Soaring tourism numbers bolster UAE’s economy

uae tourism 2022

UAE’s tourism sector defies odds to attract record tourist numbers over the past year

Gulf Business

The year began on a high note for the UAE’s tourism sector, with Dubai being named the world’s most popular destination at the Tripadvisor Travellers’ Choice Best of the Best Destination Awards 2023. This was the second consecutive time the online travel platform recognised Dubai’s tremendous tourism appeal based on aggregated reviews of millions of travellers between November 2021 and October 2022.

Just as Tripadvisor unveiled the ranking, the United Nations World Trade Organization (UNWTO) released data showing that the Middle East had enjoyed the strongest relative increase in international tourist numbers globally in 2022, with arrivals reaching 83 per cent of pre-pandemic numbers.

Previously, a September 2022 report by UNWTO stated that the Middle East had demonstrated the fastest recovery between January to July 2022, with arrivals growing almost four times year-on-year, reaching 79 per cent of 2019 levels. And within the region, the UAE was the only country to exceed pre-pandemic tourism levels in the first seven months of 2022.

This surge in tourist numbers can be attributed to several factors such as visa reforms announced last year which made travelling to the UAE much easier. The new visa rules allow visitors to stay in the country for 60 days instead of 30 days. The new multiple-entry five-year tourist visa has also encouraged repeat visits to the country.

Tourist entries were further enhanced by UAE’s airlines, which not only resumed service to routes suspended during the Covid-19 pandemic but added new destinations and frequencies.

Passenger traffic triples at Abu Dhabi International Airport

Issa kazim

The UAE’s capital Abu Dhabi has emerged as prominent gateway to the country. According to the Moodie Davitt Report, 15.54 million visitors travelled through Abu Dhabi International Airport in 2022. The number is triple the number the airport served in 2021 (5.26 million), marking a recovery of 73.6 per cent of pre-pandemic 2019 levels.

Abu Dhabi’s Department of Culture and Tourism also reported an occupancy rate of 70 per cent, with 4.1 million visitors staying in the emirate’s hotels last year. Hotel revenues climbed by 23 per cent from the previous year to Dhs5.4bn in 2022.

“2022 was a remarkable year for Abu Dhabi in passenger traffic terms. Looking ahead, we are working towards readiness to accommodate even greater passenger traffic in 2023, which we anticipate, as higher numbers of international visitors come to the UAE for key events,” said Jamal Salem Al Dhaheri, Abu Dhabi Airports managing director and CEO, in a statement.

Millions attend Dubai events

Dubai welcomed 14.36 million international overnight visitors in 2022, surpassing global and regional barometers of recovery, driven by events such as Expo 2020 Dubai, Gulfood, the World Government Summit, Gitex Global and the Arabian Travel Market. Data published by UNWTO in January showed that tourist travel to the city reached 86 per cent, exceeding global recovery levels of 63 per cent and Middle East recovery levels of 83 per cent in 2022.

“Art and culture travel has also emerged as a significant trend in Dubai. The city’s diverse heritage and contemporary arts scene offer a unique blend of traditional and modern art experiences, including the Art Dubai and World Art Dubai events, attracting global and regional audiences,” says Issam Kazim, CEO of Dubai Corporation for Tourism and Commerce Marketing (DCTCM).

Aviation and hospitality initiatives boom in RAK

Among the Northern Emirates, Ras Al Khaimah (RAK) posted impressive results for 2022. With over 1.13 million overnight arrivals in 2022, the Ras Al Khaimah Tourism Development Authority (RAKTDA) recorded the highest-ever annual visitor numbers to the emirate. International visitors rose by 40 per cent, with Kazakhstan, Russia, the UK, Germany and the Czech Republic serving as key source markets.

In 2022, RAKTDA undertook a host of initiatives to drive tourist numbers. The authority held over 90 roadshows, trade fairs and media events across 24 markets and more than 50 events within the emirate, such as the Arab Aviation Summit and DP World Tour.

Raki Phillips

RAKTDA is now aiming to attract three million visitors annually by 2030. “We’ll do this by expanding global access and seamless connectivity to the emirate via strategic airline partnerships such as Qatar Airways,” says Raki Phillips, CEO of RAKTDA.

