Komsomolsk-on-Amur - Overview

Komsomolsk-on-Amur or Komsomolsk-na-Amure (in Russian) is the second largest city of Khabarovsk Krai and the fourth largest city in the Far East of Russia, standing on the left bank of the Amur River, 404 km north-east of Khabarovsk (by road). The distance to Moscow is about 8,800 km.

The population of Komsomolsk-on-Amur is about 239,400 (2022), the area - 325 sq. km.

Brief history of komsomolsk-on-amur.

In 1930, the Soviet government issued a decree on economic and cultural formation of Dalnevostochny (Far Eastern) krai and, in August 1931, a decision to construct a shipbuilding plant there was made.

In January 1932, Permskoye settlement, located on the left bank of the Amur River, was visited by the government commission, which decided that the Amursky shipbuilding plant should be constructed there. At the same time, it was decided to construct an aircraft-building plant.

On May, 1932, the steamers “Komintern” and “Kolumb” brought about 1,000 first builders of the city to the Amur shore. At present, a memorial stone and a monument to the first builders of the city remind of this event.

More Historical Facts…

Komsomol volunteers came to the wild taiga area; they lived in barracks and army tents. Subjugating time and overcoming adversities, everyone lived waiting for the construction of giant plants. It was the objective for which they arrived to the severe and uninhabited Amur shore.

June 12, 1933, the construction of the Amursky shipbuilding plant began. This day is the birthday of Komsomolsk-on-Amur city. Later, on July 18, 1934, another giant plant - an aircraft-building one - was started to be constructed.

More than 40 thousand inhabitants of Komsomolsk-on-Amur took part in the battles of the Second World War. During the war, locals built and repaired 28 warships, produced 2757 warplanes, constructed 4 new plants, supplied the front with steel, oil, batteries, ammunition and other military products.

In a short time, Komsomolsk-on-Amur became a major industrial center of the Khabarovsk region and the Far East.

In the period from 1959 to 1993, Komsomolsk-on-Amur was closed to foreigners.

Komsomolsk-on-Amur - Features

Komsomolsk-on-Amur is also known as “City of Youth.” It was named in memory of the members of Komsomol (the Soviet youth organization) - the first builders of the city (although a significant part of construction workers were prisoners). City Day is celebrated on June 12.

The climate is monsoonal, with some characteristics of the continental. Despite the fact that Komsomolsk-on-Amur is located south of Moscow (the latitude of Belgorod and Voronezh), it is equated to the Far North regions. The average temperature in January is minus 25.7 degrees Celsius, in July - plus 21.3 degrees C.

The city stretches over 30 km along the Amur River. Today, it is the largest industrial center in the Far East of Russia. The most developed industries are machine building and metal-working (aircraft- and ship-building, power engineering, various transportation equipment), ferrous metallurgy, oil-processing, light industry, forest, food processing.

Komsomolsk-on-Amur is located on the crossroads of several transportation ways:

• westwards - Baikal-Amur Railway,
• to the north-east - a waterway along the Amur River till the city of Nikolayevsk-on-Amur and further to Okhotskoye Sea, gas- and oil-pipelines from Sakhalin Island;
• eastwards - a railway till the seaport of Vanino and the city of Sovietskaya Gavan;
• to the southwest - the Amur River, a rail- and highway till the city of Khabarovsk and further to the coast of the Pacific Ocean, Vladivostok and Nakhodka seaports.

International ties in culture, education and sports are developed in the city. Every year, local and foreign universities exchange students and tutors, hold sport competitions and international festivals. Various ties connect Komsomolsk-on-Amur with Kamo (Japan) and Jiamusi (China).

Attractions of Komsomolsk-on-Amur

Komsomolsk-on-Amur is included in the list of historically inhabited places of Russia. It is a unique monument of city architecture with an extremely interesting history. Lenin Avenue, Mira Avenue and some other streets are lined with buildings in the style of Stalin’s neoclassicism. Komsomolsk-on-Amur is rich in monuments erected in honor of the famous people of the city and the country.

The unofficial symbol of Komsomolsk-on-Amur is a “house with a spire”, built in 1956 at the intersection of Lenin Avenue and October Avenue, near Lenin Square. On the facade of the house there is an inscription “Work in the Soviet Union - a matter of honor, valor and heroism.”

