Gujarat CM launches Cinematic Tourism Policy to attract filmmakers to state

In order to market Gujarat as a potential destination for film and documentary makers from Bollywood, Hollywood and regional industries Chief Minister Bhupendra Patel Saturday launched state’s maiden “Cinematic Tourism Policy 2022-27”.

“Gujarat has for first time declared Cinematic Tourism Policy. This is to ensure that filmmakers do not face any difficulties and also get financial support,” said Patel while unveiling the policy in presence of Bollywood actor Ajay Devgan .

At the event four MoUs were signed worth Rs 1,022 crore with various entities which included Devgan’s firm NY Cinemas LLP.

Panorama Studios International Ltd, Laxmi Film Laboratories and Studios Pvt Ltd, and Bollywood Hub were among those who inked an agreement with the state government.

Though this is the first time Gujarat has announced a policy, the state government has been trying to attract film makers for close to a decade. According to a 2014 resolution passed by the industries and mines department of the state government, film-makers and their units were eligible for a 50 per cent discount on hotels owned by state’s Tourism department. This incentive continues in the new policy.

Festive offer

Earlier respective municipal commissioners, police commissioners, district collectors and deputy conservator of forests were empowered to give approvals for shooting of films, TV serials, documentaries and advertisements. The new policy talks of a single window approval system. In 2016, the state government had rolled out special incentives for film-makers in Gujarat.

“Using cinema, we want to become one of the leaders in tourism in India. Our vision is to promote and develop an ecosystem for film production. This policy aims to promote various destinations, showcase culture and heritage of Gujarat, encourage private participation in film infrastructure,” said Hareet Shukla, Secretary of tourism department while speaking at the event.

He said there was a three pronged strategy of the state government wherein subsidies will be offered to film makers and procedures simplified.

“The part (of a film) which is shot in Gujarat will be eligible for subsidies. Projects not shot in Gujarat, but cover the stories or culture of Gujarat or promoting destinations or tourist facilities will also be eligible for incentives,” Shukla added.

In the policy declared on Saturday, the state government has proposed a number of financial incentives for feature films, brand affliated films, documentaries, web series, TV serials, mega film events. Dubbed versions will not be eligible for incentives. Those films or web series derogatory to Gujarat, its culture, people or places will also not be eligible for any incentives.

The policy also encourages private participation in development of film cities, film and television studios, film processing labs, film training institutes and post-production facilities.

Gujarat's 'Cinematic Tourism Policy' evokes good response, helps attract investments: Officials

Ahmedabad, Jan 7 (PTI) The Gujarat government's 'Cinematic Tourism Policy 2022-27', aimed to promote the state as an attractive destination for filmmakers from Bollywood, Hollywood and regional movies, has received an enthusiastic response from the entertainment industry, officials said.

The policy has helped attract MoUs worth ₹ 1,022 crore for film-making, studio infrastructure and acting schools, with noted actor Ajay Devgn also inking an agreement for film-making in Gujarat, they said ahead of the Vibrant Gujarat Global Summit, to be held in Gandhinagar from January 10 to 12.

Launched in September 2022, the policy has not only helped attract investments for film-making, studio infrastructure and acting schools, but has also brought the Filmfare Awards to Gujarat.

Chief Minister Bhupendra Patel has called this "a momentous occasion for both the cinematic and tourism sectors in our state."

Talking about the policy and its impact, Gujarat tourism secretary Hareet Shukla said it has helped the state emerge as an important destination for the shooting of movies and OTT series.

"A number of OTT series are totally based in Gujarat, and we have also been successful in bringing the Filmfare to Gujarat this year. We have signed an MoU with Worldwide Media to host the Filmfare Awards in Gujarat in January 2024," he said.

At least seven to eight big films and OTT series are shot in Gujarat. The policy offers a 50 per cent discount to film crews on hotels owned by the tourism department. Additionally, the new policy talks about a single-window approval system," he said.

As part of the policy initiatives, the Gujarat government has signed an MoU with Worldwide Media to host the 69th Filmfare Awards in 2024.

Artists from both the Gujarati and Hindi film industries have expressed excitement over the much-anticipated awards show.

CM Patel has said the awards function will promote the tourism and culture of Gujarat while also generating employment opportunities in the transport and event management sectors.

"Under the visionary leadership of Prime Minister Narendra Modi and due to the newly launched Cinematic Tourism Policy, Gujarat has become the preferred destination for film shooting and production, besides boosting its tourism sector," Patel said at a function organised in Mumbai in October last year.

Gujarat boasts of numerous world-class tourist destinations equipped with perfect facilities for film shooting, he said.

