How to travel around the Francis Scott Key Bridge collapse in Baltimore: A look at the traffic impact and alternate routes

BALTIMORE -- The collapse of the Francis Scott Key Bridge in Baltimore early on the morning of March 26 led to a major traffic impact for the region and cut off a major artery into and out of the port city.
Drivers are told to prepare for extra commuting time until further notice.
Alternate routes after Francis Scott Key Bridge collapse
Maryland transit authorities quickly put detours in place for those traveling through Dundalk or the Curtis Bay/Hawkins Point side of the bridge. The estimated 31,000 who travel the bridge every day will need to find a new route for the foreseeable future.
The outer loop I-695 closure shifted to exit 1/Quarantine Road (past the Curtis Creek Drawbridge) to allow for enhanced local traffic access.
The inner loop of I-695 remains closed at MD 157 (Peninsula Expressway). Additionally, the ramp from MD 157 to the inner loop of I-695 will be closed.
Alternate routes are I-95 (Fort McHenry Tunnel) or I-895 (Baltimore Harbor Tunnel) for north/south routes.
Commercial vehicles carrying materials that are prohibited in the tunnel crossings, including recreation vehicles carrying propane, should plan on using I-695 (Baltimore Beltway) between Essex and Glen Burnie. This will add significant driving time.
Where is the Francis Scott Key Bridge?
The Key Bridge crosses the Patapsco River, a key waterway that along with the Port of Baltimore serves as a hub for East Coast shipping.
The bridge is the outermost of three toll crossings of Baltimore's Harbor and the final link in Interstate 695, known in the region as the Baltimore Beltway, which links Baltimore and Washington, D.C.
The bridge was built after the Baltimore Harbor Tunnel reached capacity and experienced heavy congestion almost daily, according to the MDTA.
Tractor-trailer inspections
Tractor-trailers that now have clearance to use the tunnels will need to be checked for hazardous materials, which are not permitted in tunnels, and that could further hold up traffic.
The MDTA says vehicles carrying bottled propane gas over 10 pounds per container (maximum of 10 containers), bulk gasoline, explosives, significant amounts of radioactive materials, and other hazardous materials are prohibited from using the Fort McHenry Tunnel (I-95) or the Baltimore Harbor Tunnel (I-895).
Any vehicles transporting hazardous materials should use the western section of I-695 around the tunnels, officials said.

Works to improve the A16 Marsh Lane roundabout in Boston and active travel in the surrounding area are now more than halfway complete - but upcoming road closures will cause some disruption for motorists. The project, which began in May, has seen over 1,000 tonnes of road-building material used for carriageway widening and nearly 200 tonnes used for a new shared footway and cycleway.
Cllr Richard Davies, executive member for highways, said: "Our first two ‘Levelling Up’ projects are continuing to go well. In fact, we're now past the midway point for both.
"Since starting in May, the team has widened the western side of the roundabout at its approach from the A16 heading northbound. We’ve also laid nearly two football pitch-lengths worth of new kerbing and installed twenty new street lighting columns.
"On top of that, we’ve finished upgrading the traffic signals at the Marsh Lane / Wyberton Low Road junction so all legs are now Toucan crossings. This was a big piece of work that meant installing nine new signal heads with overhead detection, tactile paving and fifteen new underground chambers.
"We've also had BT Openreach on-site to divert over a quarter-mile of their underground services so they fit with the new design of the roundabout and road layout."
Workers are now starting to resurface the roads, which means closures will be put in place at certain times. Cllr Davies added: "Now that we've passed the halfway point, one of the next steps is to lay new road surfacing, which will involve some overnight closures. However, the details of these are still being finalised, but we will share the dates and times as soon as they're confirmed.
"In addition to that, the team will also be focusing on widening the eastern side of the roundabout and continuing improvements to active travel links near Wyberton Low Road. There will inevitably be some disruption during this second half of the projects, mainly due to the need to close most of the roads affected for final surfacing.
"This comes part and parcel of major road improvements so we hope everyone will continue bearing with us." Below is an overview of upcoming traffic management associated with the two projects:

- Temporary traffic signals on Marsh Lane to carry out trial holes to locate the gas pipe and water main from Monday, August 14 for four evenings, 7pm to 7am
- Temporary traffic signals and convoy working on Marsh Lane (for road resurfacing) 7pm to 7am during weekend dates in September to October from Saturday evening to Monday morning (exact dates to be confirmed)
- Road closure on A16 from mid-October to mid-November (for final road resurfacing)
- Southbound closure on London Road for footway widening from mid-November to mid-December,
In addition to the upcoming traffic management above, current/ongoing traffic management includes lane closures and temporary traffic signals as needed on the A16, Marsh Lane and Wyberton Low Road.

Total solar eclipse April 8, 2024 facts: Path, time and the best places to view

"Eclipse Across America," will air live Monday, April 8, beginning at 2 p.m. ET on ABC, ABC News Live, National Geographic Channel, Nat Geo WILD, Disney+ and Hulu as well as network social media platforms.
On April 8, 2024, a historic total solar eclipse will cast a shadow over parts of the United States, prompting a mass travel event to the path of totality -- from Texas to Maine and several states and cities in between.
A total solar eclipse occurs when the moon passes between the sun and the Earth and, for a short time, completely blocks the face of the sun, according to NASA .
The track of the moon's shadow across Earth's surface is called the path of totality, and to witness the April 8 total solar eclipse, viewers must be within the 115-mile-wide path. To discover when to see the solar eclipse in totality or the partial eclipse in locations across the U.S. outside of the path, check out NASA's Eclipse Explorer tool .
Eclipse travel
In the U.S., 31 million people already live inside the path of totality, bringing the celestial phenomenon to their doorsteps, Michael Zeiler, expert solar eclipse cartographer at GreatAmericanEclipse.com told ABC News.

But for individuals outside of the path, investing time and money are needed to experience the event in totality.
Eclipse chasers, or umbraphiles, are individuals who will do almost anything, and travel almost anywhere, to see totality, according to the American Astronomical Society .
"There's a very active community of solar eclipse chasers and we will go to any reasonable lengths to see solar eclipses anywhere in the world," Zeiler said. "All of us are united in pursuing the unimaginable beauty of a total solar eclipse."

Bringing together both eclipse experts and novice sky watchers, the total solar eclipse on April 8 is projected to be the U.S.'s largest mass travel event in 2024, according to Zeiler, who likened it to "50 simultaneous Super Bowls across the nation."
"When you look at the number of people expected to come to the path of totality for the solar eclipse, we estimate those numbers are roughly the equivalent of 50 simultaneous Super Bowls across the nation, from Texas to Maine," he said.

In the U.S., the path of totality begins in Texas and will travel through Oklahoma, Arkansas, Missouri, Illinois, Kentucky, Indiana, Ohio, Pennsylvania, New York, Vermont, New Hampshire and Maine. Small parts of Tennessee and Michigan will also experience the total solar eclipse, according to NASA.

Workers had little warning as Maryland bridge collapsed, raising concerns over safety, communication
In the moments before the cargo ship Dali rammed into the Francis Scott Key Bridge and sent it crumbling into the water, a flurry of urgent warnings crackled over radios and enabled police to block traffic from getting on the span, likely saving lives.
But those warnings seemingly didn’t reach the six construction workers who were killed in last week’s collapse of the Baltimore bridge. Their deaths have raised questions about whether the construction company took proper precautions, including keeping a safety boat nearby that might have been able to warn them at least a few seconds before impact.

