Global Medical Tourism Outlook in 2023

  • Written by MTM Editorial Team

Medical tourism 2023

As the world moves into 2023, the Medical Tourism industry is expressing cautious optimism that the sector can begin to recover from the setbacks due to Covid travel restrictions and global economic uncertainty.

Looking forward, most travel restrictions have been lifted, the populations of wealthier countries are multiple vaccinated, and there is a pent-up demand for delayed medical treatment combined with more economic confidence.

Medical Tourism crashed in 2020 as Covid concerns made travel more complex. For many, there was also increased economic insecurity. In terms of market value worldwide, medical tourism fell by 34% from US$105 billion in 2019 to US$71 billion in 2020 according to Glasgow Research & Consulting. It has since grown around 15% annually, and in 2023 the market value should exceed 2019 levels for the first time.

Relaxing travel restrictions

The year began with travel restrictions in most of the world, including the need to be vaccinated and have a negative test less than 24 hours before travel. In some cases, quarantine for up to fourteen days was required on arrival. Controls were gradually relaxed during the course of the year, and by mid-2022, travel restrictions for visitors to Europe and the US were largely removed. In December 2022, the EU recommended that there should be no travel restrictions on visitors from outside the EU.

The increased freedom to travel meant that medical tourism gradually rebounded, and several countries have introduced measures to take advantage of this.

In India, the government is planning a Heal in India promotional campaign to boost medical tourism in the country. A digital portal has been established to guide international patients through Indian healthcare options and project a global presence. The portal promises a simplified digital Medical Visa and emphasizes the availability of traditional Ayurvedic holistic treatments and conventional medicine.

India also hopes to profit from Russian visitors. In the wake of Russia’s invasion of Ukraine, the Asian powerhouse is one of a handful of countries, with Iran, China, South Korea, Turkey and Belarus, that accepts flights from Russia.

Major markets ready for rebound

Malaysia medical tourism.

The revenue from medical tourists to Malaysia was growing by 16% annually prior to the pandemic, and the number of visitors reached 1.2 million in 2019, the majority being from Indonesia and China. However, overall tourist arrivals and receipts fell by 80% in 2020. Healthcare tourism revenue was effectively zero in 2021, but the country re-opened up fully to overseas visitors in 2022 and hopes to return to 2019 levels in 2025.

Thailand medical tourism

Neighbouring Thailand is a key competitor for Malaysia in the medical tourism market, and it saw a similar successive fall in visitors of more than 80% in 2020 and 2021. However, Thailand has a much bigger share of the world market, up to 9% according to some measures, and attracts visitors from the USA and Europe as well as Asia. To encourage a bounce back in the sector, the government is planning to introduce a one-year medical visa at a reduced cost from January 2023.

Thailand aims to expand health and wellness tourism on the country’s largest island, Phuket. Recently, the government approved a 5 billion baht ($131 million) budget to develop an international medical hub in Phuket.

Turkey medical tourism

Turkey saw remarkable growth in medical tourism in 2021, with the number of visitors rebounding from just 390,000 in 2020 to 640,000, almost as many as the 660,000 visitors in pre-Covid 2019. That rapid increase appears to have continued in 2022, with 880,00 visitors reported in the year’s first three quarters. The Turkish government offers a range of support measures for companies in the industry, including part-payment for overseas diagnostic centres, salaries of interpreters and costs to bring patients from abroad.

Recent warnings from the UK government about poor treatment received by British Nationals in Turkey may dampen this growth. The Foreign Office recommended that patients refer to the Health Turkiye portal website for medical providers who the Turkish Ministry of Health approves.

Upcoming medical tourism destinations

As overseas patients return in 2023, post-Covid competition will be fierce. Several countries with a relatively small footprint in the industry will be looking to grow their market share.

Brazil is a large and populous country, but it has a relatively small footprint for medical tourism. Nevertheless, it has developed a niche reputation for cosmetic surgery and dental tourism, with eponymous treatments such as the BBL or Brazilian Butt Lift. 1.3 million cosmetic surgery treatments are carried out in the country annually (estimated 2020), although the majority of these are for nationals. Treatment costs are about half of those in the US, from where most overseas healthcare visitors originate. Costa Rica and Mexico also compete with Brazil for the cosmetic surgery market in the Americas.

