Could Bali Learn From Japan’s New Tourism Bans?

Over the last two years Bali has been battling against a small but growing minority of unruly culturally disrespectful and in some cases criminally inclined tourists visiting the island.

Some would argue this is an issue that has been going on for decades.

But could the Island of the Gods learn a thing or two from Japan when it comes to reclaiming private spaces and quashing disrespectful behavior?

Japan has boomed as a travel destination for Australian tourists since the end of the pandemic. With so much culture to explore, incredible ski resorts, great family-friendly resorts, and buzzing metropolitan cities, Japan ticks a lot of boxes.

In fact, Japan has overtaken Bali as one of the leading travel destinations for Australian tourists, although Australian tourists are still the most frequent international arrivals in Bali.

Towards the end of 2023, Kyoto’s well-known geisha community in Gion called upon the local government to take serious action against their quaint and quiet streets becoming a ‘theme park’.

The community had been seeing an ever-increasing number of tourists, many of whom were experiencing the areas in a wholly detached way, walking through private streets, taking photos without permission, stalking geisha women and interfering with daily life simply by being around.

The Kyoto and local government listened and have installed signs banning tourists from ‘private’ streets in Gion. What’s more, tourists will be issued with a hefty fine if they are caught taking photos of geisha women in their famous kimonos without permission, to the tune of Y10,000 around AUD 100.

The signs are printed in both Japanese and English and read, “this is a private road, so you are not allowed to drive through it.” The ban isn’t kicking tourists out of Gion for good.

Tourists are still welcome to roam the main public streets, and there is so much to explore, but the private streets used by residents and the community will now be protected from tourist views.

This is an ideal that Bali could learn from. Over the last few years, and even just last week, tourists have been overstepping the line when it comes to cultural respect .

Tourists in Bali have been known to flout rules regarding temple dress codes, even sitting in sacred spaces completely naked for photoshoots or starting fights with security guards who have closed local community streets for ceremonial parades.

Bali has introduced a number of measures to help reinstate peace and harmony between tourists and the local community, keep tourists safe, and educate visitors about what is and isn’t acceptable.

But could banning foreigners and tourists from certain areas of the island be the drastic approach needed to really preserve Balinese culture?

New measures introduced recently include the tourism tax levy and the deployment of a series of tourism police units and their canine friends to help get on top of the issue.

The IDR 150,000 fee is set to be used to help ‘nuture nature’ while ‘preserving Balinese culture’ and improving tourism infrastructure on the island.

However, since the tax was written into legislation and came into effect on the 14th of February, it is believed that 60% of foreign tourists who should have been paying the fee have not yet done so.

Either the socialization of the new tax has not been widespread enough, or tourists are chancing their luck at dodging the fee.

The new Tourism Satpol Police Units are out on patrol in Bali’s busiest and most popular resorts and attractions.

They have been supporting the Bali Tourism Office in ensuring visitors are paying their tourism tax by conducting spot checks and are also on hand to chat with tourists about the list of do’s and don’ts as issued by the Bali provincial government last year.

The officers are dressed in a more informal ranger-style uniform, are young and enthusiastic, and each unit is accompanied by their ‘tourist friend’, a specially trained Kintamani puppy who serves as a kind of talking opener and has been trained to be around tourists and sit still for photos.

Bali and its Balinese are in the way . In order to achieve “ peak tourism” Balinese must be separated from interaction with tourists. Bali is no longer a cultural reserve anymore than Ubud monkeys. Bali is ‘ an entertainment zone’ and the sooner they take that idea seriously there will less spillage of unspent capital to foreign real estate buyers and fewer wasted revenues spent on religious and social conflicts. The Russians have the right idea ….’ Isolation from all others’ while locals deliver clean sheets and exotic sex partners.

Tourists should only go to Balinese celebrations if they've been invited by the village. My husband and I went to a tooth filling ceremony a few years ago but we were invited by friends who live in the village. It was very interesting. We made a small monetary contribution as the Balinese have so many celebrations which are wonderful but can get expensive. A couple of tourists tried to get to m but they were turned away.

YES! FINES FOR TOURISTS! OF COURSE!

Just completely ignore the amazing cleaniless, politeness and top-of-the-world public transport, ór the fact that they teach Japanese who work in tourism exactly how to deal with tourists, but just suggest all will be solved when you start fining tourists. FFS.

You know what they also do in Japan? They keep their streets clean, they treat nature with upmost respect, they have a waste-management system, they do not burn plastic in front of your house, they are in time because they know it's insulting to somebody else if you are late and they keep quit in public transport in order not to disturb other people! A wonderfull country indeed! So maybe try all that first, before suggesting tourists who are tricked into coming to "the magical island" should fear being fined.

Oh, btw, also a good one to borrow from the Japanese: It's free to enter Japan as a tourist, and immigration takes you no more than 30 minutes ;). Another bonus: you will not feel threatened by an army of local taxi drivers when you try to leave the airport!

But yes, of course, find more ways to demand money without actually improving what you are offering.

Japan is doing minor adjustments. In the Canarias islands (belong to Spain) on the other hand there is an "uprising" against the effects of mass tourism:

"The dramatic influx of holidaymakers to the Canarias has allegedly led to congestion of health services, the collapse of the waste management system, the lack of water for consumption and the agricultural sector, overcrowding of protected spaces, a rise in crime and a loss of biodiversity, among other complaints."

Sounds exactly like the issues in Bali. But are the big wigs going to do anything to rescue their cash cow? Or just see how far they can take it?

Bali reopens to foreign tourists, but government rules keep them away.

Not a single international flight carrying tourists has landed in Bali, one of the world’s most popular destinations, and none are scheduled, even though Indonesia announced more than a week ago that the popular island was finally open again for tourists.

Arriving foreign tourists must spend their first five days in quarantine, but so far, hotels offering quarantine on the island report that no one has booked a room.

“We have been waiting every day for a week,” said Fransiska Handoko, vice chair of the Bali Hotels Association. “Where are they?”

Before the pandemic, tourism accounted for more than half of Bali’s economy but the island has been closed to foreign tourists since April 2020, leaving many workers desperate for income.

The Indonesian government abruptly reopened Bali on Oct. 14 to tourists from 19 countries who are fully vaccinated and test negative for the coronavirus. But it gave hotels and airlines little time to prepare and included numerous restrictions that make a Bali holiday unappealing.

Hotel operators say they have received many inquiries from abroad, but once they explain the rules, the callers lose interest.

One factor is the required five days of quarantine. Most Bali tourists come for a week, travel operators said, and don’t want to spend most of their visit confined to a hotel room.

