MEDC Announces RFPs for Tourism, Business Marketing and PR Efforts

LANSING, Mich. – The Michigan Economic Development Corporation has announced a request for proposals (RFP) to assist with the marketing, advertising and communications activities that promote Michigan as a world-class business location and travel destination. Four separate RFPs have been approved for release by the Michigan Strategic Fund and issued to obtain proposals from advertising, marketing and public relations agencies, as follows:

  • Travel Marketing and Advertising
  • Business Marketing and Advertising
  • Business and Tourism Public Relations and Social Media
  • State of Michigan Travel Guide Production Services

With one of MEDC’s strategic focus areas being to market the state and promote Michigan’s image as a world-class business and leisure travel destination, these contracts serve to assist in generating new business prospects for the state, increasing awareness of the full suite of services MEDC offers to Michigan businesses and communities, and increasing the visibility and selection of Michigan as a regional and national leisure travel destination.

Important Dates:

  • March 23, 2021 – RFPs released, available here .
  • April 6, 2021, at 3:00 p.m. – Applicant questions for all RFPs due via email.
  • April 13, 2021, by close of business – Responses to all qualifying questions to all RFPs will be posted on the respective RFP pages (linked above).
  • May 19, 2021, at 3:00 p.m. – Electronic proposal submission deadline for all RFPs.

The MEDC is the state’s marketing arm and lead advocate for business development, job awareness and community development with the focus on growing Michigan’s economy. Within MEDC, the Marketing and Communications department, including Travel Michigan, markets the state to its selected audiences and serves as lead on paid and field marketing, public relations, event planning and protocol events related to the business development programs, travel and tourism, mobility initiatives and other placemaking initiatives within the organization.

The MEDC desires to extend its fully integrated business and travel marketing and communications campaigns, which seek to attract, retain and grow businesses that deliver economic benefit and opportunity to the people of Michigan as well as promote the state as a premier four-season travel destination with an unmatched quality of life through the Pure Michigan brand.

Additionally, for more than 20 years, Travel Michigan has entered into a contract with a full-service, integrated marketing partner and publisher for the development, sales, production and proactive distribution of the official state of Michigan travel guides, featuring articles with a focus on high quality content, editorial experience, compelling photography and innovative – but proven – proactive distribution solutions.

The health of tourism, one of the state’s largest industries, is crucial to Michigan’s economy. In 2019, tourism contributed $26.3 billion in visitor spending to the state’s economy. This spending also generated $2.9 billion in state and local taxes and supported 230,792 jobs in Michigan. During this same year, Pure Michigan campaign drove 1.9 million trips to Michigan, inspiring travelers to stay longer and do more while they were in the state.

While supporting 23 COVID-19 relief program efforts led by the MEDC last year, business marketing efforts also continued on both the attraction front through the state’s Pure Opportunity campaign and in-state to help connect Michigan businesses to resources and programs offered by the MEDC, through the Pure Partnership campaign. These efforts contributed toward $6.9 billion in private investment generated throughout the state, in the midst of a global pandemic, the creation of more than 14,000 new jobs.

The RFPs are available online at www.michiganbusiness.org/public-notices-rfps/ along with specifics on the application process. Proposals must be submitted by email no later than 3:00 p.m. on May 19, 2021.

Potential bidders are invited to submit questions via e-mail to [email protected] . E-mailed questions must be received no later than 3:00 p.m. on April 6, 2021. Responses to all qualifying questions will be posted online by the close of business on April 13, 2021.

Request for Proposals

HTA regularly issues open solicitations – Requests for Proposals (RFP), Requests for Qualifications (RFQ) and Invitations for Bids (IFB) – to secure professional services from qualified contractors in support of HTA’s mission on behalf of the State of Hawai‘i.

HTA is committed to a solicitation process that is comprehensive, fair and impartial. The process is overseen by an attorney trained in government procurement and contracts. All applicants are subject to the same rules and restrictions to ensure the integrity of the process. Evaluator identities are kept confidential during the procurement process, and individual evaluator scores are not shared in order to avoid undue influence. Proposal requirements and the steps in the evaluation process are explained in detail to prospective applicants, and the applicants who do not win are provided with their final evaluation score breakdown in comparison with the winning score in order to provide context and to ensure transparency. Through its commitment to integrity and transparency, the HTA is able to gain trust in the vendor community thus increasing competition, resulting in better quality and value for the State of Hawai‘i.

