These categories are currently being reviewed by Jabatan Imigresen Malaysia, but in the meantime, here is the full list as confirmed by Senior Minister of Defense Hishammudin Hussein.

After taking into consideration recent public feedback and views on Malaysia's MyTravelPass programme, the National Security Council has directed Jabatan Imigresen Malaysia (Immigration Department of Malaysia/JIM) to review the categories of applications that can be given permission directly without having to apply for approval through the programme.

This move comes following a meeting of the Pandemic Management Special Committee meeting yesterday, Senior Minister of Defense Hishammudin Hussein said on Thursday (16 September).

JIM will present the proposal to the MKN's COVID-19 Technical Committee.

"In the meantime, I would also like to clarify that from 7 October 2020 to 10 September 2021, JIM has received a total of 356,510 applications. Of that number, 208,509 were approved; 127,465 were rejected; 6,697 were cancelled personally by the applicant; and 13,000 applications are being processed by three task forces," the Minister added.

Based on the information from JIM, he shared that there are four factors that can cause the application to be rejected:

  • The applicant's name is on the list of suspects by JIM;
  • Incomplete documentation;
  • Uploaded documents cannot be read; and
  • Forged documents.

Minister Hishammudin reminded that application through MyTravelPass must be made 14 days before the expected day of departure, on the MyTravelPass portal .

Minister Hishammudin further stated: "On the issue of some airlines stipulating that passengers show MyTravelPass even if they are in the category of not having to apply, I would like to emphasise that the companies concerned should not do so. I have asked the Minister of Transport, YB Datuk Seri Ir. Dr. Wee Ka Siong to inform the companies to follow the guidelines that have been set."

Apart from the above, the minister has reiterated the categories that require, as well as categories that don't require, application for approval through MyTravelPass, as follows:

Categories that need approval

  • New citizens that get an offer to work or study abroad.
  • Students wishing to sit for examinations abroad.
  • Attend meetings / seminars / business affairs abroad.
  • Participate in sports exhibitions / competitions / training abroad by submitting a letter of support from the regulatory Agency.
  • Emergency care of immediate family members (death / family member due to accident / illness).
  • Spouse / Fiancé Visa Holders (marriage not legally registered).
  • Participate in humanitarian / religious aid missions by submitting a letter of approval obtained from the JPM Joint Committee, as well as other relevant supporting documents.

Categories that do not need approval

  • Diplomats and officers of the Malaysian Embassy who will / return to work abroad including their respective dependents.
  • Students and dependents who continue their studies provided they have a valid student visa or dependent visa.
  • Overseas Long Term Pass Holders (Permanent Resident / Resident Pass / Work Pass etc.).
  • Work with petroleum companies and shipping companies that need to sign-on on ships overseas.
  • Accompanying students abroad for study purposes, limited to two escorts only. Escorts need to travel out together with the students.

Minister Hishammudin's original statement in Bahasa Melayu, taken from JIM's

  • Urusan kecemasan ahli keluarga terdekat (kematian / ahli keluarga ditimpa kemalangan / sakit).

my travel pass rejected

What should I do before travelling to Malaysia? Ensure that you have made flight arrangements to Malaysia. Please be advised that you are only allowed to enter Malaysia via KLIA and KLIA2 entry points. International Students that attempt to enter Malaysia from other entry points will be denied entry and may risk being deported to their country of origin. Once your departure date is confirmed, undergo the RT-PCR Covid-19 Test three (3) days before travelling to Malaysia. The RT-PCR Covid-19 test result must be translated in ENGLISH so that the respective authorities in Malaysia can inspect it. Next, please complete the online payment for the Quarantine and the Covid-19 Screening Test through MySafeTravel (www.safetravel.myeg.com.my) / MyQr application by MyEG (www.myeg.gov.my). This procedure is required as you will be required to undergo an RT-PCR test and quarantine upon arrival in Malaysia. Download the MySejahtera mobile application.MySejahterais an application developed by the Government of Malaysia to assist in monitoring COVID-19 outbreak in the country. Be very careful with your surroundings. Practice social distancing and good hygiene. Do your best to avoid any occasion that might expose you further to the COVID-19 virus. What will happen once I arrive in Malaysia? Upon arrival, you will be carefully escorted by the relevant authorities to the Ministry of Health (MOH) personnel. At this point, you will be required to show proof of the negative RT-PCR test result obtained from your country of origin. You are also required to show proof of the payment receipt of the Quarantine cost and the Covid-19 Screening Test from MySafeTravel (www.safetravel.myeg.com.my) / MyQr application by MyEG. Upon verification, you may proceed to the Immigration Counter for clearance to enter Malaysia. Once you have obtained clearance from the Immigration Department, you will be assigned to a quarantine station. Our EMGS representatives will be obtaining this information from you to be furnished to your institution. Government officials will then bring you to the quarantine station assigned to you. During this time, you are required to undergo quarantine for seven (7) to fourteen (14) days upon arrival to Malaysia before continuing your studies. The duration is subject to the students furnishing their RT-PCR Covid-19 test results at the international arrival gate. International students that are not able to provide RT-PCR Covid-19 test results or if the test results are not valid/acceptable by Ministry of Health, the students will be subjected to a quarantine period of ten (10) days. Please note that you will not be allowed to leave the quarantine premises throughout the quarantine period. On the 5th day (For a quarantine period of 7 days) or 8th day (For a quarantine period of 10 days) or 10th day (For a quarantine period of 14 days), you will undergo an antibody test. If your result shows as negative, you will be given a release order and your institution will make travel arrangements for you to return to the institution, however, if your result is positive, MOH guidelines will apply. Please take note that students with nationality or coming from the United Kingdom and India are not allowed to enter Malaysia

What should I do once my Visa Approval Letter is approved/extended? Once your Visa Approval Letter is approved by the Immigration Department, a Travel Authorisation Letter will be issued along with it. To access these documents, please enter the relevant information under the following fields in Track My Application Travel Document Number Nationality Application Type: Student Visa You will see an option to download the eVAL and Travel Authorisation Letter. Download these documents and make sure you keep a copy of it in your mobile phone. You may be required to apply for a Single Entry Visa (Depending on your nationality) prior to travelling to Malaysia. Please check with your Malaysian Mission for more information on this matter. Once you have obtained all of these documents, you may proceed to travel to Malaysia. Learn more: https://visa.educationmalaysia.gov.my/guidelines/travel-authorisation-new-student.html

Best COVID Insurance for Thailand Pass

Based on experience, the common problem for Thailand Pass applications being rejected is that some insurance policies are not properly worded. Your COVID-19 insurance must expressly state that it covers up to 50,000 USD medical expenses including COVID-19 while in Thailand.

You may use your own health insurance or purchase an insurance from your own country, however, it is recommended to purchase from an insurance company in Thailand such as AXA Insurance Thailand to make sure that you meet the requirement in obtaining the Thailand Pass successfully.

  • Your certificate of insurance will expressly state that it covers up to 50,000 USD medical expenses including COVID-19. It will also state that the certificate is issued for the purpose of Thailand Pass application.
  • The AXA Sawasdee Thailand provides a one page certificate of insurance which is perfect for Thailand Pass application since the system will only allow one page document to be uploaded.
  • Your insurance letter or certificate will also contain the policy number and date of effectivity or start date.
  • The AXA Insurance policy must be effective before or on the date of arrival and during your entire length of stay.

Important Notes When Buying Travel Insurance

  • Avoid the insurance providers with COVID only coverage; they do not cover medical costs from accidents (like motorcycle accidents) or common unexpected illnesses (common fever or food poisoning).
  • AXA Sawasdee Thailand covers medical expenses (outpatient and inpatient) due to accidents and illnesses including COVID-19.
  • AXA Sawasdee Thailand also covers telemedicine and teleconsultation which may be required during the quarantine period of the patient.

Simplifying Immigration Series

U.s. visa denials, refusals, rejections, and other roadblocks.

By Jemima Owen-Jones

U.S. visa denials are rare, but they do happen. Regardless of where you are in the process of obtaining your U.S. work visa, it can be devastating to hear that it has been denied after all of the time, dedication, and money that goes into applying.

In this article, we will give you an overview of the process of obtaining a U.S. work visa, the different stages where denial is possible (but rare), and how you can improve your chances of approval.

What is a visa denial?

If your visa is denied, it is generally because something in your application or interview suggested that you were ineligible for the visa you applied for.

Denials look different at different stages of the visa process, and the impact depends on the reason for the denial.

Is there a difference between a visa denial, a visa refusal, and a visa rejection?

Visa denial and visa refusal are terms that can be used interchangeably. However, a visa rejection is different.

Visa petitions get rejected when there is a missing or incomplete form, insufficient application fees, or another administrative error that prevents the United States Citizenship and Immigration Services ( USCIS ) officer from being able to make an adjudication decision.

How do you determine why your visa was denied?

Most of the time, U.S. authorities will notify you of why your visa was denied and the associated section of U.S. law related to your denial.

You can find an overview of reasons for visa denials on the U.S. Department of State’s website .

Some of the possible reasons for a visa denial include:

Denial under section 214(b) of the Immigration and Nationality Act This type of denial occurs when the Consul Officer believes you may intend to immigrate to the U.S. permanently.

Most U.S. work visas are nonimmigrant visas. To have a single-intent “nonimmigrant,” work visa approved, you must demonstrate that you only intend to stay in the U.S. temporarily and then will return to your home country .

