Welcome to the Department of Tourism

The department of tourism, j&k is the main developmental, promotional and regulatory arm of the j&k government. tourism sector is the prime driver of the economy of jammu & kashmir. as such, the department of tourism has a significant role to prepare and project the ut of j&k as a preferred tourist destination in the country. the department has two provincial directorates one each at jammu and srinagar and tourist offices at all tourist resorts of the ut. in addition, there are 6 promotional offices outside the ut, one each at new delhi, mumbai, ahmadabad, hyderabad, chennai and kolkata.. besides there are 20 area specific tourism development authorities in ut each headed by a chief executive officer, actively involved in harnessing the tourism potential and creation of tourist infrastructure in the areas of their operation..

Bestowed   with an enthralling scenic beauty amidst the proud mountain ranges, Jammu exhibits all the qualities that make it a most sought after tourist destination. The Department of Tourism, J&K, is the main developmental, promotional and regulatory arm of the J&K Government. Its main role comprises of overall planning and execution of schemes for the development, upgradation and improvement of tourism infrastructure in different parts of the Union Territory of Jammu and Kashmir. Alongwith promotion and marketing of various destinations and indigenous Products with the support to the private sector, the Department of Tourism also regulates travel trade. The Department of Tourism has Tourist offices in all the tourist resorts of the Union Territory, as well as 6 promotional offices outside the UT of J&K, one each at New Delhi, Mumbai, Ahmedabad, Hyderabad, Chennia and Kolkata. There is one Provincial Directorate of Tourism each for Jammu and Kashmir divisions and an engineering Division for execution of various schemes. An endeavour has been crusaded by the Directorate of Tourism, Jammu, for generating awareness as well as facilitating user friendly methods to the tourists, about this bewitching blend of breath taking mountains, heavenly meadows, lush green forests, sweet springs and picturesque alpine sceneries. Painted by the Gods with natural hues on the canvas of nature itself, every connoisseur of aesthetics can taste culture, art, cuisine, folklores and a platter of glorified perpetuated history that the forts and Palaces of Jammu offer. The saga of such unflinching glory must be celebrated and reverence to the pilgrim destinations be accorded. We have identified few best destinations in each District after receiving encouraging inquisitive response from various travel marts organised Nationally and Internationally. We are looking forward to host a big fillip in the arrival of tourists and to see Jammu become and abode of solace for all escapades and wanderers.

Goals Department of Tourism, through implementation of this policy aims to achieve the below targets: 1. To become most preferred all-season tourist destination for domestic and foreign tourists in India by 2025. 2 To achieve Compounded Annual Growth Rate (CAGR) of 8% for domestic and 5% for foreign tourist arival over the next 5 years by 2025 and CAGR of 10% for domestic and 7% for foreign tourist arrival over the next 10 years by 2035. 3. To attract average investment target of R2,000 Crore per year for next 5 years. 4 To generate employment of approximately 50,000 people per year. 5. To impart training to 4,000 tourism service providers over the next ten years. 6. To promote all kinds of tourism across Jammu & Kashmir. 7. To promote city-wise events and festivals with a pre-defined calendar and promoting the same at national and international level.

6 Policy Period This policy will remain in force for 10 years from the date of its issuance and projects started/ established/ expanded operationally during such period will qualify for benefits/ exemption concessions under the provision of this Policy. However, tourism projects established expanded before the issuance of this policy will be dealt with as per provisions of the then policy, if in vogue.

7. Framework to Promote Tourism

7.1 Strengthening Tourism Infrastructure 1. The Department of Tourism will carry out a detailed infrastructure gap assessnment study at all major tourist destinations to prepare a comprehensive 10 years action plan for setting up tourism infrastructure facilities at allthe major tourist destinations. 2. To ensure long-term expansion of major tourist destinations and newly identified circuits& trails along with enhanced connectivity. 3. The Government will proportionally increase budget in a phased manner every year for creation of tourism infrastructure in Jammu & Kashmir. 4. The Department of Tourism wil upgrade the tourism infrastructure in a planned manner at identified areas coming within 2 km radius from major tourist destinations by providing standard facilities for drinking water, toilets, sewerage system, parking, paved roads, parks, street lighting, furniture and better communication to enable quality tourist experience. 5. The Department of Tourism will encourage private sector participation through PPP mode to develop infrastructure and facilities at identified tourist places in the Jammu & Kashmir. 6. The Department of Tourism will ensure better inter departmental coordination for tourism activities involved in Horticulture, Agriculture, Apiculture, Culture, Youth Services 8& Sports, Sericulture, Handicrafts and Forest.