Dubai and Abu Dhabi

Dubai is a leading hub for medical tourism in the Middle East, with a buoyant healthcare and wellness tourism market. According to the 2020 Medical Tourism index issued by the International Healthcare Research Centre (IHRC), Dubai is the number one medical tourism destination in the Arab world. The capital of the United Arab Emirates, Abu Dhabi, is an emerging option for tertiary treatments with well-established hospitals in Cleveland Clinic Abu Dhabi and Burjeel Holdings.

South Korea

South Korea is a growing player in Asia and has had strong government support to provide a sound foundation for medical tourism. The  Korea Health Industry Development Institute (KHIDI)  is a government-affiliated organization that promotes Korean medical services overseas. Korean medicine is renowned for excellence in oncology, cardiology and organ transplantation, as well as aesthetic-cosmetic treatment that gained popularity with the ‘k-beauty’ trend.

Visitor numbers were considerably lower than many neighbouring countries at 600,000 in 2019 but have recovered more rapidly. Russia, Mongolia and Kazakhstan are popular sources for patients, and the insecurity in the former Soviet bloc regions after the Ukraine invasion threatens this revenue.

Longevity wellness programs

It is widely recognized that the isolation caused by lockdowns, working from home, travel restrictions, and the existential threats of a global pandemic has brought mental health issues to the forefront. Demand for wellness retreats and holistic therapies is expected to grow by 20% annually in the coming years. Switzerland, India and Thailand are some countries leading the way with medical-based wellness programs. The science of longevity is an emerging theme in the global wellness market, and longevity research is attracting significant investment.

Medical Tourism Market Report Overview

The medical tourism market size revenue was valued at $31.9 billion in 2023 and is expected to grow at a compound annual growth rate (CAGR) of more than 13% over the forecast period. The affordability factor and access to advanced treatments with quality healthcare are anticipated to drive the medical tourism market over the forecast period.

Substantial cost savings is a key determinant when individuals consider foreign countries for healthcare options. For instance, the cost of cardiac bypass surgery in India is approximately 90% lower compared to the US. This often pushes patients from developed nations to opt for surgical procedures in countries where the treatment cost is significantly lower. The increasing cost of treatment in developed countries is expected to positively aid the market growth over the projected timeframe.

The market revenue in the post-pandemic era observed astonishing growth aided by the rising interest among individuals to improve the quality of life and health. The easing of travel restrictions in 2022 and 2023 directly contributed to boosting the demand for medical tourism during these years. The number of transportation airline passengers carried by distance jumped by 54.7% and 36.6% year-on-year in 2022 and 2023, respectively.

The pent-up demand coupled with the availability of easy installment services propelled the market growth post pandemic further. To capitalize on this trend, industry participants formed collaborations to offer flexible installment payment options. For instance, in November 2023, Turkish healthcare company Ada Medical Teknoloji and Saglik AS signed an agreement with a UK-based Finance Health group to provide patients from the UK, US, and European Union with a 12-month installment service.

Similarly, another Turkey-based company, WeCure, offers a dedicated financing plan for international patients. The company also collaborates with the key payment providers of the region including Stripe, Revolut, and Wise, among others.

Medical Tourism Market Segmentation by Service Type

The market for medical tourism based on service type is bifurcated into wellness and medical treatment. The wellness segment dominated the market space in terms of revenue in 2023 and is expected to continue its dominance over the forecast period. The rising inclination towards healthy life among individuals, especially in the post-pandemic era is a key driver for segmental growth. This trend is positively influencing the launch of new wellness projects around the globe.

For instance, in March 2024, European Wellness, a popular health and wellness provider, announced an investment of approximately $80 million in the Sabah state of Malaysia. This venture aims to capitalize on the natural scenic beauty of the state with the expertise of European Wellness to provide an inclusive healthcare journey.

The medical treatment segment is poised to register the fastest-compounded annual growth rate (CAGR) of more than 16% over the forecast period. The combination of affordable prices and the availability of top-notch healthcare services entices patients to opt for medical treatment in other countries. For instance, individuals from Bangladesh often journey to India for treatment purposes due to its superior healthcare standards. To further attract medical tourists from Bangladesh, the state of West Bengal in India had opened a portal to process visas within 48 hours in November 2023.

