Prime Minister Narendra Modi, in his first visit to Nepal on Monday after his 2019 re-election will focus on cementing bilateral ties on the pillars of shared culture and civilisational heritage, connectivity, energy, and education, people familiar with the matter said.

Modi will be meeting Nepal Prime Minister Sher Bahadur Deuba at Lumbini, the birthplace of Prince Siddhartha who became Buddha after enlightenment at Bodh Gaya in India, on Monday after taking a short helicopter ride from Kushinagar in Uttar Pradesh, the place where the Lord attained Nirvana after his death. He will also visit the historic Lumbini heritage site on auspicious Buddha Purnima Day, the day the founder of Buddhism, which has nearly half a billion followers around the world, was born, achieved enlightenment, and attained Nirvana.

While Modi and Deuba will inaugurate an India-funded Buddhist Centre at Lumbini, the main purpose of the visit is to deepen the cultural connect between the two neighbours by focusing on their shared common Hindu and Buddhist heritage. The Indian PM has already paid a visit to Sita Devi Temple in Janakpur and the famous Vishnu Temple at Muktinath in his earlier visits to Nepal.

Beyond the cultural connect, the two countries will push for better connectivity through road and air with Kathmandu seeking more air entry corridors to India. The two close neighbours are expected to move on education with the possibility of a premier Indian technical university establishing a satellite campus in Kathmandu and Nepal getting the benefit of Indian advanced education in emerging and critical fields such as quantum computing, the people cited in the first instance added.

With deepening of energy cooperation finding a mention in the vision statement released during Deuba’s visit to India last month, the two sides will be discussing hydro-electric cooperation based on mutual benefit. India is keen to not only invest and build hydro-electric power units in Nepal but also build the transmission lines to evacuate power for sale across the border. This will not only lead to infrastructure development in Nepal but also bring hard currency to Kathmandu’s coffers.

The people said that while Modi is all for helping Nepal grow, India’s national security planners are keen that Kathmandu recognises New Delhi’s concern over Chinese inroads into the Himalayan Republic in the power and road infrastructure sector. For instance, the Gautam Buddha International airport in Bhairahawa near Lumbini has been upgraded by a Chinese company to be the second international airport in Nepal after Kathmandu. This airport, which is less than 10 km from the international border with India at Sonauli, will also be inaugurated by Deuba on May 16 after which he will arrive in Lumbini to meet the Indian Prime Minister.

  • At the invitation of the Rt. Hon. Prime Minister Mr. Sher Bahadur Deuba, His Excellency Shri Narendra Modi, the Prime Minister of India, will pay an official visit to Lumbini, Nepal, on 16 May 2022. The Prime Minister of India will attend the special ceremony on the auspicious occasion of Buddha Jayanti in Lumbini.
  • The Prime Minister of India together with the Prime Minister of Nepal will participate in a prayer at the Mayadevi Temple, lay the foundation stone for the construction of a centre for Buddhist culture and heritage at the Monastic Zone in Lumbini, and address the special ceremony to be organized to celebrate Buddha Jayanti at the Lumbini International Buddhist Meditation Center and Assembly Hall.
  • Dr. Narayan Khadka, Minister for Foreign Affairs, will call on Prime Minister of India Shri Narendra Modi.
  • While in Lumbini, the two Prime Ministers will hold bilateral talks and exchange views on Nepal-India cooperation and matters of mutual interests. The Prime Minister of Nepal will host a luncheon in honour of the Prime Minister of India and the visiting delegation.
  • The upcoming visit of the Prime Minister of India will contribute to further strengthening the bilateral relations and the age-old socio-cultural bonds between the two countries.
  • This will be the fifth visit of Shri Narendra Modi to Nepal as the Prime Minister of India.

