Millions of people from around the world undertake the Hajj pilgrimage to Mecca every year. Umrah is a pilgrimage that can be completed at any time of the year. 

Saudi Arabia's Ministry of Hajj and Umrah offers an electronic portal for Hajj registration and bookings. The portal allows for electronic Hajj visa applications and provides additional information, such as an FAQ page and awareness guides.

In order to participate in Hajj, U.S. citizens must have a permit issued through the Saudi Arabian Ministry Website. That rule applies whether you are visiting or living in Saudi Arabia.  If you participate in Hajj without a permit, you may be deported, detained, fined, or banned from future visits to Saudi Arabia.

Note: Once you arrive in Mecca for Hajj, you must get permission from the Ministry of Hajj and Umrah before leaving Saudi Arabia. This rule applies until Hajj is over.

Personal Security

Travelers seeking to perform Hajj and Umrah are often targets for scammers. Watch out for dishonest guides or people pretending to be tour operators, who may leave pilgrims stranded without paying their bills. Also, be cautious of hotels that demand fees to return passports.

There are reports of pickpocketing, theft, and other crime in Mecca, particularly in the area of the Grand Mosque. There are also reports of crime in Medina, where there are large crowds of people. Always carry contact information for your hotel and tour operator.

Keep travel documents (your U.S. passport or U.S. “green card” residency permit) secure during your trip.  Make two copies of your passport—including pages stamped with Saudi visas—with one saved digitally and the other in a safe place while you travel.

Between 8:00 a.m. to 5:00 p.m. local time in Saudi Arabia, Sunday through Thursday, ask for the American Citizen Services Unit. For emergency cases outside of those hours or during holidays,  use the same numbers listed above to reach a duty officer for assistance.

Visa Information

The Hijri calendar is used in Saudi Arabia for all official functions.  Please review the dates on your visa carefully, and make sure you know when it expires.

Do not overstay your Hajj or Umrah visa . If you stay in Saudi Arabia longer than you are allowed, you may have to pay fines in order to depart the country.  Fines can be thousands of dollars. You might also be held in detention until your deportation proceedings. Additionally, you could be banned from returning to Saudi Arabia in the future.

Permitted areas of travel and duration of stay:   If you are unsure, ask Saudi airport officials or the Passport Office (jawazat) for clarification upon arrival.

• Hajj and Umrah (pilgrimage) visas are  not valid for work or residency .
• Non-Muslims are forbidden to travel to Mecca and the portions of Medina which are considered sacred.
• All pilgrims visiting for Hajj must leave Saudi Arabia after the completion of Hajj.

Women Pilgrims

Women can register for Hajj without a male guardian if they go in a group with other women.

Travelers With Disabilities

Be prepared for standards of accessibility and accommodation below the minimum of what is required in the United States. While most of the Holy Sites, such as the Grand Mosque in Mecca, are accessible to disabled people , most hotels and transportation options are not. Check with your tour group provider to ensure your needs are well known and can be accommodated.

Photographs

You are not allowed to take photos (still or video, even with your phone) at the Holy Mosque in Mecca or the Prophet's Mosque in Medina. If you break this rule, your device may be taken away.

• Seeking to contact you within 24 hours of being told that you have been arrested .

• Arranging for a spouse or next of kin to be informed if you are involved in an accident, are arrested, or die, and advising them on the appropriate procedures.

• Hajj al-Tamattu’

It depends, if you are meet all the requiements and are able to perform Hajj but would rather pay someone to perfrom Hajj on your behalf then this is not permissable as Hajj is considered a personal obligation and a unique spiritual journey for each Muslim. It is a physical and spiritual act of worship that requires personal effort and devotion. It is impossible to delegate this responsibility to someone else by paying them to perform Hajj on your behalf. Each Muslim is expected to perform Hajj if physically, financially, and mentally capable.

However, Hajj Badal, also known as Hajj e Badal in Urdu or “Proxy Hajj” , is when some who are unable to perform Hajj by themselves get a compulsory Hajj performed by another person on their behalf. In other words, Hajj Badal  is when you perform Hajj on behalf of someone (a loved one) who is sick and has no cure, is old, is disabled, or has passed away.

Moreover, based on the teachings of all four schools of thought, Hajj Badal can only be performed for a person once a year. Also, one will only be eligible to perform Proxy Hajj once they have completed the obligation of performing Hajj themselves.

Hajj Quota 2024 – How many people worldwide can attend Hajj annually?

The Saudi Arabian government sets a specific Hajj quota for the number of pilgrims allowed to perform Hajj annually . This quota is determined based on various factors, including the capacity of the holy sites, infrastructure, and safety considerations. The Hajj quota is distributed among countries based on their Muslim population and other relevant factors.

It is supported by a narration of Ibn’Abbas, who said that once a woman from Juhaynah came to meet Prophet Muhammad (PBUH) and asked, “My mother vowed or intended to go for Hajj, but she was unable to go for Hajj before she died. Should I perform Hajj on her behalf?”

