He took the initiative to create another alternative and use the geography to add one more stadium to promote cricket in the state. Then, in 2003 Dharamshala Cricket Stadium was started with a spread of 16 acres of land. With all modern facilities, the stadium was built. The special attraction of the stadium is its ryegrass because it is the first kind used in an Indian cricket stadium based on the weather conditions of the location.

After ten years of establishment, in 2013, the first international match was conducted between India and England, and the first IPL match was conducted in 2010. In recent times, five international matches were conducted in the World Cup 2023 tournament. To promote cricket in the state, this stadium evolved but today it is one of the favourite grounds of many people in the world.

ICC had also made the announcement on 11th December 2015 of the schedule of all the Group A and one Super 10 match to be hosted at the venue. An odd situation has arisen for routine air travellers who find themselves in a lurch with skyrocketing airfares between Delhi and Dharamshala, in wake of the IPL matches at Dharamshala on May 5 and 9, 2024. The airfare between Delhi and Dharamshala usually ranges between Rs. 6000 and 7000 but has witnessed a multiple-fold hike due to the IPL matches to be held at the Himachal Pradesh Cricket Association Stadium in Dharamshala on May 5 and 9, 2024.

Resentment prevails among passengers who have to pay through the nose due to this hike in airfare. The airfare has gone up between Rs. 24000 and 27000 per passenger for May 4, 5, 8, and 9, 2024, pushing people into a predicament. The airfare at present is between Rs.17000 and 24000 per head ahead of the IPL.

The Director of Kangra Airport, Dhirendra Singh, told India Today that due to IPL or other international cricket matches at Dharamshala, the general trend is that passenger growth increases and scheduled flights are increased, with 10 to 12 chartered flights also landing at Kangra airport. He said that a lot of passenger growth has been witnessed during the World Cup matches in the past as well at this airport, and presently it seems that the growth of passengers was increasing this time too as the demand is now more.

Dhirendra Singh further said that additional flights are being introduced by the airlines during this period, besides the number of flights are being increased as scheduled flights cannot cater to the demand. He said that as the stadium is beautiful, with the snow-clad Dhauladhar mountain range overlooking it, attracting people in large numbers from within India and outside, so passenger growth increases.

The Director of the airport said that generally, the airfare from Delhi to Dharamshala is near about Rs. 7000 but it has been experienced in the past that airfare goes up to Rs. 20,000 to 25,000 per passenger when the matches are held in HPCA Stadium. He said that if passenger growth goes up this time too, which is surely expected, the airfare may go up to Rs. 30000.

He said that there are 16 flight movements daily at Kangra Airport and three airlines are operating here which include SpiceJet, Indigo, and Alliance.

Kangra Airport, is a domestic airport located on Pathankot Mandi National Highway, serving areas of Kangra including Dharamshala, the winter capital of the state. Kangra Airport is the largest airport in Himachal Pradesh in terms of passenger and aircraft movement, handling over 200,000 passengers and over 4,200 aircraft annually.

During April 2023 and March 2024, Kangra Airport witnessed a 14.3 per cent growth in passenger traffic, which touched 2,01,391 passengers during this period. There was an 11.1 percent increase in aircraft movement which was recorded at 4,208 in the last financial year.

The foundation of Kangra Airport was laid down by Virbhadra Singh, the then Chief Minister of Himachal Pradesh, on 15 October 1986. The first scheduled operation at this airport was by Vayudoot with a Dornier 228 in 1990.

In 2001, the airport was renamed as Kangra Airport. In March 2007, the runway was extended from 910 to 1,370 meters (3,000 to 4,500 ft) and a new terminal building was inaugurated. As a result, for the first time, an ATR-42 aircraft of Air Deccan landed at the airport on 28 March 2007. The 72-seater aircraft are landing here in view of the length of the present runway, thus the airfare is higher here, but due to IPL, it skyrockets high.

A first look at St. Petersburg and the Tampa Bay Rays’ stadium deal

St. Petersburg on Tuesday released the final version of an outline that details the public financial commitments for a new $1.3 billion baseball stadium for the Tampa Bay Rays.

Though it is non-binding, it marks the first time details and dollar figures have been put to paper since city and Pinellas County officials along with the Rays held an announcement of a tentative deal Sept. 19.

The outline divvies up the ballpark’s total $600 million public contribution like this: $287.5 million from St. Petersburg and $312.5 million from Pinellas County. Beyond tourist tax dollars, it would be paid off in part by taxes raised off of new development around the stadium.

The document provides new terms not in its existing agreement. In a nod to the team’s long search for a new stadium that included assessments of Tampa and even Montreal, it includes a requirement that Major League Baseball allow team uniforms that include “St. Petersburg” during at least one home game per season. It would also allow Visit St. Pete-Clearwater to promote the Rays and the ballpark redevelopment as a destination beginning with the 2024 MLB Season.