Medical Tourism Market Segmentation by Medical Treatment Type

Among medical treatment types, the dental treatment category is a dominating group and is expected to continue its dominance over the forecast period. Dental treatment in countries like India and Turkey is much more economical as compared to the UK, US, and other developed nations. For example, the root canal treatment cost in the US ranges from $1,000 to $1,600, whereas in India, the cost of a root canal treatment is $45 to $75. Thus, the wide cost difference is anticipated to remain a key drive for segmental growth over the predicted timeline.

The fastest-growing segment is alternative medicine which is expected to register a strong compounded annual growth rate (CAGR) of more than 20% over the forecast period. The rise of alternative medicine, especially among Western countries patients, is gaining traction owing to the limited side effects as compared to the conventional form of medicine. Alternative medicines are broadly categorized into mind-body therapies, biological therapies, biofield therapies, body-based therapies, and whole medicine systems.

Cancer treatment category is the third largest segment following the dental treatment in terms of revenue in 2023. However, the segment is poised to observe a declining share owing to its high cost of treatment. Moreover, cancer patients remain under heavy duress, and thus, traveling in such conditions is often restricted by the medical service providers.

Medical Tourism Market Segmentation by Wellness

The industry segment of wellness is broken down as destination spas, hotel/resort spas, and other spas. Hotel/resort spas registered a revenue share of over 32% in 2023, aided by the growing number of travelers seeking luxury stays. Many of the international hotel chains are opening exclusive spa centers to attract a higher number of tourists. An example of this is the opening of 1 Hotel Mayfair’s new Bamford spa in London in October 2023, with an eco-conscious approach.

Destination spas registered the third place in terms of revenue in 2023 and are projected to observe steady growth over the forecast period, driven by the younger travelers seeking peace of mind or mental well-being. This trend is pushing the development of new concepts of destination spas focusing on mental wellness.

For instance, wellness brand, The Ranch, is set to launch its East Coast flagship in April 2024. This new health and wellness center provides three and four-day wellness programs including activities such as yoga, hiking, plant-based diets, and massages. The Ranch Hudson Valley is a 200-acre property near Tuxedo Park in New York with a 40,000 sq ft lakefront hospitality estate.

The other spas category is expected to remain the largest segment over the forecast period. The demand for cruise spas has been growing at an astonishing pace post-pandemic. Cruise-based vacations are surpassing the pre-pandemic mark with the total traveler count anticipated to reach 35.7 million in 2024, as per the Cruise Lines International Association.

Medical Tourism Market Segmentation by Region

Europe accounted for the largest regional share in 2023 and is anticipated to continue its dominance over the forecast period. The regional growth is primarily driven by Turkiye which is among the leading destinations of medical tourism around the globe. The low currency rates coupled with the English and European language-speaking population greatly assists its growth. The country is set to register the fastest compounded annual growth rate of more than 10% over the forecast period, owing to the aforementioned factors.

Asia Pacific is expected to remain the second-largest region with the fastest compound annual growth rate of over 23% in terms of revenue over the forecast period. The regional growth is assisted by the increasing inflow of travelers for medical treatment in South Korea, Japan, Thailand, and Malaysia.

South Korea is expected to remain among the favorite destinations owing to the rising inflow of travelers. As per the estimates by the National Institute of Health, the South Korean government is aiming to attract 700,000 foreign travelers to the country by 2027. The country already observed strong growth in the inflow of foreign patients in 2022, marking a year-on-year growth of above 70%.

In 2023, North America was projected to have claimed the third spot in revenue share, with the United States contributing 82.0%. However, Mexico is anticipated to remain the fastest-growing country in the region over the forecast period, supported by the affordable cost of treatments as compared to its regional peers.

Medical Tourism Market – Competitive Landscape

The marketspace of medical tourism is highly competitive with industry vendors competing at different levels including service, product, and hospitality. To maximize their presence across different regions, the vendors are gradually forming strategic partnerships with regional tourism boards.

For instance, in May 2023, UAE-based medical and wellness vendor Agora Group entered into a strategic partnership with the Philippine Department of Tourism. The collaboration aims to broaden the Philippines’ position as a medical tourism destination.

The industry participants are employing digital health platforms to enhance patient experience. The digital platforms currently under usage are telemedicine, electronic health records, and artificial intelligence-driven solutions.

