Yes, you read that right. But there are specific requirements and eligibility criteria that you must meet to be able to apply for a VOA.

For example, you must have a passport and a visa for a GCC country that is valid for at least 3 months at the time of arrival. And if you have a visa for UAE, UK, USA, KSA, Schengen , or USA Green Card, you can apply for a visit visa.

But for the sake of this blog, we will only focus on the eVisa for Bahrain and how you can apply for one yourself!

What Do I Need to Apply for A Bahrain Visa?

Applying for eVisa Bahrain is straightforward if you have all the necessary documents. However, you need to know that any missing or incorrect documents in your visa application can result in visa rejection.

So, make sure you understand the requirements thoroughly. Here is all you must have before applying for an Bahrain eVisa:

Valid passport – You must have a copy of your passport’s front and the last page on your device to complete the form and upload it online. The passport must be valid for 6 months minimum.

Proof of travel – You will also need your travel documents, such as return flight tickets, to apply for your visa.

Proof of accommodation – You must provide a copy of your hotel booking confirmation.

Proof of funds – You must upload a copy of your bank statements showing a minimum balance of BD 3000 or approximately INR 6,52,000.

Invitation letter – In case you are staying with friends or family, they can provide you with a copy of their CPR reader’s printout.

Bank card – Have your bank card handy to pay the eVisa fees on the portal.

Size of files –  The file size for your attachments must not be more than 2MB.

Supported files – Lastly, the supported file types are BMP, JPG, and PDF.

How To Apply for A Bahrain Visa

As I mentioned a few times before it is quite easy for Indians to apply for a Bahrain eVisa on the online portal. Simply follow the instructions mentioned below, and you should have your visa in no time!

To start your Bahrain eVisa application, you must visit the online application portal where you will first have to answer a few questions to determine your eligibility. These questions regard whether you have a GCC residence permit, the purpose of your visit, and your nationality.

After filling out the details, you must type in the verification code shown on the screen and click on next. This will take you to the next page, where you must thoroughly read the declaration and regulations before accepting them.

After you have accepted the declaration, you must start filling out the Bahrain eVisa application form. You must have your passport with you to provide the correct information.

Refrain from making any mistakes here since it could result in visa rejection.

You will fill out personal details, passport details, and travel details. Then you must upload the required documents that I mentioned earlier in this post.

Keep in mind that if the file format and size are incorrect, the eVisa portal will reject those documents.

After this is done, you must review your Bahrain eVisa application before you can pay. Lastly, pay the fees and wait for the visa application to be processed and approved.

Once your eVisa is approved, you will receive your Bahrain eVisa at the email address you provided in your application form.

• GCC visitor visa for one month and allows multiple entries for a maximum stay of 2 weeks.
•  Visit visa for three months and allows multiple entries for a maximum stay of 30 days.

Entry, Exit and Visa Requirements

Requirements for Entry: 

• Passport valid for at least six months

Types of visas:

• Journalism Visas:  Journalists must have a journalism visa. Please apply for a visa in advance of your travel.

Be prepared to answer questions regarding your purpose of travel. Be sure to leave Bahrain before your visa expires; otherwise, you will face heavy fines, possible arrest, and/or deportation. A visa extension to stay beyond the original expiration date is possible.An extension request must be submitted via the Bahrain e-Visa website . Your visa must be valid for the duration of your stay in Bahrain.

Do not allow your employer to retain your U.S. passport.  It is illegal, but a common practice, for Bahraini employers to retain your passport. Such retention could delay your travel or grant undue leverage to your employer in case of a dispute.

While many U.S. citizens have a positive experience working in Bahrain, some employed in the education sector have complained about lack of private accommodations, delay in payment of salary, withholding of passports, delay in issuance of residency, and a debt-related travel ban on leaving the country if the employee breaks a contract and the sponsor requires repayment of travel costs.

Exit Restrictions:  If you have unpaid debt or are involved in legal proceedings, authorities may not allow you to leave Bahrain until the issue is resolved.  Resolution may take several years. Additionally, this could force you to stay in Bahrain beyond the validity of your visa, at which point you would begin to accrue daily fines. The U.S. Embassy cannot pay your debt, fines, tickets, legal expenses or living expenses. 

Residents intending to return to Bahrain should   obtain a re-entry permit  valid for at least six months before leaving. Renew visas and residency permits through the  General Directorate of Nationality, Passports, and Residence (GDNPR) . 