The plan of Komsomolsk-on-Amur looks like a ray system, it’s such a “city-sun”. Architectural ensembles of the city are examples of “palace” monumental architecture. At present, there are over 130 objects of cultural heritage. National cultural centers and ethnography museums are open in Komsomolsky, Amursky and Solnechny districts.

• Komsomolsk-on-Amur History Museum, opened in 1939, has an ethnographic, archaeological, natural history collections, art and posters collections, photographs and documents on the construction of the city in the 1930s (Mira Avenue, 8);
• Museum of Fine Arts, opened in 1966, exhibits various works of art of the Soviet period, works made by the artists living in the Far East of Russia, Korea, Japan, and China (Mira Avenue, 16);
• Exhibition Hall of the Union of Artists (Pervostroiteley Street, 21);
• Gallery of Modern Art “Metamorphosis” (Dzerzhinskiy Street, 24/2);
• Zoological Center “Python” (Ordzhonikidze Street, 9a).

The main theater of Komsomolsk-on-Amur is the drama theater (Pervostroiteley Street, 11), opened during the celebration of the 50th anniversary of the city, on June 7, 1982.

Khabarovsk, Russia fascinates visitors with its unusual heritage and fabulous untouched nature. Tourists are drawn to the native culture, eclectic architecture and mesmerizing waters in this off-the-beaten-track destination, which promises a unique and memorable vacation.

As the center of Russia’s far eastern region of Khabarovsk Krai, the city offers celebrations throughout the year which are sure to give added flair to your trip, from traditional culture days to large-scale food fests. It is easy to keep a full itinerary during your stay thanks to its many theaters, museums, restaurants, workshops and quest rooms. Guests who want a more relaxed holiday can venture into the serenity of Khabarovsk nature, including the coast of the Sea of Japan or one of the region’s many picturesque lakes .

Khabarovsk Architecture

Khabarovsk architecture surprises with its harmonious blending of varying types and styles. This is due in large part to major changes which the city underwent in the mid-19th-early 20th centuries in conjunction with developments in the political, economic, scientific and technical spheres. The search for new trends in architecture came after the death of the classicism style, which had dominated the Russian Empire and the wider world for centuries. Beginning in the mid-19th century, the practice of mixing eclectic architectural styles began to emerge, leading to an era of amazing stylistic improvisations.

During the final decades of Romanov reign, many educational institutions for architects and engineers were opened. As a result, the face of numerous Russian cities began to change rapidly. Art Nouveau - a new, modern trend that absorbed several preceding styles – had come to dominate the architectural scene.

Many Art Nouveau buildings can still be seen in central Khabarovsk. These include:

• Takeuchi apartment building (5 Muravyov-Amursky Street)
• Esplanade Hotel (18 Muravyov-Amursky Street)
• Luhta apartment building (84 Komsomolskaya Street)
• Zandau apartment building (34 Muravyov-Amursky Street)

Khabarovsk also has many Gothic buildings, a style distinguished by its elegance and attention to detail. Every element of Gothic architecture emphasize a vertical orientation, as seen in the massive walls and columns, round arches and wide windows which contrast with narrow towers, pointed peaks and lancet windows.

Khabarovsk’s Gothic architecture is best represented by the artillery warehouse buildings located at 16 Komsomolskaya Street. Another notable example is the Red Guard Headquarters (105 Komsomolskaya Street), which has been preserved in its original form. The complex consists of two identical two-story brick buildings with unusual motifs containing pseudo-gothic elements.

Also of note is the early 20th-century Treasury Building, a luxurious red brick structure with openwork balconies that exudes an architectural grace.

Khabarovsk also has many Soviet-era buildings which were mostly designed in the constructivism style. Characterized by their enormous size and grotesque shapes, they often occupy most of the block and dominate the surrounding space.

Khabarovsk Attractions

The layout of Khabarovsk is very simple: its 3 main streets of Lenin, Muravyov-Amursky and Seryshev pass through the downtown area, while Ussuriysky and Amur Boulevards run perpendicular to them. A distinctive feature of Khabarovsk are its many hills, so we recommend wearing comfortable shoes for your walk.

Begin your walking tour of Khabarovsk from the train station, where you can see the monument to Yerofey Khabarov, the famous explorer for whom the city is named. Nearby is a sculpture of a double-headed eagle, erected in memory of soldiers, officers and builders of the Far Eastern Railway. Moving from the station along Amur Boulevard you will reach the central market, just past which is Lenin Square. A spacious area with a granite fountain in the center, it is the main plaza of Khabarovsk and the site of the city’s Christmas and New Year celebrations. Next to the square is Dynamo Park, famous for its three ponds and Ferris wheel.