GlobalData’s focus is on providing reliable and accurate data that is supported by robust research methodology. Our reports undergo rigorous quality checks and are based on primary and secondary research sources, ensuring that the numbers and insights provided are trustworthy. However, despite the best efforts to gather comprehensive data, there could be instances where the available data is limited, making it challenging to provide third-level segmentation. In such cases, GlobalData may choose to provide high-level insights and general trends rather than forcing segmentation that may not be backed by sufficient data. This approach ensures that the report’s overall quality and credibility are maintained.

GlobalData

“The GlobalData platform is our go-to tool for intelligence services. GlobalData provides an easy way to access comprehensive intelligence data around multiple sectors, which essentially makes it a one-for-all intelligence platform, for tendering and approaching customers.

GlobalData is very customer orientated, with a high degree of personalised services, which benefits everyday use. The highly detailed project intelligence and forecast reports can be utilised across multiple departments and workflow scopes, from operational to strategic level, and often support strategic decisions. GlobalData Analytics and visualisation solutions has contributed positively when preparing management presentations and strategic papers.”

“COVID-19 has caused significant interference to our business and the COVID-19 intelligence from GlobalData has helped us reach better decisions around strategy. These two highlights have helped enormously to understand the projections into the future concerning our business units, we also utilise the project database to source new projects for Liebherr-Werk to use as an additional source to pitch for new business.”

Your daily news has saved me a lot of time and keeps me up-to-date with what is happening in the market, I like that you almost always have a link to the source origin. We also use your market data in our Strategic Business Process to support our business decisions. By having everything in one place on the Intelligence Center it has saved me a lot of time versus looking on different sources, the alert function also helps with this.

Having used several other market research companies, I find that GlobalData manages to provide that ‘difficult-to-get’ market data that others can’t, as well as very diverse and complete consumer surveys.

Our experience with GlobalData has been very good, from the platform itself to the people. I find that the analysts and the account team have a high level of customer focus and responsiveness and therefore I can always rely on. The platform is more holistic than other providers. It is convenient and almost like a one stop shop. The pricing suite is highly competitive and value for our organisation.

I like reports that inform new segments such as the analysis on generation Z, millennials, the impact of COVID 19 to our banking customers and their new channel habits. Secondly the specialist insight on affluent sector significantly increases our understanding about this group of customers. The combination of those give us depth and breadth of the evolving market.

I’m in the business of answering and helping people make decisions so with the intelligence center I can do that, effectively and efficiently. I can share quickly key insights that answer and satisfy our country stakeholders by giving them many quality studies and primary research about competitive landscape beyond the outlook of our bank. It helps me be seen as an advisory partner and that makes a big difference. A big benefit of our subscription is that no one holds the whole data and because it allows so many people, so many different parts of our organisation have access, it enables all teams to have the same level of knowledge and decision support.

“I know that I can always rely on Globaldata’s work when I’m searching for the right consumer and market insights. I use Globaldata insights to understand the changing market & consumer landscape and help create better taste & wellbeing solutions for our customers in food, beverage and healthcare industries.

Globaldata has the right data and the reports are of very high quality compared to your competitors. Globaldata not only has overall market sizes & consumer insights on food & beverages but also provides insights at the ingredient & flavour level. That is key for B2B companies like Givaudan. This way we understand our customers’ business and also gain insight to our unique industry”

GlobalData provides a great range of information and reports on various sectors that is highly relevant, timely, easy to access and utilise.  The reports and data dashboards help engagement with clients; they provide valuable industry and market insights that can enrich client conversations and can help in the shaping of value propositions. Moreover, using GlobalData products has helped increase my knowledge of the finance sector, the players within it, and the general threats and opportunities.

I find the consumer surveys that are carried out to be extremely beneficial and not something I have seen anywhere else. They provided an insightful view of why and which consumers take (or don’t) particular financial products. This can help shape conversations with clients to ensure they make the right strategic decisions for their business.

One of the challenges I have found is that data in the payments space is often piecemeal. With GD all of the data I need is in one place, but it also comes with additional market reports that provide useful extra context and information. Having the ability to set-up alerts on relevant movements in the industry, be it competitors or customers, and have them emailed directly to me, ensures I get early sight of industry activity and don’t have to search for news.

Medical tourism in a changing world: a 2023 global market report - latest 10 trends to focus on.

DUBLIN , Sept. 13, 2023 /PRNewswire/ -- The  "Medical Tourism In A Changing World - A Global Market Report" report has been added to  ResearchAndMarkets.com's offering.

This comprehensive report offers the latest insights, data, and predictions on the future of medical tourism.