HIV/AIDS Restrictions:  Some HIV/AIDS entry restrictions exist for visitors to and foreign residents of Bahrain. All declared HIV-positive foreigners risk immediate deportation. Although you are not required to declare HIV status upon arrival, the government may revoke visas of non-Bahrainis who are HIV positive. There may be a risk of getting tested for HIV without consent during a hospital visit. Please verify this information with the  Embassy of the Kingdom of Bahrain  before traveling.  

Travelers with HIV:  arry enough medication to cover your intended stay. Pharmacies reportedly will not sell HIV/AIDS medication to non-Bahraini citizens without a permit from the Ministry of Health. Health facilities and pharmacies are required to report HIV-positive foreigners to the Ministry of Health, which could lead to deportation. 

Bahrain does not recognize dual nationality, though some exceptions are made. Bahraini dual nationals are required to declare and register their second nationality with the government.

Safety and Security

Terrorism:  Terrorist groups and those inspired by such organizations are intent on attacking U.S. citizens abroad.  Terrorists are increasingly using less sophisticated methods of attack – including knives, firearms, and vehicles – to more effectively target crowds.  Frequently, their aim is unprotected or vulnerable targets, such as: 

• High-profile public events (sporting contests, political rallies, demonstrations, holiday events, celebratory gatherings, etc.) 
• Hotels, clubs, and restaurants frequented by tourists 
• Places of worship 
• Schools 
• Parks 
• Shopping malls and markets 
• Public transportation systems (including subways, buses, trains, and scheduled commercial flights)

Crime : The crime rate in Bahrain is low, and violent crime is rare. Thieves and pickpockets are known to operate in the old market area. Common sense security precautions are effective in countering the threat of crime.

Demonstrations  occur regularly in specific areas and are usually peaceful and not disruptive to public order. They may take place in response to political or economic issues, on politically significant holidays, during international events, at night and on weekends.  

• Demonstrations can be unpredictable. Avoid areas around protests and demonstrations. 
• Check local media for updates and traffic advisories.

Demonstrations sometimes result in temporary road closures.  Demonstrators occasionally burn tires, throw rocks, or lob Molotov cocktails in specific neighborhoods at night.  In the past, they have used improvised explosive devices and shotgun-like projectile launchers against government security forces.  The Ministry of Interior maintains official checkpoints and will deploy crowd control agents against demonstrators if it is determined that the protest is becoming unruly or could impact public security.  In recent years, dialogue and community policing elements have been used to lower tensions and crowd control measures have been deployed as a last resort.

No U.S. citizens have been specifically targeted during protest activity. Local media outlets have sometimes expressed anti-U.S. sentiment, and demonstrators have occasionally burned U.S. flags.

Restricted travel:  The U.S. Embassy restricts its employees from traveling to specific areas where protest activity is more likely and advises all U.S. citizens to do the same.

Technology Usage Abroad: Mobile devices are vulnerable to compromise, theft, and physical damage anywhere in the world. Best practices prior to traveling abroad are keeping all software (operating system and apps) updated, and using virtual private network and encrypted voice over IP (VoIP) applications if possible. Make sure that all VPN/VoIP are reputable, and U.S. based.  Do not connect to unknown open Wi-Fi.

GPS Navigation Apps are helpful in getting U.S. citizens around in a foreign country. Prior to using GPS apps, make sure you research the route to make sure it is safe. GPS navigation apps may give you the shortest route without safety considerations.

Be cautious of using dating apps/online dating websites abroad as U.S. citizens can be targeted by scammers. Make sure to inform your friends and family of your whereabouts, meet at a well-known public location, and do not consume suspicious food or drinks. Avoid traveling alone to bars or nightclubs.

Victims of Crime:  U.S. citizen victims of sexual assault are encouraged to contact the U.S. Embassy for assistance. Report crimes to the local police at 999 and contact the U.S. Embassy at +(973) 1724-2700 (business hours) or +(973) 1727-5126 (after hours).  Remember that local authorities are responsible for investigating and prosecuting crime.

