All international travellers must carry acceptable identification and a valid visa (if necessary) when entering Canada. A passport is recommended because it is the only reliable and universally-accepted travel and identification document for the purpose of international travel.

International transport companies, such as airlines, must make sure that travellers have proper, valid travel documents. If you do not have the proper documents, you may be delayed or refused entry into Canada . What you need will depend on where you are from, how you are travelling, and what documents you are travelling with. Consult entry requirements by country .

When you enter Canada, a border services officer will ask to see your passport and a valid visa, if you are arriving from a country for which one is required. Visit the Immigration, Refugees and Citizenship Canada website to learn more about what travel documents are required.

Citizens of the U.S. who are members of the NEXUS program may present their membership card as proof of identification and as a document that denotes citizenship, when arriving by air (when coming from the U.S.), land, or marine modes.

Citizens of the U.S. who are members of the FAST program may use their cards as proof of identity when arriving by land and marine modes only.

Permanent residents of the U.S. who are members of the NEXUS or FAST programs must travel with a passport and proof of permanent residence , and may be asked to present these documents to the officer upon arrival at the border.

All visitors arriving from or transiting through the U.S. are encouraged to visit the U.S. Customs and Border Protection website for information concerning the U.S. Western Hemisphere Travel Initiative, and the requirements to enter or return to the U.S.

Visa-exempt foreign nationals need an Electronic Travel Authorization ( eTA ) to fly to or transit through Canada.

Exceptions, or visa and eTA-exempt foreign nationals, include:

 • U.S. citizens
 • U.S Lawful Permanent Residents
 • travellers with a valid Canadian visa
 • Other exceptions

Canadian citizens, including dual citizens, and Canadian permanent residents do not need to apply for an eTA.

Foreign nationals from select visa-required countries may also travel to or through Canada by air using an eTA , if eligible .

Be prepared: Apply for an eTA before you book your flight to Canada. Most applicants get approved within minutes. However, some applications can take several days to process so don’t wait until the last minute.

 • Apply for an Electronic Travel Authorization
 • Get help with Electronic Travel Authorizations
 • Dual citizens
 • Canadian permanent residents
 • Lawful permanent residents of the U.S.

Travellers who apply for an eTA are advised to be cautious in all dealings with companies that claim to offer help in getting an eTA. These companies are not operating on behalf of the Government of Canada. Many have established websites that charge a fee to provide information and submit eTA applications.

This Government of Canada website is the official place to apply for an Electronic Travel Application .

Travelling to or within Canada? The rules have changed. Here's what you need to know

Vaccinated travellers exempt from quarantine still need to adhere to a number of rules.

Social Sharing

Passport? Check. Plane ticket? Check. What about your vaccination documents and COVID-19 test results? Thanks to the pandemic, entering Canada now requires a lengthy checklist.

"You definitely have to be prepared and it's not going to be the usual experience," said Senka Dukovich of Toronto, who flew home from Croatia earlier this month.

Even domestic travellers may face challenges when entering certain provinces.

Here's what you need to know about travelling to or within Canada, with the help of some Canadians who've already hit the road.

Travelling to Canada

Anyone currently allowed to enter Canada can skip the 14-day quarantine if they meet the country's requirements for being fully vaccinated. That means two doses of either the Pfizer, Moderna or AstraZeneca-Oxford vaccines, or one dose of the Johnson & Johnson product, at least 14 days before arriving.

Most foreigners are still barred from entering Canada but, as of Aug. 9 , fully vaccinated U.S. citizens and permanent residents living in that country will be able to visit, and they won't have to quarantine.

The federal government said it plans to allow fully vaccinated travellers from all other countries to enter Canada and skip quarantine on Sept. 7.

However, all fully vaccinated travellers allowed to enter still face other requirements.

Dukovich, her husband Ted Read, and their five-year-old granddaughter Ksenija Callaghan, travelled to Croatia in June to visit family.

They had a two-day stopover in Paris before their final flight back to Canada on July 7, which meant the trio had to take COVID-19 tests during their stopover.

domestic travel canada passport

Travellers to Canada — even those who are fully vaccinated — must provide proof of a negative COVID-19 molecular test taken within 72 hours of arrival. Air passengers need to take the test within 72 hours of the scheduled departure time of their final direct flight to Canada.

