Drinking Age on a Cruise Ship in North America

Ok, first things first. Most cruises won’t let you drink on the cruise ship if you aren’t 21 years old (assuming your cruise is departing and returning to the U.S.) . Here are the official policies of three major cruise lines as listed on their websites:

Royal Caribbean The minimum age to consume alcohol on Royal Caribbean International ships on sailings originating in North America is twenty-one (21).

Carnival Guests must be 21 years of age or older to be served alcohol onboard. Proper I.D with birth date is required.

Princess Cruises The age for drinking on Princess ships is 21 years old.

So if you are sailing one of these cruise lines, even with a parent on board, then you can’t drink while on the ship.

However, Norwegian Cruise Lines is more lax in their policy. If you are considered a “young adult” (meaning 18-20 years old) and you are sailing with a parent who signs a waiver, then you can drink wine and beer aboard the ship — but not cocktails.

Norwegian Cruise Lines Passengers must be 21 years of age or older to purchase or consume alcohol.

With the exception of Alaska and Hawaii itineraries, Norwegian Cruise Line permits young adults to purchase and personally consume wine and beer only while onboard and with the consent of an accompanying parent. Authorization will be given only when the accompanying parent completes the Young Adult Alcoholic Beverage Waiver form. This form can be obtained and completed at the Guest Services Desk upon embarkation of the vessel.

Drinking Age on Non-North America Sailings

Many countries have a drinking age that’s lower than the 21 years old seen in the United States. If you are sailing a cruise outside of North America, then the drinking age onboard is likely 18 years old . This usually includes sailings from Europe, Asia, South America, and Australia.

For example, Royal Caribbean makes the following adjustment for the onboard drinking age for many trips outside of North America:

• The minimum age to consume alcohol on Royal Caribbean International ships on sailings from South America, Europe, Asia, Australia and New Zealand is eighteen (18).

Princess also specifies that the drinking age is 18 years old on its cruises in Australia, China, Europe, Singapore, and South America.

In short, if sailing from outside North America, then the drinking age is normally lower.

Drinking in a Port of Call

Once you are in a port and off the ship, the cruise line’s rules no longer apply to you. Instead, you are under the laws and regulations of that country. Therefore, if the country’s legal age limit is 18 to consume or buy alcohol, then that’s the rule that applies when ashore — not the cruise ship’s policy. Note that if you are on a cruise line’s private island, even if it is in a country with a lower drinking age, then the cruise line’s rules on drinking will apply.

For those under 21, you’ll be happy to know that the legal drinking age throughout the Caribbean is 18 years or under. In addition, a couple of countries have drinking limits of 16.

What if I Am Caught Drinking While Underage?

The rules are very clear about drinking on a cruise and in port. If you are under 21 and sailing from North America, you better wait until you arrive at a port before taking a sip. If you are under 18, then most ports and the cruise ship are off limits.

But what if you decide to sneak a drink anyway?

If you are on the cruise ship, there’s a chance that it could end your trip early. Carnival makes the following statement in its ticket contract:

Guests who attempt to purchase alcohol by using false identification or the Sail & Sign card of a Guest who is twenty-one or older will be deemed in violation of this policy. Any Guest twenty-one or older who attempts to or purchases alcohol for any Guest under twenty-one will also be deemed in violation of this policy. Guest agrees that Carnival has the right to disembark any Guest who violates this policy and as well as any adults traveling with minors who violate this policy or any other shipboard regulation .

While getting kicked off the ship may be a possibility, we find it unlikely. That’s not to suggest that you try and test your luck.

If you are caught drinking underage while in port, you are subject to the laws of that country. Depending on the country, that could mean serious legal issues at worst. At best, it could make you sweat getting back to the ship in time for departure.

Carnival Cruise Line shares strict drink rule some may not like

C ruise lines sort of get to pick and choose the rules they follow based on where they sail. In most cases, if they sail out of North American ports, they abide by U.S. law but that's not universally true.

MSC Cruises, for example, does not provide Internal Revenue Service (IRS) tax forms when they hit a jackpot bigger than $1,199 in its casinos. Technically, if the winner is a U.S. citizen, they still owe taxes on their winnings, they just don't get a 1099 telling the IRS about their win.

