South Aus­tralia has a strat­e­gy and action plan to trans­form the state’s nature-based tourism sector.

The strat­e­gy, ​ ‘ Nature like nowhere else. Acti­vat­ing nature-based Tourism in South Aus­tralia ’, and action plan, ​ ‘ Nature like nowhere else. An action plan for the acti­va­tion of South Australia’s nature-based tourism sec­tor ’, out­line the state government’s vision and actions to make South Aus­tralia a world leader in nature-based tourism, while sup­port­ing the ongo­ing con­ser­va­tion of our state’s nat­ur­al and cul­tur­al heritage. 

The strat­e­gy and plan also out­line the state government’s com­mit­ment to work with tourism stake­hold­ers and to encour­age invest­ment into the industry.

The strat­e­gy offers oppor­tu­ni­ties to fur­ther devel­op expe­ri­ences that are sus­tain­able, have poten­tial for growth and have proven demand. These include developing:

  • stand­out walk­ing jour­neys across the landscape
  • unri­valed native wildlife expe­ri­ences close to Adelaide
  • immer­sive marine wildlife expe­ri­ences with­out equal
  • cut­ting-edge sen­so­ry expe­ri­ences that leave a last­ing impression.

The action plan includes five themes:

  • Lead South Australia’s nature-based tourism acti­va­tion agenda.
  • Sup­port exist­ing nature-based tourism expe­ri­ences and cre­ate new ones.
  • Remove red tape and bar­ri­ers to investment.
  • Raise aware­ness of South Australia’s unique appeal.
  • Empow­er and build the capac­i­ty of com­mu­ni­ty based tourism networks.

Witchelina nature reserve.

Witchelina is a magnificent outback nature reserve extending from Lake Torrens in the south to Marree in South Australia’s far north.   

With an area of 421,000 hectares (a similar size to Kangaroo Island), this vast former pastoral property spans three bioregions, Flinders Lofty Block, Stony Plains and Gawler, which in turn are divided into nine land systems.    It is a biodiversity haven for species such as Thick-billed Grasswrens, Wedge-tailed Eagles, Spinifex Hopping Mice, Stripe-faced Dunnarts, Plains Mice, River Red Gum and Coolibah Woodland and Blue Bush shrub lands and includes spectacular geological sites.   Enjoy our bush camps in your own caravan or tent or stay in our comfortable Shearer’s Quarters accommodation, enjoying its shared facilities.    Enjoy the serenity of our reserve and explore the reserve further via our Nature Drives in your own suitable vehicle.

Hiltaba Nature Reserve

Hiltaba has a spectacular landscape on the western end of the Gawler Ranges on the Eyre Peninsula, South Australia.  

With abundant wildlife, this 78,000-hectare nature reserve is a must-see for those looking to connect with nature and appreciate how this beautiful region supports our unique biodiversity.    Hiltaba's diverse habitats, ranging from Acacia shrublands and Casuarina woodlands to Mallee forest and tussock grasslands, are home to over forty state-listed and nine Commonwealth species of importance, including Yellow‐footed Rock Wallabies, Slender‐billed Thornbills and Desert Greenhood Orchids.   Hiltaba's Five Founders' Walking Trails are a paradise for hikers and birdwatchers. The walks range from 2km to 14km and cater for various fitness levels. They offer breathtaking views of remarkable landscapes, ample opportunities for photography and bird watching, and a chance to view the region's flora and fauna.   Multiple Nature Drive loops are a great way to explore Hiltaba. These follow former station tracks from when the Nature Reserve was a pastoral property.    There are several camping and accommodation options at Hiltaba, including Pretty Point Campground and Hiltaba Shearers Quarters, which have shared facilities.

Round two funding to help more businesses activate nature tourism

The next round of the south australian tourism commission’s $2 million experience nature tourism fund (entf) opens later this month..

Designed to showcase the state’s natural landscapes and help attract domestic and international visitors, the fund has already created new world-class tourism products and experiences this year.

Round one of the ENTF saw a total of $485,800 allocated to 18 projects, with a project value of $824,000. The projects included accommodation refurbishments, purchases of new vehicles, and marketing including content creation.

Grants will be available from $10,000 to $50,000 for new and improved nature-based tourism products and experiences in or near a national park, reserve, wilderness protection area or marine park.