Prime Minister Narendra Modi on Monday held bilateral talks with his Nepalese counterpart Sher Bahadur Deuba in Lumbini - the birthplace of Gautam Buddha - during which they discussed ways to strengthen ongoing cooperation and develop new areas in the multifaceted bilateral partnership. After their talks, the two sides signed six Memorandum of Understandings (MoUs) on cooperation in cultural and educational sectors. Modi, who is in the Himalayan nation at the invitation of Deuba on a day-long visit to Lumbini on the occasion of Buddha Purnima, met Deuba after offering prayers at the sacred Maya Devi temple. It is the prime minister's fifth visit to Nepal since 2014. Modi and his entourage arrived in Lumbini on a special Indian Air Force helicopter from Kushinagar, Uttar Pradesh. Land-locked Nepal relies heavily on India for the transportation of goods and services. Nepal's access to the sea is through India, and it imports a predominant proportion of its requirements from and through India. The India-Nepal Treaty of Peace and Friendship of 1950 forms the bedrock of the special relations between the two countries.

While Buddha was born in Lumbini in Nepal, he attained enlightenment in Bodhgaya in Bihar, preached his first sermon at Sarnath and attained Nirvana in Kushinagar, in Uttar Pradesh. Lumbini is the holy place where according to Buddhist tradition, Queen Mahamayadevi gave birth to Siddhartha Gautama at around 623 B.C. Lord Buddha, was born in the famous gardens of Lumbini, which soon became a place of pilgrimage. Among the pilgrims was the Indian emperor Ashoka, who erected one of his commemorative pillars there. The site is now being developed as a Buddhist pilgrimage centre, where the archaeological remains associated with the birth of the Lord Buddha form a central feature. Some of the other Viharas and Monasteries in the area are Myanmar's Golden Temple, Tara Foundation Temple, The Sri Lanka Monastery, the Korean Temple (Dae Sung Shakya), the Cambodian Monastery and the Vietnamese Phat Quoc Tu Temple. Lumbini is one of the holiest and most important places in Nepal as a result of which it was included in the list of World Heritage areas by UNESCO.

Bi-lateral talks to be held today

Ahead of his one-day long visit to Lumbini, Prime Minister Modi said that he was forward to meeting Nepalese PM Sher Bahadur Deuba after their "productive" discussions during the latter's visit to India last month.

"Our ties with Nepal are unparalleled. The civilisational and people-to-people contacts between India and Nepal form the enduring edifice of our close relationship," Modi said in his departure statement.

"My visit is intended to celebrate and further deepen these time-honoured linkages that have been fostered through centuries and recorded in our long history of inter-mingling," he said.

It is learnt that some MoUs on cooperation in cultural and educational sectors are expected to be exchanged between the two countries after the Modi-Deuba talks.

Visit of Prime Minister to Lumbini, Nepal (May 16, 2022)