Phillips is referring to the announcement made by the airline at Arab Aviation Summit held in March to operate direct flights to the emirate from November this year. RAKTDA also entered into an agreement with FTI Group, a major German tour operator, paving the way for twice-weekly direct flights from Munich to Ras Al Khaimah, also beginning in Q4 2023.

Bahrain’s Gulf Air also offers two weekly flights to RAK, making access to the emirate easier for tourists.

Concurrently, RAK is gearing up for a massive boom in its hospitality portfolio with 19 properties (6,533 keys) in the pipeline for the next few years, including the multi-billion-dollar integrated resort development with Wynn Resorts in early 2027 – the largest-of-its-kind foreign direct investment in Ras al Khaimah.

“Another key to sustaining our growth is positioning ourselves as a destination of the future, driven by sustainability, accessibility and diversification. We have already committed Dhs500m for the development of over 20 purpose-driven tourism projects that will enhance our natural environment.

We are also investing in cultural conservation, with four tentative UNESCO World Heritage Sites, and diversifying our portfolio with sustainable accommodation on Jebel Jais to provide a mountain retreat experience with guided treks, mindful pursuits and creative experiences,” adds Phillips.

Northern Emirates on an upward trajectory

Data released by the Sharjah Commerce and Tourism Development Authority (SCTDA) showed that the emirate’s hospitality sector registered 626,000 guests for H1 2022, marking an increase of 12 per cent compared to the same period in 2021.

The emirate remained the preferred destination for European tourists, with 1.4 million hotel guests, of which 165,000 were from Russia.

The total number of German hotel guests showed a 31 per cent increase compared to the previous year. SCTDA revealed that hotel earnings amounted to more than Dhs200m in H1 2022, showing a 50 per cent increase in the same period in 2021.

Passenger traffic at Sharjah Airport saw a jump of 84.73 per cent with 13 million travellers in 2022, achieving the pre-pandemic levels (13.6 million passengers in 2019) as opposed to seven million passengers in 2021.

Ajman also showed upward movement in tourist numbers. Compared to 2021, the hospitality sector witnessed a 9 per cent overall revenue growth, a 26 per cent increase in foreign visitors, and a 14 per cent increase in the average room rates in 2022.

“The tourism sector continues its recovery, and what has been accomplished so far is a result of the full collaboration with our stakeholders to achieve the common strategic goals,” said Mahmood Khaleel Alhashmi, director general of Ajman Department of Tourism Development (ADTD), at the department’s annual meeting in January.

Jamal Salem Al Dhaheri

Further up the coast, Umm Al Quwain is also keen on capturing a share of the country’s tourism market and emerging as the focal point of UAE’s ecotourism efforts through its Sustainable Blue Economy Strategy 2031.

Under the strategy, eight transformative projects will be delivered across diverse industries, including the Umm Al Quwain Mangroves Reserve development, which will allow visitors to explore natural sceneries and the coastline of the emirate.

Tourism to the UAE’s eastern coast also performed well, according to real estate consultancy CBRE. Fujairah reported a 26.7 per cent growth in revenue per available room during the second quarter of 2022.

“Additionally, Fujairah had higher growth in occupancy levels than the rest of the UAE and one of the strongest growths in terms of average daily rates,” stated the CBRE report. In the future, the emirate aims to attract 100,000 visitors when it opens its Qidfa development project.

The tourism sector has become a key driver of the UAE’s diversification efforts and a major contributor to its GDP. As momentum continues to accelerate across the country, the Emirates’ tourism boards are actively investing in new initiatives, enhancing stakeholder relationships, rolling out global campaigns and leveraging growing MICE segments to bring in visitors.

Dubai was among the first cities in the world to be buzzing with tourists and high-profile conferences and exhibitions shortly after global lockdowns. By the end of 2021, some hotels were reaching almost full occupancy, signifying the sector’s return to normal. The UAE now hosts one of the richest hospitality markets in the world with an expected 25% growth in the industry by 2030 and 40 million new visitors staying at hotels in Dubai by 2031. Dubai’s hospitality sector achieved a total of approximately 150,000 rooms by the end of 2022.