Funding is available via two streams:

  • Stream 1 – Quick Activation Projects with grants available from $10,000 to $20,000 (provided for projects that are ready to be activated).
  • Stream 2 – Innovative Development Projects with grants ranging from $20,001 to $50,000 (provided for bigger projects which may have a longer duration and multiple elements).

Projects must comply with the statutory management plan for a particular park or reserve, demonstrate care and consideration of the natural and cultural heritage of the proposed site, and operate in accordance with licence requirements set by the Department for Environment and Water (DEW). If the project enters a national park, applicants must have in-principle support from DEW prior to commencing an application.

There are four rounds of funding available through the Fund, with $500,000 available each financial year over four financial years, commencing from 2022-23.

Private sector businesses, not-for-profit organisations, and community associations across the state are eligible to apply.

Round two applications will open on Monday 31 July and close on Thursday 14 September 2023.

The establishment of the $2 million fund was an election commitment to activate nature-based tourism. The SATC administers the fund in partnership with the Department for Environment and Water (DEW) and the South Australian Government Financing Authority.

It is terrific to announce the application dates for round two, which is going to go even further towards building our suite of nature-based tourism experiences and make South Australia more competitive in driving domestic and international tourism.

In round one, we saw some incredible products come to fruition – like a sailing journey to marine parks, a cultural immersion experience, luxury camping experience and e-bike tours at Cleland Wildlife Park.

We already know there are many operators out there who want to showcase our national parks and develop new products, and this grant program helps bring these ideas to life.

By introducing a new overnight camping experience at the Arkaroola Wilderness Sanctuary, we hope to allow our visitors to slow down, see some more of the Ridgetop area with its beautiful and interesting geology, be out there when the light is best, and animals are more active… and experience the spectacular sky in a very, very dark place.

The Experience Nature Tourism Fund helped us to better define the visitor experience and plan the project – as well as help funding as part of our upgrade program!

We hope that the Ridgetop Sleepout will become our showcase experience and attract visitors, not only to Arkaroola, but to other operators along the way so that they experience the beauty and variety of the Flinders Ranges and Outback.

We hope that experiencing the beauty and significance of nature though educational experiences helps us all to value and support conservation efforts for the future.

The assistance we received through the Experience Nature Tourism Fund for additional equipment has further enhanced the immersive experience for our guests while additional marketing assistance has helped promote the walk to a wider audience.

Big boost for nature-based tourism in South Australia

Nature-based tourism in South Australia will be turbocharged with the launch of a $5 million co-investment fund to fast track recovery after coronavirus restrictions and bushfires have devastated much of the state.

The $5 million Nature-Based Tourism Co-Investment Fund is part of the State Government’s Parks 2025 strategy and will provide grants to organisations to partner with the State Government to deliver sustainable, quality tourism experiences in South Australia.

Department for Environment and Water Director of Tourism and Economic Development, Jo Podoliak, said the COVID-19-induced pause in interstate and international travel is an ideal opportunity for planning new nature-based tourism experiences in South Australia.

“The government wants to activate sustainable tourism partnerships which will support local jobs, benefit tourists as well as the South Australian community and have positive conservation outcomes,” Ms Podoliak said.

“It’s vital now, more than ever, that we actively explore new partnerships to expand our range of nature-based tourism offerings to help position South Australia as a world-class eco-tourism destination, especially as we emerge from the COVID-19 pandemic and a summer of devastating bushfires.

“The $5m Nature-Based Tourism Co-investment Fund is part of our $22 million Parks 2025 strategy and will provide the stimulus and support which businesses need to activate or build on existing ecologically sensitive tourism offerings in the state’s national parks, reserves, botanic gardens, and Crown Land.

“Our Parks 2025 strategy puts significant investment into our iconic destinations such as the Flinders Ranges and Kangaroo Island and gives South Australia’s tourism industry a major shot in the arm to help the sector return stronger than before.

“We’ve already got some amazing experiences in this state but we believe there are still many more untapped opportunities and we’re seeking outstanding, world-class eco-tourism proposals to reaffirm South Australia as a ‘must-see’ destination once our borders reopen.

“We will work closely with the tourism industry, conservation sector and our Friends of Parks groups to ensure any potential nature-based tourism experiences improve conservation outcomes as well as boost the economy and create jobs.”

Tourism Industry Council of South Australia Chief Executive Officer Shaun de Bruyn said nature and heritage-based tourism contributes $1.7b annually to South Australia’s visitor economy and this has been growing by seven per cent each year.