Locations like the Blue Flag-certified Shivrajpur beach, Saputara, Gir forest, Kutch desert, the Statue of Unity, and accompanying tourist hotspots are attractive locations for filmmakers, he said.

The production of a film not only directly benefits the industry but also has a ripple effect on various other sectors, leading to substantial advantages and the creation of employment opportunities, both directly and indirectly, he added.

Noted Gujarati film actor Hitu Kanodia said the single-window facility being provided to filmmakers will help in the shooting of a big number of films in the state.

Filmmaker Rakeysh Omprakash Mehra said India being a big country, film award functions should also travel to different destinations like movies.

Gujarat Tourism has announced the very first of the state’s Cinematic Tourism Policy or scheme in presence of Hon’ble Chief Minister of Gujarat, Hon’ble Tourism Minister of Gujarat, and special guest appearance by the well-known face of the Bollywood film industry Mr. Ajay Devgn on 10 th September, 2022 at Ahmedabad, Gujarat.

The State has planned to leverage its vibrant culture, archaeological heritage sites the world’s tallest statue - Statue of Unity (SOU), long coastline and great white salt desert, well-developed infrastructure and connectivity, and exploit proximity to world largest film producing industry i.e. Bollywood.  Adding to it, the amicable populace, Well-developed infrastructure, connectivity and better law & order situation gives an edge to the state and now state aims to establish Gujarat as leading state for film makers across the world in all languages.

During the policy launch Mr. Ajay Devgn , Mr. Kumar Mangat , Laxmi films, and Bollywood Hub inked MoUs worth INR 1020 Crore with Gujarat Tourism for the development film Infrastructure and film production.

The Policy will enhance entrepreneurial opportunity and employability of the youth within the state thereby leading to socio economic growth and development of the state. It is the first policy which will be driven under the direct control and intervention of Hon’ble Chief Minister of the State. The policy does not require any minimum number of shooting days within the state to become eligible for the incentive. The policy will strengthen the singe window system that will not only ease the process of film making within the state but digitize the entire incentive application process and investors can apply for the incentive through a single click. All film makers in India and across the globe are welcome to shoot here in land of festivals – Gujarat.

Thereby, cinematic Tourism Policy of Gujarat will definitely create attractive opportunities for Cinema and development of film related infrastructure for citizens of the country.  Shooting of all kinds of motion pictures right from Films, Television Serials, Web series, Documentaries to big budget and mega film events shall be covered for financial and non-financial incentives.

This scheme aims to promote cinematic tourism through development of film infrastructure and creation of attractive opportunities for cinema in Gujarat. This scheme offers various financial and non-financial incentives for the following:

1. Film Infrastructure Development Projects are eligible to claim following benefits under this scheme: i. up to 20 % Capital Subsidy to eligible projects without any upper limit a. Film City b. Film & TV Studio c. Film Training Institute d. Postproduction Facilities ii. up to 100 acres Government Land on Lease iii. 100% Reimbursement on Registration fees and Stamp duty

2. Film Making Projects for shooting and production in Gujarat i. Reimbursement @ 25 % on eligible Cost of Production (CoP) in Gujarat a. Maximum up to INR 2.5 Crore for Film Making b. Maximum up to INR 2.5 Crore for Brand Affiliation c. Maximum up to INR 1.5 Crore for TV & Web Series d. Maximum up to INR 25 Lakh for Documentary ii. Other administrative support for film making in Gujarat a. Assistance in Accommodation Booking b. Up to 50% Discount on stay at TCGL Properties c. Facilitate security during film making d. Liaisoning to international filmmakers e. Connect to recognized transportation service providers f. Details of film fraternity and suppliers in film production g. Focus on Continuous Engagement through feedback system h. Assistance in Excise Permission

3. Special Incentives of i. Reimbursement @ 25 % on Eligible Cost of Production, Maximum up to INR 25 Crore for shooting Big Budget Movies in Gujarat ii. Reimbursement @ 20% on Expenditure in Gujarat, Maximum up to INR 25 Crore for organizing national and international Mega Film Award Events in Gujarat.

No doubt Gujarat holds the immense potential to attract film makers and tourists from worldwide for varied reasons .Shri Bhupendra Patel , Hon’ble Chief Minister of the state highlighted that The Film Facilitation Cell is also established to provide administrative support, liaison with other departments and for quick redressal for stakeholders.

Here’s Why Gujarat is the Most Film-Friendly State in India

At the recent National Film Awards, Gujarat was named the most film-friendly state in India (this is a new award category that has been introduced recently to promote healthy competition among Indian states to attract filmmakers).