Section 214(b) of the Immigration and Nationality Act establishes that consular officers must first assume that every visa applicant intends to immigrate to the U.S. permanently unless the applicant proves otherwise. Because of this, it is important to clearly communicate and carry documentary proof that you only intend to stay in the U.S. temporarily anytime an immigration official asks.

Denial under section 212(a) of the Immigration and Nationality Act This type of denial occurs when U.S. officials find you “inadmissible.” If you are found inadmissible, something you said or something from your background looks like a red flag.

There are many reasons for getting a denial under section 212(a) of the Immigration and Nationality Act, such as having a health-related issue, a criminal record, or a history of immigration violations. We go into more detail on the various reasons here .

Refusal under section 221(g) of the Immigration and Nationality Act This type of refusal occurs when a final decision cannot be determined immediately. Therefore, the Consular Officer puts your case on hold until your eligibility can be determined. This is known as “Administrative Processing.”

Suppose your application is placed in Administrative Processing. In that case, the Consulate needs additional time to review your application or additional documentation/information before they can issue your visa.

Learn more about what to do in this situation here .

The difference between USCIS denials, visa appointment denials, and border entry denials

There are three possible occasions where you could hit a roadblock during your path to entering the U.S. on a visa.

1. During the USCIS petition submission

When preparing your visa petition to be adjudicated by USCIS, you must include all the required documents and forms proving your eligibility for the visa category.

You must complete the petition, print it, and mail it to the correct USCIS address. If there is an administrative error, such as a missing form, or you mail the petition to the incorrect address, your visa petition may be rejected.

As mentioned above, a visa petition rejection is not a denial and has no negative impact on future visa petitions.

Reasons for USCIS denials USCIS may deny your visa petition if they determine that you do not meet the qualifications for that visa. For example, if you applied for the O-1 visa with evidence that you meet four of eight criteria (you must meet at least three criteria). Still, the USCIS adjudicator is only convinced that you meet two criteria.

It is important to know that USCIS will never deny your petition immediately. Instead, they will offer you a second chance to prove that you meet the criteria by issuing a Request for Additional Evidence (RFE) or Notice of Intent to Deny (NOID).

RFEs are somewhat common, and NOIDs are much less common. However, they both allow you to strengthen your petition and give you your best shot at an approval.

If you receive a denial at this stage, you should work with a trusted attorney to prepare a new petition. Our team at Legalpad is here to help USCIS see your petition in a new light !

2. During the visa appointment

If you filed your petition from outside the U.S., you’ll need to attend a visa appointment before coming to the U.S. on your visa.

If you filed your petition inside the U.S. as a “ Change of Status ” petition, you’ll need to set up a visa appointment for the next time you travel outside the U.S.

Either way, there is the possibility of your visa being denied by the Consulate you visit for this appointment.

Reasons for visa appointment denials The consular officer’s role in the visa process is to ensure that visa applicants are not subject to any grounds of inadmissibility, such as fraud or criminal convictions. There are many reasons why your visa could be denied at this stage.

To avoid a denial, preparing for your visa appointment is important. One way to prepare is to schedule a consultation with a trusted advisor who can help you prepare and avoid a denial.

Suppose you received a denial in the past. In that case, it is even more important to ensure that you have the information you need to avoid another denial, so setting up a consultation is something to consider seriously.

3. During entry into the U.S.

When you attempt to enter the U.S., CBP officials will look at your passport, U.S. visa (or ESTA ), and any other immigration documents related to your visa, such as an approval notice (Form I-797), Form I-20 (for F-1 holders), or Form DS-2019 (for J-1 holders). They will ask you a few questions and review your immigration history.

Reasons for being denied entry You could be denied entry into the U.S. by CBP officers. This could be for similar reasons as a denial at the U.S. consulate, such as inadmissibility, because of past immigration violations, or simply because you don’t have a valid passport with you.

Being denied entry is different than getting your visa denied. You still hold the visa; you just were denied the ability to enter the U.S. on that visa. If you get denied entry, you should contact your attorney for help.

What can you do if you receive a denial?

There are many reasons why your visa could be denied, and what to do next is dependent on the circumstances surrounding the denial.

In most cases, the best next step is to take what you learned from the denial and try again. Don’t get too discouraged by the denial, but certainly learn from the situation and assess any potential future impact that the denial might have.

For example, if you received a denial because the consular officer suspected you of fraud, that could impact future applications. On the other hand, if your visa was denied because you did not provide all of the required information, this should not negatively impact future applications.

If you’ve received a denial, we’re here to help

If USCIS denied your visa, Legalpad can help you file a new petition and improve your chances of approval . If you have an approved I-797 but were denied at a consulate, you should book another visa stamping appointment.

Legalpad partners with Argo , which offers one-on-one visa consultations with prior Visa Officers who can help you navigate prior denials and prepare for future visa stamping appointments (Legalpad customers can get a discount here ).

A visa denial is not the end of your immigration journey; you don’t need to navigate it alone!

TSA PreCheck

Global entry, if your trusted traveler application is denied, recap.

Trusted traveler programs rely on interviews, government data and other systems to verify your information and grant entry to these expedited services. There are several reasons why people may not qualify or may have their status revoked. Unfortunately, mistakes also occur. Here is a rundown of why your TSA PreCheck, Global Entry or SENTRI status may be revoked and what you can do about it.

What is it?

TSA PreCheck offers dedicated airport security lines and streamlined screening at around 200 airports across the U.S. for approved members. It helps travelers avoid removing shoes, jackets, toiletries and electronics when moving through the checkpoint, making the process faster and more efficient.

Once approved, members receive a Known Traveler Number that works with more than 85 participating airlines. Membership costs $78 and lasts for five years. After this time period, you can renew your membership for another five-year period. You can renew online for $70, or in-person at an enrollment center for $78.

Reasons TSA PreCheck can be denied

It is possible to lose TSA PreCheck by committing federal security violations or crimes. These include both on an airplane or even when not flying. On the plane, these can include:

Intimidation or interference with flight crew.

Physical or sexual assault (or threat of assault) on an aircraft.

Interference with security operations.

Making a bomb threat.

Bringing a prohibited item to an airport or on the plane.

Beyond the airport, there is also recurrent criminal history vetting to assure that only lawful travelers have access. This can include:

Reviewing terrorist watch lists.

Past criminal convictions.

Imprisonment for more than 365 days.

Unlawful possession of a firearm.

Having outstanding warrants or being under indictment for a felony.

Can you appeal?

There are a few avenues that you can follow if you are denied or considered ineligible. This includes contacting the case manager that is provided in an ineligibility letter, calling the TSA Contact Center (866-289-9673) or submitting an online form .

Offered by the Department of Homeland Security, Global Entry provides approved, low-risk travelers access to an expedited immigration line when returning to the United States.

Following the one-time $100 application fee and background check, conditionally approved members must take an in-person interview. If approved, members will have access to the program for five years before needing to reapply. Even better, the application fee can be refunded if you hold a qualifying travel card that covers the fee as one of its benefits.

Why might it be revoked?

If you do not meet eligibility requirements, there are several Global Entry denial reasons. Even if you were approved previously, it is possible to have status revoked if you no longer meet those requirements for membership.

During the application process, travelers should disclose all pending or past criminal convictions as failure to do so could lead to disqualification. A DUI, for example, less than a decade old could be a problem. If you have been denied purchase of a firearm or been subject to a criminal pardon from any country, you may also be ineligible.

Failure to provide all required information on the application could lead to denial if it is discovered during the background check.

Another reason you could lose Global Entry after being approved is failure to declare certain items when passing through customs upon return from an international trip. You may be surprised at the lengthy list of things that should be declared. It includes things such as:

Agricultural items like food, plants, seeds and fruit (yes, even that apple from the plane).

Items over the limit of personal exemption (that shopping spree could get you in trouble).

Cash over the amount of $10,000.

Items containing dog or cat fur.

Game and hunting trophies.

Cultural artifacts.

Violations could lead to losing Global Entry. Even being uncooperative could have repercussions on your membership.

Was your Global Entry revoked? Or was Global Entry denied after conditional approval or you were declined membership from the start? There are a few options for recourse. Keep in mind that it is possible for mistakes to be made, especially if your name closely resembles another person who may not qualify for the program and you are often incorrectly stopped.

If you believe you had Global Entry revoked for no reason, reconsideration requests can take time. They can be made through the Trusted Traveler Program website by including the following:

Date of the denial and, if known, what the reason was (many people may not be aware of why they were denied or had status revoked).

Information to clarify or explain an incident or arrest.

A PDF of court disposition documentation showing any arrests or convictions (even if expunged).

Other supporting documentation.

If you were declined due to a previous denial of the purchase of a firearm, you can contact the FBI to challenge that denial at https://www.edo.cjis.gov/ .

This expedited traveler program is designed for those that cross the U.S.-Mexico border frequently. SENTRI provides dedicated processing lanes when crossing the southern land border. Being approved also gives access to Nexus (for Canadian border crossings) and both TSA PreCheck and Global Entry at U.S. airports.

Was your SENTRI revoked?

Status may be denied or revoked if you have:

Provided false information during the application process.

Been convicted of any criminal offense or have pending criminal charges.

Violated customs policies.

Received a criminal pardon from another country.

Been denied the purchase of a firearm.

If you believe the revocation or denial to be inaccurate, an appeal can be made via the Trusted Traveler Program application website by including the following:

Information to explain an incident or arrest.

