which was effective from 10 November 2022. 

The Indonesian Government will ensure to keep their utmost efforts to prevent the spread of COVID-19, namely by maintaining the  status as one of countries with the highest vaccination rates, as well as the country that consistently provides safety protocols for all visitors. As of 18 May 2022, Bali is one of the top 3 provinces with highest vaccination rates and also one of the highest numbers of CHSE certifications.

1. Pre-departure Preparation

Before departing to Bali, you need to prepare yourself with the information about the Visa and requirements to enter Indonesia.

Entering with Visa on Arrival and Visa Exemption Facility

According to the Circular Letter of the Directorate General of Immigration No. IMI-0708.GR.01.01 of 2022 concerning the Ease of Immigration to Support Sustainable Tourism during the COVID-19 Pandemic effective from 23 September 2022, there are 86 countries that are eligible for VIsa on Arrival (VOA) program. 

In addition, according to the  Circular Letter of the Directorate General of Immigration No. IMI-0708.GR.01.01 of 2022 concerning the Ease of Immigration to Support Sustainable Tourism during the COVID-19 Pandemic effective from 23 September 2022, the Indonesian government has also implemented a Visa Exemption Arrangement facility to 9 countries.

More details about the eligible countries, updated rules, regulations, and ports of entries for Visa On Arrival and Visa Exemption Facilities can be read on this link and can be summarized as follows:

  • Passport (diplomatic/official/ordinary) that is valid for a minimum of 6 (six) months,
  • A return ticket or a pass to continue the trip to another country, and
  • Proof of payment of PNBP Visa on Arrival of 500,000 IDR (in the case of applying for a Visa on Arrival for Leisure Purpose)
  • The entry stamp on the granting of a Visit Visa Exemption or Visa on Arrival for Leisure Purpose will be valid as a Visit Stay Permit with the certain period, as follows: a) Visit Visa Exemption: maximum 30 days and cannot be extended. b) Visa on Arrival: maximum of 30 days and can be extended once for another 30 days at the Immigration Office in the area where the foreign national lives. 
  • Visit Visa Exemption or Visa on Arrival for Leisure Purpose can also be granted for foreign nationals on official visit or government duties to attend international events, for which shall be applied additional requirement: to enclose an invitation letter issued by the Indonesian government to attend the international conferences/trials/meetings.
  • The provision of Visit Visa Exemption or Visa on Arrival for Leisure Purpose as stipulated above applies to holders of diplomatic passports, service passports, or ordinary/general passports.

2. Arrival protocols

When you have arrived in Bali, there are several measures you need to take before you can continue your trip. According to the Circular Letter of the COVID-19 Task Force Number 25 of 2022 concerning Health Protocols for International Travel during the COVID-19 Pandemic, as of 31 August 2022, all international travelers, whether they are Indonesian citizens or foreign nationals, should comply with all the detailed regulations on this link .

The protocols can be summarized as follows:

1. All foreign travelers (foreign nationals) who will enter the territory of the Republic of Indonesia shall adjust their travel documents to ensure compliance with the provisions regarding the foreign travelers allowed to enter the territory of Indonesia, which includes Covid-19 vaccination certificates, recommended health protocols, along with the use of  PeduliLindungi  application while in Indonesia. Provisions for RT-PCR examination and quarantine period are not required except under certain conditions.

2. Foreign travelers must show a card/certificate (physical or digital) proving that you have received two doses of COVID-19 vaccine administered at least 14 days before departure.

Foreign travelers who undergo post-COVID recovery are allowed to continue the journey by attaching a doctor's certificate from the Government Hospital of the country of departure or the ministry that carries out government affairs in the health sector in the country of departure stating that the person concerned is no longer actively transmitting COVID-19 or the COVID-19 recovery certificate;

Foreign travelers with special health conditions or comorbidities that cause travelers to have not and/or unable to receive the COVID-19 vaccination, are allowed to continue the journey by attaching a doctor's certificate from the Government Hospital from the country of departure, stating that the person concerned has not and/or is unable to take part in the COVID-19 vaccination.

3. Upon arrival at the entry points, foreign travelers must undergo a COVID-19 symptom check, including a body temperature check, with the following conditions :

If there is no symptom of COVID-19 and body temperature is below 37.5 degrees Celsius:  no need to undergo RT-PCR examination upon arrival

If there is any symptom of COVID-19 or body temperature above 37.5 degrees Celsius:  must undergo RT-PCR examination upon arrival. 

4. As a requirement for domestic travel or departure abroad from Indonesia, international travelers with the status of Indonesian citizens aged 18 years and above must present a card/certificate (physical or digital) of receiving the second dose of COVID-19 vaccine displayed through the PeduliLindungi application. 5. The provision regarding the period of isolation (quarantine) no longer applies. All foreign travelers without symptoms related to COVID-19 and whose body temperature is below 37.5 degrees Celsius are able to continue their journey. However, it is highly recommended to monitor their health independently.