Federal regulations require construction companies to keep such boats, commonly known as skiffs, on hand whenever crews are working over waterways, safety experts told The Associated Press. There is no indication that the construction company, Brawner Builders, had a rescue boat on the water or ready to be launched as the bridge fell.
“If you’re working over a bridge like that, the standard interpretation doesn’t give you an option,” said Janine McCartney, a safety engineer for HHC Safety Engineering Services Inc. “The skiff is required, period.”
Coast Guard representatives and other officials said they were unaware of any Brawner boat in the water at the time of the March 26 collapse. And satellite images from around the time of the collapse appeared to show no skiff in the river near the bridge.
Even if the workers had been warned that the giant ship was about to hit, it’s unclear if they would have had enough time to scramble to safety.
The archived recordings of the bridge’s maintenance radio channel from early that morning include only one minor exchange between two maintenance workers about the approaching ship, though it’s unclear if either was on or near the span at the time. In the exchange, a man with a muffled voice seemed to ask what was going on, and the other replied, “They’re just holding traffic because a ship lost its steering, that’s all.” The bridge collapsed less than 30 seconds later.
But if a safety boat were present, experts said, it might have been able to use a marine radio and required walkie-talkies to warn the construction workers about the Dali’s distress calls, possibly giving them a chance to act. Authorities say a construction inspector was able to run to a section of the bridge that didn’t collapse, though it’s unknown what warning, if any, he received.
A Brawner representative declined to comment for this story, saying the company is focused on taking care of the families of the workers, who were filling potholes on the bridge when it collapsed. Brawner has used safety skiffs for work on bridges in the past, according to a deposition of a company executive that was part of a 2011 lawsuit.
Occupational Safety and Health Administration regulations say construction companies performing work over waterways must have at least one safety boat available. OSHA officials have said in rule interpretations over the years that the required boat can “ensure prompt rescue of employees that fall into the water, regardless of other precautions taken to prevent this from occurring.”
An OSHA spokesperson didn’t respond to repeated requests for clarification on that regulation.
Some states have rules clarifying that the boats aren’t required under certain conditions, such as when the work being done is contained within the guardrails of a bridge. But Maryland isn’t among them and does require that a safety skiff be present when workers are over or near water. A spokesperson for the Maryland Occupational Safety and Health, which oversees compliance with federal labor regulations, declined to comment on the Key Bridge collapse or Brawner’s safety record, citing the open investigation into the tragedy.
Dennis O’Bryan, a maritime lawyer, said he believes the skiff requirement remains in effect even when there is little risk of drowning unless the company secures an exemption from the state.
“If there was a skiff there, it would have heard the mayday call and radioed the workers to get off the bridge,” O’Bryan said. “There needs to be an investigation into whether the skiff was there and, if not, why it wasn’t.”
O’Bryan isn’t representing any of the families of the workers who were on the Key Bridge when it collapsed. But in 2011, he represented a Brawner employee who was injured while operating a safety boat meant to monitor workers on a bridge. The lawsuit accused the company of not properly staffing the boat. It was settled for an undisclosed sum.
The AP requested a copy of the safety plan that Brawner submitted for the Key Bridge project, which was among more than 25 contracts worth a total of over $120 million that the state awarded the company in the past five years. The request was still being processed as of Tuesday.
Brawner has been cited three times for seven safety violations since 2018, including four citations for failing to provide proper fall protections, OSHA’s online enforcement records show. The company was fined close to $11,000 in informal OSHA settlements.
Several project foremen interviewed by the AP said that despite OSHA’s strict interpretations, it is not uncommon for construction companies to forgo the use of a safety skiff on jobs that don’t pose an imminent risk of drowning, and it’s unclear when the regulation is enforced. In the past decade, there has been just one violation issued in Maryland during a bridge construction project for failure to provide a life-saving skiff, according to a review of available online OSHA records.
Some construction experts said a boat wouldn’t have made a difference because of the steep drop, the little time the crew had to react, and the tons of steel and debris that made it incredibly difficult for even trained rescuers to locate and reach the missing workers’ bodies.
“You can have the most perfect safety plan and safety measures in place, and unless you have time to implement them, then who knows,” said Julio Palomo, president of Laborers International Union of North America Local 11, which represents Maryland and other parts of the Washington, D.C., area. “Would it just have put more people in danger having that boat in the water? We just don’t know.”
Others, though, said a safety boat might have had a better chance to issue a warning over a direct radio line to the crew, something companies could consider when writing future safety plans in light of the Key Bridge collapse.
Ryan Papariello, a safety and health specialist with the Laborers’ Health and Safety Fund of North America, said that in safety plans for work on bridges, companies should think about including flotation devices and clear communication with the Coast Guard or anyone that’s patrolling the water. He also said future plans might include the use of specific loud noises that signal workers to evacuate.
“Obviously this wasn’t a foreseeable incident,” Papariello said. “A lot of the contractors that we see — and I’m not blaming the contractor — they just don’t have a valid rescue plan in place.”