Prime Minister Shri Narendra Modi paid an official visit to Lumbini, Nepal on May 16, 2022, coinciding with the auspicious occasion of Buddha Purnima, at the invitation of the Prime Minister of Nepal Rt Hon’ble Sher Bahadur Deuba. As Prime Minister, this was Shri Narendra Modi’s fifth visit to Nepal and first to Lumbini. 2. Prime Minister was warmly welcomed on arrival by Prime Minister Deuba, his spouse Dr. Arzu Rana Deuba, Minister for Home Affairs Mr. Bal Krishna Khand, Minister for Foreign Affairs Dr. Narayan Khadka, Minister for Physical Infrastructure and Transportation Ms. Renu Kumari Yadav, Minister for Energy, Water Resources & Irrigation Ms. Pampha Bhusal, Minister for Culture, Civil Aviation and Tourism Mr. Prem Bahadur Ale, Minister for Education Mr. Devendra Paudel, Minister for Law, Justice & Parliamentary Affairs Mr. Govinda Prasad Sharma, and Chief Minister of Lumbini Province Mr. Kul Prasad KC. 3. Upon arrival, both Prime Ministers visited the Mayadevi temple, within which lies the birth place of Lord Buddha. At the temple, the Prime Ministers attended prayers conducted as per Buddhist rituals and made offerings. The Prime Ministers lit lamps and visited the historical Ashoka Pillar, that carries the first epigraphic evidence of Lumbini being the birthplace of Lord Buddha. They also watered the holy Bodhi tree that was brought as a gift by Prime Minister Modi during his visit to Nepal in 2014. 4. Prime Minister Modi together with Prime Minister Deuba participated in the "Shilanyas” ceremony for the construction of the India International Centre for Buddhist Culture and Heritage at a plot in Lumbini belonging to the International Buddhist Confederation (IBC) based in New Delhi. The plot was allocated to the IBC by the Lumbini Development Trust in November 2021. After the "Shilanyas” ceremony, the Prime Ministers also unveiled a model of the Buddhist centre, which is envisaged as a Net-Zero compliant world-class facility that would house prayer halls, meditation centre, library, exhibition hall, cafeteria and other amenities and would be open to Buddhist pilgrims and tourists from around the world. 5. Both Prime Ministers held a bilateral meeting, during which they followed up on their discussions held on April 2 in New Delhi. They discussed specific initiatives and ideas to further strengthen cooperation in various sectors, including culture, economy, trade, connectivity, energy and development partnership. The two sides agreed in principle to establish sister city relations between Lumbini and Kushinagar, that are among the holiest sites of Buddhism and reflects the shared Buddhist heritage between the two countries. 6. The two Prime Ministers expressed satisfaction at the progress made in bilateral power sector cooperation in recent months, that covers development of generation projects, power transmission infrastructure and power trade. Prime Minister Deuba invited Indian companies to undertake the development of West Seti hydropower project in Nepal. PM Modi assured India’s support in the development of Nepal’s hydropower sector and in encouraging interested Indian developers to expeditiously explore new projects in this regard. Both Prime Ministers agreed to further expand educational and cultural exchanges to bring the people of the two countries closer. A Luncheon was hosted in honour of Prime Minister Modi by Prime Minister Deuba. 7. Both Prime Ministers participated in a special event to mark the 2566th Buddha Jayanti celebrations that was organized by Lumbini Development Trust under the aegis of the Government of Nepal. At the event, PM Modi addressed a large gathering of monks, officials, dignitaries and those associated with the Buddhist world. 8. The visit of Prime Minister to Lumbini, Nepal follows the successful visit of Prime Minister Deuba to Delhi and Varanasi from 1-3 April 2022. Today's visit has provided further momentum to the multifaceted partnership between the two countries and advanced cooperation in key areas, particularly in education, culture, energy and people to people exchanges. Prime Minister Modi’s visit to Lumbini also emphasizes the deep and rich civilizational connect between India and Nepal and the contribution of people on both sides to foster and promote it. 9. On Buddha Purnima, PM To Visit Nepal As Both Neighbours Look To Improve Ties

This year's Buddha Purnima on Monday might mark a new milestone in India-Nepal relationship as Prime Minister Narendra Modi will travel to Lumbini in Nepal, the birthplace of Lord Buddha, for a day-long visit to participate in several events, including a bilateral with his Nepal counterpart Sher Bahadur Deuba and also attend a ceremony to lay the foundation stone for a centre for Buddhist culture and heritage.

This will be PM Modi fifth visit to Nepal since 2014, and first by any Indian Prime Minister to Lumbini.

The route taken by PM Modi is of significance - he will fly on a chopper from Kushinagar in Uttar Pradesh, which is where Lord Buddha is believed to have attained nirvana, to Lumbini, where he was born.

This will signify India's thrust in connecting the two major pilgrimage sites on the Buddhist circuit, and take a lead in Buddhist legacy diplomacy at a time when China, over the years, had pushed its so-called "soft Buddhism" diplomacy in Nepal.