7.2 Promoting Investments

7.2.1 Development of Land Banks will create land The Department of Tourism, in consultation with the relevant authorities, banks by taking over or acquiring land from other Government Departments including of new tourist and Forest Department or private sector to encourage creation spots tourism sector in strengthening and upgradation of infrastructure to meet needs of the Jammu & Kashmir. For this, the following actions are envisaged: 1. Further enhance the tourism land bank at prominent tourist destinations. 2. Development of new land banks at high potential and un-explored destination to ease out the tourism related stress at key destinations. 3. Private sector participation for theme-based development of suitable land parcels vis- a- vis. Business, Leisure, Ecotourism, Budget, Rural, Heritage, Adventure, Medical, Wellness and Ropeways.

7.2.2 Ease of Doing Business (EoDB) Department of Tourism will undertake various steps to improve Ease of Doing Business (EoDB) in the Tourism sector in Jammu & Kashmir for private investors. There will be Single Window Clearances for all the èquisite approvals in a time bound manner for private investors to develop tourism infrastructure in Jammu and Kashmir. The Tourism Department will ensure bringing various procedural reforms in line with the guidelines issued by Government of India regarding EoDB.

7.2.3 Public Private Partnerships Department of Tourism will identify suitable tourism projects to be awarded on PPP mode. Also, for optimal utilization of assets of Tourism Department, Corporations and Tourism Development Authorities, the Department will seek private sector participation. This will allow suitable cross-subsidization, achievement of economies of scale and time savings, both for the private developer and to the Department.

7.3 Promoting Jammu & Kashmir Tourism The Department of Tourism endeavours to undertake the following actions to position Jammu & Kashmir and augment brand Jammu & Kashmir at the national as well as international level:

The Department will launch its marketing theme to boost tourist inflow and campaign with new marketing punchline, colour and better outreach. 2. Government of Jammu and Kashmir shall also consider the constitution of a Tourism Promotion Board for advising on policy framework and tourism promotion 3. The Department, with the assistance of branding agency, will conduct promotional activities various through conferences, road shows, fairs, festivals and develop ad films on the tourism products and services. 4. he Department, with assistance of branding agency, will improve Jammu & Kashmir's image through strategic advertisement campaigns, pre-plan its content calendar for social media and ensure maximum use of social media viz-a-viz Linkedln, YouTube, Facebook, Instagram, Twitter and other social media handles for tourism publicity. 5. The ad content and publicity calendar will be disseminated across all advertising and media platforms through aggressive media campaigns. 6. The Department will ensure the presence of Jammu & Kashmir Tourism in international and national tourism events/ marts, road shows & expos. 7. The Department will set up a Jammu & Kashmir Tourism database repository, publish an annual status report and organize annual tourism outlook conference. 8. Tourism mobile application and social media touch points will be revived to serve as one- stop-solution for all destination information. 9. The Department will engage with the online booking partners to provide special packages for attracting domestic and international tourists to ensure tourism inflow throughout the year 10. The Department will set up four digits 24x7 tourism helpline number to provide instant help to tourists. 11. The Department will liaise with the mobile operators to ensure good connectivity for all tourism destinations in the Jammu& Kashmir especially in the far-flung areas. 12. The department in collaboration with Universities/Institutes of Jammu and Kashmir will conduct market research and survey on different aspect & dynamics of tourism sector in Jammu and Kashmir. There will be a mechanism to collect and manage data which includes total tourist footfall in Jammu and Kashmir, distribution of tourist footfall from different states, recent trends in taunat footfall which will provide suitable database for proper planning and implementation of tourism programmes & activities. 13. The tourism department will ensure safety and security of tourists by deploying tourist police in adequate numbers at Tourist places, life guards/ SDRF at rivers/ lakes along with equipment and having dedicated helpline with toll free numbers for tourists' facilitation. The tourist police personnel along with local police personal dealing with tourist will be trained through sensitization programmes to ensure cordial behaviour with tourists and better facilitation. 14. The Department will assess and regulate the annual number of tourists according to the carrying capacity and eco sensitivity of tourism destinations.

7.4 Premium Tourism Transport 1. The Department of Tourism will leverage the Government of India schemes and Jammu& Kashmir Government schemes to further develop the air transport from major air heads to percolate to far flung corners of tourist interest as far as possible. 2. Orchard tourism week will be organised in the Jammu & Kashmir twice every year during ripening cycle of almonds, apples, mangoes, plums, cherry, peach, pears, apricot and citrus varieties. 2. The Department will organize activities like introductory sessions about fruit cycles viz flowering, pollination, ripening as well as fruit plucking for the tourists. 3. The Department with the help of local Orchardists and tour operators, will develop special tour packages for promoting Orchard Tourism in the Jammu & Kashmir. The Department will set up an interactive website/ interface containing all the details about the Orchard Tourism to cater the needs of the Orchard tourists and tour operators.

8.3 Saffron Tourism 1. The Department will promote Jammu & Kashmir saffron farms for tourism activities like saffron plucking and showcasing safron pracessing activities like harvest, stigma separation and drying. 2. The Department will create and expand auxiliary services, amenities and facilities like eco transport, wel trained guides and folk music for entertaining the visitors and encourage Home stays near saffron fields.