A PDF of court disposition documentation for all arrests or convictions (even if expunged).

If your application is denied or your membership gets revoked, it is possible to seek reconsideration. Some may also choose to seek help from a lawyer if they don’t make headway another way. Nothing is guaranteed, but trusted traveler programs can provide convenience at the airport or on the road.

It is important to follow instructions and be truthful in the application, but also to be informed of things that can make you ineligible. You may just be surprised at some of the things that must be declared at customs.

Delta Air Lines aircraft, getting denied boarding a Delta Air Lines flight

Delta Air Lines rejected me and my expired passport by mistake, right?

Photo of author

Michelle Couch-Friedman

Consumer reporter and ombudsman

December 24, 2023

A Delta Air Lines passenger believed she could fly to China with an expired passport, but was denied boarding. She says Delta made a mistake rejecting her documents and should have allowed her to take the flight to China.

Now she’s hoping for a refund and additional compensation for her troubles.

What’s going on here?

My mom and I purchased tickets to China. After we flew from Florida to Seattle, Delta Air Lines denied boarding to us for our international flight to Beijing. We already had boarding passes. I have a valid green card and an expired Chinese passport. I also had other valid travel documents, something like a temporary passport that the Chinese Embassy issues for people who lost their passports or have expired passports and need to go to China. With this, even with my passport expired, I can still go to China without any problem.

When we landed in Seattle, Delta Air Lines gate agents announced several times that passengers could stay and they would reward each passenger an $800 gift card. But, nobody wanted to stay. As we tried to get on the plane, suddenly I was denied boarding. The Delta Air Lines gate agent told me that I could not go to China using my expired Chinese passport. He would not consider my other travel documents.

I pointed out that the Delta Air Lines gate agents in Florida gave us boarding passes to China. I begged them to call the Chinese embassy to confirm that I could enter China with my expired passport. They refused. The gate manager, Derek, said he would refund our tickets and give us each an $800 gift card as compensation. We refused this offer.

Later we found out that Derek wrote a fake report saying we voluntarily stayed. The report doesn’t say we were denied boarding. Delta Air Lines then told me that I should ask my travel agency for a refund. I don’t think my travel agency owes me a refund. It was Delta Air Lines who denied boarding to me. That’s who should give me a refund. I had valid travel documents to fly to China!

I want a refund of our tickets, the gift cards, repayment for incidentals and Derek should be reprimanded. Can you help? Lin Wang, Pompano Beach, Fla.

When I first read through your complaint, I wasn’t confident that we could successfully resolve your case. After all, it is always the passenger’s responsibility to know and possess the valid travel documents needed for their intended destination.

In fact, we have published many articles on this topic.

  • This passport mistake will ruin your vacation every time.

It’s quite rare that a passenger would receive any compensation after being denied boarding because of insufficient travel documents.

Most travelers who show up at the airport without valid travel documents end up back home where they started — no refund or vacation included… or worse (See: Welcome to Switzerland! Now you’re going to jail. )

Delta Air Lines : Your denied boarding this flight

But you offered several points that made your case both complicated and unique.

First, you weren’t traveling on a U.S. passport. You were traveling with an expired Chinese passport and a green card. And you presented an additional document from the Chinese embassy. You told me that your paperwork proved that you could enter China with the expired passport and the other documentation.

Unfortunately, your supporting document was a lengthy one — and written entirely in Chinese. The Delta gate agent couldn’t read Chinese and wasn’t willing to accept this “proof” of your eligibility to enter China. And so you were denied boarding.

I can’t read Chinese either, so I put your document into Google Translate. It appears that you printed out a generic notice from the Chinese Embassy’s website in support of your claim. The notice does not address whether or not you specifically could travel with the documentation that you presented.

Your evidence may prove that you could travel to China with your expired passport and the additional documents. I really don’t know. But without an official translation of this paperwork; it’s murky. And the Delta Air Lines gate agent was under no requirement to take a chance and allow you to fly to China.

However…

A U.S. green card is not valid for international travel unless it is accompanied by a non-expired passport from the passenger’s country of origin. Something you didn’t have.

Airlines risk heavy penalties

Delta Air Lines has a vested interest in making sure that it does not transport anyone to a foreign country without valid travel documents. Airlines can be heavily fined if they allow a person to board a flight without proper identification.

If a passenger has an atypical situation, it’s the traveler’s responsibility to provide official, notarized proof of the validity of their travel documents. You didn’t have that type of evidence.

However, you believed that you were denied boarding because of an oversold flight.

But the facts point to something different. When I put your information into The International Airline Transport Association’s (IATA) document checker (Timatic) , I received the same message that the Delta Air Lines gate agent received concerning your travel documents.

No, the documentation you hold is NOT sufficient for the journey you have specified. Passport required. Document Validity: Passports and other documents accepted for entry must be valid on arrival. From Timatic

Delta Air Lines: You weren’t denied boarding by mistake

So while I couldn’t agree with you that you were involuntarily denied boarding because of an oversold flight, I wondered why you had been allowed to board your initial domestic flight in the first place. And as I continued to read your long paper trail, things became more puzzling.

Delta Air Lines had already approved most of what you were asking for — minus the reprimand of Derek.

In your frustration, you had conducted an ill-advised letter-writing campaign to Delta Air Lines, the Department of Transportation and our advocacy team.

I WILL REPORT YOUR DISGUSTING AND SCAMMING BEHAVIORS TO THE PUBLIC MEDIA AND THE RELEVANT DEPARTMENT IF YOU DON’T GIVE ME A SATISFYING SOLUTION!!!!!

Oddly, you sent this specific email after Delta Air Lines had already approved your refund.

Delta reiterated that, according to Timatic, you had not been denied boarding by mistake. The airline approved your refund because of the gate agents’ mistake in Florida. You should not have been permitted to begin your journey in the first place with the expired passport.

By the way, I’ve covered some pretty spectacular errors by airline agents over the years. I’m always ready to investigate and defend a passenger who has been denied boarding by mistake.

  • Alaska Airlines denied boarding to me by mistake. Who will pay for this?
  • An Air Canada mistake caused me to be detained in Korea for two weeks!

But in your case, I agreed with Delta. The error was allowing you to board the original flight in the first place – not the part where you were denied boarding the international flight to China.

How to write an effective complaint letter

When I pointed out that Delta had already approved your refund, you told me that you hadn’t received it and that the airline had stopped responding to you.

We offer tips concerning how to write an effective complaint and get excellent customer service, but you hadn’t read them before you wrote your letters to Delta. That’s unfortunate because your emails likely alienated you from any airline executive who could have quickly processed your refund. Instead, the company referred you back to your travel agent.

When you’re writing a self-advocacy letter, it’s important to remember that you want to make the customer service agent want to help you . The person who receives your email likely receives many complaints per week. The best way to get a positive result is by making your correspondence short, polite and factual.

By the way, that’s true when you’re writing to a consumer advocacy team as well.

You checked with your travel agent, who told you that they could not process your refund because Delta Air Lines had taken control of the ticket.

The good news from Delta Air Lines

I contacted Delta Air Lines on your behalf. The company quickly responded with a refund of your original tickets. Additionally, you and your mom will each receive $750 Delta Air Lines travel vouchers for your inconvenience.

You are pleased with this resolution, but you still maintain that you did possess valid travel documents for your situation. You told me that you flew to China with another airline using your expired passport, but you didn’t mention which airline allowed you to do so. Hopefully you’ll be renewing your passport during your visit since you’ll encounter significant difficulties flying back to the United States if you don’t have an unexpired passport with your valid green card.

Travelers should always remember it’s not up to the airlines to take a chance on you. If your international travel documents deviate from the norm, it’s imperative to have official proof to support your situation.

The bottom line: It’s never a good idea to try to travel with any expired documents. That’s true no matter where you’re going or whether you think you can or not. Because although Delta refunded this ticket, in most cases, when a traveler is denied boarding for insufficient or expired documentation, there will be no refund and no do-over. Don’t risk it.   ( Michelle Couch-Friedman , Consumer Rescue)

5 Common Reasons Form N-400 Gets Denied

May 17, 2022 Citizenship

Reasons Form N-400 Denied by USCIS

U.S. citizenship is perhaps the greatest benefit any immigrant can receive. It is often the pinnacle of a long journey over many years and many miles. Over 2.2 million permanent residents have naturalized as U.S. citizens in the past three years .

However, during the same period, over 240,000 permanent residents had their Form N-400, Application for Naturalization , denied. In fact, the number of denials increased in every quarter of fiscal year 2021. The denial rate held steady; USCIS denies approximately 9.5 percent of all applications. There are many reasons for this. We’ve compiled a list of the five common reasons for a continuation or denial of a Form N-400 application.

N-400 denials in FY2021

It’s important to understand that by filing N-400, the applicant is inviting U.S. Citizenship and Immigration Services (USCIS) to thoroughly review the immigrant’s entire case file one more time. There can be risks associated with this. USCIS may uncover something it didn’t find before. Therefore, it’s worthwhile to understand where other applicants have run into trouble. If you believe one of the following scenarios may affect you, speak to an immigration attorney before filing Form N-400.

Five common reasons for a continuation or denial of a Form N-400, Application for Naturalization, include:

Form N-400 Denied Based on Selective Service

Male candidates may be surprised to learn that failing to register for Selective Service can create a major issue when filing Form N-400, Application for Naturalization. Men between the ages of 18 and 26 are expected to register for the Selective Service and provide proof for the purposes of naturalizing as a U.S. citizen. Failing to register can be grounds for denying an application for naturalization.