Medical tourism is experiencing a resurgence, with an estimated 14 million medical tourists and counting. Countries around the world are actively seeking to attract these travelers. As a growth market within the tourism industry, medical tourism is projected to grow by 10% annually and potentially reach 20% as economies recover.

This global industry, valued at hundreds of billions of dollars, is set for dramatic expansion in the coming years. The publisher, with two decades of expertise in researching and analyzing global medical tourism, notes that the recovery post-pandemic has been swift. However, the landscape has evolved, with changing customer expectations and new entrants challenging established destinations.

Ten Key Trends

The greater proportion of medical travel is regional or domestic within a country.

The increasing cost of air travel and decreased wish to travel a long distance combined means long distance medical tourism is fading.

Many medical tourists do not seek out the cheapest destination.

Much medical tourism is for cosmetic, fertility or dental treatment.

Medical tourists are increasingly being courted by nations in an organised way.

The key drivers for medical tourism are the lack of insurance and services (in the patients' home country), lower costs, better quality care, procedures unavailable at home and shorter waiting periods.

Practices like opening offices in source markets; raising awareness about their competitive edge, effective communication, offering ease of visa and travel bundled with tourism-and-treatment were popular strategies.

Healthcare businesses are setting up physically in another country.

Some countries have exited the market but others known as suppliers- are becoming destinations.

Electronic telemedicine is where a patient gets help from a doctor in another country without either travelling.

Dynamic market

The medical tourism market is a dynamic one that is fast moving and changing quickly.

Market Overview:

The global medical tourism market size reached US$ 119.7 Billion in 2023. Looking forward, IMARC Group expects the market to reach US$ 650.8 Billion by 2032, exhibiting a growth rate (CAGR) of 20.1% during 2024-2032.  The increasing access to advanced treatment, cost savings offered by medical tourism, the rising demand for high-quality healthcare facilities, the availability of skilled medical professionals, and the growing requirement for specialized procedures are some of the factors propelling the market.

Medical tourism includes traveling to another country for medical treatment or procedures. It has gained popularity recently as individuals seek cost-effective and timely healthcare options. It offers various advantages, including access to specialized treatments, shorter waiting times, and cost savings compared to their home countries. Patients often choose medical tourism for cosmetic surgery, dental work, fertility treatments, and complex surgeries. Countries renowned for medical tourism attract international patients by offering high-quality medical facilities, experienced doctors, and affordable healthcare services. These destinations often combine medical treatments with recreational activities, providing a complete package for patients seeking medical care and leisure. As the demand for affordable and accessible healthcare continues to rise, medical tourism will likely remain viable for individuals seeking specialized treatments and cost savings outside their home countries.

The global market is driven by improved transportation and communication networks. In line with this, the increasing geriatric population is driving the demand for medical procedures and specialized healthcare services, which, in turn, is significantly contributing to the market. Apart from this, the cost savings and other benefits to patients, such as breakthrough medicines, cutting-edge technologies, enhanced healthcare, individualized care, and superior hospitality, are acting as other growth-inducing factors. Moreover, the high cost of health services in domestic countries catalyzes the expansion of medical tourism. Besides, the growing demand for medical procedures uncovered by insurance is propelling the market. The support provided by the tourism sector and the governments of the host destination are creating a positive outlook for the market.

Medical Tourism Market Trends/Drivers:

Increasing consumer preference for cosmetic procedures

The increasing consumer preference for cosmetic procedures is significantly contributing to the market. With the societal emphasis on appearance and beauty, more individuals are seeking cosmetic enhancements to improve their physical aesthetics. However, the high cost of such procedures in developed countries often acts as a deterrent. Medical tourism offers a solution by providing access to affordable cosmetic treatments and surgeries in popular destinations known for their expertise in this field. Patients can undergo procedures like breast augmentation, rhinoplasty, liposuction, and facelifts at a fraction of the cost compared to their home countries. This cost advantage, coupled with the availability of skilled cosmetic surgeons and modern facilities, attracts a significant number of individuals to travel abroad for cosmetic procedures. As a result, the demand for medical tourism in the cosmetic sector continues to grow steadily.