8.4 Angling/ Game Fishing 1. The Department of Tourism in consultation with concerned Departments will revive the sector by easing out the permit process involving other concerned departments like Forest, Irrigation and Fisheries. 2. The Department after consultation with concerned Departments will identify important water bodies/stretches that may be offered to private sector for the promotion of angling/ game fishing. 8.5 Cultural Tourism 1. The Department of Tourism will form separate team with experts/ consultants to organize events, fairs and festivals to showcase the Jammu &Kashmir unique culture and traditions to increase tourist arrival. The department will encourage promotion of arts and crafts of Jammu & Kashmir as part of cultural tourism. 2. The Department of Tourism will be releasing annual calendar for al religious/ cultural events to promote cultural tourism. The dates of fairs/ festivals will be published in every calendar year, for the publicity of events of Jammu & Kashmir. S The Department will provide the financial assistance for organizing traditional fairs and festivals. The Department will promote tribal tourism by highlighting nomad tourism circuits and incentivizing home stays in such areas.

8.6 Eco Circuit Tourism 1. The Department of Tourism in collaboration with the Forest, Ecology and Environment Department will facilitate PPP initiatives at identified locations compatible to ecology and environment.

8.7 Film Tourism 1. The Department of Tourism will provide incentives and appropriate facilitation to promote film tourism in Jammu & Kashmir as may be lay down in film policy of Jammu and Kashmir. 2. The Department will carry familiarization tours for major film production houses of India and abroad to showcase key tourist destinations of Jammu & Kashmir.

8.8 Golf tourism To further promote Golf tourism, the Department will adopt following strategy: 1. Create awareness and market existing Golf courses like RSGC Srinaga, JTGC- Sidhra Jammu for domestic and International Golf tourists. 2. Augmenting existing Golf facilities to international Standards and bring the existing Golf Courses on Golf map of the world. 3. Develop comprehensive tour packages by impoving online foot prints of available Golf Courses through strong marketing ñetwork with golf tour operators, corporate houses and other stake holders of tour and travel industry. 4. Upgrade and develop new Golf Courses at various locations as per the need assessment.

8.9 Heritage Tourism 1. The Department of Tourism in consultation with Department of Culture will promote heritage tourism by ensuring that any extension, improvement, renovation, change in the existing structures is in keeping with the traditional architectural styles and construction techniques harmonizing the new with the old. 2. The Department will ensure that the hotels provide good quality cuisine and beverages which provide a flavour of local traditions and heritage. 3. The Department will promote various heritage sites in Jammu and Kashmir through dedicated marketing channels, publicity material and Department's website.

8.10 MICE (Meeting, Incentives, Conferences & Exhibition) Tourism 1. 8.12 Wellness Tourism 1. The Department of Tourism in collaboration with the Directorate of Indian System of Medicine will jointly create a high value brand of accredited wellness and rejuvenation centres for operation of private players under the guidelines framed by the Govermmeni 2. The Department of Tourism will promote "Panch Karma", "Yoga" and other therapeutic procedures to maximize tourist inflow interested in naturopathy and yoga. The Department will organize Yoga conclave to promote Jammu & Kashmir as a wellness Tourist destination.

8.13 Lake Tourism 1. Tourism Department will take steps towards developing tourism in and around the lakes in Jammu and Kashmir like Dal Lake , Nigeen Lake , Wular Lake , Manasbal Lake , Anchar Lake , Manasar and Surinsar Lake or other lakes of Jammu and Kashmir. 2. The Tourism Department will also coordinate with other departments to develop and beautify wetlands and other water bodies for tourism purposes. 3. Water Sport activities like Rafting, Water-skiing, sailing, canoeing, kayaking, water-scooter racing, ferry/ cruise/ shikara rides &speed boat will be promoted.

8.14 Theme based Amusement Parks 1. The depatment in collaboration with private players will set up theme-based amusement parks across Jammu and Kashmir. 2. These amusement parks will be designed on the lines of Universal Parks & Resort, Disney Parks, Experiences and Products, Merlin Entertainments.

8.15 Rural/ Village Tourism 1. The department will focus on development of Rural/ Village Tourism to showcase rural life art, culture and heritage locations in rural areas. Stress will be laid on development of home stay facilities for tourists.

8.16 Wedding Destination Tourism 1. The department will focus on promotion & development of Jammu & Kashmir as prime location for destination weddings.

