The Weather Authority: Wintry precipitation moving southward along with arctic air

AT THE MIDNIGHT HOUR: Temperatures are now in the 20s along I-59 (Tuscaloosa, Birmingham, Anniston), and bridge icing is increasing. Very icy, dangerous travel continues to the north, and many counties have deemed all roads in their jurisdiction impassable. Please stay off the roads tonight.

South of I-59, temperatures will drop into the sub-freezing range over the next few hours, and some bridge icing is possible as far south as Jackson, Montgomery, and Roanoke (the southern extent of the winter weather advisory).

Precipitation will end after 3am for most places, and the sky becomes mostly sunny tomorrow. Still, temperatures will remain below freezing all day over the northern 2/3 of the state, and we head into the 5-15 degree range by early Wednesday morning. It will be midday Wednesday before temperatures climb above the freezing mark for most places.

A winter storm warning remains in effect for areas north of a line from Winfield to Cullman to Fort Payne through tonight. The winter weather advisory to the south has been expanded; it is now in effect as far south and east as Mobile, Bretton, Lurverne, Montgomery, Lake Martin, and Roanoke.

Here are the key messages this afternoon.

  • Most of the accumulating snow continues along and north of the Tennessee River where 2-4 inch totals are likely. Parts of Lauderdale County have received over six inches of snow so far. Light snow accumulation is possible as far south as Hamilton, Cullman, and Fort Payne.
  • South of the Tennessee River, freezing rain and drizzle will be the primary issue tonight. This is precipitation that falls in liquid form when surface temperatures are below 32 degrees. It can bring a glaze of ice to exposed surfaces, including bridges and some roads.
  • Roads are icy and hazardous over North Alabama in the winter storm warning area now, with temperatures in the teens in many areas.
  • Icy bridges and roads are possible along the I-59 corridor (Tuscaloosa, Birmingham, Gadsden) beginning tonight in the 7-10 p.m. time frame. Temperatures will drop rapidly after midnight into the teens.
  • Icy spots are possible on bridges south of I-59 after midnight tonight in the winter weather advisory area.
  • For now we are not expecting enough ice for widespread power outages.
  • Temperatures will remain well below freezing over much of North/Central Alabama through the late morning hours Wednesday, so travel conditions won’t improve much until then.
  • This cold wave will be similar to that of December 2022. Lows will drop into the teens both tomorrow and Wednesday morning, with single digit lows likely over the northern third of the state early Wednesday. Wind chill values will be very low, below zero at times tomorrow, tomorrow night, and early Wednesday. Temperatures reach the upper teens along the Gulf Coast Wednesday morning.
  • Learn how to shut off water valves for potential pipe bursts.
  • Check on the elderly and others that might not have an adequate heat source.
  • Bring pets inside.

LATER THIS WEEK: Temperatures rise into the upper 40s and low 50s Thursday, but another batch of Arctic air invades the state Thursday night and Friday. Some rain is possible ahead of the Arctic surge Thursday night; a “wintry mix” is possible near the Tennessee state line.

The sky will clear on Friday with highs only in the 30s over the northern half of the state, with low 40s to the south. A brisk north wind will make it feel colder.

THE ALABAMA WEEKEND: The weekend will be dry but very cold. Lows will be in the teens for most places Saturday and Sunday morning. North Alabama will stay below freezing all day Saturday. Temperatures rise into the 40s Sunday afternoon as we begin to dig out of the deep freeze.

NEXT WEEK: The pattern flips, and we will be in the 60s by mid-week. Global models suggest rain will return to the state by Thursday

Alabama plans to eliminate tolls en route to the beach

MONTGOMERY, Ala. (AP) — Alabama plans to buy the Foley Beach Express Bridge and eliminate tolls to drive across it, state and local officials announced Thursday.

Gov. Kay Ivey and the mayors of Gulf Shores and Orange Beach announced an agreement for the Alabama Department of Transportation to purchase the bridge from the Baldwin County Bridge Company for $57 million. The thoroughfare is a private toll bridge that provides an alternate route to state beaches.

Ivey’s office said in a press release that the bridge will become toll free as soon as the deal closes.

“Alabama’s Gulf Coast continues to experience record growth and success, and I am proud we are making needed infrastructure improvements in the area that will help alleviate traffic congestion for Alabamians and those visiting our beaches,” Ivey said.