It mentions future project agreements that will need to be approved by the St. Petersburg City Council and the Pinellas County Commission. They include a non-relocation agreement, a use agreement and a development and funding agreement.

The “New Stadium Project” outline does not include any details related to the redevelopment outside of the county-owned stadium, which will take up 17 to 20 acres on the southeast portion of the 86-acre property. The term sheet regarding the redevelopment of the Historic Gas Plant District is still under negotiation.

The framework released Tuesday in response to public records request will guide discussions by both the City Council and County Commission scheduled for Oct. 26 and Oct. 12, respectively. Feedback from those discussions will help create a legally binding development agreement, scheduled to be ready in early 2024, that requires official votes for construction to begin.

According to the 21-page outline, St. Petersburg will contribute $287.5 million from “revenue bonds” issued by the city and tax increment revenues from the Intown Community Redevelopment Area, which includes Tropicana Field. The issuance of city debt through bonds will also have to be approved in a council vote.

Pinellas County will contribute $312.5 million from tourist development tax revenues and money from the community redevelopment area. The Rays will pay the county a $1 million annual license fee for 25 years.

The Rays will be responsible for the cost of “financing, developing, designing, constructing, and furnishing” the ballpark, including cost overruns due to “unforeseen conditions” and any design or construction defects.

All parties will need to execute a new use agreement, which is mentioned in the outline. That agreement will start upon “substantial completion” of the ballpark and remain in effect for 30 years. According to the document, the Rays will have the option to extend the term for two additional five-year periods.

The outline describes a fixed-roof ballpark and community space with a capacity for 30,000 people during baseball games and 35,000 for concerts and other events. It says the ballpark “will likely” include “comfortable seating types” with “exceptional sightlines’ throughout three levels; flexible viewing areas, decks and social gathering spaces; family-friendly amenities , including a kids zone, an “aquarium exhibit/experience,” and indoor/outdoor play areas; premium and social clubs; and sustainable and efficient practices and features.

There also will be team offices, clubhouses, meeting space, open spaces, plazas, parks, paths, on-site parking and two event parking garages.

The Rays are responsible for managing, operating and maintaining the ballpark, coordinating and scheduling the use of the stadium for baseball and non-baseball events and advertising those events, setting rates and charges of the stadium facility and retaining concessions and licensing. They also have the exclusive right to sell naming rights to the ballpark and keep that revenue, according to document terms.

The Rays must reimburse the city $400,000 each calendar year for traffic management and security by the St. Petersburg Police Department. That rate will increase 5% annually.

The outline includes a requirement that the Rays play all home games at the ballpark. Certain exceptions are allowed for a limited number of home games at international or other locations, as well as an alternative location due to a hurricane or other unforeseeable reasons.

It calls for the city and county to each have their own exclusive suites and complimentary tickets, as well as a minimum of 5,000 tickets annually for low-income families in Pinellas County with a household income of less than 80% of the area median income. Those tickets will be distributed through the Rays Baseball Foundation or other local not-for-profits after verification of income.

The new ballpark will still be used as a staging area for local disasters. Tropicana Field is routinely used as a staging lot for Duke Energy trucks.

Details about seating capacity range, number of parking spaces in the surface lots and parking garages, conference room space, office space, retail space and open space will be outlined in the development and funding agreement, which is not yet drafted. Those elements or any other future renovations are not permitted without prior written approval of the the city, the document reads.

Rays stadium deal not done yet with St. Petersburg City Council

T he city may have gotten the Tampa Bay Rays to say they were staying in St. Petersburg last year after announcing the outlines of a deal to build the team a stadium and redevelop the land around it.

Six months later, there’s still no guarantee the team will get that stadium, no matter how many T-shirts the Rays give away that say they are “here to stay.”

Any deal still must win approval from the St. Petersburg City Council and Pinellas County Commission. Three council members have expressed skepticism about the known financial terms — with two openly critical of the proposal.

If those three skeptics vote no and are joined by one more colleague, the team could be back where it started 16 years ago, when its owners began asking for a new stadium. And if that happens, the team’s future in Tampa Bay — perhaps even in Florida — could be in serious doubt.

“Absolutely,” said council member Gina Driscoll when asked if there’s a chance the deal won’t pass.

“There’s always that possibility,” said council member Ed Montanari.

Council members Richie Floyd and Lisset Hanewicz have been openly critical of financial terms of the deal. Council member John Muhammad has voiced some of the same concerns about the proposal.

Both Driscoll, whose district includes Tropicana Field, and Montanari have some questions on the numbers too, though today neither says they are opposed to the deal. Montanari said his vote is leaning yes and Driscoll said she is undecided but optimistic.

The other three council members, chairperson Deborah Figgs-Sanders, Copley Gerdes and Brandi Gabbard, have either voiced or signaled support for the proposal as it stands now.