Recognized Tourism Projects:

10 Tourism J4K TMUMY Project will mean a tourism project approved by the Department of Tourísm, Govemment of Jammu & Kashmir or by the Ministry of Tourism, Government of India. Following definitions would be applicable for this policy: 1. New Tourism Unit: A New Tourism Unit means a Tourism Unit which is set up and commences commercial operations during the operative period of this policy. 2 Commercial Operations: The date of start of commercial operations of Tourism Unit will mean the date on which the unit actually starts such Commercial Operations for which the unit has been registered with the Department of Tourism or any other concerned Authority 3. Eligible Tourism Unit: New Toursm Unit or Existing Tourism Unit undergoing substantial expansion the during operative period of this policy would be consídered as Eligíble Tourism Unit. 4. Tourism Unit Existing Existing Tourism Unit taking up expansion as per the Jammu and Kashmir Industrial Promotion Policy, 2020. 5. Tourism Unit: Tourism Unit means a legal entity under the relevant law, engaged or to be engaged in providing any service related to travel and tourism. Fiscal Incentives and Benefits 10.1 Fiscal incentives Fiscal incentives to hotels, resorts, wellness Centres, houseboats and other tourism related units/projects will be considered for sanction as per the provisions laid down under relevant Jammu and Kashmir Industrial Promotion Policy 2020 and schemes of Government of India.

In of units/ case projects falling in B and C Category areas, and not covered under the inçentives provided under Jammu and Kashmir Industrial Promotion Policy, 2020, the same shall be considered for sanction of incentives at 15 % of the eligible capital investment Subject to a maximum limit to be decided by the Tourism department as per the procedure laid down in the relevant guidelines to be issued by the Tourism department. Note:

Single unit wll not be granted capital investment subsidy under more than one policy and a unit eligible for incentives under Jammu and Kashmir Investment Promotion Policy, 2020, shall in no case be considered for incentives under Jammu and Kashmir Tourism Policy, 2020.

Capital investment subsidy will be granted post the successful start of commercial operations of the eligible Tourism Units. Maximum targets per year/ annual targets to be fixed by tourism department as per need assessment and availability of funds.

10.2 Eligible Capital Investment The term eligible capital investment will include expenditure components as per the guidelines of of the Ministry Tourism, Government of India and as per the guidelines to be adopted by the Department of Tourism for the relevant Tourism Unit. However, the following heads of investments with respect to the unit will not be eligible for incentives: 1. Working capital; 2. Reimbursement of the capital cost of setting up effluent/ sewerage treatment plants will be as per the Jammu and Kashmir Industrial Promotion Policy 2020. 10.4 Incentive for Promotion of Innovation The incentives for promotion of innovation will be disbursed as per the provisions laid under the Jammu and Kashmir Industrial Promotion Policy 2020. 10.5 Skill Development Allowance Scheme (Sector Specific) Short time skill development course offered by various institutes recognized by Department of Tourism along with the association of National Council for Hotel Management and Catering Technology, Institute of Hotel Management Srinagar, Food Craft Institute, Jammu, FHRAI, HRANI, HAI, TAAI, IATO and TAFI for employment generation. This subsidy will be provided to the unit, which gives an undertaking to the effect that al such trained workers will continue to be employed by them after their training for a period of at- least 3 years. An amount equal to 50% of the actual cost of training with an upper ceiling limit of 10,000/- per trainee will be reimbursed, subject to a maximum of 50,000 per unit for one training Programme in a single year with an upper ceiling of 20 units per year. 30% subsidy will be released after completion of the training and remaining 70% will be released after employment of 3 years of the trained persons after successful completion of training. Training to tourist guides from local areas with one-time stipend of 5,000 registered with the Department. The reimbursement will be limited to training for 400 service providers for a single year and no repeat training is aliowed for the same individual. Tourism courses would include courses for personnel working in hotels, resorts, wellness centres, cottages, tented accommodation, transportation booking, marketing, tourist guide, ticketing and any other related course as notified by the Jammu & Kashmir Government from time to time. The staff of existing tourism department will be trained to build their capacity for specific jobs under the skill development allowance for enhancing their Third party skill assessment of trainees after completion of courseperformance. will be a condition for the reimbursement of course fees.

10.6 Assistance for Research in the Tourism / Hospitality Industry Financial assistance up to maximum of 7 5 Lakh will be provided to recognized Travel Associations/ Hotel Associations/ Chamber of Commercel other Travel & Hospitality Bodies to carry out market research studies on travel and tourism/ hospitality sector in Jammu & Kashmir. The subject ter will be finalized as per the relevance industry. The UT administration under the guidance of Lieutenant Governor, Manoj Sinha, plans to make appropriate policy interventions to create investment opportunities in Jammu and Kashmir. Jammu & Kashmir’s Zojila Tunnel to give flip to tourism, employment

Once the Zojila Tunnel is operational, tourism in Jammu & Kashmir will increase two to three times, claimed Union Minister for Road Transport and Highways Nitin Gadkari. This tunnel will provide year-round connectivity between the Kashmir Valley and Ladakh. The minister suggested that more adventure activities be set up in the Union Territory to attract tourists.

Jammu:  Not many cities can boast of having an IIT, an IIM and an AIIMS like Jammu. Though conceived before 2019, Prime Minister Narendra Modi inaugurated their permanent campuses in February. At the time of inauguration of AIIMS Jammu, Modi had said, “people of Jammu will no longer have to leave for Delhi to avail specialised medical treatment, which will help them save valuable time and resources.”