PM Modi will visit Maya Devi temple and offer prayers. He will also deliver an address at the Buddha Jayanti celebrations organised by the Lumbini Development Trust. The Prime Minister will participate in the foundation laying ceremony for the construction of a centre for Buddhist culture and heritage centre within the Lumbini Monastic Zone, which India is helping to build.

PM Modi and his Nepal counterpart Mr Deuba will hold a bilateral meeting in Lumbini, followed by a lunch hosted by the Nepal Prime Minister. After that, PM Modi will leave for Kushinagar again.

Just a month ago, Mr Deuba  was in India on a three-day visit, his first foreign visit after taking charge as the Prime Minister of Nepal. That visit was seen by experts as a fresh move between Nepal and India to improve mutual trust and boost ties as India-Nepal relations have seen hurdles during the regime of previous Prime Minister KP Sharma Oli of the Himalayan nation.

Ties nosedived especially after 2015 when there was widespread resentment against India for allegedly interfering in the constitution-drafting process of Nepal. Mr Oli's new map in 2020 that included Indian territories was condemned by India as a "unilateral measure".

Although both India and Nepal have not spelt out the agendas for the bilateral meetings, five memorandum of understandings (MoUs) are expected to be signed on Monday, sources said.

Among them the prominent ones are - the Indian Educational and Cultural Foundation will sign one MoU each with Lumbini Buddhist University and Tribhuvan University, and three MoUs with Kathmandu University.

Lumbini Buddhist University and the Indian Council for Cultural Relations (ICCR), Tribhuvan University Nepal and Centre for Asian Studies (CNAS) and ICCR, Kathmandu University and ICCR, the KU and the Indian Institute of Technology in Chennai are scheduled to sign two other MoUs.

Nepal is expected to ask India to support its power projects. Mr Deuba and PM Modi had signed a joint vision statement on power sector cooperation for generation, transmission and trade.

The early finalisation of the Pancheshwar Multipurpose Project figured in talks, officials added. Nepal being power surplus wants India to buy its power, but India is reluctant since energy is largely produced by Chinese companies in Nepal, official sources added.

However, India is looking to invest more in Nepal as China has the highest foreign direct investment or FDI in Nepal.

Prime Minister Narendra Modi’s visit to Lumbini on Buddha Poornima was intended to convey that the shared culture between India and Nepal is far more valuable than the money that China has been pouring into the birthplace of the Buddha. If the Modi government’s early reliance on a Hindu connect to win influence in Nepal did not have the desired effect, the carefully chosen date and destination of Modi’s fifth visit to Nepal since becoming Prime Minister was a push to make up for lost time and opportunity with another shared religion. Lumbini is also where China’s presence looms close to the Indian border, from a Beijing financed airport to a Chinese monastery. The announcement of a joint India-Nepal plan to give Lumbini its rightful place in the Buddhist circuit promoted by Indian tour operators, the Prime Minister’s reiteration that this was the birthplace of the Buddha, and the laying of the foundation stone for an Indian monastery are belated attempts to deploy Indian soft power to reclaim some space in India’s Himalayan neighbour. The real potential for turnaround in bilateral relations, though, lies via the more mundane route of infrastructure projects. One of the big stumbling blocks in the India-Nepal relationship used to be Delhi’s inability to complete agreed upon infrastructure projects in Nepal, including roads, railway lines and mega power projects. Over the last few years this has changed.

During his 45-minute meeting with Modi, Nepal Prime Minister Sher Bahadur Deuba invited Delhi to take up the long stuck West Seti hydro power project, which was once taken up by Australia but abandoned, and later coveted by China Three Gorges Corporation. The offer follows India’s success with the 900 MW Arun III hydropower project, developed by Satluj Jal Vidyut Nigam (SJVN), a joint venture between the Centre and the Himachal Pradesh government. Among other significant agreements signed during Modi’s visit is a proposed collaboration between Madras IIT and Kathmandu University for a joint degree programme, and a second in the higher education sector between Indian Council of Cultural Relations and Lumbini Buddhist University for the establishment of a Dr Ambedkar Chair for Buddhist Studies.

