COVID-19 Travel Advisory Mandate for Conn. to be Lifted Later This Week

By the end of the week, Connecticut will take a major step toward getting back to normal as many business restrictions and travel mandates will be lifted.

For anyone traveling to and from the state, this upcoming Friday will be the beginning of things looking a bit different.

Part of Governor Ned Lamont's roll back on restrictions include lifting the state's travel advisory mandate. It will turn what was a requirement into a recommendation, meaning passengers will no longer be required to provide a negative COVID-19 test or quarantine for 10 days after travel.

This comes as welcomed news as the Connecticut Airport Authority said Bradley International Airport is seeing 70% fewer travelers than its pre-pandemic traffic levels.

"The CAA is pleased with the governor's revisions to the travel advisory, and we believe that this will set the stage for further recovery at Bradley Airport," Executive Director Kevin Dillon said in a statement.

It turns out that some travelers are feeling just as hopeful.

"I was concerned about having to be quarantined and being at the hotel how many days you had to stay," said Gary Thompson, of California. "It's going to be easier and maybe there will be more people that will start to fly."

Officials at Bradley said they plan to keep its original COVID-19 test site in place for now and the state Department of Public Health will reassess in the coming weeks.

Other Mandates Being Lifted Friday

Capacity limits will be eliminated at restaurants, gyms, personal services and houses of worship. Also included in that is libraries, museums and aquariums.

"We're gonna keep going what works and I think that's important for your business so that people slowly start coming back in, they'll feel more confident when they see people wearing the mask, " Lamont said.

Even with all the changes, Lamont still recommends wearing a mask, continuing special cleaning and social distancing in public.

With Irish airline Aer Lingus again taking flight from Connecticut after a nearly three-year, pandemic hiatus, Bradley International Airport and the local business community are now setting their sights on a second, nonstop transatlantic destination: London.

“When we look at the numbers of origin and destination traffic — meaning people beginning or ending their trip in London — the numbers by far and away for London support that would be the logical place for nonstop service,” said Kevin Dillon, executive director of the Connecticut Airport Authority , which oversees Bradley’s operations.

“Combine that with the connectivity of an airport like Heathrow and that makes for strong possibilities as well,” he said.

The push for a nonstop flight to London from Bradley is still in the earliest stages and would, if successful, take at least a couple of years. Chief among the challenges is securing an airline by making a compelling argument that Bradley would deliver the passengers, particularly business travelers.

A nonstop flight to London has long been on Bradley’s radar, but efforts were sidelined by the pandemic. Both Aer Lingus, which launched from Bradley to Dublin in 2016 , and Air Canada suspended service in the pandemic as air travel, especially by businesses, went into a tailspin. Air Canada was the first to resume international service, in 2022.

But with business travel starting to pick up, Bradley will be working with the MetroHartford Alliance , the region’s chamber of commerce, to look deeper into the appetite for a London destination. The effort will range from the largest companies, say an RTX Corp , the parent of East Hartford-based Pratt & Whitney , to mid-size and small businesses.

International travel has grown in importance for all sizes of companies as the economy has turned increasingly global.

David Griggs, the alliance’s executive director, said there are strong ties in commerce between the Hartford area and the United Kingdom because both have a heavy concentration in the insurance industry.

Griggs pointed to The Hartford Financial Services Group , a major Connecticut insurer and employer, and its $2.2 billion acquisition in 2019 of Stamford-based Navigators Group, a global specialty insurer with offices in London.

The alliance will be contacting businesses to determine interest in a flight to London from Bradley and, more importantly, try to secure travel budget commitments, Griggs said.

After the London initiative was announced this week, Griggs said emails of interest were already landing in his inbox.

“Since this came out, I’ve gotten quite a few emails, from even law firms,” Griggs said. “I got a note from a law firm today from a gentleman that I know there who said, ‘Oh my God, this is awesome. There is a group of us who travel back and forth to London on a regular basis.’ ”

Griggs said he expects the alliance also will reach out to chambers of commerce in Springfield, Worcester and perhaps, even Albany, to cast a wider net for businesses that might want to avoid flying out of Boston or New York.

Business travel mainstay

The alliance’s efforts will be critical, CAA’s Dillon said, in persuading an airline to establish a direct route to London.

Leisure travel at Bradley has surged in the aftermath of the pandemic, but business travel has been slower to return. Business travel historically has represented about half of the air travelers at Bradley, higher than most mid-size airports which are closer to 35%, according to the CAA.

Business travel prospects were critical in sealing the deal with Aer Lingus and that will be the case with inaugurating a nonstop flight to London.

“When you talk to airlines about routes, it’s really the business travel that becomes the mainstay of any particular route,” Dillon said. “It’s usually business travel that is filling up the front of the plane. There is always a desire on the part of airlines, to see those business class and first class tickets sold. That’s why it becomes important to understand that business component.”

As of September, the latest figures available, passenger departures and arrivals this year at Bradley totaled 4.7 million, up nearly 10% from the same nine-month period in 2022. But the passenger traffic is still generally down 5% to 8% from before the pandemic, a CAA spokesperson said.

One consideration will certainly be what impact a nonstop to London might have on Aer Lingus’ bookings at Bradley. Both Dublin Airport and Heathrow push connections to elsewhere in Europe and beyond.

Dillon said he believes nonstops from Bradley to Dublin and London could co-exist “very well” given differing connection options.

“As we look to develop additional transatlantic service, first and foremost, we are committed to make sure Aer Lingus service is healthy,” Dillon said. “We don’t want to do anything that would jeopardize Aer Lingus service. We’ve made a significant investment in Aer Lingus, and for our benefit and their benefit, we want to make sure that service is healthy.”