Dukovich was pleased to discover that — at the time — France provided free COVID-19 tests.

"We got three COVID tests [for free] that would have cost at least $400," she said. "No hassles, no waits, no appointment."

However, Canadians departing France now won't be so lucky; on July 7, the country stopped providing free tests to tourists outside the EU.

 • Fully vaccinated tourists will soon be able to visit Canada again

Travellers to Canada must submit their travel information to the federal government using the ArriveCAN app or by registering online within 72 hours before their arrival.

"You had to upload documentation for both your first and second dose," said Dukovich who submitted the family's application from a hotel room in Paris. "We just had our phone, so you can imagine, trying to do this on the little phone."

When travellers finish inputting their information, they're emailed a receipt to show a Canadian border officer upon arrival, along with their COVID-19 test results and any vaccination documents.

On July 9, Shawn Plancke, a Canadian who lives in Barcelona, flew to Halifax with his wife, Samantha McGuinness, and three children. He advises travellers to pack hard copies of their documents before departing for Canada.

"I know this is going against society these days, but print it out," he said. "I would not have wanted to be flipping through my phone [for documents]."

Currently, both land and air travellers will be tested for COVID-19 upon arrival in Canada, or be given a home test kit. The federal government provides the tests for free and travellers can pre-register online to save time.

However, starting Aug. 9., fully vaccinated travellers will not need a post-arrival test unless they have been randomly selected to take one.

Travellers to Canada are required to use #ArriveCAN to submit their #Covid19 information electronically. This includes travel history and proof of vaccination. You must enter your info within 72 hours before you arrive.https://t.co/duPKWrfMud pic.twitter.com/w5RFdPdJdh — @GovCanHealth

Dukovich and her family landed in Montreal. She said they received home test kits instead of an on-site test, because they had a connecting flight to Toronto.

"On the way out, they just handed us kits like they were giving you a lunch box," said Dukovich.

At home, she had to go online and be guided by a nurse via video conference who provided instructions including "counting down the seconds you have to have the swab in your nose," said Dukovich.

That same day, Purolator picked up the tests.

Travelling with children

Fully vaccinated travellers don't have to quarantine while waiting for their test results. But Dukovich thought that she and her husband were required to, because their five-year-old granddaughter — who's staying with them — isn't vaccinated.

Children under 12 are currently not allowed to get vaccinated in Canada.

It was only on day three of their quarantine that Dukovich learned from a quarantine officer that only her granddaughter had to quarantine.

"That was a relief," said Dukovich. "My husband and I are free to go out."

Unvaccinated travellers — or those who got a vaccine currently not recognized by the Canadian government — must quarantine for 14 days. Those entering by air must also spend up to three of those days in a quarantine hotel — a rule that will end on Aug. 9.

However, unvaccinated children under 18 can head home with their vaccinated parents. Currently, they must quarantine — even though their parents can leave the house. But that rule will also change on Aug. 9, when the government will start allowing unvaccinated children under 12 to skip quarantine — as long as they avoid group settings such as school, camps and daycares for 14 days.

Travelling within Canada

The rules can also be complex for domestic travellers.

Air passengers travelling within Canada don't have to take a pre-arrival COVID-19 test.

However, Nova Scotia , New Brunswick , Prince Edward Island , Newfoundland and Labrador , Manitoba and the territories still require some inter-provincial travellers to quarantine.

The rules can vary depending on your vaccination status and/or where you're travelling from. For example, most of the Atlantic provinces now allow travellers from within Atlantic Canada to enter, regardless of their vaccination status.

The rest of Canada can skip quarantine in the Atlantic provinces if fully vaccinated or, in the case of New Brunswick and Newfoundland and Labrador, have at least one dose.

Fully vaccinated travellers can also skip quarantine in Manitoba and the territories.

 • Border restrictions for fully vaccinated Canadians loosen, but plan for wider reopening remains unclear
 • Travel restrictions end in Atlantic Canada, bringing Christmas in July for separated families

Manitoba, Yukon and the Atlantic provinces also exempt from quarantine unvaccinated children under 12 — if all their vaccinated guardians meet the exemption requirement. In Nova Scotia, the rule applies to unvaccinated children ages 18 and younger.