“This means that $1 in every $5 tourism dollars spent here has a nature and heritage tourism component,” Mr de Bruyn said.

“We already have a fantastic nature-based tourism offering in South Australia and now is the ideal time to build on this.

“The Nature-Based Tourism Co-investment Fund will be vitally important to reimagining and reactivating new world-class opportunities that deliver conservation, community and economic benefits for our state.”

Friends of Parks (FOP) Board president Duncan MacKenzie looks forward to proponents engaging with relevant Friends groups as part of the Co-Investment Fund application process utilising the 'Community Engagement Charter' developed by the Department for Environment and Water and FOP.

“Local Friends of Parks groups have lots of passion and knowledge about their parks and by being able to contribute to the development process, we will ultimately end up with much stronger and more widely accepted tourism proposals, Mr MacKenzie said

“Friends groups will be keenly focussed on achieving local conservation outcomes, making their role in these on-ground partnerships crucial.”

The $5 million fund is now open and will be available until June 2022. Grants of between $20,000 and $1 million will be provided. A co-contribution of 50 per cent or more is required from recipients.

The fund will prioritise projects that support:

  • Tourism offerings related to Parks 2025 priorities; including tourism recovery in bushfire-affected areas
  • Stand-out walking journeys
  • Wildlife experiences (including immersive marine wildlife experiences)
  • Aboriginal and cultural tourism
  • Activating heritage in national parks

Experience Nature Tourism Fund

$2 million nature-based tourism boost.

The $2 million Experience Nature Tourism Fund (ENTF) aims to spur investment in nature-based tourism experiences and make South Australia more competitive in luring domestic and international tourists.

Grants range from $10,000 to $50,000 for new and improved nature-based tourism products and experiences in or near a national park, reserve, wilderness protection area or marine park.

The ENTF aims to showcase South Australia’s natural landscapes while also encouraging visitors to enjoy and learn more about these important natural and cultural assets.

The ENTF will have four rounds over four years. 

Round two applications have now closed. Round three will open in the 2024-25 financial year.

Funding streams

Grants are available via two funding streams:

Who can apply?

Applications to the fund are limited to private businesses, not-for-profit organisations and community associations, including:, what types of projects are eligible, examples could include the purchase of equipment for experiences such as snorkelling, kayaking, cultural tours, wildlife viewing, and other ‘pop up’ activities in national parks such as camping. on land adjacent to parks, it could also include new or refurbished off-grid accommodation such as tiny homes, cabins and glamping tents, and infrastructure such as toilets and solar power generation (not as a standalone project)..

Grant agreement

The Grant Agreement outlines the conditions associated with the provision of the funding. 

Applicants will be required to agree to grant terms & conditions at the time of application, stipulating obligations and conditions under which grant funding will be given to eligible applicants. The South Australian Tourism Commission will not be legally obliged to pay any grant monies to an applicant without an approval letter issued by the SATC.

Operating in National Parks

Any company, organisation or individual proposing to conduct commercial activities within the parks system requires a licence. Existing Commercial Tour Operators proposing to undertake a new activity or visit a new park will need to seek an amendment to their licence (if approved for funding through the ENTF).

Not all activities are permitted in all parks. Applicants should check the list of activities permitted/not permitted in parks as well as the relevant park management plan /s to confirm that their proposed activity is permitted in the park. If a park management plan does not exist or is unclear, applicants are encouraged to contact DEW prior to commencing their application to determine if their project is suitable for that park.

Businesses are able to apply for a commercial tour operator licence, marine parks permit, or marine mammal interaction permit at anytime; however holding one of these licences or permits will not guarantee eligibility for the ENTF.

Applying for grants and funding is one way tourism operators can further enhance their businesses. Grants programs currently managed by the SATC include the Mid Murray Tourism Recovery Fund, Experience Nature Tourism Fund and Regional Event Fund .

Mid Murray Tourism Recovery Fund

Mid Murray River tourism operators significantly impacted by the once-in-a-century flooding event will receive additional $500,000 in funding to support the return to full operations, staff upskilling, marketing activities and funding for events. 

This includes the new Mid Murray River Tourism Business Support Program, with grants of up to $50,000 allocated to businesses in low-lying regions, such as caravan parks. 

Experience Nature Tourism Fund

The $2 million Experience Nature Tourism Fund aims to spur investment in nature-based tourism experiences and make South Australia more competitive in luring domestic and international tourists.