RECOMMENDED: Failing to Register for Selective Service

Request for Hearing after N-400 Denial

If USCIS determines you need to provide additional documents or evidence, you may be given Form N-14, Request for Additional Information, Documents or Forms. You will need to provide the additional documentation requested to continue the naturalization process.

If your N-400 was denied and you feel that USCIS was wrong to deny you citizenship, you may request a hearing with a USCIS officer. Your denial letter will explain how to request a hearing and will include the form you need. The form for filing an appeal is the N-336, Request for Hearing on a Decision in Naturalization Proceedings . You must file the form with USCIS, including the correct fee, within 30 days after you receive a denial letter.

my travel pass rejected

‘I’m always rejected at airport e-gates – so the Passport Office suggested changing my name’

Gill Charlton has been fighting for Telegraph readers and solving their travel problems for more than 30 years, winning refunds, righting wrongs and suggesting solutions.

Here is this week’s question:

I am a British citizen living in Portugal . For some reason my old passport wasn’t being accepted at airport e-gates to enter the UK. I have renewed my passport but the problem persists when entering the UK.

Immigration officers only ask where I’m travelling from as they put my passport in a scanner. When I ask why I have been rejected by the e-gates, I’m told either that they have different software to that being used by the e-gates, or that it’s because I have a common name.

When I phoned the Passport Office to discuss the problem, an officer said that perhaps I should consider changing my name!

Can you help me get some answers?

- David Clark

Dear David,

If the reason is simply that you have a common name then surely there would be thousands of John Smiths and Peter Joneses with similar complaints. The ePassport gates work in part by using facial recognition technology to compare the faces of passengers to the images held on their biometric ePassports. Additional biographical and security checks are also conducted by Border Force officers using monitors behind the scenes. This explains why it sometimes takes longer to pass through the gates. You can also be rejected if you have grown facial hair, lost or gained a lot of weight or now wear glasses.

I contacted the Home Office on David’s behalf and was told it would not discuss individual cases for security reasons. I then asked David to put in a Freedom of Information request to see if we could find out more. This proved equally frustrating. The Border Force’s Information Rights Team simply said there are a number of “technical and security reasons” why David’s passport wasn’t accepted and it couldn’t be more specific as disclosure might prejudice law enforcement.

In an age when I can open my iPhone using facial recognition while wearing sunglasses and a hat, it shouldn’t be beyond the scope of the Border Force’s IT system to flag up that this David Clark is good to enter the UK having been checked manually on a previous visit.

David is not alone. A poll of my friends uncovered three men who have similar issues. One had been told, unofficially, that he shared a name with someone on a “watch list”.

The Border Force’s IT system clearly isn’t fit for purpose. In February, David Neal, Independent Chief Inspector of Borders and Immigration, published a withering report after a re-inspection of ePassport gates at three UK airports. He found the latest IT upgrade had resulted in “poor management of Home Office records” resulting in even more passengers being referred due to “inaccurate historical data not being cleansed from records”.

Top 4 Reasons Your Trusted Traveler Status Can Be Denied or Revoked [Global Entry, TSA PreCheck]

You’re Notified

Application fee not refunded, appeals process, 1. no longer meets eligibility requirements, 2. not declaring goods at customs, 3. breaking rules in the immigrations hall, 4. uncooperative behavior, global entry, tsa precheck, trusted traveler appeals process, final thoughts.

See our Advertising Policy for more about our partners, how we make money, and our rating methodology. Opinions and recommendations are ours alone.

Trusted Traveler Programs (or TTPs) allow members to use expedited lanes at U.S. airports and when crossing international borders. They are specifically set up to preapprove “low-risk” travelers, and each applicant must meet a set of minimum requirements in order to be approved.

You may have spent time filling out an application for one of these TTPs, such as Global Entry or TSA PreCheck, paid your non-refundable application fee, and are anxiously awaiting your new status, only to find out that your application was denied! You aren’t alone. About 1% of all applications received by Global Entry and TSA PreCheck applications are denied.

So what happened? Why were you denied membership? How will you be notified of this denial? And is there anything you can do to make U.S. Customs and Border Protection (CBP) reconsider?

In some cases, you may have already had membership in a TTP and were notified that your membership was revoked. What might have happened to cause you to lose your status?

Whether you’re applying for the first time or renewing, or your status has been revoked, read on for all of the details about membership denials or revocations for all 5 Trusted Traveler Programs.

What Happens if Your Trusted Traveler Membership Is Revoked

So you’re waiting to hear if your application to be a part of a TTP was approved. Or maybe you already have a Global Entry or TSA PreCheck membership and you’re notified that it’s been revoked. So what happens next? Well, if you’re approved, you’re good to go. Otherwise, here’s what will happen.

As soon as your application is denied or membership revoked, you will receive a follow-up letter electronically through your TTP account that you used to submit your application.

This letter will include more details about the reason for this denial, however, it may not always be spelled out in great detail. For example, your letter might simply state that you “No Longer Meet Eligibility Requirements.” We’ll break down what this might mean as we discuss the common reasons for having your membership revoked or renewal not approved.

Unfortunately, the application fee that you paid ($50 to $122.25, depending on the program) is non-refundable — even in the case of a denial. You won’t receive a refund for any fees paid.

There is an appeals process to dispute a decision, but it differs based on the TTP you applied for. We’ll break down the steps of the appeals process towards the end of this article.

Top 4 Reasons Your Trusted Traveler Status Can Be Revoked or Denied

CBP doesn’t typically make information regarding the TTP denials public, but it did respond to a Freedom of Information Act request back in 2017. The report it issued details each instance where membership was denied or revoked from November 6, 2016, t0 June 6, 2017, and gives us a lot of insight into recurring themes.

Bottom Line: It’s important to know that CBP is getting information about you from a variety of sources — including state and local government databases, FBI databases, and even sometimes from other countries.

We’ve taken this information and broken it down into the 4 most common reasons TTP status is taken away or not granted in the first place:

Generally, you’ll want to disclose every pending or prior conviction on your record as a part of your application, no matter how old. If something is discovered later or you have a recent conviction (even if you’ve already been approved), your membership could be denied (or revoked).

Things like DUIs don’t automatically disqualify you from being approved as long as they’re over 10 years old, but there are some types of convictions that are permanently disqualifying. A list of permanently disqualifying convictions isn’t clearly documented anywhere and seems to be determined on a case-by-case basis.

You could also have your application denied if derogatory information was received from another country — meaning, any trouble you run into abroad could impact your membership in a TTP.

This category is a big repeat offender on the CBP list. For example, not declaring:

  • Agricultural items (like plants, fruits, vegetables, soil, etc.)
  • Items exceeding  your duty-free personal exemption (exemption amount varies based on the country you visited and length of stay, or alcohol over 1 liter)
  • Foreign currency exceeding the USD equivalent of $10,000

US CBP Declaration Form

All of the following can land you with a fine from CBP AND a TTP denial or membership revocation.

Just to be safe, check your bags for items your might have unintentionally left behind, including snacks from the plane. And if you do bring something back, just be sure you note it on your customs form upon arrival.

Bottom Line: Don’t worry — these rules are all listed on the CBP’s Customs Declaration form, so you don’t have to remember these details! Just make sure you read the form carefully to avoid unintentionally forgetting to declare something.

Upon arrival back into the U.S., it’s important to be on your best behavior. Things like cutting in line or trying to bring family members who don’t have Global Entry to the kiosk can have big repercussions.

Hot Tip: This might mean you have to fill out separate CBP Customs Declaration forms if you have Global Entry and your other family members do not.

In addition, if you’re using your Global Entry card to enter the U.S. using an expedited travel lane at a land crossing, everyone in the car needs to have Global Entry status, too. Depending on the agent you encounter, breaking these rules can result in your membership being revoked — even if it’s an accident!

Going hand in hand with the item above, but encompassing a bit more, if you decide to take your frustrations out on a CBP or TSA agent, know that your TTP status could be revoked. If you are also not forthcoming during your TTP interview, this could also be considered uncooperative behavior as well.

As COVID-19 and mask mandates weren’t around when this report was issued in 2017, we are just making an educated guess here, but if you refuse to wear a mask while going through TSA security or on a plane, this might also result in your losing your TTP status.

Trusted Traveler Benefits and Eligibility Requirements

Man in hat using Global Entry kiosk

Main Benefits

The main reasons to join Global Entry (GE) include:

  • Access to expedited lines at major U.S. airports  when returning from an international destination
  • Access to expedited entry benefits in other countries (also known as preclearance )
  • TSA PreCheck is included for domestic travel

Once granted, you will have all of the benefits of Global Entry for 5 years.

Hot Tip: See our in-depth article to see all of the benefits and steps required to get Global Entry status:  The Global Entry Program: From Application to Airport [+ Map of Locations & Kiosks] .

Eligibility

U.S. citizens, U.S. lawful permanent residents, and citizens of select countries are eligible to apply for Global Entry. If you are under the age of 18, you must have your parent or legal guardian’s consent to participate in the program.

You must meet certain criteria (that CBP doesn’t make public) in order to deem you a “low-risk” traveler. Keep in mind that you don’t simply have to meet the eligibility requirements BEFORE you apply. You must remain eligible at all points during your 5-year membership.

