SEOUL, South Korea (AP) — South Korea says it will remove the entry restrictions it placed on short-term travelers from China since the start of the year as officials see the COVID-19 situation in that country as stabilizing.
South Korea in early January stopped issuing most short-term visas at its consulates in China, citing concerns about a virus surge in the country and the potential for new mutations. China abruptly eased coronavirus restrictions in December, raising the prospect of millions of Chinese traveling abroad again for the first time in three years.
South Korea also required all passengers from China, Hong Kong and Macao to submit proof of negative tests taken with 48 hours before their arrival and put them through tests again once they arrive.
Following an anti-virus meeting on Friday, the government decided to normalize short-term visa applications at its consulates in China from Saturday. The testing requirements were maintained but officials say those steps could be relaxed later depending on virus developments.
While allowing the extension of existing visas, South Korea had stopped issuing most short-term visas at its consulates in China, except for essential government, diplomatic and business activities and humanitarian reasons.
The South Korean virus measures prompted China to retaliate by suspending South Korean short-term visa applications, raising business concerns in a country that heavily depends on exports to China.
China called the South Korean move a “step in the right direction towards reducing barriers to people-to-people exchanges between the two countries,” and indicated it would likely respond in kind.
“China will actively consider taking the reciprocal approach of resuming the issuance of short-term visas for South Korean citizens,” Foreign Ministry spokesperson Mao Ning said at a daily briefing Friday.
“We hope the ROK will work with us to provide more convenience for the normal flow of people between the two sides,” she said, referring to South Korea’s formal name, the Republic of Korea.
South Korea’s Ministry of Health and Welfare said 1.4% of Chinese short-term travelers tested positive after their arrivals, compared to nearly 22% in the first week of January. As of Friday, eight of them remained in quarantine at designated hotels, compared to around 140 quarantines in early January.
“The downward trend apparently reflects the change in the COVID-19 situation in China, where signs of a viral emergence following the Lunar New Year’s holidays haven’t been evident and the emergence of new variants hasn’t happened,” the Health Ministry said in a statement announcing the easing of border controls.
According to data from South Korea’s Disease Control and Prevention Agency, about 10,600 short-term travelers from China underwent airport tests after arrival since Jan. 2 and about 7% of them tested positive.
South Korean officials defended their measures after Beijing stopped issuing new visas in the country in apparent retaliation, saying that the spread of COVID-19 in China was creating concern about a possible emergence of new variants and complaining that Chinese authorities weren’t sharing transparent infection data.
South Korea had previously said it would maintain the measures until the end of February, guarding a further spread of the virus in China following the Lunar New Year holidays in late January.

South Korea Visa for Tourists in 2024: A Comprehensive Guide
Updated: March 29, 2024
South Korea’s visa policy is generally simple but has a couple of exceptions and specific rules that allow visa-free access where otherwise a visa would be necessary.
The Korean Electronic Travel Authorization (K-ETA) was introduced in September 2021 and is now mandatory for all travelers without visas 18 or older and 65 or younger. This means there is no true visa exemption anymore. However, some nationalities are exempt from the K-ETA until 31 December 2024.
In this article, I will guide you through South Korea visa requirements, K-ETA, tourist visas and exceptions.
Table of Contents
Visa policy and visa types.
Passport holders from 110 countries do not need a visa to travel to South Korea. Unless temporarily exempt, all visa-exempt nationals between 18 and 64 (inclusive) must have a pre-approved K-ETA to travel to South Korea.

North Korea (The Democratic People’s Republic of Korea, DPRK): An armistice agreement, monitored by the United Nations, has maintained general peace on the Korean peninsula since 1953. Tensions occasionally flare up because of provocative acts by North Korea, including ballistic missile and nuclear tests and limited armed incursions into ROK-held territory. Some provocations have escalated into geographically limited skirmishes. South Korea routinely conducts military training exercises and civil defense drills. North Korea often issues strongly-worded and threatening messages, frequently in connection with these exercises. Please see our Fact Sheet on North Korea .
Weather-related Events: Heavy rains and flooding may occur during the June - August monsoon season or the May - November typhoon season. See general information about natural disaster preparedness at the U.S. Federal Emergency Management Agency (FEMA) website.
Enroll in the Smart Traveler Enrollment Program ( STEP ): To receive security messages by email and make it easier to locate you in an emergency, register in STEP.
If the Embassy becomes aware of any specific and credible threat to the safety and security of U.S. citizens, we will inform you through our website, social media, and email.