Rising healthcare costs in developed countries

The rising healthcare cost in developed countries is positively influencing the market. Several individuals find it increasingly difficult to afford expensive medical treatments and procedures within their home countries. As a result, they seek alternative options that offer more affordable healthcare solutions. Medical tourism provides a viable solution by offering significantly lower medical treatment and procedure costs in popular destinations. Patients can save a substantial amount of money by traveling to countries with comparatively lower healthcare costs. This cost differential, combined with the availability of high-quality medical facilities and experienced healthcare professionals in medical tourism destinations, makes it an attractive option for individuals seeking cost-effective healthcare. As the cost of healthcare continues to rise in developed countries, the appeal of medical tourism as a cost-saving alternative is expected to drive the growth of the market. Patients are increasingly willing to travel abroad to receive quality medical care at a fraction of the cost they would incur in their home countries.

Rapid technological advancements in the healthcare industry

The rapid technological advancements in the healthcare industry are catalyzing the market. With breakthroughs in medical technology, innovative procedures and treatments are becoming available, offering patients more options for their healthcare needs. Patients often seek medical tourism destinations to access advanced medical treatments and technologies that may not be readily available in their home countries. These advancements include cutting-edge diagnostic tools, minimally invasive surgeries, robotic-assisted procedures, and precision medicine techniques. Furthermore, the appeal of these advanced technologies, coupled with the expertise of healthcare professionals in medical tourism destinations, attracts patients seeking state-of-the-art healthcare solutions. They are willing to travel to benefit from the latest advancements and receive specialized treatments that can potentially enhance their health outcomes. As technological advancements continue to revolutionize the healthcare industry, the demand for medical tourism is expected to grow, with patients seeking access to the most advanced and innovative treatments available globally.

Medical Tourism Industry Trends and Highlights

Artificial intelligence encompasses a range of capabilities, from machine learning and decision making to advanced areas like decision-making, computer vision, and motion. Healthcare businesses use these AI capabilities for various processes and functions, including patient management, scheduling, diagnostics, surgical procedures, and other tasks related to operating rooms.

Social media platforms that integrate AI into their cloud systems will be able to track patterns and understand user behavior better, allowing them to tailor content instead of relying on proactive user engagement. Depending on the medical procedure, some medical tourism destinations specialize in specific fields of expertise. The cosmetic surgery industry may be a specialty in some countries, while cardiac care might be a specialty in others.

Key Medical Tourism Industry Trends

  • Healthcare technology advancements, like robotic surgery and advanced diagnostics, influence the market.
  • Post-treatment care and rehabilitation services have become a focus in medical tourism destinations.
  • Hospitals and clinics in the medical tourism sector rely heavily on online reviews and social media to enhance their reputation. More clients were attracted when patients had a positive experience.
  • Some insurance companies offering coverage for medical treatments abroad further facilitated the growth of the medical tourism industry.
  • Prices are becoming more transparent among medical tourism service providers and facilitators. The information helped patients plan for their medical travel and make informed decisions.
  • Wellness and preventive care have become increasingly popular among medical tourists. Spa treatments, yoga retreats, and dietary plans were among the treatments and services sought by people.

2018 to 2022 Historical Analysis vs. 2023 to 2033 Market Forecast Projections

The market was valued at US$ 197,514.8 million in 2022. Between 2023 and 2033, the medical tourism market is expected to expand by 12.7% CAGR. The advancement of medical technology will likely benefit medical tourism. Patients from abroad may be more interested in minimally invasive or non-invasive procedures that reduce recovery times and increase their appeal.

Social media platforms and joint projects with government agencies are being encouraged by the government as a means of marketing and visibility. India's Ministry of Home Affairs is promoting medical visas for specific medical tourists more popular.

Medical practitioners, clinics, and institutions must adhere strictly to national regulations and guidelines regarding registration and regulation. Tourists holding medical tourism IDs may be eligible for a medication discount. Airlines can devise a discount scheme that offers special discounts to tourists in this category. As a result, these visitors will have the opportunity to explore suburbs as well as secondary cities and third tier cities.

Medical Tourism Industry Drivers

Medical tourism is increasingly popular among foreigners because of the availability of advanced technologies and sophisticated physician training. Additionally, medical tourists from all over the world are attracted to certain countries because hospital stays are less expensive.

Patients seeking top-quality care are now able to receive advanced medical treatments, specialized surgeries, and medical professionals with advanced training. Patients from around the world are attracted to these destinations because of their reputations for medical excellence.