Ineligibility

The CBP website notes that “Any violation of the program’s terms and conditions will result in the appropriate enforcement action and termination of the traveler’s membership privileges.” But what does that mean?

Specifically, you are deemed ineligible and will have your membership denied (or revoked) if you do any of the following:

  • Provide false or incomplete information on your GE application
  • Have any criminal history (even if it’s not related to customs or a security threat)
  • Have been found in violation of any customs, immigration, or agriculture regulations or laws (in any country)
  • Are the subject of an ongoing investigation by any federal, state, or local law enforcement agency
  • CBP cannot grant you low-risk status

This last category appears to be a catch-all, but you can see that there are many reasons you can be denied. And as a reminder, if any of the items above change, your status can be revoked at any point in your membership.

See our list of the top 4 reasons your status may get denied or revoked in the section above for some specific examples.

TSA PreCheck Fly With Assurance

The main reasons to join the TSA PreCheck program include:

  • No need to remove shoes, laptops, 3-1-1 liquids, belts, or light jackets when going through TSA security checkpoints
  • Expedited security screening (TSA claims that most travelers get through security in 5 minutes or less)
  • PreCheck is available at over  200 airports domestically
  • Children (under 18) may accompany a parent/guardian for free

Once granted, you will have all of the benefits of TSA PreCheck for 5 years.

TSA PreCheck is only open to U.S. citizens, U.S. nationals, and lawful permanent residents. Children aged 12 and under are free with a parent or guardian. Children aged 13 to 17 may accompany a TSA PreCheck-approved parent when they are on the same reservation and have the TSA PreCheck designation on their boarding pass.

TSA notes that applicants may be ineligible due to “incomplete or false application information, violations of transportation security regulations, or disqualifying criminal offenses and factors .”

TSA breaks down disqualifying offenses into 3 categories:

  • Permenantly Disqualifying Criminal Offenses , including offenses like espionage, treason, murder, and terrorism
  • Interim Disqualifying Criminal Offenses , including offenses like violent crime, immigration violations, fraud, smuggling, incomplete or inaccurate application, or illegal position of a firearm (the length of time that the item is disqualifying depends on the offense as well as the plea)
  • Under Want, Warrant, or Indictment , including pending cases

See the full TSA list of disqualifying offenses for more details.

SENTRI Crossing

The main reasons you’d want to be a member of the SENTRI program are to reduce wait times at ports of entry using:

  • Dedicated processing lanes at southern land border crossings from Mexico
  • NEXUS lane when entering the U.S. from Canada by land
  • Global Entry kiosks when entering the U.S. by air

Once granted, you will have all of the benefits of SENTRI for 5 years.

There are no citizenship or age requirements to qualify for SENTRI membership. If you are under 18, you must have your parent or legal guardian’s consent to apply.

CBP notes that you are no longer considered eligible if you:

  • Provide false or incomplete information on your SENTRI application

The biggest violations for SENTRI memberships are related to customs violations. You will not only pay a fine but will have your SENTRI membership revoked.

NEXUS U.S. Canada agents

The main reasons you’d want to be a member of the NEXUS program are to reduce wait times at ports of entry using:

  • Dedicated processing lanes at land border crossings to/from Canada
  • NEXUS kiosks when entering Canada
  • Global Entry kiosk when entering the U.S.
  • Marine telephone reporting center to report your water arrival in the U.S and Canada

Once granted, you will have all of the benefits of NEXUS for 5 years from your next birthday.

U.S. citizens, U.S. lawful permanent residents, Canadian citizens, Canadian lawful permanent residents, and Mexican nationals who are members of Viajero Confiable are eligible to apply for membership in the NEXUS program. If you are under 18, you must have your parent or legal guardian’s consent to apply.

NEXUS is slightly different from other TTPs as you’ll need to have both the U.S. and Canada approve your application. Denial of an application by either country will prevent you from participating in the NEXUS program.

As far as disqualifying items, if you do any of the following, you are no longer considered eligible for the program:

  • Provide false or incomplete information on your NEXUS application
  • CBP or the Canada Border Services Agency cannot grant you low-risk status

Free and Secure Trade FAST Lane

Not as well-known as the programs above, Free and Secure Trade (FAST) is a program specifically for commercial truck drivers entering and exiting the U.S. from Canada and Mexico. You can apply for FAST North or FAST South, depending on your needs.

Primarily, you will benefit from the use of designated FAST lanes to more quickly transport goods into the U.S.

U.S. citizens, U.S. lawful permanent residents, Canadian citizens, Canadian lawful permanent residents, and Mexican nationals who are 18 years or older and possess a valid driver’s license are eligible for a FAST membership.

  • Provide false or incomplete information on your FAST application
  • Have been found in violation of any customs, immigration, or agriculture regulations or laws (in any country!)
  • Fail to meet other requirements of the FAST Commercial Driver Program

If you’ve been denied membership or had your membership revoked, this decision doesn’t have to be final. You can appeal this decision and ask your case to be reviewed again. Or maybe you don’t feel that you were given sufficient information regarding why your application was denied or your membership revoked?

Either way, the process is similar, no matter which TTP you had your membership revoked or denied with. In order to appeal your TTP membership decision or get more information, you’ll want to:

1. Gather all of your documents together, including:

  • Original denial letter
  • Clarifying information, such as an explanation of an arrest, record, or incident
  • Court disposition documentation (in PDF) for all arrests or convictions (even if expunged)
  • Other supporting documentation you feel might help your appeal
  • Request for more details (if applicable)

Hot Tip: Appeals are done on a case-by-case basis and the information required to appeal will be different. For instance, if you have a 20-year-old DUI that was the cause of your denial, you might want to include details about how you’ve been rehabilitated since then and note that you’ve had no other incidents that would deem you “high-risk.”

2. Write a letter to the local Enrollment Center where your interview took place

  • Write a letter requesting an appeal of the decision
  • Include copies of all relevant information gathered above
  • Label the envelope “Redress Request RE: Global Entry”

3. Write a letter to the CBP Trusted Traveler Ombudsman

U.S. Customs and Border Protection Attn: CBP Ombudsman P.O. Box 946 Williston, VT 05495

According to the L.A. Times , this appeals process can take “as much as 8 months,” but could be even longer now due to delays related to COVID-19.

Ultimately, the U.S. government views membership in a TTP as a privilege rather than a right and it reserves the right to deny your application or revoke your membership for any number of reasons. Unfortunately, there’s not always a clear set of guidelines to follow when it comes to denials, revoked memberships, or even the appeals process.

If you have had your membership in a TTP revoked or denied, start by reviewing the information you were given. See if this information was erroneous or you otherwise believe you have a case for the decision to be appealed. Contact your local enrollment center to get more information regarding your denial or membership revocation. Hopefully, you can make your case that you are a low-risk traveler and renew your trusted traveler program status soon!

Frequently Asked Questions

Why did my global entry get revoked.

Your Global Entry could have been revoked due to fact that you are no longer eligible due to new or previously unknown incidents, a new customs or immigration violation, or even information told to CBP by other countries. You will receive a letter detailing the reasons that your membership was revoked through your TTP account .

Why did my TSA PreCheck get revoked?

If your TSA PreCheck membership was revoked, TSA could have learned of information that changes you from a low-risk traveler to a high-risk traveler. This could be due to new or previously unknown information related to incidents or prior arrests, or new charges, among other things. You will get a letter in your TTP account that details the reasons your membership was revoked.

How do I restore my TSA PreCheck?

If you have lost your TSA PreCheck status, you can appeal this decision. You’ll need to gather your documents, including information you think may help your appeal, and submit it to TSA and/or the ombudsman in charge of your case. Details on how to do this and what to include in your appeal are listed in the article above.

How do I restore my Global Entry?

If you have lost your Global Entry membership due to a change in your eligibility status, you can still appeal this decision. We have complete details on the process you’ll need to take in the article above, but in short, you’ll have to convince CBP that you are still a “low-risk” traveler. How you will do this will depend on why your status was revoked in the first place.

How long does a TSA PreCheck suspension last?

There are certain offenses that are temporary and will bar you from being eligible for TSA PreCheck. Most of these offenses restrict you from membership from between 5 and 7 years. Others will result in a permanent disqualification.

For a full list of disqualifying offenses and associated time frames, see the full TSA list .

Denied for Global Entry or PreCheck? Here's how to appeal

Jordyn Fields

No one enjoys waiting in what can seem like endless security lines at the airport. Frequent travelers know that Global Entry and TSA PreCheck are must-haves to make travel a breeze, but what if you are denied from the programs? The good thing is a denial doesn't always mean you have to say goodbye to an easy trip through the airport.

The Global Entry and TSA PreCheck programs are vital tools for the regular traveler. Global Entry allows international travelers to re-enter the United States through expedited immigration lanes that allow you to skip the often-overflowing lines you encounter at the border, while TSA PreCheck reduces the amount of screening needed to board a flight . With both programs, since you're receiving minimal screening as a trusted traveler, in order to be approved for the program you have to submit to a background check and a personal interview. Therefore it's not unusual that a blemish on your record — even a small one — can result in being denied for the program.

Why do people get denied?

Applicants get denied for a variety of reasons, some may seem like minor infractions you didn't even think twice about.

  • Past criminal history, no matter how minor or long ago
  • Currently under investigation by a law enforcement agency
  • Violation of customs, immigration or agriculture regulations
  • Prohibited and undeclared items
  • False or undisclosed information on your application

You can appeal

The good thing is you can actually appeal the decision. Customs and Border Protection (CBP) will give you the reason for being denied by a Trusted Traveler program. However, it can be a little vague and CBP doesn't have a way for you to get more details on your application.