6. Health protocols must meet these requirements:

Wearing 3 ply of fabric mask or medical grade mask, covering nose, mouth, and chin at indoor settings or any crowded situations;

Replacing the mask regularly within every 4 hours, and dispose the waste in the proper place;

Washing hands regularly with water and soap or hand sanitizers;

Maintaining social distance for a minimum of 1.5 meters and avoiding crowds; and

Keeping in mind that it is advised not to have one-way or two-way communication by telephone or in person throughout the trip using public transportation modes of land, rail, sea, river, lake, ferry, and air.

7. The above policies are temporary and will be readjusted according to global health developments.

Bali Travel Restrictions 2022: Bali Is Open For Travel (Updated July 25, 2022)

Bali is open for travel to international tourists from 72 countries. We are going to answer all your questions about coming back to Bali, and give step-by-step instructions on what you need to do in order to travel to Bali.

Tourists from approved countries can once again purchase VOA (Visa On Arrival) tourist visas on arrival, and are allowed to travel to Bali without quarantine, if they follow certain travel restrictions and guidelines.  We will explain it all, so keep reading to find out what you need to do to return to Bali.

72 Countries Can Travel to Bali on VOA (Visa On Arrival) Tourist Visa

Do I Need a PCR Test to Come to Bali?

No. As of May 18, 2022 foreign visitors are no longer required to show proof of a negative PCR test taken prior to arriving in Bali.

When you arrive in Bali you will be subject to a health screening for COVID-19 symptoms which will include a temperature check.  If your body temperature is above 37.5 degrees celsius (99.5 degrees fahrenheit) you will be required to take a PCR test at the airport.

Otherwise, after you complete your immigration and customs check you will be free to continue your trip in Bali.

In the event that the foreign tourist is detected to have COVID-19 related symptoms and/or have a body temperature above 37.5 degrees Celsius, they must undergo a PCR test with the cost being borne by the foreign travelers. COVID-19 Handling Task Unit – Circular Letter No. 22 Year 2022

Do I Need a Vaccine to Travel to Bali?

Yes. According to information from the “COVID-19 Handling Task Unit – Circular Letter No. 22 Year 2022” you are required to show proof of having received a 2nd COVID-19 vaccination at least 14 days prior to arrival in Bali.  

You can show proof of a vaccination certificate either using a physical or digital vaccine card. 

“Foreign tourist must comply with the following terms/requirements….Show that the card/certificate (physical or digital) has received the second dose of COVID-19 vaccine at least 14 (fourteen) days before departure…” COVID-19 Handling Task Unit – Circular Letter No. 22 Year 2022

However, there are a couple exceptions to this requirement.  

  • If you have a medical reason, or special health conditions, that prevents you from receiving the COVID vaccine, you can provide a medical letter from your doctor which will exempt you from the vaccine requirement. 
  • If you have already had one dose of a vaccine, AND recovered from COVID you can obtain a doctor’s certificate, in your home country, stating  you are no longer actively transmitting COVID-19, or you can obtain a COVID-19 recovery certificate. If you have not had at least one dose of the vaccine you will be required to quarantine for 5 days.

Do Children Need to be Vaccinated to Travel to Bali?

Children 17 and under do not need to show proof of vaccination.

Do I Need to Quarantine in Bali?

No. Well….maybe. After your COVID-19 symptom check, if you are required to take a PCR test  and your test results come back positive, you will be required to quarantine.

If you are required to take a PCR test at the airport you will be required to go directly to your accommodations and wait for the results.

If your PCR test comes back positive, and you have mild to no symptoms, you will be required to quarantine in a government approved hotel. If you have moderate to severe symptoms you will be required to quarantine in a hospital.

If you have  not  received a vaccine, or have only received one dose, within the last 14 days prior to arriving in Bali, you will be required to quarantine for 5 days. After 4 days of quarantine you will be required to take a PCR test.

In the event that foreign tourist is detected to have no related symptoms with COVID-19 and have a body temperature below 37.5 degrees Celsius, are allowed to continue their trip. The foreign tourist who have not been able to get vaccinated or have received the first dose of vaccine and are quarantined for a duration of 5 x 24 hours must carry out a second RT-PCR test on the 4th day of the quarantine; COVID-19 Handling Task Unit – Circular Letter No. 22 Year 2022

Do I Have to Stay at a Hotel in Bali?

You are no longer required to show proof of a hotel stay at a CHSE (Cleanliness, Health, Safety, and Environmental Sustainability) certified hotel. You will only be required to stay at certain CHSE certified hotels if you are required to take a PCR test and the results are positive.

Do I Need Travel Insurance to Visit Bali?

No. According to the new travel requirements, effective July 17, 2022, you are no longer required to show proof of travel insurance that will cover COVID-19 related expenses in the event you become sick and need to go the the hospital for treatment.

How Do I Show Proof of Vaccine in Bali?