The sale is expected to close in May and toll collection will end at noon on the closing date. The exact day has not yet been scheduled.

Alabama is also building another bridge across the Intracoastal Waterway to help ease congestion. When that span is completed in 2026, each bridge will be converted to one-way crossing. The Beach Express Bridge will carry traffic north away from the beach and the new Intracoastal Waterway bridge will carry vehicles south.

The Baldwin County Bridge Company has sued the state over constructing the new bridge, accusing the state transportation director of acting in bad faith during toll negotiations and then pursuing the new bridge project to financially damage the company.

A judge last year blocked construction of the new bridge , but the Alabama Supreme Court reversed that decision .

State offices are closed today for one of Alabama’s three Confederate-related holidays.

April 22 is observed as Confederate Memorial Day and state offices, including state courts, are closed. Federal and municipal offices and courts are open.

Confederate Memorial Day, a state holiday since 1901, is observed annually on the fourth Monday in April. The state also has holidays for Confederate Gen. Robert E. Lee combined with the birthday of civil rights leader Martin Luther King Jr. in January and another honoring Confederate President Jefferson Davis in June.

Alabama is one of the few remaining states to mark the day as an official state holiday. Mississippi marks Confederate Memorial Day on the last Monday in April and South Carolina has its state holiday in May.

Recent efforts to cut Confederate-related holidays from the state schedule have been unsuccessful.

Dubai flooding hobbles major airport's operations as "historic weather event" brings torrential rains to UAE

Dubai, United Arab Emirates  — The desert nation of the United Arab Emirates attempted to dry out Wednesday from the heaviest rain ever recorded there after a deluge flooded out Dubai International Airport, disrupting travel through the world's busiest airfield for international travel. The state-run WAM news agency called the rain Tuesday "a historic weather event" that surpassed "anything documented since the start of data collection in 1949." 

The rains began late Monday, soaking the sands and roadways of Dubai with some 0.79 inches of rain, according to meteorological data collected at Dubai International Airport. The storms intensified around 9 a.m. local time Tuesday and continued throughout the day, dumping more rain and hail onto the overwhelmed city.

Flooding impacts Dubai International Airport

By the end of Tuesday, more than 5.59 inches of rainfall had soaked Dubai over 24 hours. An average year sees just 3.73 inches of rain fall at Dubai International Airport, a hub for the long-haul carrier Emirates.

At the airport, standing water lapped on taxiways as aircraft landed. Arrivals were halted Tuesday night and passengers struggled to reach terminals through the floodwater covering surrounding roads.

The airport said in a  series of social media posts  that all operations were halted for about 25 minutes on Tuesday afternoon and that all arrivals would be diverted after that "until the weather conditions improve." Late Wednesday morning, the airport and the flagship carrier Emirates were still warning travelers not to come to the airport unless absolutely necessary, saying all flight check-in was still suspended.

"Flights continue to be delayed and diverted. Please check your flight status directly with your airline," the airport said in a tweet. "We are working hard to recover operations as quickly as possible in very challenging conditions." 

One couple, who spoke to The Associated Press on condition of anonymity in a country with strict laws that criminalize critical speech, called the situation at the airport "absolute carnage."

"You cannot get a taxi. There's people sleeping in the Metro station. There's people sleeping in the airport," the man said Wednesday.

They ended up getting a taxi to near their home some 18 miles away, but floodwater on the road stopped them. A bystander helped them over a highway barrier with their carry-on luggage, the bottles of gin they picked up from a duty-free store clinking away.

UAE-BAHRAIN-OMAN-WEATHER-FLOOD

Paul Griffiths, the airport's CEO, acknowledged continued issues with flooding Wednesday morning, saying every place an aircraft could be safely parked was taken. Some aircraft had been diverted to Al Maktoum International Airport at Dubai World Central, the city-state's second airfield.

"It remains an incredibly challenging time. In living memory, I don't think anyone has ever seen conditions like it," Griffiths told the state-owned talk radio station Dubai Eye. "We are in uncharted territory, but I can assure everyone we are working as hard as we possibly can to make sure our customers and staff are looked after."

Did "cloud-seeding" contribute?

Rain also fell in Bahrain, Oman, Qatar and Saudi Arabia. However, the rains were acute across the UAE. One reason may have been " cloud seeding ," in which small planes flown by the government go through clouds burning special salt flares. Those flares can increase precipitation.