From Lenin Square, move along Muravyov-Amursky Street to reach Amur Embankment, passing most of Khabarovsk’s famous 19th-20th century buildings along the way. Descend to the embankment via two grand staircases or make a small detour onto Shevchenko Street, where you can follow the slope until you reach the embankment’s main stretch. Among other things, the area is home to the House of Officers and three museums.

As you move along the embankment through a park you will come across the city symbol of Khabarovsk, a building set on a steep cliff above the Amur River. It was at the foot of this cliff that the founders of a military post, the first semblance of civilization in the area, first landed.

After reaching the river and walking along Ussuriysky Boulevard to Turgenev Street, turn right to reach Glory Square. Here you will find another famous Khabarovsk landmark, Transfiguration Cathedral, along with a magnificent view of the Amur River and its dreamy islands. Glory Square concludes the main walking route of Khabarovsk, but from here you can reach any part of the city by public transport or taxi .

Khabarovsk Cultural Life

Khabarovsk entertainment centers around its many theaters and museums. Visit Khabarovsk Museum of Local Lore to get a better glimpse of city and regional life. Children and adults alike will want to visit Fishes of Amur River Museum, an aquarium which is home to some 90 species of the underwater world. To catch the vibe of local artists, head to the Far Eastern Art Museum.

There are several theaters in Khabarovsk, each of which is worth visiting:

• Triad Pantomime Theater;
• Khabarovsk Regional Philharmonic;

Khabarovsk Souvenirs

While the city’s souvenir selection is not as diverse as in other Russian cities, guests can still find something suited to their tastes on their tour to Khabarovsk. Amur River and the Sea of Japan offer an abundance of seafood that can be tasted on the spot or brought home in dried or smoked form. Yet it is the rich culture of the local indigenous peoples which provides the largest selection of national souvenirs.

If you’re looking for an original gift, traditional Nanai slippers are comfortable and warm. Sewn from leather or fabric and decorated in a bright, colorful style before being trimmed with fur, they make the perfect house shoes in winter. Traditional decorations include amulets which are made from animal bones, fur or fabrics and decorated with ribbons and colored beads.

Standard souvenirs like plates, magnets, mugs and flasks stamped with images of Khabarovsk or its coat of arms can be purchased in souvenir shops, which are mostly located downtown and at the airport and railway station.

Why Is Car Insurance So Expensive?

Soaring premiums have become a prominent driver of inflation, and insurers say that more increases could be on the way. How did it get like this?

If your car broke down two years ago, it probably became a bigger problem than you bargained for.

A confluence of forces were to blame: The Covid pandemic disrupted supply chains, pushing used car prices to record highs and making spare parts hard to get; out-of-practice drivers emerging from lockdowns caused more severe wrecks; and technological advancements like motion sensors made even the simplest parts, like a fender or a rim, expensive to replace .

Things have since improved for car owners — except when it comes to insurance bills. Car insurers are still raising prices steeply: The price of motor vehicle insurance rose more than 22 percent in the year through April, the fastest pace since the 1970s, according to a report the Bureau of Labor Statistics on Wednesday. According to calculations by the Insurance Information Institute, a trade group, the average 12-month premium for car insurance was $1,280 in 2023, the industry’s most recent figures.

That has made car insurance a prominent factor preventing overall inflation from cooling more quickly, which could force the Federal Reserve to keep interest rates higher for longer even as the prices for many other essential goods and services have slowed.

Geico recently reported a big jump in quarterly profit on higher premiums and lower customer claims. The share prices of other big auto insurers, like Allstate and Progressive, have beaten the rise in the overall market this year.

That has attracted scrutiny from economists . A key reason car insurance costs are rising so fast right now has to do with how the industry is regulated.

How does insurance regulation work?

Insurers are regulated by the states, not the federal government. In all 50 states, insurance companies must follow specific rules about how and when they can raise the price on their policies.

Each state’s laws are broadly similar, and require insurers to ask regulators for permission to raise prices. Insurers have to make a case — with data to back it up — that the increase is necessary and that they will not make too large a profit on the re-priced policies. This application, known in the business as a “rate filing,” involves complicated paperwork that may take weeks or months to resolve.