Soaking nor’easter triggers flooding from DC to NYC, Boston
While an April nor'easter will dump heavy snow on parts of the Northeast, its legacy from the Ohio Valley states to the mid-Atlantic and southern New England continue to be relentless rain and localized flooding.

Steady rain will continue into Thursday morning across portions of southern New England after a powerful storm dumped multiple inches of rain from the Midwest to the mid-Atlantic. The relentless rain already has streams on the rise and triggered travel hazards related to urban and flash flooding, AccuWeather meteorologists warn.
Into Tuesday, much of the rain that has drenched the nearly 1,000-mile-long swath from the Midwest to the mid-Atlantic coast has been produced by a stalled front and disturbances moving along the front. A general 1-3 inches of rain fell from parts of Missouri and Iowa to Pennsylvania from Sunday to Tuesday and more is on the way, particularly for the Northeast.
An additional 1-3 inches of rain poured down from the central Appalachians to the mid-Atlantic coast through Wednesday night, with the latest round that began on Tuesday night in some locations. A similar amount of rain will continue to fall on southern New England into Thursday, with locally higher amounts likely.
Along with foiling outdoor plans, the most widespread problem will be excessive water on the streets, highways and areas that drain poorly. Some storm drains may be overwhelmed and lead to high water, especially in underpasses.
Many streams in the region are running high, and some secondary rivers are already surging.
Those living in unprotected, flood-prone areas along small streams and rivers in the Midwest, central Appalachians, the mid-Atlantic and southern New England may need to take action.

Minor to moderate flooding is forecast to occur along the Illinois, Kankakee, Wabash, White, Miami and Ohio rivers, to name a few in the Midwest. Similar conditions are anticipated in the days ahead along portions of the Potomac River and the Passaic and Millstone rivers in New Jersey. Portions of the Susquehanna River in Pennsylvania will approach flood stage.
From the threat of coastal flooding in New York to more than a foot of snow falling in Maine, the latest storm system will pack a wallop in the Northeast this week.
"Because the rain was drawn out over a few days versus a few hours, major flooding is not anticipated," AccuWeather Senior Meteorologist Adam Douty said.
The stretch since Dec. 1 has been a soggy one for the Northeast, with some areas receiving close to double their historical average rainfall.
The first month of meteorological spring did not hold much promise for drier conditions for the full season ahead, with dozens of locations along the Atlantic coast experiencing their top-five wettest March on record.
In the New York City area alone, both John F. Kennedy and LaGuardia airports had their wettest March on record, as did Bridgeport , Connecticut. New York's Central Park recorded its top four wettest March with 9.06 inches. The wettest March at Central Park was in 2010, with 10.69 inches.
As colder air circulates into the storm, the rain has changed to snow across some interior locations as a major snowstorm unfolds over the northern portion of the Northeast. The lower temperatures and the conclusion of the heavy rain will help ease runoff, but that decrease will not be reflected in the larger rivers until next week in some cases.
Along with concerns for rising small stream and river levels, minor to moderate coastal flooding is anticipated from near New York City to eastern New England as the nor'easter pushes Atlantic Ocean water westward and causes it to pile up near the shore. Some coastal roads may be impassable during times of high tide on Thursday.