Several reports quoted meteorologists at the National Center for Meteorology as saying they flew six or seven cloud-seeding flights before the rains. The center did not immediately respond to questions Wednesday, though flight-tracking data analyzed by the AP showed one aircraft affiliated with the UAE's cloud-seeding efforts flew around the country Sunday.

The UAE, which relies heavily on energy-hungry desalination plants to provide water, conducts cloud seeding in part to increase its dwindling, limited groundwater.

Flooding closes schools across UAE

Schools across the UAE, a federation of seven sheikhdoms, largely shut ahead of the storm and government employees were largely working remotely if they could. Many workers stayed home as well, though some ventured out, with the unfortunate ones stalling out their vehicles in deeper-than-expected water covering some roads.

Heavy rains over Dubai

Authorities sent tanker trucks out into the streets and highways to pump away the water. Water poured into some homes, forcing people to bail out their houses.

The country's hereditary rulers offered no overall damage or injury information for the nation, as some people slept in their flooded vehicles Tuesday night. In Ras al-Khaimah, the country's northernmost emirate, police said a 70-year-old man died when his vehicle was swept away by floodwater.

Fujairah, an emirate on the UAE's eastern coast, saw the heaviest rainfall Tuesday with 5.7 inches falling there.

Authorities canceled school and the government instituted remote work again for Wednesday.

Rain is unusual in the UAE, an arid, Arabian Peninsula nation, but occurs periodically during the cooler winter months. Many roads and other areas lack drainage given the lack of regular rainfall, causing flooding.

Meanwhile in neighboring Oman, a sultanate that rests on the eastern edge of the Arabian Peninsula, at least 19 people were killed in heavy rains in recent days, according to a statement Wednesday from the country's National Committee for Emergency Management. That includes some 10 schoolchildren swept away in a vehicle with an adult, prompting condolences from rulers across the region.

Heavy rains over Dubai

Climatologists have warned for years that human-driven climate change is fueling more extreme and less predictable weather events across the globe.

Parts of southern Russia and Central Asia have also been dealing for days with unusually damaging amounts of rainfall and snowmelt, forcing tens of thousands of people to evacuate to higher ground and killing more than 60 people in Pakistan and Afghanistan.

Heavy rains lashed the UAE and Oman

Heavy rains and flash floods have swept parts of the Gulf region, killing at least 18 people in Oman and causing travel disruption in the United Arab Emirates (UAE).

In Oman, the death toll announced on Tuesday included at least nine schoolchildren and their driver whose vehicle was washed away by the floodwaters in Samad A’Shan on Sunday.

The National Committee for Emergency Management said rescue teams were still searching for two missing people.

The government gave administrative staff in public and private sectors the day off due to the bad weather conditions in several provinces, while remote work was recommended in other parts of the sultanate. Residents were also urged to evacuate to shelters if they felt they were in danger or asked by authorities to do so.

Police and soldiers were deployed to the hardest-hit province of Ash Sharqiyah North to transport citizens out of flooded areas, according to state media.

Meanwhile, heavy rainfall also lashed the neighbouring UAE on Tuesday, flooding portions of major highways and leaving vehicles abandoned on roadways across Dubai.

The rains began overnight, leaving massive ponds on streets as whipping winds disrupted flights at Dubai international airport.

Schools across the country largely shut before the storm and government employees were working remotely if able. Many workers stayed home as well, though some ventured out, with the unfortunate stalling out their vehicles in deeper-than-expected water covering some roads.

Authorities sent tanker trucks into the streets and highways to pump away the water.

Initial estimates suggested more than 30mm (1.2 inches) of rain fell over the morning in Dubai, with as much as 128mm (5 inches) of rain expected throughout the day.

Rain also fell in Bahrain, Qatar and Saudi Arabia.

FAA lifts temporary ground stop of Alaska Airlines flights after technical issue is resolved

The Federal Aviation Administration lifted a ground stop for all Alaska Airlines flights Wednesday after grounding the planes earlier as a result of a computer problem at the carrier.

The Seattle-based airline said in a statement that an issue arose “while performing an upgrade to the system that calculates our weight and balance.”

The FAA initially approved a ground stop for all Alaska and Horizon flights starting at approximately 10:50 a.m. ET.

It was lifted just before 11:45 a.m. ET.

It wasn't immediately clear how many flights were affected. An Alaska spokesperson did not immediately respond to a request for comment.