Royal Caribbean, Carnival, Virgin Voyages, and other cruise lines do use that form which can lead to a slow collection process when a passenger hits a jackpot. Cruise ship casinos also use 18 as their gambling age even though most U.S. casinos, but not all, have 21 as the minimum age.

All the major cruise lines that sail out of the U.S. also use 21 as the legal age to drink alcohol on their ships. That rule does not change when the ship stops in a port where the drinking age is younger. 

That means that, in some ports, 18-20-year-olds can legally drink, but not once they get back on the ship. The cruise line's brand ambassador John Heald recently shared some key news about its alcohol policies on its website. 

Carnival makes its alcohol rules clear    

Carnival has an onboard drinking age of 21 and Heald recently made it clear that there were no exceptions to that. He shared a message he got from a customer he did not name.

"We are taking a cruise with our 19-year-old daughter and her 18-year-old girlfriend. I was told that Carnival Cruises has a Young Adult Alcoholic Beverage Waiver form available at the Guest Services Desk for parents to sign to allow their 20-year-olds to drink on the Panorama. I called Carnival and was told the form was not available on they were sketchy about if this could be done or not. Can it and if not why not because my daughter and partner are not children?" the upcoming passenger asked.

Heald was playful and direct in his answer.

"Well then, it's certainly not my place to judge how other parents, ummmm, parent. However, I find it a wee bit strange that a parent would ask for this," he shared. "...We don't have a waiver and will not be allowing these ladies to be served alcohol. I have written to the guest and explained this. Her response to me was disappointing, to say the least."

Carnival does have good news for 18-20-year-olds

While Heald made it clear that Carnival ( CCL ) does not allow underage drinking on its ships, it has taken steps to make it easer for passengers 18-20 years old to meet. 

"So, this morning I want to talk about 18-20-year-olds and first some good news. Following some of you writing to me here saying there should be a meet and greet and a chance for this age group to meet new friends I am happy to tell you that there now is," he wrote.

This move follows Royal Caribbean, which created its Hyperlink group to help passengers in that age group meet. The Carnival program does not include events, just a meetup, while Royal's has regularly scheduled programming for the group.

Heald explained how the Carnival program will work.

"On every ship on the first seaday (not embarkation day), there will be a meet and greet under the supervision of one of the brilliant Fun Squad members. They will meet and hopefully enjoy a chance to meet new friends, follow each other on Insta and Tit Tock, and enjoy the cruise with people of their own age. Check the Hubb app or the paper copy of the Funtimes for information," he added.

What Is the Drinking Age for the Carnival Cruise?

When taking a cruise through international waters, one may expect the legal drinking age to be lowered to 18 years old. However, passengers will not find this to be the case.

‌ The minimum drinking age is typically the age of the country of departure ‌. Carnival Cruise Lines, a British-U.S.-owned cruise carrier, has a strict policy stating that people under the age of 21 may not drink aboard a Carnival Cruise ship. Even when parked at the ports of call, the age requirement is firm.

All passengers are bound to the terms of Carnival's ticket contract, which state that Carnival has the right to disembark any passengers found to be in violation of its policies.

This isn’t unique to just Carnival Cruise Line either; other cruise lines like Royal Caribbean Cruise Line, Norwegian Cruise Line, Disney Cruise Line, Princess Cruises, and Celebrity Cruises have the same or similar rules regarding drinking limits.

Guests who are under 21 years of age may not consume an alcoholic beverage aboard a Carnival cruise ship departing from U.S. waters and U.S. ports.

Carnival requires a valid, unexpired ID from all guests attempting to purchase alcohol aboard the ship.

Guests over 21 years old may pack one bottle of wine or champagne in their carry-on luggage, but no outside beer or hard liquor is permitted aboard any Carnival ship, regardless of your age.

Alcohol bottles purchased on land during a stop or on the ship in shipboard shops will be held by Carnival personnel until the ship reaches its final destination.

Cruise ships leaving from certain locations, like Australia, South America, New Zealand, Asia, and Europe do allow guests meeting the age requirement of 18 years of age to consume alcohol onboard.

However, cruises must depart from these locations, not just port there. This excludes North America, including Hawaii.

Underage guests who are found to be drinking or in possession of alcohol aboard a Carnival cruise ship are in violation of the company's ticket contract and could be subject to disembarking, in a worst-case scenario.

People whom Carnival finds in violation of its contract terms will not be refunded the price of their ticket.