Aer Lingus now is offering flight three times a week at Bradley through Jan. 5. From Jan. 6 through March 12, there will be no service, with three times a week flights resuming March 13 through March 28. Daily service resumes on March 30 through October.

To attract a nonstop carrier to London, it is likely state incentives would be needed, which was the case with Aer Lingus.

Aer Lingus launched its service from Bradley with a substantial package of incentives, including up to $9 million in taxpayer-funded assistance to offset losses in the airline’s first two years of service. Aer Lingus tapped into some of that assistance.

Gov. Lamont announces $10 billion upgrade to New Haven Rail Line

Flanked by Sen. Richard Blumenthal, D-Connecticut, Rep. Rosa DeLauro, D-3rd District, and the President of Metro-North Railroad among others, Gov. Ned Lamont announced that Connecticut will invest up to $10 billion in rail line upgrades to increase speeds and save time on Connecticut’s New Haven Rail Line.

“I want to show people progress, I want to show them we can make a difference,” Lamont said during a press conference in Stratford. “This is real, this is happening, you’re going to see a difference in a year.”

“With so many of our riders returning, we have a unique opportunity to move ahead with Time for CT and deliver real results for commuters around the state by increasing service to New York and by cutting commutes by up to 25 minutes,” said Catherine Rinaldi, president of Metro-North Railroad, calling public transit the “life-blood” of the economy. 

The Time for CT plan would reduce rail travel time by 10 minutes by 2022 and by 25 minutes by 2035, while using existing assets and right-of-way, according to the governor’s press release. The plan will also create a purported 45,000 jobs.

According to the Time for CT executive summary, travel times will be reduced through track upgrades, new signal systems that will allow for maximum speeds up to 100 mph and replace and repair bridges. The state would also add new rail cars with more capacity and more amenities. 

Of course, the question of who will pay for the upgrades came up, and speakers indicated that they hope much of the funding will come from the federal government under President Joe Biden’s infrastructure plan, which is currently being debated and negotiated in Congress.

“The federal government should pay for rail in the Northeast corridor, more than it has, more than it is planning right now,” Blumenthal said. “We need a massive, bold infrastructure program, bigger and better than what we’re seeing right now emerging as a likely bipartisan plan.”

Department of Transportation Commissioner Joseph Giuletti said the state has already secured funding to decrease commute time by 10 minutes. Moving forward they hope the federal government will be willing to finance 90 percent of the project.

“Washington is an important piece of the funding puzzle, we can’t rebuild Connecticut infrastructure without a federal infrastructure bill,” Guiletti said. 

Lamont indicated the state would bond for its share of the improvements, paid for, in part, by the new highway use tax on big trucks passed by the General Assembly this year and estimated to raise $90 million per year.

Throughout Gov. Dannel Malloy’s administration, Connecticut invested in public transportation projects seemingly everywhere but its most-used New Haven Line, building the CT Fastrak bus line from New Britain to Hartford and the Hartford Rail Line from New Haven to Springfield, Massachusetts.

Noting that the commute time on Metro-North is twenty minutes slower than two decades ago and ridership remains only one-third pre-pandemic levels, Blumenthal said “riders are not coming back unless we make trains faster.”

Prior to the pandemic, the New Haven line carried over 125,000 riders per day and was the least state-subsidized public transit operation on a per rider basis, costing only $3.85 per rider, according to the CREATES Report by the Boston Consulting Group. 

The Hartford Line required a state subsidy of $43.30 per rider and Shore Line East received $55.28 per rider.

“Connecticut is home to the most used commuter rail line in the country, and it is a key component of our economic growth, supporting the ability of thousands of people every day to get to their jobs and earn a living,” Lamont said in his press release. “But our aging infrastructure is not only slowing our travels, it’s slowing our economic growth. Nobody wants to live and work in a place where they spend hours stuck in their daily commutes. Faster trains and faster highways mean more jobs.”

The Connecticut State Legislature will begin its 2023 session on January 4 th  and will adjourn on June 7 th .  The “long session,” as non-election years are called in Hartford, will be centered around the biennial budget.  The Office of the State Comptroller reports that state government found a way to spend $47.11 billion in 2022 and, if trends continue, we can expect that number to grow even more going forward.  Concerns over energy prices, inflation, and general cost of living continue to dominate the headlines and the threat of a recession hovers over economic forecasts.

What will our elected officials be working on to improve policy outcomes for Connecticut residents?  What tax reform proposals will there be?  What can be done to lower home heating bills?  How will state and local budgets be affected by fewer federal resources?  How will schools be implementing to curriculum requirements?

While we wait to see the thousands of individual and committee bills that while dominate the myriad policy debates this year, Yankee Institute is hard at work promoting free-market solutions to the problems we face from Stamford to Putnam and Mystic to Salisbury.  To that end, we have produced a new edition of our Charter for Change.  The Charter provides commonsense reforms to make Connecticut’s government work for its residents.

Though the list of reforms may be exhausting to review, it is far from exhaustive ! And that’s why we want to work with you to build a broad-based coalition to encourage sound policy reforms to enable Connecticut residents to forge a better future for themselves and their families.

It’s also imperative that we do so.  As we noted in a report and  CT Mirror  op-ed last year, the debate over whether we’re in a national recession really misses the point for Connecticut residents.  We had more people employed in the private sector in 2007 than we do today.  Our economy has grown at one of the slowest rates in the nation for the past decade, and we are getting outpaced year after year.  We’re not attracting innovation and industry.  We’re losing some of our best and brightest as they seek other parts of the country where it’s easier to make a living.

But together, we can reverse this trend.