In order to travel to Bali you need to show proof of receiving at least 2 vaccines. In order to do this the Bali Provincial Governments is requiring tourists to show a physical vaccine certificate, or to use a mobile app called “PeduliLindungi” (it translates to “Care Protect”).

With this app you will be able to show proof of vaccine certificates, and have the ability to scan QR codes at certain venues including malls, shopping centers and restaurants.

In order to use this app there are a few steps you need to take. It can be a little unclear and frustrating to use, but we’ll guide you through it.

How Do I Use the PeduliLindungi App and Upload My Vaccine Certificates?

  • Create login
  • Accept email verification
  • Fill out the required information and upload copies of your passport and vaccine certificates.
  • Receive verification and acceptance of non-indonesian vaccine certificate sent to your registered email.
  • Google Play Store  
  • Apple Store
  • PeduliLindungi (Care Protect) Website (if you experience issues with the app)
  • Create account in PeduliLindungi app.
  • Select “Covid-19 Vaccine” and then “Vaccine Certificate”
  • It is important to select “Foreign Vaccine” under “Vaccine Type” when filling out the required information, otherwise the application will not recognize your previously accepted vaccine certificate.
  • Submit information to receive Vaccine Certificates with QR codes and ability to use app to scan QR codes at required venues.
  • Select “Create e-HAC” —-> “International” —-> “By Air”
  • Fill out required information and submit.

If you are experiencing any difficulties and receiving errors in the app such as “Vaccine Type Does Not Match” you can try the following:

  • Make sure you have selected “Foreign Vaccine” for Vaccine type. This is was is suggested in the app. However, we have experienced that this does not always work, and some users have mentioned they no longer have this option and need to choose the actual vaccine they received. Check to see which options you have and try accordingly.
  • You can also try entering either the date of your first vaccine OR the date of your second vaccine.

TIP: When having to select your birth date you can select the year and it will give you a scroll function to select your birth year. Otherwise, it will appear that you have to scroll through every month until your birth year.

After you have received your vaccine certificates and registered your Electronic Health Alert Card (e-HAC) in the app you will be able to use this information as proof of vaccine when arriving in Bali. However, we would also highly recommend you bring paper copies as well in case the app doesn’t work on arrival in Bali.

How Do I Fill Out the Customs Declaration Form in Bali?

Upon arriving in Bali, from an international flight, you  will need to fill out a customs declaration form. Usually this is provided to you in paper format on the plane, prior to arriving in Bali. However, as you can probably tell by now, there is a push to do all things electronically due to COVID. Therefore, you can also use an Electronic Customs Declaration Form (e-CD) prior to departure to Bali and simply show the Customs Agent your QR code.

Aling Aling waterfall is a powerful 35m twin fall located in the north of Bali. It looks mesmerising in photos but the sheer force of it isn’t great for swimming.

The hidden gem here is in fact the three other waterfalls within the area — it’s like walking into Bali’s natural waterpark as you jump off cliffs and ride down rock slides.

Start off easy with Kroya Waterfall. The 5m leap is a great warm-up for beginners, before hitting the slide on the other side of the falls. The natural slide is 10m long and almost vertical so do expect to plunge in with a lot of speed.

Kembar Waterfall is where you’ll find a 10m double fall jump. These falls are a little rockier, so you’ll need to jump out further to land safely.

Saving the most epic for the last, end off with a 15m finale jump down Pucuk Waterfall!

At 1,717m, it’s a fairly straightforward two-hour ascent. However, it’s highly recommended to hire a local guide if you’re starting the hike before sunrise as it will be pitch dark with segments of steep, loose grounds.

According to the latest data unveiled by the Bali Central Bureau of Statistics on the 1st of March 2024, the influx of foreign tourists reached 420,037 visits during January 2023 .

This signifies a decrease of -12.79% compared to December 2023 .

Overall in 2023 , a number of 5,273,258 foreign visitors deliberately chose Bali as their ultimate destination.

After examining the data from January to December 2023, here’s a breakdown of tourist trends in Bali:

Visitor Highlights in 2023:

The average number of foreign visitors per month is approximately 439,438 visitors .

The minimum number of visitors in a month was 323,623 (February 2023) .

The maximum number of visitors in a month was 541,353 (July 2023) .

High Season: July 2023 saw a high number of visitors, indicating that this month might be part of the high tourist season for Bali.

Dips: There’s a noticeable dip in visits in November 2023. The reason for November’s decline requires further investigation.

2023 Overview:

In the year 2023 , Bali played host to 5,273,258 international visitors , representing a +144.61% increase compared to the 2022 period.

We saw travelers from Australia, China, India, South Korea, United Kingdom, Russia, United States, Malaysia, Singapore, and Germany flocking this captivating island, creating a vibrant tapestry of global travelers.