To which Prophet Muhammad (PBUH) replied, “Yes, do Hajj on her behalf. Do you not think that you would pay it off for her if your mother were in debt? Pay off the debt that is owed to Allah, for Allah is more deserving than what is owed to Him should be paid off.” (Narrated by al-Bukhari, 1754)

What is the difference between Hajj and Umrah?

Hajj and Umrah are both pilgrimages in Islam, but they have some key differences. Hajj is a mandatory pilgrimage during specific days of the Islamic month of Dhul-Hijjah. All travelers must submit proof of vaccination for meningitis and ACYW135. Vaccination records for polio are required for infants and children under 15. Children over 15 should have the same vaccinations as any adults traveling with them. Vaccination records should be less than three years old and issued up to 10 days before entry into Saudi Arabia.

Applicants living in a country that is not their country of origin should submit valid proof of residence such as a residency card or work visa.

• Completed application form.

• Letter of No-Objection (for women traveling in groups). Women over the age of 45 may perform Hajj without a male guardian, provided they are traveling as part of a group and have a letter of no-objection from their mahram allowing them to travel.
• Airline ticket: A confirmed return or onward flight ticket is required for application.

• Hajj visa photo size should be 200×200 pixels and not larger than 18 KB.
• The photo must be in color, not black and white.

What is Hajj in Saudi Arabia?

Hajj (also spelled Hadj, Hadji, or Haj) is the greater pilgrimage to the holy city of Mecca in Saudi Arabia. It is one of the Five Pillars of Islam.

All Muslims who are physically and financially able to make the pilgrimage are expected to make the pilgrimage at least once in their lifetime .

This is different from Umrah , which is the optional ‘lesser pilgrimage’ to Mecca.

The rituals of the Hajj pilgrimage

During the week of the Hajj, millions of people go to Mecca to perform a series of rituals . Participants:

• Walk anti-clockwise seven times around the Kaaba
• Walk between the hills of Safa and Marwah 7 times
• Drinks from the Zamzam Well
• Stand vigil in the plains of Mount Arafat
• Spend a night in the plans of Muzdalifa
• Performs a symbolic stoning of the devil

Throughout the pilgrimage, men wear white cloths called the Ihram and women wear white, modest clothing.

They must also refrain from prohibited activities , which include cutting nails and shaving.

When Do Muslims Perform Hajj?

Muslims need to complete Hajj at least once during their lifetime. Hajj takes place in Saudi Arabia once a year, in the last month of the Islamic lunar calendar .

Hajj begins on the 8th day and ends on the 12th day of Dhu al-Hijjah.

As the lunar calendar is slightly shorter than the Gregorian calendar, the date moves back each year.

Hajj visas are issued from Mid-Shawwal to the 25th of Dhual-Qa'dah each year.

Can I Go to Saudi Arabia for Hajj with an eVisa?

Pilgrims cannot travel to Saudi Arabia for Hajj with a tourist eVisa. Foreign participants must obtain a special Hajj visa to enter the country and make the pilgrimage to Mecca.

The tourist eVisa for Saudi Arabia is valid for Umrah, the ‘lesser pilgrimage’, but not during the Hajj season.

How to apply for a Hajj visa for Saudi Arabia

Travelers can apply for a Hajj visa through their nearest Saudi Arabian Consulate.

Hajj visa requirements for women and children

Women must be accompanied by a Mahram (close male relative, for example, husband or brother). They need to travel with him or be met on arrival. Proof of their relationship must be provided.

Women over the age of 45 can travel without a Mahram as part of an organized group, a consent letter from the Mahram is required.

Children can accompany their parents on Hajj. The child's name should be included when making the visa application, and a copy of the birth certificate is required. Children should be accompanied on the pilgrimage by a Mahram.

Requirements to Perform Hajj as a Foreigner

Usually, Muslims of all nationalities can travel to Saudi Arabia for Hajj, provided they meet the entry requirements.

Hajj 2021 was affected by COVID-19 restrictions . Muslims from outside the Kingdom of Saudi Arabia were not able to take part in the annual pilgrimage. The number of participants was limited to 60,000 citizens and residents of Saudi Arabia.

This exceptional measure was taken to limit capacity and allow for social distancing . Participants had to be in a good state of health and aged between 18 and 65 years old.

Hajj insurance policy for foreign pilgrims

The Ministry of Hajj and Umrah now required foreign pilgrims to have insurance coverage for COVID-19 of SAR 650,000.

The insurance will cover the cost of any treatment, emergencies and quarantine. The insurance policy must be approved by the Saudi Central Bank.

Can Non-Muslims Take Part in Hajj?

No, Hajj and Umrah can only be performed by Muslims . Non-Muslims cannot enter or pass through the holy city of Mecca.

Hajj visa applicants who have converted to Islam need documentation from an imam (Muslim religious leader) testifying that the person is a true convert.