Crime: For most visitors, South Korea remains a very safe country. Common crimes occur more frequently in major metropolitan areas, tourist sites, and crowded markets.
- Take routine safety precautions.
- Pay attention to your surroundings.
- Report any concerns to local police.
Violent crime is not common; however, remain vigilant:
- Exercise caution in crowded entertainment, nightlife, and shopping districts.
- If traveling at night, consider traveling in groups.
- Use legitimate taxis or public transportation only.
Victims of Crime: Call 112 for emergency assistance or to report a crime to local authorities. Call 02-397-4114 to contact the U.S. Embassy. We can:
- Help you find appropriate medical care;
- Assist you in reporting a crime to police;
- Contact relatives or friends on your behalf;
- Explain Korean judicial procedures in general terms;
- Provide an emergency loan for repatriation to the United States and/or limited medical support in cases of destitution;
- Help you find accommodations and flight arrangements to the United States;
- Replace a lost or stolen passport.
Sexual Assault: The Embassy regularly receives reports of sexual assault from U.S. citizens. Most cases involved young women assaulted by acquaintances they met on social media, dating, or messaging apps. Alcohol is often involved, and Korea’s low overall crime can create a false sense of security. Specialized hospital units and police are available in South Korea to assist victims, however services in English and responsiveness to the crime are not always consistent. In general, sex crimes are not punished as harshly in South Korea as in the United States and the road to prosecution is a challenging one for victims.
Domestic Violence: Victim’s assistance resources or battered women’s shelters exist in Seoul and other urban areas but may be limited in rural areas. Most are government administered and require a police referral. Call 112 for emergency assistance or 1366 to reach Korea’s 24-hour domestic violence hotline. Victims may also contact the Embassy, tel. (+82) 2-397-4114.
Lost or Stolen Passports: If your passport is stolen, file a report at the nearest police station.
Don't buy counterfeit and pirated goods, even if widely available. It is against South Korean law to purchase these goods and against U.S. law to bring them into the United States. The Computer Crime and Intellectual Property Division in the U.S. Department of Justice has more information.
Avoid fraud and scams: See Department of State and FBI websites for more information.
Tourism: The tourism industry is generally regulated and rules with regard to best practices and safety inspections are regularly enforced. Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities. In the event of an injury, appropriate medical treatment is widely available throughout the country. Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide life-saving assistance. U.S. citizens are encouraged to purchase medical evacuation insurance. See our webpage for more information on insurance providers for overseas coverage .
Local Laws & Special Circumstances
Criminal Penalties: While in Korea, you are subject to local laws. If you violate Korean laws, you may be expelled, arrested, or imprisoned. Be aware that:
- Immigration violations can lead to arrest, fines, and deportation.
- There is little tolerance for illegal drugs.
- If you mail illegal drugs to/ from Korea, you will be prosecuted.
- Commercial disputes may lead to criminal charges being filed under local laws.
Be aware that some crimes are prosecutable in the United States, regardless of local law. For examples, see our website on crimes against minors abroad and the Department of Justice website.
Arrest Notification: If you are arrested or detained, ask officials to notify the Embassy. See our webpage for further information.
SPECIAL CIRCUMSTANCES
Dual Nationality and Military Conscription: Dual national males (including U.S. service members) may be subject to compulsory military service. If you have family ties to South Korea, consult the nearest Korean Embassy or Consulate or the Korean Military Manpower Administration regarding potential citizenship obligations before entering South Korea .
Passport Seizures and Exit Bans: If you are involved in a criminal investigation or commercial dispute, authorities may seize your passport and/or block your departure. While we may reissue a passport, we cannot lift an exit ban.
Exit Permits: Exit permits are not generally required. However, if a parent requests a travel restriction on his/her child, Korean authorities may prevent that child from departing even when traveling with the other parent. As of June 1, 2020, foreigners who are long-term residents of the ROK are required to obtain a re-entry permit four business days prior to departure from Korea. The permits are available online through an e-application at the www.hikorea.go.kr website.
International Child Abduction: See our website for information related to the prevention of international child abduction .
Working in South Korea: If working, including teaching or modeling, you must enter with the appropriate work visa. It is not possible to change your visa status without leaving the country. If you begin work without the appropriate visa, you may be arrested, fined, and/or deported. If you are working without a valid work permit and get into a contractual dispute with your employer, you have little legal recourse.
Students: See our Students Abroad page and FBI travel tips .
Women Travelers: See our travel tips for Women Travelers .
ROK National Security Law: Authorities may detain, arrest, and imprison persons believed to have committed acts intended to endanger the “security of the state,” including statements deemed to praise the political system and/or officials of the DPRK.
