Visiting Sikkim and Arunachal Pradesh requires Inner-Line Permit (ILP) for Indians (to visit certain areas) and Protected Area Permit (PAP) for foreign nationals. Visiting Nathula Pass and Gurudongmar Lake is not permitted to any foreign national. You can apply for these permits online if you want to save yourself from the hassle.