"We cannot provide you additional information about your specific situation, as your eligibility is determined by a myriad of factors evaluated by the vetting center and the CBP Officer that interviews you if you are conditionally approved."

Related: What you need to know about TSA PreCheck

With the information you do have, write a letter to the Ombudsman at [email protected] that states when and why CBP says you were denied. Also include your explanation of what happened in the incident that got you denied and any documents that can corroborate your story. You can also submit a reconsideration request through the application website .

TSA makes appealing a PreCheck decision a little easier. If you receive a letter of ineligibility , they will also attach a list of ways to proceed if you still want to try to enroll in PreCheck. Some include contacting your local agency or submitting a letter of appeal to [email protected] if you applied for PreCheck through Global Entry, NEXUS, or SENTRI.

Related: 5 Reason to get PreCheck

"Eligibility for the TSA Pre[check]TM Application Program is within the sole discretion of TSA, which will notify individuals who are denied eligibility in writing of the reasons for the denial. If initially deemed ineligible, applicants will have an opportunity to correct cases of misidentification or inaccurate criminal or immigration records."

What if your denial was based on accurate information? There's good news. There are multiple reports of folks who got denied even though the incident in question was correctly reported, but still managed to get approved via an appeal . First, you'll want to write the CBP Ombudsman at this address:

US Customs and Border Protection P.O. Box 946 Williston, VT 05495 Attn: CBP Ombudsman

In your letter include not only all your information — name, address, phone and GOES ID number — but also explain the situation in detail and why you believe you should be approved. If it's a minor one-time incident from years ago, you can emphasize that, and if there is any inaccurate information, you'll definitely want to include supporting documentation that corrects the record. Do NOT lie . Basically, just make your case as best you can.

You can also send your letter via email to [email protected], but since this is a government agency, we strongly suggest you send a physical letter as well, perhaps by certified mail or with some sort of proof of mailing so that everything is documented. Then be prepared to wait. A while. The CBP website says that "a response may take months" so give it at least six months before following up. Hopefully you'll hear back within that time, either with good news that you have been reconsidered or with bad news that it's still a "no."

Related: Should you get TSA PreCheck or Clear? …Or both?

Unfortunately for those who are eager to utilize the benefits of Trusted Traveler programs, there is no guarantee of approval once an appeal is filed. There is also no set time frame for how long it takes a new decision to be reached. All we can suggest is to give it a chance.

What Happens If Your Passport Photo Is Rejected?

What happen if passport photo is rejected

Passports are a must for international travel, but a bad passport photo can cause rejection and delay in your travel plans. In this post, we’ll explore the reasons behind passport photo rejection and what to do if it happens to you.

What Happens If Your Passport Photo is Rejected?

The reason varies on why your passport photo was rejected by the State Department. Below, we will give you a list of items and a brief explanation of what can cause your passport picture to be rejected.

  • Review the official letter to understand why your passport photo was rejected for biometric data processing. This will help you avoid making the same mistakes.
  • Retake your passport photo to meet all U.S. guidelines . A rejected photo may be due to blurring or incorrect sizing. Fix any mistakes from the previous photo to avoid rejection.

6 Reasons Why Your Passport Photo is Rejected

  • Incorrect side or format
  • Background images should be white or off-white and full-face view with natural expression.
  • Glasses should not be worn
  • Clothing that covers your face
  • Digitally Altered Images
  • The photo is more than six months old

Common baby passport photo application mistakes. Dark, wrong background, pose, proportion, quality of identity photo.

1. Incorrect Sizing

The most common reason for passport photo rejection is incorrect size or format. Below is the sizing requirement for a passport photo .

  • The passport photo should measure 2 inches x 2 inches.
  • Keep your head centered and measure 25-35 mm from top to chin in photos.
  • There should be space around the sides and top of your head in the photo.

2. Wearing Glasses or Have Shadows or Glares on Picture

It’s also important to remove glasses and avoid shadows or glares on the face. The photo should be recent, taken within six months of your application, and should resemble you. It will not be accepted if your photo does not meet these specifications.

3. Poor Image Quality

In some cases, passport photo rejection can be due to shadows or glare on the face or even a grainy or blurry image. It’s important to make sure your photo is high-quality and clear. Use natural light, avoid using the camera flash, and make sure the image is focused.

  • Distracting Items: It is acceptable to wear jewelry and makeup for passport photos as long as they are not distracting. However, pictures with loud accessories will be rejected by the passport office.
  • Non-neutral background : All passport pictures must be taken against a plain, white background without any shadows or creases.
  • Exposure : Dark or overexposed photos will be rejected due to poor visibility.
  • Enhancements : Filtered pictures are not acceptable for passports as they do not provide a realistic representation of your actual features.

4. Facial Expressions

When taking passport photos, it is common to expect people to smile. However, this can result in rejection as passport photos are meant to capture your biometric details. To avoid this, it is important to adhere to the following requirements:

  • Look Straight into the Camera : Your eyes must be visible for biometric processing. Avoid looking away, squinting, or altering eye structure.
  • Natural Facial Expression: You should maintain a neutral facial expression, regardless of the situation.
  • Straight Posture : It is important to keep your head and neck visible during biometric processing. Avoid any unnatural posture adjustments.

Do You Have to Pay Again if Your Passport Photo is Rejected?

If your passport photo is rejected, you will have a 90-day window to submit a new, compliant photo. However, whether or not you’ll need to pay again depends on your response time. If you submit a new photo that meets the criteria within 90 days, your initial passport application fee will cover the change.

What Happens if Your Passport Photo Gets Rejected?

In case your passport photo gets rejected, you have a maximum of 90 days to replace it with a new one that meets all the guidelines and passport photo regulations. If you fail to do so within the given time frame, you will have to reapply for passport renewal and pay the fee again.

What is the Best Color to Wear for Passport Photo?

Wear a dark-colored shirt because your passport must be taken on a white or off-white background. It is recommended to wear a darker shirt in your photo.

U.S. law generally requires visa applicants to be interviewed by a consular officer at a U.S. Embassy or Consulate. After relevant information is reviewed, the application is approved or denied, based on standards established in U.S. law.

While the vast majority of visa applications are approved, U.S. law sets out many standards under which a visa application may be denied. An application may be denied because the consular officer does not have all of the information required to determine if the applicant is eligible to receive a visa, because the applicant does not qualify for the visa category for which he or she applied, or because the information reviewed indicates the applicant falls within the scope of one of the inadmissibility or ineligibility grounds of the law. An applicant’s current and/or past actions, such as drug or criminal activities, as examples, may make the applicant ineligible for a visa.

If denied a visa, in most cases the applicant is notified of the section of law which applies. Visa applicants are also advised by the consular officer if they may apply for a waiver of their ineligibility. Several of the most common reasons for visa ineligibilities are explained below. For more information, review the  visa ineligibilities  in the Immigration and Nationality Act (INA).

How does a visa applicant qualify for a visa?

You, as a visa applicant, qualify for a visa by being eligible under all applicable U.S. laws for the visa category for which you are applying. During your visa interview, the consular officer at the U.S Embassy or Consulate will determine if you are qualified for the type of visa for which you are applying.

The sole authority to approve or deny (called adjudicate) visa applications, under U.S. immigration law  section 104(a) of the Immigration and Nationality Act , is given to consular officers at U.S. Embassies and Consulates.

What does being found ineligible mean?

If a consular officer finds you are not eligible to receive a visa under U.S. law, your visa application will be denied (refused), and you will be provided a reason for the denial. There are many reasons a visa applicant could be found ineligible for a visa. These reasons, called ineligibilities, are listed in the Immigration and Nationality Act (INA) and other immigration laws. Some ineligibilities can be overcome, either by you, the visa applicant, or the U.S. petitioner, in certain immigrant visa cases. Other ineligibilities are permanent. This means that every time you apply for a visa, you will be found ineligible under the same section of law, unless a waiver of that ineligibility is authorized by the Department of Homeland Security. Learn about  waivers of ineligibility .

Here are some examples of visa ineligibilities, with INA references, which are explained further below.

The visa applicant:

  • Did not fully complete the visa application and/or provide all required supporting documentation - INA section 221(g)
  • Did not establish eligibility for the visa category being applied for or overcome the presumption of being an intending immigrant - INA section 214(b)
  • Was convicted of a crime involving moral turpitude - INA section 212(a)(2)(A)(i)(I)
  • Was convicted of a drug violation - INA section 212(a)(2)(A)(i)(II)
  • Has two or more criminal convictions for which the total sentence of confinement was 5 years or more - INA section 212(a)(2)(B)
  • Did not provide an adequate affidavit of support when one was required; therefore denied under public charge - INA section 212(a)(4)
  • Misrepresented a material fact or committed fraud to attempt to receive a visa – INA section 212(a)(6)(C)(i)
  • Previously remained longer than authorized in the United States - INA section 212(a)(9)(B)(i)

For a complete list of all visa ineligibilities contained in the Immigration and Nationality Act, see  Ineligibilities and Waivers: Laws .

I was found ineligible for a visa. Can I get my money back?

No. The fee that you paid is a non-refundable application processing fee.

Can I reapply for a visa?