Customs Regulations: There is strict enforcement of regulations on importing and exporting items such as firearms, narcotics and prescription drugs, non-prescription health supplements, radio equipment, and gold. Importation of materials deemed to be obscene, subversive, or harmful to the public peace is also restricted.
- Amphetamines are illegal in Korea. Do not bring amphetamines or other prescription narcotics into the country without obtaining advance permission in writing from the Ministry of Food and Drug Safety. See the U.S. Embassy Seoul, Health Information page .
- Traveling with Pets: See Korea’s Animal and Plant Quarantine Agency website.
See the Korean Customs Regulations website for complete information.
LGBTI Travelers: Consensual same-sex sexual activity is not criminalized. Korea is a conservative country in regards to LGBTI issues. However, there are an increasing number of LGBTI-oriented clubs, festivals and NGOs advocating for LGBTI issues. The ROK National Human Rights Commission Act prohibits discrimination against individuals because of their sexual orientation, but there are no laws specifying punishment for persons found to have discriminated on this basis. Same-sex marriages are not recognized. Korean citizens can legally change their gender identity.
See our LGBTI Travel Information page and section 6 of the Department of State's Human Rights report for further details.
Mobility Issues: Korean law mandates access to transportation, communication, and public buildings. Cross walks typically have audio and visual signals. Older buildings and streets are generally less accessible than modern ones. Metro cars and buses in Seoul offer priority seating for the disabled and most metro stations have elevators. Metro platforms include Korean Braille information. Contact individual bus companies and subway associations for specific information. Foreign residents are eligible for disability assistance from local ward offices; assistance varies by ward.
Quality of Care : Western-style medical facilities are available in most large cities. However, not all doctors and staff, are proficient in English. A list of hospitals and medical specialists who speak English is available on our website. For emergency ambulance service dial 119. Ambulance services are widely available. For information on medical evacuation from South Korea, please see the State Department’s brochure on Air Ambulance/MedEvac/Medical Escort Providers .
We do not pay medical bills. Be aware that U.S. Medicare does not apply overseas. Verify your health insurance coverage before traveling overseas. See our webpage for information on insurance providers for overseas coverage . In most cases, health care providers will require payment in advance of treatment or will not release a patient until hospital bills are paid. We strongly recommend supplemental insurance to include coverage for medical evacuation.
Medication: Carry prescription medication in original packaging, along with your doctor’s prescription. Most prescription medications, except psychotropic types, can be obtained at Korean pharmacies (brand names often differ). Local pharmacies will require a prescription from a Korean doctor.
Update vaccinations recommended by the U.S. Centers for Disease Control and Prevention.

Travel and Transportation
Road Conditions and Safety: Roads are well-paved, traffic signals functional, and most drivers comply with basic traffic laws. South Korea has a significantly higher traffic fatality rate than the United States. Causes of accidents include excessive speed, frequent lane changes without signaling, running red lights, aggressive bus drivers, and weaving motorcyclists. It is recommended that you photo document any traffic accidents.
Be aware that motorcyclists may drive on sidewalks, and drivers do not always yield to pedestrians in marked crosswalks.
Traffic Laws include:
- International driving permit (or ROK license) is required for all drivers.
- Left-hand turns prohibited except with green arrow.
- Seat belts and car seats are mandatory.
- Motorcycle passengers must wear helmets.
- Automobile drivers are presumed to have some fault in accidents involving pedestrians.
- Expect long waits at police stations while police investigate any incidents.
- Police may take your passport or detain you during an investigation.
- Even if negligence is not proven, criminal charges may be filed.
- Blood-alcohol content of 0.03% or higher is considered legally intoxicated.
- Police regularly set up DUI checkpoints. Drivers are required to submit to breathalyzer tests; refusal can result in cancellation of your license.
For information about driver's permits, vehicle inspection, road tax, and mandatory insurance, refer to our Road Safety page . You may also visit the Korea Tourism Organization (KTO) website.
AVIATION SAFETY OVERSIGHT: The U.S. Federal Aviation Administration (FAA) has assessed the Government of the Republic of Korea's Civil Aviation Authority as being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for oversight of the ROK's air carrier operations. Further information may be found on the FAA's Safety Assessment Page .
Maritime Travel: Mariners planning travel to South Korea should check for U.S. maritime advisories and alerts at the U.S. Department of Transportation’s Maritime Security Communications with Industry Web Portal . Information may also be posted to the U.S. Coast Guard homeport website and as a broadcast warning on the National Geospatial-Intelligence Agency’s website .