The Qatar World Cup 2022 had a similar influence on the UAE’s hotel industry as Expo 2020 Dubai. With almost 50% of the flights to Doha coming from Dubai, hotel occupancy increased as international football fans stopped by the UAE on their way to the tournament.

Dubai’s temperate climate makes it a popular travel destination during the winter. As part of the UAE’s tourism plan to market the county as one of the world’s hottest destinations, the 45-day “World’s Coolest Winter” campaign is enabling a promising tourism season this year.

The meetings, incentives, conferences and exhibitions (MICE) tourism industry in Dubai is also set to grow during the coming years, poised to make major contributions to the emirate’s economy. Following the success of Expo 2020, the UAE will host COP 28 in November 2023.

Our 2022 Dubai hospitality report discusses the postpandemic events and strategies that have supported industry upturn. Findings include insight from both UAE-based consumers and industry operators.

We look forward to continue serving the industry with our deep understanding and knowledge of the Dubai hospitality sector. We would be delighted to explore the findings within this report in greater detail with you.

UAE's travel industry set to create 23,600 new jobs this year

World travel and tourism council chief says current geopolitical tensions in the middle east have not dampened international visitors' demand for the wider region.

The UAE's travel and tourism sector is projected to create 23,600 additional jobs in 2024 to reach a total of about 833,000 jobs this year, with the outlook remaining strong despite the continuing Israel-Gaza war, according to the World Travel and Tourism Council (WTTC) .

That is up 2.9 per cent from last year and 14.7 per cent from 2019 before the pandemic that decimated the sector worldwide, the global tourism body said on Thursday in its latest UAE Economic Impact report.

Tourists to the UAE are expected to increase their spending during visits to the country that is home to the world's tallest building, iconic luxury hotels and an outpost of the Louvre museum in Abu Dhabi.

International visitor spending in the UAE is projected to grow 9.5 per cent year-on year to reach nearly Dh192 billion ($52.2 billion) in 2024, the WTTC data shows. Meanwhile, domestic visitor spending is forecast to increase by 4.3 per cent to stand at Dh58 billion.

The UAE travel and tourism sectors' contribution to the national gross domestic product in 2024 will reach Dh236.4 billion, representing 12 per cent of the total economy, the WTTC data shows. The sector's estimated contribution to the Arab world's second largest economy this year is a 7.6 per cent increase from 2023 and up 23 per cent compared to 2019.

The UAE's travel outlook is buoyed by the ease of travel through its airports, "sensible" visa policies, diverse tourism offerings, greater opportunities for business travel and the expected return of Chinese visitors to the country in larger numbers this year, Julia Simpson, the WTTC president and chief executive, told The National on Thursday during a trip to Abu Dhabi.

"The UAE is really knocking it out of the park in terms of attracting visitors," she said.

"In 2019, Chinese visitors were the third-biggest visitors to the UAE, then they dropped off the top five. I'm sure they’ll be back this year," she said, citing gradual improvements in China's airline capacity.

Dubai attracted 16.73 million tourists in 2019, before the pandemic. Reuters

The UAE in November 2022 announced an ambitious national tourism strategy that aims to raise the sector’s contribution to the GDP to Dh450 billion by 2031, with an annual increase of Dh27 billion. It also targets attracting 40 million hotel guests by 2031 and Dh100 billion in tourism investment to the UAE.

Dubai International Airport (DXB) has retained its crown as the world's busiest international hub for passengers for a 10th consecutive year in 2023, as long-haul travel demand continues to boom , preliminary data by the Airports Council International (ACI) showed. DXB handled 86.9 million passengers in 2023, a 31.7 per cent increase on the previous year.

Dubai alsorecorded its best-ever annual tourism performance in 2023, with international tourist arrivals to the emirate increasing by 19.4 per cent annually to 17.15 million, according to government data.

The WTTC's 2024 outlook comes as the UAE's travel and tourism sectors grew by more than a quarter last year. They contributed a record-breaking Dh220 billion to the UAE’s GDP, or 11.7 per cent of the economy, according to the latest WTTC data.