After being found ineligible for a visa, you may reapply in the future. If you reapply for a visa after being found ineligible, with the exception of 221(g) refusals, you must submit a new visa application and pay the visa application fee again. If you were found ineligible under section 214(b) of the INA, you should be able to present evidence of significant changes in circumstances since your last application. See more information below under  INA section 214(b) .

Can a friend or relative inquire about my denied visa application?

Department of State visa case records are confidential under INA section 222(f), so information can only be provided to visa applicants, with some exceptions. Certain information can be provided to U.S. sponsors, attorneys representing visa applicants, members of Congress, or other persons acting on behalf of and with the permission of applicants.

INA Section 221(g) - Incomplete Application or Supporting Documentation

What does a visa denial under INA section 221(g) mean?

A visa denial under section  221(g) of the INA  means that the consular officer did not have all of the information required to conclude you are eligible to receive a visa. This means you are not eligible for the visa now, for one of two reasons:

  • Your application is incomplete and/or further documentation is required -  Applicants whose application forms or other documentation are incomplete are refused. If further documents are required to complete your case, you will be informed what is needed and how to provide it to the embassy or consulate. You will also be given a letter stating your application has been denied under 221(g) and listing which documents you need to provide.
  • Administrative processing -  The consular officer could not conclude you were elegible for the visa sought and additional administrative processing of your application is required. You will be given a letter stating this; the embassy or consulate will contact you when the administrative processing is complete.

Is there something I can do about a refusal under section 221(g)?

If your application was denied because documentation or information is missing, you can provide the missing documents or information as soon as possible. After submitting the documentation, your visa application can then be re-assessed to determine whether you qualify for a visa. You have one year from the date you were refused a visa to submit the additional information. Otherwise, if you do not provide the required additional information within one year, you must reapply for the visa and pay another application fee.

If your application requires further administrative processing, this takes additional time after your interview. Processing times can vary based on individual circumstances. For more information, review  Administrative Processing .

INA Section 214(b) - Visa Qualifications and Immigrant Intent

What does a visa denial under INA section 214(b) mean?

This law applies only to nonimmigrant visa categories. If you are refused a visa under  section 214(b) , it means that you:

  • Did not sufficiently demonstrate to the consular officer that you qualify for the nonimmigrant visa category you applied for; and/or
  • Did not overcome the presumption of immigrant intent, required by law, by sufficiently demonstrating that you have strong ties to your home country that will compel you to leave the United States at the end of your temporary stay. (H-1B and L visa applicants, along with their spouse and any minor children, are excluded from this requirement.)

What are considered strong ties to my home country?

Ties are the various aspects of your life that bind you to your home country. Strong ties vary from country to country, city to city, and person to person, but examples include:

  • Your home; and/or
  • Your relationships with family and friends.

While conducting visa interviews, consular officers look at each application individually and consider the applicant's circumstances, travel plans, financial resources, and ties outside of the United States that will ensure the applicant’s departure after a temporary visit.

Is a refusal under section 214(b) permanent?

No. A refusal, or ineligibility, under section 214(b) is for that specific application, so once a case is closed, the consular section cannot take any further action. There is no appeal process. If you feel there is additional information that should be considered related to the visa decision, or there are significant changes in your circumstances since your last application, you may reapply for a visa. To reapply, you must complete a new application form, pay the application fee, and schedule an appointment for a new interview. Review the  website of the U.S. Embassy or Consulate  where you plan to reapply to learn about any reapplication procedures.

INA Section 212(a)(4) - Public Charge

Why was I refused under INA section 212(a)(4)?  What is meant by “public charge”?

A visa refusal, or ineligibility, under section  212(a)(4) of the INA  means that the consular officer determined that you are likely to become a public charge in the United States.

Is a refusal under section 212(a)(4) permanent?

A refusal, or ineligibility, under section 212(a)(4) can be overcome in certain circumstances, as explained below.

Immigrants -  Most immigrant visa applicants are required to submit an Affidavit of Support from the U.S. sponsors who filed petitions for them. If your U.S. sponsor does not meet the requirements of the Affidavit of Support, you may present a second Affidavit of Support from a qualifying joint sponsor. Learn more about the  Affidavit of Support .

Some categories of immigrant visa applicants are not required to have Affidavits of Support. These are categories where no U.S. citizen or lawful permanent resident relative filed a petition on your behalf, including most employment-based immigrants and diversity visa (DV) applicants.

If you are applying for an immigrant visa category where the Affidavit of Support Form is not required, the following are examples of how you could demonstrate to the consular officer that you will have financial support in the United States:

  • Your own personal funds;
  • A job offer in the United States; and/or
  • Sponsorship from a U.S. resident.

Examples of sponsorship from a U.S. resident include:

  • A letter from the U.S. resident stating financial support of you while in the United States;
  • Documents showing that the U.S. resident can financially support you, such as tax transcripts, bank statements or pay stubs; and/or
  • An Affidavit of Support (Form I-134).

The consular officer will review the additional evidence of financial support you submit to determine whether it is sufficient to overcome your ineligibility under section 212(a)(4).

Nonimmigrants -  You must demonstrate sufficient financial support during your temporary stay in the United States. Public charge denials are less frequent for nonimmigrant visa applications, but can occur, for example, in the case of a visa applicant seeking medical treatment in the United States without adequate funds to pay for treatment. Learn more about applying for a visitor visa for  medical treatment .

In order to overcome a denial for public charge reasons, you must demonstrate you will have sufficient financial support in the United States. The consular officer will review the additional evidence you submit to determine whether it is sufficient to overcome your ineligibility under section 212(a)(4).

INA Section 212(a)(6)(C)(i) - Fraud and Misrepresentation

What does a denial under INA section 212(a)(6)(C)(i) mean?

You were refused, or found ineligible, for a visa under  section 212(a)(6)(C)(i)  because you attempted to receive a visa or enter the United States by willfully misrepresenting a material fact or committing fraud. This is a permanent ineligibility, so every time you apply for a visa, you will be found ineligible for this reason.

You will be advised by the consular officer if you can apply for a waiver of this ineligibility. Review  Waivers of Ineligibility  for more information.

What is meant by misrepresentation of a material fact?

Misrepresentation means that you falsely presented facts and were not truthful in an attempt to receive a visa or enter the United States. A fact is considered material, as it pertains to this section of the INA, when, had the truth been known, you would not have been eligible to receive a visa or enter the United States.

INA Section 212(a)(9)(B)(i) - Unlawful Presence in the United States

What does a denial under INA section 212(a)(9)(B)(i) mean?

You were refused, or found ineligible for, a visa under  section 212(a)(9)(B)(i)  because you were considered to have been unlawfully present in the United States, if:

  • You stayed in the United States after the expiration date for the period of stay authorized by the Department of Homeland Security (DHS), Customs and Border Protection (CBP) for you, without the required authorization to extend your stay; or
  • You entered and were present in the United States without receiving the required authorization from CBP.

When denied a visa for unlawful presence, you are ineligible for a visa for the following length of time:

  • When unlawfully present in the United States for 180 days or longer but less than one year, you are ineligible for a visa for 3 years after departure from the United States; or
  • When unlawfully present in the United States for one year or longer, you are ineligible for a visa for 10 years after departure from the United States.

List of Ineligibilities

This webpage discusses some of the more common visa ineligibilities. For a complete list of visa ineligibilities and more information from the Immigration and Nationality Act (INA), and amended laws, review  Ineligibilities and Waivers: Laws  on this site.

Waivers of Ineligibility

What is a waiver?

The Immigration and Nationality Act (INA) contains provisions that may allow a visa applicant who was denied a visa for a particular ineligibility to apply for a waiver of that ineligibility. The Department of Homeland Security (DHS) adjudicates all waivers of ineligibility. Waivers are discretionary, meaning that there are no guarantees that DHS will approve a waiver for you. If the waiver is approved, you may be issued a visa.

Can every applicant who is ineligible apply for a waiver?

No. If you are found ineligible for a visa, the consular officer will inform you if can apply for a waiver of ineligibility. The following factors will determine if you may apply for a waiver:

  • Whether a waiver of ineligibility is available for the particular section of law you are ineligible under;
  • You must be fully qualified for the visa you applied for, except for that specific ineligibility, in order to be able to apply for the waiver;
  • If you are applying for a nonimmigrant visa, generally whether the consular officer who found you ineligible recommends to DHS that you receive a waiver; and
  • If you are applying for an immigrant visa, whether a waiver is available for your particular situation. (For example, for certain visa ineligibilities when applying for an immigrant visa, you can only apply for a waiver if you have a U.S. citizen or lawful permanent resident spouse or parent who would endure extreme hardship if you were not able to immigrate.)

How do I apply for a waiver?

If you can apply for a waiver, the consular officer at the U.S. Embassy or Consulate where you applied will inform you how to apply.

Immigrant Visa and K Nonimmigrant Visa Applicants - If you can apply for a waiver, you must mail  Form I-601 , Application for Waiver of Grounds of Inadmissibility, directly to a U.S. Citizenship and Immigration Services (USCIS) Lockbox facility, with few exceptions. Learn more on the  USCIS  website.

Further Questions

I was found ineligible for a visa, and I have further questions. Who should I contact?

You should contact the  U.S. Embassy or Consulate  where you applied.

Earthquake maps show where seismic activity shook the Northeast today

By Lucia Suarez Sang

Updated on: April 5, 2024 / 7:51 PM EDT / CBS News

Residents across the Northeast were rattled by a  4.8 magnitude earthquake that shook  the densely populated New York City metropolitan area and much of the surrounding region on Friday morning. The U.S. Geological Survey was quick to release maps showing the spot where the quake was centered, in New Jersey, and the area where it was felt.