The spadework for the agreements in diverse sectors signed during the six-hour visit, was clearly done well ahead. Deuba, who replaced K P Sharma Oli as the Prime Minister last year, and was in New Delhi on an official visit in April, appears to have had a calming effect on bilateral ties roiled by stormy weather in recent years. The Prime Minister’s remark that bilateral ties are “as stable as the Himalayas” may have been more aspirational than accurate and, as a goal, also conveys a sense of the distance that both sides need to travel.

PM Modi to visit Nepal briefly on May 16

Prime Minister Narendra Modi will travel to Nepal on May 16 for a brief visit to Lumbini, the birthplace of Gautam Buddha.

PM Modi will visit the Himalayan nation at the invitation of his Nepalese counterpart Sher Bahadur Deuba, according to Nepal Prime Minister's Press advisor Anil Pariyar.

During the hour-long trip, Prime Minister Modi will pay a brief visit to Lumbini in western Nepal on the occasion of Buddha Purnima, Lord Buddha’s birth anniversary, the official said.

It will be Prime Minister Modi’s first visit to Nepal after his re-election in 2019.

Prime Minister Deuba is also scheduled to participate in the programme along with his Indian counterpart.

The Ministry of Foreign Affairs, however, is yet to make an official announcement about the visit.

Deuba was in Delhi last month on his first bilateral visit abroad after becoming prime minister for the fifth time in July 2021.

During the visit, which was aimed at injecting fresh momentum into bilateral ties, Deuba held talks with Modi on a number of key issues, including the boundary issue.

Nepal is important for India in the context of its overall strategic interests in the region, and the leaders of the two countries have often noted the age-old "Roti Beti" relationship.

The landlocked Himalayan nation shares a border of over 1,850 kms with five Indian states - Sikkim, West Bengal, Bihar, Uttar Pradesh and Uttarakhand. Nepal relies heavily on India for the transportation of goods and services.

In yet another positive step towards improving bi-lateral relations with India's neighbouring countries, Prime Minister Shri Narendra Modi embarked on a two day (3-4 August 2014) visit to Nepal. He was formally invited by the Government of Nepal in order to speed-up the negotiations and strengthen the relations. "This is the land of Sita and Janak, Nepal-India relations are as old as the Himalayas and the Ganga," Prime Minister Shri Narendra Modi said during his two day visit to Nepal.

Prior to his departure for Nepal

Prime Minister Shri Narendra Modi expressed his feelings before his visit to the Himalayan Kingdom. He was glad that within weeks of assuming office as PM, he got the chance to visit the country. "My visit reflects our shared heritage of nature, history, culture, spiritualism and religion. It highlights the high priority that my Government attaches to our relations with Nepal and our determination to take our relationship to an entirely new level," he said before leaving for the visit. This is the first bi-lateral visit to Nepal by an Indian PM in last 17 years. On his plans for the visit, he said, "During my visit, I will have the opportunity to hold detailed discussions with the Nepalese leadership on the entire gamut of bilateral relations. I look forward to working with the leadership of Nepal to forge a new relationship for the new century between our two rapidly transforming countries." He further added, "We will identify steps to strengthen our bilateral cooperation in key sectors, including trade and investment, hydro power, agriculture and agro-processing, environment, tourism, education, culture and sports. I will also discuss with Nepali leadership and their business leaders how we can harness the full potential of the new digital age to empower and create new opportunities for the youth of the two countries".

Two day visit to Nepal 

PM Shri Narendra Modi, accompanied by the National Security Adviser Ajit Doval and Foreign Secretary Sujatha Singh, is the first foreign leader to address the Nepalese constituent assembly-cum-parliament on Sunday, 3rdAugust 2014. Prime Minister of Nepal Shri Sushil Koirala, who graced his Indian counterpart’s swearing-in ceremony with his presence, received Shri Modi at the Tribhuvan International Airport, Kathmandu.