“Two days’ holiday and spending most of the time in quarantine is nonsense,” said Wayan Adika, a reservation clerk at Bali Golden Tour, who has been fielding calls from around the world. “They think it’s better to wait until the quarantine requirement is revoked.”

Requiring even minimal quarantine has left Bali at a disadvantage in competing with other destinations. Thailand, for example, announced on Thursday that it would accept fully vaccinated tourists from 46 countries without quarantine starting Nov. 1.

Adding to the cost of a Bali trip, Indonesia will no longer issue free tourist visas. Instead, tourists must pay in advance for a visa that can cost $65 or more and entails a complicated application process.

Another deterrent for families has been a regulation barring children under 12 from entering Bali because they cannot be vaccinated. That rule will be lifted on Sunday.

Tourists arriving from the 19 nations, including China, India and Japan, must arrive on flights directly from their countries of origin. But most countries on the list, especially those in Western Europe, do not offer such flights.

Among those listed is the tiny European country of Liechtenstein, with a population of 38,000. Yet Indonesia excluded nearby Australia, whose travelers once flocked to Bali.

The regulations also are not easy on airlines. Indonesians traveling to Bali from overseas must fly first to Jakarta, leaving only non-Indonesian travelers to fill the Bali flights.

So far, no airline has scheduled a flight to bring tourists to Bali from abroad, according to a Bali airport spokesman, Taufan Yudhistira.

“We hope the government will re-evaluate the regulations,” said Rai Suryawijaya, Bali chairman of the Indonesian Hotel and Restaurant Association. “It is not productive when we are open but nobody is coming. If we are really open, we should make it easy.”

Excitement high as Bali set to welcome 6 tourists from Japan today

Government officials in Bali are set to attend a welcome ceremony for half a dozen tourists from Japan today, in an illustration of just how desperate the island is for tourism dollars.

As previously reported, Bali is re-relaunching international tourism starting Feb. 4, with the government arranging direct international flights and quarantine hotels on the holiday island. A limited international tourism relaunch in October 2021 had been anticlimactic, at best.

Heralding the new phase is the scheduled arrival of a Garuda Indonesia flight from Tokyo’s Narita Airport at Bali’s Ngurah Rai Airport at 4pm today. The plane will be carrying six foreign tourists, who will be given a ceremonial welcome by Bali officials.

“Myself and Vice Governor [Cok Ace] will be in attendance,” Bali Tourism Agency Acting Head Tjok Pemayun said yesterday.

“My hope is that the arrival of foreign tourists tomorrow will bring about hope so Bali recovers to what it was.”

Garuda is set to operate the Narita-Bali route once a week. Starting Feb. 16, Singapore Airlines will resume daily flights from the Little Red Dot to Bali. There have been no reports yet of other direct international routes being re-established with Bali.

Starting Feb. 4, the government said tourists from any country can come to Bali using an e-visa. For the October 2021 international tourism relaunch , only tourists from 19 countries, including New Zealand, Saudi Arabia, and Japan but excluding, most notably, Australia and Singapore, were allowed entry to Bali.

There will be no Bali-specific concession regarding mandatory quarantine to begin with, as foreign tourists are still expected to undergo five days of hotel quarantine if they’re fully-vaccinated, and seven days if they’re partially vaccinated.

Bali tourism officials say five hotels are ready to take on quarantining tourists, namely the Grand Hyatt and Westin Resort in Nusa Dua, the Royal Tulip in Jimbaran, the Griya Santrian in Denpasar, and the Viceroy in Ubud.

A quarantine package can go up to IDR12 million (US$836.88) per person, which includes three meals daily, laundry service, and PCR tests. However, the current prices were set for seven days of quarantine, and may be revised down in light of the central government recently reducing mandatory quarantine to five days.

Bali’s international tourism relaunch has been anti-climactic since the program launched in October 2021. In fact, an official said that not one commercial international flight landed at Ngurah Rai Airport in the three months since Bali reopened to international tourists .

Prior to the reopening, the island only saw 45 international tourists arriving in the first 10 months of 2021.

Tourism operators have lamented Indonesia’s strict travel restrictions and have called for exceptions to be made for Bali’s tourists.

Bali welcomed 6 million tourists in 2019. The island, which is almost entirely reliant on the tourism industry, came to a standstill when the pandemic hit.

Things began looking up towards the end of 2021, with domestic tourists arriving in large numbers to give the island’s economy a lifeline.

Bali Looks to Japan to Rebuild Tourism

Bali Governor Wayan Koster has promised to invite more direct international flights connecting Tokyo and Denpasar once travel corridors reopen between Japan and Indonesia.

NusaBali  reports that Bali’s  Provincial Government  is also seeking greater cooperation with the Nation of Japan in other fields, including energy.

Plans to add direct flight frequencies connecting Tokyo and Denpasar were put forth by Governor Koster during a meeting with the Consul-General for Japan to Denpasar, Katsumata Harumi, held at  Kompleks Jaya Sabha  – the Governor’s official residence in Central Denpasar on Tuesday, 12 January 2021.

The meeting between Governor Koster and Consul-General Katsumata Karumi served as an introductory meeting between the two men on the occasion of Harumi’s recent appointment as the Japanese Consul for Japan Bali.

During their initial meeting, Governor Koster revealed that he has also held discussions with the Japanese Ambassador to Jakarta and the national flag carrier  Garuda Indonesia  to discuss increasing flight capacity between Tokyo and Bali.

Bali and Japan have a long history of cooperation in tourism, economic development, education, and agriculture.

“I hope in the future that current levels of cooperation can be increases because of the many cultural similarities shared by Japan and Bali. The Japanese people value Balinese culture greatly,” said Governor Koster.

Koster said the potential exists in other areas of cooperation in sustainable clean energy and mass transportation systems that are environmentally friendly. 

Reflecting on the Provincial Government’s continuing efforts to bring the  COVID-19 epidemic  under control, Koster said: “The statistics continue to improve. Our record is outstanding in comparison with other regions of Indonesia. New cases are sufficiently under control with cure rates above 90% – that is the highest in all of Indonesia. Meanwhile, our fatality rate is the lowest.”

The Governor gave credit to the Balinese people, who have shown great discipline in following health protocols. This has been made possible, claims the Governor, because of the traditional villages’ involvement in supporting close compliance with health protocols.

At the meeting, the  Consul-General for Japan in Bali , Katsumata Harumi, said he was favorably impressed with how Bali controls  COVID-19.  Adding: “The initiatives undertaken by the Governor of Bali have been very helpful in preventing the widespread new infections. I can assure you that the Japanese living in Bali will conform to all the regulations and recommendations issued by the Provincial Government of Bali. Safety is our top priority.”