However, because traveller Plancke and his family flew from Barcelona to Halifax, his three children must follow the current federal rules and quarantine for 14 days — despite that fact that both parents are fully vaccinated.

"It's quite confusing when you have strict stricter rules, federally, and then you have other rules provincially," said Plancke.

The provinces and territories listed here may have further requirements for tourists, so travellers to those regions should check the rules online before packing their bags.

For example, the Atlantic provinces require certain visitors to pre-register, and travellers to Nunavut must first get authorization. Also, the Northwest Territories still bars most leisure travellers.

Can You Fly Within Canada Without a Passport?

domestic travel canada passport

Air travel is, undoubtedly, one of the most restricted forms of travel: security check-up of each passenger, identity verification by the plane crew and immigration officers–and don’t even get me started on the luggage limitations!

Given all of the above, we are used to the fact that travelling by plane comes with many procedures to follow and documents to show. Thus, having a passport with you seems like a natural and logical consequence. But is it, though? Can you fly within Canada without a passport?

Whether you can or cannot fly within Canada without a passport depends on your citizenship. And no, the Canadian government is not xenophobic in the matter of travel. Read our article to get behind the scenes of domestic air travel in Canada and verify whether you need to carry your passport with you or not.

Can I fly within Canada without a passport?

Regardless of who you are, what you do, and what citizenship you have, in order to board a plane in Canada you must present a valid form of government-issued identification. It can be a passport, but it can also be a different document—as long as the document:

 • has your picture in it;
 • indicates your date of birth;
 • certifies your full name (matching the airline ticket);
 • is still valid.

However, whether you will be allowed to board your plane to Toronto, Quebec, or Ottawa without a passport (using a different document) depends on what citizenship you bear. Simply said, the breakdown could be made into (1) having a Canadian identification and (2) not having a Canadian identification.

If you bear Canadian citizenship, there is no need for you to carry a valid Canadian passport when boarding a domestic-flight plane. You can have the passport with you, but it may very well be any other form of government-issued identification document, such as a driver’s licence, firearms licence, or a health card. You can find a complete list of accepted documents here .

Moreover, if you are not a Canadian citizen but you live in Canada and have any form of Canadian identification, you can also board a domestic flight without a passport. In such cases, a permanent resident card or a driver’s licence is sufficient. In fact, you can identify yourself using the same set of documents as Canadian citizens (as long as they are issued by the Canadian government, not your national equivalents).

It is important to remember that the document you decide to identify yourself with should have your photograph, and it must be government-issued. If you lack an ID with a picture, you may also use documents without the image—but in that case, you must bring two (2) different documents (a double verification).

Not having a Canadian identification probably means you are a tourist visiting the country. If you are a citizen of the US or a permanent resident of the US, in addition to your passport you can use your NEXUS card, Green Card, or Enhanced Driver’s License.

However, if you are coming from someplace other than the US, you will have to present your valid passport or travel document, including a valid visa. Your national driver’s licence, health card, or other documents will not be recognized as an acceptable form of identification, and you will be denied entry to the aeroplane.

If you have a Canadian identification and you wish to travel with your children below the age of 18 (eighteen), they do not have to carry a passport with them. In fact, the document requirements for minors are noticeably less restrictive than for adults, and identification documents are not mandatory whatsoever.

Although there is no obligation, it is still recommended to equip your child with some ID—the good news is that it can be a non-government-issued document, such as a student card.

The regulations mentioned above apply only if you have a Canadian identification and you are the child’s guardian (you do not have to be a parent). If you are an international tourist visiting Canada with children, they must always have their passports or travel documents (visa) to board a domestic flight in Canada.

Fly in Canada without a passport: FAQ

Find answers to the frequently asked questions about domestic flights in Canada without a passport.

Do you need a passport to fly between provinces in Canada?

You do not need a passport to fly between provinces in Canada if you carry a Canadian identification document. In that case, a Canadian driver’s licence, firearms licence, or a health card is sufficient. For foreign nationals, a passport or other form of travel document will be required.

Do I need a passport for a domestic flight?

Suppose you use a Canadian photo identification document, such as a driver’s licence or a health card. In that case, you are not required to carry a passport when flying domestically in Canada. For international travellers, however, a passport or another form of travel documentation will be required.