A Glimpse into January 2024’s Tourism Figures:

  • Almost all top 10 countries experienced a decrease in visitor’s number compared to the previous month.
  • In January 2024, Chinese visitors recorded a quite significant increase with +32.49% compared to December 2023.
  • In January 2024, the number of visitors from Singapore and Malaysia dropped significantly.

In summary, these observations offer a glimpse into the changing dynamics of Bali’s tourism landscape.

Top 10 Countries Contributing the Most Tourists to Bali in Januari 2024

The Statistical Report released by the Central Bureau of Statistics sheds light on the key contributors to Bali’s bustling tourism scene in January 2024. 

Analyzing the data reveals the top ten countries that generated the highest influx of foreign tourists during this period.

1. Australia

Despite a -5.81% decrease in visits compared to December 2023, Australia maintains a significant share of 27.75% of total visits to Bali in January 2024 with 116,580 visits.

With a remarkable +32.49% increase in visits, China’s share rises to 8.75% of total visits in January 2024 with 36,766 visitors.

Despite a substantial -32.99% decrease in visits, India still holds a notable share of 7.42% of total visits to Bali in January 2024 with 31,169 visits.

4. South Korea

With a steady increase of +19.82% in visits, South Korea maintains a share of 5.84% of total visits to Bali in January 2024 with 24,536 visitors. 

5. United Kingdom

Despite a slight decrease of -9.31% in visits, the United Kingdom retains a share of 4.24% of total visits to Bali in January 2024 with 17,798 visitors.

With a modest increase of +10.07% in visits, Russia maintains a share of 4.18% of total visits to Bali in January 2024 with 17,560 visits.

7. United States

Despite a decline of -13.48% in visits, the United States still holds a share of 3.89% of total visits to Bali in January 2024 with 16,337 visitors.

8. Malaysia

Experiencing a significant decrease of -43.04% in visits, Malaysia’s share declined to 3.15% of total visits to Bali in January 2024 with 13,222 visits.

9. Singapore

With a drastic decline of -71.97% in visits, Singapore’s share decreases to 2.53% of total visits to Bali in January 2024 with 10,638 visitors.

10. Germany

With a slight increase of +1.66% in visits, Germany maintains a share of 2.40% of total visits to Bali in January 2024 with 10,070 visits.

Here men and women should wear a sarong, a scarf, or sash which should be tied around the waist. If you visit and don’t have them you can get them for free from the temple.

8 Tanha Lot Temple

Tanah Lot Temple is one of the most important landmarks in Bali. This landmark is religious and cultural. The temple is on an offshore rock which gives a perfect view, especially at sunset. Here tourists can use leisure facilities with restaurants and a cultural park where there will also be dance performances.

7 Tirta Emple Temple

There is a belief that the water flowing at this temple is powerful and can heal and cleanse their souls and bodies. The pond gives out fresh water regularly and is $34 per person. The town is known for its holy water and Hindus go here for ritual purification. It is a very active temple that is built around a beautiful bubbling spring. Tourists are recommended to visit on a full moon day as this has special significance.

6 Ubud Art Market

This art market is home to many traditional artists making products that represent their island. This is a great place to find beautiful pieces of art, including shirts, silk scarves, statues, handmade bags and hats, and so many other handmade pieces. The market opens daily and is the most popular market for tourists in Bali. Some items seen when visiting will not be found anywhere else as they are made in the local towns which makes it more special.

5 Mount Batur

Tourists can take a two-hour hike on the Mount Batur volcano. This is an active volcano but is safe to climb and is always being monitored. Tourists can come here to watch the sunrise if they manage to wake up for the early drive to the mountain. Tourists will go on a hike in the dark and be treated to the sunrise at the summit.

4 Elephant Cave: Goa Gajah

This cave is a Buddhist temple with carved stories all over it. There is a large bathing pool here, believed to reject evil spirits and cleanse the soul. 3 Waterbom Bali

Waterbom Bali is the perfect day out for a family or anyone seeking a thrilling day. This is a fun-filled adventure water park open every Friday, Saturday, and Sunday. They have many thrilling slides here and even a kid's area. Tourists can even come here to just soak and relax. The water park is suitable for all ages and has restaurants and a food court.

2 Bali Wake Park

In April 2015, Bali Wake Park, which is somewhere tourists can do water sports activities, opened. Here you can learn to wakeboard and kneeboard. There is even a part where there are inflatables 8 meters high and tourists can run, slide, and jump around these which is very popular and attracts more tourists each year. For 2 hours here it is $42.72 per person, for 4 hours it’s $56.80 and 8 hours is $71.

Pura Tanah Lot

About 20 kilometers northwest of Kuta, Pura Tanah Lot ("Pura" means temple in Balinese) is one of Bali's most iconic temples. Its spectacular seaside setting, on a rocky islet surrounded by crashing waves, is a major wow factor.

For the Balinese people, it is one of the most sacred of all the island's sea temples. Every evening, throngs of tourists from Kuta, Legian, and Sanur find their way through a labyrinth of lanes lined by souvenir sellers to watch the sun setting behind the temple.