Tourism Fiji is dedicated to promoting and developing Fiji as a world-renowned tourist destination through effective destination marketing. Tourism accounts for almost 40% of the country’s GDP, and tourism employs (both directly and indirectly) approximately one third of the nation’s workforce, making it a hugely important sector for the economy of Fiji. North America makes up roughly 20% of all visitor arrivals to Fiji and has huge potential to grow with nonstop flights from LAX nightly, SFO 3x a week, and VYR 2x a week. In 2023, Fiji is on track to welcome a record number of annual visitors from North America, outperforming its current record year in 2019, which totaled 110,237 visitors. Tourism Fiji’s North America team (based in Los Angeles) is seeking Public Relations support on a monthly retainer basis to augment our efforts in continuing to increase awareness and travel preference for Fiji through earned media opportunities.

APPLICANT CRITERIA

The agency or person representing Tourism Fiji, must have at least three years of experience operating within the North America market and must be able to showcase experience of executing PR campaigns across a diverse range of media and other consumer channels. The selected agency will work closely with the regional Head of Communications to strategize, plan, and execute public relations campaigns, partnerships, media relations, and other related activities aimed at enhancing the visibility, reputation, and desirability of Fiji as a tourism destination. The agency is expected to deliver dedicated service including both proactive and reactive efforts, and have deep rooted travel media relationships, creative campaign abilities, and sound strategic capabilities for generating earned media coverage in the US and Canada markets. Any previous tourism industry PR experience will be looked upon favorably.

SCOPE OF WORK:

The chosen agency will be responsible for, but not limited to, the following activities:

  • Support with strategic planning and execution of PR campaigns
  • Media relations including press releases, media outreach, and media famils
  • Evaluation of media, influencers and/or campaign proposals where necessary
  • Development of compelling story angles and pitches to secure high-impact media coverage
  • Identifying and leveraging opportunities for partnerships with brands, media & influencers
  • Media monitoring and evaluation
  • Monthly activity and coverage reports

BUDGET ALLOCATION:

For the purposes of this RFP, Tourism Fiji has allocated a mock PR budget of US$250,000 for 12 months, from March 2024 – March 2025. We expect proposal submissions to include a detailed breakdown of how the agency plans to allocate and utilize this budget across agency fees and various PR activities, including partnerships and events. Transparency in cost breakdowns, along with a rationale for proposed expenditures, is essential. Please note, media famil costs are excluded from the budget above. The Tourism Fiji North America team would also welcome the opportunity for suggestions of campaigns, activations, or brand partnerships outside the suggested budget and scope of work above and will consider these for additional campaign or project-based fees.

PROPOSAL SUBMISSION GUIDELINES:

Interested agencies are requested to submit a comprehensive proposal addressing the scope of work outlined above and providing the following details:

  • Overview of the agency, including relevant experience in the travel and tourism industry
  • Team structure and qualifications of key personnel who will be involved
  • Past successful PR campaigns and case studies demonstrating results achieved
  • Proposed strategy and action plan for achieving Tourism Fiji's PR objectives of raising awareness of and travel preference for Fiji
  • Detailed budget breakdown specifying how the $250,000 will be allocated
  • RFP Issuance Date: January 2, 2024
  • Deadline for Submitting Questions: January 15, 2024
  • Proposals Due: January 29, 2024 at 5:00pm PST
  • Agency Presentations: Week of February 5 and February 12, 2024
  • Agency Contract Commences: March 1, 2024