On 5 August 2019, Jammu and Kashmir witnessed a dramatic shift as Article 370 and 35A were scrapped and the erstwhile state divided into two Union Territories of Ladakh and Jammu & Kashmir. Since 2018, J&K has been under the Centre’s rule through a governor first and then the Lieutenant Governor. Much has changed since.

While Kashmir takes the spotlight, Jammu, too, has several new projects coming up, especially in the industrial sector since then. These may be significant changes, but are not necessarily a product of abrogation of Article 370.

The Centre came up with New Industrial Policy (NIP) 2021 for Jammu and Kashmir that came into effect 1 April 2021. Launched by L-G Manoj Sinha, the benefits of this policy have been largely drawn by the Jammu region, primarily the districts of Jammu, Kathua and Samba.

Currently, the groundwork of around Rs 20,000 crore worth of industrial units is already underway that have come up in the last three years and are registered under the policy, according to official figures of the J&K government accessed by ThePrint.

A further break reveals that over Rs 16,000 crore worth of investments (or, 80 percent) are in Jammu division alone, while the rest of investment is in Kashmir, which is less than a fifth of overall investment.

In 2023-24, the investment was Rs. 3,628 crore, of which Rs 1,966 crore was in Jammu. This was a rise of 68 percent when Rs 2,153 crore was invested in the UT, with Rs 1,416 crore from Jammu in 2022-23. The number of jobs created also went up from 10,506 in 2022-23 to 26,032 jobs in 2023-24 in the region. Investment went down in Covid year as it stood at Rs 376.76 crore in 2021-22, , across the UT.

These numbers also included “investment in respect of disbursed cases under the PMEGP’ — Prime Minister’s Employment Generation Program, a bank-financed subsidy programme for setting up new micro-enterprises in the non-farm sector. Maximum employment generated is because of this scheme.

They also show that despite the abrogation of Article 370, a lot of industrial investment is not going in Kashmir. Last year, the Jindal Steel Works laid the foundation stone of its plant in Pulwama.

“There are four components to the NIP . In the capital investment, we give 30 percent return in eligible plant and machinery, up to Rs 5 crore. In the service sector, the upper cap is Rs 7.5 crore. Second is capital interest subvention: term loan on eligible plant and machinery. A 6 percent term loan will be given by the government. If you have taken a loan on 9 percent, the government will return you six percent,” explained Director Industries of Jammu division, Arun Manhas. 

“For existing units, we give 5 percent of working capital as an incentive. And the most lucrative policy is about GST. We give 300 percent GST-linked incentives. For example, if the eligible plants and machinery are invested worth Rs 100 crore. That means you will get Rs 300 crore worth of incentive over 10 years — 40 quarters. You can take Rs 30 crore each year. These incentives are there for anyone — within or outside the UT — registered under the policy.”

Asked how the investment has changed post 2019, Manhas said, “There was a psychological window that has opened. People feel more secure. Psychological blockage has opened.” He added, “No part of the country gives this kind of incentives.”

Industries especially from sectors of packaging, FMCG and pharmaceutical have made their way, with pharmaceutical giants including Cadilla, Torrent and Sun exporting their formulations from here. 

“Ceylon Beverage has got land recently. They are making canned products. We will be getting $120 million of FDI…. Rs 1,350 crore worth of investment,” Manhas said.

While Manhas believes soon tourism industry will also pick up in the far-off areas of Jammu, tourism has also picked up over the last few years

Another senior J&K official told ThePrint that the NIP was behind the spurt in industrial activities.

”August 2019 changes had little to do with the rise in industries. It is purely this lucrative industrial policy that has given rise to industries in Jammu. Owing to security concerns and increased freight, people prefer their industries in Jammu than Kashmir,” the official said. “However, we are unable to make the most of the employment generated. There is a substantial lack of skilled labour in Jammu because of which people from outside take jobs.”

Uptick in tourism

The Jammu division has seen a significant rise in tourism post 2019. According to the J&K government data, tourism has seen a rise of 15 percent between 2019 and 2023, . While in 2019, 1.56 crore tourists visited the Jammu division, primarily for pilgrimage purposes, the number rose to 1.80 crore in 2023.

Though Covid hit tourism in 2020 (34.3 lakh) and 2021 (1.06 crore), the sector quickly recovered to surpass the pre pandemic levels.

In all these years, Jammu accounted for the largest chunk of tourists, unlike the popular belief. According to the data, between 2020 and 2023, 88 percent tourists in Jammu & Kashmir visited the Jammu division. This is in continuation with the past trend. 

A major shot in the arm for pilgrimage in Jammu came in when Tirupati Balaji temple opened its doors to visitors in June last year. Located at the outskirts of Jammu city, the temple is built on 62-acre land at an estimated cost of Rs 30 crore and is one of the largest temples in the Jammu region. It is further expected to boost religious and pilgrimage tourism in the union territory.