Thank you for following along today as we brought you live updates on the Ukraine war.
Scroll down through our live page to catch up on the main developments today.
The US has announced a $6bn (£4.8bn) military aid package for Ukraine.
It includes more Patriot missiles for the country's air defence systems, defence secretary Lloyd Austin said.
The package also includes more munitions for the National Advanced Surface-to-Air Missile Systems and gear to integrate Western air defence launchers, missiles and radars into Ukraine's existing weaponry, much of which dates back to Soviet times.
It comes after Ukraine's president Volodymyr Zelenskyy talked about the need for Patriots with the Ukraine Defence Contact Group - a coalition of about 50 countries gathered virtually in a US-led meeting.
Mr Austin said the group had "moved heaven and earth" since April 2022 to source millions of rounds of ammunition, rocket systems, armoured vehicles and jets to help Ukraine fight back against Russia.
Mr Zelenskyy had asked for at least seven Patriot systems to protect Ukrainian cities, saying they were needed "urgently", adding: "This is what can and should save lives right now."
Other countries have been reluctant to send Patriot systems to Ukraine, worried they will need them for their own defence.
General CQ Brown, chairman of the Joint Chiefs of Staff, said: "Now the Ukrainians don't necessarily have to ration what they have because they know things are coming out of this package and there will be follow-on packages."
Russian jets have already used more than 9,000 guided aerial bombs against Ukraine this year, Volodymyr Zelenskyy has said.
The recent pause in US funding helped Moscow to seize the initiative, the Ukrainian president added.
He is asking for additional Patriot air defence systems to be supplied, saying at least seven are required.
"We urgently need Patriot systems and missiles for them," he said.
"This is what can and should save lives right now."
He added: "We need the ability to shoot down the air combat aircraft so that they do not approach our positions and borders," Mr Zelenskyy said at the start of a virtual meeting led by the United States.
Lloyd Austin, the US defence secretary, said the meeting of the Ukraine Defence Contact Group - a coalition of about 50 countries - would focus on Ukraine's air defence capabilities.
As we have been reporting, the US has finally passed a new $61bn (£49bn) programme of funding for Kyiv into law.
Over the past couple of weeks we've been asking for your questions on the war for our military analysts and international correspondents.

For the past few months, the tide of the war in Ukraine has been in Russia's favour as shortages of weapons have limited Ukraine's strategic options.
Russia has been attacking Ukrainian energy infrastructure and major cities with barrages of missile and drones, leaving Ukraine with critical shortages of aid defence missiles.
The Russian air force has also been more active in support of its frontline forces, capitalising on Ukraine's growing shortage of defensive missile capability.
Despite the broad spectrum of military action from both sides, the primary metric of success in this conflict is territory gained/liberated, and Russia has been focusing its ground forces on the Donbas region.
Putin's long game
Despite suffering huge casualties, Russian forces have clearly been capitalising on Ukraine's dwindling stocks of artillery shells and bullets to gain momentum on the front line.
Vladimir Putin is evidently playing the long game here, as he always anticipated that the West's enthusiasm to support Ukraine would wane, leaving Russia to achieve its invasion objectives.
Although the recent announcement of a new package of $60bn military aid from the US will be welcome news for Volodymyr Zelenskyy, the immediate challenge will be to translate the commitment of cash into weapons and ammunition in the hands of the Ukrainian fighters - and swiftly.
Momentum is invaluable in military operations, and reversing Russian progress across the frontline will be one of Ukraine's main priorities this spring/summer.
Having stabilised the frontline, Ukraine's attention can then turn to the wider strategy of "what next".
Last year's much anticipated "spring offensive" failed to make significant territorial gains, so Ukraine will need to reconsider its wider strategy to focus its limited resources most effectively.
Feast-famine approach won't work
Longer-term, the West needs to agree its strategic approach to the conflict.
Large-scale conflicts consume munitions and weapons at a rate well beyond the capacity of peacetime stockpiles, and require an industrialisation of national defence industries to produce the huge volumes required.
Russia has grown its defence industrial base to three times its pre-war levels, and is also using oil revenues to fund munitions imports from North Korea and Iran.
The West has yet to match this capacity.
If Ukraine is to prevail in the war with Russia, it will need a predictable and sustainable supply of weapons - not the feast/famine approach that has characterised the past two years.
The West has the defence industrial capability to over-match Russia, but has yet to demonstrate the political resolve to fulfil that potential.
West's political will is key
In the meantime, Russia knows that a more direct engagement by the West in support of Ukraine would be decisive - Russia could not achieve its war aims.