Tourism : The tourism industry is generally regulated, and safety inspections are regularly enforced. Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities. In the event of an injury, appropriate medical treatment is widely available throughout the country. Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide life-saving assistance. Local Laws & Special Circumstances

Criminal Penalties: You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

Arrest Notification: If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately. Embassy officials can more readily visit you while you are still being detained at a police station than after you have been transferred to a prison. Extra-marital sexual relations are a criminal offense.  If a child is born out of wedlock, obtaining a civil birth certificate is extremely difficult and, while rare, may lead to the deportation of the mother and the child. Without a birth certificate, obtaining a passport for the child can be difficult. Additionally, transmission of citizenship is typically through the father which could lead to the child being stateless. In the case of U.S. citizen mothers, the embassy may be able to document such children as U.S. citizens or may be able to process an immigrant visa petition. Consult the embassy for options, but it is advisable to depart the country before giving birth.

Penalties for possessing, using, or trafficking illegal drugs are severe , including long jail sentences and heavy fines. You can be arrested for public drunkenness and disorderly behavior.

Penalties for driving under the influence include imprisonment and/or heavy fines. Any sign of alcohol consumption may be taken as evidence of driving under the influence.

Using vulgar language or hand gestures can result in heavy fines or criminal charges.

It is illegal to photograph certain buildings in Bahrain.

Always carry a form of identification with you , such as a passport, local ID card (CPR card), or driver’s license.

Child Abduction and Custody Cases:  There are no treaties in force between Bahrain and the United States concerning international parental child abduction and custody cases. Bahraini courts may ignore child custody decrees issued in the United States. 

Sharia law generally controls custody issues. Decisions are often based on age and gender of the children rather than the U.S. “best interest of the child” standard.

Divorce:  Seek legal counsel and ascertain your rights in Bahrain before visiting the country if you are a U.S. citizen divorced from/in the process of divorcing a Bahraini citizen. LGBTQI+ Travelers : While there are no legal restrictions on same-sex sexual relations between people 21 and over, lesbian, gay, bisexual, and transgender activities are not accepted by many Bahrainis. Some LGBTQI+ travelers have reported difficulties entering Bahrain on a passport bearing a name and photo that do not correspond to their gender identity. Travelers with Disabilities:  The law in Bahrain prohibits discrimination against persons with physical, sensory, intellectual or mental disabilities, and the law is enforced. Social acceptance of persons with disabilities in public is not as prevalent as in the United States. Expect accessibility to be limited in public transportation, lodging, communication/information, and general infrastructure. Sidewalks and crosswalks—even in large cities—are not accessible. There are very few accessible restaurants, shops, or historical sites. Accessible bathrooms, even in major hospitals, are generally not available.

Medical Insurance:  Make sure your health insurance plan provides coverage overseas. Payment at all medical facilities is due at the time of service. Some hospitals have very limited direct billing capability for certain insurance carriers. Billing and insurance practices vary.

The Department of State strongly recommends supplemental insurance to cover medical evacuation.

Always carry your prescription medication in original packaging, along with your doctor’s prescription. Check with  Customs Affairs of Bahrain  to ensure the medication is legal in Bahrain. Most narcotic painkillers, stimulants, and controlled sedatives/hypnotics are not easily available, and may be illegal. Do not bring CBD oil or products to Bahrain.

Basic medical care is available  through public and private hospitals, as well as private clinics. In some facilities, the care is below U.S. standards. Public hospitals have trauma and Intensive Care Units. Most postoperative and trauma centers do not provide adequate pain management. People with chronic general medical or mental health conditions and HIV-related health issues may not be able to obtain U.S standards of emergency care in Bahrain. U.S. privacy and confidentiality laws may not apply to Bahraini medical providers.

Infectious Disease Considerations: The Kingdom of Bahrain has strict rules on persons in country with HIV/AIDS, Hepatitis B or C. Treatment for these conditions is not available locally. Expatriates are subject to deportation or expulsion from Bahrain if medical authorities discover evidence of their status, even if they are well controlled on medication or do not require treatment.

Vaccinations:  Be up-to-date on all  vaccinations  recommended by the U.S. Centers for Disease Control and Prevention.

Travel and Transportation

Road Conditions and Safety :  Road travel is generally safe. Highways and major roads in northern Bahrain are wide and well maintained. Roads in villages and older parts of Manama and Muharraq are narrow, congested and twisting.

Traffic Laws:

• Traffic moves on the right.
• At roundabouts (traffic circles), cars within the traffic circle have right of way over those attempting to enter.
• Drivers frequently speed despite stiff penalties, including fines and possible imprisonment.
• Police can detain drivers for traffic violations.
• It is illegal to use a cell phone while driving, though it is very common.
• Drivers are required to wear seat belts.
• Traffic is more congested on the weekends with an influx of vehicles from neighboring countries.