The Request for Proposal (RFP) seeks an interested firm to represent the State of Nevada as a contractor to promote the State as a travel destination to residents of Germany. • TravelNevada seeks a representative firm with expertise in integrated marketing disciplines including sales, marketing, promotions and public relations. • The awarded vendor must possess a strong understanding of the German traveler. • In addition, the awarded vendor must have a strong working relationship with travel agents and tour operators in country, U.S. receptives and airline operators that serve the market, as well as, branches of the U.S. Commercial Services, Chambers of Commerce and other international trade entities in key cities. • The awarded vendor may also work with other State of Nevada agencies including the Governor’s Office of Economic Development and Nevada’s statewide rural and urban tourism partners including Las Vegas, Reno, Virginia City, Elko, and Lake Tahoe destination marketing organizations, Nevada’s Tourism Territory organizations, Brand USA and its contractors, and organizations involved with promoting travel to the United States (U.S.). • TravelNevada’s awarded vendor will be the The goals of this project are as follows: • Identify a benchmark awareness of Nevada among targeted markets (travel trade and consumer). • Raise awareness of Nevada tourism offerings especially as they relate to key appeals of the German audiences targeted in the campaign. This is measured through an increase in the number of product offerings in travel agent/tour operator brochures and the amount of media coverage generated in top tier consumer and trade media. • Boost awareness among consumers in targeted markets so that Nevada becomes a high demand destination. This is measured through consumer engagement in promotions, social media outreach and response to stories in traditional media outlets. • During the contract period expand program tracking to include room nights booked from the offered itineraries. Background: The Nevada Department of Tourism and Cultural Affairs (DTCA) works to raise awareness of the State as a premier leisure and cultural tourism destination. DTCA is comprised of four (4) agencies: • The Division of Tourism (TravelNevada); • The Division of Museums and History (DMH); • The Nevada Arts Council (NAC); and • The Nevada Indian Commission (NIC). TravelNevada serves as the State’s travel trade and consumer-focused travel marketing organization to promote statewide visitation, resulting in an increase in revenue for Nevada’s communities. TravelNevada is funded entirely by lodging tax revenues, so driving overnight visitation is critical to TravelNevada’s ability to continue to market the State and ensure long-term sustainability. TravelNevada currently has representative offices in the following eight markets: • United Kingdom (U.K.); • Germany; • France; • Australia; • China; • India; • Canada; and • Latin America.

Scope of Work:

The firm must provide a solid foundation of all work through an annual German market-specific strategic plan. • The plan should include measureable goals for the overarching program including sales, marketing, promotions and public relations and the tactical programs and activities that accomplish the goals. • The plan also should include a market brief that provides the economic overview of the country as well as traveler demographics, market growth, competitor analysis and general issues regarding the German travel market. As a regional marketing effort, the tactics outlined in the plan may pertain to specific target groups in particular geographical areas but may not be applicable for all audiences and all areas. TravelNevada will work with the awarded vendor to identify key markets and the outreach plan for each year. Some of the activities undertaken by representative firms in other international markets have included: • Coordinate and host in-market visits, including an annual mission to the region by a State of Nevada tourism delegation [up to ten (10) persons] and potentially one (1) additional visit by the key TravelNevada staff contacts and State government elected officials per year. • The activities for each visit will be mutually agreed upon, but may include: A. Schedule travel trade appointments and media interviews/visits; B. Schedule meetings with the U.S. Commercial Services and Consulates; C. Develop special events that help showcase the Nevada tourism product; D. Organize and schedule at least (1) media Familiarization Trip (FAM) per year. This can be a group trip or individual media visit; E. Secure media relations opportunities for TravelNevada staff to meet with local business and travel media; and F. Schedule staff trainings for key travel agencies and tour operators. • Conduct sales outreach including but not limited to: A. Establish a database of all organizations and key individuals that includes name, company, address, email address, phone numbers and a record of all outreach. Provide a record of the outreach on a quarterly basis. B. Contact on a regular basis, travel agencies, tour operators and airlines that sell the State of Nevada or have the potential to develop new product. Provide training sessions either in person or via the Internet that showcase Nevada’s appeal to the German market. Maintain regular contact with agents, operators and partners already featuring the Nevada product. C. Organize and host tour operator familiarization (FAM) trips to Nevada, one in conjunction with the Nevada Governor’s Global Tourism Summit in the fall and one during a key time period the remainder of the year. Ensure all participants of the FAM trips are high-caliber travel professionals and are those with potential to sell the Nevada product beyond Las Vegas. D. Represent Nevada at mutually agreed-upon trade shows in key German markets and other events, especially those hosted by the U.S. Commercial Services or Brand USA on behalf of the State of Nevada. Develop the booth and other materials required for a brand compliant trade show presence. E. Work with receptive operators in Los Angeles, San Francisco and other western gateway cities to raise awareness of Nevada and its potential for German travelers. • Conduct traditional and social media relations outreach. Ensuring that Nevada is covered by the German travel and lifestyle media is a critical component of the marketing program. The media relations program will include:

• Develop and print Nevada-specific collateral and provide travel trade and media fulfillment. Consumer fulfillment will be done only as part of a mutually agreed upon appearance at a consumer travel show. During the duration of this contract, needed collateral materials include:

• Create and maintain a Nevada website that matches the brand imagery and general messaging for the Nevada tourism experience. Develop social media channels and drive positive conversations about Nevada tourism. • Produce quarterly reports summarizing activities towards agreedupon goals and objectives. The quarterly reports should, at a minimum, include: A. Overview of meetings and training sessions held with travel professionals; B. Press releases and other communications to media and key media coverage during the quarter; and C. Results from FAM or press trips.