That is why President Putin and Russian foreign minister Lavrov use threatening rhetoric whenever the West considers increasing support for Ukraine, with regular threats that such support would increase the risk of nuclear war.
However, it is Russia that invaded Ukraine, and it is Russia's military action that is causing such devastation to Ukrainian communities across the frontline.
Ultimately, the West can halt Russia's illegal invasion of Ukraine - by providing weapons, boots on the ground and/or establishing a no-fly-zone - if it has the political resolve to do so.
If not, this latest round of military aid to Ukraine risks being seen as a short-term palliative, without a long-term strategy.
The United States is sending weapons and equipment to Ukraine "this week", Joe Biden has said.
Referring to a $61bn (£49bn) programme of funding for Kyiv that has finally been passed by Congress following a long delay, the president said he had signed it quickly into law.
It arrived on his desk early on Wednesday, he said, and he approved it before midday.
The new items will help to defend Ukraine from "Russian bombardment", he said.
Earlier (06.54) we reported that the US is expected to announce about $6bn (£4.8bn) in military aid to Ukraine today.
A British man has been charged with conducting hostile state activity to benefit Russia, prosecutors have said.
Dylan Earl, 20, is alleged to have targeted businesses linked to Ukraine to benefit the Russian state.
Nick Price, head of the CPS's special crime and counterterrorism division, said: "Included in the alleged activity was involvement in the planning of an arson attack on a Ukrainian-linked commercial property in March 2024."
Four others have also been charged in connection with the investigation, the CPS said, after reporting restrictions were lifted today.

China is "frightened" of evoking US sanctions but is still getting "right up to the line" in assisting the Russian war effort, Professor Michael Clarke has said.
Analysing remarks by the US secretary of state (see previous post) that Washington has serious concerns about China providing weapons components to Russia, our military analyst said China is carefully calibrating its actions.
Those components - while not particularly sophisticated - are needed for missiles and high-tech weapons, Prof Clarke said.
He explained: "It's been known for a long time that the Chinese are supplying these.
"They're not supplying Russia with weapons because they're frightened of American sanctions.
"They're certainly frightened of secondary sanctions, whereby the Americans can sanction a company dealing with a company that supplies to Russia."
Despite that fear, however, Prof Clarke said the Chinese have "gone right up to the line in assisting Russia without obviously sending them weapons".
In addition, they are facilitating the supply of weapons from North Korea to Russia, he added.
Russia would struggle to sustain its invasion of Ukraine without China's help, the US secretary of state has said.
Antony Blinken - speaking in Beijing following talks with China's top diplomat, Wang Yi - said he had "reiterated" serious concerns about China providing components that are "powering Russia's brutal war of aggression against Ukraine".
He added: "China is the top supplier of machine tools, microelectronics and nitrocellulose, which is critical to making munitions and rocket propellants and other dual-use items that Moscow is using to ramp its defence industrial base," he said during a news conference.
That industrial base is "churning out rockets, drones, tanks and other weapons that President Putin is using to invade a sovereign country", he added.
Those weapons are being used to "demolish a power grid and other civilian infrastructure and to kill innocent children, women and men", Mr Blinken said.
He went on: "Russia would struggle to sustain its assault on Ukraine without China's support.
"In my meetings with NATO's allies earlier this month and with our G7 partners just last week, I heard that same message: fuelling Russia's defence industrial base not only threatens Ukrainian security, it threatens European security.
"Beijing cannot achieve better relations with Europe while supporting the greatest threat to European security since the end of the Cold War.
"As we've told China for some time, ensuring transatlantic security is a core US interest.
"In our discussions today, I made it clear that if China does not address this problem, we will."
At least four people were injured after Russia bombed an industrial site and a residential building in northeastern Ukraine, local officials have said.
Three children and a woman were hurt when munitions hit a central part of the town of Derhachi in the Kharkiv region, governor Oleh Syniehubov said on Telegram.
In the Sumy region, two bombs struck an industrial facility, regional authorities said.
The neighbouring regions, which border Russia, have undergone frequent aerial attacks.
In recent weeks, more intensive strikes have hit civilian and energy infrastructure.
A journalist working for the Russian edition of Forbes magazine has been detained on suspicion of spreading "fake news" about the Russian army, the magazine has said on its website.
Sergei Mingazov is being held in a detention centre in the far eastern city of Khabarovsk, according to his lawyer, Konstantin Bubon.
There has been no contact with the journalist, Forbes reported.
Forbes is an American business magazine.