Bali is set to smash tourism targets by the end of the year. With the latest figures announced by the Central Statistics Agency (BPS) of Bali Province, it is clear that Bali will not only hit but surpass tourism targets set earlier in the year.

The Head of BPS Bali Province, Hanif Yahya, told reporters on Tuesday 1st November that from January to the end of September 2022 Bali welcomed 1,185,829 foreign tourists. Shortly after borders reopened in February, the Indonesian Minister for Tourism and Creative Economies, Sandiaga Uno, set a target of welcoming 1.5 million tourists to Bali by the end of the year. With figures for October yet to be processed and heading into the busy Christmas holidays and New Year, it is clear that Bali will be able to call this year a success.

Of the 1.1 million tourists, 32% hailed from Europe , and a further 31% visited from Australia, New Zealand, and the Pacific. 14% of international visitors so far this year have travelers from fellow ASEAN countries, including Burma, Laos, Thailand, Cambodia, Singapore, the Philippines, Vietnam, Brunei, and Malaysia. 

A total of 7% of international visitors came from the United States, an additional 13% from other areas of Asia, namely India and South Korea, along with roughly 8% from both Africa and the Middle East.

Yahya told reporters, ‘Based on the proportion of foreign tourists from Europe who dominate foreign tourist visits to Bali in January-September’. For the last nine months, travelers from Australia have dominated the arrivals charts, closely followed by travelers from India, then the UK. From four to ten, the top arrivals are France, the United States, Germany, Singapore, Malaysia, the Netherlands, and Vietnam. 

Yahya confirmed that there was an increase in arrivals in September from August. He said, ‘An increase of 5.24 percent compared to the previous month [August], which was recorded at 276,659’.

When asked about how the data translates into the real world the Managing Director of Gema Destinasi Tour and Travel, Wisnu Arimbawa, said there is a long way to go but that the sector is definitely bouncing back.

Arimbawa explained, ‘If we are the most pessimistic target, we will reach 1.8 million’. He also took the opportunity to urge the government to scrap the IDR 500,000 visa-on-arrival fee, stating that he fears the cost will push travelers to other countries where 30-day visas are free, such as Thailand.

Arimbawa said, ‘If you are lucky, Bali can get 2 million foreign tourists . This number is still below the neighboring tourist destinations of Bali-Indonesia, which are very active in promoting tourism, despite the pandemic season’.

He noted that Thailand has attracted 7.6 million international arrivals since borders opened. Arimbawa noted ‘internal and external factors’ that has meant that Bali remains far from the pre-pandemic arrivals figures for international visitors.

He shared that Thailand will remain very attractive to foreign tourists, especially potential tourists residing in ASEAN nations, such as Singapore and Vietnam. He explained that the global cost of living, food, and energy crisis will impact tourists from Europe and the United States.

Travelers from these areas may find it harder to travel long haul in the next few months. Despite his reservations, Arimbawa is sure that Bali will surpass the 1.5 million tourist target. He ended by saying, ‘we will follow the president’s recommendation’.

In June this year, Minister Uno announced his tourism targets for Bali. This included welcoming 1.5 million international arrivals and a further 7 million domestic tourists. Despite a few hiccups with some tourism agents appearing to favor international travelers over domestic tourists, Bali is on track to hit this target too.

Minster Uno has been firm in his belief that the key to sustaining a future for the Bali tourism industry is diversification and moving towards ‘high quality’ tourism across the board.

According to Tourism minister: "...a future for the Bali tourism industry is diversification and moving towards ‘high quality’ tourism across the board"

No sign this is the case apart from making it more expensive and difficult for the usual crowd.

A few "high quality tourists" may drop by occasionally but I doubt a massive inflow as they easily absorb the extra expenses for the Mediterranean, Caribbean etc. in exchange for higher standard of living.

So what kind of "diversification" is in the cards?

No joy in the north. My friend has a cottage and this whole year he has has 4 nights of letting. One booking off ABNB, one person from off the street. From July to Sept the Europeans didn't come to Lovina. The south may be thriving but the north isn't. While I love it being quiet, it doesn't help the people survive.

Travelers are coming in drove in Thailand creating long queues at the main airport in Bangkok. It is more about quality rather than quantity. Who wants to be packed like sardines when visiting places. Quality before quantity and the same goes for Bali.

@Elise, long waiting times on arrival in Thailand have always been that way, also before the pandemic. People are used to this happening there, when a lot of flights land shortly after another.

Many tourists will not fly to Bangkok though. You could perhaps compare DPS more with Phuket.