In the best-case scenario, Carnival would confiscate any alcohol. The cruise ship contract also states that ship personnel have the right to search your items at any time; therefore, hiding alcohol can be risky.

Fake ID Policies

Ship workers are required to check for a valid ID when selling alcohol on board, and when a passenger is found to be using a fake ID or an ID that does not belong to him to purchase alcohol, he is in automatic violation of the ticket contract. The same goes for a passenger who allows a minor to use his ID to purchase alcohol. Furthermore, Carnival reserves the right to refuse to sell alcohol to anyone at anytime.

Additional Rules for Adults Over 21

Adults found to be aiding a minor in acquiring alcohol are also in violation of the terms of the Carnival ticket contract. This includes serving or providing alcohol to minors anywhere aboard the cruise ship, including your stateroom and dining rooms, in addition to furnishing a minor with an ID to buy alcohol.

Especially when guests have purchased a drink package, they may be tempted to buy underage family members or friends alcohol, but the age restrictions and alcohol policy is firm. Again, getting caught aiding a minor to get alcohol -- even just by allowing a minor to use your ID -- can cause you to get kicked off the cruise without a refund.

Other cruise lines, like Holland America, MSC Cruises, Norwegian Cruise Line, and Royal Caribbean have similar rules. Any guests having questions about the alcohol policy onboard a Carnival cruise ship should ask guest services.

I assume the drinking age on Carnival cruises is 21, but can someone confirm that for me? Also, are they good about checking IDs? My 17, 19, and 21 year old kids are going on this cruise. My 19 year old son has too much of a baby face to not get carded, but my 17 year old daughter looks more like a 23year old. Just wondering how closely I'll need to watch my underage kids...

I believe that you have to show your sign and sail card when ordering a drink and her age will be on that. The drinking age is 21 on Carnival. However, in many of the ports like Mexico, the drinking age is 18 and I have heard that many times they are not as strict about the drinking age and carding people. So all I can suggest is that keep a close eye on her whilst in port. good luck

I just left the conquest, and I can say that there were MANY underage children drinking (they were kicked out of the casino and the clubs for age, but still served drinks). Many passed out in the halls, throwing up in the halls and public rooms. I dont want to make you worry excesively, but I certainly will not say that Conquest police's this very well at all

I was on the Conquest last week and the underage drinking was ALL over the place. At the Mardi Gras party (which was so much fun it should be a crime) I think just about everyone between 18 and 20 were drinking....with the exception of me, I'm 19.

I had one drink in Mexico and it was pretty good. But I've never had a desire to drink maybe because my parents don't really drink.

BUT :eek: I saw kids who definitely looked 19 drinking those Budlight dark blue bottles like it was water.They card when purchasing the drink but after that no not really.

TIP: if the kids want to look like mom and dad drinking get a Virgin Strawberry Daquiri:D that was my cruiseship drink and it looks identical to the foo-foo real deal.

I must be so naive. It's been awhile since I've been under 21. I thought I've always seen younger people being carded by security or waitstaff when ordering drinks.

Even when the cruiseline cards, the kids who want to drink find a way. They make friends over 21, their parents let them drink. The parents have their own in the room and the kids take it, etc....Where there is will, there is way. :cool:

I just have a problem with all the under age drinking going on on Carnival while they turn their head to it. You bring it to a steward or officers attention and they just look at you stupid. I know this has happened to me. Carnival is making money so why would they want them to stop drinking.

I think it happens on other cruiseline's also. Unless you "see" them being served, (and I would raise hell) you really don't know how the kids are getting it. :o

We have seen teens on Celebrity and Princess drunk also.

If they want it they will get it. They will just send their buddies to 7-11 at home. They will send someone with a over 21 card to the bar, get em a beer, then the 18 year old throws them a 5 spot.

When the S&S card is scanned at the bar, it will show if the person is under 21, most smuggle on the booze or have older freinds buy it for them, have also seen parents buying their kids drinks.

I have never seen a bar on the islands card anyone.