The factors that work in Gujarat’s favour are its picturesque locations & friendly people, low cost of shooting, proximity to Mumbai, but more importantly its robust infrastructure and efficient administration who are keen to attract more business to the state.

The Tourism Department of Gujarat is aiming high to develop film tourism by creating state-of-the-art infrastructure besides promoting exotic locations.

Here’s Why Gujarat Attracts So Many Bollywood Film Shoots & Movie Stars

Come festive season, and Gujarat is where most of the filmmakers and stars descend to shoot their respective projects. Here’s what makes the state attractive for filming in India.

Just take a look at the big Bollywood films that are lined up for filming in Gujarat, and the ones that have finished shooting in the recent past, and you would know that the Gujarat Tourism department is doing something right. Of course, having a Gujarati as the PM of India only adds to the aura of the state.

  • Salman Khan’s Prem Ratan Dhan Payo was recently shot in Gondal.
  • Khiladi star Akshay Kumar finished shooting of evacuation drama ‘Airlift’ in Kutch.
  • Hrithik Roshan is currently shooting in Kundaliya village in Kutch for Mohenjo Daro.
  • Sardar Gabbar Singh (sequel of Gabbar Singh) is also being shot in Kutch.
  • The final schedule of Shah Rukh Khan’s upcoming ‘Raees’ will be shot near Ahmedabad.

Gujarat may not be the most sought after tourist location in India (compared to Rajasthan), be it among Indians or foreigners, but it surely seems to be attracting several Bollywood film shoots. No doubt, it is home to good locations, but proper marketing product placement seems to be working in its favour. In the past, several films have been shot at locations like kutch-bhuj, Ahmedabad, Vijay Vilas Palace in Gujarat, and more and more filmmakers are heading to Gujarat to shoot their films.

From Umargam in south Gujarat to Kutch and heritage locations in Gondal and Rajpipla, all have wonderful locations and highly untapped. The unexplored scenic locations, proximity to Mumbai, and the availability of cheap labour is drawing several India filmmakers to Gujarat.

Since January 2014 (when Gujarat announced single window clearance facility for film shooting), there has been a surge in the number of film shootings in the state, especially of regional language films (Hindi, Tamil, Telugu Bhojpuri). And the biggest beneficiaries of this scheme are the filmmakers with smaller budgets. That’s indeed commendable, and shows that when it comes to doing business, Gujarati’s are at top of the game.

In the past, several Bollywood films have been shot in this state, some of the prominent ones include: Singham Returns, Goliyon Ki Raasleela Ram-Leela, Kai Po Che, Lagaan, Refugee, Hum Dil De Chuke Sanam. Bollywood classics like Guide and Mother India also had scenes that were filmed in this state.

Salman Khan & sonam Kapoor were in Gondal recently to shoot for their upcoming film ‘Prem Ratan Dhan Pao’ . Several Bollywood films have already been shot at various locations in Gujarat.

And now, it seems the movie based on former Indian cricket captain Mohammad Azahruddin’s life will also have several scenes shot in Gujarat. Surat’s Lalbhai Contractor cricket stadium is being considered for the film shooting. The film, to be produced by Balaji film’s Ekta Kapoor, will give us a peek into cricketer turned politician Mohammad Azahruddin’s life, his two marriages, his alleged involvement in betting, his forced departure from cricket etc.

Government Keen to Promote Tourism Using Bollywood

Gujarat government is very keen to use Bollywood to promote tourism in the state. Not only have they roped in Megastar Amitabh Bachchan to promote the state, Gujarat is also offering incentives to filmmakers, when they film in the various tourism destinations of Gujarat.

Need for Better Studio Infrastructure

Bollywood biggies feel that the state needs to invest in better studio infrastructure, if it really wants to attract big film studios & filmmakers.

Zoya Akhtar, director of ‘Zindagi Na Milegi Dobara’ and daughter of legendary lyricist Javed Akhtar was in Vadodara recently for a workshop on the art of filmmaking. Zoya says, “A lot needs to be done by the state machinery to ensure that filmmakers start shooting here more often. Things like tax rebate and less of bureaucratic procedure will be most welcome. Also, there should be proper studio infrastructure, so that filmmakers can shoot indoors as well. Besides, there should be a proper website dedicated to this, so that filmmakers can take a virtual tour and decide.”

The Gujarat government will launch its Cinematic Tourism Policy on 10th September in Ahmedabad. Gujarat chief minister Bhupendrabhai Patel will do the honours. Ajay Devgan will be a special guest on the occasion.