Bali Tourism Research Trends: A Systematic Review, 1976–2022

This research aims to systematically review of literature on Bali tourism from 1976 to 2022. This study employed a descriptive quantitative approach and utilizes 128 publications with the keyword "tourism in Bali" sourced from the Scopus database. This study concludes that the development of Bali tourism research has increased significantly. The contribution of Indonesian authors continues to dominate Bali tourism research. International authors play an essential role, especially in introducing the study of Bali tourism in the early thirty years. Furthermore, this review was successful in identifying the most commonly used topics, research approaches, and paradigms by researchers. This research, in particular, divides the evolution of the topics into four phases. The study's sample of articles is restricted to those from the single database Scopus and solely in English. As a result, future research should be able to analyze articles from other sources, and in a broader range of languages.

The Indonesian government is currently boosting its tourism by using the success of the island of Bali as a model, the project is called Ten New Balis. This article examines previous studies and statistical data to presents a deep analysis of macro-environmental factors of tourism in Indonesia related to Bali as a development model. The study is based on Scopus articles associated with Indonesia and Bali tourism development articles and statistical data collected from the statistics bureau's Indonesian office, BPS-Statistics. The thematic framework analysis and descriptive analysis describe complementary insight of tourism planning and development issues. Proposed future tourism development planning could be seen clearer by using mixed-method analysis. Extending different research articles databases will give a good result comparison.

The purpose of this research is to explain and describe how Bali tourist heritage improve its competitiveness so that it can align with other international destinations and how to maintain the achievement of Bali as a leading destination in Indonesia. This research uses qualitative approach of penomenology that is by way of in-depth interviews to informants who are considered understand about the phenomenon of tourism in Bali. Interviewing is possible to be directed to government, academic, tourism and spiritual practitioners in Bali. The results showed that to accelerate and enhance the competitiveness of Bali tourism required the development of environment, culture, economy, which is based on a strong religion.

Bali tourism has been suspended due to the COVID-19 pandemic. Therefore, efforts to revive tourism and restore the economy in Bali are needed. Tourism has a large economic impact on Bali. Consequently, a segment of the population must satisfy and host 1 million tourists annually; mostly from Australia, Japan, Western Europe, and Indonesia. Also, year by year, this influx of tourist dollars has corollaries that physically and socially transform Bali. For example, foreigners require accommodations commensurate with their comfort level. In other words, artificial environments are created tailored for tourists. Hence, hotels are constructed and these are staffed by the locals and Javanese immigrants. Former agriculture and pasture areas are purchased and changed into development sites and western style recreation areas such as golf courses.. These changes in turn cause people to leave their villages and the fields to learn the people and work skills needed to be employed in the tourist industry. Additionally, experiencing Balinese culture is the major attraction that draws people from other countries and from inside Indonesia. The outcome is additional theater, and increased art and carved artifacts. This subsequently necessitates more performers in music and dance, as well as more artists and painters. Hence, these conditions result in fewer rice farmers. Moreover, for the 1 million or so tourists, an additional layer of connections are added with transport vehicles, fuel, auto repairmen, pollution, and maintaining road networks. Similarly, daily showers, toilet flushing, drinking water, and so on affect the water supply. Ceremonies and rituals themselves are also affected by tourism. Dances are developed and performed specifically to satisfy tourists.

This considers issues pertaining to tourism development in Indonesia and will examine several aspects of tourism growth, regional tourism backgrounds, and tourism development, and the impact of the transitional period of regional autonomy in Indonesia (1999 - present). At a national level, tourism growth is analysed in relation to such aspects as domestic-foreign visitors, tourist destinations, and the significance of tourism to the regional economy in Indonesia. Discussion of regional tourist development follows. Other issues examined include: investment relating to regional economics; tourism stakeholders and destinations, regional investment and tourism impacts, and the military and Indonesian Chinese involvement in the tourism industry. Finally, project developments will be considered from a regional autonomy perspective to distinguish the key stakeholders of tourism project developments, particularly in the three regional tourism centres of Yogyakarta, Bali, and Batam.

As one of the main travel destinations in the world, an effort to achieve Bali as the most interesting, comfortable and highly competitive place for foreign tourists needs to be sustainably enhanced. This effort would require the allocation of economic resources and clear government strategies to achieve the optimal allocation. This research investigated the key indicators of Bali tourism service from two parties, namely the foreign tourists as consumer and the local government as policy maker for tourism services in Bali. The indicators that used in this research were entry, long distance transportation, short distance transportation, hospitality, tourist attraction, promotion and supporting infrastructure. The identification of key indicators was conducted through a tourism survey based on two criteria, namely expected and perceived value, on 235 foreign tourists who stayed in the two most populated regencies, Kuta and Ubud. In addition, the identification of key indicators of policy maker was conducted through interview with Department of Culture and Tourism. The techniques for analyzing the data were Structural Equation Modeling (SEM) and Analytical Hierarchy Process (AHP). The findings from this investigation yielded key indicators performance that would be useful for local government to improve tourism performance in Bali. It was also found that the cleanliness of hotel environment, the cleanliness of tourist attractions, the fame of tourist attraction, the availability of short distance transportation, the price of transportation, the flight availability, the highway infrastructure, the electricity supply, the ease of visa and custom process and the international promotion as the essential key indicators that the local government must pay attention to.