The data has to include an analysis of loss trends from the past couple of years, as well as projections for replacement costs and profits. If insurers are deemed to profit too heavily, regulators can make them return money to customers.

The threat of returning money is not an idle one. At the height of pandemic lockdowns in 2020, when many cars sat idle, insurers returned almost $13 billion to customers through dividends, refund checks and premium reductions for policy renewals, according to the insurance ratings agency AM Best.

California was one of the most active states: Insurers there returned $3.2 billion to customers in 2020.

Ricardo Lara, the state’s insurance commissioner, “directed the department to do a very close analysis to make sure that drivers weren’t overcharged,” said Michael Soller, a spokesman for the California Department of Insurance. But starting in late 2021, the state became the poster child for a new problem: an epic backlog of insurers’ requests to raise prices.

When the pandemic shut down most economic activity, it messed up insurers’ ability to use the past to predict the future. For months, they were frozen. They did not submit new rate filings to regulators for a spell — until they did, all at once, in the second half of 2021.

The prices of cars and parts were jumping and drivers were back on the roads and crashing left and right after a hiatus behind the wheel.

“You went from this period of incredible profitability to incredible losses in the blink of an eye,” said Tim Zawacki, an analyst who focuses on insurance at S&P Global Market Intelligence. No companies were willing to stick their necks out by offering lower premiums in the hope of winning new business, he said.

“Everyone was together in significantly pushing for rate increases.”

In California, the most populous U.S. state, insurers were getting creamed by expensive claims.

But the state’s regulator did not start approving insurers’ requests to raise rates until near the end of 2022. The backlog grew so large that the average wait time for approvals was longer — by several months — than the six-month policies that insurers wanted to sell.

“When state regulators delay or prevent companies from accurately pricing insurance, insurers may not be able to absorb the costs,” said Neil Alldredge, the president of the National Association of Mutual Insurance Companies, a trade group that represents many home and auto insurers. The squeeze can lead insurers to leave some states or stop some business lines, he added. “Inefficient regulatory environments in states like California, New Jersey and New York, combined with inflation and increased catastrophic losses, have left consumers with fewer choices of insurers and higher costs,” he said.

California is still the slowest state in the continental United States for auto insurance rate filings, taking an average of 219 days to approve a price proposal for a personal auto policy, according to S&P data provided by Mr. Zawacki.

“We fight for consumers by analyzing all of the data, not just what insurance companies spoon-feed us,” Mr. Soller, the California Department of Insurance spokesman, said.

The S&P analysis showed that New Jersey, the 11th-most populous state, had the sixth-longest wait time, while New York, with the fourth-largest population, had the 7th-longest wait times.

“The department performs a comprehensive review of requests to amend rates or rating systems to ensure compliance with New Jersey law,” said Dawn Thomas, a spokeswoman for the New Jersey Department of Banking and Insurance.

Ms. Thomas said the regulator needed to ensure that each proposed premium increase was “reasonable, adequate, and not unfairly discriminatory,” and that sometimes the insurers’ requests needed to be challenged or denied.

A spokeswoman for New York’s regulator declined to comment.

When will the jam clear?

Shortly before the pandemic, the umbrella organization for state insurance regulators, the National Association of Insurance Commissioners, formed a team of data scientists to help regulators deal with their rate filings, which has gotten more complicated in recent years.

The data team became fully operational in 2021 and its mission is now to help speed up the review process: 37 states have signed up to use it.

This month, during a call with analysts to discuss Allstate’s earnings, company representatives said they had recently reopened their California auto insurance business after getting permission to charge higher rates. The company still wanted to raise prices in other states.

In New York and New Jersey, for example, “even with the rate approvals that we got late last year, we still don’t feel like we’re at the appropriate rate level to want to grow in those two states,” said Mario Rizzo, the president of Allstate’s property-casualty business.

How much higher will premiums go?

In 2021, insurers’ personal auto businesses started recording losses. According to David Blades, an analyst for AM Best, the industry lost $4 billion in 2021, $33 billion in 2022 and roughly $17 billion last year.

According to Dale Porfilio, the chief insurance officer at the Insurance Information Institute, the trade group, many companies still need to raise prices to make up for those bad years.

Last year, insurers raised auto premiums by 14 percent, the biggest increase in over 15 years. Mr. Porfilio’s best guess is that premiums this year will rise another 13 percent.

“It’s going to take time for every company to get their rates to where they want to be,” he said.