Do you require a passport for domestic flights?

For Canadian citizens and Canadian permanent residents, a passport is not required for domestic flights within Canada provided they have a government-issued photo ID such as a driver’s licence, firearms licence, or similar. For travellers coming from outside of Canada, a valid form of travel document will be required, e.g., a passport.

Can you fly domestically in Canada without a passport: closing thoughts

Domestic air travel is not as restrictive as the international one; therefore, a passport is not required to board a plane flying between Canadian cities. However, this does not mean that no form of identification is required. On the contrary, each adult passenger is obliged to present a valid form of a government-issued ID before boarding a plane. The good news is that it can be any Canadian identification, such as a passport, driver’s licence, health card, or even an Old Age Security card.

For US citizens, a NEXUS card or a Green Card can also be used, alternatively to passports.

If you are a citizen of a country other than Canada or the US, however, a valid form of a travel document will be needed, and this can be a passport or a visa.

Canada's passport is among the most expensive in the world and here's what it costs to get one

Canada's passport is one of the strongest in the world, offering holders visa-free access to tons of countries around the globe.

However, it turns out that Canadians pay a pretty hefty price for the benefits of owning one.

A new study has revealed that the Canadian passport is one of the most expensive in the world, breaking down how much it actually costs passport holders to be able to travel without the need for a visa.

Australian travel insurance comparison site Compare the Market AU compared the cost of a passport in various countries to find out which nation has the most valuable passport in the world.

The company looked at 29 passports and compared them based on three metrics: the overall cost to obtain the passport, the value of the passport based on how many years it is valid for, and the value of the passport based on the number of countries the holder can visit without a visa.

They then broke down the most and least expensive passports around the world.

According to their findings, Canada's passport is one of the most expensive on the globe, ranking among the top 10 most expensive passports.

How much is a 10-year passport in Canada?

A 10-year Canadian passport, which is the longest validity for the document that you can choose, costs AU$181.41, according to the research, or CA$160.

This makes Canada's passport the seventh most expensive in the world, right behind Italy's 10-year passport, which costs AU$191.36 (or CA$169).

The Canadian passport is a bit cheaper if you select the 5-year option, which costs CA$120. However, this means that you'd have to renew it again in five years.

This price also may not be the total price you pay for your Canadian passport — you may have to pay additional fees on top of the $160, depending on if you need to replace a lost or stolen passport, if you need urgent or express pickup, need standard pickup at a passport office, or require other administrative services.

If your passport was lost or stolen, expect to pay additional fees of $45-135 for getting a new one. And if you need your passport sooner, you could be looking at a fee of up to $110 on top of the cost of the passport for expedited services.

As for the value of the Canadian passport, Compare the Market AU looked at the cost of the passport versus how many countries it allows holders to access visa-free , using data from the Henley Passport Index.

According to the index , Canada's passport allows citizens to travel to 188 countries visa-free, working out to cost of AU$0.96 per country, or CA$0.85, so Canucks may not be getting the best bang for their buck.

In comparison, the UAE passport, Hungarian five-year passport and Spanish 5 and 10-year passports had the best value for travelling without a visa, at AU$0.15 (CA$0.13), AU$0.17 and AU$0.26, respectively.

Most expensive passports in the world

The most expensive passport in the world was found to be Mexico's 10-year passport, which costs a whopping AU$353.90 (CA$313).

The U.S. passport was also found to be more costly than Canada's, ringing up over US$165, which works out to be CA$226 or AU$255.

Here are the least and most expensive passports globally, according to the research, and their prices in CAD:

Most expensive passports:

 • Mexico (10-year-passport), $312.66
 • Australia, $305.68
 • Mexico (6-year-passport), $178.55
 • New Zealand, $171.15
 • Italy, $169.06
 • Canada, $160
 • UK, $140.51
 • Mexico (3-year-passport), $131.33
 • Fiji, $142.88

Least expensive passports:

 • UAE, $23.97
 • India, $24.47
 • Hungary (5-year-passport), $28.08
 • South Africa, $42.80
 • Kenya, $43.54
 • Spain (for over 30-year-olds), $43.72
 • Spain (for under 30-year-olds), $43.72
 • Poland, $47.16
 • Brazil, $49.11
 • Sweden, $52.02