Traffic Accidents:   Except for minor accidents, do not move the vehicle until you have filed a report with the traffic police. This applies to single-car accidents as well. If you move the car, insurance companies may deny coverage.

For minor accidents with no injuries, move your vehicle off the road to avoid further accidents. You do not have to wait at the scene for the police.

Filing Accident Reports :  You must file a report within 24 hours of the accident.

• For minor accidents with no injuries, call 199. 
• For accidents involving injury, call 999.
• For the traffic department’s main switchboard, call 1787-2222. 

If an accident results in legal proceedings, both drivers may be prohibited from leaving the country until the matter is resolved. The traffic police will ask you to provide an identity card/document (passport), a driver’s license and a mobile number to assist with completing the accident report.

Public Transportation:  Bahrain has a newly expanded public bus system that extends throughout most of the country. A car is still needed to access most locations.

Taxis are available in Bahrain and are typically arranged by phone. Some rideshare apps also operate in Bahrain.

No. The Visa Bahrain Single Entry must be acquired prior to your entrance into Bahrain.

The current COVID-19 crisis has pushed several countries to block off travel from India. The UK, US and many European countries, among others, have closed their doors to anyone who has been in India in the past 15 days. With the UAE also restricting travel from India, Bahrain has emerged as the next best option for travellers to quarantine and wait out the buffer period before making their onward journeys. The country currently does not require passengers to quarantine on arrival, though a period of self-isolation is necessary. If you're planning a layover in Bahrain, here's everything you need to know:

Flying to Bahrain from India

Get your e-visa:.

You will need a pre-approved e-visa to travel to Bahrain. While on-arrival visas are available for travellers from India, conditions apply. You can book your e-visa and find more details on Bahrain's e-visa portal

Download the ‘BeAware Bahrain' app:

Activate and download the ‘BeAware Bahrain' application prior to travel. You will need to sign an online self-isolation agreement on the app

Upload your negative RT PCR report—taken no more than 48 hours before departure—on the app prior to travelling.

The results of the RT-PCR tests conducted during your time in Bahrain will also show up on the app

Testing and isolation in Bahrain:

All passengers above the age of six arriving in Bahrain from India must provide a negative RT-PCR test with a QR code conducted not more than 48 hours before departure.

On arrival in Bahrain, you will be required to take an RT-PCR test. After this first test, you will have to self-isolate until you get the results.

Following this, if you plan to stay in Bahrain for more than five days, you will also have to undergo a COVID-19 test on the fifth and tenth day of your stay.

If you are fully vaccinated, you need to provide your vaccination certificate with a QR code. You will be given a vaccination certificate card proving the acceptance of your vaccination status. However, you will still need to undergo the RT-PCR test on arrival as well as the tests on the fifth and tenth day.

The cost of each test—36 BHD (Rs6,995)—will have to be borne by the traveller. You can make a cash or electronic payment on arrival or pay in advance via the ‘BeAware Bahrain' application.

Travelling within Bahrain

A vaccination drive is currently underway in Bahrain, with the Astrazeneca, Pfizer, Sinopharm and Sputnik vaccine in use. About 6,57,975 citizens have been fully vaccinated in the kingdom. However, COVID-19 cases are still on the rise in Bahrain, with 1,648 new infections being reported on average each day. There are moderate restrictions in place in Bahrain to tackle the rising cases. These include limitations on movement for non-vaccinated individuals.

Indoor services at restaurants, gyms, swimming pools, cinemas, events, spas and entertainment centres are open only to fully vaccinated and recovered individuals. Children below the age of 12 can enjoy indoor services as long as they are accompanied by a fully vaccinated or recovered adult. At these venues, vaccinated visitors need to present their certified vaccination acceptance card that is provided on arrival in Bahrain.

Outdoor dining and outdoor gyms, pools and cinemas are open to all as long as social distancing and precautionary measures are being followed.

Under the new arrangement, nationals of Saudi Arabia, Oman, and Bahrain will be eligible for five-year multiple-entry Schengen visas

Passport holders from Bahrain, Oman and Saudi Arabia, are set to benefit from extended travel privileges as the European Union (EU) announced the issuance of five-year multiple-entry Schengen visas.

