Westjet agent 1 - not included, pointed me to a government of Canada link, that gave a very general answer. Flight operators may include it but nothing definitive, as per that web link. Agent told me to ask the Pearson airport if I could pay for it prior to flying out.

Pearson International Airport - called and explained the situation. They said nowhere in the airport do they issue Tourist cards for payment. Then put me on hold and spoke with the Westjet Kiosk, came back and said it's not included in the ticket. Asked me to call CBSA.

Call to CBSA - no clue, he was scratching his head and nothing conclusive came from the chat

Cuban Consulate - paid a personal visit, the visa officer asked me whether I'd done my homework as typically Tourist Cards are included in the cost of the ticket. Showed him my Westjet ticket and he just shook his head. Asked me to come back with my wife, as she needs to be in consulate with me with completed forms. Cost $23 per applicant. He concluded by saying he didn't want us to double pay for the Tourist Card, nice of him.

Westjet Agent 2 - on my drive back from the consulate, figured why not call Westjet again. This time ran into an agent that vehemently stated its included in the ticket and the conversation lasted 15 mins with her assuring me it's no big deal. Just show up, take the flight and fill the cards. As long I'm flying on a Canadian passport, that's all that's needed. When I told her about Agent 1's response, she dismissed her by calling her a possible trainee.

Westjet Agent 3 - with conflicting answers, my wife took it upon herself to clarify. Ran into an agent that told her it's not included. At this point the fit was ready to hit the shan.

Westjet Agent 4 - immediately called back and got another agent, this guy was patient, heard the story, took his time and then confirmed the following. It is included and shows up under $16 "YRI (Service Fee Carrier Imposed Miscellaneous)". They no longer issue a Tourist card on flight . As soon as you check in, Westjet transmits the information to the Cuban government. That takes care of the Tourist Card. He also asked us to fill the "Advance Travel Information" form 48 hrs before flying ( https://dviajeros.mitrans.gob.cu/inicio ) for ease of travel to Cuba . When pressed to send me an email confirming this conversation, he declined but assured us the entire conversation is on the flight reservation call logs.

At this point, we will just forgo applying with the consulate. If this story isn't convincing enough and is clear as mud, visit the consulate in Etobicoke, take all flying adults with you, carry your passport, health insurance, hotel booking and flight tickets with 2 pictures of everyone that needs the card. Pay $23 pp and get the card the same day. Sadly, I've had multiple friends that visited Cuba in the past but everyone with vacation packages. Don't depend on them for answers. The internet is rife with half baked information that sends you into a rabbit hole which leaves you more confused than ever. Everyone has their 2 cents but it's YOU that's flying not them, and information yesterday might not be relevant today.

Good luck with your trip. We are flying into Varadero soom, heading out to Havana for a week, then back to Varadero last couple days before flying out.

The Caribbean country of Cuba has always been an interesting travel proposition. As one of the few countries in the world still to identify as communist, it’s always been on my list as a travel destination that I had yet to realize. After being able to tag onto a girls’ trip, I was able to accompany MrsWT73 and her friends for a week of exploring Cuba.

Trip Introduction: Havana and Varadero, Cuba via Westjet Airlines.

Trip background:.

Every year, Mrs WT73 gets herself a kitchen pass and takes a girls trip to Las Vegas or another sunny destination with her friends. This year, in honour of celebrating an especially round birthday celebration in the group, it was decided to go to Cuba for a week to change up the scenery. Surprisingly, I was asked: would I be interested in tagging along to see what Cuba was like? Sure !

Part of my motivation for taking this trip was to see what Cuba would be like before it opened up to general travel. At the time of this trip, the tourism Visa restrictions were lessening with the United States in the twilight of Barack Obama’s term in the fall of 2016, and it wouldn’t be long before one of the largest markets in the first world would be on Cuba’s doorstep. Although a country doesn’t change overnight, it would be a great opportunity to see the country.

As it turned out, there was a stunning political upset against Democratic Candidate Hillary Clinton that would land Republican President Donald Trump as president for the next term. This would undue many of the more liberal Democratic policies under Obama’s administration. The country would not end up seeing the opening that many Cuban’s aspired to see.

Trip Planning and Constructing the Trip:

The country of Cuba isn’t open for regular travel for citizens of the United States unless they meet certain categories under humanitarian purposes. Although there are some exceptions, it is difficult to book a commercial flight between the United States and Cuba.

Many Canadians visit Cuba on vacation tourist packages. This particular trip was arranged wholly through Westjet Vacations – the carriers vacation package program from Canada’s second most popular carrier. In these cases, the flights overfly the United States without any direct stops on the way to Cuba.

Tickets purchased through the Canadian operators’ program automatically come with a Cuban Tourist Card which is required at immigration in order to enter the country. Some carriers sell tourist cards and if you’re approaching Cuba from Latin America or Europe, it’s worth inquiring whether your ticket includes a Cuban’ Tourist Card.