Purneshbhai Modi, minister for tourism and pilgrimage development, transport and civil aviation, and Arvindbhai Raiyani, minister of state for tourism and pilgrimage development, transport and civil aviation, will be present. Hareet Shukla, secretary (tourism, devasthanam management, civil aviation and pilgrimage), and Alok Kumar Pandey (commissioner of tourism) will also be present at the launch function.

To boost Cinematic Tourism in a State, A Seminar (Cinematic Tourism-The Way Forward) was organized in the month of August-2016 in mahatma mandir, Gandhinagar, to interact with main line and regional film fraternity across India, to invite and make them aware about friendly environment along with the Govt. support for film shooting in the state of Gujarat. This was one of the biggest event for Cinematic Tourism in which Hon’ble Governorshri of Gujarat Shri O. P. Kohli, Col. Rajyavardhan Singh Rathore, Minister of State (I/C) for Information & Broadcasting, Hon’ble Ministers of various states and other dignitaries from the film world were also present.

Special sessions and workshops were organized across select colleges in Ahmedabad, Baroda, Surat, and Rajkot. The highlight of the event was the awards ceremony, where 17 accolades were presented, honoring excellence in categories such as Best Film, Best Actor, Best Actress, and Best Cinematographer. The winning team received a cash prize of 1 lakh, while the first and second runners-up received Rs 50,000 and Rs 25,000. Speaking on the announcement, Nisha Narayanan, Director & COO, RED FM, and Magic FM, said “The power of creativity, collaboration, and cultural expression took center stage in this year’s Mobile Film Project in Gujarat. Los Angeles: Warner Bros. has officially greenlit a fifth instalment in the seminal sci-fi franchise, 'The Matrix.' This new chapter will mark a shift in creative direction, with filmmaker Drew Goddard ("Cloverfield," "The Martian") attached to write and direct. Lana Wachowski, who co-created and co-directed the original trilogy alongside her sister Lilly, will serve as an executive producer for Matrix 5.

Plot details for the film remain under tight wraps, and Warner Bros. has not yet confirmed the involvement of original cast members Keanu Reeves and Carrie-Anne Moss. The announcement comes three years after the release of 'The Matrix Resurrections.'

A special behind-the-scenes film from the Jamie Dornan-fronted season two of "The Tourist" has been unveiled by Tourism Ireland.

The beautiful scenery of Ireland is wowing viewers of the recently released season two of "The Tourist," Tourism Ireland says .

With the first season of "The Tourist" set in Australia , the second season relocates to Ireland, with filming taking place last year in Wicklow , Dublin , and on Achill Island .

To leverage the fantastic opportunity this presents, Tourism Ireland created a short behind-the-scenes film in which executive producer Jamie Dornan (who plays Elliot), Danielle Macdonald (who plays Helen), and executive producer Sarah Hammond talk about filming in Ireland and how spectacular it was.

Dornan, a native of Co Down, says in the behind-the-scenes film: "When people hear you're from Ireland, they always have something good to say about the time they've been there. And usually what they're talking about is the people.

"We shot on Achill Island and it was just breathtaking – we got a glorious sunny day and the clearest crystal blue water you've ever seen!

“It’s been a dream to shoot here. All of it fills my heart.”

Executive producer Sarah Hammond added: “I think series two is all about celebrating just how beautiful Ireland is.”

Elmagh Killeen, Tourism Ireland’s Head of Brand & Marketing Communications, said: “We are delighted that season two of 'The Tourist' was filmed on location here – another fantastic screen tourism opportunity for Tourism Ireland and a really great way to showcase the destination.

"The series is bringing the magnificent scenery of Ireland to the attention of viewers around the world. And, our behind-the-scenes film will remind our millions of followers on social media that the series was shot here, encouraging them to put Ireland on their holiday ‘wish list’.”

"The Tourist" seasons one and two are now streaming on Netflix.

Eminent figures from the Gujarati filmmaking industry , including Actor Malhar Thakar, Renowned Director Sandeep Patel, Music Composer and Lyricist Bhargav Purohit, Writer Ram Mori, and Director Rajesh Sharma, generously shared their expertise, guiding aspiring filmmakers on various aspects of the craft. Special sessions and workshops were organized across select colleges in Ahmedabad, Baroda, Surat, and Rajkot.

The highlight of the event was the awards ceremony, where 17 accolades were presented, honoring excellence in categories such as Best Film, Best Actor, Best Actress, and Best Cinematographer. The winning team received a cash prize of 1 lakh, while the first and second runners-up received Rs 50,000 and Rs 25,000.