Bali tourists have been warned about a money-exchange scam that continues to catch out foreigners.

The scam has been brought back into the spotlight after claims a currency exchange worker in the Sanur, in the southeast of the island, had allegedly attempted to pocket an undisclosed amount of Indonesian Rupiah from a female tourist.

In a clip shared by Instagram account ‘deck_sotto’, the woman can be seen heading back inside HoneyWhiskey Tailors, where the money exchange kiosk is located, to confront the staffer after having realised she was cut short.

She was reportedly assisted by her host who was recording the conversation and can be heard saying, “Sorry, you give me one mil’ less, not enough. You give me four not five”.

The male host could also be heard scolding the money exchanger and telling her that she’s in the wrong.

“This video was sent to me by my friend Mr. Tako. The guest who stayed at his homestay exchanged some money in a money changer (which I believe is a wild money changer without permission), and the money received does not match the nominal agreed,” the clip caption read, according to The Bali Sun.

“This is a dirty classic [trick] that seems to be “protected” in Sanur, and it harms tourists and certainly tarnishes the tourism image.”

The scam involves the staffer counting the money in front of the tourist and swiping as many notes as they can onto the desk below, before handing the cash over.

According to The Bali Sun, the tourist counts along and sees the correct amount of notes in front of them.

But just as the staffer collects the money from the counter top to handover to the tourist, they very quickly put some of the cash out of sight.

It allegedly took place inside a tailor shop in Sanur, where the kiosk is located. deck_sotto

This is why it’s recommended tourists count the cash out again while at the store before leaving.

It’s also advised tourists look for up-to-date licenses from kiosks or do money exchanges at official places like banks and report scams to local police.

Last year, an Aussie traveller praised a Balinese local on social media for alerting her to the scam.

The woman said she was very surprised to learn she had been stung by the shop worker, as she thought she had been cautious and had checked she had received the right amount, counting her money over and over again.

Tourists warned about Bali money scam

“I used a non authorised user, countered the money three times and then later in the day, my driver said check money now (sic), and I couldn’t believe it, it was much less,” the woman posted in the Bali Bogans Facebook group.

Luckily for her, upon realising she had been swindled, her driver sprung into action.

“My driver drove me back to that person, and told him to give me my money back or he will call police (sic).

“ … He’s the best. He sees this happen all the time. This is one good reason to have a personal driver for your whole stay.”

The money changer gave the money back, before asking the pair to leave.

Tourists have also been warned about skimming devices on ATMs.

“He did not argue, did not apologise, just gave me my money back and told me to and my driver to get out,” she said.

According to Travel Money Group, one of Australia’s largest foreign exchange providers, the best way to make sure you are protected is to change your cash or purchase a travel card before you depart.

“Australians are losing out on their hard-earned cash in Bali because of dodgy practices like teller theft or card skimming,” Travel Money Group general manager Scott Mccullough said.

“Peace of mind is everything when travelling, the last thing you want is the stress of fraudulent activity ruining your trip.

“Particularly in Bali, where cash is king, the safest option is to use a trusted foreign exchange provider before you leave Australia.

“Pre-paid money cards are also a great option because you can load multiple currencies, lock in your exchange rate and access 24-hour assistance if anything goes wrong.”

Meanwhile, another scam tourists have been warned about is skimming devices on ATMs.

It comes as a 35-year-old Ukranian woman was sentenced to two years and 10 months in prison and fined IDR 100,000,000 – about $10,000 – by the Denpasar District Court in 2022, over a skimming case.

A skimmer is a device installed on card readers that collects card numbers which are then replicated into counterfeit cards.

Travellers have been advised to use machines that are within banks or trusted spaces and where possible, avoid using ATMs that are placed on the street.

“Look for signs of tampering or features that don’t fit with how the rest of the ATM looks, such as if the keypad is overly raised or looks too shiny and new,” Finder advises.

“Also look out for tiny cameras that could be planted anywhere around the machine (which may be used to capture your PIN as you enter it).

“If you notice any of these suspicious signs at the ATM, do not use it.”

Dutch officials are trying to limit the number of tourists flooding amsterdam.

In another attempt to crack down on overtourism, officials in Amsterdam are banning the construction of new hotels in the Dutch capital.

The policy, announced Wednesday, only permits new hotels in a one-in, one-out system; a new hotel can be built only if another closes. New hotels may not exceed the bed count of the previous hotels and must be “better,” per the city’s release, with more modern and sustainable features.

“Amsterdam says ‘no’ to new hotels,” reads a translated statement from city officials. “We want to make and keep the city livable for residents and visitors.”

The effort follows initiatives in Amsterdam to limit the influx of tourists into the city, a destination known for its tolerant drug policies, sex industry and liberated party scene.