Boost in railway

Construction of roads and tunnels are a usual sight in the region. But the major boost has come in the form of railways. While rail connectivity is set to connect Srinagar with the rest of the country through Udhampur-Srinagar-Baramulla Rail Link, it has already reached Sangaldan. 

In February, the PM inaugurated the Banihal-Sangaldan stretch which means the train services from Baramulla to Banihal will now be extended up to Sangaldan, a town near the district headquarters of Ramban.

This provides an alternative for road travelers stuck on the national highway between Ramban and Banihal due to landslides. 

In December last year , Katra became one of the few cities in the country where two Vande Bharats have come up, connecting it with New Delhi. Katra serves as the base camp for pilgrims who wish to visit the Vaishno Devi shrine. The first Vande Bharat came way back in 2019, one of the first few Vande Bharats in the country.

While the G-20 event and F-4 racing event in Kashmir drew the attention of masses, Jammu, too, pulled off important milestones in hosting the T20 Legends League, which might have gone unnoticed last year. The sporting event marked a return of international cricket after 35 years.

Recognition to deprived groups

After the abrogation of Article 370, certain communities in J&K are set to get voting rights for the first time ever in the assembly elections. Most beneficiaries here will be those in the Jammu region.

The Valmikis, now a part of Scheduled Caste, have been residing in Jammu since the 1950s, when Bakshi Ghulam Mohammad’s government got them from Punjab for manual scavenging. But they never got voting rights since they came from outside. They are all concentrated in the Jammu city and are few thousands in number. 

Another community that has benefited is the West Pakistan refugees, who now have voting rights in line with the rest of the country.

According to the Ministry of Home Affairs, West Pakistani Refugees (WPRs) are those who migrated from areas in West Pakistan in 1947 and settled in the erstwhile state of J&K, mainly in Jammu, Kathua and Rajouri districts. 

“The 5,764 migrated families were not treated as Permanent Residents in the erstwhile State of Jammu & Kashmir. Though the WPRs are citizens of India and have the right to vote in parliamentary elections, they did not have the right to vote in the assembly and local body elections,” the MHA notes . “They did not have the right to purchase property in the erstwhile state. The children of these WPRs could not take admission in the technical and professional institutions of the erstwhile state.”

“After (abrogation of Article) 370, we have got citizenship of Jammu & Kashmir which is the biggest thing. We were fighting for that and we didn’t have voting rights in a democracy. That was a major issue. If you didn’t have permanent residentship. How will that person work in Jammu? They had deprived us from all sides,” Labha Ram Gandhi, a leader of West Pakistan Refugees, told ThePrint. “West Pakistan refugees from the rest of the country are all well-settled. We were deliberately deprived.”

Similarly, the Pahari-speaking tribes, 61 percent of whom are based out of Rajouri and Poonch districts, have also been given the ST status. This marked the culmination of long pending demand from the 1980s, which many believe will have a political impact as well.

The article covers some breadth about the changes that have happened in J&K. One thing, however, caught my attention. Only 25,032 jobs in a year? I think it should have been mentioned that the year isn’t complete. And 10506 jobs in the entire last year? That sounds either very poor or very sad for a state with 12 Million residents.

Yusmarg Jammu Kashmir

Yusmarg is a hill station in the western part of the valley of Kashmir. The Ahmadiyya Muslim community believes it to be the place where Jesus once lived. Yusmarg translates as ‘The Meadow of Jesus’ in Kashmiri. A marg means a meadow, and the term ‘Yus’ is considered to be a short form of Youza or Jesus. Gulmarg

Gulmarg is located at an elevation of 2730 metres above sea level and is a notified area committee in the Indian Union territory of Jammu and Kashmir’s Baramulla district. It is 31 kilometres (19 miles) from Baramulla and 49 kilometres (30 miles) from Srinagar. Gulmarg has everything going for it: snow-dressed mountains, greenery, lakes, pine & fir forests and different types of flowers. It is snug in a valley in the Pir Panjal Range of the Western Himalayas, within the Gulmarg Wildlife Sanctuary.

Gulmarg very well justifies its name, the meadows of flowers, and you will come across a lot of meadows decorated with daisies. A beautiful aspect of the meadow is the 1890s Anglican Church of St. Mary’s, which is situated on a lonely hill and accessible by a dead-end road connecting the 1965 neo-colonial Hotel Highlands Park and the famous Gulmarg Golf Club.

Sonmarg Jammu Kashmir

Sonamarg is a beautiful hill station in Jammu and Kashmir, approximately 80 kilometres north of Srinagar. It is at a height of approximately 2,730 metres above sea level, on the bank of the flowing Sindh River. Sonmarg means a “meadow of gold”, and is one of the best tourist places in Jammu and Kashmir for sightseeing & adventure. Its landscape is marked by a glacier, forests and snow-capped mountains. The town is located in Jammu and Kashmir’s Ganderbal district, about 70 km from Srinagar International Airport. It was also the starting point for the Silk Road, which linked Kashmir to China.