The announcement was made by Josep Borrell, the High Representative of the European Union for Foreign Affairs and Security Policy, during the High-Level Forum on Regional Security and Cooperation held in Luxembourg.

He said, “I would like to welcome the adoption by the [European] Commission this morning of decisions that will allow to harmonise the rules on the issuing of multiple-entry visas for GCC countries.”

Borrell expressed the EU’s commitment to strengthening relations with Gulf Cooperation Council (GCC) countries by harmonising visa rules.

Notably, citizens of the UAE are currently the only GCC nationals who enjoy a visa-free entry to the Schengen Area, while discussions are ongoing between other GCC nations and the EU to further ease visa requirements.

Earlier this year, talks saw EU countries consider the lifting of visa requirements for nationals of Kuwait and Qatar based on several key criteria, as revealed in a recent report:

The European Union Commission’s assessment concluded that both Kuwait and Qatar present a low risk in terms of irregular immigration.

Travelling to Europe has become much more convenient for GCC and Indian visitors. The European Commission has approved new regulations for the issuance of Schengen visas to citizens of Saudi Arabia, Bahrain, Oman and India who live in their home countries.

Under the new system, Saudi, Bahraini and Omanis will now have access to multiple-entry visas, allowing them to travel to 29 European countries using the same visa within five years.

This implementation has significantly simplified the process of obtaining a Schengen visa, making it much more convenient for eligible applicants, even first-time applicants. They can now look forward to receiving a multiple-entry visa that remains valid for up to five years, relieving them of the stress of frequent visa applications.

"The European Commission has adopted new rules for the issuance of Schengen visas for Saudi, Bahraini and Omani nationals residing in their home country. It is an important step promoting people-to-people contacts and facilitating exchanges between the EU and GCC citizens," the delegation of the European Union in GCC posted on X.

Kuwaitis can be issued with long-term, multi-entry Schengen visas valid for five years. UAE nationals enjoy visa-free travel to the Schengen nations, permitting stays of up to three months at a time. However, a Schengen visa is a must for UAE residents.

Additionally, the European Commission adopted specific rules on issuing multiple entry visas to Indians. Under the new regulations, Indian travellers are now eligible to obtain a two-year Schengen visa, a significant enhancement compared to the shorter validity periods previously offered.

To qualify for this extended visa, applicants must have obtained and used two Schengen visas within the last three years in accordance with the regulations. Upon successfully utilising the two-year visa, travellers can typically anticipate eligibility for a five-year Schengen visa, subject to the maintenance of sufficient passport validity.

This decision comes in the context of strengthened relations under the EU-India Common Agenda on Migration and Mobility, which seeks comprehensive cooperation on migration policy between the EU and India, with the facilitation of people-to-people contacts being a key aspect due to the importance of India as a partner for the EU.

These changes ease the visa application process and facilitate smoother travel experiences.

Schengen visas allow the holder to travel freely in the Schengen area for short stays of a maximum of 90 days in any 180-day period. The visas are not purpose-bound, but they do not grant the right to work. The Schengen area consists of 29 European countries (of which 25 are EU states): Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Germany, Estonia, Greece, Spain, France, Italy, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland and Sweden, along with Iceland, Liechtenstein, Norway and Switzerland.

On 18 April 2024, the European Commission adopted specific rules on the issuing of multiple entry visas to Indian nationals, which are more favourable than the standard rules of the Visa Code that applied to date. This new visa ‘cascade’ regime for Indian nationals residing in India who apply for Schengen (short-stay) visas in India will provide easier access to visas with multi-year validity for travellers with an established travel history, if the passport validity allows. 

According to the newly adopted visa “cascade” regime for India, Indian nationals can now be issued long-term, multi-entry Schengen visas valid for two years after having obtained and lawfully used two visas within the previous three years. The two-year visa will normally be followed by a five-year visa, if the passport has sufficient validity remaining. During the validity period of these visas, holders enjoy travel rights equivalent to visa-free nationals.