A total of 33 nature tourism products and experiences have been granted funding under the first two rounds of the Experience Nature Tourism Fund. 

To date, a total of nearly $1 million in grants will unlock almost $1.6 million in combined project value.

Tourism Industry Development Fund

The $20 million Tourism Industry Development Fund (TIDF) ran from 2020 until 2022. In that time, it funded 114 projects across the state, unlocking $82.7 million worth of new and improved tourism infrastructure.

Over half of these projects are now complete, with the remainder expected to come online in 2023.

It's an exciting time for the tourism industry

With a renewed State Government tourism focus and an objective to create 10,000 new jobs by 2020, we've taken this opportunity to engage with those who know the industry inside out to explore how we can work together on nature-based tourism.

As part of this process we’re developing an action plan for South Australia’s national parks, marine parks and reserves to boost nature-based tourism in South Australia.

Nature is the number one driver of international visitors to Australia, with about 40 percent of all international visitors to Australia travelling to a national park in 2013-14.

Our national parks, marine parks and reserves are valuable assets for community appreciation, recreation and general wellbeing. They protect our natural and cultural heritage, they maintain habitats for species that are vital to our way of living and our primary industries, and they provide opportunities for science and learning and job creation through tourism.

We want to take bold actions and stimulate new opportunities that will respect and complement our parks, and help nature-based tourism businesses to grow.

This initial round of tourism industry consultation asks for big picture thinking and ideas that could make a significant difference to the way our parks are valued for conservation, recreation and tourism.

Experience Nature Tourism Fund

$2 million nature-based tourism boost.

The $2 million Experience Nature Tourism Fund (ENTF) aims to spur investment in nature-based tourism experiences and make South Australia more competitive in luring domestic and international tourists.

Grants range from $10,000 to $50,000 for new and improved nature-based tourism products and experiences in or near a national park, reserve, wilderness protection area or marine park.

The ENTF aims to showcase South Australia’s natural landscapes while also encouraging visitors to enjoy and learn more about these important natural and cultural assets.

The ENTF will have four rounds over four years. 

Round three applications will open in the 2024-25 financial year.

Funding streams

Grants are available via two funding streams:

Stream 1 – Quick Activation Projects , grants from $10,000 to $20,000

Provided for projects that are ready to be activated. These grants could include one-off purchases.

Stream 2 – Innovative Development Projects , grants from $20,001 to $50,000

Provided for bigger projects which may have a longer duration and multiple elements.

Who can apply?

Applications to the fund are limited to private businesses, not-for-profit organisations and community associations, including:, what types of projects are eligible, examples could include the purchase of equipment for experiences such as snorkelling, kayaking, cultural tours, wildlife viewing, and other ‘pop up’ activities in national parks such as camping. on land adjacent to parks, it could also include new or refurbished off-grid accommodation such as tiny homes, cabins and glamping tents, and infrastructure such as toilets and solar power generation (not as a standalone project)..

Grant agreement

The Grant Agreement outlines the conditions associated with the provision of the funding. 

Applicants will be required to agree to grant terms & conditions at the time of application, stipulating obligations and conditions under which grant funding will be given to eligible applicants. The South Australian Tourism Commission will not be legally obliged to pay any grant monies to an applicant without an approval letter issued by the SATC.

A total of 33 nature tourism products and experiences have been granted funding under the first two rounds of the Experience Nature Tourism Fund. 

To date, a total of nearly $1 million in grants will unlock almost $1.6 million in combined project value, supporting operators to attract more domestic and international visitors, while showcasing the state’s natural landscapes.

Operating in National Parks

Any company, organisation or individual proposing to conduct commercial activities within the parks system requires a licence. Existing Commercial Tour Operators proposing to undertake a new activity or visit a new park will need to seek an amendment to their licence (if approved for funding through the ENTF).

Not all activities are permitted in all parks. Applicants should check the list of activities permitted/not permitted in parks as well as the relevant park management plan /s to confirm that their proposed activity is permitted in the park. If a park management plan does not exist or is unclear, applicants are encouraged to contact DEW prior to commencing their application to determine if their project is suitable for that park.

Businesses are able to apply for a commercial tour operator licence, marine parks permit, or marine mammal interaction permit at anytime; however holding one of these licences or permits will not guarantee eligibility for the ENTF.