Harumi also offered his assurances that Bali will remain a leading tourism destination for the Japanese on holiday. “Bali has a rich culture and artistic life. It’s is also a place of rich natural beauty. Many Japanese love Bali. I will be doing my best to help Bali recover in the future,” said Harumi, who once served as the  Japanese Ambassador to Vanuatu.

Japanese Tourists can now travel to Indonesia and purchase a Visitor Visa (also known as Visa on Arrival).

Visit Visa for Bali, Indonesia (also known as Visa on Arrival, VoA & e-VoA)

Faq visit visa / visa on arrival, both, the visit visa is also called visa on arrival (or voa). .

Since Indonesia implemented an option to get the Visa online, it is (was) also called e-VoA. 

90+ nationalities can now get a 30days Visit Visa. 

Types and updated Codes based on travel purpose:

Most travelers to Bali who can get a Visit Visa will have to apply for the B1.

B1 - Tourist Purpose

  • Conducting activities related to tourism, and visiting friends or family.
  • Participate in meetings, incentives, conventions, and exhibitions as an attendee.
  • Traveling in Indonesia on a yacht (yachter). 

B2 - Business Purpose

  • Carry out activities related to business, meetings, or purchase of goods including but not limited to checking goods at the office, factory, or production site of goods.
  • Discuss, negotiate, and/or sign business contracts.

B3 - Medical Vist

  • conducting activities related to medical treatment.

B4 - Government related

  • Conducting activities related to Government Business.

YES - regardless of their age. Also infants.

This is how you can apply for the indonesia tourist visa / visa on arrival:, 1. electronic visa on arrival (e-voa - b1, b2, b3, b4).

You can apply and purchase the Visa already online and avoid queuing at VoA counters at the airport which will save you time and is much more convenient.

You can apply for e-VOA 14 days before your travel. However, you are advised to create an e-VOA request at least 48 hours before your departure, otherwise you might not receive it in time. The Visa is not issued instantly!

2. At the Airport / Harbour upon arrival in Indonesia

If you do not purchase the e-VoA before you arrive in Indonesia online, you can still purchase the Visa at the VoA counters at international airports in the arrival halls (or at harbours, if you arrive by boat or cruise ship).

  • The Visit Visa (VoA) is valid for 30 days initially.
  • The Visa can be extended ONLY ONCE for another 30 days.

There are two ways to extend the Visa on Arrival: 

  • If you purchased the Visa ONLINE , you can also extend the visa ONLINE but on the immigration website where you got the visa in the first place ( Imigrasi ). For that you need the login to the account that you created when you applied for the Visa.
  • If you purchased the Visa in person upon arrival you need to apply for a 30days extension in person at an immigration office. We strongly suggest you work with a Visa Agent to get this done, for convenience (Details of the Process, Visa Agent Application and agent price for extension)
  • If you got the Visa online but somehow don't manage to get an extension online (technical issues), then you can alsoi get an extension in person. (Details of the Process, Visa Agent Application and agent price for extension)

Note: Day of arrival and day of departure count as FULL days each.

The documents needed for your Visa applications are:

When you purchase upon arrival at the airport or harbour.

  • Passport valid for at least 6 months on date of arrival (no exceptions!)
  • Return ticket (or outbound of Indonesia)
  • Cash or Credit Card

When you purchase the Visa online BEFORE arrival:

a. Full biodata page of passport with at least 6 months validity from the date of your arrival to Indonesia (format JPG/JPEG/PNG with max. size of 200 kb); b. Passport size photograph (format JPG/JPEG/PNG with max. size of 200 kb); c. Email address; d. A valid Mastercard, Visa, or JCB credit card. e. Residence information in Bali / Indonesia (hotel etc) f. Return or outbound Ticket

The cost is IDR 500,000 (ca. USD 35 / AUD 50) per person

  • Online Purchase (e-VoA) per credit card on the (extra fees might apply) OFFICIAL immigration website
  • Purchase at the airport arrival hall (or harbour) and pay at the VoA counter in cash (EUR, GBP, AUD, USD, SGD, IDR) or by credit card (no AMEX)

Visas are based on your PASSPORT & NATIONALITY. Residency permits of other countries are NOT considered. 

If you don't have a passport but a Titre de Voyage, Refugee Travel Document or similar travel documents, you would need to apply for a B211A Visa. Information and Application 

Unfortunately there is nothing we can do. 

The entire online application service for the Visa on Arrival for Bali is handled 100% by the immigration department. If you run into problems, this is what they said on their website:

"Kindly inform the e-VOA Support Desk (livechat at www.imigrasi.go.id or sending email to [email protected] or [email protected]) should you encounter any suspended or unsuccessful transactions during the request procedure."

Sometimes confirmation emails land in your spam folder, that's the first thing you should check.

Their website seems to be changing rather frequently, and sometimes some features seem to not work on all browsers equally well. What we noticed is, that if you tried to extend a visa and the process failed, it seems you have to then wait one more day to see the extension option again. 

Worse case, if the application fails, you can still get the Visa upon arrival in the arrival hall of the airport (Visa on Arrival).

No , you cannot enter multiple times into Indonesia with this Visa.

The visa on arrival is only a single entry visa. if you leave indonesia and want to come back, you need to apply for a new visit visa..

Officials have now installed new digital Entry Gates to get through the immigration in Bali. There are still counters with Immigration Officers in the arrival hall. But with your e-Visa you can get through the immigration using the electronic gates (if they are working and the officials will not guide you towards the counters with immigration officers.

At the electronic gates, you will scan your passport and once you are through you will receive per email an e-KTE, your Visa Stay Permit. It's a PDF that acknowledges your arrival. 

Because you will not get a stamp in your passport anymore if you use the e-Gate the system will register your arrival electronically. 

If you purchased your Visa upon Arrival (not online) you will can not use the electronic gates and must go to a counter with an immigration officer.

If you overstay your visa, you have  to pay a fine of IDR 1,000,000 per day. If you overstayed substantially you might be detained, deported, or banned from coming back to Indonesia for a specific period.

No, you can not apply for any other Visa Type such as a 60 days 211A visa if you have extended your VoA.

As per regulation, travellers on VoA can only extend their VoA for another 30 days (total 60 days of stay permit) and after that travellers must leave the country.

Bali has long been Australians’ top pick for international travel — beautiful beaches, warm climate, similar time zone, it makes sense.

But for the first time in eight years, the Island of the Gods has been dethroned in what has been dubbed a “significant shift” in Aussie vacationers’ behaviour.

To who? Japan.

New data from Expedia found Tokyo has knocked Bali out of the top spot for international travel over summer.

Coming in third is Singapore, followed by Osaka and Kyoto, then New York.

Some have argued Japan’s rising popularity could be due to many Aussies seeking snow being forced to rule out more expensive winter sport destinations, such as Europe and the US.

It has also been suggested, however, that Bali’s recent crackdown on antisocial tourist behaviour could be tarnishing its laid-back reputation.

Expedia brands managing director Daniel Finch said while Bali is normally “neck and neck” with Hawaii and Fiji as top travel destinations this time of year, cost of living pressures at home were causing Aussies to shake up their holiday plans.

“It’s really quite interesting as there has been a shift this year with people looking for a cultural as well as a weather change,” he said.

“100 per cent without a doubt this is being driven by financial pressures.”

While Bali is touted as a cost effective holiday where the Australian dollar stretches quite far, the Japanese yen has plummeted to a 15-year low against the euro this year.

This has created a unique opportunity for savvy travellers to holiday to the Land of the Rising Sun, which also delayed reopening to international travellers post-Covid, stirring up more of an “appetite” in tourists.

Rising costs at home have also pushed Aussies to look for more budget-friendly holidays this year.

“Japan is a really good option for people who don’t want to travel to North America or Europe but who want the snow,” Mr Finch said.

“The people are very welcoming, it’s not a hard time zone change, and without a doubt snow sports and winter sports play a part in outbound travel for Australians in summer.

“With the euro and the US dollar, once foreign exchange comes into the equation it just becomes really expensive for Australians.”

The choice was easy for 25-year-old Rebecca Vasilas, whose two-week trip to Japan in August was her first international voyage since the pandemic.

“I’d always wanted to go but never got round to doing it, and it seemed like a more low key option,” she said.

“I thought it was somewhere I could go for a shorter amount of time, the flight’s shorter, and it’s close to Australia and cheaper than Europe and the US.”

Ms Vasilas was surprised by how cost effective her holiday turned out to be compared to previous trips abroad.

“It’s such a unique place,” she said.

“Everything is so colourful, the nature, the cities — it’s got a great mix of nature and tradition but also modern cultural things.

“For me as someone that hasn’t travelled much in Asia it was a good way to start — it’s quite accessible and it’s a very immersive travel experience.”

Adventure holiday company Intrepid Travel said Japan was the top-selling destination in its recent Cyber Sale and as a result had to increase 2024 departures by 51 per cent.

“Intrepid has seen a surge in interest in travellers looking to explore Japan,” Intrepid managing director ANZ Brett Mitchell said.

“It’s our highest growing destination.”

Mr Finch said the growing interest in Japan also demonstrated a shift in Aussies looking for more cultural holidays abroad.

“Tokyo, Osaka and Kyoto all came up in our top 10 international destinations over summer, all of which are culturally rich,” he said.

“People who travel to Bali, however, really seem to relax.”

Melbourne-based Nastassja Xydias, 26, travelled to Bali in 2022 and loved it so much she returned in June this year.

“It was definitely a lot more affordable than going anywhere else in Asia really at that time,” she said.

“It’s cheaper than going to Japan, it’s more accessible, and the people there are so lovely and the weather is really consistently beautiful.

“I’d been there the year before and I loved it.”

Mr Finch said while Bali is known for its warm and friendly culture, as well as the quality of its resorts and villas, recent crackdowns on anti-social tourist behaviour could deter specific kinds of travellers.

“There may be a perception that Bali, for certain travelling types, is not quite as relaxed now,” he said.

“Gone are the days where you could rent a scooter and have a few drinks and not wear a helmet — for the betterment of the community and tourists.

“But the law is definitely taking a closer look at some behaviours, such as travellers behaving in an offensive way to local cultures, particularly in public places.”

Indonesia Institute founder Ross B. Taylor said there had been an impressive rebound in tourism to Bali, especially in WA where it’s only a three hour flight away, and that comparing the two holiday destinations was akin to weighing up “apples and oranges”.

“The rebound since Covid has been quite dramatic, if you look 12 months to the end of December WA will come in at about 420,000 people going to Bali for the year,” he said.

“When you think about a population of about 2.7m people that’s absolutely astonishing.

“In Perth there’s seven flights a day with five airlines, so pretty intense competition.”

Mr Taylor did concede, however, that the days of Bali presenting an “ultra cheap” holiday option were “just about over”.

“Generally speaking Bali is getting more expensive now but it’s too early to say whether that’ll impact tourist numbers,” he said.

“Pre-Covid, Aussies use to get a visa on arrival free of charge, and since Covid they’ve introduced a $50 fee.

“In addition to that, come February, the state government of Bali will introduce an additional $15 state environmental tax per head.”

Mr Taylor said cheaper accommodation options were still available on the island, though travellers might need to “shop around” to find more budget-friendly options.

Regardless, Bali will likely remain a popular option, especially as historic rivals Fiji and Hawaii continue to drift further out of reach for Aussies feeling the pinch.

This coincides with a rising trend in Aussie travellers seeking more affordable destinations offering similar cultural experiences, such as opting for a stay in Manchester over London.

“I think it’s a good thing that travellers are being a little more creative and expansive with their search and doing a bit more research,” Mr Finch said.

“That trend is likely to continue until the Australian dollar improves and cost of living pressures ease.”

However, Bali’s location in Indonesia and in Asia too is such that visiting nearby islands, cities, and countries should hardly be a challenge.

So which are the places that you should visit after Bali? Or in other words, if you have extra time on your hand to extend your vacation, where should you go after Bali? The best places to go to after your trip to Bali are nearby islands like Gili Air, Lombok, Kawah Ijen, or other Indonesian places like Ancol, Flores Island or Borneo. Alternatively, you could even combine your Bali trip with a holiday in Kyoto, Japan, Hoi An, Vietnam or Penang, Malaysia.

Where to go after Bali - Gili Air

How to reach Gili Air from Bali: By boat from Padang Bai, Central Bali or by boat from Nusa Penida or Nusa Lembongan.

How many days should you spend in Gili Air: 2-3 days

If you have an extended holiday planned in Bali, you’ll probably want to take a trip to some of the surrounding Islands too. The Gili Islands are a popular side trip from Bali because of their diverse nature.

‘The Gili Three’ is made up of three vastly different islands that offer different scenes depending on what you’re looking for.

– Gili Trawangan (or Gili T) is the party island, popular with the younger crowd, and has a much livelier atmosphere.

– Gili Meno is where the couples go, it’s quiet, romantic and a great option if you’re looking for peace & tranquility

– Gili Air has a hippie vibe

Then there’s Gili Air. Quiet, but sociable enough that solo travelers won’t feel isolated. Its reputation for yoga retreats is growing year on year.

With no cars here, locals and tourists get about by foot, bike, or horse. It has a great mix of quiet cafes, beautiful restaurants, and beach-side bars but unlike Gili T, clubbing isn’t the top priority here.

The top activities for Gili Air include walking and exploring the island, diving lessons, and snorkeling tours. There are plenty of operators to choose from but I recommend looking for one that takes you to all three Islands and includes a lunch stop at Gili Meno.

With its peace and tranquility, it won’t come as a surprise to hear that you can’t fly to the Gili Three from Bali, so be prepared for somewhat of an adventure by boat. Depending on your Bali itinerary, there are several starting points for a fast boat from Bali to Gili Air including Padang Bai if you’re in Ubud or Central Bali. Or, if you’re planning to visit Nusa Penida as well, you can also get a smaller boat from Nusa Lembongan which takes a couple of hours. Allow for at least a couple of days at Gili Air to really experience the beach life and unwind.

Komodo National Park

How to reach Komodo National Park from Bali: Fly to Labuan Bajo (1h 20 mins) and then take a tour via boat.

How many days should you spend at Komodo National Park: 1-2 days

Visiting Komodo National Park after Bali is doable and easy to do. Komodo National Park is one of Indonesia’s UNESCO recognized sites and is well-known for the Komodo dragons living on Komodo and Rinca Island. 

This place is located along an archipelago close to Labuan Bajo, a small town on Flores Island. It comprises 3 main islands – Komodo, Rinca, and Padar, and 26 smaller islands.  

To reach Komodo National Park, you’ll need to fly from Bali to Labuan Bajo, and then take a tour (via boat) from Labuan Bajo. A flight from Bali to Labuan Bajo is only 1 hour and 20 mins.  

There are one-day and multi-day tours available. You don’t need to pre-book a tour as you can find agencies in the main downtown area or your guesthouse may offer tours. 

A one-day tour consists of a visit to Komodo or Rinca Islands to see the Komodo dragons up close and in their natural habitats, a hike up Padar Island for gorgeous views of the blue lakes, and/or a visit to a pink beach or snorkeling off an island. 

While one day is sufficient, consider extending the tour a few extra days. You can stay overnight on a boat and visit both Komodo and Rinca Islands. The Komodo dragons look slightly different between the two islands. Plus, you’ll get more time to snorkel and scuba dive.

Labuan Bajo has plenty of guesthouses and hostels available. They’re reasonable at $20 USD per night. It’s best to stay close to the downtown area. If you stay closer to the airport, you’ll need to hire a taxi to take you to the main downtown area as it’s about an 8-minute drive (2.5 kilometers/1.5 miles) away.

How to reach Lombok: By ferry (2 hours) or by flight (25 mins)

There are so many  amazing things to see and do in Bali , making the island one of the most popular and well-known holiday destinations in Southeast Asia. After enjoying the wonderful things and sights that Bali has to offer, it is recommended to continue on your journey in Lombok and have a little peace and quiet in nature.  

Lombok Island is situated right next to Bali and it’s conveniently connected by ferry shuttling between the two islands in about 2 hours. It is also possible to reach Lombok by plane. Compared with its neighbor, Lombok is blessed by fewer visiting crowds and commercial developments, keeping a more laid-back vibe that draws those who crave some quiet moments in the tropics.

However, it doesn’t mean that you cannot get active – the island features a majestic active volcano that hikers can go for a hike; the island is also surrounded by pristine beaches and resorts that scuba divers can take a dive.  

It generally takes about five to seven days to fully experience Lombok. Rent a bike or hire a car and explore the island and delicious local cuisines. Some highlights of the island include Senggigi beach, Gili Island, Pink Beach, and Tanjung Aan Beach.

How to reach Ancol from Bali: Fly to Jakarta (approximately 2 hours) or ferry from Bali to Java and train from Java to Ancol (24+ hours)

If you are looking for a place to continue the magic spell Bali has put you under look no further than a stay in Ancol, Jakarta.

Ancol Jakarta is one of the very best places to visit after Bali for singles, couples and  families travelling Asia.  This amazing gated community area has it all.

So why is Ancol so great?

Brilliant hotels with a waterfront view all the way to an old aeroplane on the shore you can find something wonderful to do here. If you are travelling with kids to Ancol you will find it easy to navigate your way around. There are wide streets safe for walking and small playgrounds where the kids can run free.

A cable car will give you the best views of the beach and if you are travelling with a child at heart you can pick one of the many theme parks or one of the other attractions like Sealife to fill your day. 

Hotels along the beachfront have amazing views and being the home of Indonesian jetski champs you can see them zipping along the water at breakneck speeds if they are practising.

Many of the hotels like the Mercure Ancol feature rooms with this stunning view as well as onsite restaurants and extra special pools with waterslides for anyone who wants to have a go.

But if getting out and seeing some of Jakarta while you are there is on your plans, it is easy to get to the main attractions from Ancol. You can hire a driver from one of the hotels or you can order yourself an Uber that will get you to the city centre for your Jakarta adventure.

Getting to Ancol is also a journey in Indonesia itself. If you want to stay in Indonesia a little longer you can catch a ferry to Java from Bali and take the train all the way through the beautiful Indonesian countryside to Ancol Jakarta. You can stop and get off or you can try to go straight through but be warned it can be a hairy 24 hours+ on trains!

Most people take the easier option of flying to Jakarta from Bali to maximise their time in the magnificent Ancol.

How to reach Flores Island from Bali: Flight to Labuan Bajo (Approx 2 hours)

How many days should you spend at Flores: Minimum 5 days

Remote volcano hiking trails, hidden hot springs, untouched islands and more, makes Flores Island one of the most incredible places to visit in Indonesia.

It’s a quick, 2-hour flight south of Bali and can be easily paired with a trip to the Island of the Gods. The best way to  explore Flores Island  is by doing an overland trip, where you arrive in Labuan Bajo on the west and depart from Ende on the east.

The most popular attraction is Kelimutu National Park, home to the tri coloured Kelimutu Lakes. But this natural phenomenon is just one of many spectacular sights on the island. The village of Bajawa offers a rich cultural experience which can be paired with a challenging hike to the peak of a dormant volcano, Mount Inerie. This, followed by a relaxing afternoon at the Bajawa Hot Springs, makes for an awesome day of exploring.

Head northeast and you’ll find the small fishing village of Riung. This is a great base for visiting the 17 Islands National Park which is a mecca for ocean lovers.

There is so much to do and see in Flores and you will need at least 10 days to tick everything off your bucket list. This will allow you to travel slow and use public transport between the villages. If time is not on your side, I’d recommend no less than 5 days on the island.

A really cool place to visit after your Bali trip is definitely Kawah Ijen. This mighty volcano is located on the island of Java, and is about 60 kilometers from the Gilimanuk ferry in Bali and can be visited either on your own or with a guided tour from Bali. One day is enough to visit the volcano and do a hike to the crater lake.

There is not much in the surrounding area, most visitors continue their journey afterward, returning to Bali or exploring Java.

Ijen is a volcano with a total diameter of 75 km. The absolute highlight is the tour to the turquoise crater lake Kawah Ijen, which is considered to be the largest acid barrel on earth. Even today, sulfur is mined by hand under the most difficult conditions.

A few years ago, a visit was considered a real insider tip, today you can book a trip at the travel agencies of Bali. But still, a visit is a spectacular experience and if you are fit, you should definitely visit this place. 

The hiking trail leads 3 km up to the crater. During your walk, you will meet the sulfur workers and if you are lucky, you can also have a conversation with them. The climb takes about 90 minutes until you reach the top of the crater. There, a fascinating view of the turquoise crater lake awaits you.

Down at the lake, the sulfur is broken off by the miners with iron rods on the ground and stowed in the bamboo baskets. These weigh up to 70 kg and would first have to be hauled back up to the crater and then back down to the valley. It is unbelievable what conditions the workers are exposed to every day!

Extra tip: A night hike is also interesting because then you can also see the famous Blue Flames. In addition, you then also have the opportunity to experience the sunrise.

A trip to Indonesia would not be complete without exploring Tanjung Punting National Park .

Tanjung Punting National Park is located on Borneo, the third largest island in the world and the largest in Asia. Borneo is divided into three countries – Indonesia, Malaysia and Brunei. Tanjung Punting National Park is found in Indonesia.

Tanjung Punting National Park is the biggest and most diverse coastal tropical heath and peat swamp forest in the world. It contains 3,040 km² (or 1,174 square miles) of low lying swamp lands and rivers which connect to the Java Sea.

It has remarkable wildlife including hundreds of bird species, crocodiles, snakes and most significantly, 9 different primates, including the Proboscis monkey and the endangered orangutan. One of the most extraordinary things that you can do in the National Park is to trek orangutans in the wild. 

Reaching the National Park is not easy. It isn’t far from Bali, but there aren’t any direct flights to Pangkalan Bun.

Instead, you will have to take two flights for a total of 2 ½ hours.

From the airport, Tanjung Punting is a 20 minutes drive to the Port of Kumai, then a two hour boat ride on the Java Sea followed by the Sekonyer River, a very narrow waterway just feet from the shores and the jungle.

You have two options for accommodation: First, stay on a Klotok, a traditional Indonesian river boat, the whole time while you explore the river and jungles for orangutans. Second, stay in a traditional hotel and then, take the Klotok during the day on your ecotour. One fantastic hotel is Rimba Orangutan Ecolodge. 

Stay between 4-5 days. There is so much to see, discover, uncover, and savor in Tanjung Punting. Every day you wake up and you have no idea which animals you will stumble across or what other natural wonders you will see.

How to reach Hoi An from Bali: By flight to Da Nang and a bus from Da Nang to Hoi An

How many days should you spend at Hoi An : 3-4 days

Hoi An in Central Vietnam is one of the best places to visit after Bali. The lovely laid-back coastal town is about 2.900 kilometers away from Bali.

You can get there by taking a plane to Da Nang and continuing from Da Nang to Hoi An by bus. There are also train connections to Da Nang from different cities in Vietnam.

However, the most beautiful way to get to Hoi An is by overland bus from Huế over the Hai Van Pass which offers stunning views in all directions.

I suggest spending three or four days in Hoi An since there is a lot to do and see. The best time to visit is April but February, March, and June are also good since these are the months with the least rain.

Hoi An awaits you with its picturesque old town where you can easily spend hours walking around and taking photos of the beautiful buildings.

The typical Vietnamese lanterns that are enlightened at night hang everywhere and Hoi An is the best place in Vietnam to buy them. The wooden Japanese Chùa Cầu bridge over the Thu Bon river is another must-see sight. It is completely covered, also enlightened at night, and connects the Chinese and the Japanese quarter of Hoi An.

Other worthwhile sights are the Fujian Assembly Hall, the Quan Cong Temple, the Sa Huỳnh Culture Museum, the night market, and the central market as well as the nearby An Bang Beach and the Cham Islands. 

Hoi An is also the best place in Vietnam to have clothes tailored.

If you have enough time I highly recommend taking a day trip to the Mỹ Sơn Hindu Temple. It is located in a rainforest about 40 kilometers southwest of Hoi An. The 70 temples that were built by the Kings of Champa are ruined but the atmosphere of Mỹ Sơn is still magical.

The UNESCO World Heritage island of Penang in northwestern Malaysia is an ideal place to visit after Bali.

Before the pandemic, direct flights would take about 3 and a half hours. Otherwise, a stopover in Kuala Lumpur or Jakarta still made reaching Bali from Penang a breeze.

In sharp contrast to Bali, which is famous for its beaches and nightlife, Penang is more of a cultural island. You should spend a minimum of three days here, during which you’ll be barely able to scratch the surface. With at least a week and some desire to get out in nature, you’ll have a much better experience.

Start in UNESCO-protected George Town, which packs colonial history with the multi-ethnic living heritage of the Malay, Straits Chinese and Tamil Indians who inhabit this multicultural island.

Penang is a place for food and was listed by Lonely Planet as the best destination for foodies in 2014. Besides that, the former British colonial hill station of  Penang Hill , which became a UNESCO Biosphere Reserve in September 2021, is the island’s green lung and boasts a series of hiking trails and ancient colonial bungalows perched around its Upper Station. The Funicular Railway, one of the steepest in the world, was upholstered in 2016 and grants quick access to this 833-metre-high peak.    

Penang’s beaches are not nearly as pristine as Bali’s for the island has been more heavily developed, but you’ll still find some quiet and unspoilt coastlines in the southern and southwestern sides of the island. Pantai Esen, not far away from Penang Airport, is a beautiful beach backed by rainforest and three connecting hills where one can hike up to the remnants of War World II bomb shelters.