Long waiting times for certain medical procedures can be an issue in some countries with publicly funded healthcare systems. For faster access to medical services, patients travel overseas for surgeries and diagnostic tests. Patients can get treatment faster when they go to medical tourism destinations due to the shorter wait times.

Medical tourism destinations frequently excel in providing specialized medical services that might not be readily available or easily accessible in patients' home countries. These include complex surgeries, organ transplants, advanced cancer treatments, fertility procedures, and innovative therapies. Patients with specific healthcare needs are drawn to destinations with expertise in their medical conditions.

From the very beginning, medical tourism has been driven by the availability of cheaper treatment with better quality of care. Tourism worldwide has been drawn to medical tourism destinations because they offer luxury accommodations and affordable treatment options.

Medical Tourism Industry Restraints

Although several factors contribute to the growth of medical tourism, there are also some challenges. Due to a lack of control over what information is available, medical tourism is at risk of losing its integrity. International healthcare systems can be complex due to differing regulations and legal frameworks in different countries. Consequently, patients and providers may be concerned about the safety and quality of care.

Foreign healthcare services may raise concerns for patients. Potential medical tourists may have trust issues due to differences in accreditation and quality assurance standards from their home country. Due to the low barriers of the internet, unqualified personnel can enter the field of health care early. This could pose a serious risk to the market if it is not adequately scrutinized.

A patient seeking price comparisons is often motivated by the cost of healthcare. Even though data protection and privacy are still some of the most challenging aspects of internet advertising, more patients are likely to rely on online sources for information otherwise unavailable.

Florida Abortion Ban to Take Effect, Cutting Off Major Access Point

The state has dozens of clinics that serve tens of thousands of women a year, including from across the Southeast. The six-week ban will require most to travel much farther.

Florida has long played a significant role in the American abortion landscape, with dozens of clinics providing the procedure to tens of thousands of residents a year while also taking in patients from across the Southeast.

That era will end, at least for now, on Wednesday, when a ban on most abortions after six weeks of pregnancy will take effect. The strict new law will replace a 15-week ban and require most Floridians and other Southerners seeking the procedure to travel to Virginia or farther.

Almost every other state in the region banned or sharply restricted abortion after the Supreme Court overturned Roe v. Wade in June 2022; many had few abortion providers even before the ruling. North Carolina still allows abortions up to 12 weeks , but with a 72-hour waiting period that makes it a less practical option for out-of-state patients.

“The surrounding states have been desperate to find a place to go within a reasonable distance,” said Kelly Flynn, the president and chief executive of A Woman’s Choice, a network of abortion clinics, including one in Jacksonville, Fla., “and we have been that place.”

Instead of the number of abortions in Florida decreasing after Gov. Ron DeSantis signed the 15-week ban into law in April 2022, as proponents had hoped, it went up because more patients were coming from Southern states with more restrictions or near-total bans.

Florida, the third-largest state by population, has about 50 clinics and last year provided some 84,000 abortions; nearly 8,000 of them were for women from outside the state. Until July 2022, Florida allowed abortions until about 24 weeks.

“We don’t want to be an abortion tourism destination,” Mr. DeSantis, a Republican, said last year .

Lawmakers and Mr. DeSantis approved the six-week ban in April 2023, when the governor was preparing to run for president. His message to Republican primary voters focused on how he had reshaped Florida’s political identity , turning it from a swing state to a beacon of right-wing policy. His campaign failed , but the policies remained.

The six-week ban was conditioned on the Florida Supreme Court first upholding the 15-week ban, which abortion rights groups had challenged. The conservative court did so on April 1, starting a 30-day countdown for the six-week ban to become law.

The new law provides exceptions for abortions to take place up to 15 weeks for pregnancies that result from rape, incest or human trafficking, though women would be required to show documentation such as a restraining order, medical record or police report. There are also exceptions to save the life of the woman and, before the third trimester, for fatal fetal abnormalities.

The law also prohibits doctors from prescribing medication abortions through telehealth and dispensing the pills by mail. Medical professionals who violate any part of the ban could face criminal penalties.

Many women do not realize that they are pregnant by the sixth week, so backers of abortion rights say the new law will represent a near-total prohibition — exactly the shutdown of access that they worried would happen when Roe was overturned.

Unlike Florida, many Southern states had few abortion clinics left even before that ruling. When Texas, the nation’s second most populous state, banned the procedure at six weeks in 2021, it had about 20 clinics that provided about 50,000 abortions a year, significantly fewer than Florida.

The six-week ban is “going to protect thousands of unborn children,” said John Stemberger, the president of Liberty Counsel Action, an anti-abortion lobbying group.

He said Florida has almost 200 anti-abortion crisis pregnancy centers, which sometimes provide pregnant women with ultrasounds and baby supplies. That is about four times the number of the state’s abortion clinics, which are mostly clustered around big cities. Mr. Stemberger said he has worked with anti-abortion groups to expand the centers’ capacities.

“There’s going to be an increased demand for their services,” he said. “We want to communicate to mothers who are abortion-minded that there are options.”

Abortion providers and nonprofit funds that help women pay for abortions in Florida have spent the last year preparing for this moment.

Between 2018 and 2023, about 60 percent of abortions in Florida happened after six weeks of pregnancy, according to state data .

Clinics are scheduling ultrasounds earlier and ramping up other health care services to try to stay open. Funds are training volunteers to plan travel for patients to Illinois, Virginia, Maryland and Washington, D.C. (North Carolina is closer but its waiting period to get the procedure makes it a less feasible destination.)

All of the changes could prove temporary: A ballot measure in November will ask Florida voters whether to amend the constitution to allow abortions until about 24 weeks. It will require more than 60 percent support to pass, a high threshold, and it would not take effect until January, assuming that lawmakers or anti-abortion groups did not challenge it in court .

For now, Florida will have to adjust to being another Southern state where abortions are extremely rare.

“We’re going to be an abortion desert,” said Michelle Quesada, a spokeswoman for Planned Parenthood of South, East and North Florida, which operates eight clinics in the state. (Planned Parenthood of Southwest and Central Florida operates another nine clinics.) “It’s going to be really challenging for patients.”

Ms. Quesada said that after the Florida Supreme Court ruling clinics called patients scheduled to be seen in May and moved up their appointments. Out-of-state patients have been sent as far south as Miami — more than 600 miles from the Georgia and Alabama borders — because wait times in Tallahassee and Jacksonville, in the northern part of the state, have been two or three weeks, she added.

In the last year, abortion clinics have added other services, including prenatal care and adoption referrals. They have also seen an increase in patients requesting contraception, Ms. Quesada said, including vasectomies for men in their 30s and 40s.

Dr. Marian Sampson, an obstetrician and gynecologist who provides abortions for Planned Parenthood’s clinics in Fort Myers and Naples, on Florida’s Gulf Coast, said that over the past two weeks, “pretty much every appointment slot is double booked every day.”

Inevitably, clinics will be far less busy under the six-week ban, said Nikki Madsen, the co-executive director of the Abortion Care Network, a national association of independent abortion clinics that had 36 members in Florida as of last year.

“The number of patients those clinics will see will drastically plummet,” she said. “When a clinic closes, it’s incredibly difficult to reopen.”

Clinics and abortion funds said that, unlike in the months after Roe was overturned, they have not seen an uptick in contributions since the ruling allowing the six-week ban. That is most likely because donors are focused on funding the November ballot measure.

“While that is a positive thing if it passes, there’s a lot of time between May 1 and January when that would go into effect,” said McKenna Kelley, who is on the board of the Tampa Bay Abortion Fund. “We are doing the work day in and day out.”

Not only will it be more expensive for funds to help patients now that they have to also pay for their travel, but some people may find the plane travel that can be required overwhelming, said Jessica Hatem, the executive director of the Emergency Medical Assistance Abortion Fund in West Palm Beach. The fund was founded in 1972, pre-Roe, to help women in Florida go to New York for legal abortions.

“When we are sending people on a plane, generally it’s their first time flying,” she said. “When we’re sending Southerners to the North in the middle of winter, people don’t have coats.”

It is hard to predict just how much the number of abortions performed in Florida will drop after Wednesday, said Isaac Maddow-Zimet, a data scientist at the Guttmacher Institute, a reproductive health research group that supports abortion rights.

Researchers found that abortions declined by about 50 percent in Texas and Georgia after those states’ six-week bans took effect. South Carolina had a much steeper drop-off — about 71 percent, he said — in part because so many women had been traveling there for abortions from other states. The South Carolina Supreme Court upheld a six-week ban law in August.

“Every state,” Mr. Maddow-Zimet said, “has ripple effects through every other state.”