This mountain is surrounded by the big Himalayan glaciers Kolahoi Glacier and Machoi Glacier, and it is the source of the famed Three Sisters of Kashmir Valley. The three Great Lakes in Kashmir: Kishansar, Vishansar and Gadsar, can be visited from here. Peaks such as Kolahoi Peak, Amarnath Peak, Machoi Peak, and Sirbal Peak tower over this lovely hill town, making Songamarg a renowned destination for adventure sports tourism. The Thajiwas range divides the Sonmarg Valley into two halves; on one side lies the fir-covered Thajiwas spur, which is popular for camping. Pahalgam Jammu Kashmir

Pahalgam. Located in the Anantnag district, about 90 km away from Srinagar and it is located on the banks of the River Lidder. Gurez Valley Jammu Kashmir

The Gurez Valley is a stunning natural location in Jammu and Kashmir, located in the high Himalayas around 86 kilometres (53 miles) north of Srinagar and 123 kilometres (76 miles) south of Bandipore. Gurez Valley is situated at an elevation of 2400 metres above sea level and the weather is always nice here. The area is ideal for photography, tranquil picnics, and hiking adventures. The picturesque valley is surrounded by snow-capped mountains, meadows clothed with lindens, walnut and willow trees and the raging river KishanGanga. Dawar and Tilel are the two districts that make up the Gurez Valley. Dawar is also Gurez’s central settlement, and it is where all of the hotels are located.

Due to substantial snowfall of about 2 metres (7 ft) and the closure of Razdan Pass in winter, the Gurez Valley is cut off from the rest of the world for six months and also enhances its appeal as a famous tourist destination in Jammu and Kashmir. The people who live here are one of the oldest tribes in Kashmir called the Dard Shin Tribe and speak a language called Shina. Villages are also spread across the valley, providing tourists with a glimpse into the tough yet peaceful lives of the residents.

Visitors can ride the Gurez helicopter operated by the Gurez Copter Service to see the valley from a whole different perspective. Given its altitude, the valley is expected to be colder than other places. Pack a warm jacket, gloves, and extra clothing to keep yourself warm in windy conditions, especially at night. The network is difficult to discover here, and companies such as Airtel and JIO may not work at all. BSNL is one of the few service providers that provides some services, but it is also bleak.

Verinag Jammu Kashmir

Verinag is a town in the district of Anantnag, where the Verinag Spring is a must-see attraction. Verinag is a town named after the Verinag spring and the Mughal garden. Verinag, on the route to Jammu, is a spring of great importance and beauty, with deep blue water that emerges from the bottom of a high scarp of a mountain spur, and this stone basin & arcade surrounding were built by Jahangir. This spring is well-known for never drying up or overflowing.

Emperor Jahangir constructed an octagonal pavement around the spring. The Emperor was so taken with the beauty of Verinag that when he died at Chengas village near Rajouri, he requested to be buried there. And after finishing the design for the spring and the adjoining garden, he said that the traveller who travelled around the world can rarely give any example of another site of such beauty.

At this location, a tourist bungalow, a rest house, and some shelters have been built. A Mughal Garden also stands right in front of this spring. The beautiful garden next to it was built by Shah Jahan. This tourist resort is located in Tehsil Shahabad Bala, approximately 26 kilometres from Anantnag Town. The spring is the main source of the River Jhelum. The Archaeological Survey of India has designated Verinag Spring and the Mughal Arcade surrounding it as a Monument of National Importance.

According to folklore, goddess Vitasta (Jhelum) planned to take her rise from here, but when she arrived, Shiva was already here, so she had to return and take her rise from Veravurthur, a spring approximately one mile to the north-west of this location. Virah means ‘to return’ in Sanskrit, and nag signifies a water spring, therefore because Vitasta had to return from this location, it became known as Virahnag or “Vernag.”

Srinagar Jammu Kashmir

Srinagar finds a place on this list because it is one of the most famous tourist destinations in Jammu and Kashmir as well as the top honeymoon destination. Srinagar, often referred to as “Heaven on Earth,” is located in the union territory of Jammu & Kashmir, on the banks of the Jhelum River between the Hari Parbat and Shankaracharya hills. Srinagar is notable for its stationary houseboats and gondola-style rowboats known as Shikaras in Dal Lake. It is Jammu and Kashmir’s largest city and summer capital.

The presence of many Mughal Gardens, religious & historical sites as well as Dal & Nigeen Lakes has led Srinagar to being called the “Land of Gardens and Lakes.” Among the other things that will surprise you, is the floating vegetable market on Dal Lake. Shikaras are used by tourists to visit sites such as the Floating Vegetable Market and the Mir Bahris, a vibrant community of people who live on the lakeside itself. Several houseboats on the lake offer a wonderful and unique stay experience. Srinagar is home to some of India’s most beautiful Mughal-era gardens, including Nishat Bagh, Shalimar Bagh, and Chashm-e-Shahi Garden. The largest Tulip gardens in Asia are also in Srinagar.