The Rays and development partner Hines propose a $1.3 billion stadium near the current Tropicana Field near downtown, with the city and county splitting nearly half the cost. While the county’s vote is to commit $312.5 million in tourist tax funding for just the stadium, the city’s part of the project is more complicated, leaving room for disagreement.

The City Council would vote on several agreements. They include spending $287.5 million paid in part by taxes raised off of new development around the stadium to build a ballpark. Another involves selling the surrounding 65 public acres to the Rays team. Though that land would be sold at a discount compared to its appraised value, the offer from the Rays team remains the highest offered to the city through competitive bids. Another $130 million would be pledged by the city to build infrastructure, such as roads.

The Rays and Hines would agree to build at least 3,800 market-rate residential units, 1 million square feet of commercial office space and an entertainment hall, among other features, for a total investment of $6.5 billion, including the stadium.

As part of the preliminary agreement, the Rays and Hines would build 1,200 affordable homes and provide millions more for affordable housing and opportunities for minority-owned businesses and a new African American history museum.

Mayor Ken Welch has made it a top priority to honor the historically Black Gas Plant community that previously occupied the land but was leveled decades ago in the name of curing blight. The debate for council members is whether he has exacted enough from the team in light of many challenges facing the city, from affordable housing to economic advancement for its poorest residents.

Welch said he’s confident he will have strong support from the council. Rays co-president Matt Silverman said that while the team’s focus is on completing documents, club officials are encouraged by community support and have faith in the process.

More will be known about where council members stand with two upcoming public meetings. Both meetings are workshops that will precede a vote that’s expected in May.

“I’m sure there’s going to be things in the agreements we like and things we don’t like. It’s hard to predict where the discussion is going to go, but it might not be a straight line,” said Montanari, who requested the meetings. “I think there’s going to be a little maneuvering back and forth.”

The council has only met once to discuss the deal. A five-hour meeting in October included presentations from Welch, the Rays, city staff and a consultant for the city and county. The council’s chief skeptics on the deal, Hanewicz and Floyd, asked the toughest questions .

Since then, calendars for council members and city staff show administration officials have briefed them individually on negotiations without providing many specifics.

Hanewicz, a former federal prosecutor, has sought more details. Fed up by the lack of information since January, she asked for a presentation on the city’s needs over the next 30 years, ranging from water, wastewater and stormwater systems to facilities, including Albert Whitted Airport, the municipal marina, libraries and recreation centers. The council approved that request last month in a 6-2 vote.

Hanewicz wouldn’t say how she would vote, but “clearly I’m one of the few City Council members who have expressed concerns about the deal from the beginning,” she said.

Floyd, who did not attend the September deal announcement, opposes subsidizing a corporation with tax dollars. He said he does not support the current contours of the deal but was heartened by recent comments made by Rays co-president Brian Auld, who seemed willing to make adjustments.

“There’s a world in which we negotiate ourselves into a better position,” Floyd said.

Muhammad has questioned the sale of public land that’s part of the proposed deal and the use of public dollars for a stadium instead of other needs such as more affordable housing. He declined to comment for this story.

Gerdes, a financial adviser, said he wants to know more about the total financing package, the phasing of the project and the blend of affordable housing on-site and off-site. But on the deal as proposed without any major changes, his vote is a yes, he said.

He likes that the proposal includes something for everyone and won’t just add more high-rise luxury condo buildings that could otherwise get proposed there. His uncle, City Administrator Rob Gerdes, is the city’s chief negotiator.

Figgs-Sanders initially blessed the deal while on an advisory committee that reviewed the Historic Gas Plant project. That group focused on whether the project would provide enough public value. She was part of a 7-2 vote recommending the benefits package to the City Council while advising that developers should face more hefty financial penalties if they fail to build all the affordable housing promised.

Figgs-Sanders declined to comment for this story as did Gabbard. If past votes are an indication, Gabbard appears supportive. She has voted against three proposals by council members seeking more public scrutiny or concessions from the team.

Gabbard voted against Floyd’s motion to discuss holding a public straw poll on the stadium and redevelopment proposal. She also opposed Driscoll’s request for a report from city staff on how the city and the team could “elevate St. Petersburg” more by, for instance, changing the team name to the St. Petersburg Rays. She didn’t side with Hanewicz’s request for information about the city’s other needs either.

Driscoll, whose district includes Tropicana Field, said she feels heard on a desire she has to reconnect Campbell Park to the Gas Plant district but wants to know more about how the city will pay for other projects. She said she feels more comfortable and less rushed, while understanding the Rays have a sense of urgency to build a new ballpark by opening day 2028.

“I no longer get the feeling they’re too comfortable,” she said. “I think that the Rays and the city both see and hear the concerns and the objections that some in the community have about this project and the terms.”

Asked if she thought of herself as a tiebreaker, Driscoll said she hadn’t thought of it that way.

“We have a responsibility to get it right,” she said.