Can a visit visa holder perform Hajj?

Visit visa holders in Saudi Arabia often ask if they can perform Hajj. Unfortunately, the answer is not a simple “yes” or “no”.

Generally, people on a family visit visa are not allowed to perform Hajj. For example, a father, mother, or children who are visit visa holders cannot perform Hajj through local hajj registration in Saudi Arabia.

However, we have seen cases before COVID-19 when Hajj permits were issued to wives on a visit visa on an exceptional basis . In other words, it was not allowed for parents and children but for spouses.

We have explained the process of taking a Hajj permit on a visit visa which was valid before COVID-19 but keep in mind that a lot has changed since then. Therefore, you can try your luck if you want.

Getting a Hajj Tasreeh on a Visit Visa

There are 3 requirements to initiate this process;

• The Husband is an Iqama holder.
• He is inside Saudi Arabia.
• The wife is a visit visa holder.

Permission from the Jawazat

Before you book for the Hajj, you need to visit the Jawazat and inform them about the person who wants to get a Hajj permit on a visit visa. You will have to convince the officer to allow you to perform Hajj together.

For example, the wife is in India and the husband works here. How in the god’s name she can perform hajj without a mahram. He cannot come on a Hajj visa because he is already a Saudi resident. This option was created specifically to handle such situations.

It is important to mention here that if you are not able to convince the Jawazat officer to get permission, you cannot move further. You can take the GRO of your company to facilitate you if you are not good at speaking Arabic.

Book for Hajj

If the Jawazat officer is convinced, they will make an exception in their system with the border number under which the visit visa holder entered Saudi Arabia.

• Once they created an exception in their system, you can book hajj like any other resident.
• Instead of entering the Iqama number, you will use the border number and visa issue date while booking.
• You will have to pay for the Hajj just like any other normal package.

Get the Hajj permit

After making the payment of the fee, once the confirmation is received from the Ministry of Hajj, you will have to visit Jawazat again.

Although residents can print their Hajj tasreeh through the Abshir system, visit visa holders will have to get their hajj permit from the Jawazat.

Saudi Arabia changes Umrah visa rule: Now the permit is valid for three months from the date of issuance

Validity was earlier calculated from the visa holder’s entry into the kingdom

Dubai: Umrah visas will now last for three months from the date of issuance, according to a new rule isued by the Saudi Ministry of Hajj and Umrah.

The change is part of a coordinated effort with the Saudi Ministry of Foreign Affairs to streamline preparations for the annual Hajj season.

The announcement was made in response to various queries on the “X” platform, marking a change from the previous system where the three-month validity period began upon the visa holder’s entry into Saudi Arabia.

The Ministry emphasised that the change aims to better manage the influx and activities of pilgrims leading up to and during the Hajj season.

On Sunday, the Ministry of Hajj and Umrah advised visitors that the Umrah visa is specifically for pilgrimage purposes and should not be used for employment or other non-pilgrimage activities.

They stressed the importance of adhering to visa regulations, especially in light of recent instances where visas were misused.

Pilgrims are urged to leave Saudi Arabia before their visas expire and to respect the conditions of their stay.

Saudi Arabia changes Umrah visa rule; to remain valid for 3 months from issuance date

I f reports are to go by, the recent change in the visa rule is to streamline preparations for the upcoming Hajj season (June 14-19)

As per the reports, under the older visa rule, the three-month (90 days) validity period for the Umrah visa began upon entry into Saudi Arabia. Now, under the new Umrah visa rule, the three-month validity of the visa begins from the day of issuance. For someone with an Umrah visa, it will be possible to enter the country and perform the Umrah pilgrimage.

It is also important to keep in mind that an Umrah visa does not mean that the visa holder can use the visa for employment or activities not related to pilgrimage. The Ministry of Hajj and Umrah has advised visitors to respect the new visa rules, not to misuse the visa, and most importantly, leave Saudi Arabia before the visa expires.

Are Hajj and Umrah same?

For those wondering if the two are the same, they are not. Though both Hajj and Umrah are pilgrimages, Hajj has a particular season every year. This year, the Hajj season starts from June 14 and ends on June 19. Hajj is considered to be a mandatory pilgrimage that a Muslim must undertake at least once in their lifetime. An Umrah pilgrimage can be done anytime during the Islamic calendar. Interestingly, the Saudi Arabia tourist eVisa allows travellers to take part in tourism-related activities such as events, family visits, leisure and even Umrah, but excluding Hajj.

The Umrah visa does not allow visitors to perform Hajj rituals. You need a Saudi Hajj visa for that. The issuance of Haj 2024 visas closes on April 29.

2. Select transit E-Visa in Seats and Extras and choose the passengers who want to apply for a transit E-Visa.

3. Fill in the required information for the selected passengers.

4. Complete the payment for the booking and get your transit E-Visa instantly.

Free Accommodation