• International travellers whose sole objective for visiting India is recreation, sight seeing,casual visit to meet friends and relatives, attending a short term yoga programme,Short term courses on local languages, music, dance, arts & crafts, cooking, medicine etc. which should not be a formal or structured course/programme (courses not exceeding 6 months duration and not issued with a qualifying certificate/ diploma etc),Voluntary work of short duration (for a maximum period of one month, which do not involve any monetary payment or consideration of any kind in return), medical treatment including treatment under Indian systems of medicine, business purpose, as attendant to e-Medical visa holder, attending a conference/ seminar/ workshop organized by a Ministry or Department of the Government of India, State Governments or UT Administrations etc. & their subordinate/ attached organizations & PSUs and private conferences organized by private persons/companies/organizations.
• Applicant's passport should have at least six months validity at the time of making application for grant of e-Visa.
• International Travellers should have return ticket or onward journey ticket,with sufficient money to spend during his/her stay in India.
• International Travellers having Pakistani Passport or Pakistani origin may please apply for regular Visa at Indian Mission.
• Not available to Diplomatic/Official Passport Holders or Laissez-passer travel document holders.
• Not available to individuals endorsed on Parent's/Spouse's Passport i.e. each individual should have a separate passport.
• Not available to International Travel Document Holders other than Passport.

• Recent front facing photograph with white background and photo page of Passport containing personal details like name, date of birth, nationality, expiry date etc are to be uploaded mandatorily by the applicant. Additionally one more document depending upon the e-Visa type would also be required to be uploaded. The application is liable to be rejected if the uploaded documents and photograph are not clear / as per specification.
• e-Visa fee is country/Territory specific. Bank transaction charges of 2.5% will be charged additionally on applicable e-Visa fees. The fee must be paid at least 4 days before the expected date of travel otherwise application will not be processed. • e-Visa fee once submitted is non-refundable as the fee is for processing of the application and is not dependent on either Grant or Rejection of Electronic Travel Authorization (ETA).

The documents required for completing the eVisa application is indicated against each type of eVisa. Please keep all these documents ready at hand before beginning to fill your eVisa application. All documents including Business cards, Invitation letters etc. must be in English language, failing which the application would be liable for rejection. The entire process may take 10 to 15 minutes to complete the application and make the payment.

Applicants must be fill eVisa application himself/herself and give correct information in each column and take responsibility for the correctness of information provided.

Documents Required: All documents uploaded by the applicant including business cards, invitation letters etc. must be in English language, failing which e-Visa application would be liable for rejection.

In rare case of transaction status unknown to the applicant, which is when the applicant has not received success response due to time out or connectivity issue and the account has been debited, we advise the customer not to attempt another transaction immediately and rather provide their Order no. on the e-Visa site after 30 minutes to check the status of the transaction. If the transaction status is showing ‘failed’, then customer may attempt another transaction. Also, the debited amount shall be refunded to the applicants’ card account after reconciliation process within seven (7) days of transaction.

When Ana Jimena Barba, a young doctor, began working at a hospital in Madrid last year, she moved in with her parents half an hour outside the city until she could save enough to buy her own home. But when she started looking at houses in the same village, almost everything was priced at more than 500,000 euros.

The amount — nearly 20 times more than the average annual salary in Spain — happens to correspond to the cost of the country’s “golden visa,” a program that offers residency to wealthy foreigners who buy real estate there. After a decade, the program has reeled in billions of euros in investments, but it has also helped fuel a wrenching housing crisis for its own citizens.

“There’s nothing I can afford,” said Dr. Barba, an allergist who has been working 100 hours overtime every month to save up a nest egg. “If foreigners inflate the prices for those of us who live here, it’s an injustice,” she said.

Faced with growing pressure to address its housing crunch, Spain said this month that it would scrap its golden visas, the latest in a wider withdrawal from the program by governments around Europe.

Half a dozen eurozone countries offered the visas at the height of Europe’s debt crisis in 2012 to help plug gaping budget deficits. Countries that needed international bailouts — Spain , Ireland , Portugal and Greece among them — were especially desperate for cash to repay creditors, and saw a path to bring in investors while reviving their moribund real estate markets.

Countries reaped a windfall: Spain alone has issued 14,576 visas linked to wealthy buyers making real estate investments of more than €500,000. But the prices that they can afford are squeezing people like Dr. Barba out of a market that had already been highly inflated by the rise of Airbnb and the draw of Wall Street investors.

“Access to housing needs to be a right instead of a speculative business,” Pedro Sánchez, Spain’s prime minister, said in a speech this month as he announced the end of the country’s golden visa program. “Major cities are facing highly stressed markets, and it’s almost impossible to find decent housing for those who already live, work and pay their taxes.”