As a parent who does drink, I don't condone anyone under the legal age limit drinking!:mad: My father was a bartender & I grew up in bars, but I never had an alcoholic drink until I was old enough to drink. I had enough respect for the bartender, the owner & my parents to not do something that would get myself & others in trouble. As a matter of fact, the age was 18 when I turned 18 & than that December went to 19. I had to wait another 9 mos. to be able to drink again. :( When it went to 21 I was over 21. My kids who are 12 & 13 know, I better not catch them, or find out they were drinking before the legal age. I can only hope I've instilled the fear of God in them, the way my parents did with me!:) Kathy :rolleyes:

The S&S cards are coded so under 21 aren't being served and sold to by Carnival. When under aged drinking occures, it is purchased by people over 21 and/or smuggled.

I"m telling you guys, as I cross posted in another area, and other guests can vouch.. I watched the minors purchase the alcohol themselves. They weren't using smuggled liquor, and unless they stole someones card for the entire 7 days, and at least 150 of them stole cards, my main guess is that the staff doesnt care.. they got tipped and the boat made more money from sales

You wont have any worries onboard because they will verify your age. Different story in port. Alot of underage kids seem to get served. Nassau was allowing 18 year olds to drink. Mexico as well.

disagree. What I saw was on the ship, directly at the bars or through the waiters in the lounges. I never saw a kid denied alcohol once

They are not underage in port. 18 is legal in all but 3 countries I believe.

I don't think i said they couldn't purchase alcohol, i said "When the S&S card is scanned at the bar, it will show if the person is under 21,

The Card always shows the age! Watch the Bartenders next time you are sitting at the bar, they swipe the card and some don't even take a second look at the computer to even see what the age is.

This is not all Bartenders but when a kids under 21 finds one that does not check, that is where they will all be hanging out, i sat and watched a 13 year old get served most of the day.

If the cruise lines really want to stop the bartenders from serving, they can do something about it, like when the card is swiped from someone under 21, a buzzer goes off.

but that is still not going to stop them, they will always find a way, why do i know this?? because i was a teenager at one point also.

actually you implied "there are no worries on board", indicating that not only do they check the age, but that minors could not purchase under age.

The S&S cards are coded so under 21 aren't being served and sold to by Carnival. When under aged drinking occures, it is purchased by people over 21 and/or smuggled.   I have only been on one cruise during a spring break were I saw the kind of behavior described above:rolleyes:

You are so incorrect and here is an example.... my son of 18 years old on the Liberty 2 months ago....I preface this with he does not drink. I wanted to see how strict the staff was on this.....he went up to get me a beer on his sail and sign card and 2 out of 3 different bars was allowed to purchase w/out hesitation or question. It all depends on the server or if a bar manager is around. I did go to the pursers desk and advised them of this issue and just like another poster said "they looked at me as if to say so what?".

I think the cruiselines should enforce the age policy for drinking onboard the ship, but unless enough people speak up about it, it will continue to be a problem on any cruiseline.

Very sorry. Thats what i meant. 18 is the drinking age so they can purchase it.

I have travelled to many countries and I don't think I have ever been to one other one where the drinking age was as high as 21. You are dealing with people who are not sure why you have a problem with 19 and 20 year olds drinking as its legal everywhere but the U.S.

I don't think saying they will smuggle booze and people over 21 will buy it for them, is impying there will be no worries, quite the opposite.

And i was stating that the S&S card, when scanned will show the age because poster above were asking if they would card them, no they will just look at the computer & know how old they are.

I think the cruiseline should enforce ALL their policies, like "no saving deck chairs" and "no young kids in the hot tubs" and especially "no diaper babies in the pool", but we know how they enforce those, too, even when we "speak up about it". The only thing that will get results from the cruiseline is if we start complaining with our pocketbooks (going elsewhere) and I don't see us giving up this good time with a cheap pricetag so easily.

Is it Carnival's fault for not refusing service, or the parent's fault for not instilling a healthy respect for rules and policies, or our fault for continuing to support a company which chooses to look the other way?

Well I just don't think that worrying about "saving deck chairs" or "kids in the hotubs", etc... are the issue here... it is about underage drinking and as a parent I take responsibility for my childrens actions beit onboard a ship or anywhere. That being said, allowing underage drinking is something that the cruiseline(s) have to step up to the plate as well on. You can point fingers at anyone you like, but as a business owner, I certainly don't allow underage drinking in my establishment as I feel that is MY responsibility, so why can't the cruiseline take responsibility regarding underage drinking as well ?

Because it is all about the $$$. If I saw someone being served that I knew was underage be it my child, or not, I would be in the bar servers face, and everyone around would know about it. :cool:
