Los Angeles is spending millions on AI cameras that will issue parking tickets

The cameras will be installed on a handful of buses throughout the area.

A LA Metro bus driving across train tracks

Artificial intelligence is an intimidating technology that’s held an increasingly influential and still unproven role in our lives, and now Los Angeles is spending $11 million to install 100 AI cameras in buses to ticket vehicles illegally parked in bus zones. Testing for this program is slated to begin this summer and is expected to go live by the end of the year. Los Angeles Metro , the organization that operates LA’s city buses, insists that it is doing community outreach to make sure the public is aware of the purpose, timing, and impacts of the program, but as someone who lives on one of the bus routes slated to get AI cameras, I haven’t heard a peep.

Related Content

According to LA Metro, once cameras are installed there will be a 60-day warning period for drivers, where any violators caught on camera blocking bus lanes or bus stops will receive warning citations instead of real tickets. This method of notifying the public of the impending crackdowns seems like an intentionally half-hearted approach that will leave most residents without knowledge of the program’s implementation. If LA Metro really wanted to inform residents about the new procedures, it should send an email out to LA residents or a text to warn them that new and more aggressive processes will be implemented.

The program is designed by Hayden AI, a private AI company who is making $11 million from the deal with Los Angeles Metro. Hayden AI claims implementation of its cameras and software will increase ridership, improve bus times, and address mobility concerns. Cameras will be mounted inside Metro bus windshields, and will constantly scan for illegally parked cars, but according to Hayden AI’s chief growth officer Charles Territo, it will only record when a potential violation is observed. According to the Los Angeles Times,

“If the bus is moving and there’s no vehicle parked in the lane, it’s not recording any data,” [Territo] said. “Only when the system observes a vehicle parked illegally in a bus lane or a bus stop does it record the license plate and capture video of the event.” Once a recording is made, it will be submitted to L.A. Department of Transportation where a human will assess whether a ticket should be issued. The use of video imaging to enforce parking violations was legalized in 2021 . Video that does not include a parking violation must be destroyed within 15 days, the law states. Any recording of a parking violation can be retained for six months, or 60 days “after the final disposition of the citation.”

LA Metro’s $11 million contract with Hayden AI started in December of 2023 and is supposed to last about five years. When vehicles block bus stops, it creates accessibility issues for riders with disabilities, and vehicles blocking bus lanes slow service. Addressing these violations should help to streamline LA’s notoriously underdeveloped public transportation system which is a good thing, but LA Metro should make a more concerted effort to inform the public of the new methods of enforcement.

Texas MS 150 Bike Tour Returns To Aggieland

Texas A&M University will once again serve as the finish line for thousands of cyclists riding in the Texas MS 150 when the 40th annual charity bike tour concludes Sunday on Houston Street between Kyle Field and Aggie Park.

The two-day event benefiting people with multiple sclerosis — a condition that damages the body’s nervous system by eroding the protective coating of nerves — will run April 27-28, with a variety of routes beginning in Houston and Austin before converging in La Grange and again in College Station. Texas A&M Transportation Services is advising drivers to anticipate multiple road closures and potential delays beginning early Sunday as the riders make their way through campus.

A section of Lamar Street starting at the bell tower will be closed to drivers throughout the day, while Houston Street will remain closed from George Bush Drive to Joe Routt Boulevard. Riders will make their way down Olsen Boulevard and Old Main Drive before passing the Memorial Student Center and Kyle Field on their way to the finish line. A map of the route through campus, as well as accompanying road closure and parking information, can be found at transport.tamu.edu/ms150 .

Visitors planning to watch the participants finish are invited to park in one of the three nearby garages: Gene Stallings Boulevard Garage and University Center Garage will both charge a flat $10 entry fee, while West Campus Garage charges an hourly visitor rate. Additional parking information is available on Transportation Services’ event parking page .

The National Multiple Sclerosis Society’s Bike MS, which encompasses the Texas MS 150 and a variety of other charity rides across the country, traces its roots to 1980, when the first MS 150 was held in Minnesota. Today, it is the largest fundraising cycling series in the world. Participants in this year’s Texas MS 150 have already raised nearly $7 million to fight multiple sclerosis, with an overall fundraising goal of $9.425 million. More information about the Texas MS 150 and Bike MS is available at events.nationalmssociety.org .

Richmond Mayor Levar Stoney sets sights to become Virginia's next lieutenant governor

uva tour parking

RICHMOND – Saying he wants to avoid “an ugly primary” for the top spot on next year’s statewide Democratic ticket, Richmond Mayor Levar Stoney has rebooted his political future and opted to run for lieutenant governor instead.

Stoney’s decision now clears the way for Rep. Abigail Spanberger, D-7th, to garner the Democratic gubernatorial nomination and possibly set up a historic governor’s race next year, should Republican Lt. Gov. Winsome Earle Sears choose to run.

It would be the first-ever contest in Virginia featuring women at the tops of their tickets.

With the move, Stoney now steps into what could be a hotly contested race for the second spot on the ticket. Freshman state Sen. Aaron Rouse, D-Virginia Beach, announced Tuesday that he plans to run for the seat.

In an emailed statement, Stoney said his decision was not “easy.” He cited growing up in a working-poor family as the reason for his decision to enter public service, “to make sure families like mine could get a fair shot at success.”

He also took a dig at Republican Gov. Glenn Youngkin in his statement.

“Right now, we have a Republican administration that puts a radical political agenda ahead of what’s right for Virginia families. That must change,” Stoney said. “After careful consideration with my family, I believe that the best way to ensure that all Virginia families do get the change they deserve is for our party to come together, avoid a costly and damaging primary and, for me to run instead for lieutenant governor.”

He added, “Given everything at stake in the next governor’s race – from reproductive rights to education funding and tax fairness – I believe this is a time when Democrats must stand united and avoid an ugly primary for governor.”

Spanberger and Stoney announced their bids within a month of each other in late 2023, but Spanberger has been able to raise more money than Stoney.

Since their announcements, Spanberger has amassed more than $3.6 million in contributions to Stoney’s $758,000, according to the nonpartisan Virginia Public Access Project.

By moving into the No. 2 nomination race, Stoney has turned it into a three-way contest right now. In addition to Rouse, Babur Lateef of Prince William County, who chairs the University of Virginia’s Health Board, is in the running for the nod.

No other Democrats have emerged to challenge Spanberger as of now. She says she is not seeking re-election to Congress so she can focus on her governor run.

Stoney is in his second term as Richmond’s third directly elected mayor. Before running for mayor of Richmond, he was secretary of the commonwealth under former Gov. Terry McAuliffe.

Although neither party has announced its intent yet, Sears and state Attorney General Jason Miyares are the GOP frontrunners for their party’s gubernatorial bid.

Under Virginia law, governors are limited to one term, so Youngkin cannot run for re-election.

Virginia is one of two states − New Jersey being the other − to hold statewide elections in odd-numbered years.

Things To Do

Music and concerts, music and concerts | journey’s 50th anniversary tour makes its way to norfolk with a ‘dirty dozen’ in store.

Journey members (from left) Jonathan Cain, Neal Schon and Arnel Pineda. Journey is on its 50th anniversary Freedom Tour 2024 and will perform with Toto in Norfolk.

Journey is back with its 50th-anniversary tour, headlining arenas this spring before spending a chunk of the summer on a stadium tour with Def Leppard.

Guitarist and founding member Neal Schon and keyboardist/guitarist Jonathan Cain say that today’s band has never played better.

“Finally, it sounds like the Journey everybody knows,” Cain said of the group, which formed in 1973 in San Francisco. “It’s back to the ’80s, that’s what it sounds like.”

Journey with special guest star Toto is coming to Scope Friday.

Schon and Cain are the two remaining members going back to the early 1980s when Journey was churning out hits like “Don’t Stop Believing,” “Any Way You Want It” and “Open Arms.” The two reflected on the band during a recent video interview, including on recent lawsuits, disputes and personnel changes, and regaining a level of popularity that has Journey back on the road.

But there were more issues to come – this time between Schon and Cain. Schon sent a cease-and-desist letter to Cain after Cain joined a sing-along of “Don’t Stop Believing” at a November 2022 event for former president Donald Trump. Cain’s wife, Paula, had worked as a spiritual advisor to Trump. Schon took offense to Cain’s performance, noting that Journey never was and never would be a political band.

Then last year, Schon and Cain traded lawsuits over a financial account for the group. The bandmates hashed out their differences without the courts, they said.

“All we really did was get fed up with the legal and having legals talk instead of us,” Schon said. “We talked for a couple of hours and we talked through it all. I think that’s what fixed everything.”

Now Schon and Cain are leading Journey (with Pineda, Castronovo and Jensen) on one of the band’s biggest touring years. Fans can expect to hear Journey’s biggest hits — the “Dirty Dozen” as the band has nicknamed them — with a handful of new or deeper cuts. This makes crafting set lists a challenge but it’s a problem many bands would welcome.

“We just have a massive catalog,” Cain said, “with so many great songs that we don’t get to.”

When: 7:30 p.m. Friday

Where: Scope, 201 E. Brambleton Ave., Norfolk

Tickets: Start at $49.50

SunFest 2024 guide: Here's what to know on lineup, schedule, tickets, parking

SunFest's  multi-day, multi-stage waterfront musical festival returns May 3 to 5 in  West Palm Beach , bringing back popular attractions it cut in 2023 and introducing a slew of local acts.

After taking a seven-figure loss in 2023 for the fourth festival in a row, the biggest summer music festival in Florida is spending less on big music acts that eat into its budget while boosting dozens of small singers, bands, DJs and other artists from Palm Beach County and South Florida.

Ticket prices at the gate this year will be the same or lower than last year, when organizers cut it to three days, down from four between 2018 and 2022.

Gates open at 5 p.m. on Friday, May 3, and noon on Saturday and Sunday.

SunFest will once again have three stages after cutting to two in 2023. It will feature 20 local acts booked for the festival, which is expected to draw tens of thousands of people. It's also bringing back the Art Village, featuring rows of local artists along Flagler Drive selling colorful wares from their tents. Many fans felt dismayed when SunFest cut it from last year's festival.

This will be SunFest's 40th festival since it started in 1982. It was canceled in 2020 and 2021 due to COVID-19.

Two-day passes are $140 until Saturday and will cost $160 at the gate.

The advance price for a single-day ticket is $80. Gate price, $82. Seniors age 65 and older can buy single-day passes at the gate for $60.

Children under 5 get in free with an adult ticket and tickets for children ages 6 to 12 are $50 for a one-day pass and $95 for a three-day pass, the same as last year.

Breakaway Music Festival Tampa: Guide to parking, lineup, tickets and more

  • Gabrielle Calise Times staff

Get ready, electronic music lovers. Breakaway Music Festival is finally making its debut in Tampa this weekend.

The multi-stage festival takes place at Raymond James Stadium from 5 p.m. to midnight on Friday and Saturday. Here’s everything you need to know before you go.

What is Breakaway Music Festival? And why is it coming to Tampa?

Breakaway Music Festival is an immersive live music experience that debuted in Columbus, Ohio, in 2016. The goal was to bring world-class DJs and electronic dance music to underserved markets.

“It’s not Chicago, New York, Los Angeles or Miami, but anything in between,” said co-founder Zach Reuben.

There are now 11 Breakaway Music Festivals across the country, plus 9 additional stops on the Breakaway college tour. Over 100,000 fans attended in 2023.

Breakaway Music Festival has been eyeing Tampa for a while, Reuben explained, thanks to the city’s young population, growing workforce, large colleges and corporate headquarters. Breakaway Music Festival fills a void left in the market when Sunset Music Festival announced that it would not take place in 2024 .

“It obviously worked out for the better that it didn’t return, but it kind of was independent of our planning,” Reuben said.

Breakaway Music Festival’s lineup

Getting to Raymond James Stadium

Anticipate traffic along Dale Mabry Highway, Himes Avenue, Columbus Drive and Martin Luther King Jr. Boulevard ahead of the show. The Tampa Sports Authority works with parkwhiz.com , where reservations range from $15 to $53. Note that third-party websites like seatgeek.com are not affiliated with the stadium.

Parking downtown? These Wilmington streets were ticketed the most in 2023

uva tour parking

More than 28,000 parking tickets were issued in the city of Wilmington in 2023.

With 1,040 metered on-street parking spaces in downtown Wilmington, parking infractions aren't uncommon. However, certain streets are more notorious for these ticketed violations than others.

Parking downtown currently costs $2.50 an hour in metered spaces, with a daily maximum of $23.75, according to the city of Wilmington webpage . Metered parking is enforced Monday through Saturday from 9 a.m. until 6:30 p.m., excluding 11 city-observed holidays. Parking at an expired meter can result in a $20 fine, with other parking citations incurring varying fines between $5 and $250.

Parking citation data provided by the city of Wilmington via a public records request reveals the streets that garnered the highest number of parking tickets in 2023. Here are the top 10.

10. Walnut Street

Approximate number of parking citations issued: 726

Walnut Street secured the 10th spot on the list of Wilmington streets with the highest number of parking citations in 2023. Located close to The Cotton Exchange, a shopping center with a variety of stores and restaurants, and Cape Fear Community College, this street is frequented by many. Most parking citations were issued in the 100 block of Walnut Street, with approximately 35% of citations issued in the area.

9. Ann Street

Approximate number of parking citations issued: 996

At number nine on the list is Ann Street, located on the outskirts of Wilmington's Central Business District. More than half of parking citations issued on Ann Street were in the 100 block, a relatively residential portion of the street.

8. Grace Street and Water Street

Approximate number of parking citations issued: 1,136

Grace Street and Water Street tied for the eighth spot on the list, both with just under 1,150 parking citations issued in 2023. Located in walking distance of Hotel Ballast and a variety of restaurants and bars, approximately 51% of parking citations were issued in the 100 block of Grace Street. Approximately 34% of parking tickets were issued in the 200 block of Water Street, within a close proximity of similar establishments.

7. Dock Street

Approximate number of parking citations issued: 1,247

Dock Street lands at number seven. Located near St. James Episcopal Church, the Burgwin-Wright House and Gardens, and numerous shops, approximately 42% of parking citations on Dock Street were issued in the 200 block.

6. Chestnut Street

Approximate number of parking citations issued: 1,257

Chestnut Street comes in sixth for the most ticketed streets in Wilmington. In proximity to the U.S. Post Office, pubs, and just a short walk from Hotel Ballast and N. Front and Water Streets, 29% of parking citations on Chestnut Street were issued in the 100 block.

5. Market Street

Approximate number of parking citations issued: 1,644

A well-traveled street in Wilmington, Market Street is number five on the list. Roughly 40% of tickets were issued in the 100 block of Market Street -- centrally located to the attractions of downtown Wilmington. A relatively small portion of the overall total -- approximately 90 tickets -- were issued to cars parked in Market Street parking decks, rather than to vehicles in on-street metered parking spaces in 2023.

4. Princess Street

Approximate number of parking citations issued: 2,286

With nearly 2,300 parking citations, Princess Street takes the fourth spot for Wilmington. In a trend similar to other Wilmington streets, most parking citations issued on Princess Street in 2023 were closer to the riverfront. More than 1,900 parking citations were issued in and below the 200 block of Princess Street.

3. Orange Street

Approximate number of parking citations issued: 3,927

Running alongside the Children's Museum of Wilmington, Hannah Block Historic USO Community Arts Center, and other popular sites, Orange Street is the third most ticketed street in Wilmington. One portion of Orange Street accounts for more than 84% of parking citations issued in the area -- with over 3,300 parking citations recorded solely in the 200 block.

2. Front Street

Approximate number of parking citations issued: 5,093

A runner up for first place -- Front Street takes the second highest rank for the number of parking tickets issued in Wilmington last year. As downtown Wilmington's main street, full of bars, restaurants, and shops, Front Street brings in numerous residents and visitors. Approximately half of the parking citations were issued on the North end of Front Street.

1. Second Street

Approximate number of parking citations issued: 5,294

Coming in at first place for Wilmington's most ticketed street is Second Street. Second Street edges ahead by just over 200 tickets compared to its close contender -- Front Street. Intersecting with several other well-traveled streets in downtown Wilmington, Second Street has a high traffic flow. On-street parking isn't the only major contributor to the street's parking violations, with more than 1,500 tickets stemming from citations given in second street parking lots.

Penn Relays 2024: Time, tickets, parking and everything you need to know before you go

The return of the Penn Relays, now in its 128th running, will also signify the return of a partnership with World Athletics. Ahead of it all, here’s what to expect from a busy three days of events.

The high school boys’ 3000-meter championship race takes place on the second day of the 2023 Penn Relays at Franklin Field on April 28, 2023.

If you’ve been around the Penn Relays , are a track-and-field enthusiast, or have lived anywhere in the vicinity of Franklin Field over the last decade, then you know just how electric the final Saturday of the event can get.

This year, you’re in for a treat.

The return of the Penn Relays, now in their 128th running, brings the expansion of a partnership with World Athletics, global track and field’s governing body. That should help bring the sport’s big names back to Franklin Field, five years after the popular USA vs. the World races ended.

» READ MORE: After a back injury, this Penn senior’s record-breaking track success is ‘a long time coming’

Saturday, or the main day for the Global Relays, feels like the final return to normalcy to an event that was modified in its return post-pandemic in 2022. It showed too. The signature “wooos” from fans as racers reached the final turn were gone. So were the eclectic smells of global eats emanating from the Carnival Village. Well, it’s all back, with the first starter’s pistol scheduled to go off at 9 a.m. Thursday.

Ahead of it all, here’s what to expect from a busy three days of events.

How long are the Penn Relays?

The three-day event begins Thursday and will culminate on Saturday with more than 100 high schools and colleges combined, and other top races ranging from Olympic hopefuls to Masters (60 and over) participating in running and field events.

Here’s how to watch the Penn Relays

General admission tickets are on sale for $26, which will provide an all-day pass for both Thursday and Friday. A ticket for Saturday’s finale is $29. There are also discounted tickets for Penn students and schools participating. All of that information can be found here . Unable to make it out but still want to watch? All three days are scheduled to be streamed live via FloTrack , but be forewarned it costs $30 per month for the service.

What’s the best way to get to Franklin Field?

If you’re savvy with public transportation, take it — the area around Franklin Field can be a cluster on race days. SEPTA has a regional rail line, several bus routes and the Market-Frankford Line all with stops just blocks from the stadium . If you’d rather drive, the following parking locations below are available starting at $25. For more information, visit upenn.edu/parking .

Museum Garage, South & Convention Street

Chestnut 34, 34th & Chestnut Streets

Walnut 38, 38th & Walnut Streets

Walnut 40, 40th & Walnut Streets

What are some of the events to watch?

Thursday will feature a good portion of high school events, but the evening will feature college championships in both middle- and long-distance events, including the men’s and women’s 3,000-meter steeplechase scheduled to begin at 7 p.m., with the women up first.

Friday is Championship of America race day for high school teams in various events, featuring the nine fastest teams from Thursday’s preliminary round. In addition to a host of American talent, there are always schools from the Caribbean that offer an early look at who the next phenom could be from Jamaica and other islands. Like sprints? Both the high school girls 4x100-meter (2:15 p.m. scheduled start) and the college men’s 4x200-meter (3:10 p.m. scheduled start) highlight Friday.

Saturday is the marquee race day. In addition to a host of single-leg and relay championships for both colleges and high schools, the Olympic development races featuring some of the best track athletes from the United States and the Caribbean are scheduled to compete in sprint, middle- and long-distance events in addition to the men’s and women’s high-jump competitions.

For the full schedule of events, in addition to the schools and athletes participating, click here . Also, there’s a store on the north side of Franklin Field where you can buy T-shirts and other souvenirs.

The best thing to get might be the program, which costs $15. As is our tradition at The Inquirer , we’re here to let you know it’s a bargain, even though the price went up a little this year. Not only does it have this year’s race schedule, but it has all the records for almost every race you could think of in Relays history.

Who are some of the athletes and teams to watch?

U.S. Olympian Bryce Deadmon is the highlight of Saturday’s 400-meter event. Deadmon, who captured gold in the men’s 4x400 three years ago at the Tokyo Summer Olympics , heads to Franklin Field ranked among the top 10 in the world in the 400.

If you’re an Eagles fan, you’ll want to root for Olympic high jumper Vashti Cunningham, who will headline the women’s field in the elite high jump (Saturday) in the first running of the competition. The daughter of former Eagles quarterback Randall Cunningham has finished first in the high jump in every USA Track and Field championship event since 2017.

Anyone local to keep an eye on?

Yep. In addition to the scores of area high schools and colleges that will field teams over the three days, you’ll want to make sure you’re in the stadium for the homecoming of middle-distance runner Nia Akins, who is scheduled to compete in the women’s 1,500-meter event.

A 2020 Penn graduate, Akins is still the program record holder or was part of a relay team that still holds the record in five events. She holds the records in the 800 and 1,500 meters and was a member of the record-setting outdoor 4x400 and indoor and outdoor 4x800 relay teams.

What is there to do near the venue?

Franklin Field is situated squarely on Penn’s campus and across from the city’s medical hub. However, there are many places to shop, dine, and explore in and around University City . Looking for something to get into when you’re not watching racers zip around the track or compete on the infield? In addition to the food trucks featuring dishes from around the world situated behind the Palestra, here are a few suggestions, courtesy of The Inquirer.