In Amsterdam, people are not prosecuted for buying up to 5 grams of cannabis, which can be purchased in coffee shops. For years, city officials have been trying to rein in hordes of “nuisance” tourists, or those who are attracted to the city by the promise of a night of debauchery.

In June 2023, the city council passed the “ tourism balance in Amsterdam ” policy, which set a maximum number of overnight stays and day visits in the city, capping the annual visitor count at 20 million people per year. Wednesday’s guidance re-ups that regulation; the number of hotel nights in 2023 was 20,665,000, according to the city.

“We are now taking more measures to ensure that the number of hotel nights does not increase even further,” the city’s statement read.

That same year, seeking to curb the rowdy crowds of the Red Light District and offer residents a better night’s sleep, the city cracked down on public pot smoking in the streets and limited the hours of operation for certain restaurants and sex establishments.

Amsterdam also launched a “ Stay Away ” campaign, directly targeting British men between the ages of 18 to 35. The demographic group frequents the city for “stag” or bachelor parties, which residents say are disruptive .

Also in 2023, city officials adopted a proposal to relocate a cruise ship terminal . In addition to addressing pollution concerns, the move sought to prevent crowds of tourists from flooding the city’s center upon docking.

It’s unclear how the city plans to enforce the new hotel construction policy; according to the release, new hotels already under construction may continue. That includes 26 hotels with existing permits.

Ceduna to begin three-month trial of tighter alcohol restrictions to curb antisocial behaviour

A three-month trial of tighter alcohol restrictions will begin in Ceduna and surrounding areas on Monday, with customers banned from purchasing takeaway cask wine, spirits or fortified wine before midday.

The measure was proposed by the licensee of the community-owned Ceduna Foreshore Hotel.

The pub and bottle shop suggested the restriction in response to reports of an increase in "antisocial behaviour"  and alcohol-related harm.

The Liquor and Gambling commission said the justification for the midday restriction was to delay the availability of high concentration alcohol by three hours and ease the pressure on frontline services in the morning.

"These additional measures cannot resolve issues of demand but may be effective in tackling supply, which can have flow-on positive effects," Acting Liquor and Gambling Commissioner Fraser Stroud said.

Tighter restrictions suggested

The changes apply to the Ceduna Foreshore Hotel, Smoky Bay General Store, Thevenard Hotel, Penong Hotel and Nundroo Roadhouse.

South Australian Aboriginal Community Controlled Organisation Network (SAACCON) lead convenor Scott Wilson said he had seen a significant increase in people visiting Ceduna's sobering up unit in the past year.

"This might give the town a bit of a breather to look at what other programs they might need to help people who have got alcohol problems," he said.

"There needs to be investment in the public housing, for example, and from the state government there needs to be investment into different types of activities and also employment.

"It doesn't matter whether you're in Ceduna or Port Augusta or other regional centres, there seems to be a lack of the social services, not just for Aboriginal folk, but for all citizens."

He said the Alcohol and other Drug Day Centre in Ceduna had seen an increase in clients from 700 to 1,100 over the last year.

There is no dedicated alcohol rehab facility in Ceduna.

Calls for more permanent solutions

Newly elected West Coast Voice representative Keenan Smith said alcohol restrictions were a band-aid solution for a complex problem.

"These kinds of measures don't actually address the causes of why people drink," Keenan Smith said.

"People aren't born alcoholics; they're not born drug addicts. It's often either a response to coping with trauma, or it's basically a coping mechanism.

"I think further investment into those areas that address the root causes around why people are abusing substances.

"If there's no opportunity to gain access to a job, or to work towards something, then obviously there's that likelihood to drink.

"It's an accumulation of multiple issues in that community that are resulting in these band-aid measures that aren't actually addressing anything."

Ceduna has been on the frontline of social policy interventions for decades and was one of the trial areas for the scrapped Cashless Debit Card from 2016 to 2022.

The card has left a divisive legacy , with mixed results around the effectiveness of the policy on reducing alcohol related harm.

Ceduna District Council Mayor Ken Maynard said he was optimistic about the alcohol restriction trial.

"These restrictions will simply mean that instead of the hotel selling that alcohol from nine o'clock in the morning onwards, it will slow down to midday," he said.

"Therefore, the impact will be less in the mornings and give all the agencies a chance to recover from any activity the night before."

A long history of alcohol measures

A dry zone has been in place in Ceduna and Thevenard since 1988.

Residents of nearby dry Aboriginal communities are already banned from purchasing takeaway alcohol in Ceduna.

An ID system is in place at all establishments licensed to monitor alcohol sales and enforce compliance with restrictions, including licensee barring orders and police barring orders applying to individual persons.

Police, the council, local Aboriginal drug and alcohol support services and the Far West Community Partnerships Leaders Group were consulted about the tighter liquor restrictions.

They will provide feedback to the government's Consumer and Business Services about the impact of the restrictions on anti-social behaviour and alcohol-related harm at the end of the trial.