After you’ve explored the lush, green rice fields and beaches of Bali you’re sure to want to see another city that is rich in culture and history, Japan.

Japan is on many people’s bucket list for good reason; the bright lights, colourful anime and manga and many weird and wonderful things to do truly entice you in. However, outside of the bustling Tokyo, one city stands out above all others and that is the ancient capital of Kyoto.

The easiest way to get here is to fly into Osaka Itami (approximately 12 hours) and then a short bus or train to Kyoto. 2-3 days is more than enough in Kyoto, but you should spend at least 10 days in Japan overall.

Kyoto is a popular and well visited city, but it also has a well-preserved balance between modern developments and traditional architecture.

Many of the  things to do in Kyoto  are centred around places of special significance for the Japanese people. One of the most notable areas is the Fushimi Inari Shrine which is located atop a mountain trail decorated with 1000 red Torii gates and Shinto Shrines. Another must see is the impressive bamboo grove in Arashiyama.

When you’re not discovering the varied and intricate temple complexes you will be exploring the infamous Gion district. Beautiful traditional houses, ornate Japanese decorations and rice paper screens await.

Book a Japanese tea ceremony and be entertained by an authentic Geisha or Mieko to get the ultimate cultural experience.

Most people will stay near the river and the central Kyoto station as this is close to the riverside restaurants and bars and easy to get to other locations.

Final Thoughts

So which of the above places will you put on your bucketlist? There are so many amazing places to choose from no matter your travel style. If you are an animal lover, head to Borneo. If you want a slice of culture and heritage, Hoi An or Kyoto would be great choices. For beach lovers, you could simply add an island like Gili Air or Lombok to your itinerary. For breathtaking landscape, Flores Island or Ancol would be terrific choices. Or if you just have one extra day, Kawah Ijen would be a unique addition to your Bali itinerary.

BALI: The resort island of Bali has been called by many names, from the Island of Gods to the Morning of the World. To many, it is simply paradise.

But its free and easy atmosphere may not be quite what it was. In February, the local government launched a new tourism police unit to deal with problematic foreign and domestic tourists.

It has handled drunk tourists and even those who beg for money.

“They must’ve been running out of resources and then turned to begging. There are cases like that,” said Dewa Nyoman Rai Dharmadi, the head of Bali’s Civil Service Police Unit.

“Sometimes there are locals who disturb tourists at places of interest. Basically, we remind everybody to create a conducive atmosphere for all tourists.”

More than 70 tourism police officers have been deployed in popular districts, such as Canggu, Seminyak and Kuta.

Part of their job is also to ensure that tourists dress appropriately — for example, by wearing sashes provided — in the temples of Bali, the only Hindu enclave in Indonesia.

“Because of their ignorance, they don’t follow the rules when entering sacred places,” said Dharmadi.

In this slice of paradise, discontent is brewing. Last May, Bali’s then governor, Wayan Koster, proposed a cap on visitor numbers, citing misbehaving tourists as the reason.

Although the proposal did not materialise, the island continues to grapple with its status as Indonesia’s most popular tourist destination.

Last year, Bali deported 340 foreigners, up from 188 in 2022, mainly from Russia, the United States, the United Kingdom and Nigeria. Their violations included overstaying, working illegally and exposing themselves in sacred places.

In December, after a video of a payment dispute in a beauty salon went viral, two female tourists — an American and a Bermudian — were arrested for allegedly attacking salon staff, then deported in February, according to local police.

Earlier this year, police arrested three Mexicans for an alleged robbery that left a Turkish tourist wounded.

As travellers flock back to Bali after the pandemic, possibly in record numbers this year, the problem of overtourism has become more apparent than ever.

Still, Bali wants to have more visitors to make up for lost time, and lost tourism receipts, when the pandemic laid waste to its economy. In 2021, only 51 foreign tourists visited the island, compared with 6.3 million in 2019.

Last year, that number was close to 5.3 million, exceeding the target of 4.5 million. This year, Indonesia’s Tourism and Creative Economy Minister, Sandiaga Uno, has raised the benchmark to seven million, cited Bali tourism chief Tjok Bagus Pemayun.

“That’s quite high,” Tjok told the programme Insight . “Hopefully, we can reach the target because many airlines have added flights to Bali.”

CONCRETE CANGGU

The influx of tourists is not just giving rise to occurrences of misbehaviour, however. It is putting a strain on resources and tarnishing Bali’s image because of rampant development, overcrowding and gridlock.

Bali made headlines in December when a traffic jam on a toll road forced people to walk up to four kilometres to the airport. There are also constant jams on roads leading to places of interest.

With a population of 4.5 million, how many tourists can the island accommodate, questioned Nyoman Sukma Arida, a vice dean of the tourism faculty at Bali’s Udayana University.

“Do we have enough land and water supply? Tourists need food and so on,” he said.

So far, things are left in a grey area, resulting in the influx of hotels, restaurants and so on. Permits are granted without questioning whether Bali has reached … overcapacity.”

The latest neighbourhood caught in a developmental dilemma is Canggu, after decades of tourist development spreading north from Kuta beach to Legian, then Seminyak.

There are now concrete buildings on every street in Canggu. Developers are attracted by its relatively cheap land prices. But the area is “suffering from massive traffic jams”, said Sukma, because “there’s no master plan”.

Locals such as traditional community chief Made Kamajaya, who was born and raised in Canggu, have a love-hate relationship with tourism.

“The local people’s economy is getting better,” he said. “(But) our surroundings have changed. You’re seeing destruction behind your house, in front of your house. … We’re dealing with uncontrolled development, of which almost 90 per cent disregards the environment.

“There’s no desire to plant trees. Waste management is non-existent.”

He is worried that “all the unregulated infrastructure projects will threaten tourism itself”.

WORLD HERITAGE SITE AT RISK

Even the rice terraces of Jatiluwih in central Bali — a Unesco World Heritage Site and one of the reasons tourists visit the island — are at risk of urban encroachment.

“There are always new developments,” said tour guide Wayan Kaung. “The process is slow. Usually, it starts with a small hut selling coconuts, and slowly it turns into a restaurant.”

He brings tourists to Jatiluwih at least four times a week. Foreigners pay 50,000 rupiah (S$4.20) as an entrance fee, while Indonesians pay 15,000 rupiah.

“This is valid because I’ve seen rice field destruction near my home. There are many housing complexes, and the regulation of land conversion is unclear. So we must pay to protect something like this,” he said.