The USGS reported the quake occurred about 7 miles north of Whitehouse Station, New Jersey. It indicated that the quake might have been felt by more than 42 million people. There were several aftershocks later in the day, including one with a magnitude of 4.0.

Map shows area affected by earthquake centered in New Jersey

People in Baltimore , Philadelphia , New Jersey, Connecticut, Boston and other areas of the Northeast reported shaking. Tremors lasting for several seconds were felt over 200 miles away near the Massachusetts-New Hampshire border.

The map below shows the seismic intensity of the earthquake. The map, which is mostly a lighter shade of blue, shows that the intensity was light to weak, depending on the distance from the epicenter.

Another map released by the European-Mediterranean Seismological Centre on X, formerly Twitter, highlights the eyewitness reports of shaking and possible damage levels during the seismic event.

New York Gov. Kathy Hochul and New York City Mayor Eric Adams have been briefed on the quake.

"We're taking this extremely seriously and here's why: There's always the possibility of aftershocks. We have not felt a magnitude of this earthquake since about 2011," Hochul said.

People across the region were startled by the rumbling of the quake. One New York City resident told CBS New York's Elijah Westbrook, "I was laying in my bed, and my whole apartment building started shaking. I started freaking out,"

It's not the first time the East Coast and New York City have been hit by an earthquake.

A 5.0 quake was measured in New York City in 1884.

The shaking stirred memories of the Aug. 23, 2011, earthquake that jolted tens of millions of people from Georgia to Canada. Registering magnitude 5.8, it was the strongest quake to hit the East Coast since World War II. The epicenter was in Virginia.

That earthquake left cracks in the Washington Monument, spurred the evacuation of the White House and Capitol and rattled New Yorkers three weeks before the 10th anniversary of the Sept. 11 terror attacks.

Your last-minute guide to Monday's total solar eclipse

Photo Illustration: The phases of a total solar eclipse

A total solar eclipse will cross North America on Monday , offering millions a rare opportunity to see afternoon skies temporarily darken as the moon blocks the face of the sun.

Tune into NBC News NOW as Lester Holt hosts a two-hour special at 2 p.m. ET Monday from Indianapolis Motor Speedway.

The eclipse's path fortuitously cuts across Mexico, 15 U.S. states and a small part of eastern Canada. In all other states in the continental U.S., viewers will be treated to a partial solar eclipse, with the moon appearing to take a bite out of the sun and obscuring part of its light.

Here’s everything you need to know about the rare celestial event.

What is a solar eclipse?

Solar eclipses occur when the sun, moon and Earth align. The moon passes between Earth and sun, temporarily blocking the sun’s light and casting a shadow on Earth.

A total solar eclipse is when the moon fully obscures the sun, whereas a partial solar eclipse means it blocks just a portion of the sun’s face.

Solar eclipses occur only with the new moon. Because the moon’s orbit around Earth is tilted, the three bodies don’t always line up in a way that creates an eclipse.

“Imagine if the moon’s orbit were in the plane of Earth’s orbit around the sun — if that were the case, then every new moon, you’d have a total solar eclipse and every full moon, you’d have a lunar eclipse,” Neil DeGrasse Tyson, director of the Hayden Planetarium at the American Museum of Natural History, told NBC News. “So, because things don’t always align, it lends to the rarity of the event and the specialness of the event.”

Where and when will the eclipse be visible?

This year’s eclipse will follow a slightly wider path over more populated areas of the continental U.S. than other total solar eclipses have in the recent past.

NASA estimates that 31.6 million people live within what’s known as the path of totality, where the total solar eclipse will be visible. An additional 150 million people live within 200 miles of the path, according to the agency.

The path travels through Texas, Oklahoma, Arkansas, Missouri, Illinois, Kentucky, Indiana, Ohio, Pennsylvania, New York, Vermont, New Hampshire and Maine. Tiny parts of Michigan and Tennessee will also be able to witness totality if conditions are clear.

After the eclipse crosses into Canada, it will pass over southern Ontario, Quebec, New Brunswick, Prince Edward Island and Cape Breton, at the eastern end of Nova Scotia.

Those outside the path of totality can still take part in the astronomical event by viewing a partial solar eclipse — visible throughout all 48 states of the contiguous U.S. — or a NASA livestream.

The timing, including how long totality lasts, depends on the location, but some spots will see the moon fully cover the sun for up to 4 minutes and 28 seconds.

Below is a list of timings for some cities along the path of totality, as  provided by NASA . A number of other resources, including NationalEclipse.com  and  TimeandDate.com , can also help people plan.

  • Dallas: Partial eclipse begins at 12:23 p.m. CT and totality at 1:40 p.m.
  • Little Rock, Arkansas: Partial eclipse begins at 12:33 p.m. CT and totality at 1:51 p.m.
  • Cleveland: Partial eclipse begins at 1:59 p.m. ET and totality at 3:13 p.m.
  • Buffalo, New York: Partial eclipse begins at 2:04 p.m. ET and totality at 3:18 p.m.
  • Lancaster, New Hampshire: Partial eclipse begins at 2:16 p.m. ET and totality at 3:27 p.m.

How to safely view a solar eclipse

It is never safe to gaze directly at the sun, even when it is partly or mostly covered by the moon. Special eclipse glasses or  pinhole projectors  are required to safely view solar eclipses and prevent eye damage. Failing to take the proper precautions can result in severe eye injury,  according to NASA .

Eclipse glasses are thousands of times darker than normal sunglasses and specially made to enable wearers to look at the sun during these kinds of celestial events.

Sky-watchers should also never view any part of the sun through binoculars, telescopes or camera lenses unless they have specific solar filters attached. Eclipse glasses should not be used with these devices, as they will not provide adequate protection.

However, during the few minutes of totality, when the moon is fully blocking the sun, it is safe to look with the naked eye.

Image: Tyler Hanson

Beware of fake eclipse glasses. On legitimate pairs, the lenses should have a silver appearance on the front and be black on the inside. The manufacturer’s name and address should be clearly labeled, and they should not be torn or punctured. Check, as well, for the ISO logo and the code “IS 12312-2” printed on the inside.

If you don’t have eclipse glasses, you can make a homemade pinhole projector, which lets sunlight in through a small hole, focuses it and projects it onto a piece of paper, wall or other surface to create an image of the sun that is safe to look at.

All you need is two pieces of white cardboard or plain white paper, aluminum foil and a pin or thumbtack. Cut a 1- to 2-inch square or rectangle out of the center of a piece of white paper or cardboard. Tape aluminum foil over that cut-out shape, then use a pin or thumbtack to poke a tiny hole in the foil.

During the eclipse, place a second piece of white paper or cardboard on the ground as a screen and hold the projector with the foil facing up and your back to the sun. Adjusting how far you hold the projector from the second piece of paper will alter the size of the image on the makeshift screen.

What to look for while viewing the total solar eclipse

For people along the path of totality, there are some fun milestones to keep track of as the total solar eclipse unfolds.

As the eclipse progresses and the sun gets thinner in the sky, it will start to get eerily dark, according to Tyson.

The "diamond ring effect" is shown following totality of the solar eclipse at Palm Cove in Australia's Tropical North Queensland in 2012.

When the last beams of sunlight are about to become obscured, look out for the “diamond ring effect”: The sun’s atmosphere will appear as an illuminated halo, and the last light still visible will look like the diamond of a giant ring.

As the sunlight decreases even further, an effect known as Baily’s beads will be created by the moon’s rugged terrain. Tiny “beads” of light will be visible for only a few seconds around the dark moon, as the last bits of sunlight peer through the moon’s mountains and valleys.

When the moon is fully blocking the sun, it is safe to remove eclipse glasses and look at the total solar eclipse with the naked eye.

The Bailey's Beads effect is seen as the moon makes its final move over the sun during the total solar eclipse on Monday, August 21, 2017 above Madras, Oregon.

Some lucky sky-watchers may even catch a glimpse of a comet .

Comet 12P/Pons-Brooks — nicknamed the “ devil comet ” because an eruption last year left it with two distinct trails of gas and ice in the shape of devil horns — is currently visible from the Northern Hemisphere as it swings through the inner solar system.

The comet can be seen in the early evenings by gazing toward the west-northwest horizon. During the eclipse, when skies darken during totality, it may be possible to see the comet near Jupiter, but its visibility will depend on whether it’s in the middle of an outburst and thus brighter than normal.

Most likely, all eyes will be on the alignment of the moon and sun.

“Most people won’t even notice,” Tyson said. “But if you know to look, it’s there.”

When is the next solar eclipse?

The next total solar eclipse will be in 2026, but it will mostly pass over the Arctic Ocean, with some visibility in Greenland, Iceland, Portugal and northern Spain. In 2027, a total solar eclipse will be visible in Spain and a swath of northern Africa.

The next total solar eclipse visible from North America will be in 2033, but only over Alaska. Then in 2044, a total solar eclipse will cross Montana, North Dakota, South Dakota, parts of Canada and Greenland.

The next total solar eclipse to cross the continental U.S. coast-to-coast in will occur in 2045. The path of totality for that eclipse will cut through California, Nevada, Utah, Colorado, New Mexico, Oklahoma, Kansas, Texas, Arkansas, Missouri, Mississippi, Louisiana, Alabama, Georgia and Florida.