Kashmiri food, also known as Wazwan, is well-known around the world. When in Srinagar, taste the traditional delicacies, which are rich in typical fragrant spices. Srinagar is also known for its Kashmiri shawls, Kashmiri apples, and dried fruits (almonds and walnuts) at the Lal Chowk Market.

During the winter months of December to February, heavy snowfall affects Srinagar’s connection. Communal conflicts often result in frequent curfews in some areas of the city; however, things have improved in recent years. So, before you go, make sure you look over the circumstances.

Vaishno Devi

Those who are spiritually inclined should not miss out on visiting Vaishno Devi , a temple town, and also a major Hindu pilgrimage destination in India. The temple stands on the Trikuta Hills,13 kilometres from Katra (in Jammu and Kashmir’s union territory). The Mother Goddess, who is the main deity, is believed to fulfil the wishes of her devotees. Vaishno Devi, also known as Mata Rani, Vaishnavi, and Trikuta, is an embodiment of the Hindu Goddess Durga. Goddesses are believed to arrive at the Holy Cave during the pooja and aarti to pay their respects to Mata Rani. Vaishno Devi is known as Moonh Maangi Muradein Poori Karne Wali Mata (the mother who grants her children’s requests). This sacred site is regarded as the most important Shaktipeeth since it is believed that the Goddess Sati’s skull fell here.

Maa Vaishno Devi’s darshan in the holy cave takes the shape of three naturally formed rocks known as pindies. The goddess is represented by these pindies in three different forms: Maha Kali, Maha Saraswati, and Maha Lakshmi. Interestingly, although sharing the same source rock, all of the pindies varied in colour and texture. The delicate white rock on the extreme left is believed to be the Goddess Saraswati, the yellow-red rock in the middle represents Goddess Lakshmi and the black rock on the left represents Goddess Kali. The Pandavas of the epic Mahabharata were believed to have built the sacred cave temple. Every year, almost a million individuals visit the Vaishno Devi temple.

To reach the temple, you will have to take a trek of nearly 14 kilometres which starts from the Ban Ganga bridge. Other options are battery-operated cars, ponies, palkies and helicopter rides to Mata Vaishno Devi Temple. On the Mata Vaishno Devi pilgrimage, devotees make customary offerings to Mata of chunri (a red-coloured drape), sarees, dried fruits, silver or gold trinkets, Cholas, flowers, and so on. The route to Vaishno Devi is filled with stores that sell a range of snacks and refreshments, as well as religious souvenirs.

Patnitop Jammu Kashmir

Doda Jammu Kashmir

Doda is a district located in the eastern part of Jammu and has plenty of opportunities for sightseeing and even adventure. The region is named after the town of Doda, which is located at an elevation of 5,000 feet above sea level. The district boundaries do not intersect with international borders or the Line of Control. The district is bordered by the Himachal Pradesh districts of Anantnag, Ramban, Kishtwar, Udhampur, and Chamba. The area of this place is hilly all over the district. It is situated on the Chenab River in the southern western (Punjab) Himalayas (the western section of the huge Himalayas mountain range). Agriculture and mining are prominent in the surrounding area, which includes deodar pine trees.

Adventure enthusiasts can enjoy a variety of sports like snow skiing, mountain biking, trekking and paragliding. There are several wonderful trekking paths in the Bhaderwah region in particular. Those who are spiritually inclined should certainly visit Doda since there are plenty of temples and a splendid mosque too. Kishtwar Jammu Kashmir

Kishtwar district covers an area of 7,737 square kilometres (2,987 square miles). The district is bounded to the east and north by the Kargil district, to the south by the Chamba district, and to the west by Anantnag and Doda districts. Kishtwar is located on a plateau above the Chenab River and below the Nigeen Glacier. Kishtwar is a sleepy peaceful town and a top tourist spot in Jammu and Kashmir as much for its waterfalls and numerous trekking routes as for its rare blue sapphire and high-quality saffron that is found here. The area does saffron cultivation for a limited time and its harvesting is followed by ceremonies and festivals.

It is home to the biggest mosques, a national park home to rich flora & fauna, an old fort, traditional Kishtwari craft and unique Kashmiri vegetarian dishes like Aloo (Potatoes) in yoghurt.

The Kishtwar National Park covers 400 square kilometres and is home to several mammal species, including musk deer and Himalayan black and brown bear. Kishtwar is unique due to its wide range of flora and animals, even though it is not the only high-altitude wildlife sanctuary.

Sanasar Jammu Kashmir

Sanasar is named after the villages of Sana and Sar and can be counted among the most beautiful places to visit in Jammu and Kashmir. Sana and Sar, named after small local lakes, are located 20 kilometres west of Patnitop, Udhampur district, on National Highway 1A.