The sectors' economic contribution in 2023 grew 26.4 per cent year-on-year and 14.3 per cent on 2019 levels, the WTTC said.

Last year, the number of travel and tourism jobs in the UAE grew 5.3 per cent to 809,300, representing one in nine jobs in the country.

After the UAE travel and tourism jobs that were lost during the Covid pandemic in 2020 were fully recovered in 2022, the sector jobs have increased 11 per cent in 2023 compared to 2019 levels.

Domestic visitor spending in the UAE fully recovered in 2022 and grew 8.9 per cent last year to reach Dh55.6 billion. This is 38.2 per cent higher than 2019.

International visitor spending surged by 39.3 per cent in 2023 to reach Dh175.2 billion, which is 12.1 per cent above 2019 levels, as the UAE continued to develop as a global tourism destination, the WTTC said.

A decade of growth

Over the next decade, the UAE's travel and tourism industry is projected to employ more than 928,000 people across the country, with one in nine residents working in the sector, the report said.

The sector will grow its annual GDP contribution to more than Dh275 billion by 2034, representing about 11 per cent of the UAE economy, it said.

The UAE’s economy has continued to expand amid government initiatives to diversify away from oil with an emphasis on growing priority sectors such as manufacturing, tourism and technology.

The UAE Central Bank has increased its 2024 growth forecast for the country's economy to 5.7 per cent, from 4.3 per cent previously, it said in December.

Middle East tourism outlook

Meanwhile in the Middle East, the WTTC expects travel and tourism sector's GDP contribution is set to reach $507 billion in 2024.

The Israel-Gaza war is a "terrible human tragedy", and in terms of its impact on tourism-dependent economies, it has most affected Palestine and Israel as they are directly involved, and countries immediately surrounding the conflict zone such as Jordan, Ms Simpson said.

"The conflict is a terrible tragedy. In tourism terms, it hasn’t spread around the Middle East. There are strong tourism numbers in Saudi Arabia, UAE and Oman. Egypt is also doing well."

Countries outside the immediate zone of the conflict are not included in travel advisories and airlines are maintaining strong flight connections, which are giving travellers confidence to visit the region, she said.

Asked about the impact of escalating geopolitical tensions between Israel and Iran on regional tourism, Ms Simpson said the situation is "not dampening desire for people to visit the broader region" but that it is "something to keep an eye on".

The proposed single GCC tourism visa is "a smart move" that will allow smooth travel between the six-country bloc and help boost tourism numbers, Ms Simpson said, comparing it to the success of the Schengen visa in Europe.

"That visa facilitation will be very positive," she said.

Sector jobs in the region are forecast to reach 8.3 million, international visitor spending is projected to stand at $198 billion and domestic visitor spending is expected to hit more than $224 billion, the WTTC said.

This comes despite the Israel war in Gaza approaching 200 days on April 24, with devastating humanitarian and economic impact in Palestine. Israel's bombing has killed more than 38,899 Palestinians, displaced most of Gaza’s 2.3 million residents and razed large areas of the enclave.

Geopolitical tensions further increased after Iran attacked Israel on Saturday in retaliation for the Israeli strike on the Iranian consulate in Damascus, on April 1. Israel said it has decided to respond to the Iranian attack.

The Middle East and Central Asia's economy is forecast to grow 2.8 per cent this year, according to the International Monetary Fund's latest report in April. This is a slight downwards revision from the fund's January expectation.

The Mena region's GDP is forecast to rise to 2.7 per cent in 2024, a “tepid” increase from 1.9 per cent in 2023, the World Bank said in its April report.

Airports in India, Japan, and Turkey also made it into the top 10 and were some of the biggest movers in terms of annual gains in passenger numbers.

As the world's largest domestic market for flights , US airports still make up five of the busiest airports in the world, with Hartsfield-Jackson Atlanta International Airport retaining its No. 1 position.

Despite tough global economic conditions, there was "a growing inclination towards travel," Luis Felipe de Oliveira, the ACI's world director general, said in a press release.

"Airports continue to demonstrate their resilience and adaptability amidst the challenges posed by the ever-evolving landscape of global travel," said Oliveira.