Recalling his previous visits to the country as a pilgrim, he said in Nepali language before continuing his speech in Hindi, "I have returned to this beautiful country as a friend and I am happy to come here as Prime Minister". He undoubtedly created a wave of euphoria amongst the Nepalese people as he started his gripping address to the Parliament in Nepali language. Talking about the trip, he added, "Since the day I entered the Prime Minister's office, strengthening relationship with Nepal is one of the top priorities of my government".

Addressing the Nepalese Parliament

While addressing the Nepalese Parliament, Shri Modi announced Rs 10,000 crore as concessional line of credit to Nepal. The man who has all the formulae for development, also proposed a HIT formula for the development of the land-locked country endowed with rich hydropower potential. By HIT, the Indian Prime Minister meant - H:Highways, I:I-ways and T:Transways. Shri Modi said, “these three combined together would pave the way for rapid development of the country and India wants to give this gift at the earliest.”

Shri Narendra Modi held talks with Nepal Prime Minister Koirala and Shri Mahendra Bahadur Pandey, Minister of Foreign Affairs of Nepal in Kathmandu on Sunday. "Modi is result-oriented and gives priority to economic prosperity. He wants to consolidate ties with Nepal," foreign minister Mahendra Bahadur Pandey said after the meeting.

According to Nepal PM’s Foreign Policy Advisor, Dinesh Bhattarai, Prime Minister Shri Narendra Modi said to Koirala, “My visit is focussed on development and a new beginning between the two countries,” in the presence of Indian and Nepali government figures and officials. Shri Narendra Modi assured Nepal PM that the ongoing peace process in Nepal would be concluded as per Nepal’s requirements as it is completely a Nepali matter. In the presence of the prime ministers of both the countries, the officials signed three memorandum of understanding (MoU) – • Tourism development in Nepal • Goitre Control Programme in Nepal, • Co-operation between the state-controlled television channels – Doordarshan and Nepal Television (NTV) They also exchanged terms of reference (ToR) on Pancheshwar Development Authority. Indian Prime Minister Shri Narendra Modi offered a credit line of $1 billion to the Himalayan nation for road and hydro-power projects. Shri Narendra Modi also expressed his hopes for the India-Nepal relationship to serve as a "model and catalyst" for South Asian partnership for prosperity.

On reuniting Jeet Bhadur with his family during the Nepal visit

Shri Modi’s Nepal visit was also a landmark visit on a personal note. During his visit to Nepal he was accompanied by Jeet Bahadur, a boy from Nepal who was being supported by the PM for several years. It was an emotional moment for all of them. "...Long back, I met a young, helpless boy named Jeet Bahadur who had no idea about his whereabouts and also did not understand language properly... Inspired by the almighty, I started worrying about his future and soon he developed an interest in studies and also started understanding Gujarati...," Shri Modi tweeted.

Jeet Bahadur left his home years ago and reached Ahmedabad, where he met Shri Modi. Shri Modi then took care of his education. A few years ago a businessmen from Nepal met Shri Modi, who told him that he would only visit Nepal once the boy’s family located he would visit Nepal. In record time the family was located and Jeet Bahadur was united with his family. During this trip Shri Modi had the opportunity to travel to Nepal with Jeet Bahadur himself and meet his family.

People in Nepal were at its best ahead of the visit. "All preparations related to Modi's visit have been completed", said Dinesh Bhattaraio, foreign relations adviser to Sushil Koirala. The flags of both the countries, Nepal and India were put up on the major streets of the city. The Himalayan country was excited about the visit and there people on the roads to catch a glimpse of Modi ji, who in turn made special efforts to connect with people. It was a lovely sight.

Extending special hospitality to Shri Narendra Modi, Nepal's Speaker Subash Chandra Nembang ordered a special tea from Ilam. Ilam is a place in Nepal which produces world class green tea.