The visas make it easy for people outside the European Union to buy the right to temporary residency, sometimes without having to live in the country. Investors from China, Russia and the Middle East flocked to buy real estate through them.

In recent years, British nationals have followed suit in the wake of Brexit, snapping up homes in Greece, Portugal and Spain, joined by an increasing number of Americans looking to enjoy a lifestyle they can’t afford in major U.S. cities.

But golden visa programs are now being phased out or shut down around Europe as governments seek to undo the damage to the housing market. And after Russia’s invasion of Ukraine, E.U. officials urged governments to end them, warning they could be used for money laundering, tax evasion and even organized crime.

Portugal, which has reaped more than €5.8 billion in investment from the visas, modified its program in October to remove real estate as an investment to reduce speculative buying and cool an overheated housing market. An influx of foreigners has displaced thousands of low-income Portuguese citizens from homes in cities like Lisbon.

The government in Lisbon is trying to fix the affordable housing problem with new rules that would require landlords to rent empty flats to families, capping rents and converting some commercial real estate to housing.

Ireland shut down its program last year, in part to address concerns that Russian nationals were laundering money through it.

Greece , one of the last countries in Europe to offer a golden visa, is raising its foreign investment threshold to €800,000 from €500,000 in the Athens area and on popular islands including Mykonos and Santorini. The country’s prime minister, Kyriakos Mitsotakis, acknowledged severe housing shortages and pressure on rental markets, especially around Athens, but he said the government still wanted to draw investors. Greece raised €4.3 billion in investment from the visas from 2021 to 2023 alone.

A report released by the Institute of Labor Economics in March said the visa programs had helped spur economic development in countries offering them. But governments need to strike “a delicate balance between reaping economic benefits and safeguarding against potential risks,” including money laundering and rampant gentrification, the report said.

The pullback is coming as a broader housing crisis grips Europe , after years in which its real estate markets have undergone a profound metamorphosis that has increasingly pushed out modest-income workers, including doctors, teachers and police officers.

Gentrification has spread throughout European cities for decades, but the rise of Airbnb and other short-term rental providers has accelerated the affordability crisis. That was especially the case in countries affected by Europe’s debt crisis, where property owners discovered they could make more by renting to tourists than to locals whose finances had been squeezed by austerity programs.

Golden visa programs compounded the strain. In Greece, which initially granted foreigners a five-year residency visa if they invested €250,000, many apartment and home listings around Athens and on breezy Greek islands suddenly shot up from bargain-basement prices to €250,000, well out of reach for most Greeks.

Laura McDowell, an agent at the Athens-based Mobilia real estate agency, said that short-term rentals had made rents unaffordable in city centers, and the problem was worsened when investors from numerous countries converted homes purchased through golden visa programs to vacation rentals, further squeezing the supply of affordable housing.

The scheme lured Chinese nationals in particular, with many flying to Athens carrying suitcases loaded with cash . Chinese investment companies also bought buildings in low-income neighborhoods and areas with student housing, renovating apartments and reselling them to visa seekers. Today, entire apartment blocks even in once undesirable zones in and around Athens are owned largely by foreigners.

“Prices driven up by golden visas haven’t come down,” Ms. McDowell said. “Greeks have been priced out.”

In Spain, Chinese investors made up nearly half of visa seekers, followed by Russians. Low interest rates set by the European Central Bank compounded the problem in recent years by drawing more real estate investors outside the visa program, said Ernest Urtasun, Spain’s culture minister.

The Spanish government plans to construct 40,000 social housing units for people with limited resources as part of a broader plan to restore affordable lodging.

But it is uncertain that will help people like Dr. Barba quickly. Despite Spain’s recovery from the financial crisis, wages have failed to keep pace with the growth in the real estate market. Nearly a fifth of workers earn the minimum wage of €1,134 a month, while rents in Madrid jumped 15 percent in 2023. A 3.2 percent inflation rate has added to the strain.

Dr. Barba has been saving money for the past three years for a down payment on a home. She rented a room in a shared apartment in Barcelona when she began training as an allergist at a downtown hospital. But her monthly income was consumed by basic living expenses including food, rent and transport.

To save more, she transferred to the hospital in Madrid and now lives with her parents rent-free outside the city, working overtime to bump up her salary to €1,900. But with homes even in her parents’ village priced at half a million euros, she feels hopeless.

“It would take years to save up enough to put down a deposit on a home,” Dr. Barba said. “Buying a home is just a dream.”