The week in Cuba, including round trip Westjet flights Vancouver (Abbotsford – Calgary. – Varadero) , a coach transfer from the Varadero Airport to the hotel, and 7 days all inclusive in Cuba, cost $1,099 plus $94.79 in taxes, totalling $1,193.79 CAD ($966 USD) per person on a two person sharing basis. I can’t imagine a week’s holiday with airfare getting much cheaper than this. We were able to credit our short Abbotsford – Calgary flights to AAdvantage Program. However, due to terms and conditions relating to the embargo of the United States doing business with Cuba, we were unable to get any frequent credit for our Calgary – Varadero flights with the AAdvantage program.

I didn’t pick any of the hotels in this report (or flights) so it’s strictly a report on what we found in Cuba without any miles strategy.

The dimensions of checked baggage must be within 157 total centimeters or 62 total inches and not weighing more than 23 kilograms or 50 pounds.

Any checked bag exceeding the size or weight allowance is subject to all applicable oversized weight and size restrictions and  fees . If you're travelling with overweight or oversized baggage, we recommend that you arrive 30 minutes prior to the recommended  check-in times  to allow time for screening.

Oversized and overweight baggage

Cremated remains

  • All cremation containers will be X-rayed. Documentation from a funeral home does not provide exemption to the screening requirement.
  • The Canadian Air Transport Security Authority recommends that cremated remains be transported in temporary containers (such as those made from plastic, cardboard or cloth) as these containers are more likely to scan clearly and pass security screening. Please note: screening officers are not permitted to open a cremation container, and will not inspect the contents if you open it yourself.
  • Containers that do not pass security screening as carry-on baggage will not be accepted as checked baggage.

Equipment for infants and children

Lap-held infant Two pieces of child/infant equipment (infant restraint system, playpen or stroller) are permitted at no charge and can be checked at the gate as you board. No substitutions, e.g. a wagon or stroller wagon, are permitted.

Fare-paying child/infant One piece of child/infant equipment (approved restraint system (car seat), playpen or stroller) will be permitted at no charge in addition to the checked baggage allowance for the fare class booked. No substitutions, e.g. a wagon or stroller wagon, are permitted.

WestJet only allows infant and child restraint systems approved by Transport Canada or the Federal Aviation Administration to be used on board the aircraft. For details on non-acceptable and acceptable infant and child restraint systems, please see  approved restraint systems (car seats) .

Humanitarian aid

WestJet will review requests for one piece of checked baggage containing humanitarian aid (departing Canada) or return of one rescue animal (to Canada) per guest.

Request a fee waiver  for humanitarian baggage.

Labelling your baggage

In spite of our best efforts, baggage may sometimes be  delayed or go missing . Should this occur, one of the best ways to help ensure you and your belongings are reunited is to attach a tag with your name and contact information, clearly, to each bag.

It's also a good idea to place your contact information inside your baggage. You can place a business card or our  WestJet guest information form  in a visible spot.

Medical equipment and medication

We recommend that whenever your medical equipment fits within the carry-on baggage dimensions you take it as carry-on baggage. Medication should be packed in your personal item.  Although we do not charge a fee for medical equipment, most portable medical devices (PMEDs) must be approved for air travel as they contain batteries which are classified as dangerous goods. Please review the Medical equipment and medication page well in advance of when you intend to travel to be sure these items arrive safely.

Military baggage information

WestJet waives baggage fee(s)* for active or veteran Canadian military personnel.

Any military personnel travelling for business or personal reasons can do so with a maximum of four bags on WestJet flights and a maximum of three bags on WestJet Encore flights at no additional charge. We will not charge overweight and/or oversized baggage fee(s) fee(s) for military personnel; however, baggage exceeding our maximum permitted size or weight will not be accepted as guest baggage and must be shipped via cargo (all applicable fees apply).

Please be aware of the following military identification we accept, and what you must produce before you board your flight:

  • A CFOne card with "CF" or "V"
  • Certificate of Service (CF 54 or CF 75) from any branch of the Canadian military
  • Discharge certificate from any branch of the Canadian military
  • DND ID card for National Defense (NDI 20)
  • Record of Service Card (NDI 75)
  • Statement of Service from any branch of the Canadian military
  • Valid DND temporary ID card (NDI 10)
  • National Association of Federal Retirees with “Canadian Armed Forces Veteran” stated on the card.

WestJet also waives the baggage fees* for active military personnel from other countries who show valid military identification.

* Note: To have your baggage fee(s) waived, WestJet must be the marketing and operating carrier on the entire journey.

This exemption does not extend to:

  • Current Department of National Defence (DND) public servants and their families
  • Serving and former Royal Canadian Mounted Police (RCMP) and their families
  • Other members of first-response agencies, peace officers, etc.
  • Current staff of Defence Research and Development Canada (DRDC) and their families
  • Current staff of Defence Construction Canada (DCC) and their families
  • Current staff of Communications Securities Establishment (CSE) and their families
  • Honourary Colonels/Captains(N), Lieutenant Colonels/Commanders and their families
  • Former Staff of the Non-Public Funds, Canadian Forces with a pension and their families
  • Former Staff of Department of National Defence (DND) with a pension and their families
  • Family members of the Staff of the Non-Public Funds (NPF), Canadian Forces (CF)
  • Family members of the Military Family Resource Centre (MFRC)