But it does not protect the rice fields completely. A 2018 report from the Amsterdam-based non-profit Transnational Institute estimated that Bali was losing 1,000 hectares (1,400 football fields) of agricultural land to development every year in the preceding 15 years.

According to a recent study by Udayana University agriculture professor Wayan Windia, the island is experiencing a deficit of 100,000 tonnes of rice per year.

As much as 65 per cent of Bali’s groundwater goes to the tourism industry, drying up more than half of the island’s rivers and threatening sites such as Jatiluwih.

For some farmers, it is more lucrative to sell their land to developers than to eke a living in agriculture.

“So long as there’s a good view, there’ll be an opportunity to build villas,” said Kaung. “If one person sells his land for villa construction, others will jump on the bandwagon because of the access road.”

Some of the remaining farmers supplement their incomes by making handicrafts.

“Because of the opportunities offered by tourism, villagers work hard to make handicrafts. But they get only a small amount of money. It isn’t fair. That’s what we want to address,” said Agung Alit, the founder of Mitra Bali.

His social enterprise buys and sells handicrafts from these Balinese artisans.

“We invite the craftsmen to work together. We give a 50 per cent down payment, then when the goods arrive here, we check them, we select and pay cash,” he said.

The irony of the situation — that Bali is so dependent on the tourism said to be destroying the island — is not lost on him. “Tourism is ingrained in Bali,” he noted. “And it’ll be a challenge changing it.”

INDIGENOUS AND CULTURAL CONCERNS

Elsewhere, towards the north of Bali, Lake Tamblingan is becoming increasingly popular with tourists. It was formed from an ancient caldera, surrounded by a rainforest called Alas Mertajati.

The lake and the forest help to protect water resources for the indigenous communities, who are mostly farmers. They grow coffee, oranges and vegetables.

The forest has a nature tourism zone, which allows investors, and a designated protected zone. “We’ve seen illegal logging, which affected the forest,” said indigenous leader Putu Ardana. “We don’t want that.”

He is working with the locals to protect the forest. They are lobbying the government to return stewardship of the forest to the villagers. To do so, the government must first recognise the indigenous tribes’ ancestral rights to the land.

Putu has some “harsh” criticism, however, of the government and of investors. “The government treats Bali like lucrative merchandise. Investors offer funds, and the government offers regulations, permits and so on,” he said.

“It shouldn’t be the concept of selling (but of) preserving.”

Culturally, tourism money and interest over the years meant more funds for the upkeep of temples and to hold traditional ceremonies. But some people question whether the pageantry loses its authenticity when put on for a show.

Rucina Ballinger, co-author of the book Balinese Dance, Drama and Music, calls it “cultural degradation” when there is “very little understanding” on tourists’ part.

“(On) the Balinese side, it’s when … they tell (visitors) to go and see these tourist performances, as opposed to ‘go to a warung — a little food stall — sit down, talk to the locals, have a cup of coffee and learn about their life,’” she said.

“Tourists are coming, and they’re …  taking pictures. It’s an Instagram culture, it’s ‘let’s go to the beautiful spot’. And now all of these places are making Instagram spots for the tourists. And some people come here just to do that.”

For tourism consultant Lenny Pande, art, culture, tradition and the environment are the four pillars of tourism and are important “because those pillars exist in Hinduism in Bali”.

But she, too, has observed that “the preservation of those pillars is slightly diminishing” because of overdevelopment.

ENVISAGING A BETTER FUTURE

As concern over the impact of overtourism grows, the government has promised a more sustainable future for Bali.

Last July, outgoing governor Koster issued new guidelines on Bali’s development for the next 100 years (2025 to 2125), which cover the protection of nature, culture and the Balinese people.

For the first time, the government acknowledged the impact of mass tourism on Bali, citing land conversion, violations of sacred places, environmental damage and illegal businesses and activities as examples.

“One of the concerns is that Bali is being sold as a cheap tourist destination. Hopefully, we can minimise that so we can do better for Bali in future,” said Tjok from the local tourism authority.

“We want to have tourists who … respect Balinese culture. Secondly, we want tourists who are willing to stay longer. Hopefully, they’ll also spend more money.”

Since Feb 14, the government has levied a tourist tax of 150,000 rupiah. The revenue collected is meant to preserve Bali’s cultural heritage and protect its environment.

“The environment is our big house. The guidance from the top is to use the levy to deal with the waste problem,” said Tjok.

As for traffic management, the measures being taken include the construction of new underpasses. There are also plans for a Light Rail Transit system.

The forces of tourism may prove too strong, however, for some government plans.

In January, a proposed entertainment tax of up to 75 per cent met with fierce resistance in the tourism industry. The steep tax has since been put on hold.

Last May, Koster announced a ban on tourist activities on all 22 of Bali’s sacred mountains, blaming tourist misbehaviour. But activities continued, and the ban is as good as axed.

With the lure of tourist dollars hard to resist for many, it could be up to local communities to preserve their way of life.

In the village of Penglipuran, in the east of Bali, a customary law forbids villagers to sell their land to outsiders. The traditional village is popular among Indonesian tourists, who pay an entry fee of 25,000 rupiah per person.

Tourists are allowed to enter family compounds to look around and buy snacks and souvenirs, so it can be intrusive.

But the money collected from visitors — up to 5,000 a day — has proven useful in protecting the culture and livelihood of the 1,100-plus villagers. During the pandemic, around 3 billion rupiah was distributed among them.

Deputy village chief Nyoman Setiawan is grateful that their culture is “still being upheld”. He said: “So long as our customs are strong, we’re convinced what happens to places like Denpasar, Kuta and Canggu won’t happen to us.”

Indonesia’s tourism ministry says the future of Bali lies in such small-scale, sustainable initiatives.

There is still a need, however, for authorities to first calculate “the carrying capacity of each zone and Bali as an island”, stressed Sukma the academic.

“Next, they must empower the local communities to be involved in controlling what happens in their areas,” he said. “The problem is the communities are … involved only when problems arise.”

As the post-pandemic revival of tourism continues at full steam for now, with every gridlocked motorway, every piece of rubbish thrown in the sea and every paddy field that disappears, a bit more of paradise is lost for some.

“Bali is doomed,” said Ballinger, who is married to a Balinese and has two sons and three grandchildren. “There’s no way that these concrete jungles can be turned back into rice fields … or into something that’s Balinese.”

With the growing attention on overtourism, however, some others see a chance for change.

“If we respect and preserve our culture, other people will be respectful,” said Sukma. “Perhaps it’s the Balinese who are complacent. This is my reflection.”
